"The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec's mining tax regime represents under 10J0 of the province's revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

In this paper the utilisation of building information models (BIM) and construction automation on building sites is discussed. A lot of research has been carried out to develop new applications for using BIM to assist construction site planning, different operations and logistics. The methods of production control and management on site utilize BIM together with machine control and navigation systems. In Finland machine control systems and the automation of construction equipment is widely used in infrastructure construction. Recently similar methods have been introduced also in building construction. This paper describes some latest Finnish examples where BIM-software is used for the planning, execution and control of building construction operations. University of Oulu has studied methods and technologies to capitalize BIM-models. The research has been mainly in infrastructure construction but the activities have recently been extended to building construction. In this paper a BIM-based tower crane operation and control system is discussed as a case study. The aim of this study was to highlight the potential areas were automation can increase the crane productivity and improve site operations and logistics. The construction site managers and tower crane operators interviewed in this study were experienced in using BIM-models on site.

Agitation requirements in oxidation autoclaves can vary widely depending on the mineralogy of the feed material and the specific process selected. Before selecting an agitation system it is important that the client specify the desired throughput, mineralogy, chemistry, kinetics, compartments, overall retention time, and the desired oxygen utilization. In selecting the agitation system, the factors mentioned above as well as oxygen solubility, oxygen mass transfer coefficients, and specific power are evaluated. Much research effort has been directed toward open tank systems for fermentation and oxidation processes. However, for high pressure autoclave oxidation processes little information is available. In this review the author's experience in the autoclave industry and some of the available literature are utilized to compare the installed power per unit volume with some of the methods proposed for open tank oxidation. Equations that appear to give results close to that experienced in the industry have been identified. Further work is required in this area to develop a higher degree of confidence in the ability to predict the power required for any given case.

In the late 1960's concerns about the natural environment reached high levels within North America and provided activists with suitable platforms for exerting influence over the general public and politicians. In response a host of regulatory mechanisms were developed, statutes, voluntary measures, land grants, codes of practices etc. Emerging environmental awareness from the era provided impetus for rapid technological change that encompassed all industries, especially the base metal business. The resulting clean up impacted all aspects of copper production, dealing with issues such as waste disposal, water and air quality with specific impact on emissions of sulfur dioxide and particulate. This paper provides a perspective of these changes reviewing the macro-economic impact of environmental movement in mining with its specific implications to the copper smelting industry. The fundamental challenges that were faced by the old, but capital-intensive North American plants and the approaches taken to deal with the changing times are reviewed with special emphasis on the conceptual approach to smelter S02 abatement and different paths taken in the USA and Canada. The role of economics, sustainable R&D and presence of technical infrastructure that facilitated the change process is elucidated, and speculations are made about the future state of pyrometallurgy and the natural environment. Closure planning is becoming an integral part of the planning cycles and of the lease operation. By incorporating closure planning into the day-to-day operation, the company will achieve acceptable lease closure in an economical manner. Ultimately, Syncrude will achieve lower operating costs through innovation in mine planning and a reduction in residual liabilities.New concepts being evaluated for lease-closure landscape design include: designing for closure, use of landforms and natural analogs, self-armouring bouldery ground, robustness in design, landform grading, terrain analysis of reclaimed land, geotechnical hazard assessments, choices in closure design timeframes, passive maintenance, determining post-closure monitoring goals, engineering tailings, engineering other substrates, use of test plots and field demonstrations, geomorphologic monitoring of reclaimed lands, defining closure goals, and visiting other mines. "IntroductionAt TransAlta Utilities Corporation's Highvale Mine, located west of Edmonton, Alberta (Fig. I and 2), dragline stripping has proved to be a practical and economical method of overburden removal and future plans have been based upon the continued use of draglines (Fig. 3) as the major stripping equipment (Williams, 1979, Nikols et al., 1986). However, long range planning has shown that the capacity of draglines alone will be exceeded in the early 1990s as mining progresses into deeper overburden cover (Tapics, 1983). Strip ratios will increase from I.3 bank m!/ t of coal in 1985to 4.5 bank m3 / t in 1995. During this period the depth of overburden will increase substantially and the areas to be mined will be characterized by weak soils including glacially displaced overburden. This increased overburden depth in relatively weak soils will make it impractical to _continue side casting by draglines without prestripping in advance. In 1983, a major investigation was initiated to determine what additional overburden removal equipment was appropriate to the Highvale operations, and recognizing the long delivery times of this major equipment. when it would be required. This paper describes studies and tests which were undertaken in 1983 and 1984 to select prestripping methods and equipment for the future operation of the mine.Previous planning studies have shown that with the current burn schedule and with the economies of progressing from low cover to high cover, as has been practiced in the past, overburden volumes will exceed the capacity of the existing draglines in the early 1990s (Fig. 4). These previous studies had placed reliance on (I tandem dragline operation for future overburden removal requirements up to a depth of 45 m throughout the Highvale Mine. New drilling together with the associated geotechnical studies and some detailed planning on the practicality of using tandem draglines, created concerns about their universal application. Even without considering geotechnical conditions there was a depth limitation to tandem dragJines and substantial prestripping would be required to achieve the ultimate depths."

