This has included engagement in matters before the International Court of Justice, the Tribunal for the Law of the Sea in contentious and advisory proceedings, including provisional measures applications and prompt release cases.

According to geochemical specialization, cobalt-manganese crusts (CMC) of the Magellan Seamounts are rich in cobalt and manganese and are complex in composition. Besides cobalt, manganese, and nickel, they contain such components, as platinum, copper, molybdenum, and rare earth elements, which enhance the value of this material. Factors and conditions responsible for Co-Mn ore-genesis and processes of cobalt-manganese crust formation are described in a number of Russian and foreign geological papers. The study of ore-concentrating processes in the Magellan Seamounts helped to solve an important applied problem, namely to reduce the time needed to reveal the factors of CMC formation mechanism. The authors of this research found seawater over the described area of Magellan Seamounts to be stratified and to contain high concentrations of manganese, iron, cobalt, nickel, copper, lead, and zinc. Diagrams of suspended Co, Mn, Ni, and other components in seawater (0-5500 m), as well as medium concentrations of basic elements (Co, Mn, and Ni) in ore deposits of metallogenic levels of Magellan Seamounts, were found to coincide both on guyots and abyssal plains. Detailed geological study of guyots in the Magellan Seamounts (Dalmorgeo, IOAN, Roskomnedra, and others) revealed that medium Co-Mn crusts cover bedrock rocks in narrow ribbon-like bodies along the edges of bathymetric intervals 1300-1600 m, 1400-2000 m, 2000-2500 m, and 2500-3000 m.

Marginal seas of the Russian Far East constitute the northwestern segment of the Pacific underwater belt distinguished by distinct metallogenic specialization of shelf-extended ore-bearing magmatic complexes and associated polycyclic mineralization. The coastal part of this vast region is known to contain both multiple placer manifestations and deposits, and non-metalliferous minerals. The latter are sedimentary deposits, the products of weathering, which contain re-deposited placer minerals in industrial concentrations developed on the shelf by certain geological processes. The shelf part of the Far Eastern seas is a seawater-filled continental margin. Complex geophysical mapping and drilling from ships of shelf sedimentary thickness and foundation has revealed the units of contemporary and ancient relief accompanied by formation of industrial concentrations of placer gold, cassiterite, titanium-magnetite, zircon, monzonite, and other components at different stages of placer formation. According to the information collected by prospecting by ?Dalmorgeologia? Co. Ltd. and other companies, placer-host structures within trans-placer-concentrating structures (land-shelf) are: shelf-extended river plains, contemporary and ancient shorelines, beaches, drained areas, spits, bars, detritus deficit zones, and terraces and bodies accumulated underwater in the areas where along-shoreline flows unload their detritus. They all could be used as criteria/signs for mapping and targets for placer prospecting.

"INTRODUCTIONHydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean [3, 4 - 8]. Now, commercial interests gain more and more attention. Mining systems are being developed which involve fragmentation of the crusts and their separation from the substrate. The effectiveness of such activities greatly depends on physico-mechanical characteristics of the crusts and rocks on which they form. This determines the importance of the engineering geological study of the objects.This article comprises the results of the engineering geological studies of the crusts samples (72 samples) and their underlying rock substrates (75 samples), which were carried out during the research cruises 6-06, 6-07, 6-08, 6-13 (2006-2013) on the Magellan Seamounts guyots in the Western part of the Pacific Ocean by the specialists of the State Scientific Centre Yuzhmorgeologia [10 - 13, 19, 20]. Lemkein seamount located in the west of the Kuwajleen Atoll of RMI is a relatively samll, simple-shaped, peaked type seamount with its base at 4,500 m and summit at 1,452 m water depths. Ferromanganese crusts were identified in the water depth range between 2,000 m and 2,500 m, and they were mostly observed on the northern slopes of the seamount. Among various substrate rocks, breccia occurred most commonly with crusts and formed the thickest crust layers. Average thickness of the Lemkein crusts was about 5 cm. Their chemical compositions were similar to other crusts found in the RMI area; Mn=25.82%, Fe=15.29%, Co=0.74%, Ni=0.56%. Lemkein crusts were characterized by their four distinctive internal layers; 1) Massive Layer 1; 2)Porous, Fe-stained or sediment infilled Layer 2; 3) Massive to slightly porous Layer 3; and, 4)Massive, Dense, Phosphotized, CFA veined Layer 4. Layers 1 and 2 were generally similar in composition, but highest Co concentrations were measured in Layer 1 while relatively higher concentrations of Al, Rb, Fe, and Ti were observed in Layer 2. Layer 3 showed higher concentrations of Ca and P than Layers 1 and 2. Based on the Co-chronography, the age of Layer 1 is 0¡?6 Ma (growth rate = 1.50 mm/Ma), Layer 2 is 6¡?15 Ma (1.75 mm/Ma), Layer 3 is 15¡?27Ma (1.76 mm/Ma), and Layer 4 is 27¡?45 Ma (2.06 mm/Ma). These preliminary results indicated that high Co contents in Layer 1 resulted from slow growth rates; Layer 2 was formed under relatively strong influence of high terrestrial input; and, Layer 3 was probably affected by a minor phosphatization event occurring in 15 Ma.

