The Bogong Hydropower Development is a 140 MW high head power project currently under construction in Northern Victoria. The project is the final link in the Kiewa hydroelectricity scheme, which was originally constructed in the 1950s. Due to its location in the Alpine National Park, the waterway for the Bogong project must be located entirely underground. A series of shafts and tunnels is being constructed to transfer the water from the headworks at McKay Creek to the new power station located on the shores of Lake Guy in Bogong village. The difference in elevation between the headworks and the power station is greater than 420 m, which poses particular issues for the design and construction of the waterway. The purpose of this paper is to describe the design and construction planning aspects of the tunnelling and shaft excavation and lining works for the waterway. The tunnelling works includes 5.7 km of hard rock tunnel boring machine (TBM) driven tunnel, 1.1 km of drill and blast tunnel and two deep shafts. The tunnels and shafts are lined with a mixture of permanent rock bolts and shotcrete, concrete lining and steel lining. The viability of the Bogong Hydropower Development relies heavily on the ability of the TBM to excavate at high speed through the East Kiewa Grandiorites. Particular attention was given during the construction planning stage to understanding the excavation characteristics of this material, and designing a suitable hard rock TBM that would be capable of meeting the program requirements of the project.

In the metal and mineral industry, different empirical techniques are used to estimate the remaining thickness of the lining within an operating furnace. The disadvantage and costly factor when using these methods is that production needs to be halted. Hatch has developed an accurate and reliable technique based on stress wave propagation principles to determine the condition of the remaining lining whilst the furnace remains online and operational.The technique involves test data collected and compiled to generate 3D imagery used to assist operators and maintenance planning personnel with valuable information showing areas of metal penetration in the lining, remaining lining thickness, exact location of voids, cracks, poor contacts and deterioration due to chemical attack. In this paper, the principals of the AU-E technique will be explained both theoretically and practically. In addition, the use of ultrasound technology for determining the condition of copper cooling elements will be briefly addressed.

The behaviour of tailings under cyclic loading has an impact on the stability and deformation of tailings dams and a good understanding of the cyclic behaviour of the tailings under earthquakes is important for tailings engineers and tailings operators for the design and safe operation of tailings dams. This paper presents an investigation into the cyclic behaviour of tailings using both laboratory cyclic direct simple shear (DSS) testing and numerical modelling. The laboratory testing involved cyclic DSS tests on gold tailings and zinc-copper tailings under different loadings and loading frequencies. The gold tailings specimen tested at a higher loading frequency and a higher cyclic stress ratio experienced spontaneous liquefaction during cyclic shearing and the zinc-copper tailings specimen tested at a lower loading frequency and a similar cyclic stress ratio exhibited ductile behaviour and liquefied due to cyclic mobility. The liquefaction behaviour of the tailings was modelled using an advanced constitutive model (UBCSAND), which was developed specifically to model soil liquefaction and strain softening under cyclic loading. The constitutive soil model presents the nonlinear soil behaviour under dynamic loading using a hyperbolic stress-strain relation. Dynamic analyses were carried out using a finite difference program FLAC. The cyclic stress-induced excess pore water pressures measured in the laboratory were modelled using numerical simulations of the laboratory tests under different loading conditions. The results of the non-linear dynamic analyses demonstrated the capability of numerical modelling of cyclic shearing induced excess pore water pressure and the onset of the spontaneous liquefaction. The laboratory investigation and numerical modelling technique provided the key properties and parameters for the dynamic analyses to assess the stability and deformation of tailings dams under design earthquake events. More importantly, the laboratory tests and numerical modelling provided some insights into liquefaction behaviour of the tailings during earthquakes. CITATION:Li, A, Laxman, M and Jinto, H, 2018. The concentrations of trace metals in deep hydrothermal solutions (~1 km depth, 200 to >300¦C) from modern hydrothermal systems in the Taupo Volcanic Zone, New Zealand, and Ladolam, Lihir Island, Papua New Guinea were obtained using a purpose-built downhole fluid sampler and ICP-MS analyses. The results range widely: gold (<0.1 - 23 ppb); silver (<3 - 2400 ppb); arsenic (100 - 18 000 ppm); antimony (2 - 1200 ppm); mercury (<1 - 78 ppb) and provide the basis for quantifying the flux and fate of metals as well as assessing their sources (Simmons and Brown, 2006, 2007). There appears to have been a swing away from the study of mathematics, the physical sciences, foreign languages and the classical humanities subjects by many students in high schools in Victoria. The same trend is believed to be occurring in other states as well. This has the direct result of many students entering tertiary studies inadequately prepared academically. This is particularly true in engineering and commerce. The position as far as postgraduate training in the areas of concern to the minerals industry is critical with almost no Australian nationals undertaking advanced technological studies.

