The face of project evaluation is changing continuously, making it ever more critical to get a clear understanding upfront of the objectives, decision-making processes and criteria of the project proponents. Requirements are usually significantly different for emerging æjuniorsÆ compared with long established major mining houses and companies in developing countries compared with western companies. Requirements are also different for different types of evaluations, such as due diligence studies compared with feasibility studies of æownedÆ projects and there are often key misunderstandings around the use of the term æbankableÆ. Further, it has become increasingly important with increasingly remote and lower quality resources to understand risk relativities such as infrastructure compared with the core processing facilities. This has also driven the need for more trade-off studies to determine the best balance between critical issues, such as optimisation of the interface between mine and processing plant, capital versus operating cost and automation versus labour. In every project evaluation, it is also critical to consider emerging trends and changing requirements and standards such as sustainability and community interface. Finally, the inescapable drive to reduce time to market has driven changes such as increased use of more standardised designs and innovative approaches to the transition from project development to execution. This paper begins with a brief review of the different objectives and risks of each project development stage to establish a framework for subsequent discussion of the different requirements of different types of companies in different locations, different types of evaluations and different types of projects and project components. This is followed by a review of changing requirements and standards and some innovative developments in sustainability and community interface are presented. Finally, the paper outlines a number of developments in the area of operational readiness planning that focus on minimising the time to achieve maximum return on investment.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. Although geophysical methods of prospecting have proved indispensable in the search or oil deposits elsewhere; it is only 'in recent years that they have been used to any significant extent in Australia. The increase in their use has been quite remarkable over the past two or three years, due in Sao small measure to the encouragement given by means of Commonwealth subsidy. There is no doubt that the use of' geophysical methods will coxi-tinue to increase and this increase could be greatly accelerated as and when oil is discovered in commercial quantities,This review of their use A in Australia and the remarks and statistics are confined to work on the mainland. There has been, a substantial amount of geophysical work in Papua, but as operating conditions are so very different to the mainland Papua has been regarded as a separate province.

A stibnite concentrate from Golden Spec (WA) was subjected to a series of tests involving high pressure cyanidation and pressure oxidation followed by conventional cyanidation. The concentrate, whose gold content was 18.1 g/t, yielded only eight per cent of the gold when leached directly by a standard 24-hour cyanidation test. The recovery was increased to only 15 per cent when pressure cyanided under the following conditions: ambient temperature, 2000 kPa oxygen pressure, two hour retention time and 30 per cent w/w solids pulp density. This poor response to pressure cyanidation emphasised the refractoriness of the material. Evidence of the fine distribution of the gold through the concentrate, from measurements of the particle sizing distribution and the gold analyses of the individual fractions, also suggested that this concentrate was highly refractory. Pressure oxidation of the concentrate at elevated temperatures followed by cyanidation yielded recoveries as high as 94 per cent. However a preoxidation treatment under the following conditions was necessary: 230¦C, 2000 kPa oxygen pressure for a period of four hours.

The report by Baker (1958, p. 27) of krennerite in contact with gold in a specimen from the 2500 ft level, Phantom South lode, Great Boulder mine, Kalgoorlie, led the writer to look into this further, since Cabri (1965) reported that the assemblage krennerite-gold was unstable between 238° and 356° C, and possibly down to room temperature.Dr. G. Baker very generously provided the writer with two chips from the same rock specimen (No. 14 as labelled from the mine) in which the krennerite gold assemblage was reported to occur. These were examined by polished section and x-ray diffraction techniques and returned to the classified collection of the Mineragraphic Investigations Section of CSIRO.One specimen, showing visible gold, was examined optically with a binocular microscope and telluride material was twice removed from contact with the gold for x-ray diffraction. Adaptive optimisation is the adjustment of operating conditions to maintain optimum process performance as the feed quality varies. This strategy has the potential to be economic- ally better than the maintenance of a constant optimum performance with a blended feed. Application of the strategy is hindered by practical difficulties and economic risks. A computer simulation of leaching processes has been used to identify ore-process systems which have the greatest potential benefits from adaptive optimisation. They are systems with low value feed materials and a broad distribution of reactivities, in pro- cesses which are sensitive to the operating variable that is being manipulated (e.g. residence time). Improvements of up to 13% in throughput and 5% in the economic operating margin can be achieved. The results are sen- sitive to the precise model which is used for the process kinetics. It seems that the kinetics of the last few per cent to react are particularly relevant. A realistic situation has been identified where a synergistic inter- action occurs in blended feeds which makes adaptive optimisation disadvantageous.

