The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

Syferfontein Colliery, part of the Sasol group of companies which specialises in the field of petro-chemical production, was established in 1990. The mine is situated about 150 km east of Johannesburg, South Africa. Two coal seams are mined, utilising two 75 m3 draglines, shovels and a fleet of 177 ton rear dump trucks. The mine will reach its full production capacity of seven million tonnes per annum in 1992. During the planning period, prior to the establishment of the mine, management were confronted with the unstable socio-political environment in South Africa which could jeopardise the eventual success of the mine. They consequently conducted a strategic planning exercise to determine guidelines for mine planning to improve the chances of success in this unstable third world environment.The strategic guidelines formed the basis for specific actions taken during the planning and commissioning of the mine. Specific actions were taken in the field of operating cost, labour relations, working environment, logistics and the general environment. First results indicate that these actions have played a major role in the success of the mine to-date. This process can be utilised by others facing similar or even totally different uncertainties.

The proposed guidelines on vibration limits that have been circulated by the Australian Environmental Council, demonstrate the need for an extensive data collection and evaluation program to avoid the enacting of abritrary and costly legislation. The operational or practical influence of blast design and overall economic implications of legislation which further reduces permissible levels of ground vibration are discussed. In a typical blasting operation, blast sizes could become smaller and blasting correspondingly more frequent to meet pro- duction demands. Blasthole diameters and charge lengths could be reduced, increasing drilling costs and associated labour costs. Blast size however, is frequently controlled by factors associated with machinery, grade control, pit control, stope size, production contract levels and other factors which cannot be readily changed for operating mines. Blasthole diameters are frequently deter- mined by existing drilling equipment, length of holes (depth of ore or stope size), geological structure and other factors which are not easily changeable. Typical large scale open stoping and strip mining opera- tions are analysed as case studies. The effects of extreme leg- islative limits and the corresponding operational changes with respect to variations in production costs are discussed.

Comalco Limited has recently completed construction of a $50 million kaolin plant at the site of its bauxite mining and industrial minerals operation at Weipa. The plant will produce 100,000 tonnes per annum of coating grade kaolin for the paper industry. Comalco produced the first coating kaolin from the deposit in 1979 on a trial basis. Since then a variety of quality coating grades with specific particle size distributions and brightness values have been prepared. Extensive drilling and bulk sampling of the deposit over eight years has shown that the ore body is large and of a high grade suitable for the production of premium quality coating kaolins. The processing plant technology was developed by Comalco in association with the European kaolin and equipment producer Amberger Kaolinwerke GmbH (AKW). The Weipa kaolin plant is the first of this size to be built in the Pacific Basin region and it will offer the region's paper-coating mills a stable and reliable source of high-quality kaolin, shipped from an established bulk loading port. The West Coast of South Africa is well known for its placer gem quality diamond deposits and also associated with these hosts of Cenozoic unconsolidated marine and aeolian sand and gravel are significant concentrations of heavy minerals. Exploration for economic concentrations of zircon, ilmenite and rutile along the coast started in the mid-1980s. This resulted in the discovery of an inferred 1.6 billion tonne resource with a grade of ten per cent total heavy minerals (THM), which developed into the Namakwa Sands Mine, a world-class producer of heavy minerals. Several other resources, including satellite deposits proximal and distal to the mine area, extensive diamond mine dumps and present day beach placers, demonstrate the vast heavy mineral potential along the West Coast. The favourable gangue to economic mineral ratio, a higher zircon content compared to other similar deposits, relatively lower U+TH content of zircon, low slimes content and effectively pristine low chromium-manganese ilmenite of these deposits, render them attractive exploration targets. Negative factors that will affect conventional mineral beneficiation and liberation include secondary mineral coatings and the regional coastal development of several layers of superimposed duricrust. The economically attractive heavy mineral assemblage along the West Coast is the result of erosion of the proximal, gneissic Namaqualand Metamorphic Province and mature Table Mountain Group sandstone, concentration by marine and aeolian processes and preservation under arid climatological conditions over a period of more than 100 Ma.

