Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. A large subsurface hydrate deposit occurs at the Clayoquot Slope site, where bottom depth is 1260 metres. Monitoring instrumentation is currently being established at this location. INTRODUCTION Starting in February 2014, 19 partners from EU industry, research institutions and academia joined forces and formed the Blue Mining consortium. In the following four years, they have set out to work on the development of deep sea mining technology, looking into exploration, identification, economic assessment and vertical transport systems for the mining of seafloor massive sulphides and polymetallic nodules. In the beginning 2018 this research & development project has come to an end. The Blue Mining project was one of the first EU subsidised projects embracing the TRL system. This system describes a method of de-risking technology using a simple 9-step approach. This method requires experimental testing in laboratory and relevant environments to be able to reach the higher levels (TRL>5) This paper will discuss the progress in development of the vertical transport system, with a focus on the performed experimental work. This paper will discuss three topics: • Booster station technology • Riser dynamics • Vertical hydraulic transport process. BOOSTER STATION TECHNOLOGY Deep knowledge of transport processes is a prerequisite for a clog free vertical transport One of the key technologies in the VTS is the booster station. The centrifugal pump booster station concept is developed in Blue Mining, it consists of two centrifugal pumps and multiple valves, assembled in member-type frame. Deep sea conditions pose special requirements on all components due to the extreme pressures at large water depths. In the Blue Mining project a Deep Sea Special Motor has been developed and tested in laboratory and in the field. The motor is completely filled, lubricated and cooled using seawater due to its unique open structure, furthermore it does not require any lubricants minimizing the environmental pressure of the motor. The motor is first extensively tested in a laboratory, after these tests have been concluded successfully, the motor is shipped to Norway where it has been successfully tested for more than 100 hours at 425 meter water depth.

IHC Merwede is world market leader in the construction of specialist dredging equipment; it is a company with a rich history. The Netherlands is a coastal western country for which water management is a very important issue. Without the enclosure of the coastal areas with dikes and dunes almost two third of the Netherlands would be flooded. These activities are mostly performed by the dredging industry and are the foundation of the dredging industry as it is today. Besides land protection this industry also carries out infrastructure maintenance and performs land reclamation projects. In essence the dredging industry is specialized in horizontal excavation activities and operations in shallow waters with the purpose of gathering bottom sediments and disposing it at a different location. The development is that the activities are moving to deeper waters to a depth of up to 150m. A few years ago IHC Merwede received a request to perform the shallow water excavation techniques at a depth of approximately 2000 meters for the deep sea mining market. In response to the increasing number of requests for deep sea dredging and mining application solutions, IHC Merwede combined all of its activities in this sector to create a new, specially equipped operational unit, IHC Deep Sea Dredging & Mining (IHC DSDM).

In the last two years, C-CORE has developed a new seabed sampler directed specifically at obtaining samples from hard or compacted bottoms such as are typical of marine placer deposits. Samples are required for appraisal of concentrations of saleable commodities, and for determination of levels of biological indicators in the deposits. Recently C-CORE and the University of Victoria have been comparing the performance of the Scott/C-CORE sampler with that of the Van Veen sampler often used for biological sampling. Initial trials of the Scott/C-CORE sampler in 1992 at the WestGold mining site, Nome, Alaska, were described by Jewitt et al. at the 1993 UMI. Since that time the sampler has been modified to prevent overfilling, and to limit turbulent flow of water across the top of the sampler buckets when the sampler is recovered with partly-open buckets. The modifications included shoes to prevent sampler overfill, and flexible rubber shielding over top and sides of the sampler to prevent water circulation. Samples have been taken with both samplers in two field areas, one at Pine Cove, Baie Verte, Newfoundland, and the other near Long Pond in Conception Bay on the Avalon Peninsula, Newfoundland. In each area multiple samples were taken with both sampler types, and the samples processed immediately to establish the types and quantities of marine organisms that were present. Species identification is expected to be complete by late August.

Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.