"This paper details the many improvements possible in narrow vein mining from the use of treated mining/milling waste as mine fill. Such fill can be: treated mill tailing, cemented or uncemented; development muck, treated or untreated, cemented or uncemented; andsome combination of these materials, or surface sands/gravels. Treatments involved may be both physical (optimisation of particle size gradings) and chemical (neutralision of potentially harmful milling chemicals).Potential benefits include a reduction in: back stress; vein closure; alternate ground support requirements; mining dilution; potential for surface subsidence; and extent of surface disposal of mining/milling waste, resulting in reduced environmental impact. Over the last ten years at Risdon, zinc production capacity has almost doubled. This has resulted in modifications, many of which have affected zinc deposition operating conditions in the cells. Some of these changes appeared to have affected average current efficiency to such an extent that a special investigation was initiated, using multiple regression analysis to assess historic cell unit operating para- meters. The study highlighted the importance of certain parameters in maintaining maximum current efficiency for zinc deposition from !Risdon purified solutions under conditions of !changing current density, acidity and zinc con- centrations. Maximum current efficiency was obtained only within a zinc to acid ratio in cell electrolyte of 0.45 - 0.55 and a residual zinc concentration greater than 48 g.1-1, irrespective of actual zinc concentration or The investigation also established: ieters giving minimum power consumption at termined current density; the effect of ntration changes in common impurities on nt efficiency; the existence of high s of some impurities in solids precipit- in the cells and pure solution tanks.

A hydrometallurgical process was developed for recovery of copper from copper-lead matte formed as an intermediate product at the BHAS lead smelter at Port Pirie. A plant utilizing this process was commissioned in 1984. The leach step involves oxidation of the copper-lead matte in an oxygenated acidic chloride-sulphate leachant. The results of laboratory scale testwork from which the chemistry of leaching was deduced, are presented in this paper. The rate of recovery of copper to solution from copper-lead matte depends largely_on the availability of oxygen to the sulphide surface. The optimum leach temperature is approximately 85¦C. Free acid must be supplied according to the stoichiometry of the leach reaction: Cu1.91 S + PbS + 2.91 H2SO4 + 1.455 02 = 1.91 Cu2+ + 1.91 SOj- + PbSO4(s) + 2.91 H2O + S¦ The grind size of the matte is of minor significance. Chloride concentration in leachant should be at or above a minimum of 10.0 g/l. Chloride acts to complex cuprous ions formed during leaching.

A probabilistic approach is proposed for updating open pit slope sta- bility based on successful performance. The suggested approach is developed within the framework of Bayesian probability theory. In seeking solutions to geomechanics problems consideration must be given to inher- ent variability of shear strength parameters and to the errors in the esti- mation of these parameters. The latter can be significant and may lead to consistent overestimation or underestimation of the values derived from site investigation and testing. Conventional deterministic methods of slope stability analysis do not allow systematic modelling of uncertainties in applied loads or in shear strength parameters. Within a probabilistic framework indicators of stability may be calculated, e.g., the reliability index and the probability of failure. Based on observation of slope per- formance at any given stage of a project, the mean or the standard devi- ation (or both) of a shear strength parameter may be updated. Consequently the indicators of stability can also be updated. The appli- cation of such an approach is demonstrated by an illustrative example.

The Amacan Copper Project was constructed in the Philippines by a Finnish-Filipino Consortium during the years 1979 - 1982. The project involved a turnkey contract for a mine and a concentrator to process 25 000 tonne per day of porphy- ritic copper ore at a grade of 0.45% Cu. The orebody is located on Mindanao, the southernmost island of the Philippines, in rugged, mountainous terrain approximately 1 000 m above sea level. The adopted design principle was based on an efficient, straightforward installation utilising a minimum number of items of equipment each with high unit capacities. The consortium faced many problems which resulted in lengthy delays in construction and finally led to the client taking over responsibility for the completion of the project. The concentrator was successfully commissioned in July 1982.

