With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.

Geometallurgical modelling of an orebody provides benefits to a mine by gaining a better understanding of the ore characteristics and how they affect the performance of the concentrator. With this knowledge, plant operating conditions can be adjusted to optimise throughput and recovery in advance of the arrival of particular ore types. Therefore, it is extremely important that the origin of the ore being processed is known as accurately as possible. Depending on the homogeneity of the ore characteristics, reliance on assumptions about stockpile residence times, scheduling and material handling can render the best geometallurgical models useless.The solution adopted at Agnico Eagle’s Kittilä mine was to utilise Metso SmartTags™ and in-house expertise to develop a system that continuously and accurately links geotechnical and lab data from the mine to the performance of the plant. This application presented several unique opportunities and challenges. For example, this was the first installation of a SmartTag™ system for geometallurgical modelling in an underground mine. Challenges included the fact that the system installation is routinely subjected to temperatures below -20°C.The system was installed and commissioned in early 2013 and has been operating continuously since. Kittilä has begun to see the benefits of the system, with an increased understanding of how different ores are processed in the concentrator. Other advantages include the ability to alert operators about the arrival of difficult ores and a better understanding of the ore handling systems.This paper describes the installation and use of the system at Kittilä and details some of the geometallurgical relationships that have been developed using the data collected so far.CITATION:La Rosa, D, Rajavuori, L, Korteniemi, J and Wortley, M, 2014. The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. The process may possibly be. applied, to .other..ores.

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

On the basis of investigations carried out, the author offered new technology, which allows utilising all titanium-contained waste with receiving of finished products: catalysts for utilisation of hydrogen sulfide gases, accompanying oil-extraction. This technology is presented in the paper. It is economically effective and ecologically clean.

The most important aspect of modelling a geological variable, such as metal grade, is the spatial correlation. Spatial correlation describes the relationship between realisations of a geological variable sampled at different locations. Any method for spatially modelling such a variable should be capable of accurately estimating the true spatial correlation. Conventional kriged models are the most commonly used in mining for estimating grade or other variables at unsampled locations, and these models use the variogram or covariance function to model the spatial correlations in the process of estimation. However, this usage assumes the relationships of the observations of the variable of interest at nearby locations are only influenced by the vector distance between the locations. This means that these models assume linear spatial correlation of grade. In reality, the relationship with an observation of grade at a nearby location may be influenced by both distance between the locations and the value of the observations (ie non-linear spatial correlation, such as may exist for variables of interest in geometallurgy). Hence this may lead to inaccurate estimation of the ore reserve if a kriged model is used for estimating grade of unsampled locations when non-linear spatial correlation is present. Copula-based methods, which are widely used in financial and actuarial modelling to quantify the non-linear dependence structures, may offer a solution. This method was introduced by Bßrdossy and Li (2008) to geostatistical modelling to quantify the non-linear spatial dependence structure in a groundwater quality measurement network. Their copula-based spatial modelling is applied in this research paper to estimate the grade of 3D blocks. Furthermore, real-world mining data is used to validate this model. La Colosa, Colombia is a large gold-porphyry deposit currently undergoing feasibility studies by AngloGold Ashanti. This period of development allows the opportunity to apply innovative and emerging testing and modelling methods to provide a predictive geometallurgical recovery model for the deposit. By partnering with the AMIRA P843A Geometallurgical Mapping and Mine Modelling (GeMIII) research project, the geological and mineralogical data are analysed with respect to liberation and recovery methods. This will allow the variability in the geology and mineralogy of the deposit and key relationships recognised in the data to be included in the development of a model to help predict recoveries of the gold. Many aspects of the gold mineralisation such as gold paragenesis, associations, grain size and texture are determined and analysed using optical microscopy, Mineral Liberation Analysis (MLA), and laser ablation (LA-ICP-MS). At La Colosa the gold has been located in sulfides (eg pyrite, pyrrhotite, and chalcopyrite), silicates, along silicate phase boundaries, and among the pyrite-rich intermediate argillic alteration. Further testing and analysis will also determine if ‘invisible’ gold is present in the pyrite, pyrrhotite, and chalcopyrite. Recovery methods can also be determined and tested after combining the results of mineralogy tests with other data (eg results of comminution tests). Indices for the mineralisation and recovery are developed using image analysis and analytical testing. These indices are correlated with recovery data from the company to develop a predictive block model for recovery. The goal is to develop cost-effective, efficient methods to analyse the mineralogy and geology of the deposit; understand the variability in the mineralogy, geology, and recovery; and construct a predictive geometallurgical recovery model.

