Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

This paper reviews some of the factors thought to control the formation of supergene gold in the Pacific and its Rim. Discussion of these should lead to reassessment of the economic potential of many areas. In several parts of the world many gold-bearing veins display rich gold values only in the oxidized zone, whereas beneath the present (or ancient) watertable the unaltered vein commonly holds only sub-economic refractory low grade sulphides or arsenides. In the Eastern Highlands of Australia some of the most spectacular concentrations of - gold have been found at shallow depths. For example, Harper (1918) describes the Canton mine in New South Wales which was stoped over a length of 180 metres from the 45 metre level to the surface. The reef yielded gold at 300 g/t in the upper levels, but became gradually poorer at depth. Present geologists of N.S.W. Geol. Survey, G.R. Mcllveen and B.P.J. Stevens, believe that many similar Australian enrichments were formed between the surface and its ancient water table level during the extended period of weathering in the Eocene or pre-Eocene. They concede, however, that further supergene movement of gold may have occurred since the early Tertiary. Large quantities of Mesozoic supergene gold of extreme fineness (Au 99.7%, Cu +òFe 0.3%; Leibius 1885) was found at Mt. Morgan near the Tropic of Capricorn in Queensland. Lower Jurassic sediments cover part of the gossan in a small depression caused by oxidation and collapse of the Main Pipe, thus showing that the supergene gold is pre-Lower Jurassic (Cornelius, 1968). Because the Lower Jurassic landscape around Mt. Morgan was mature with a surface slope of less than 10 (Playford and Cornelius, 1967), erosion would have been very slow. Moreover, once all sulphides had been removed from the ore body the Lower Jurassic environment would have reverted from highly acid to alkaline as it is at present. Accordingly, gold, goethite and 1. The Golden Blocks Goldfield is located in the Slaty Creek area,North West Nelson, about 20 km west of Collingwood. Alluvial gold was discovered in Slaty Creek in 1861. Gold was mined from quartz veins up to 1.5 m thick at nine mines from the 1890s until the closure of the Aorangi Mine in 1911. Total production from the Golden Blocks Goldfield is estimated at 46 000 ounces of gold. The Aorangi Mine was the largest mine, with a recorded production of 27 978 ounces of gold at an average grade of 36 g/t. Quartz veins containing gold and sparse sulphide mineralisation occur in a slightly metamorphosed, complexly deformed over-turned sequence of Lower Ordovician sandstones and shales. Primary gold mineralisation is associated with intensely deformed zones that occur near or at carbonaceous shale and sandstone contacts. Some eighty-five percent of all gold production (39 000 ounces) came from four mines confined to the stratigraphically lowest, most widespread shale unit. The quartz veins exhibit textures consistent with a hydraulic fracturing mode of vein formation with fissure infill vein types predominating over replacement textures. Stylolites of carbonaceous material and recrystallization features within the veins suggest multiple phases of deformation. The lack of wall rock alteration, and low primary fluid inclusion temperatures of 200¦ - 265¦ indicate that the ore fluids were associated with a low temperature epithermal system. A model consistent with similar mineralisation styles observed in Ordovician sediments from Pacific Rim occurrences is presented. The high grades (up to 100 g/t) mined from the upper levels of several mines suggests supergene enrichment processes associated with the Upper Cretaceous weathering surface. The Golden Blocks Goldfield has had no modern exploration. The most recent exploration was undertaken in the early 1980s. There are known acid intrusives in the area, with potential for the application of new models of intrusive-related gold mineralisation.

Alkali feldspar meggacrysts are commonly found (with aluminous clinopyroxene, kaersutitic amphibole, titanomagnetite, ilmenite and apatite, and more rarely with zircon and corundum) in alkalic basalts and their derivatives as discrete crystals and fragments. They are commonly euhedral or subhedral and may be up to 15 cm in size. Their occurrence has been reported from many localities around the world, e.g., Africa, Antarctica, eastern Australia, eastern China, East Fife (Scotland), Eifel (Germany), Massif Central (France), Mongolia, New Zealand, New Mexico (USA) and Siberia (USSR). These megacrysts are relatively homogeneous and belong to the Na-rich anorthoclase group, although Kutolin and Frolova (1970) called them sanidine due to their monoclinic nature. The majority of megacrysts have a molar orthoclase content (Or%) between 20 and 30 (Fig.1). These anorthoclase megacrysts possess a high degree of disorder, with the structural state belonging to the high albite-high sanidine series (Hoffer and Hoffer, 1973; Chapman, 1976).Published interpretations of the origin of anorthoclase megacrysts fall into the following two categories: either (1) Anorthoclase together with the associated pyroxene and amphibole crystallized from basaltic magmas as phenocrysts (cumulate phases) at high pressure and the present host basaltic rocks are the parent magmas for the anorthoclase megacrysts (Binns,l969; Binns et al. 1970; Kutolin and Frolova, 1970; Hoffer and Hoffer, 1973; Laughlin et al. 1974); or (2) Anorthoclase probably crystallized from a more evolved liquid at relatively lower pressure and was then picked up and carried to the surface by a later

