Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which includes the requirement that a Competent Person prepare and approve publication of mineral resources and reserves. Most national regulatory organisations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organisations, and many dedicated individuals. The historical development of these standards is summarised in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of an International Code are outlined.

This paper reports on the field results of using electronic detonators to improve blast outcomes. OricaÆs electronic detonator, the i-konTM Digital Energy Control System, allows exact and precise timing in 1 ms increments from 0 to 15 000 ms. This gives the blast engineer and shotfirer the ability to fire a blast using any possible desired sequence. In the three years that have followed the release of the i-konTM System, Orica has been re-exploring ways of initiating blasts using the abilities of electronic detonators to improve fragmentation, diggability and crusher throughput. This study began with revisiting fundamental blast theory, lead to generation of new state of the art computer fragmentation modelling and ended with many iterative field trials of i-konTM blasts across a wide selection of mining methods and rock types. At three sites a detailed measurement process was undertaken to compare the results of pyrotechnic blasts with i-konTM blasts. This paper will detail the significant improvements in fragmentation, diggability and crusher throughput that was found at these sites.

The producers of mineral sands on the East Coast of Australia might be regarded as having a simple task of selling Rutile and Zircon. Such is not the case. Differing quality and grain size requirements plus the dramatic increase in the percentage of mineral sold in a processed form have meant a large increase in the number of different end products handled. The resulting sales control problems are compounded by the need to be able to deliver against a large number of separate contracts which may relate to spot or long term sales in small quantities or in bulk shipments. Methods of helping management control this situation have been devised and incorporated into a suite of computer programs. Experience with the approach has been very satisfactory. The effect of changes to shipping schedules, commitment to new or changed orders, or proposed changes to production can be evaluated as and when necessary with little bother. All types of coal are liable to spontaneous combustion to a variable degree according to the inherent characteristics of the coal and also extrinsic factors. In order to successfully extract coal from highly capital-intensive longwall mining operations it is necessary to evaluate and manage any risks that may be present due to spontaneous combustion. A spontaneous combustion risk management plan for longwall mining is described in this paper. This risk management system comprises identification of conditions promoting spontaneous combustion risk, a laboratory or empirical risk classification system, determination of gas ladder, adoption of adequate ventilation plans and gas monitoring systems that will lead to the development of the spontaneous combustion action plan. The risk management system was applied to a greenfield site in NSW in 1992 when prediction of a high-risk category for the coal seam was made. After commencement of production a spontaneous heating problem emerged as predicted. Description of the case history of spontaneous combustion risk management for a longwall operation in this coal seam is included in this paper.

Direct ship iron ore (DSO) operations at Extension Hill in Western Australia’s Midwest region have commenced, with fi rst product railed to the port of Geraldton in July 2011. Reserves are 14.8 million tonnes (Mt) of haematite-goethite ore overlying an Archaean BIF-hosted larger magnetite deposit which Mount Gibson Iron Limited (MGI) sold to other parties in 2006.Some unique geological aspects of the deposit shape DSO mining and processing operations. Owner-operator selective mining, blending, crushing and screening on site will produce three million tonnes per year (Mt/a) of Lump and Fines product to be trucked 86 km to Perenjori, railed 232 km to Geraldton, and loaded aboard Panamax-sized ships through the dedicated iron ore shiploader at the Geraldton Port Authority’s Berth 5 facility.The statutory approvals process for this project formally began in 2004, dominating delays in a predevelopment phase which extended over a longer period than the likely life of DSO operations. The lack of transparency, uncertainties and costs inherent in state government processes have influenced decisions made by MGI while assessing other development opportunities in Western Australia. Potential for additional Reserves exists at Extension Hill, however MGI’s ability to extend the mine life will hinge on statutory approval to explore for and evaluate other DSO resources on surrounding granted mining leases.The nature of the resource and use of existing infrastructure for product transport have enabled MGI to keep operating costs and capital intensity of this project relatively low. A tenacious development approach by MGI and robust project economics have fi nally enabled this site to take its place as a revenue earner beside the company’s other DSO operations at Tallering Peak and Koolan Island.

