During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

The Northern Sewerage Project (NSP) is an upgrade to one of MelbourneÆs ageing, under-capacity trunk sewers. It will reduce the volume and frequency of wet-weather overflows to the Merri and Moonee Ponds Creeks and facilitate new housing developments in the northern suburbs of the city. A total of 12.4 km of tunnel and eight vertical access shafts will be excavated as part of the two project stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water (MW) and Stage 2 (NSP2) will be owned and operated by Yarra Valley Water (YVW). The owners require the project to have a service life of 100 years, a requirement significantly beyond many of the current Australian Standards, which aim to achieve service lives greater than 60 years but are typically assumed to achieve 40 to 60 years. Because of the potentially corrosive natures of the external environment along the tunnels and the internal sewer environment, durability was a key concern for NSP1 and NSP2. Stringent specifications were applicable to the tunnel lining systems. This paper describes the corrosive environments impacting NSP1 and NSP2, explains the key design differences between the two stages and details the lining systems considered and selected to achieve the clientsÆ desired 100-year service life. The project design is complete and construction began in 2007.

The principle objective of development mining is to create thoroughfares that can be accessed by personnel and machinery for the entire life of an underground mine. The drill and blast process, being the primary method used when creating these thoroughfares, needs to be able to adequately fracture the rock to be removed whilst at the same time minimising any damage that may be sustained to the rock surface that remains. This process of damage prevention is known by a variety of different names including smooth blasting, sculpture blasting, contour blasting and controlled blasting. Whilst the terms are different, the objective is the same and that is to reduce and better distribute the explosive charges to minimise stressing and fracturing of the rock beyond the neat excavation line. The process in this report will be referred to as perimeter control blasting. This paper will discuss the benefits of using perimeter control blasting in a development mining operation and the theories that govern how these blasting techniques work. The methods that are used to implement perimeter control blasting will also be addressed, paying particular attention to how these blasting techniques have evolved, spawning new and improved perimeter control products. Finally some attention will be given to the process of optimising perimeter control blasting in any underground mining operation.

South Africa has a long history of rockbursts, some 100 years. During this time much research and many developments have taken place in the country to limit the occurrence of rockbursts, and to mitigate their effects. In this paper I shall present a personal view of what I consider to be important achievements, and contributions made. Some of these are: planning of stope layouts, and the use of strike barrier pillars; recognition of energy as a key factor, the use of the energy release rate ERR as a layout planning criterion, and development of MINSIM for calculation of ERR and stope planning; sequential grid stope layouts; use of backfill for stope support; and, development yielding support elements, and dynamic testing of stope and tunnel supports. The record shows the establishment of a rock engineering research powerhouse over a 40 to 50 year period and, unfortunately, the complete breakdown of this capability in the subsequent 10 years. The great advances made in the application of solvent extraction to the recovery of copper from low grade ore sources over the past 15 to 20 years are well known. Solvent extraction is an essential step in the recovery and purification of copper from dilute sulphate leach solutions by which some one million tonnes of copper are now electrowon annually. A reagent is also available for the selective recovery of copper from chloride leach solutions and this may hold the key to the processing of complex sulphide ore concentrates. By comparison, the use of solvent extraction in the recovery and processing of zinc has as yet found little favour and is confined to only a few specific and comparatively small applications. This is despite the ready availability of a large number of low grade zinc sources and zinc-bearing wastes and residues. It is suggested that this difference is due in large part to the absence of suitable reagents having the particular features required to enable them to fit into a solvent extraction - electrowinning based process for zinc. Ideally, for the recovery of zinc from dilute sulphate solution, an extractant should operate on a proton exchange principle and be strong for zinc in the same way that o-hydroxyaryloxime reagents are strong towards copper. It should load efficiently with zinc at the pH of typical sulphate feed streams without the need for neutralisation and yet be stripped efficiently by spent zinc electrolyte. Another factor of major importance for many applications, however, is that it should be highly selective for zinc over ferric iron. These features have now been realised in a development extractant DS5846, which is a formulation of a novel class of reagent currently under investigation by Zeneca Specialties. The properties of this reagent are described with respect to selectivity, isotherms and how they compare with phosphoric and thiophosphoric acids that have been previously proposed for the extraction of zinc. For the recovery of zinc from concentrated chloride solutions a solvating or neutral donor type of extractant is required which again should ideally have high selectivity for zinc over a number of other metals, particularly iron. The new reagent Acorga ZNX50 is based on a formulation of a novel class of compound developed specifically for this purpose. It gives efficient extraction of zinc from feed solutions that are four to six molar in chloride ion but is readily stripped at 60 - 65¦C using either water, dilute brine, or spent zinc chloride electrolyte. The reagent is highly selective for zinc over iron and a range of other metals including cadmium, arsenic, lead and magnesium.