The exploration of the seafloor regarding the abundances of poly-metallic nodules has received growing attention recently. Image-based exploration using cameraequipped deep-sea observation systems has been introduced successfully to increase spatial resolution in the exploration process but the evaluation and interpretation of the huge amount of image data creates a serious bottleneck. In this paper we present a new software solution to the problem of automatic detection and segmentation of poly-metallic nodules in underwater images, which is not only accurate but so fast that real time image analysis is definitely in reach. Thus, an application on an AUV (Autonomous Underwater Vehicle) seems possible in the near future.

The Atlantic Continental Shelf (ACS) of the United States includes about 391,000 km2 extending from the shoreline to the 200-m isobath. It varies in width from a fraction of a kilometer (offshore of southern Florida) to about 150 km (offshore of Cape Cod, MA). The contained volume, of sand and gravel is estimated to be on the order of 3-7 x 1.011 m3. Concentrations of potentially commercially important heavy minerals (HM) exist locally, particularly in high-energy depositional environments (for example in channels, tidal deltas, ridge and swale areas, and submerged former shoreline complexes). Recently completed and ongoing studies of HM assemblages in vibracore samples from the south shore of Long Island Sound, NY, offshore of Ocean City, NJ, offshore of Cape May, NJ, offshore of the mouth of Chesapeake Bay, VA, offshore of Myrtle Beach, SC (grab samples), and the ACS offshore of Florida provide the information base for this presentation (Table 1). Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

Exploring for minerals on the seabed is challenging and expensive – and the ability to collect representative sub surface samples is essential. The research project MarMine led by NTNU has together with Seattle based Williamson and Associates developed and tested an ROV-based drill rig for mineral (seafloor massive sulfides and crusts) and rock sampling. The ROCS system is a single stroke drill and is simple, robust and possible to use from various larger ROVs. For the vehicle to provide a stable platform, the vertical bollard pull of the ROV and the vehicle mass are important variables. The developed drill uses a thin wall drill bit and barrel and operates at high RPM to reduce the required down weight and drilling moments. The system also contains an emergency release to be used if the core barrel is stuck. The drill is hydraulically powered with cylinders operating the tower and a rotation unit. It can rapidly be modified to provide samples from softer samples like unconsolidated material. At the Arctic Mid Ocean Ridge, a work class ROV was deployed with the drill mounted for testing at 2700 m depth in basalt rock. The recovery from the system was above 80%. Such core samples can be used for chemical analyses of metal and mineral grades, mineralogy and rock mechanical testing. The system provides a probing tool for marine mineral exploration, with low cost, low operational complexity and low risk. Proper resource estimation requires drilling deeper into the deposit, but the short core samples provided by the ROCS provide valuable a priori information planning for more extensive drilling campaigns.