This paper summarises the findings of 27 model-scale bench blasts in magnetic mortar, which were conducted from 2011 to 2014 at the blasting site of the Montanuniversitaet Leoben.The aim of the study was the investigation of the influence of blasthole delay times in small-scale bench blasts on the face characteristics and cracking damage created in the surrounding rock, which affects the fragmentation in subsequent rows.The test specimens or blocks, which were produced out of magnetite concrete, were roughly 1:100 in scale to normal bench blasts. The confinement of the testing blocks at the sides and back ensured the similarity to normal bench blasts with regard to the wave transmission into the surrounding rock. The specimen contained three or four rows with five blastholes each and were shot row by row, with virgin (undamaged) material in row 1 and increasingly damaged or preconditioned material in the following rows.The tested delay times varied between 0, 28, 73 and 140 µs, which corresponds to 0, 0.4, 1.0 and 2.0 ms/m of burden.The evaluation of the material properties showed that the use of magnetite concrete eliminated the inhomogeneous behaviour of rock, but some unexpected differences of the individual production cycles were still detected.The characteristics of the bench after each blast was evaluated along three horizontal lines out of a 3D model of the bench face. The tested delay time sequences of the virgin (first row) and single preconditioned blasts (second row) produced more overbreak for longer delays, while the third-row shots resulted in a smoothened surface independent of the chosen delay.The introduced damage after every blast was evaluated by an observation of irregularities on the newly blasted bench face. The visible cracks at the top of the testing blocks were documented and divided into several crack families according to their angle, length and origin. The remaining block was broken out of the blasting site after blasting, cut into several horizontal and vertical slices and dye penetrant spray was used to visualise the cracks created. Some of the detected crack families showed an influence of the delay time. The calculated mean crack density and mean crack intersection density showed that longer delays resulted in a higher degree of damage.The fragmentation results were well reproduced by the basic three-parameter Swebrec function. The observed improvement of fragmentation in the second- and third-row blasts was linked to the preconditioning of the burden for the following row while blasting the actual row. With the exception of the simultaneously initiated blastholes, the blasts showed coarser fragmentation for the shortest delays, while the longest delays generated the finest fragmentation.CITATION:Schimek, P, Ouchterlony, F and Moser, P, 2015. Four historical periods of Australian lead-zinc-silver exploration and development are identified.In the first period, 1841-1900, Australia's deeply weathered surface yielded bonanza deposits. The outcrops of easily worked secondary ores, enriched in silver and lead, were discovered by prospectors with the incentive of production at times of high silver price. Districts discovered in this period still contributed, in 1982, 60 per cent of Australia's lead-zinc production, mainly from Broken Hill.The second period 1901-1944, was one of strong mine development but stagnant lead-zinc-silver exploration. Mount Isa was discovered and developed, but otherwise effort was devoted mainly to the mining of deposit extensions and to the metallurgical flotation of zinc. The deposit discovery rate was low but the discovery of Mount Isa was so significant that discoveries of this period contributed, in 1982, 30 per cent of Australia's lead-zinc production.The third period 1945-1972 was one of re-invigorated exploration.New geological and geophysical surveys, developing concepts of ore genesis, and worldwide comparisons of orebody settings improved target area selection. Evolving remote sensing methods, and rapid analytical techniques, assisted detection of lead-zinc deposits. Initiation of exploration led to discovery:1. in regions of previously unsuspected lead-zinc-silver potential (Sorby Hills, Mons Cupri, Golden Grove).2. of poorly exposed deposits in recognized mineral districts (Hilton, H.Y.C., Woodlawn, Elura, Que River).3. during active exploration for another commodity (Brown's, Woodcutters, Mary River, Beltana, Lady Loretla and Pegmont).The period saw a sustained growth in lead-zinc-silver production mainly from established operations. Mines discovered during the third period contributed, in 1982, 7 per cent of Australia's lead-zinc production.In the fourth period from 1973 to the present, exploration initiatives became fewer but resulted in continued discovery of poorly exposed deposits at Teutonic Bore, Thalanga, Benambra, Scuddles, Hellyer, and Jillawarra. Development initiatives strengthened in the period and production commenced at Woodlawn, Teutonic Bore, Que River and Elura; pre-feasibility work commenced at Scuddles, Hilton, Lady Loretta and Thalanga.