Traditionally mining and conservation have been regarded as opposing and mutually exclusive concepts of land use. Often problems are anticipated which cannot be substantiated by facts. In addition, an ill defined time-scale adds to potentially emotive issues. Examples from Australia and elsewhere are presented which illustrate the dynamic nature of the environment and accentuate sequence patterns in plant community development following natural and man-made disturbances. The mining industry generally appears to be aware of the environmental impact of mining and whilst endeavouring to minimise the disturbance, is still orientated towards maximum production.

The purposes of defining the mining environment for underground mass mining and the uses of characterisation data are outlined. The requirements for data in the areas of geology, surface and groundwater hydrology, topography and environmental constraints and geotechnical studies are identified. Emphasis is then placed on the collection and interpretation of geotechnical data for establishing the in situ stress regime and for rock mass characterisation. Methods used for diamond drilling, core logging, borehole logging, data analysis and presentation, rock mass modelling and rock mass classification are outlined. Finally, recent and potential advances in the state-of-the-art are identified in areas such as geophysical methods, measurement while drilling, computerised data collection and analysis, rock mass modelling, in situ stress measurement data presentation and interpretation, and some applications of rock mass characterisation data.

Projected cooling requirements for ERPM led to the first proposals for the large- scale use of ice for mine cooling in the early 1980's. Following successful research into ice conveying and ice melting a large ice plant was commissioned at Harmony in 1985 and a much larger 6000 ton per day plant is presently under construction at ERPM. A brief description of the mining project is given, followed by general descriptions of the surface ice plants and the ice conveying system, the systems for using the ice for mine cooling, and the control of the whole ice cooling System.

Today the application of computer programs for planning of mine-ventilation and for safety- analysis of ventilation systems is widespread practice in German mining. The computer program for network calculat- ion, developed at the "Mine Ventilation Testing Centre of the Westfalische Berggewerkschaft- skasse" allows the distribution of airflow and pressure in mines to be calculated. In a physically well founded manner it takes into account the natural ventilation as well as changes of volume-flow in the mine, which both are dependent on pressure and temperature. Compared to an incompressible treatment of the mine air these circumstances are of increasing importance with the increase of depth, air temperatures and fan-pressures'. This especial- ly holds for the calculation of airflows during failures of fans or for assessing the influence of open mine-fires on ventilation. The application of the program is very easy and its structure is made to fit the requirements of practice. For instance it takes into account the fan characteristics of all fans. The Prominent Hill copper-gold concentrator of OZ Minerals Limited in South Australia was built in 2008 and commenced commercial production in early 2009. It has a design ore throughput of eight million tonnes per year (Mt/yr). While the flow sheet has many items in common with other plants treating ores from iron oxide-hosted copper-gold deposits, the Prominent Hill concentrator also has some unique features. Plant design has been based on a 'template' of the very successful Ernest Henry concentrator. Initial options considered for processing Prominent Hill copper-gold ore are briefly examined as well as potential complications arising from the presence of a considerable tonnage of 'gold-only' material present in the deposit. Metallurgical test work and the subsequent decisions leading to the selection of a conventional crushing, semi-autogenous grinding (SAG) and rougher flotation circuit is discussed. One particular difference with other plants treating this ore type is that metallurgical tests and mineralogical studies identified that rougher concentrate had to be reground to a P80 of 20 - 25 microns or finer for adequate liberation of fluorine-bearing minerals. Subsequent satisfactory separation of fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation to make a commercial quality copper-gold concentrate. Xstrata Technology's IsaMillÖ and Jameson Cell technologies developed to meet similar taxing fine grinding and flotation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were selected for regrinding and cleaner flotation. Plant design has features aiding ergonomics for ease of operation and maintenance not commonly seen in recent projects with large sulfide flotation concentrators.

