The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

"INTRODUCTIONThe majority of studies on the genesis of ferromanganese crusts focus on the adsorption and accumulation of metals, and therefore cations, especially those of economic interest. From these studies, a first-order electrochemical model has been proposed based on the zero point of charge of the manganese and iron oxides at typical seawater pH, which assumes that positively charged ions will bind to the negatively charged manganese oxide phase and neutral and negatively charged ions will bind to the slightly positively charged iron oxide phase (e.g. Koschinsky and Halbach,1995; Hein et al., 2013). While the theory behind this model is sound, and it has been consistent for many elements, other elements may not follow the model (Koschinsky and Hein, 2003), and thus requires additional investigation and validation. As a new approach to understanding element accumulation in ferromanganese crusts and to test the proposed electrochemical model, this study investigates the surface chemistry of the halogens, which occur as negatively charged ions in seawater and have high and consistent concentrations in seawater.ResultsBulk Halogen ConcentrationsTo determine the distribution of halogens in ferromanganese crusts, an initial dataset of 24 FeMn crusts (24 bulk and 19 layer samples) from throughout the global ocean, including the Arctic and the Southern Oceans, has been analyzed for chlorine and fluorine content using ion-selective electrode. Although both Cl and F are conservative in seawater, their content in crusts shows striking variability (Cl: 326 - 13310 ppm; F: 146 – 1048 ppm for non-phosphatized crusts) and has no obvious geographic relationship to ocean basin and no correlation with water depth, latitude, or longitude. We plan to have bromine concentration data to present at the time of this conference."

Development of a deep-sea mining system is a new and interesting field of research. Commercial mining of the ocean floor for SMS deposits is yet to occur, and while exploration of the undersea has been undertaken by various research institutes exploitation of SMS deposits is yet to be investigated in detail. Industry has been stimulated by the potential development of economically viable deep-sea mining methods. The establishment of deep-sea mining production has also been encouraged by industry trends. These include the success of the oil and offshore diamond industries, scientific advances in computer modeling, technological advances in undersea exploratory equipment and further development of the Law of the Sea. This project also presents an opportunity to build on UNSW?s established reputation, positioning the Mining Research Centre as a leader in this specialized field of research. This project aims to form a greater understanding of the environmental conditions associated with SMS deposits, detailing the physical, biological and chemical characteristics of typical ocean floor sites from an environmental management perspective. With the aid of previous numerical models and disturbance experiments that have been conducted at various ocean floor sites worldwide, new virtual reality models will be developed to enable assessment of the environmental impact of the undersea mining process. These models will simulate seafloor systems prior to mining through various stages including particle distribution and sediment disturbance, to illustrate the impact of a number of proposed mining techniques. The model will allow users an interactive virtual experience of a potential SMS deposit site where hotspots can be identified and mining processes can be demonstrated. This initial baseline model will help to establish generic parameters, which can then be modified and tailored to simulate a wide range of deposit sites and differing mining processes. These models will be validated with the development of appropriate physical modelling.

"INTRODUCTIONThe area beneath the seafloor preserves valuable resources that are inevitable to sustain our industrial society. Hydrocarbon resources such as petroleum and natural gases are one of the representative examples, which have been mined over a century (Brandt et al. 1998). In addition, submarine resources such as methane hydrates, ferromanganese crusts, and metal deposits of hydrothermal origin have long been known (Rona 2003; Kvenvolden and Rogers 2005), although methods of their mining have not yet been developed. All of these resources are distributed heterogeneously, and various exploration techniques have been developed and examined. The Japan Agency for Marine-Earth Science and Technology (JAMSTEC) is conducting a project on the development of exploration methods of these unexploited resources (Urabe et al. 2015; also see http://www.jamstec.go.jp/sip/images/pamphlet_e.pdf). The present study particularly focuses on our attempt on the developing an exploration method of hydrothermal ore deposits.Seafloor hydrothermal ore deposits are associated with submarine volcanoes of mid-ocean ridges, hot spots, and island arcs, and back arcs (Hannington et al. 2010). Active hydrothermal systems discharging high-temperature fluids can be detected above the seafloor as anomalies of temperature, turbidity, and acoustic impedance (e.g. Kasaya et al. 2015). However, because of the temperature limitation of mining (Boschen et al. 2013), the target of mining may be extinct and probably buried. To explore buried hydrothermal ore deposits from the vast seafloor area, geophysical surveys that can obtain information below the seafloor must be required. Several techniques including magnetic, electrical, and gravitational methods have been developed (e.g. Jones 1999; Kowalczyk 2008). Although physical properties taken by these methods are sensitive to the presence of hydrothermal deposits, difficulties are sometimes encountered. For example, anomalies of magnetic susceptibility and electrical conductivity, which characterize the presence of ore deposits, may be found above non-hydrothermal bodies such as volcanic bodies and reservoirs of hydrothermal fluids (e.g. Honsho et al. 2016). Thus, combinations of multiple methods must be used to specify the existence of buried hydrothermal ore deposits"