After many years of studying the rock mass gravitational flow phenomenon, it is well known that moisture conditions may change the mechanical properties of the caved and broken material, causing different problems at drawpoints. One specific problem, perhaps one of the most unpredictable and uncontrollable, is that of mudflows (also known as mud rushes). The aim of this paper is to show how to establish optimal extraction rates at a drawpoint in order to avoid the closure of that drawpoint due to the high risk associated with having high-technology automated loaders working in the production level of panel cave and block cave mines prone to mud flow events. This optimisation should take into consideration critical restrictions related to mine planning, such as the need to reach the planned production. It is also important to consider the correct design of surface (in the subsidence zone) and underground drainage systems to prevent groundwater or rainwater entering muck piles, filled stopes, galleries or open cuts. With these considerations, and keeping in mind other factors that should be included in a sensitivity analysis of variables, it is possible to find a correlation between the percentage of extraction from a drawpoint and the possibility of occurrence of a mudflow. Finally, this paper proposes different draw strategy techniques in order to mitigate potential mudflow issues on a caving production level.

A low grade, refractory ore gold mine with high striping ratio such as at Macraes is always challenged in ways to improve margins. Common practice approaches used at OceanaGold Ltd Macraes are to maximise grade delivery, optimise recovery and reduce unit costs, as well as take any opportunities to incorporate new technologies and implement enhanced commercial strategies.   The Business Improvement (BI) programme was implemented across the Macraes operations in late 2003 and is being rolled-out to all other parts of the business. The core focus of BI at OGL is to: +        increase revenue, +        reduce cost, and +        improve processes.   A dedicated BI team comprising of a manager, team leaders and business analysts were engaged to identify and manage a series of opportunities to reduce operating expenses, optimise capital outlays and generate extra revenue. The Business Improvement Programme, though in its formative phase, has begun a cultural change within the organisation. Many people are starting to challenge the way they do things and are looking for ways to continually improve business performance.   The BI team encompasses individuals from different departments who can offer the diverse skill set necessary to produce intended results. The current team is made up of a BI manager, BI Team Leaders in Mining and Processing and analysts from Mining, Processing, Commercial and Plant Maintenance workgroups. A team member has recently been formally trained as a Six Sigma Black Belt. ] The BIÆs team role is to assist in the establishment of project management processes for each improvement idea. In addition the team will assist in tracking implementation, identifying and unblocking restrictions and limitations as well as setting up metrics to quantify the level of benefit returned and sustained.   From a more strategic point of view, the BI team is advancing the Business Improvement capability of the company by developing long term Communication and Training strategies. These strategies will set the direction of BI initiatives in the years to come to: +        educate the OGL workforce in basic BI techniques, +        assist the OGL workforce in applying basic BI techniques, +        communication the direction of BI in OGL, and +        close the information feedback loop to facilitate transparent communication between the OGL workforce and the BI team.

"Pierre Gy showed in his early works that the results in estimating the variance of the mean value of continuous lots depends on sampling mode (random, stratified or systematic), except in the theoretical case that the measurand is randomly distributed in the lot. The experimental variance estimate calculated from samples taken from the lot is independent of sampling mode but depends on sample size and the type of the lot heterogeneity. Variography can be used to estimate the variance of the lot mean for different sampling modes.Gy also defined weighting error, which is made if a simple average is calculated from the assays of samples taken from a continuous object (eg from a process stream) where the flow rate varies with time and is correlated with the concentration of the analyte in the stream.The effect on sampling uncertainty of the three sampling modes and their interaction with the following factors in estimating the uncertainty of the mean concentration is studied using simulated lots, and lots having heterogeneity patterns similar to those of real data sets, including the effect of: the type of heterogeneity (random, grading and clustered heterogeneity patterns) increment size and number employing composite sampling weighting error. In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