Volcanogenic massive sulfide deposits are generally considered to have been formed by hydrothermal fluids that leach ore metals out of footwall rocks. However, the necessity for a metal-rich magmatic component in the ore-forming fluid of "giant" ore deposits has been debated over the decades. The solution to this issue is important not only for metallogenic models but also for the mineral exploration. In the hydrothermal leaching model, massive sulfides at mid-ocean ridges are deposited from hydrothermal fluids containing 80 ppm Fe, 6 ppm Zn, 2 ppm Cu, 350oC, and 0.7 g/cm3 density (average data for 21oN East Pacific Rise). A simple calculation demonstrates that such a dilute fluid is unlikely to have been responsible for the formation of the largest ancient massive sulfide ores of greater than 100x106 tonnes, such as Kidd Creek, Brunswick No. 12, Neves Corvo, and Rio Tinto. For such a deposit consisting primarily of pyrite, sphalerite, galena and chalcopyrite (other minerals, including gangue, might account for an additional 10-20%) and even assuming 100% precipitation and retention of the sulfides, more than 790 km3 of vent fluid would be required. For typical water-rock reaction ratios of about 2, this fluid would have to have reacted with about 395 km3 of rock to acquire its metals by conventional leaching processes. This estimate, however, conflicts with the observation that even a giant massive sulfide ore body is usually underlain only by a few cube kilometers of obviously altered rocks. Moreover, this model is not consistent with the observation of hanging wall alteration in many large massive sulfide deposits. The close spatial association between massive sulfides and volcanic rocks, in both ancient and modern sea floors, suggests that direct magmatic contribution should be taken into account in the genetic model. Magmatic fluids, capable of carrying abundant ore metals and volatiles and escaping from magma by depressurization, are well known from modern active volcanoes on land. High concentrations of metals occur in CO2-rich magmatic fluid trapped in felsic volcanic rocks nearby large presently-forming VMS deposits in the eastern Manus Basin (Pacmanus, Suzette) and also in the footwall rocks of Ordovician giant Brunswick #12 deposit in the Bathurst district, New Brunswick. Only 1% of such metal-rich magmatic fluid mixed with heated sea water, that has leached its metals from rocks, would contribute 85% of the total metals to form an orebody. Such magmatic fluids are most likely to be formed from volatile-rich felsic magmas that are prevalent in back arcs, and, if added to the normal circulation system, the fluids could be responsible for the formation of "giant" ore deposits. If this is true, then the study of magmatic fluids in the seafloor volcanic rocks may provide criteria for the exploration of large ore deposits.

From an interesting and intriguing scientific research topic, deep sea mining has altered into an interesting mining prospect over the last years. Ten years ago most of the focus was on geological investigations, searching for typical deep sea deposits and getting answers on where we can find them and how these deposits were formed. At this moment we know much more about the interesting deposit possibilities and with our quest for minerals, metals and other materials to feed global economic growth, answers as to the technical and economic feasibility to mine these deposits are sought. This is not a new phenomenon as we already witnessed such question late 1970?s and early 1980?s. Most of the focus was on mining manganese nodules and brines in the Red Sea driven by the report of the Club of Rome that predicted shortages in near future at that time. Development went different, but later in the 1990?s a rival of interest could be noticed for mining deep sea deposits.

Marine benthic habitats are vulnerable to the influence of a wide range of anthropogenic activities (e.g. sand and gravel extraction, dredged material disposal and trawling). Traditionally, benthic ecologists have relied on point sampling techniques such as grabs, corers and dredges to provide information on the physical nature of the substrates and their associated benthic fauna. However, information of this nature only relates to the specific point on the seabed from which the sample was collected and the interpolation of such data to predict the wider distribution of substrata and associated fauna may be unreliable. Our approach uses a range of acoustic, photographic and physical sampling methodologies to produce continuous acoustic coverage maps which can be used to assist with the interpretation of faunal distributions. This approach has been used to assess the impacts of marine sand and gravel extraction at the seabed at two sites off the east coast of England in the southern North Sea. The first study site (designated ?Area 222?) is located 20km off the southeast coast of England and was surveyed in 2001 using sidescan sonar, single beam bathymetry, seabed photography and also a 0.1m2 Hamon grab for the collection of benthos and sediment samples. The main objectives of this investigation were to provide an indication of the spatial distribution of the sediments and macrofauna in the wider area encompassing the dredged site, to evaluate the scope for the effects of marine sand and gravel extraction to extend beyond the boundaries of the site and to provide a wider geographical context for time series investigations. At this site, an acoustic basemap was utilised in conjunction with faunal sampling and photographic groundtruthing, to determine the nature and distribution of the seabed sediments and their associated features. Disturbances at the seabed arising from historic sand and gravel extraction activities were mapped, and this information was helpful in establishing biological cause and effect relationships. The acoustic basemap was also used to target biological reference sites against which the effects of adjacent man-made disturbances could be evaluated.

The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. "In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

There are a number of likely impacts from mining operations, but a key issue is uncertainty about the environmental effects of sediment plumes created by disturbance to the seafloor and discharge of processed waters. The New Zealand National Institute of Water and Atmospheric Research (NIWA) is undertaking a research project to improve understanding of such impacts (relevant to both mining and trawl fisheries), by examining the extent and persistence of sediment plumes, the immediate impact and subsequent recovery of seafloor exposed to these plumes, and the effect on functioning of ecologically significant species. The project will use a combination of field survey experimentation with in situ observations and controlled laboratory-based experiments. The field work begins in May 2018 when an area of up to 1km2 at depths of 400-500 m on the Chatham Rise, 450 km east the New Zealand South Island will be subjected to disturbance by an upgraded former NOAA Benthic Disturber. The suspended sediment load created by the disturbance will be tracked and monitored, with the effects on seafloor animals examined by pre-and post-disturbance sampling. A wide range of seafloor sampling, benthic landers, towed cameras, oceanographic moorings and water column monitoring will be carried out over a three week period. Monitoring surveys will be repeated in 2019 and 2020 to determine the longer-term resilience and recovery of disturbed communities. The laboratory-based side of the programme, also starting in 2018, involves holding live deep-sea corals and sponges in tanks at NIWA, and exposing them to various levels and duration of particle loads in the water in order to reveal lethal thresholds as well as sub- lethal effects of settled and suspended sediment.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

