The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. Gold and silver are important byproducts of mining volcanogenic massive sulfide (VMS) deposits. Both metals occur in VMS deposits ranging in age from the Archean to the currently forming massive sulfides found on the ocean floor. The gold- and silver-rich deposits on the modern seafloor are geographically diverse and occur in several different tectonic settings (Figure 1a,b) including seamounts (e.g. Franklin Seamount, Papua New Guinea), unsedimented mid ocean ridges (e.g. TAG and Snakepit, Mid Atlantic Ridge), sedimented mid ocean ridges (e.g. Escanaba Trough) and back-arc basins (e.g. Manus Basin, Papua New Guinea). Interestingly, the most gold- and silver-rich deposits are found in the back-arc basins of the western Pacific, commonly associated with differentiated volcanic rocks such as the dacite-rhyodacite suite at PACMANUS in the eastern Manus Basin. This suggests that different, or more efficient, mechanisms are concentrating precious metals in such back-arc settings. Such mechanisms may include leaching of volcanics enriched in gold (e.g. rifted arc crust) or silver (e.g. continental crust) and/or the introduction of gold into a hydrothermal system by a magmatic fluid. The gold content of modern seafloor precipitates varies from a few ppb up to a high of 54 ppm reported from eastern Manus Basin (1). The Jade Deposit in the Okinawa Trough has the highest silver contents with values up to 1.1% (2). Both gold and silver are preferentially concentrated in late-stage, low temperature precipitates with zinc-rich assemblages being favoured in most cases. Gold is found as relatively pure native gold and sub-microscopic inclusions in gold-rich deposits, but occurs predominantly as sub-microscopic inclusions and possibly as solid solution in the gold-poor deposits (3). Silver occurs as rare silver minerals such as acanthite and native silver in the silver rich Jade deposit (2), but more commonly in the silver-containing minerals tetrahedrite and tennantite, as is the case in the PACMANUS deposit. Tetrahedrite is also known to be an important host of silver in ancient VMS deposits (4). More abundant sulfides can contribute significantly to the silver balance. In the silver-poor deposits at 21 N East Pacific Rise, silver is contained entirely within chalcopyrite, isocubanite, pyrite, marcasite, sphalerite/wurtzite and galena. In this case silver may be present as sub-microscopic inclusions of silver minerals or in solid solution.

Recent studies estimate the depletion mid-point (dmp) for conventional natural gas to be reached around year 2022, and for conventional oil to be reached around year 2017. These numbers are based on simplified assumptions of unchanged demand and do not include increasing reserves from discovery of new fields and also do not include a shifting of resources to reserves e.g. due to an increasing oil price (Gerling et al., 2005). Anyhow, these prospects require conventional hydrocarbons to be substituted in the near future.

Sediment Quality Guidelines can provide target values that should not be exceeded when seabed deposits are disturbed for mining, waste discharge or other purposes. Three sets of Guidelines have appeared in 1994 and 1995: US NOAA (updated from 1991), Environment Canada (EnvCan) and Equilibrium Partitioning (EqP) developed in the UK from US Water Quality Criteria. The US NOAA and EnvCan Guidelines have been developed by comparing many experimental and site data sets, and have concluded that levels below which effects rarely occur, or above which probably will occur, are useful guidelines. US NOAA uses the terms ERL and ERM for these two levels, and EnvCan TEL and PEL. The EqP concept is that a value can be calculated below which trace metals present cannot raise the concentration in the interstitial water. There are some problems in comparing units, but the comparison shows in general that the EnvCan levels are less than, and down to half of, the US NOAA levels. EqP levels vary but are generally fairly close to US NOAA ERL levels, with one major exception. The EqP level for mercury is far lower than either US NOAAor EnvCan levels, at 0.008 mg kg-1 compared to 0.15 (ERL) and 0.13 (TEL) mg kg-1 respectively. Comments will be solicited on how such differing Guidelines should be used site-specifically for environmental management at mining operations, (1) in the regions for where they were developed, and (2) elsewhere.