The stratigraphy of the Singleton Coal Measures is reviewed and a revised stratigrapixy which has been ratified by the N.S.W. Standing Committee for Coalfield geology is nominated and defined by a selected type section. Withir the type section the occurrence of repetitive phases are illustrated and described. Coal. Measure units within the Singleton Coal Mean sures, termed the Wollombi and Wittingham Coal Measures respectively, are correlated with the Newcastle and Tomago Coal Measures. In formal nomenclature the Singleton Coal Measures are designated the Singleton Super Group. The major depositional cycles within the Coal Mea- sures are outlined together with those lesser phases within the Coal bearing sequences that influence the mining conditions likely to be encountered. Both tectonic and sedimentary features of the Singleton Coal Measures are considered and the localized post depositional effects on the coal seams and roof strata in- duced by differential, compactions are emphar Sized.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

Scientific knowledge of Mars’ surface morphology and internal geological structure has been accumulated through satellite imagery and numerical topographic data using remote sensing technology, as well as seismic surveys by the on-site lander. Recent studies show that Marsquakes could be caused by the release of strain energy generated by the contraction of Mars. In particular, Marsquakes occur around the graben where many faults are existed and formed regularly spaced patterns. This implies that Marsquakes occur when the stress field of the Martian crust is an extension condition, and normal faults appear on the surface. We focus on the linear relationship between the fault spacing and the thickness of the mechanical layer as an approach to studying the internal structure from satellite images. Mechanical layer is a layer that composes of the same mechanical properties and is mainly bounded by lithology (Narr, 1991; Gross, 1993). The linear relationship between the thickness of the mechanical layer and the joint spacing has been studied and its slope is called the Fracture-Spacing Index (FSI) (Narr and Suppe, 1991). Soliva, Benedicto and Maerten (2006) showed that the stress drop zone (stress shadow) due to the fault activities affects the fault spacing. Figure 1 shows the approach used to estimate the thickness of the mechanical layer from the fault spacing on Mars. This paper aims to better understand the internal mechanical structure of Mars estimated by the geometrical pattern of faults on the Martian surface. We report the initial studies of this work. The lab-scale physical experiments and numerical experiments were presented to demonstrate the relationship between the thickness of the mechanical layer and the geometric pattern of fractures

The professional skills shortage is intensifying, and commentators are predicting a shortfall in supply of qualified professionals for the mining industry, ranging from thousands to tens-of-thousands by 2020 (Tuckwell, 2011; Scoble, 2011; Laurence and Hebblewhite, 2011). Human resources are already stretched, and university graduates arriving in the workplace are often moved rapidly into management positions where there is limited scope to develop their engineering proficiency. This process may well be developing excellent young managers, but our industry is producing fewer excellent young engineers (Munro and Tilyard, 2009). Many believe that it is engineering excellence that is likely to be the key to our industryÆs success in the decade to come. An innovative in-house graduate development program has been created by specialists at the JK Centre in partnership with two mining companies. This program, known as MetSkill«, has been running throughout 2012. Groups of graduates have had to identify a process plant optimisation opportunity and embark on a structured program of data collection and analysis, facilitated by a æteaching teamÆ of researchers and consultants from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. This group project culminates in a report-back session to senior company officials. Along the way, a series of short workshops and other activities provide opportunities to work on specialist skills, and support is also offered by senior technical specialists from the companies involved.This paper outlines key features of the MetSkill« program, along with a report-card on progress in 2012 and plans for further program development in 2013.CITATION:Drinkwater, D and Bianco, N, 2012. In mining, grade control generally focuses on blasthole sampling and the estimation of ore control block models with little or no attention given to how the materials are being excavated from the ground. In the process of loading trucks, the underlying variability of the individual bucket load will determine the variability of truck payload. Hence, accurate material movement demands a good knowledge of the excavation process and the buckets’ interaction with the environment. However, equipment frequently goes into off-nominal states due to unexpected delays, disturbances or faults. The large amount of such disturbances causes information loss that reduces the statistical power and biases estimates, leading to increased uncertainty in the production. A reliable method that inferences the missing knowledge about the interaction between the machine and the environment from the available data sources, is vital to accurately model the material movement. In this study, a twostep method was implemented that performed unsupervised clustering and then predicted the missing information. The first method is Density-based spatial clustering of applications with noise (DBSCAN) based spatial clustering which divides the diggers’ and buckets’ positional data into connected loading segments. Clear patterns of segmented bucket dig positions were observed. The second model utilised Gaussian process regression which was trained with the clustered data and the model was then used to infer the mean locations of the test clusters. Bucket dig locations were then simulated at the inferred mean locations for different durations and compared against the known bucket dig locations. This method was tested at an open pit mine in the Pilbara region of Western Australia. The experimental results demonstrate the advantage of the proposed method in inferencing the missing information of bucket-environment interactions and therefore enables miners to continuously track the material movement.