The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.

Mineral processing plants require a storage buffer to bridge differences in production rates between mining and processing. Where coarse ores are processed, such as coal or hard rock, this buffer may be an ore stockpile or silo. For wet-mining processes, eg dredging or hydraulic mining, or where fine ores are slurried close to the mining face, a surge-bin is used to contain the plant feed and smooth out the variations in mining rates. These bins have gradually evolved from simple storage vessels to units that are now frequently part of the mineral separation process itself, such as providing a desliming function to remove deleterious ultrafine gangue. This feed conditioning is often essential to achieve the levels of plant performance required in times of declining ore grades and or where inherent ore characteristics make separations harder to achieve. To achieve these dual roles requires careful consideration of bin design factors such as geometry and lining selection and increased use of instrumentation and advanced, or remotely supervised, control systems. All this ensures they provide capacity to smooth out variations in mining rates and guarantees that when conditioning ores or adjusting slurry densities ahead of the plant it is achieved without loss of valuable minerals. This paper examines the evolution of the modern surge-bin from a simple, so called, constant density tank with its inherent mass-flow compromises, limited feed preparation and beneficiation abilities, and footprint penalty, to a current state-of-the-art surge-bin, the LFCU, with a control system which provides demonstrable steady outputs, while conditioning and in some cases beneficiating the ROM material and all from a highly compact unit. It further discusses their use in other applications around the world, for example providing the necessary security for long distant high-density pumping systems; constant high density, low water usage, tailings disposal pipelines and high capacity ultrafine iron ore beneficiation.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. As a result, every nut bolt and washer has had to be brought to the job site by the construction company. A pressurisation method with multiparallel fans has been adopted at HongLiuLin Coalmine to control the significant external air leakage through the goaf area of coalface 15207. Potential damaging effects of large external air leakage on a coalmine’s ventilation system are analysed according to the current air leakage status caused by the exploitation of shallow-covered coal seams. The use of pressure balanced ventilation to prevent external air leakage through goaf areas is introduced. The calculation of ventilation network of HongLiuLin Coalmine shows that the air resistance of an external air leakage branch through a goaf area and the air pressure drops from the intake slope to the working face can be adopted to determine the values of pressure to be increased by regulating fans and airflow controlling parameters of regulators. By investigating airflow requirements of the pressure-balanced area as well as the performances of the auxiliary fans currently used in the coalmine, the number of pressurisation fans needed is fixed. This paper describes a new methodology that can be applied to compare several bench extraction strategies requiring backfill. The method is applicable at the planning or operational stages and can be used to maintain dilution within design parameters and improve the overall economics of bench stoping operations. The parameters influencing bench performance have been empirically rated based on economical, geomechanical, operational and backfill properties. Four different extraction strategies have been considered and rated from most preferred to less preferred using an integrated approach to bench extraction.

After 60 years of operation, coal extraction at Solid Energy New ZealandÆs (SENZ) Strongman Mine, near Rapahoe is scheduled to end in early 2005. Up until 2003 the closure bond for Strongman Mine was only $930, and both SENZ and the West Coast Regional Council (WCRC) agreed that a more realistic level of bonding was required.   A conceptual closure plan has been developed by Golder Associates, and the cost of the work estimated. Closure includes decommissioning of equipment and facilities, rehabilitation and replanting of all disturbed areas and a period of maintenance and monitoring to verify that closure objectives have been met. Significant maintenance allowances are included to cover management of underground fire, subsidence and slope instability. These make up much of the potential ongoing environmental liability at the Strongman. All costs incurred beyond year 1 of closure are discounted to present value. Uncertainty in costs is addressed by Monte Carlo simulation, with an 80 % confidence level adopted.   A bond quantum of $3.0 million has been calculated for the first year of closure at Strongman. A three-year ærollingÆ bond is proposed. Progress will be reviewed annually, with the bond adjusted up or down accordingly. It is then renewed for a further three years. This allows for progressive return of the bond as rehabilitation objectives are met and verified. Similarly, if there are delays in meeting objectives, a proportion of the bond may need to be kept in place for a longer period than assumed. The level of bonding in place for the Strongman operation at any time in the future will therefore reflect the cost to complete the closure work programme.