Reserves of high-grade quartz gravel, lignite and timber suitable for the production of silicon metal and ferrosilicon on large scale occur within 40 miles of Bluff Harbour. Undeveloped hydroelectric power resources on the Clutha River are located within 50 miles of the most promising quartz gravel deposits while opencastable lignite, potentially suitable for electric power production, occurs in the same locality as the quartz gravels. A preliminary study of production economics indicates that the commercial feasibility of silicon/ferro-silicon production would depend mainly on the cost of electric power, total capital cost of plant, and the market value of the products. The proximity of Bluff Harbour is advantageous for the export of products.

A small-charge rapid excavation system employing a novel penetrating cone fracture initiation and propagation technique has been demonstrated to be capable of excavating the hardest of rocks at efficiencies (energy per unit volume of rock removed) four to ten times greater than attainable with conventional drill and blast. Significant enhancements to the concept developed during the research efforts include the use of propellant rather than explosive charges and a device for containing the charges and effectively sealing the shot-holes. The experimental results, including the excavation of several tons of hard rock in a research mine, have confirmed the novel breakage process and provided a data base for the design of a continuous hard rock mining machine based upon the concept. The small-charge excavation system would be attractive for civil construc-tion operations where sensitive structures, equipment and personnel would be in close proximity to the excavation face. The system would be attractive for selective mining operations where the ore rock could be fragment-ed and processed separately from the barren country rock. The barren rock could then be backfilled underground and eliminated from the traditional hauling and milling operations.

Australia had been enjoying a market boom led by the mining sector and West Australian mines were leading the way to satisfy the massive demand for our natural resources, especially from China. However, the Apache gas explosion on Varanus Island, 97 km off the west coast, has clearly demonstrated how the unexpected can suddenly impact on profitability and investor confidence for the mining industry. Risk management with contingency planning can provide the most cost-effective solution to help ensure mining projects are successful. For this discussion we will focus primarily on contingency planning, CP for mining projects à and how to plan for the unexpected. The Apache gas explosion will be our example æUnexpected EventÆ. Insurance may provide financial compensation but it will not protect your reputation as a reliable supplier or prevent damage to investor confidence and future mine projects. However, contingency planning can provide real protection for mining projects à to survive the unexpected.

Roof falls and failures of powered supports were major threats at longwall face. Abnormal geological conditions were caused roof falls and shield damage. Therefore continuous monitoring and analysis of strata behaviour was imperative on real time for forecasting adverse behaviour. Novel PXI instrumentation system was successfully developed for continuous monitoring and analysis of supports pressure, leg closure and gate roads convergence. The value of iron ore depends on the grade of the contaminants. Scheduled iron, and the associated contaminants, provides mine planners with a measure of stockpile feed and blending requirements. Blending at the stockpiles is one approach to optimising iron grade, while minimising the variability of contaminant grades. These schedules are typically based on resource models incorporating geology and iron and contaminant grades. Resource models reflect best estimates of trends for each of the elements rather than the potential variability, which is critical for accurate short-term blending. Conditional simulation provides a tool to describe the likely variability of each element. Only recently has conditional simulation technology allowed the inherent correlation between elements to be incorporated into the process. This paper presents the stepwise co-simulation process used to simulate and describe multi-element variability for effective mine planning. A case study using the multi-element conditional simulation and the subsequent uncertainty in the schedule and stockpile planning is presented. This process supports proactive mine planning to minimise unexpected fluctuations in the final product.