Analysis of the relationship between environmental parameters and the content of Mn, Ni, Co, Cu, Fe and Zn in ferromanganese crusts permits improved identification of locations to prospect for crusts with commercially valuable concentrations of these metals. In this study we asked whether a statistically significant relationship exists between primary productivity of the overlying surface waters, the concentration of O2 in and depth of the O2 minimum layer on the metal content of non-hydrothermal ferromanganese crusts in the Pacific Ocean between 130o W and 175o E and 0o to 30o S (the study area). To further develop the interpretation of the results of the statistical analysis and to assess in detail the geographical expression of these parameters in terms of metal content in crusts, a geostatistical technique (kriging) was used to generate contoured values for metal content, primary productivity and O2 concentration in and depth of the O2 minimum layer in the study area.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

This study was investigated about physico-chemical parameter such as water temperature, salinity, inorganic nutrients and total organic carbon (TOC). CTD (Model: Sea-Bird 911 Plus) castings were carried out on two transects in the northeast equatorial Pacific Ocean. As a part of the Korea Deep-sea Environment Study (KODES), inorganic nutrients and TOC were determined at 41 stations located from 131° to 136°W along 10.5°N and from 17° to 5°N along 131.5°W (Fig. 1). We particularly chose KODES Long-term Monitoring Station (St. KOMO) to observe for the annually environmental baseline study in the contract area. [ ]

We present a science-based infrastructure for continuous online monitoring of the ocean interior including benthic, pelagic and the demersal habitats. It will reduce expensive ship based monitoring costs associated to offshore and coastal industries. We combine established Norwegian cabled observatory technology and German mobile seafloor robotic technology and thus supports the transition from local to spatial ecological monitoring. Both technologies are developed through science - industry partnerships. In Norway, the Institute of Marine Research has worked with Statoil ASA and Metas AS to install and operate the LoVe cabled observatory. The German technology is developed by iSeaMC and Kraken Robotik, two spinoff enterprises of the Helmholtz Alliance “ROBEX”. GEOMAR has recently developed a lander-based deep-sea crawler that operates autonomously based on the original iSeaMC crawler system using the Kraken Autonomy. Combined with the Spanish image processing and modelling expertise in the SME Deusto Sistemas SA the consortium hosts the capacity to establishing a complete semi-autonomous real-time monitoring system. Merging of existing technologies into one operational autonomous product through the unique competence of partners’ support international ambitions (e.g. Blue Growth, GES, Horizon 2020), and renew monitoring that assess impact of human use of the marine environment. The consortium has been invited to contribute to technology/science programs for the Yellow Sea and for European mining and offshore decommissioning industries, which demonstrates the leading role of our consortium. The project is funded through the EU Martera program and started in June this year.

Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

As marine research scientists we especially appreciate the uniqueness and complexity of the deep-sea hydrothermal vent fauna and environments, and are particularly interested in preserving vents for their scientific, aesthetic, ecological, and potential economic values. In fact, because of the specialized nature of the equipment required to work at deep-sea hydrothermal vents, such as occupied and unoccupied research submersibles, scientists are the primary group of people who have the opportunity to visit these extraordinary environments. The potential for significant impact of scientific activities on a single vent site or a population of vent animals pales in comparison to the potential for disturbance by volcanic/tectonic events or industrial mining/harvesting activities. Nonetheless, we recognize that some scientific activities could adversely affect individual sites or impact communities more than is necessary, if research activities are not carefully planned and executed. In addition, because only a limited number of sites are currently known and scientists from a wide variety of disciplines frequently work at single locations, we recognize the potential for use conflicts among scientists, at sites where scientific activity is intense.

"INTRODUCTIONWhile today’s mine planning of land-based ore deposits follows methods, which are well established, mining standards for the deep-sea have not established. Having gained a basic understanding of geological settings, there is still a lack of tools and methods to assess and plan future mining projects in the deep-sea. In the framework of the “Blue Mining” research project (2014-2018) technologies and methods for the exploration and exploitation of deep-sea minerals are developed that will bring deep-sea mining a step closer. The “Blue Mining” project receives funding from the European Commission (EC; Framework Programme 7; GA No. 604500) and addresses all aspects of the value chain in the field of deep-sea mining. The project philosophy is that deep-sea mining is planned and executed in the most responsible manner: Ensuring societal benefits and profitability at acceptable resource utilization and lowest possible environmental footprint (Volkmann 2014).Inspired by the high-tech farming industry, a concept to mine seafloor manganese nodules (SMnN) was developed. Mining is considered to be similar to the potato harvest on land (Figure 1), which involves mining a field partitioned into long, narrow strips (Volkmann and Lehnen 2017). The proposed mining system composes of one mining support vessel (MSV), one or two self-propelled, crawler-type seafloor mining tools SMT(s) and different types of underwater vehicles. The MSV follows the mining route of the SMT(s), picking up the about potato-sized nodules from the seafloor. The ore is pre-processed in situ and is lifted on board of the MSV, where the ore is dewatered and loaded onto bulk carriers for transport to the purchaser. Processing and refining of ore is not subject of “Blue Mining” research."

