Material scheduling, sequencing planning and execution are the core tactical mine plan for achieving production targets that maximize the objective function of any mine production entity. This objective function is constrained by several exogenous and endogenous constraints including geological, operating, technological, marketing, financial, political, social and local field constraints. Linear and dynamic programming techniques have been used to formulate algorithms to solve the problems associated with scheduling and sequencing operations. These algorithms possess the mathematical rigor for dealing with the fundamental problems but they fail to provide adequate answers to random and dynamic process problems. Materials scheduling and sequencing are carried out within the bounds of random and dynamic fields. The functional relations between the output and dependent variables are random, and thus, current algorithms are limited in their abilities to address the problems arising from these random field processes. In this study a production simulator is developed to capture the random field process associated with materials scheduling and sequencing in an open pit environment. The algorithm incorporates a geometric pit evolution model, using solid geometry of an ellipsoidal frustum to capture material displacement dynamics. Taylor series expansion about the dimensions of the initial frustum is used to provide numerical solutions to the resulting partial differential equations governing the pushback dynamics. A production simulator, derived from the stochastic and dynamic models, is developed, validated and used to simulate the changes in the pit volume resulting from periodic incremental pushbacks and the random field process. The hybrid stochastic-optimization algorithm provides a powerful tool for addressing the random field and dynamic process problems. Combined with a hybrid stochastic-optimization dispatch system, tactical production planning and execution will be efficient and economic for achieving desired.

The Mining Association of Canada launched the Towards Sustainable Mining initiative in 2004. TSM’s goal is to improve the mining industry’s performance by aligning its actions with the priorities and values of Canadians. The initiative currently includes performance indicators for four areas: tailings management, energy use and greenhouse gas management, external outreach and corporate crisis management planning. Over the past year, the association has been designing a performance assessment and verification system for these performance areas, as its members prepare to move to external verification of their performance in 2006. The presentation will describe the initiative and its evolution, as well as the challenges faced in developing a verification system applicable to an entire sector.

Gypsum scrap generated from wallboard manufacturing, construction and deconstruction activities in North America, Europe and Japan is a recognized environmental problem. Landfill disposal of this gypsum scrap is problematic, with deposits often creating hydrogen sulphide emissions and metallic sulphide groundwater leachates. Of these regions, Europe is the most advanced in dealing with the issue having enacted legislation, which will come into effect in July 2005 that will strongly encourage gypsum recycling throughout the EU. An estimated 10% to 17% of all gypsum used in the wallboard industry becomes recyclable scrap, which represents approximately 1% of the total waste stream in North America. In the United States, 2.5 to 4.5 Mt of gypsum scrap is generated each year; the volume is similar in Europe (the percentage of total tonnage is less because of the higher use of brick and concrete). The Greater Vancouver region of British Columbia has banned gypsum from its landfills, and as a result, all gypsum scrap is now recycled. New West Gypsum Recycling, a Canadian firm, uses its proprietary technology to process large quantities of gypsum scrap that is reincorporated into new wallboard, at percentages ranging up to 25%. The operation of New West Gypsum Recycling Inc. of Langley, Vancouver is examined as a case study and recommendations are provided as to how other urban regions can implement similar gypsum scrap recycling programs.