The; Shield; therefore; is a large exposure of what may be regarded as the foundation; of the continent."

"The paper presents the engineering design and experience gained so far with a dewatering system for an open-pit uranium mine planned at Key Lake in Northern Saskatchewan.The results of hydrogeological investigations preceding engineering exhibit an extensive unconfined overburden aquifer hydraulically connected with the underlying Athabasca Formation and basement rocks, both of relatively low hydraulic conductivity. The overburden aquifer is embedded in a bedrock trough, with the deepest depression between the planned pits. The hydrogeological data were used in a numerical dewatering model simulating groundwater flow atdifferent stages of the pit development.Based on the model results, the engineering design had to provide for different pumping rates, varying between 1.0 and 0.21 ms/sec. This problem was solved by using a double line pressure system. The design concept for the complete peripheral discharge system and the well design used for 26dewatering wells are discussed.Experience with reverse-circulation techniques applied for the construction of the dewatering wells is presented. Theoretical and practical considerations which led to the constructionof wells of different diameters are discussed.The design of the in-pit dewatering system provides for seepage ditches, horizontal drains, pit-bottom sumps and inpit dewatering wells where required."

"IntroductionMUCH PROSPECTING, exploration, and development work was done for uranium in Canada in 1952, chiefly in northern Saskatchewan and in the Great Bear Lake region of the northwest Territories. The outstanding feature of the year was the great amount of work done in preparing for production at the Ace mine of Eldorado Mining and Refining, Limited, in the Goldfields region . of Saskatchewan. Many private companies and prospectors were also active in this region. Most of the other parts of Canada where uranium has been found received less attention than during the last few years, partly because so much interest was taken in the Goldfields region.In presenting this short summary of the year's activities now, the writer is handicapped because the season is not yet over; some discoveries have probably not yet been announced, and there has not yet been time to digest the numerous reports that have been sent in by companies and prospectors. In any case it would be impossible to give details for most of the discoveries and properties, because that would require a long report, and because that information is classed as confidential until released by the discoverers and companies concerned. It is only possible, therefore, to give a few generalizations, a brief out-line of the activities in northern Saskatchewan, even briefer ,accounts of the work in other parts of the country, and a few details that property owners have informed the writer he may publish or that have already been published by the owners."