A chemical and geological study of beach samples from the Mexican North Pacific was undertaken in order to evaluate the chemical composition of the beach sediments and it s association to lithology, climate, topography and weathering. The North Pacific Mexican littoral is characterized by arid weather with wide coastal plains and three geological provinces. The sands from the area are mainly finer, well sorted and show high maturity because of the high wave regime and the high energy conditions produced by the California Current in the coastline. The provenance index reflects that the region has a source of deep seated rocks, now exposed and dissected. Factor analysis made using the chemical composition showed the samples can be differentiated by five factors: 1) SiO2, 2) Al2O3; 3) Cu; 4) Sr and P2O2 and 5) Na content. Samples located in the northof the study area showed the highest values of Fe2O3 (17.72%), TiO2 (2.43%), V (576 ppm) and Zn (141 ppm) associated to methamorphic rocks present in the area.

Mode of occurrence and compositional variations of iron-manganese deposits from seamounts around the NW Pacific submarine island-arc area are described on the basis of on-site description during the Moana Wave Cruise MW9507 and other Japanese cruises, as well as geochemical and mineralogical analyses and dating on collected samples. Hydrogenetic and hydrothermal iron-manganese crusts occur at more than 80 sites out of 150 dredge hauls within a small area of 200x 200 km in the back arc region. The hydrogenetic crusts may have grown continuously at slow rates, but 2-3 times faster than those from the Central Pacific, associated with depletion of Co, Cu, and Ni contents. The site-maximum thickness of the hydrogenetic deposits trends to increase with the increase of distance from the active volcanic chain or the age of substrate volcanic rocks. Also the observed great local variations in thickness within single sites and on small scales may be resulted from post-depositional geological activity at the seamounts such as calcareous sedimentation, collapse of volcanic body and mass wasting,. On the other hand, the rapid hydrothermal manganese mineralization has occurred in place and time during arc volcanism and rifting and is still in progress at modern active areas. The ninety ICP/ES chemical plus XRD analysis show that these deposits are of distinct composition by origin or topographic provinces, but small-scale variation of the deposits of each origin and micro-scale depth variation are not clear.

In June of 2013, Odyssey Marine Exploration conducted sea trials of the newly installed SeaBat 7150 full-ocean multibeam sonar system on the M/V Dorado Discovery over the Fierberling Guyot in the northeast Pacific Ocean. Fieberling Guyot is located approximately 990 kilometers west of San Diego, California and it rises abruptly from the deep ocean floor (~4300 meters) to a minimum depth of approximately 438 meters. The SeaBat 7150 operates at two distinct frequencies, 24 kHz (shallow to 3000 meters) and 12 kHz (full-ocean depth greater than 2000 meters). Onboard operational data are managed by a suite of state-of-the-art software. A SQL Server 2012 database provides the highly specific management and visualization tools as ArcGIS 10, Micromine 2013, and Geobank 2013 database. The 7150 is mounted on a gondola one meter lower than on previous system and greatly reduces bubble interference. The 7150 generates 880 beams

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

Shallow-water formation of marine ferromanganese nodules as well as their deep-water analogues is found throughout the global ocean. The Baltic Sea is a key province for the shallow-water type of marine minerals. The following main distribution areas of Fe-Mn nodules have so far been discovered in the Baltic Sea: the Gulf of Bothnia, the Gulf of Riga, Central Baltic area (Gdansk- Klaipeda) and the Gulf of Finland. The last area (Gulf of Finland/Finnish Bay) is the best studied from all aspects including geological prospecting and environmental assessment.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges. It has been long known that manganese nodules occur more or less in some part of marginal seas in West Pacific Ocean. On the other hand, it is difficult to understand their distribution and the genesis as those nodule samples were collected mostly by dredge from the deep basins generally has much higher sedimentation rate than the open ocean. For example, the sedimentation rate in the South China Sea is about three orders of magnitudes than that in region of the Clarion-Clipperton Fracture Zone. In June of 2013, a small seamount (named as Jiaolong Seamount), consisting of southern part and northern part with a distance of about 3 km each other, was visited by DSV Jiaolong/RV XiangYangHong 9. It is discovered that abundant manganese nodules exist only on the surface sediment in the southern part with a water depth of about 3800 m to 3300m, on the platforms nearby an obvious crater where volcanic rocks exposed on the wall. There are no any nodules be observed on the sediment in the northern part of the seamount (about 100 m deeper than the southern part) and surrounding deep basin (approximately 4000 m in water depth). It is speculated that a source of core for manganese nodule and a dynamic sedimentation environment, are two major governors for the growth and distribution of manganese nodule in the marginal seas.