"The selective flotation of lead, zinc and iron sulphide minerals is key to the economic performance of concentrators treating zinc-lead ores. Diagnostic metallurgy is a tool to quantify mineral behaviour as a function of particle size and liberation. The result of such analysis may be used to select preferred strategies to improve metallurgical performance. The zinc flotation circuits at three Teck Cominco operations: Sullivan, Polaris and Red Dog are compared here. This paper analyses operating data from each of these circuits. The effects of mineralogy and performance by particle size are emphasized. Metallurgical performance at these three concentrators varies substantially. Liberation size is the major factor in determining metallurgical performance. Complex mineralogy requires a fine grind to achieve effective liberation. Fine grinding results in offsetting decreases in concentrate grade through entrainment. The economic treatment of complex fine-grained deposits requires optimisation of regrind size for liberation without unduly compromising concentrate grade through gangue entrainment.INTRODUCTIONUntil recently Teck Cominco Metals Ltd. operated three mines treating zinc-lead ore. In order of increasing mineralogical complexity they are: the Polaris Mine on Little Cornwallis Island in Nunavut in the eastern Arctic, the Sullivan Mine in southeastern British Columbia and the Red Dog Mine in northwestern Alaska. Both the Polaris and Sullivan Mines have recently ceased to operate due to depletion of ore reserves.The ore type and associated gangue, mineralogy and iron solid solution vary significantly between these deposits. "By any measure of common practice, Claude Resources' Seabee Gold Mine in Northern Saskatchewan should not now be operating. Not because reserves dwindled, or grade dropped or prices weakened or technical problems arose, but because a host of unimaginable other problems beset the project, any one of which would normally have led to the mine's failure.The success of the Seabee Mine, and it is extremely successful, is a story of the vision and blunt determination of two men. Neither is remarkable in his own right but each possesses the characteristics which were necessary to forge a highly productive and profitable narrow-vein mine in the midst of the most bizarre and unpredictable events which likely have ever beset a mine start-up in Canadian history.Together, Bill MacNeill, a Saskatchewan born, former bush pilot and Ray Gagnon, a big hearted, hard-fisted, miner with 44 years of experience in Canada's underground, built the Seabee Mine.They didn't accomplish this with brilliant geology, outstanding engineering or nimble corporate manouvering but rather a stubbornness and raw common sense which likely are all too often, ingredients missing in failed projects.The Seabee Mine is 100% owned by Claude Resources, a Saskatoon based company taken over by Bill MacNeill, its current chairman, in 1982. The company is listed on the TSE and produces 1200 barrels of oil per day and about 60,000 oz of gold per year. The company has a strong balance sheet, is very profitable and has 18 million shares outstanding.The Seabee property in Northern Saskatchewan started out like many other gold exploration properties in Canada.It was discovered in the l 940's by what is now Cominco, and, while highly regarded by that company the property sat largely dormant until acquired by Claude Resources in 1985.Claude did what most junior exploration companies would do and went looking for a company with a depth of expertise to joint venture the property.That company was Placer Development who could earn a 55% interest in the Seabee by delivering a bankable feasibility study on the Project by July 1988 and providing financing to production.Placer Development was an excellent company and spent over $8 million dollars on the Seabee over a 3 year period. Unfortunately for Claude Resources, Placer Development merged with Dorne Mines in 1987 and the new merged company, Placer Dome, established a minimum production threshold greater than the 50,000 oz per year which the Seabee appeared capable of supporting at that time. Placer Dome's request for an indefinite extension of the joint venture agreement to allow it to drill off a larger ore body was rejected by Claude Resources and the Seabee Property was returned to Claude in 1988."

"In recent years the Environmental Research Group of the KVI has been developing a number of radiometric techniques that may be employed in mineral sand exploration. These techniques involve: radiometric fingerprinting for assessing sand provenances and mineralogical composition; thermoluminescence for dating and provenance determination of sediments; a towed seabed detector to map seafloors for radiogenic heavy minerals and assessing heavy mineral volumes; and simplified transport mechanism models to explain and predict heavy mineral concentrations.All techniques exploit the property that heavy minerals as a group contain concentrations of naturally occurring uranium and thorium that are a hundred to a thousand times higher than in light minerals. In this paper the physics of a number of methods will be described together with a number of results. Based on these results potential applications to mineral exploration and mining are discussed."