This paper discusses the methods utilised by the technical team to identify and quantify the SLC risk factors, the modifications to mine design and scheduling, and the changes to the planned risk management practices. The paper also describes the future work currently planned by the OZ Minerals technical team to quantify the various risk factors in terms of space, time and magnitude. This may better inform the future mining practices within not only the Carrapateena province but also the wider Gawler Craton.

Cannington is a Broken Hill type deposit discovered by BHP Minerals, now BHP Billiton, in 1990. The deposit is located south east of Cloncurry, Queensland, Australia. The deposit occurs in the Eastern succession of the Mount Isa Inlier within the Soldiers Cap Group. The mineralisation is interpreted to be confined to two limbs of a synform wrapped around a core amphibolite. The silver, lead and zinc mineralisation is zoned within silicic and mafic units. There is a strong association between silver and lead. The combination of mafic and silicic zoning, differing relative grades of silver, lead, zinc and iron, the relative position of the mineralisation on the synform limbs and differing metallurgical performances have resulted in the identification of ten different ore types, four of which are currently extracted. Ordinary Kriging (OK) is used as the resource estimation methodology for the silver, lead and zinc mineralisation. This modelling approach has performed quite well for resource reporting and long term mine planning. However the limitations of this modelling technique to adequately provide information on a local stope scale has lead to the geological staff to consider alternatives to this approach. Limitations of the current modelling method apply to both the geometry of the orebodies and the grade variability. Since early-2000 the Cannington geologists have been experimenting with modelling both the distribution of the mineralisation types using Probability Field conditional simulation (PF) and the distribution of grade using Sequential Gaussian Simulation (SGS). This approach to local modelling of mineralisation type and metal grades using conditional simulation (CS) has undergone a full evaluation by comparing grades estimated for stopes using both the (OK) resource model and conditional simulation (CS) models. The mine planning staff have used the CS derived models, and have found improvements in grade predictions over the currently utilised Ordinary Kriging û derived resource model.

Infrared spectroscopy has the ability to accurately measure mineralogy of drill cores, allowing for better spatial characterisation of iron ore deposits and potentially improving the prediction of key mining and processing parameters at the deposit scale. BHP Billiton Iron Ore is using infrared spectroscopic drill core logging to provide fast and accurate mineralogy for diamond cores and reverse circulation (RC) samples.Mineralogy can be predicted from infrared spectroscopic drill core data with errors on estimates ranging from six to 12 weight per cent. The error on the clay estimates is significantly lower than for hematite and goethite content estimates. This manuscript presents the results from a study on a bedded iron ore deposit, hosted in the Brockman iron formation, for which infrared spectroscopic data were collected on all of the diamond and RC drilling. Achieving quick underground access after the completion of an open pit mine can be critical to maintaining project value and ensuring regular ore feed to the mill. This paper outlines the design and construction for two portals in an active open pit to commence underground development quickly whilst installing appropriate ground control to maintain long term access in an uncertain setting. Implementation of the portal designs was complicated by the change in underground design from hangingwall access to footwall access late in the life of the open pit due to preferable ground conditions. The portal locations did not have easy access for ground support installation integrated into the pit design due to the timing of the underground design changes. Practical implementation of the ground support systems subsequently became a key part of the project. Intact rock strength, rock mass characteristics, gradational weathering / alteration profile and structural information were modelled against pit displacement monitoring as the basis from which the portals were located and ground support schemes designed. Conditions around one of the portals necessitated numerical modelling to estimate the appropriate level of ground control for long term stability. The design was completed whilst the open pit was actively on-going and the portal areas not entirely exposed. The rock mass assessment and analysis for the two portals indicated different ground support scheme capacities would be required. The expected level of control for one of the portals also necessitated the use of monitoring with extensometers and load cells to ensure the rock mass response and ground support scheme performed as planned. Construction of the portals demonstrates the benefit of a considered design process, a plan which allows practical installation of ground support schemes where access is limited, the benefit of ongoing monitoring to ensure performance remains within design limits and the challenges involved working within an active pit with limited floor space.