The manganese deposits¦of Western Australia are mostly superficial. They hav' been formed during the Cainozoic Era by supergene enrichment ò6f Precambbrian: manganiferoius sediments, and by deposition from -solution on, or'in caves in, the Cain- ozoic land surface. The manganese in solution was derived from the weathering of Precambrian manganifer.ous s.edimexsts, None of the deposits are of hydrothermal origin, nor are they related to igneous rocks in any war, other than as ultimate source rocks. There is ho evidence-'t.o.:sugge,st that meta- morphism has been responsible for.the emplacement of any deposit. The tenor of the ore varies'aec'ording'to the quantity of gangue in the orebody and- also to the nature of the part- icular ore minerals. The main ore.mine.rals are the oxides pyrolusite and cryptomelane and the 'o'xide-silicate braunite. The main gangue minerals are hematite, limonite and quartz. The deposits of high grade oreò(-above.45 per cent Mn) range in size from 50 tons to many thousands of tons but most of them are in the 500-5,000-tons r .nge .

Mineral resources are national assets which must be capitalised for national development. Those assets should be transferred into real economic capital and then into social capital to achieve national/regional prosperity. Successful development in the mining industry will depend on the correctness in determining the role of mining industries for regional development. Using the context of sustainable development, this paper will analyse the concept and process of mining industry development as an accelerator to achieve regional sustainable development, using the mining operations of PT Newmont Nusa Tenggara (PT NNT) in Batuhijau, Sumbawa Barat Regency as a case study. In the premining activity phase, Sumbawa Barat was dependent on the agricultural sector. Agriculture contributed around 40 per cent of the regional gross domestic product (GDP). Meanwhile, in the activity phase, mining became the sector with the biggest contribution to regional economy. From its operation in Batuhijau, PT NNT contributed around 70 per cent of the regional GDP per year since 2001. In year 2000, the GDP had increased 170 per cent from its figure in 1999. However, due to its depleting reserve, PT NNT will finish its activity in Batuhijau by year 2015. Consequently, the Government of Sumbawa Barat Regency must develop other sectors in the post-mining phase to sustain economic development. Based on location quotient (LQ) and input-output analyses, Sumbawa Barat should develop its priority sectors, ie agriculture, trading and hotel, services and construction to achieve sustainability after mining life. Development of these non-mineral sectors is expected to sustain economic growth in the region.

On a world scale, many Mid-Proterozoic fluvial sediments are prospective for low grade, large-tonnage gold deposits. A significant area of the Northern Territory is covered by such Mid-Proterozoic sediments, the gold potential of which has been barely tested. The geological knowledge of these sediments is summarised. The Westmoreland Conglomerate, the basal Mid-Proterozoic formation of the McArthur Basin, has been subjected to detailed sedimentological studies in order to determine the paleoenvironments and to assess the possibility of paleoplacer occurrences. The results indicate that the sandstones and conglomerates of the formation were deposited by braided rivers and debris flows as an alluvial fan which originated in source areas to the north east. The formation contains several upward-fining cycles of sedimentation, which are related to repeated periods of uplift in the source areas. The formation of placer-type gold occurrences is possible in such depositional environments. Very limited heavy mineral sampling has indicated a cassiterite- wolframite-gold suite in the sediments of the Westmoreland Conglomerate. Disconformities at the base of sedimentation cycles are deemed to be the most likely sites for large-tonnage paleoplacer concentrations.

This paper investigates dry drilling as a feasible alternative to meet current requirements for improvements in mining productivity in an increasingly competitive world.A field test program was conducted in the surface facilities of a hard rock mine in Sudbury, Canada, to investigate the potential use of dry drilling in underground bulk mining as a conceivably faster and more economical method than wet drilling. The test work consisted of the monitoring of advance rates and bit life while a series of 165 mm diameter holes, wet and dry, were drilled with compressed air at both mine (0.69 MPa) and high (1.72 MPa) pressure levels. The results indicate that penetration rates can be increased by approximately 24 per cent by drilling dry with high air pressure and by approximately 27 per cent by drilling dry with mine air as compared with wet drilling under the same conditions. Dry drilling also has the effect of increasing bit life by up to 69 per cent. An economic analysis for typical hard rock mines indicated that drilling productivity and cost savings can be increased by approximately 23 per cent when dry drilling is utilised.The testing program indicates that dry drilling has the potential to become a feasible technique with regard to performance, productivity and costs.