This paper outlines the position and capabilities of Western Canada's bituminous coal industry, and indicates the increasing importance of Japan as an export market. The use of coal in Japan is reviewed, especially as regards future trends, and an appraisal is made of Canadian coal in comparison with domestic Japanese coal and imports from other countries. The importance of maintaining a solid nucleous within the Canadian bituminous coal industry is emphasized. I N RECENT years, Japan has emerged as a valuable market for Canadian exports. The first major product exported in volume to Japan was wheat, which has become very successfully established in Japanese markets. Following this, iron ore gradually found a market in Japan, with exports usually based on long-term contracts. "Early in mine development at Quintette Coal Limited major problems were encountered with the fleets of primary equipment which seriously hampered production. These major fleets (cable shovels, hydraulic shovels, hydraulic drills and electric trucks) have consequently been the focal point of maintenance efforts. Some were prototypes in the Canadian mining scene and brought with them new concerns to test their skills. The problems were studied and the category and areas which were having the greatest impact on the reliability of the equipment were determined. Once defined, priorities were established and a program was initiated which was designed to accomplish a resolution. Resulting from implementation of this systematic approach, over the past three and one-half years, the fleets are now giving good reliability and industry standard availabilities. Along with these significant achievements, cost per operating hour on some of the equipment fleets has decreased substantially and continue a downtrend through 1987. This paper identifies the problems and describes the resolutions. IntroductionIn the early years of the mine development, Quintette Coal Limited (QCL) experienced production shortfalls due to problems with the major excavator and haulage fleets. A large fleet of hydraulic excavators had been purchased, and QCL was among the first northern users of all hydraulic blasthole drills. They were also using some prototype equipment and encountered problems which were not common on other types of equipment or were unknown.Because of these unique problems and lack of experience from other mines to draw on, an analytical approach was taken to areas and associated causes of the delays affecting the availability and reliability of equipment. This was done by dividing the equipment downtime into seven classifications of delays, i.e. maintenance, electrical, hydraulic, mechanical, damage, service and preventative maintenance, and tires; and then each was expressed as a percentage of total downtime. Subsequently each of the delay classification was divided into categories e.g. electrical to six categories - wheel motors, main alternator, relays, cards, no propel, lighting and 24 V system. Then, the basis for further study had been established.From this preliminary analysis of historic records, it was possible to determine the areas which were causing the majority of the downtime. These areas were then analyzed to evaluate causes and to determine possible solutions to the problem s. This paper addresses the major fleets, their problems and eventual solutions. THIS paper will present a review of the mining operations of one of Canada's most lately established gold mining districts (1). The history of the Little Long Lac and Sturgeon River areas is interesting in view of the fact that, although they have long been the scene of a certain amount of mining activity, they remained little more than an uninhabited wilderness until 1933, since which time ten producing gold mines and mills have been established in permanent operation, eight of these having entered production since the beginning of 1937. As complete a background as possible will be given concerning the major influences having a bearing upon living and economic conditions in the mining communities. The object, here, is to show the diversity of problems which demand the attention of the operator starting up and operating a new mine in present times, and to indicate the ways in which these problems are successfully met in this district. A description of the power facilities and plant equipment will be followed by a summary of the problems encountered and methods applied in exploration and development. This is to aid in forming a background showing the circumstances which influence the mining methods and costs of the various operations. The paper will conclude with a description of the mining methods used and the costs of the operations, including summarized analyses of the stoping methods and mining conditions. The various phases of operation will be dealt with separately, in so far as this is possible, in order to present clearly the salient features. It is necessary, however, that the reader bear completely and constantly in mind the fact that in actual operations these phases arc, to a large extent, intimately related and greatly affect each other, as well as being, in turn, affected by other circumstances beyond the control of the operator. A few of these circumstances are: capital available during the development period and early stages of productive operation; strength of rock comprising the ore and its boundary walls; grade, size, shape, and location of ore-bodies; and many other natural items which must be carefully weighed in relation to the details of operation.

This paper outlines the regional geology and history of the area, and summarizes the stratigraphy, structure and geology of the Brunswick No. 12 mine area. The Brunswick No. 12 deposit is a stratiform massive sulphide body. It occurs in rocks of the Tetagouche Group, which is believed to range in age from Lower to Middle Ordovician. The stratigraphic sequence, including the stratiform orebody, in ascending order consists of older metasedimentary rocks, augen schist, metasediments, augen. schist, footwall metasediments, the -massive sulphide body, iron formation, hanging-wall metasediments, siliceous tuff, basic volcanic rocks , basic iron formation and a porphyry dyke. This sequence is similar to that at some other deposits in the area. Four phases of structural deformation are known to be present in the Brunswick No. 12 mine area. The first deformation folds (F1 ) and associated faulting are the most important factors in determining the distribution of the massive sulphides. This deformation has resulted in the massive sulphides being separated into four zones: the Main Zone, the West Zone, the East Zone and the V-2 Zone. Brunswick Mining and Smelting Corporation Limited is actively mining, developing and exploring the deposit.

Brake testing of large mining trucks was initiated in British. Columbia in 1969 following an accident involving the failure of the service brakes of a l00-ton electric-drive truck. Some selected results of the 1976 brake test program are presented and discussed ?in this paper . The tests were conducted on end- dump trucks having load capacities ranging from 85 to 235 tons. All tests were made with the vehicles fully loaded operating on downhill grades varying from 8 to 10 %. Stopping distances were measured from initial speeds varying between 10 and 39 mph. The results are adequate, in most cases, to determine the "ultimate" capabilities of the service brakes of varying models and sizes of haulage trucks operating in British Columbia mines.

Subsequent to the unbundling of the Zambia Consolidated Copper Mines (ZCCM) and the privatization of its constituent parts, the Konkola Copper Mines (KCM) represents a third of the original conglomerate. Now run by private hands as a sub group of Vedanta Resources Plc of India, KCM is strategizing on how best to deal with the operational issues of the organisation to resolve some of the difficult, logistical, environmental, mineralogical and metallurgical problems being encountered to tum them into opportunities as the company turns around. This paper reviews the options being put in place to provide appropriate solutions and strategies including the treatment of the highly siliceous low energy copper belt concentrates in its mining operations in Zambia.