Seismic systems are a tool for the monitoring and forecasting the rock mass response to excavation. Common issues encountered at mine site audits and reviews are: how to design an effective seismic system, implementation of the design, interpretation of seismic source results and understanding the reliability of the seismic source. These issues are often a function of several items including: • Experience of site personnel in undertaking seismic system design. • Personnel not envisioning multiple phases of system expansion to understand system robustness issues. • System design/expansion occurring in response to damaging seismic activity rather than planned expansion of a system • The mine access development is often localised in comparison to the total orebody being mined hence, planning sensors in longholes in advance of development rather than in short holes close to development will improve the three-dimensional aspect of the network. • Limited site processing of the seismic event data, hence engineers do not see the uncertainty associated with event location, size, source and system layout. Mine site users require a framework to appreciate the challenges and limitations in locating large events. For example, event locations are given as precise measurements (to the nearest centimetre) whereas the volume of deformation resulting in the event often has dimensions of tens of metres or more (as defined by the source radius). A stronger awareness of the uncertainty of rock mass yield within large seismic sources will assist site users in the interpretation of rock mass damage. The encountered design and implementation errors are reviewed and discussed with a practical set of rules presented to provide a robust seismic system that provides consistent results and increases the user’s understanding of uncertainty in source location and size. The authors’ experience across multiple mine sites, seismic systems and damaging seismic events over a 30 year period has been summarised into practical rules for site personnel of all experience levels.

Resurgence in Au exploration during the past decade has been characterised by a considerable emphasis and dependence on geochemical procedures. This has been made possible, firstly, by marked improvements in analytical sensitivity over those previously available and secondly, of particular importance to exploration in Australia, by a better understanding of the distribution of Au in the regolith, which has led to the optimisation of sample media. These developments have given exploration companies the ability to seek and detect subtle and widespread geochemical signatures of concealed Au mineralisation and provided an enhanced capability to interpret the data. As a consequence, several new discoveries have been made, even in areas that have been intensively explored in the past. In the deeply weathered Yilgarn Craton (WA), and in equivalent areas elsewhere in Australia and overseas, Au has accumulated in the upper lateritic gravels and duricrusts of the regolith, probably during humid climatic periods in the Tertiary. The laterites may not only be Au ores in themselves, but research by CSIRO and CRC LEME has shown them to be very important sample media, (eg Anand and Smith, 1992). In many areas, however, the laterite has been eroded and hence is unavailable as a sample medium and chemical modification under more and conditions since the Tertiary has leached Au from the upper saprolite. This has greatly increased the difficulties of exploration, particularly where reliance was placed on sampling between 2 and 15 m of the surface. Further research, however, has demonstrated that, despite this leaching, recent remobilisation of An has caused it to concentrate in a specific soil component, pedogenic carbonate, usually in the top I - 2 m, thereby giving surface expression even to mineralisation that is concealed by over 20 in of leached overburden. Secondary carbonates, commonly referred to as calcrete, may precipitate as calcite and/or dolomite in regoliths where the average annual rainfall is less than about 600 mm. Pedogenic carbonates are those that form in unsaturated (vadose) soil horizons. They are widely distributed in the Gawler and Yilgarn Cratons. In the Yilgarn Craton south of about 30¦S ('the Menzies Line'), they are seemingly more abundant over more basic rocks and towards the south east (Figure 1). In contrast, groundwater calcretes form in saturated (phreatic) environments, typically in the axes of major drainages north of the Menzies Line. These are known to accumulate economically-significant grades of U but not, apparently, An.

IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.