On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950's, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

Dredging tends to be either horizontal or vertical. In each case solids have to be disengaged from the deposit, mobilized, acquired and elevated or translated. One means of elevation is the airlift. Elevation and translation of essentially granular material nay be by jet pump or centrifugal pump. Any of the three types may be used on its own. The airlift and jet pump may he combined for vertical transport and the centrifugal and jet pumps for predominantly horizontal. Both suction point and pipework must have a means of deployment from the surface or from a submerged vehicle or merely a diver. An airlift is an energetic system, having a source of energy and a means of storing it. It therefore will be difficult to prevent oscillation -surging. A centrifugal pump has a characteristic that bends over at low flow rate and is therefore intrinsically unsuitable for pumping solids. The result is blockage, operation at high velocity and correspondingly high wear rates or operation at low concentration of solids and correspondingly low efficiency. The jet pump is intrinsically exceptionally stable but has a low hydraulic efficiency. The jet pump-airlift hybrid prevents or reduces surging and increases system efficiency away from the optimum depth for airlift operation. Delivered solids concentration is increased. The jet pump-centrifugal pump hybrid totally prevents pipeline blockages and increases the productivity from a given pipeline size. For a given energy input the average production is typically doubled. For example, the Indian River Delaware bypassing pipeline transmits an overall day-in-day-out average of 500t/h (tonnes) of sand down a 10.86" diameter line.

Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30'W to 2 40'W, and between the shoreline and approximately the continental shelf edge north of 4 30'N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.

Cold Ocean Placers: Polar storms, interstadial littorals and crustal adjustments. Polar storms with consistent strong winds in the Southern, Antarctic Ocean are responsible for placer deposits on both the east and west coasts of Australia, on the west coast of New Zealand, as well as on the coasts of South America and Africa. Arctic winds, confined by both land and ice, generate similar placers in Labrador and Greenland as well as on the coasts of Scotland, Norway, Hudson's Bay, Nome, Goodnews Bay, Kamchatka and the north coast of Siberia. Tasman and Labrador seas have several parallels to Newfoundland, including north-south polar waterways, young spreading ocean floors, and youthful coastal escarpments with glaciated coasts. Black sand beds in beach deposits on the modern and Pleistocene transgression strandlines, skewed to the distal ends of beaches, and set into either bedrock or sediment fill, are the locus of the light-heavy mineral placers with titanium, zirconium and rare earth elements; chromium; iron; and tin. Gold and platinum group elements are the ultra heavy minerals at one end of the spectrum and tend occur in proximal placers generated, either directly from bedrock sources, or as minor by-products in distal light-heavy mineral placers. Diamonds are unusual in that the value is only in the larger stones, despite the formation of beach sand and aeolian placers in the littoral zone, and the sites of concentration are in very high energy bedrock traps, on terraces that are mined to depths of 100 metres below sealevel.

The resources and reserves calculation of marine diamond deposits should be based on a systematic sampling grid. The distribution of the sample grade results tends to be very skew and has a large variance. A bias is easily introduced due to the fact that the grade distribution of the samples is very different from the grades of the area of influence. The temptation is always there to extrapolate the highest grade samples simply to their area of influence. If this is done, the higher grade areas will be systematically overestimated, while the lower grade areas will be underestimated. Such a bias should surely be avoided by weighing the sample grades in such a way with their neighbours, so that the estimated grades have a similar distribution as the grades of the blocks. The grade distribution of small mining blocks tend to be lognormal-like. If the coefficient of variation is known, i.e. the standard deviation divided by the mean, then the grade distribution of the small mining blocks is relatively well-defined. The distribution of the diamonds within the deposits can be simulated, based on the histogram of the sample results and on the semivariogram. The diamonds tend to cluster in trapsites. From the semivariogram and the histogram, the average size and spacing between trapsites, and the grade distribution within the trapsites, can be calculated using the model of the General Family of Discrete Distributions. Using such a simulated deposit, the grade distribution for different block sizes can be obtained. The grade distributions become more lognormal-like with increasing block sizes, as the trapsite effect is reduced.