Deep-sea mining is rapidly approaching the test-mining phase to prepare for commercial mining in multiple oceans, both in areas within and beyond national jurisdiction. The first test-mining operations are likely to focus on seafloor massive sulfides found at active and inactive hydrothermal vents within national jurisdictions – possibly in the coming months. Beyond national jurisdictions, the International Seabed Authority (ISA) is developing the regulations to oversee exploitation of polymetallic nodules, massive sulfides and cobalt crusts. The Deep Ocean Stewardship Initiative (DOSI) minerals working group has, over the last 3 years, made formal submissions on the regulatory framework, on the draft exploitation regulations, on the article 154 review of ISA and on the initial environmental regulations. In advance of both test and commercial mining, we urgently need to identify and develop comprehensive, ecosystem-based management practices for deep-ocean environments subject to mineral extraction. Transparent criteria for deep-sea institutional and corporate social responsibility also need to be established. Proactive development of management practices, frameworks and policy prior to the onset of mining will facilitate some degree of protection and preservation of the marine environment, whilst enabling the use of seabed mineral resources. The DOSI minerals working group constitutes a broad spectrum of scientific, industry, legal and policy expertise. We provide expert opinion, both in collated and individual response forms, on deep-sea mining related concerns to ISA and national bodies. Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

President Reagan&apos;s Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

While there is no immediate worldwide shortage of hard minerals, the consumption of natural resources is constantly increasing, and there are ominous predictions of shortages to come. Means of meeting rapidly increasing demands are being implemented. These include such methods as exploration and discovery of new ore bodies, development of new mines, increasing production at existing mines, working or reopening known deposits of lower grade ore and tailings, recycling old materials, and developing more efficient and less wasteful processes to convert ores and metals into useful products. The United States, although itself mineral-rich, depends in large measure on imports for many key minerals and basic materials derived therefrom. According to the Department of the Interior, the U. S. depends upon imports for more than half of its supply of six of the basic thirteen raw materials required by any industrialized society - aluminum, chromium, manganese, nickel, tin, and zinc. By 1985 the country will also depend upon imports for more than half of its iron and tungsten, and by the year 2000 imports will have to supply more than half of the copper, potassium, and sulfur that it requires.

Commercial mining of manganese nodules is expected to begin within the next 20 to 50 years in large areas of abyssal sea floor in the Pacific Ocean. While deep sea mining is expected to realize significant quantities of rare metals that are needed for modern technology, the mining operation will cause extensive resedimentation over large areas of deep sea floor, the effects of which are thought to be harmful to the benthic community. Our present knowledge of deep sea benthic ecology is so limited that we cannot predict the magnitude of the impact. In November 1994, the United Nations Convention on the Law of the Sea was enforced and giving added impetus to improving our understanding of the effects of future mining operations. In order to fully understand the impact of deep sea mining and to mitigate the harmful environmental effects, it is necessary to accumulate more information on the deep sea environment and benthic communities. To achieve these objectives and to understand the relationship between resedimentation and biological reaction, artificial impact experiments are being conducted by the USA and Germany. The former named BIE (Benthic Impact Experiment) began in 1991 and is being performed by NOAA (National Oceanic and Atmospheric Administration of the United State of America) in the North Equatorial Pacific Ocean. The latter named DISCOL (Disturbance and Recolonization Experiment in the Deep South Pacific Ocean) was started in 1989 and is being conducted in the South Equatorial Pacific Ocean by a scientific group from Hamburg University. The Metal Mining Agency of Japan (MMAJ) is also carrying out environmental studies. These studies, commenced in 1989, are being conducted in association with NOAA and include an experiment named the Japan Deep Sea Impact Experiment (JET).

"Due to rising prices and increasing demand of raw materials over the last years, marine mineral resources including manganese nodules have become a focus of study for industry and science. Marine ferromanganese nodules consist of micro-layers of different chemical and mineralogical composition which incorporate metals of high economic interest (Ni, Cu, Co, Zn, Mo, Li, rare earth elements; Hein & Koschinsky, 2015).The varying composition of the layers depends on different growth processes, such as hydrogenetic (metal precipitation from the water column under oxic conditions; Mn/Fe = 3), diagenetic (metal precipitation from the sediment pore water) under oxic (Mn/Fe 3-10) or suboxic (Mn/Fe = 10) conditions; (Wegorzewski & Kuhn, 2014) or hydrothermal (metal precipitation from low-temperature hydrothermal fluids; Kuhn et al., 2003).METHODSIn this study, manganese nodules from three different locations of the Atlantic Ocean (Galicia Bank; Vema-Fracture-Zone and Brazilian Basin) were analyzed for their geochemical and mineralogical composition. Detailed information about the samples are given in table 1. The geochemical and mineralogical composition of bulk nodules were determined by XRF, ICP-MS/OES as well as XRD and the single micro-layers by high resolution analyses with electron microprobe and LA-ICP-MS."