Jaspilites and underlying basalt contacts of the Archaean volcano- sedimentary Grpo Parß Group, Carajßs, host giant iron mineralisation in the ~100-km long, E-W trending Carajßs fold. Preliminary, unpublished geochronological data point to a Palaeoproterozoic mineralisation event. Geochemically, jaspilites are typical volcanogenic banded iron formations. Basalts exhibit evidence of spilitic seawater interaction. Iron-associated hydrothermal alteration of mafic rocks was induced by fluid infiltration in amygdales, with development of chlorite- and hematite-dominated zones. In the case of jaspilites, iron mineralisation encompasses: partial replacement of jaspilitic microcrystalline hematite by blasts of martitic magnetite; jasper recrystallisation, producing fine-grained, hematite-free granoblastic quartz; martite recrystallisation, forming lobate¦subhedral hematite; pervasive porosity development by quartz-chert leaching; incipient cavity filling by microlamellar hematite; and advanced filling by coarser, euhedral and comb-textured, tabular- shaped hematite.Peak hydrothermal ore textures indicate typical epithermal-crust conditions, supported by preliminary fluid-inclusion calculations at 160 - 200¦C. Such temperatures and extreme fluid-to-rock ratios during alteration must have exceeded the ambient metamorphic conditions, with the infiltrating fluid relatively hot and capable of leaching SiO2. Therefore, mineralisation developed over exhumed, Archaean, brittly deformed rocks, with mineral associations representative of very low- to low-grade metamorphism. Considering that chlorite (¦talc) abounds in mafic rocks; hydrothermal albite is developed; dolomite fills veins and vugs; the typical rare-earth-element (REE) pattern of jaspilites is significantly modified in higher-grade hard hematite ores (higher LREE); pyrite, copper sulfide minerals and rare gold occur in association with carbonate-quartz-rich alteration zones, it is suggested that an alkaline, H2O-Fe-CO2 mineralising fluid dominated, also containing species like S¦Cu¦Au. Peak-mineralising conditions are likely to have resulted from a single, evolving fluid, via incipient- through advanced-stage alteration phases. The porous, high-grade soft hematite-type ore (SH), rich in microlamellar and anhedral hematite, must have derived from interaction with this relatively hot SiO2-leaching fluid, whereas the high-grade massive hard hematite-type ore (MH) developed due to closer fluid-rock temperature equilibrium conditions, attained by mineral reactions, with relative increase in the Fe/Σcations ratios allowing the precipitation of subhedral-tabular hematite that partially cements the soft-hematite ore. SH and MH hematite ore types must thus reflect intermediate and high fluid:rock ratios, respectively. Since the N5 deposit is to date understood to contain the largest amount of the MH ore, its units are interpreted as the loci of the highest fluid:rock ratios in the district. Preliminary mineralogical information regarding the S11 deposit of the Serra Sul (south range) implies higher-temperature conditions. The near-equant grain size and the granoblastic intergrain relationship, coupled with the presence of riebeckite, augitic pyroxene and garnet, suggest hornfels textures. The data collected, though still relatively sparse, permit the speculation that the immense driving force for the Carajßs world-class iron deposits was a relatively shallow, igneous-related hydrothermal system. If such a model is correct, then the Carajßs Palaeoproterozoic iron deposits could represent an end-member of the iron oxide-copper-gold hydrothermal system in the province.

Agglomeration Drum Selection and Design A model has been developed by for drum agglomeration which allows selection of geometry and power input. Specific aspects considered are: calculation of total operating volume, solids residence time based on drum geometry and operating parameters, selection of the drum aspect ratio, selection of proportion of critical speed, calculation of rotating power requirements. The model uses solids total residence time to calculate the required operating volume. The burden density is calculated from the solids bulk density, agglomerate packing and the fluid density. Power is calculated using a modified Liddell and Moys correlation for burden position and shape, and the operating drum speed. A further power allowance is made to allow for accretion drop off during drum rotation. Results from the model (especially power and per cent operating fill) have been verified from industrial installations of significant size. Predicted and observed power draws are within five per cent when burden slip and bypassing are not significant. When these are significant (at fills above 15 per cent) the actual power draw will be less than the model prediction. Under these circumstances the quality of the agglomerates will be poor.

Overburden removal, mining and reclamation are now accepted as the basic operational steps involved in the winning of coal by open cut methods. To attain the lowest operational cost, the recontouring and revegetation of spoilpiles must be planned concurrently with the planning of overburden removal and mining. The earthworks associated with reclamation work on spoilpiles often account for 75 - 90 per cent of total reclamation costs. Experience at Callide Mine has shown that the way that spoilpiles are contoured does influence water retention and can reduce erosion from rainfall run-off. However, provided the recontoured slopes meet'Mines Department specifications, the quality of reclamation work is judged not by the quality of the earthworks but by the plant regrowth on the reshaped surface. Thus it is the quality of the revegetation which is of prime importance. For vegetation to be successful, time must be spent on planned research into methods of overcoming plant nutrient deficiencies and selection of suitable grass and tree species. For hot mines, the use of mechanical refrigeration machines has become an essential feature of ventilation and cooling systems. Over the last 30 years, considerable effort has been made in developing refrigeration strategies and equipment to provide cooling that is cost-effective, reliable and energy efficient. In addition to these general design requirements it is necessary to take into account project specific factors such as long term mine cooling needs, operating strategy and installation time. This paper examines a number of actual mine cooling installations which illustrate how these features have influenced the design and installations. For many mines, it is known how the cooling requirements will increase as the mine develops, based on the life of mine plan. The design of the cooling installation must cater for both short- and long-term needs. The initial installation (to meet short-term requirements) must form an integral part of the ultimate cooling installation and as additional equipment and refrigeration machines are installed, it is necessary to ensure that the system remains cost-effective, reliable and energy efficient at all stages. For many mines, refrigeration machines are installed on surface and either operated near-continuously, or for the summer months only. Different maintenance strategies and policies with regard to standby equipment are highlighted for three mine installations. In spite of developments in cooling strategy, the cost of providing refrigeration remains expensive and many mines delay the introduction of refrigeration, as long as possible. When it is finally accepted that refrigeration is absolutely necessary, it is frequently necessary to æfast trackÆ the installation. To minimise site erection time and meet installation deadlines, factory pre-assembly and standardised modular equipment are widely used.