Ti-added ultra-low carbon (ULC) steel is produced by adding Al and Ti during the secondary refining process to deoxidise molten steel and to bind C and N which are detrimental to the deep drawing quality of the steel product. However, the production of Ti-added ULC steel faces challenges, including submerged entry nozzle clogging and surface defects on cold rolled coils. The troubles were often attributed to ‘Al-Ti complex inclusions’ in the molten steel. However, the evolution of oxide inclusions including their stability has been still unclear. In the present study, the evolution of these inclusions in Ti-added ULC steel was investigated by phase diagram measurement, CALPHAD thermodynamic modelling, high-temperature stability test for the oxides, and observation of transient behaviour of oxide inclusions in the steel. The phase diagram of the Al-Ti-O system was elucidated with an emphasis on oxygen potential, which significantly controls the stability of the oxides. CALPHAD thermodynamic models and a self-consistent database were developed. The transient behaviour of Al-Ti complex inclusions in Ti-added ULC steel was observed in situ using a confocal scanning laser microscope. This was additionally validated by the new thermodynamic model. The equilibrium phases of the oxide inclusions were investigated using a high-temperature resistance furnace, and were analysed using a secondary electron microscope, energy dispersive spectrometer, and electron back-scattered diffraction. By considering the morphology and crystal structure of these inclusions, the evolution of Al-Ti oxide inclusions was elucidated. Various behaviour of Al-Ti inclusions and their influence on steel cleanliness are discussed.

The paper studies the flotation process of native Rare Earth minerals such as: bastnasite, monazite, mixed minerals of bastnasite and monazite, respectively, using the new effective collector - H205 which has been developed by Baotou Research Institute of Rare Earth, and describes their flotation properties. The test results of different ore samples show that at moderate pulp pH values, Rare Earth minerals can be effectively separated from barium and calcium bearing intergrowth minerals (barite and calcite) and high quality Rare Earth concentrates can be successfully obtained by H205 as collector with water glass as depressant. In order to determine optimum technical conditions, the effect of pulp pH, pulp temperature, pulp density and reagent dosage on the flotation were investigated in the test. Simultaneously, the paper explores the mechanism of the flotation separation of Rare Earth minerals from intergrowth minerals. The infrared spectra for H205 and RE cations by theorical analysis shows that H205 formed chelate complex with RE cations and adsorbed on the surfaces of RE minerals. The mechanism of the intergrowth minerals depressed by water glass can be explained as: H2Si03, HSi03 and gummy SiO2 hydrolised from water glass are selectively adsorbed on the gangue minerals, making them hydrophilic and depressed, under pulp pH value 8.5 to 9.5.

There have been strong industrial observations that clay minerals have a deleterious effect on mineral flotation grade and recovery. However, rigorous explanation on the role of clay minerals in flotation and effective ways to reduce their negative effects are not available. In this study, the flotation behaviour of low quality and high quality coal samples were examined at the Xstrata Oaky Creek Coal plant, and laboratory in fresh and recycled water with high ionic strength. Anionic and non-ionic dispersants including lignosulfonates and triblock copolymers were also tested with an objective of improving coal flotation in recycled water. It was found that overly stable froth was produced in the flotation of both low quality and high quality coal samples in saline water. Speciation modelling indicated precipitation of hydrophilic components which may adversely affect the flotation. Despite the overly stable froth, saline water produced much higher combustible recovery than fresh water without significantly losing the product quality. Lignosulfonate dispersants displayed a potential to improve the flotation in fresh water, but not in saline water. The push for increasing coal production rates continues to place increasing demands on mine management to safely and effectively control seam gas. Gas drainage strategies applied vary in both effectiveness and form. Methods employed are a function of assessed risk, gas reservoir characteristics, surface and underground access, budgetary constraints and gas utilisation potential. With the aim of establishing and optimising the effectiveness and efficiency of gas drainage systems, Australian coal miners in cooperation with gas management specialists are embracing the use of gas reservoir simulators and gas emission models. This paper discusses the evolution of gas drainage practices in Australian underground coal mines and the role of gas reservoir assessment methods in optimising gas drainage systems and gas production forecasts.