Froth flotation relies on an attractive force between a particle and a bubble to selectively extract particles from a mixture. The range and magnitude of this attractive force is an area of ongoing investigation. We describe measurements of the effect of dissolved gases on the long-range attractive surface forces between a silica plate and a glass sphere in aqueous octadecyltrimethylammonium chloride (C18TACl) solutions. The measurements follow on the work of Sakamoto et al (2002) who have concluded that long-range interactions occur in air-equilibrated surfactant solutions but not in degassed solutions. In the present work, we have measured attractive forces that have a much larger in magnitude than the expected van der Waals force in solutions that were degassed by the same procedure used by Sakamoto et al (2002). We find that the forces are most attractive at 5 + 10-6 M C18TACl, which is close to the charge compensation point (ccp) of the glass sphere. At this concentration, the attractive force decays exponentially with distance and the decay length is 34 in air-saturated solution, and 38 nm in degassed solutions. In both air-equilibrated and degassed solution, the force is quite sensitive to the concentration of surfactant. The force is also sensitive to the pH. We note that our degassing procedure increases the pH of the solution from about 5.7 to 6.6 (presumably by removal of dissolved CO2). We find that the forces measured in degassed solution can be reproduced by using a solution that was equilibrated in air, then the pH was increased by addition of NaOH. Therefore, we conclude that the main effect of degassing in our experiments is to raise the pH. We show that the range and magnitude of the attractive force decreases in the presence of salt (NaCl). This suggests an electrostatic mechanism for the attraction. Possible mechanisms for the attractive force are examined, including the mechanisms that rely on a patchy coverage of surfactant on the silica surface.

Air movement and associated oxygen transport through waste rock dumps has the potential to significantly enhance the rate of oxidation of pyrite-bearing material. While this is a desired outcome for most heap leach operations, airflow in waste rock storage facilities can result in significant increases in generation and acceleration of acid rock drainage. Hence, a good understanding of internal airflow through waste rock dumps is required to control ARD and minimise any associated liability. The principal mechanisms contributing to airflow and oxygen transport in a waste rock pile include: diffusion; advection due to a thermal gradient (chimney effect) and/or wind pressure gradients; and advection due to barometric pumping. While diffusion is typically limited to a near-surface zone of a few meters depth, advection and barometric pumping have the potential to move air (and oxygen) to much greater depths into the pile. In general, the more permeable the waste rock material, and the greater the height-to-width ratio of the waste rock pile, the greater is the potential for advective air movement. The reactivity of the waste rock material as well as the coarseness (hence air permeability), and the spatial variability of these properties within a pile, have a strong influence on the magnitude of thermally induced advection. In contrast, air movement due to barometric pumping is controlled by the waste rock porosity, changes in ambient air pressure and the heterogeneity of air permeability of the waste rock dump. Results of field monitoring and numerical modelling using TOUGH AMD are presented to illustrate the concepts on air movement in waste rock piles discussed in this paper. During the design and construction phase, airflow can be controlled by judicious placement of reactive waste rock and use of selective placement techniques to control the internal structure of the waste rock facility (eg introduction of horizontal layering, prevention of inclined, high-permeability, channels (æchimneysÆ)). Several closure measures are available to minimise airflow including: placement of a low-permeability cover to reduce air entry; and placement of a non-reactive cover material to isolate reactive material from the zone of active airflow and/or regrading of the waste rock pile to obtain a geometry and internal structure less susceptible to advective airflow.