"Seafloor cobalt-rich ferromanganese crusts represent the most important yet least explored resource of ‘E-tech’ elements on the planet (Hein et al. 2003; ISA, 2008; Hein et al. 2010; Hein et al. 2013). These polymetallic deposits form a continuum from nodules rich in manganese and cobalt to crusts rich in tellurium and the heavy rare earth elements (HREE). It is this combination of traditional (base) metals and the extreme enrichment of ‘E-tech’ elements that makes seafloor ferromanganese oxide deposits particularly interesting to both science and society. Recent estimates of the global resource, based on the sparse data available, infers a dry mass of ferromanganese crusts on the seafloor of 35 x 109 tonnes (35GT). Of this, 3.7 GT is predicted in the Indian Ocean, 8 GT in the Atlantic, and 23 GT in the Pacific (Hein et al. 2013).At a global scale, the processes controlling the formation and distribution of ferromanganese (Fe-Mn) crusts are reasonably well understood (e.g. Hein et al. 2000; Verlaan et al. 2004; Cronan 2006; Halbach et al. 1989; Usui and Someya, 1997; Hein et al. 2000; Hein et al. 2003; Hein et al. 2009; Hein et al. 2010; Hein et al. 2013; Muiños et al. 2013; Marino et al., 2016). However, much of this knowledge is drawn from sparse sampling at a regional to ocean basin scale. As a result, there remains a fundamental gap in understanding of the role of local-scale factors, such as micro-topography, ocean currents and upwelling, sedimentation rates, micro-organisms, water mass composition and biological productivity, that are considered potentially crucial to controlling the growth and composition of Fe-Mn crusts. Indeed, quantitative, particularly temporal, information relating to these processes and their relative importance in deposit formation is almost completely absent. Hence, to make any significant advance in understanding these deposits require significant new research."

SUMMARY The Clarion Clipperton Zone (CCZ) hosts the most valuable deposit of polymetallic nodules yet discovered. Understanding the geology of this deposit is key to its effective exploration and mining. Nautilus Minerals (via its subsidiary Tonga Offshore Mining Limited; TOML) has been progressing its understanding of the relationship between seafloor morphology/structure and nodule abundance/morphology, both locally (within its contract areas), and globally (across the CCZ and the span of its contract areas of almost 70% of the CCZ). We present the first results of a project with the aim of developing a method to quickly and accurately map seafloor morphology/structure (Tectonic Subcomponent scale) without the necessity for high resolution seafloor multibeam data. Furthermore, the results presented here will allow a first attempt in understanding the relationship between seafloor geomorphologically-defined zones and plate-scale tectonics of the CCZ and adjacent plate segments. INTRODUCTION A relationship between the type of geochemical active layer and nodule abundance/morphology has long been understood (ISA, 2010). Consideration of the range of differing nodule types found within, but especially between, the TOML contract areas allowed Parianos and Pomee (2017) to refine this relationship further via interpreted thickness and dynamism of the geochemically active layer. The scale of the deposit, both in terms of space and time is staggering (a 10-20 cm thick deposit, spanning almost 4500 km, varying within a circa 10 Ma period), but a segment wide geological map may one day prove to reflect controls on nodule formation and distribution.

"The exploitation of marine resources has enjoyed renewed interest with a completely new sector, that of the Deep Sea Mining of mineral resources in the seabed, that is now gaining momentum. Nevertheless, the significant environmental constraints represent a challenge for initiating these new activities, whether this is in terms of the knowledge of the concerned ecosystems or in terms of monitoring and minimizing the impact of these new activities. This paper presents 2 technologies that aim to respond to the expectations of the stakeholders in this area. The first consists of the real-time monitoring of installations/operations and their impact on the environment using the most modern underwater technologies and especially long-term deployment AUV based on AUV docking station solution and autonomous long term observatories. The second consists of a membrane allowing the confinement of an area, the reduction of the emission of particles in suspension and noise reduction.IntroductionDeep ocean environments have been explored since the mid-1800s. As the land-based reserves of hydrocarbons and minerals become depleted, increasing numbers of resourcebased projects are being proposed for shallow then deepwater environments. Two distinct resource sectors have recognized the potential commercial value of working in shallow and deepwater environments – Oil and Gas and now Mining."