Creative mine-designs are constantly being applied in the deep platinum mining industry in South Africa. Recently, this has resulted in deep hot mine-designs including room and pillar, bord and pillar or stall and pillar layouts and the use of in-stope trackless mechanisation. In these mines, the ventilation systems use refrigerated air and high fan pressures and as a result ventilation leakage can have a huge impact. Leakage is a serious impediment to cost-effective operation and potential leakage in future projects is a major factor in judging project viability. This paper describes certain mine layouts and quantifies the extent of the leakage. Based on typical field data, a range of seals from ævery poorÆ to ævery goodÆ was defined and used to estimate overall leakage. Within these mine networks the ventilation pressure, temperature and density all vary significantly and with the multiplicity of leakage paths it was necessary to make use of the VUMA-network simulation package. For the examples examined, the leakage was found to be up to 85 per cent for æpoorÆ category seals and up to 50 per cent for ægoodÆ category seals. The total air flow (and refrigeration) requirements grow exponentially with strike distance due to the compounding effects of higher pressure and more leakage paths. It is shown that beyond certain depths and strike distances the leakage will become so great that it will be impossible to operate cost-effectively û even with ægoodÆ seals. Indeed, in these examples the projects were not considered viable in their original format because of the high ventilation-cooling costs and the mine-designs were modified to include footwall drive systems û the cost of which was justified by the reduced strategic risk to operating ineffectiveness due to leakage.

Acid mine drainage is a serious environmental problem caused by the oxidation of sulfide minerals responsible for highly acidic, sulfate and metals-rich drainage. Several methods of mine waste management have been developed that reduce liabilities on environment. Layered co-mingling of waste rock with compacted tailings, covers with capillary barriers effect, and co-disposal of waste rock and tailings are these new methods which are used to reduce the formation of acid mine drainage. These methods shield waste rock dumps from oxygen. These techniques could prevent oxidation reaction. In this study, alkaline industrial wastes are used with acid generating tailings to inhibit acid mine drainage. The alkaline wastes selected are cement kiln dust (CKD) and red mud bauxite (RMB). These alkaline materials are used to keep neutral conditions in the fine material layer and to inhibit the metabolic activity of Thiobacillus ferroxidans which catalyses the oxidation of sulfide minerals. A series of timed static leaching tests were performed by reacting samples of mine tailings with two, five and ten per cent alkaline material in order to characterise geochemical balance between liquid and solid phases. Column tests have been set up with oxidised tailings, waste rock, CKD, and RMB. Column tests have been carried out to simulate layered co-mingling, covers, liners, and co-disposal of waste rock and tailings. Column leach tests were conducted in order to investigate the long-term neutralisation potential of alkaline materials and the drainage water quality. Bacteria counting were performed on each sample after testing. The results obtained show that the addition of alkaline materials permit the retention of near neutral conditions in the fine material layer, thus increasing water quality and preventing bacteria development. In fact, the pH results show that the use of five per cent, ten per cent CKD or ten per cent of a mixture of CKD and RMB permit the retention of neutral pH conditions in the reactive layer. At these percent rates, the concentrations of Al, Fe, Cu, Zn, and SO4 in solution are significantly reduced compared to those obtained with the tailings only. In presence of waste rock, the relative position of the fine material layer is important. When the fine material layer overlaying reactive waste rock is composted of reactive tailings with ten per cent CKD and ten per cent (CKD:RMB), a delay was observed before achievement of near neutral pH. The neutral pH conditions remain stable over time. The mixture of CKD and RMB provides a better short-term neutralisation than the use of CKD alone. The use of alkaline materials is beneficial in order to reduce the concentrations of Fe and other metals such as Cu and Zn as well as the number of viable bacteria. The use of ten per cent RMB alone does not involve the neutralisation of reactive tailings. In the cases where the fine-grained layer are below or mixed with the waste rocks, the near neutral pH values are directly reached with ten per cent CKD. However, the pH values decrease rapidly and the number of viable bacteria increases.