In September 2005 Williamson & Associates, Inc. delivered the BMS2 remotely operated seafloor coring system to the Japan Oil, Gas & Minerals National Corporation (JOGMEC). During acceptance trials aboard the JOGMEC research vessel R/V Hakurei Maru No. 2 the BMS2 successfully recovered 7.44 m of rock core in 3377 m water at a site near the crest of a seamount about 500 nm SE of Japan. Hydrogenous ferromanganese oxide crust, basaltic lava, sandstone and volcanic sediments were sampled with near 100% core recovery. The BMS uses rotary rod coring tools to collect samples to a maximum depth of 30 m in water depths up to 6000 m. Depending on bottom type to be sampled, the BMS tool magazine can be loaded with various drilling tools including core barrels with different bit types, drill rod and bore hole casing. The drill has 9 video cameras, a suite of sensors and 60 hydraulic functions powering thrusters, telescoping legs, seawater pumps and all of the standard drilling controls. The BMS provides deep water investigations with the functionality of conventional diamond bit rod drilling currently the mainstay of exploration programs in land mining.

Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

Field observations and sampling of land-based and submarine hydrothermal and geothermal sites show a definite link between the geological setting, fluid geochemistry and specialized assemblages of microorganisms found at these settings. Three initial sites have been chosen as a basis for these studies. The first site is located on hydrothermal vents in pit craters on the submarine volcano Lo?ihi (Hawai?i) at a water depth of 1,300 meters. The second site is within the geothermally active vents, ponds and lakes of the Taupo Volcanic Zone of New Zealand. The third site extends along the chain of volcanically and hydrothermally active volcanoes of the Kermadec-Tonga arc and back-arc system. To focus our work in New Zealand, a geomicrobiology field and experimental center has been established in Wairakei, New Zealand, with the relevant genomics, proteomic and bioinformatics work being conducted at the University of Hawaii. As part of a partnership between the University of Hawai?i, the Institute of Geological & Nuclear Sciences (GNS) and Victoria University of Wellington, a new interdisciplinary graduate course in geomicrobiology will be taught at Victoria University beginning next year. Since mineral-microbial interactions have been occurring for the past few billion years and these interactions have led to where one generates the other, a metal-bacteria research program has been initiated at GNS using arsenic-gold and other metal-bacterial interaction processes as a research objective. In this research program, we have completed the full genome of a new species of marine bacterium Idiomarina loihiensis from the Lo?ihi hydrothermal vents and identified specialized microorganisms living in pH 0.3 geothermal vent waters of White Island, New Zealand. The multidisciplinary approach to study the process of accumulation of metals in the hydrothermal systems clearly shows the path of how bacterial-mineral interaction can precipitate metal deposits. These studies will lead to new avenues for biomining, bioremediation and the understanding of the origins of life.

Under the provisions of the U.N. Law of the Sea Convention Ireland is likely to have mineral rights to an area of continental shelf some six times its present land area. Apart from the major potential hydrocarbon basins which are currently the focus of active commercial exploration, little is known about the mineral resources of this vast area. In recent years a variety of mineral resources however have been identified from the coastal region. These include Sand and Gravel aggregates, Calcaraeous Algae (Lithothamnion), Heavy Mineral Sands and Coal deposits. The potential also exists in the coastal zone for buried placer deposits and base metal deposits. Several million cubic metres of gravel and hundreds of millions of cubic metres of sand have been identified by the Geological Survey of Irelands (G.S.I) Marine Unit off the east coast. The greater part of these deposits lies within the 10 metre depth contour and are easily recoverable. Irish aggregate needs at present are well supplied by onshore Pleistocene glacial deposits. Commercial interest in offshore deposits is in supplying coastal areas which are locally poor in aggregate and major coastal construction works. The possibility of supplying the large British and Continental European Market nearby also exists.

"Advancing our knowledge about trace metal distribution and abundance provides insight into formation, alteration, and trace element enrichment processes of ferromanganese nodules and crusts. A fundamental understanding of these mechanisms, in turn, has implications for the selective recovery of critical metals and the development of sustainable hydrometallurgical techniques. Synchrotron-based X-ray Fluorescence (SXRF) is a powerful, state-of-the-art analytical tool that can examine geochemical features of Fe-Mn nodules and crusts, such as abundance and distribution of trace elements, in an integrated and efficient manner. By correlating trace element composition and Mn oxidation states in these highly complex samples, it can be determined whether these parameters are related to the Mn oxide mineralogy (vacancy content of crystal lattice) and chemistry.In this study, eleven Fe-Mn nodule and crust samples from three circum-Australian locations – the South Tasman Rise, Lord Howe Rise, and Coral Sea – were analyzed at the Australian Synchrotron, Victoria, Australia. Micrometer-scale spatial resolution of geochemical features, such as concentric growth structures and element distribution, was achieved with high sensitivity (Fig. 1). For instance, Ni could be detected at 10's of ppm to 1 wt% levels. Information on other redox-sensitive trace elements, which are present at 10-1000 ppm levels (e.g., Cu, Co, Ti), were gained by means of fully quantitative elemental composition maps."