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

"These 40 years, deep-sea mining for manganese nodules, cobalt-rich manganese crusts, and seafloor massive sulfides has been continuously business and R&D targets. The economy is the most important factor for realizing the venture. Some technological options to increase the economy of deep-sea mining are introduced. They are a mechanical lift, waste rejections on seafloor, a substrate recovery as byproduct, and a pulp lift. An example application of one of the options is economically examined. Not only the same type examinations but also some technological clarifications of the options in detail are necessary.BACKGROUNDManganese nodules (nodule), seafloor massive sulfides (SMS), and cobalt-rich manganese crusts (crust) have been well recognized as future metal sources these 40 years. Among them, the nodule was the first recognized ones. The mining technologies for the deep-sea mineral resources, therefore, have been mainly developed in the major R&D projects for the nodule.The mining systems considered were shuttle miner, continuous line bucket (CLB), and hydraulic dredge ones. The shuttle miner system studied by France was a kind of basic study for autonomous underwater vehicle. The CLB system was an effective approach for a small scale and less investment cost mining (Masuda and Cruickshank, 1995). However, both were considered not effective for a bulk scale production rate mining such as 1.5 million tons per year in dry weight. In the hydraulic dredge system, a steel-pipe and flexible-hose conduit for nodule transportation named “pipestring” and a hydraulic pumpup instrument for creation of upward water flow in the pipestring named “pump-lift” or “air-lift” were adapted and developed. Hence, the hydraulic dredge system became the main stream in the mining system."

In 1995 the Marine Minerals Technology Center (MMTC) of the University of Hawaii conducted a sidescan sonar survey and sampling expedition of the submarine geology and hydrothermal systems surrounding the active volcano White Island. The island is located in the Bay of Plenty, within the geothermally active Taupo Volcanic Zone off-shore of the North Island of New Zealand, and is the site of numerous shallow-water hydrothermal systems. The survey system, an EdgeTech DF1000 sonar, was a dual frequency 100 kHz & 500 kHz sonar capable of imaging the seafloor at better than 1 m resolution and possibly detecting gas bubbles within the water column. Sidescan imagery clearly shows sand channels, debris slumps, submarine landslides, and volcanic ridges all around the island to roughly 800 meters offshore. However, analyses of the both raw and processed acoustic data indicate that the sonar was not able to image any of the shallow-water hydrothermal gas seeps known to exist around the island. Vents were located using a commercial fish finder and knowledge from local tour guides and divers. Eleven gas samples from three different sites were collected by divers for analysis of chemical and isotopic composition. Rock samples were collected from thirteen underwater outcrops for correlation with existing data on subarial island flows sampled by previous investigators. Thin sections and XRF analysis were done for each rock to determine mineral assemblages along with major and trace elements, which were used to tie submarine samples to specific subarial stratigraphic layers.

"With the expansion of “green” energy technologies, the demand for the critical raw materials required to sustain this growth is increasing. Many E-tech elements, including tellurium (Te) and rare earth elements (REEs), suffer from high supply shortage risk and the need for more diversified metal supply routes is driving research into alternative resources. Hydrogenetic ferromanganese crusts, seafloor deposits of Fe- and Mnoxyhydroxides that form from the direct precipitation from seawater, present a potentially important future source of E-tech elements. With growing interest in the potential wealth of these deposits and the issuing of permits for deep-sea mining and exploration, more work is underway to understand the nature of ferromanganese crust deposits, their elemental concentrations and distributions, and the potential impacts of mining activities.This research focusses on the formation of ferromanganese crust deposits and processes that control the extreme enrichment of elements such as Te, Co and REEs. The crusts were systematically sampled and mapped between ~ 1000 – 4000 m depths using ROV ISIS, from a range of environments, substrates and morphologies from Tropic Seamount (NE Atlantic) in order to determine the seamount-scale factors that control major and trace elemental concentration variations. These factors include depth, surface roughness and micro-bathymetry, location relative to long-term mean current direction and energy, influence of tidal energy dispersion across the seamount, sediment supply, substrate lithology, biological productivity and phosphatisation. The study analyses trace-element characteristics of 100 ferromanganese crust samples alongside standard reference materials NOD-A-1 and NOD-P-1 (US Geological Survey manganese nodules). At this initial stage, we report results from whole rock acid digestion and ICP-MS analyses."

India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.