In 1976, The Zinc Corporation Limited Broken Hill set up a plant to re-process a hill of tailing (Mt. Keast) from the original treatment operations. With the likely disappearance of this source of feed in 1985, an investigation was initiated to determine what other feed sources might be available. This involved searching through old records and photographs as well as a subsequent drilling campaign. The paper briefly covers the history of treatment operations and describes, as a result of the information obtained, the likely future sources of feed.

One of the fundamental requirements for being able to optimise blasting is the ability to predict fragmentation. An accurate blast fragmentation model allows a mine to adjust the fragmentation size for different downstream processes (mill processing versus leach, for instance), and to make real time adjustments in blasting parameters to account for changes in rock mass characteristics (hardness, fracture density, fracture orientation, etc). A number of blast fragmentation models have been developed in the past 40 years such as the Kuz-Ram model (Cunningham, 1983). Fragmentation models have a limited usefulness at the present time because:The input parameters are not the most useful for the engineer to determine and data for these parameters are not available throughout the rock mass. Even if the input parameters are known, the models still do not consistently predict the correct fragmentation. This is because the models capture some but not all of the important rock and blast phenomena. The models do not allow for ætuningÆ at a specific mine site. This paper describes studies that are being conducted to improve blast fragmentation models. The Split image processing software is used for these studies (Kemeny, 1994; Kemeny et al, 1999).

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

"Geometallurgical variables often cause problems to conventional geostatistical workflows. There are many variables; some are compositional and some are non-additive. They often show: complex multivariate relationships undersampling relative to conventional grade variables unequal sampling; that is, all variables are not available at all data locations.A variety of approaches have been developed over the years, but geostatisticians remain mostly focused on modelling rock types and a few grade variables with an abundance of data. The problems are reviewed and a chained workflow is presented where appropriate techniques are employed in sequence to permit reliable spatial prediction of geometallurgical variables. The spatial models may be used to assess the value of additional data, for prediction of process performance, for improved mine planning and other optimisation tasks. The chained workflow will include data transformations such as ratios and normal scores that make the variables amenable to geostatistical modelling. Data imputation techniques to account for missing values are considered with special consideration to spatial correlation with the available data. Decorrelation techniques such as the principal components, min/max autocorrelation factors and projection pursuit multivariate transformation are employed to manage massively multivariate modelling. Full distribution modelling must be considered to avoid biases in the prediction of non-additive variables. The post-processing of geometallurgical models must be streamlined for robustness and efficiency. The precise workflow varies according to the specific purpose of the study. The Cawse nickel project is a new generation pressure acid leach (PAL), solvent extraction and electrowinning process used to produce LME grade nickel metal and cobalt sulphide concentrate containing 40 per cent cobalt by treating nickel and cobalt oxide ores from a lateritic ultramafic profile. The project is located 50 kilometres NW of Kalgoorlie in Western Australia. The commercial success of the Cawse nickel operation is dependent in part upon the ability of the principal ore type to be beneficiated. A simple process of rejecting lower grade material on the basis of particle size achieves this. The process is called upgrading and allows subgrade material to become commercial ore grade and also allows higher ore grades to be processed in the early parts of the operation. The success of the upgrade process is dependent upon the physical and chemical properties of the ore being processed and the nickel grade of the ore. The upgrade ore type represents >80 per cent of the Cawse nickel resource and is hosted mostly within a limonite unit, represented by goethitic clays in the upper saprolite zone. In the upgrade processing circuit the ore is crushed and slurried. It is then passed over a series of screens that remove all material over 0.5 mm. This ensures that coarse material is removed from the main ore stream. Upgrade is reliant on selectively rejecting lower grade or barren material, which can include silica, magnesite and relict saprock. To predict leach feedgrade, the grade control estimates the head grade and upgrade percentage for all ore delivered to the run of mine ore pad. To do this reverse circulation (RC) drill holes are logged for ore type, assayed for a range of elements and undergo simulated upgrade testwork. The percentage and grade of material rejected through the upgrade circuit has the most influence on upgrade per cent. This reject is determined by the physical properties of the rock mass and drum scrubber parameters. The correlation between nickel upgrade and reject can be established to predict upgrade from the known mass reject. Parcels of upgrade ore milled to date closely follow projected correlation trends. Upgrade circuit results have been excellent, with average nickel grades upgrading by 34 per cent, cobalt by 23 per cent, with 55 per cent mass passing.