"The Blue Nodules project started February 2016 as part of the EU Horizon 2020 subsidy program. Blue Nodules aims at developing a sustainable deep sea mining system for the harvesting of polymetallic nodules from the sea floor. Blue Nodules is closely related to the Blue Mining and Midas projects, both EU subsidized projects. Blue Mining mainly concerned the development of technical capabilities to adequately and cost-effectively discover, assess and transport deep sea mineral deposits up to 6,000 m water depths. The MIDAS project - Managing Impacts of DeepseA reSource exploitation - was a multidisciplinary research programme investigating the environmental impacts of extracting mineral and energy resources from the deep-sea environment.The Blue Nodules project is divided in seven work packages defined to develop mining equipment and process equipment, to assess and integrate environmental, economic and technological aspects and to assess and minimize the environmental impact of mining polymetallic nodules.This abstract will address part of the work performed in the second work package called: ‘Subsea harvesting equipment and control technology’. The main topic addressed will be the development of a propulsion system to manoeuvre the harvesting system. The propulsion system will be developed with full incorporation of economical and compliance requirements and to have a minimal environmental impact.SummaryBased on information gathered in the 70’s during the first studies into polymetallic nodules mining and more recent data and developments, an initial full scale design of the propulsion system is developed. The largest challenge for the propulsion of a deep sea mining vehicle is to drive on the soft sediments associated with these deep sea environments. A short summary of the initial design criteria is given below."

Volcanic arcs, including both island arc and intra-oceanic arc systems, combined extend for ~22,000 km around the Earth, with the majority (~20,000 km) occurring in the Pacific basin. These arcs are host to over 700 volcanoes of which ~200 are submarine and as such represent great potential for hosting massive sulfide deposits formed at seafloor hydrothermal vent sites. The Kermadec arc extends for ~1,200 km northeastwards from the North Island of New Zealand and forms the southern part of the ~2,500-km-long Tonga-Kermadec intra-oceanic arc system. At least 94 volcanoes are known to exist along this system with 74, or about 80%, being submarine. At least 33 volcanoes occur along the Kermadec part of the arc with all but one (Raoul Island) being submarine. The first sulphides recovered from the entire Tonga-Kermadec arc were in 1996 from the Brothers and Rumble II West volcanoes of the southern Kermadec arc. The 1998 R/V Sonne research cruise recovered a more comprehensive suite of mineralised samples from Brothers, and also found evidence for hydrothermal venting at Monowai, Vulkanolog, Rumble III and Clark volcanoes. The March 1999 NZAPLUME cruise systematically surveyed 260 km of the southern Kermadec arc and found that 7 of 13 volcanoes were hydrothermally active, with the vent fields either located within calderas (e.g., Brothers, Healy, Rumble II West) or atop volcanic cones (e.g., Clark, Tangaroa, Rumble V, Rumble III). The May 2002 NZAPLUME II cruise surveyed a further ~580 km of the mid-segment of the Kermadec arc, from Brothers to volcano &apos;L&apos;, a submarine volcanic edifice 35 km NW of Macauley Island. This cruise surveyed 13 major volcanoes and 8 smaller volcanic edifices and confirmed hydrothermal venting at the Vulkanolog site, and discovered new vent fields atop a volcanic cone within Macauley caldera, immediately offshore Macauley Island, and another at the summit of volcano &apos;L&apos;. A further new site was found atop a volcanic knoll immediately S of Healy caldera during time-series sampling of the vent sites found during the 1999 cruise. All the vent sites discovered along the Kermadec arc occur in water depths between 1650 and 150 m.

Are hydrothermal emissions from subduction-related volcanic arcs important to the total hydrothermal burden of the oceans? While historical observations of hydrothermal venting of fluids at mid-ocean ridgecrests, intra-plate hotspots, and backarc spreading centers are numerous, we remain poorly informed regarding the contributions from hydrothermal systems associated with oceanic submarine arcs. Here we report the chemical results from the first systematic assessment for hydrothermal activity at an intra-oceanic arc front. We discovered that 7 of the 13 submarine volcanoes that define a 260-km-long segment of the southern Kermadec arc north of New Zealand are hydrothermally active. Most significant here is that the chemical compositions of the various hydrothermal systems, inferred from back-extrapolation of observations of hydrothermal plumes, are diverse, and in many instances enriched in the concentrations of gases (e.g., CO2 and H2S) and metals (e.g., Fe and Mn) compared to effluents commonly discharged from mid-ocean ridges. If our results are generally representative of submarine arcs, whose global extent may equal one-third that of ridgecrests, the answer to our leading question could be a resounding yes in terms of both volume and chemical composition.