The discovery of minerals in any community, especially precious minerals, gives a sense of hope and optimism about development prospects within the community. However, the euphoria surrounding such a find could be short lived if the wrong perception is created at the inception of the project, that the exploitation of the mineral resource will pose a serious problem to the community. The socio-economic impact can be negative or positive but if not properly handled, the negatives will outweigh the positives. Illegal mining activity, popularly known as Galamsey in Ghana, is a typical example of the negative impact of the mineral industry. Galamsey activities have resulted in an increase in school drop-out rate, pollution of water bodies affecting entire communities bringing a lot of health problems, destruction of farm lands, destruction of rail lines resulting in transportation problems, armed robbery, prostitution, just to mention a few. The improvement of the water supply system in the surrounding communities, implementation of sustainable development programs, improvement in the infrastructure, are just a few examples of positive socio-economic impact.Factors responsible for the socio-economic and environmental impact include: the unwillingness of most companies to invest substantial resources to deal with environmental issues, lack of adequate professionals with the requisite appreciation for environmental issues related to their activities, realisation that support of surrounding communities is key to successful operations, the now globally accepted view that multinational companies should invest in the socio-economic lives of the surrounding communities, etc. In order to ensure the prevention of the negative impact of mining activities on local communities, there should be a paradigm shift in the way the training for the new crop of mining and metallurgical engineers have been structured in the past, social contract with the local communities must be drawn and implemented; it must not be an imposition on the communities but rather a contract arising out of extensive interactions between the industries and the local communities. Environmental awareness has reached a level where communities affected by the minerals industry, to a very large extent, know what they should tolerate and what they should not. There is therefore the need to ensure that effective systems are in place to exploit mineral resources without damaging the environment.

At the second Empire Mining and Metallurgical Congress held in 1927, the Empire Council of Mining and Metallurgical Institutions was formed and it was proposed that the Council take steps to prepare a "Review of the Mineral Resources and Industries of the Empire." At the third congress in 1930, it was resolved that the proposal to institute the review should be submitted to the Imperial Conference held in 1930. This was done, and the Minerals Committee, of the Imperial Economic Committee compiled, an interimreport which was based on statistics of imports and exports, and did not consider resources and consumption.In 1942 the Institution of Mining and Metallurgy, London, wrote to the Empire Council and stated that it was desirable that the Council should be in a position to take part in decisions affecting the future of the mining and metallurgical industries. The Council communicated with the constituent Institutions regarding the nominations of two members then in England. Subsequently the Mining, Geological and Metallurgical ,Institute of India prepared a review of the mineral resources and industries of India and their post-war development, and the Empire Council forwarded a copy to the Australasian Institute of Mining and Metallurgy and asked if that Institute would submit a review on simjIar lines for Australia.