Mining companies often view water quality as an environmental issue. The importance of water quality as a production related issue in mineral beneficiation is greatly underestimated at many mineral processing operations. While most mine sites have comprehensive water balance data for water quantity, the information regarding the quality of water supplies available on site is limited, inadequate or non-existent. The seasonal variations in process water quality and changes in the composition of various water streams are not known. Despite the fact that water represents about 80 to 90 per cent of the volume of mineral pulp processed in a flotation plant, the influence of process water composition on flotation performance is often poorly understood. The process water used at mineral processing operations is made up from a number of available water sources, which can be classified as recycled water streams or make-up waters. The recycled water streams are commonly the tailings and concentrate thickener overflows, filtrate from the concentrate filtration plant and tailings dam return water. Make-up waters can originate from a variety of sources: surface waters (rivers, lakes, reservoirs, dams), groundwater (wells and springs), mains water (potable water), treated and untreated sewage waters and industrial effluents. Mineral processing plants are increasingly recycling water to reduce demand for fresh water and minimise the discharge of wastewater to the environment. However, increasing water recycling can have adverse effects on process water quality and ultimately on the performance of mineral separation processes. The main reasons for reduced plant performance due to water recycling are the accumulation of organic and inorganic compounds in the process water and increased microbiological activities. Other detrimental effects of water recycling can be increased reagent consumption and inefficient dewatering of tailings and concentrates. Recycling of water also tends to accumulate very fine suspended particles. Excessive amounts of slimes in the process water can also have an adverse effect on mineral beneficiation processes. The main constituents of process water are dissolved gases (oxygen, nitrogen, carbon dioxide), colloidal and suspended solids of inorganic and organic nature (including micro-organisms: dead or alive), dissolved organics (natural organic matter, residual reagents, reaction and decomposition by-products of chemical reagents, impurities in the reagents and metabolites originating from microbiological activities) and inorganic compounds (acids, alkalis, inorganic salts, metal ions, anions and heavy metals). Inputs to the chemical composition of process waters are: dissolution of soluble mineral phases present in the ore, surface oxidation followed by dissolution of mineral particles during grinding and mineral processing, the chemical composition of various make-up waters and recycled water streams, and reagent additions during mineral processing. The beneficial or detrimental impact of process water quality on flotation performance can be attributed to a number of subprocesses: adsorption and/or precipitation of inorganic and organic species present in the process water onto the surface of mineral particles, chemical reactions between process water constituents and the chemical species present on the surface of mineral particles and interactions between the chemical and microbiological species present in the process water and the various reagent species added in solution during mineral processing. Dissolved chemical species such as calcium, magnesium, iron, copper, lead, zinc, nickel, sulfates, phosphates and carbonates can have a strong effect on the electrokinetic properties of oxide and sulfide minerals, at certain pH ranges. Several reactions can occur at the solid-liquid interface that can play an important role in determining surface adsorption of reagents. Solid-liquid interfacial properties of mineral particles can be significantly affected by the conformation of adsorbed and precipitated reagent layers, which in turn are determined by solution chemistry. The chemical and microbiological constituents of process water can have a significant effect on liquid-gas interfacial properties and have a strong influence on froth height, strength and stability during flotation. Water chemistry can play an important role in determining the interactions between minerals present in the ore and the chemical reagents added in the mineral processing plant by altering the reagent-solution and mineral-solution equilibria. These interactions can include dissolution, micellisation and precipitation of reagents, dissolution of minerals contained in the ore followed by hydrolysis, complexation, adsorption and precipitation of dissolved chemical species and reactions between dissolved ions and various reagent species present in solution. All of the above mentioned subprocesses can ultimately have a significant effect on the efficiency of mineral processing operations. In this presentation, a systematic approach for assessing the composition of water supplies available at the mine sites and for investigating the influence of process water quality on the efficiency of mineral processing operations will be discussed. The consequences of mixing different quality water streams to produce the required volumes of process water for some flotation plants will be highlighted. To substantiate the water quality issues described in this paper some examples are given from a metalliferous processing perspective. However, the topics described in the paper are not only relevant to metalliferous processing but to all other type of mineral processing operations as well. In fact the principles described in this paper have also been successfully applied to the coal flotation industry.

As an indication of the overall quality for the three periods the expected run of mine ashes are given. Operating Period R.O.M. Quality Years 1 - 4 22.0% Ash (db) Years 5 - 14 18.8% Ash (db) Years 15 - 20 17.3% Ash (db) The size distribution of the coal was found to be generally as predicted in the 1980 study. However the ash, particularly in the smaller fractions, was found to be higher due to the previously mentioned friable nature of contaminant material. Following evaluation of this additional information, the proposed washery design was reconsidered. Three basic process schemes were examined. 1. A jig with two-stage heavy medium cyclones and spirals for treatment of three different size ranges. 2. A heavy medium vessel, two-stage heavy medium cyclones and spirals for the different size fractions. 3. A jig for initial treatment of the total feed (that is all sizes) with single-stage heavy medium cyclones and spirals for rewashing of the intermediate and smaller size Fractions.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Excavation are in progress for the building of tunnels of the waterworks in West Campania (Naples). The works afferent to part II envisage tunnelling through a miocenic clay formation over consolidated by two tunnels whose sections are respectively 50 and 10m2. Tunnel blasting is carried out by mechanical means. An excavator is used in the big tunnel, whereas in the small tunnel a roadheader machine is used for a short tract and a mechanized shield is used over a long stretch. The tunnel feature complex problems regarding stability. This is particularly so for the big tunnel whose face appears unstable. For this reason the clay on the face is sistematically bolted by means of 3-metre and 12-metre bolts. This prevent the use of a TBM for tunnel Excavation.