The Silver Swan nickel mine is located at the Black Swan Nickel Project, 53 km north east of Kalgoorlie, Western Australia. The Silver Swan orebody is a massive sulphide nickel deposit dipping 70¦ east with an average in situ grade of 14 per cent. Mining of the massive orebody is by Mechanised Ramp Cut and Fill (MRCF). A mining recovery of 98 per cent and minimising dilution are primary goals in extracting the high-grade ore. Placing a distinguishable marker bed (working platform) on rock fill was identified as a key method to achieving these goals. Gravel from a pit located onsite was considered the most suitable material for the marker beds. Research undertaken to design the marker beds using the gravel revealed conventional methods used in mining would not suffice, but that road stabilisation methods could be a viable alternative. Trials used a road recycler to mix cement and gravel in situ and several test beds were constructed on the surface to determine the final design. The trials attempted to replicate a marker bedÆs life cycle of construction and placement and mucking of ore from the marker bed. Testing the marker bed for strength for use as a working platform was completed using a Clegg Hammer; good correlation to a Clegg Impact Value and the compressive strength of the stabilised gravel was found. This paper describes the use of a road stabilisation machine, tests conducted, monitoring and marker bed design and discusses underground placement of the marker bed and its performance.

For thick seam extraction, the Blasting Gallery (BG) method is ideal for obtaining the maximum percentage of extraction at fast rates. The continued use of this mining method is threatened by strata control and spontaneous heating problems. The strata control problems are managed, to some extent, by supporting the roof with cable bolting and roof bolts of 2.5 m length and with regular induced blasting. However, a number of BG panels were sealed off prematurely due to spontaneous heating problems, losing 1.12 million tonne of coal. The use of compressed CO2 for controlling mine fires is not uncommon in the coal mining industry, but its use is something new for controlling active spontaneous heating in a BG working panel goaf. This method was attempted at the BG I/8 panel of the Godavarikhani (GDK) 8 Incline, Singareni Collieries Company Limited (SCCL). The spontaneous heating was effectively controlled and the remaining coal in the panel was completely extracted by continuous flushing of carbon dioxide (CO2) into the goaf for 40 days. One thousand and twenty four CO2 cylinders, each of 45 kg at 80 bar pressure were flushed into the goaf at the rate of 25 to 30 cylinders (350 m3 of CO2) per day. A quantity of 35 510 tonne of coal was extracted during the period from 30 July 2002 to 7 September 2002. The main objective of this paper is to present the complete process of controlling the spontaneous heating by CO2 flushing and to report on the study of the behaviour of gases and their analysis. The unique experience of controlling the active spontaneous heating in the working Blasting Gallery I/8 panel goaf at GDK 8 Incline with CO2 flushing (till the completion of the panel) will go a long way in establishing a working procedure for handling fire/spontaneous heating problems in BG panels.

A clay-capping trial was established in 1996 on Magazine Dump at the Mt Lyell Copper Mine. The trial was initially constructed under the Mount Lyell Remediation Research and Demonstration Program, a co-operative venture between the State and Federal governments. The detailed engineering design for the clay cover included the following features; reshaping and compaction of dump batters, 5 m vertical bench interval, overall side-slopes of 2.5:1, emplacement of clay in four 150 mm lifts, compaction by a 10 t vibrating roller or ætrack rollingÆ on batters with density testing for quality control. A small section at the base of the dump ( The trial also generated certain unexpected findings. Field permeability tests on the cover yielded uncertain results and oxygen remains available throughout the dump. The flow data indicate that, while total outflow has decreased as a result of storm shedding, inputs from groundwater and batter infiltration are still significant. Outflow during the driest weeks of the year may have risen following capping. Detailed assessment of the data is hampered by insufficient pre-capping information; however, there is a possibility that conductivity flux emitted when flows in the receiving environment are at their annual minimum is unchanged or worse post-capping.