Bougainville's copper mine is located on the west slope of the Crown Prince Range on Bougainville. A high grade copper concentrate is produced for sale to overseas customers. Production planning which was originally based on pilot plant data has developed progressively since commissioning of the concentrator in 1972. Pilot plant data and mine sampling have been supplanted by the correlation of concentrator performance with ore sources, as the basis for short term planning. The influence of accurate sampling is reflected in 1. hourly shift control, 2. the daily milling statement, 3. the prediction of the characteristics of ore from various mine locations, 4. production reconciliation, and 5. the control of copper losses. The mechanical and electrical failures of the original sampling system emphasized the need for a reliable, automatic sampling facility. The development of a pneumatic drive mechanism, which has now been fully field tested, was undertaken.

Life cycle assessment (LCA) provides an internationally standardised framework for estimating the environmental impacts associated with products or services (International Organisation for Standardisation, 2006). A particular strength of LCA is the ability to consider indirect impacts that occur at different stages of a product’s life (eg raw material acquisition, manufacture, use, disposal or recycling) and through its supply chain (Figure 1). A wide variety of impact categories are able to be considered by LCA, such as the potential contribution to global warming, ozone depletion, marine eco-toxicity or freshwater eutrophication.CSIRO has a long history of using LCA to compare the environmental impacts associated with alternative mining, mineral processing and metal production technologies (Haque and Norgate, 2014; Norgate and Haque, 2012, 2013). The adsorption mechanism of three different O,OÆ-di-alkyl-dithiophosphate (dtp) collectors, K[S2P(OR)2] with R = Et, i-Bu and i-Amyl, on the surface of synthetic chalcocite (Cu2S) was studied by means of solid-state 31P CP/MAS NMR spectroscopy. The morphology changes on the conditioned Cu2S surfaces, in the collector concentration range 0.1 - 10 mM, were also monitored with scanning electron microscope (SEM). In order to assign Cu(I)-dtp species on the surface of Cu2S, the corresponding bulk Cu(I)-dtp compounds, which are clusters of the monovalent copper containing either Cu6(antiprismatic) or Cu8(cubic) cores, were synthesised, and characterised by means of solid-state 31P CP/MAS and static 65Cu NMR. Further investigations on the crystal habits of the bulk systems were carried out by powder x-ray diffraction and SEM. A comparative analysis of the 31P chemical shift and chemical shift anisotropy (CSA) data estimated from the experimental NMR spectra of the polycrystalline bulk Cu(I) dialkyldithiophosphate complexes was used for assigning the 31P resonance lines in the NMR spectra of the collector treated Cu2S powder samples. The species formed on the synthetic Cu2S surfaces were assigned to polycrystalline phases of: Cu6L6 with L = Et2dtpû, Cu6L6 and Cu8L6(S) with L = i-Bu2dtpû, and Cu8L6(S) with L = i-Amyl2dtpû. A heterophase autocatalytic step process of both formation and growth of solid CuxLy (L = R2dtp, x = 6 or 8 and y = 6) complexes on the collector treated Cu2S surface is proposed. A possible role of the oxidised form of dithiophosphate collectors, bis[di-alkyl-thiophosphoryl]-disulfane (disulfide), is discussed in terms of a specific self-redox reaction. The second order quadrupolar lineshapes in 65Cu NMR spectra were simulated and the interaction parameters, CQ and hQ, for the bulk dialkyldithiophosphato-copper(I) complexes were obtained.

Glencore Coal Assets Australia (GCAA) operates five coalmines in Queensland and has rehabilitated thousands of hectares of mined land across these sites. Accordingly, GCAA seeks to continually improve rehabilitation outcomes over time and work towards progressive rehabilitation sign-off. The ultimate test of rehabilitation success is the attainment of an agreed land-use target, whether for biodiversity conservation or some type of agricultural production, and the ability of the rehabilitated landscape to resist degradation and retain desired functions (eg biodiversity protection or grazing productivity). However, success must be based on documented evidence that can demonstrate adequate progress towards rehabilitation targets and is assessed at appropriate intervals. To assist this task, a stepwise decision guide for the GCAA monitoring program was developed to ensure consistent monitoring data is collected across the range of sites. This presentation will discuss some of the processes that were followed to allow GCAA to identify appropriate metrics to assess rehabilitation success efficiently over thousands of hectares.CITATION:Erskine, P, Fletcher, A and Swart, P, 2016.