In this paper, the current methods for predicting surface subsidence due to underground coal mining are evaluated first. A single index, called a strata parameter (P), is then proposed to describe the overall character of the undermined strata in the context of surface subsidence. Based on the strata parameter, a method for predicting the maximum surface subsidence for various panel width (w)/depth (h) ratios is presented, which has been tested against specific empirical curves or data from several coalfields in different countries. From the data relating to several coalfields, a linear relationship between the reported average angle of draw and the strata parameter has been established. It has also been found that the strata parameter can be used for studying the locations of the inflection points and the shapes of transverse subsidence profiles.

During the course of an investigation into the fundamental chemistry of the cyanide process, it became evident that the usual method of determining protective alkalinity was not completely satisfactory. T.he routine method for the determination of protective alkali by first removing free cyanide by the addition of silver nitrate, followed by titration of alkali with dilute acid using. phenolphthalein as indicator, can be shown to give correct results only when the alkali is a strong base. For other sUbstances, the alkali so determined is not the protective alkali. In view of the complications associated with the presence of zinc in cyanide solutions the discussion will be restricted in the first place to solutions free from zinc. Until the chemistry of simple cyanide solutions is placed on a quantitative basis it will be difficult to elucidate the behaviour of complex mill solutions.By the use of physico-chemical theory, it is possible to treat certain aspects of 'the chemistry of cyanide solutions in a manner which not only illustrates the important variables involved, but which also shows the need for care in interpretIng results obtained by conventional methods.In the following, comparatively simple systems are discussed; the principles established should be of use in interpreting the behaviour of more complex solutions. The methods described are not intended for routine work, but may be regarded as supplementary to the usual analysis carried out for the control of plant solutions, or as alternatives to be used when the latter do not appear to be satisfactory.

Based on twenty years of experiences of applying computers in mine water engineering in Hungary, a program package was developed for home utilization and for other users abroad as well. This program package has been adapted to the CAD System of Coal Mining of COMECON countries. The main features of the "mine water subsystem" in the CAD System of Coal Mining and short descriptions of the key programs of the package are presented in this paper. Foreword The serious water problems of Hungarian mining pressed and/or stimulated its professionals to apply computers for supporting their problem-solutions. The first trials of these computer applications in mine water engineering were dated from the sixties. Owing to its twenty years of experiences in computer appli- cations in mine water engineering the Central Institute for the Development of Mining in Hungary was requested to work out the "Subsystem of Mine Water" for the Computer Aided Design System ('CAD) of Coal Mines in COMECON countries. This paper gives a brief presentation on the main features of this "subsystem"with reference to significant components.

Mining is the oldest industrial practice on the planet with a history dating back over 3000 years. Since the early iron age ores have been extracted for use in a variety of contexts by humankind, from domestic to military, transport and more recently for complex industrial applications. Mineral exploration and extraction has evolved from the early exploitation of primary metal occurrences in relatively small quantities such as iron, gold, coal and copper, to the bulk mining and extraction of highly complex polymetallic oxides and sulfides today. Since the industrial revolution, mining practice has evolved substantially to support an increasing range and quantity of required metals and to accommodate the increasing scarcity of high-quality sources of these metals. A common response to the increasing scarcity of mineral resources has been to expand production through simple economies of scale, thus diluting fixed costs. This approach, however, is increasingly ineffective in the face of current trends, that include increasingly complex mineralogy, increasing pressure on environmental footprint - energy in particular, and increasing scarcity of capital for the construction of presently popular æmega-minesÆ. This paper examines historical trends and current practice in mineral exploitation in the light of the current global revolution in social, environmental and economic values as the projects move towards a vastly different topology for the industry for continued success in years to come.CITATION:Bamber, A S, 2012. With mining development on hold and other underground works in a slowdown, the development of nuclear wa te repositories takes centre tage on the American rock engineering scene. Three repositorie for commercial spent fuel-in salt, tuff, and basalt-are in the phase of site characterisation and conceptual design, and one pilot project for defense high-level wa te in salt is under construction. A repository design for crystal line rock has recently been postponed.Because of strict quality assurance requirements throughout design and construction, and because of the need to predict and ascertain in advance the satisfactory performance of the underground openings, much intellectual energy has been expended to analyse underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behaviour and improved methods of underground analysis and design. For the shorter term, a formalised ground control plan was developed, the principles of which may be applied to other types of projects.This paper summarises the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.