The surface roughness of unfilled rock discontinuities has a major influence on the deformational and hydraulic behaviour of discontinuous rock masses. Although it is widely recognized that surface roughness is comprised of a large-scale (waviness) and small-scale (unevenness) components, most investigations of surface roughness have been restricted to small fracture surfaces (< 1m2). Hence, the influences of the large-scale components of roughness are often neglected. Furthermore, these investigations typically focus on analyzing roughness in terms of two-dimensional profiles rather than the complete three-dimensional geometry, which can lead to potentially biased estimates of roughness. This contribution demonstrates the use of a new optical digital measurement system, based on the principle of triangulation, to digitize a large-scale natural rock discontinuity surface at both outcrop-scale (~6m x 2m) and lab-scale (~100mm x 100mm). Subsequently, the digitized surfaces are systematically analyzed using the three-dimensional roughness methodology proposed by Grasselli to investigate the dependency of roughness on sample window size and measurement resolution.

The behaviour of minerals during flotation of a fine-grained pyrite-rich base metal ore was investigated by studying the feeds. concentrate and tailings from every flotation cell in the mill of Brunswick Mining and Smelting Corp. Ltd. Bathurst. New Brunswick. The samples were analyzed for Zn, Pb, Cu. Fe, Ag. Sb, Sn, Bi, In. Hg, Mo and As. Mass balances were computed and recoveries of all metals from each cell. from each circuit and from the mill were calculated. The percentages of sphalerite. galena and chalcopyrite occurring as free grains in each product were determined with an image analyser, as were size analyses for free mineral grains and middling particles, and compared with screen analyses. The results show that the behaviour of minerals is defined much better by the recovery of free mineral grains than by the recovery of elements. The recovery of free sphalerite in the zinc circuit is 96 wt %, whereas Zn recovery from the same circuit is 88 wt %. the difference being due to unliberated sphalerite. The recovery of free sphalerite from the mill feed is 88 wt % and Zn 78 wt %. The recovery of free galenafrom the mill feed is 88 wt % and Pb 64 wt %. The recovery of free chalcopyrite is 75 wt % and Cu 45 wt %. Size analyses show that more sphalerite and chalcopyrite can be liberated by regrinding. but the galena is so fine grained that regrinding would not necessarily improve liberation. Silver occurs mainly in tetrahedrite and galena; the main loss in the tailings is due to large (+ 26 um) and small (-1 um} free and unliberated tetrahedrite grains.

INTRODUCTION THE property of Madsen Red Lake Gold Mines, Limited lies between Russet and Faulkenham lakes in Baird and Heyson townships, district of Patricia, Ontario. It is about six miles south west of the town of Red Lake, with which it is connected by an all-weather road. All orebodies found to date at the property are silicified lenticular bodies which lie within tuff beds. The ore bas a specific gravity of 2.95. It consists of mica and chlorite schist, silicified and containing a considerable amount of disseminated carbonate, and mineralized with pyrite, pyrrhotite, magnetite, arsenopyrite, and chalcopyrite. Of these, pyrite, in coarse to fine disseminated grains, is by far the most abundant. Pyrrhotite occurs in ?the gangue material as medium to fine disseminated grains. A very small amount of arsenopyrite, in small crystals, is associated with the pyrite, and small grains of chalcopyrite occur in both gangue and pyrite. Although some of the gold present in the ore is quite coarse, a good deal of it is extremely fine.

"We present some of our recent efforts in the development of predictive, directed oxidation chemistry of cerium(III) complexes under non-aqueous conditions. The electrochemistry of cerium(III)- alkali metal heterobimetallic aryloxide complexes is reported and compared with cerium aryloxide complexes that are kinetically stabilized by hydrogen bonding cations that span between the complexed aryloxide ligands. Comparative electrochemical measurements reveal differences between the heterobimetallic complexes and the hydrogen-bonded complexes.INTRODUCTIONThe rare earth elements comprise the lanthanides, La–Lu, and the element yttrium (Aspinall, 2001). Rare earth ores such as monazite, LnPO4, and bastnäsite, LnFCO3, typically bear mixtures of light rare earths: La–Sm while monazite, LnPO4, contains mixtures of heavy rare earths (Eu–Lu) (Cotton, 2006). Pure rare earth elements typically are isolated using a liquid-liquid separations process.(Bautista, 1995) The hydrometallurgy of these elements is a difficult problem because the separation factors between neighboring rare earths, which are predicated on the small differences in the sizes of the trivalent ions, are quite small (Cox, 1992). The element cerium, with its 4f1 electronic configuration in the trivalent state, is unique among the rare earth elements due to a relatively accessible 4f0 electronic configuration. The accessibility of the 4f0 configuration underlies the chemistry of cerium(IV), the only rare earth ion with molecular chemistry in the tetravalent oxidation state (Cotton, 2006). Cerium is trivially separated from mixtures of light rare earths by making use of its unique oxidation chemistry. In an effort to extend separations chemistry by oxidation reactions to other rare earth elements such as terbium and praseodymium, the solution electrochemistry of well-defined cerium complexes is of interest."