"Steel media wear is a major cost component in mineral processing. In the case of existing operating mill, steel media wear prediction can be used to help compare the performance of steel media from different suppliers before completing marked ball tests. It can also be used to investigate how ores from different site of a given mine affect steel media wear. In the case of Greenfield cases, steel media wear prediction can be used to estimate the cost of steel media for a given feasibility study.This paper presents a wear testing and prediction methodology that ties together abrasion wear and corrosion wear testing results through the use of a simplified discrete element charge motion model. The experimentation dimension to this methodology takes samples for steel media, mine site ore and water to determine abrasive and corrosive wear parameters of a given media, ore, water set.The test methodology development is illustrated along with a comparison of wear predictions with observed wear rates in some operating mills. A case study is included that illustrates how this methodology was used to estimate steel media wear performance. The paper closes with a discussion on the use of parts of the experimental methodology to investigate other abrasive wear conditions such as liner wear, paste backfill piping and ore breakage as well as avenues for future test development.INTRODUCTIONThe cost of comminution processes represents a significant part of the overall costs of a mining operation. Grinding media/liner wear alone accounts for 15-25% of the total operating cost. The annual steel grinding media consumption is approximately 2.5 mtpa or 0.3% of total world steel production [Smorgon Steel Group, 2005]. Using an estimated grinding media cost of about US$0.75/kg [Halbe and Smolik, 2002], gives a media cost of over US$1.875 billion per annum. Mining continues to shift towards exploitation of lower grade ores as the higher grades get depleted. These low-grade ores require finer grinding for the liberation of the value minerals, and hence it can be assumed that grinding media consumption will also continue to rise.The Bond abrasion test, dating back to 1963, [Weiss, 1985] is still used to estimate the total mill media wear. An ultra-low profile LHD has been developed by EJC Mining Equipment of Burlington, Ontario for narrow-reef mining applications. This paper discusses the challenges encountered during the evolution of the machine's design and subsequent field testing. Continuing research and development focuses on optimizing machine performance and controllability, reducing emissions, and enhancing maintainability. Details will be given on field trial experience and ongoing test work being carried out at the manufacturing facility.

The Olympic Dam iron-oxide copper-gold (IOCG) uranium-silver deposit is the largest publicly declared uranium, fifth largest copper and third largest gold resource. Currently, the operation consists of an underground mine and integrated processing plant. Uranium is produced from leaching of flotation tailings and is a co-product to copper cathode with by-product gold and silver bullion. The Olympic Dam geometallurgy team began studying ore from the Southern Mine Area (SMA) in 2006 and soon discovered uranium behaviour was far more variable than the behaviour in the Northern Mine Area, which had been mined from the start of the operation in 1988. The primary objective of Olympic Dam geometallurgy is to develop metallurgical performance predictors that reliably describe the process performance of different ore types and distribute these into the resource block model for use as a fundamental input into mine planning. The nature of the uranium mineralisation (compositionally and texturally complex and highly variable) meant that classic mineralogy techniques alone could not provide the resolution required for prediction of uranium extraction. However, the combination of quantitative mineralogy, results from laboratory-scale leach tests and modelling within the geometallurgy program has enabled prediction of both uranium flotation recovery (via association with sulphides) and uranium leach extraction, including at variable leach conditions. These stope-based predictions have supported trade-off decisions between operating costs and uranium revenue, and have predicted the changing recovery as the mining operations have moved into the Southern Mine Area in recent years.

This paper discusses the author?s work identifying international law norms of consultation with indigenous communities and poses a potentially counterintuitive argument that corporate stakeholders? interactions with indigenous communities may have effects on the content of those norms. The claim is counterintuitive because the international law of pertinence is customary international law, which arises from consistent state practice and opinio juris (a belief by states that they are acting in a way they are legally bound to do so). Customary international law traditionally has no reference to corporate conduct per se. The paper first surveys several sources on developing international law on consultation obligations. Then it references the impact these norms can have on corporate stakeholders in industries like mining. Then, it poses an argument as to an economic ratcheting effect that can occur through various agreements between corporate stakeholders and indigenous communities that then feeds through into international law via several mechanisms. The consequences for mining companies are diverse and include the possibility that conduct by one company can have longer-term implications for the obligations of other companies and, indeed, of states. The effects will differ in the context of different competitive environments and may actually have effects on the economics of different competitive models.

In the authors? experience inappropriate water management in hydraulic fill masses has been the root cause of most barricade failures. Inappropriate water management can lead to high water pressures, reduced effective stresses and increased barricade stresses (Kuganathan 2002). In addition the high hydraulic conductivity and non-plastic nature of most hydraulic fills makes susceptibility to piping failure (Cowling et al. 1987) a high possibility in many hydraulic backfills where a static water head is available. In order to avert both of these failure mechanisms it is essential to control the elevation of the phreatic surface within the fill mass. This is usually achieved through campaigned filling and resting periods. The duration of filling and resting periods are often estimated using some form of stope drainage simulator. Due to the random nature of many characteristics that influence the fill mass hydraulic conductivity, simulation of hydraulic fill drainage can be difficult. The high consequences of inaccurate phreatic surface estimates combined with the high variability in drainage properties often results in operators taking a conservative approach to this modelling. This conservative approach can lead to significant delays in the filling cycle which can have a major impact on the productivity of many hydraulic fill operations and can often results in an unnecessary movement towards capital intensive paste fill systems. This paper presents a water management technique which combines a simplified drainage model with in-situ monitoring to provide a rational approach to water management. With an accurate drainage model filling operations can be carried out at optimum efficiency without compromising safety. The implementation of this strategy has lead to a significant increase in filling rates at a number of Australian filling operations. A brief case study from one of these sites has been presented.

