The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

Three-dimensional granular flow models have been run to simulate three types of sample cutters: a cross-stream cutter, a vezin, and a cross-belt cutter. This type of modelling involves solving the equations of motion for large numbers of individual particles as they travel along a conveyor belt and interact with a sample cutter. It allows flows of bulk materials to be visualised and understood. Here we have used spherical particles. These results illustrate some advantages that modelling has compared to physical bias testing: By taking reference samples which are very close to the actual samples, the estimation of bias can be achieve quite precisely with very few runs. (Many Standards about bias testing recommend a minimum of 20 runs, but we have found that five runs generally provide adequate precision.) Potential bias can be divided into two components: the particles which are missed but should have been sampled and the particles which are extra but which should not have been sampled. This more detailed information can provide useful insight. Exactly the same material can be sampled using different sample cutters, thereby avoiding a source of variation that complicates physical testing. Much more detailed visualisation is possible, allowing better understanding of the bulk material flow in various circumstances.

Acceptable post-closure performance of decommissioned mining operations is a critical factor in persuading todayÆs environmentally conscious public that the mining industry will not continue to burden future generations with the legacy of environmental tragedies. Post-closure impacts must be identified and managed through robust engineering design if the post-closure environment is to be environmentally sustainable. To manage potential post-closure risks (environmental, health, safety, social and economic) within acceptable limits, WMC incorporates a risk-based approach to closure planning and engineering design. WMCÆs risk-based closure engineering design process provides a simple methodology for developing robust closure plans û the process æengineers outÆ unacceptable risks and æengineers inÆ a sustainable post-closure environment. Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

Iron ore is now one of AustraliaÆs main commodity exports and is likely to remain so well into the future. The annual price negotiations are the focus of widespread comment and speculation by financial analysts, journalists and mining professionals. Much is written on the subject, but how much is understood? What is the process all about and what can mine managers learn from understanding the pricing mechanism? Every one of the major regional iron ore markets has its own characteristics. The focus here is Australian supply specifically to Asia, far and away the biggest and fastest-growing of these regional markets. The emphasis in Australia, until recently, has been on large scale mining methods with drive sizes in excess of 4.5 metres square and the acceptance of high dilution ratios, even when working in relatively narrow orebodies. The rising cost of extracting and treating the recovered ore and the lower prices available in the world markets has seen a growing trend to narrow mining methods.Traditionally narrow orebody mining has been carried out using hand held drilling methods and rail mounted boggers. Recent advances in mobile equipment now offers the operator of narrow method mines the opportunity to completely mechanise the mine from the drilling, through bogging to haulage, while maintaining minimal dilution in drive sizes to two metres wide or less.

Projections of metal requirements for Japan and the United States indicate growing competit- ion for Australia's mineral output and a critical need for continuing discovery of new reserves. These projections may be modified by economic, social and political controls - the most import- ant factor probably being a shortage and the high cost of risk and development capital. Changing ownership patterns toward joint ventures and increased state participation are anticipated. New developments in global tectonics and metallogeny delineate favourable zones for ex- ploration and permit establishment of priority search areas even in regions of poorly known geology. Declining ore grades and special character- istics to meet technological requirements may modify identification and evaluation criteria. A broad approach considering all environments of concentration within the geochemical cycle is re- quired within any metallogenic province. The exploration geologist must be able to integrate geological theory, mining technology and financial analysis to establish well defined exploration objectives, in terms of economic and geologic models, in concept-oriented programmes.

A broad zone of intra-plate volcanism occurs for some 3000 km along the E. Australian coastal regions, extending from far northern Queensland southwards to Tasmania, westwards to western Victoria, and into southeastern South Australia. The age range, taken over the whole region, extends from Eocene to Holocene. Wellman & McDougall (1974) recognised the occurrence of three distinct types of volcanic occurrences: (a) Lava field provinces, dominantly basaltic and commonly strongly undersaturated, but of variable size. Large lava fields are especially exemplified by the younger provinces in northern Queensland (e.g. Nulla, McBride), and western Victoria. (b) Central volcano provinces, in which a reasonably well defined volcanic edifice is discernable. Such provinces are built of mildly undersaturated to saturated mafic lavas, but are also characterised by felsic volcanism (and often substantial mafic and felsic intrusive phases). Examples are the Springsure-Minerva Hills province, the Tweed and Focal Peak Shields (southeastern Queensland to northeastern N.S.W.), and the Nandewars, Warrumbungles, and Canobolas volcanic centres (N.S.W.). (c) A single leucitite province in N.S.W. Wellman and McDougall (1974) were able to show that the central volcano provinces exhibit a remarkably regular southward age migration pattern, the calculated migration rate being 66 + 5 mm yr , and these authors interpreted this in terms of the northward passage of the Australian plate across a fixed 'hotspot' within the upper mantle. The leucitite province also fits this migration pattern. The lava field provinces apparently exhibit more erratic regional age distribution patterns, but Sutherland (1981) has interpreted the data in terms of a multiple 'hotspot' model. Sampling and analysis of mineral deposits need to be executed without fear or favour of financial or personal impacts. Examples are given to illustrate the effects of departures, witting and unwitting, from correct use of appropriate techniques and/or equipment with emphasis on exploration and mining of porphyry copper deposits of the Pacific Rim. Some of the results of errors on the low and high sides of true value in exploration, resource or reserve estimations and in production caused by sampling and/or sample preparation mistakes, faulty practices, equipment and/or analysis are considered.

A number of suggestions have been made to improve the design of cells used for electro winning and electro refining of metals. This paper describes the design and constructability issues investigated in the selection of a trenchless solution in comparison to trenched construction options as part of a scoping study for the augmentation of the existing Bulimba Creek Trunk Sewer in Brisbane. Initial work involved the planning of alignment options vis-a-vis ground geology, geotechnical conditions, location and depth of shafts considering potential construction technology, flotation and stability of the tunnel, availability of construction sites and the influence of construction works on neighbourhood properties and the immediate environment. Two design pipe sizes, DN1200 and DN1500, were considered, and factors including jacking forces, specification of product pipes, pipe joints, pipe jacking methods and the associated impacts of ground settlement were carried out. Of particular interest was research on suitable lubricating fluids with the potential to minimise jacking forces and maximise the length of pipeline between launch and reception shafts.

An extended Kalman Filter is used to build an on-line estimator of total ore, fine ore and water hold-ups in a SAG mill. In addition, an equivalent grinding rate from coarse to fine ore, as well as the discharge rates of solids (fines) and water are also estimated as part of the adaptation procedure of the model used for the Kalman Filter. The measurements used in the Kalman Filter estimator are the total mill weight provided by load cells, and inferred discharge flows of fines and water from flow and density measurements performed downstream. The net ore and water feed to the SAG mill are used as inputs to the estimator, and also the proportion of fine ore in the feed. As an example of how to introduce robustness in the estimation in the face of sensor bias errors, an estimation of the load cell bias error is introduced in the estimator, thus providing self calibration. The estimator presented in this paper has been tested by simulation using a detailed SAG mill mechanistic dynamic model comprising 27 size fractions well fitted to a pilot mill. The maximum error in the estimation of the operational variables - total and fine ore as well as the mill contents under different operating conditions - is about ten per cent.