The extension of the Mid-Atlantic Ridge north of Iceland has collectively been referred to as the Arctic Mid-Ocean Ridges (AMOR). The AMOR extends from the northern shelf of Iceland, to the Siberian shelf in the Laptev Sea, passing en route through the Norwegian- Greenland Sea, the narrow gateway of the Fram Strait, and across the Eurasia Basin. The AMOR is 4000 km long and is divided into six super segments: 1) the Kolbeinsey Ridge, 2) the Mohns Ridge, 3) the Knipovich Ridge, 4) the Molloy Ridge, 5) the Lena Trough, and 6) the Gakkel Ridge. After continental rifting at 60-50 million years ago, around 2.5 million km2 of oceanic seafloor has formed by seafloor spreading - resulting in the formation of the Norwegian- Greenland Sea and the Eurasian Basin. This northernmost part of the global ridge system is anomalous in several ways: The seafloor spreading takes place at an ultraslow rate (less than 2 cm/y) with spreading rates decreasing northward to around 1 cm/y at the Gakkel Ridge - which is the most slow-spreading ridge on Earth. As a result, the volcanic activity along the northern part of the AMOR is low, the oceanic crust is unusually thin (around 3,5 km at the Knipovich Ridge, Kandilarov et al.2010), and the rift valley is deep (average water depth > 3 km). In the southern part of the AMOR, the ridge system is affected by the Icelandic plume and a hot spot below Jan Mayen. The ridge-plume interaction results in higher volcanic productivity, unusually thick oceanic crust (9-11 km, Kandilarov et al. 2012) and shallow ridge segments (1500-100 m). The AMOR also display contrasting spreading regimes, whereas some super segments are dominated by orthogonal spreading (Kolbeinsey and Gakkel Ridge) others are characterized by highly oblique spreading (Mohns and Knipovich ridges). Some ridge segment displays asymmetric spreading, like the Mohns Ridge where core complexes preferentially form along the northwestern flank. Together these variations in ridge characteristics results in large diversity of hydrothermal systems and associated mineral deposits.

Texture and geochemical composition of hydrogenous ferromanganese crust from relatively adjacent three seamounts (OSM2 at 157°35'E, 13°55'N, Lomilik at 161°37'E, 11°42'N and Lemkein at 165°05'E, 9°18'N) near the Marshall Islands in the western Pacific (Figure 1) were investigated in order to elucidate their growth history. These seamounts, located in different latitudes, are along a line that is parallel with the direction of Pacific plate movement. Thick crusts commonly have three or four distinct layers (Figure 2): (1) layer 1, uppermost layer, is black, dense, and has a botryoidal, columnar, or laminated texture; (2) layer 2, overlain by layer 1, is Fe-stained, porous to vuggy and filled with sediment; (3) layer 3, phosphatized layer, is black, massive, dense, and impregnated by CFA, (4) layer 4 shows parallel to undulatory laminated texture and cut by CFA-filled veins. Layer 1 and 2, unphosphatized young layer, are observed in crust samples collected from all seamounts. However, lower part of the crust shows different textures in different seamounts. Both layer 3 and 4 are found in thick crust from OSM2 but layer 4 is absent in crust samples from Lemkein and Lomilik. All the uppermost layers (layer 1) from three seamounts have similar textural and geochemical characteristics. Layer 2 is overlain by layer 1, is porous, partly Fe-stained, and sediment-infilled. In previous studies, layers 1 and 2 have grown in different oceanic environment. Textural and geochemical properties show that layer 1 has grown under relatively higher bottom water activity and lower productive environment than layer 2. Carbonate and detrital materials in layer 1 are not abundant compared to layer 2. Layer 2 can be assumed to have grown under equatorial high productivity zone (EHPZ) while layer 1 has started to grow when the seamount left from the EHPZ.