The energy required to fragment a rock is proportional to the increase in the fracture surface area and hence is proportional to the rock?s surface area. In comminution, the slope of the linear relationship between size reduction ratio and specific energy is usually defined as grindability. Another definition of grindability based on newly created specific surface area and specific energy is introduced. The two definitions for grindability reflect the grindability properties of rocks and can be used to measure of the efficiency of mills or crushers. The feed particle size distribution influences the energy needed to comminute the rock. For a given ratio of average feed size to product size, the smaller feed size requires more energy.

"The variability in flotation response within an orebody is often a significant problem to address during the design phase of a flotation circuit. In addition, for existing operating plants, the reasons for such a variability need to be clearly understood and accounted for if plant performance is to be optimized. MinnovEX Technologies, in collaboration with major mining companies, is developing methodologies and tools to address the issue of variability in ore characteristics (such as ore hardness and flotation response). The tool is used for design and scale-up of flotation circuits from lab flotation data, and for prediction of recovery and final concentrate grades throughout the mine block model for any given circuit design.INTRODUCTIOTNH: EI SSUEB EINGA DDRESSEDThis paper describes the current development of a methodology and software tool for improved flotation plant design and enhanced prediction of froth flotation performance in an operating plant. The need for this tool is attributed to two primary factors: variability of flotation response properties throughout an orebody and related difficulties with scaleup from laboratory tests. Consider these in more detail.It is well recognized that separation performance via froth flotation will vary significantly within a single mineral deposit. This has been enhanced through the wide application of SAG milling. Throughput with SAG mills is more susceptible to ore hardness changes than is the case with crushing-rod-ball circuits; it is not uncommon to see SAG mill throughput to vary by up to 100% on a regular basis, e.g. 1000 tph to 2000 tph.The implication of this on laboratory testing for prediction of metallurgical performance is as follows: it is unlikely that either the plant grind (size distribution) feeding froth flotation or the flotation residence time will be known at the time of laboratory testing for a given block of ore. Hence, the grind used for the laboratory test is not likely to be that which actually occurs once the ore is processed, and the laboratory retention time may not represent the plant conditions."

"Land directly disturbed by hard rock mining activities in Ontario and Quebec was surveyed in 1974 as part of a country-wide assessment, (Murray 1977). Some 15, 000 hectares, or 5 7 square miles, are listed as having been disturbed by overburden removal, waste rock and tailings deposition (Table 1) in the region. That area represents sixty-eight per cent of the total area which ha1; been disturbed by mining in central and Atlantic Canada. Assessment of disturbed areas was undertaken using LANDSAT-1 and LANDSAT-2 satellite imagery. Certain limitations of the technique were recognized but the data obtained were considered a relatively acceptable assessment of the extent of disturbed areas larger than ten hectares.Approximately ten per cent of the land disturbed by mining in the two provinces has been reclaimed to varying degrees. Indeed, this proportion is correct for the country as a whole. As pointed out by Ripley, Redmann and Maxwell (1978), some of the land was disturbed long before environmental concern 01· reclamation were ever considered. In numerous instances reclamation will remain impossible until presently active operations are closed. Nevertheless, these authors feel such figures make it clear that reclamation has not been a high priority in Canada in the past. Canada is a vast country, and there has been little pressure toward efficient use of all land space. Most mining operations occur in areas distant from the country's population centres. Under these circumstances, therefore, the pressure to reduce the environmental impact of mining is much less than in the more densely populated areas of Europe and the eastern United States, where such activity can occur in or adjacent to large metropolitan areas."

It will elaborate on the practical application of Supervisory Training and Management Development.Why are Supervisory Training and Management Development important? The answer has been the subject of many textbooks. Dr. Ken Blanchard, author and consultant, addressed this issue concisely when he said that effective managers and organizations must do two things, ""get results and develop people"". lPeople development at IOC is best illustrated through its supervisory training and management development programs. For the past twenty-five years IOC has been recognized as an industry leader in the training field. Periodic studies have played their role in establishing and maintaining this distinction. For example, in 1974, the company decided to review and up-date all its training programs. At this time, it established its own Task Force on Training and this resulted in the development of many of our present programs. Today, Supervisory Training (i.e. for first and second level management) at the Carol Project in the Labrador City area consists of various programs including: New Foreman Induction, Foreman Entrance School, Basic Management Skills, Management II, and Effective Presentations."

"Many products and technologies have been developed from outcomes of research projects carried out by the Julius Kruttschnitt Mineral Research Centre (JKMRC). When these products and technologies are applied to the design and optimisation of blasting, comminution and separation, improvements in profitability can be realised.In 1970 Alban Lynch promoted two practical ideas to improve plant operations:• Ore and equipment properties can be separated allowing experience with one type of ore or equipment to be transferred to other types of ore and equipment. If this experience was encapsulated in a mathematical model, then these properties could be combined and used to simulate (ie. to design and to optimise) complete mineral processing circuits.• Many problems associated with scale-up from laboratory to industrial equipment could be eliminated by experimental work on full-scale equipment in the plant.Many JKMRC research projects have focussed on the development of models of unit operations in mineral processing and their application to process simulation.Models of comminution and classification developed at the JKMRC have been used since the early 1980's. Ore characterisation techniques developed to support these models are licensed world wide through JKTech. The application of comminution modelling techniques to blasting, which optimises the process feed size distribution is used in Mine-to-Mill® projects. The advances in the understanding and modelling of froth flotation over recent years have provided the opportunity for integrated ore characterisation and process optimisation from resource to product.JKMRC project outcomes often provide proven opportunities for the mineral industry to improve performance and productivity. JKTech was established in 1986 to commercialise and market the most promising outcomes and thus ensure their continuing availability to the mineral industry.They include:• Commercial software (JKSimMet, JKSimBlast and JKMetAccount).• Monographs (Comminution and Blasting).• Technologies (Mine-to-Mill® and flotation optimisation).• Hardware products (JKFrothCam, JKJetLift® and the Mineral Liberation Analyser).This paper summarises these technologies and their benefits."

"Biohydrometallurgy is the use of microbiological reactions to assist in the extraction of metals. Bioleaching offers an innovative alternative for the treatment of refractory gold-bearing sulphides (1). One particular cost advantage of bioleaching is the potential to enhance gold extraction after only partial sulphide oxidation. The apparent selective sulphide oxidation is more prevalent where the refractory gold is associated with arsenic and antimony (2). Oxidation of the pyrite minerals and arsenopyrite at different oxidation rates can result in high gold extractions at relatively low levels of sulphide oxidation due to preferential, or selective, oxidation of the arsenic mineral. Arsenic extraction rates in a bioleach process typically exceed the iron extraction rate. Therefore, in concentrates in which the precious metals are principally associated with arsenic minerals, liberation of the precious metals may be possible with high recoveries and less than complete sulphide oxidation. The capital and operating cost advantages of partial sulphide oxidation are inherently obvious and are briefly illustrated herein.Ultra fine milling (UFM) is another alternative for enhancing gold extraction from refractory sulphides. Some refractory gold is simply particle size sensitive and UFM can improve gold extraction without the need for costly sulphide oxidation (3). Fine grinding technology for enhanced gold recovery developed by Metprotech, South Africa, is currently producing 2 - 4 micron ground product using a single pass, stirred ball mill. Proper application engineering has ensured that plug flow occurs through the mill. Plug flow from the feed inlet at the bottom of the reactor ensures that short circuiting of feed does not occur and as a result, the mill product does not require classification.A combination of UFM as a pretreatment for bioleaching could provide a mechanism for enhanced selective sulphide biooxidation and/or increased overall gold extraction following biooxidation due to improved particle liberation ( 4). The effect of UFM on biooxidation costs will be discussed. Only sulphide concentrates are considered herein for application of UFM in combination with biooxidation."