Predicting the physical characteristics of various ore types has for long been a difficult problem during mining. Grade control practices tend to concentrate on the chemical grade of the ore. Estimation of physical characteristics such as beneficiation behaviour is commonly limited to the simplistic application of historical averages. Large amounts of geochemical data are often gathered during the exploration and mining stages of a project, especially in ferrous and base metal deposits. In addition to the elements of principal economic interest, samples are often analysed for suites of gangue constituents to determine whether the mineralisation lies within target specifications. This multi-element data is often put to no other use than this simple chemical classification, yet it may present the geologist or metallurgist with valuable insights into the mineral content and physical characteristics of the deposit. Normative mineral estimates have been used as a method for characterising igneous rocks for almost 100 years. The method establishes and applies a set of sequential rules, by which the chemical components of a sample are assigned to mineral components. Provided that it is possible to make some realistic assumptions about the mineral species likely to be present in a rock unit or deposit and their paragenesis, this approach can be extended to a variety of mineral deposits. The geochemical data that are routinely collected when, for example, drilling iron ore and base metal deposits, can be used to derive estimates of normative mineral content. These estimates can be used to characterise physical or metallurgical aspects of the ore, such as density, beneficiation behaviour and metal recovery. This paper examines the application of normative mineral estimates to a variety of practical resource characterisation problems. The potential for predicting the lump and fines proportions of iron and manganese ores is also discussed.

The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. The goal of this project has been to digitise and use drill parameter data from rotary drilling (measurement while drilling; MWD) for a more effective planning of the blasting process in surface mines. A more accurate and reliable digital drilling and automatic hardness identification technology was developed, which includes both a hardware and software system. In the aspect of hardware, we designed a positioning, navigation and hardness perception terminal system which consists of a global positioning system original equipment manufacturer board, programmable logic controller and sensors of measuring major parameters, and a wireless data transmission system which combines digital blasting platform and wireless transmission facilities. In the aspect of software, we developed the navigation software of locating blastholes using LabVIEW and C++, and the blasthole design software using AutoCAD ActiveX (C#) technologies. Draw control at Premier Mine is considered important to avoid conditions of isolated draw, which results in early waste ingress, compaction of the kimberlite ore and loss of ore reserves. The Premier Mine kimberlite pipe is unique in that the pipe is cut at a depth of 400 metres below surface by a 75 metre thick gabbro sill. All cave mining at Premier is below the sill and failure to exercise good draw control could cause early ingress of gabbro waste. Gabbro causes problems in the diamond recovery plant and the amount of gabbro sent to the plant needs to be closely monitored. Fortunately coarse gabbro fragments are easy to recognise in drawpoints. It was anticipated that only 85 per cent of available ore would be drawn from the blocks immediately overlain by the gabbro sill before excessive gabbro waste forced the closure of drawpoints. Data on tons drawn per drawpoint and loaded per LHD as well as the tons tipped per pass is gathered by the vehicle monitoring and control (VMAC) system and information recorded by the load-haul-dump (LHD) drivers. Draw control staff monitor drawpoints on a shift basis and record the occurrence, type and height of hang-ups. Information pertaining to the status of the drawpoint in terms of support, waste and availability is also recorded. A database has been compiled that has been used to analyse the overall pattern of draw control, the frequency of occurrence of different types of hang-ups, secondary blasting efficiencies and drawpoint and LHD productivity. The gabbro sill has provided a unique marker horizon that has allowed the arrival of rock from a level 100 metres above the production level to be recognised. Data shows that ore migrates extensively towards groups of drawpoints that are heavily drawn with many drawpoints more than 100 per cent drawn before gabbro waste was recognised. This indicates that an accurate mixing algorithm is essential for good draw control. Data on tons drawn, drawpoint availability, productivity and the occurrence of various types of hang-ups has allowed better control of the mining operation and provided data for planning future caves. In the BA5 mining block a drawpoint spacing of 22 metres, horizontally across the major apex, has still allowed drawpoints to be pulled to waste with no loss of ore. In the BB1E mining block the drawpoint spacing has been increased to 23 metres and no problems have been experienced to-date. Future initiatives centre on improving the data gathering integrity of the vehicle monitoring and control system and a linear programme that will optimise draw control and productivity.

I lamata is within the Morobe Goldfield (7¦ 25' S, 146¦ 39' E) on the Wau (SB 55-14),1:250,000 scale map sheet (Fig 1). The deposit is 13 km SW of Wau, within the headwaters of the Upper Watut River, at an average elevation of 2000 m. The steep mountainous terrain is covered by dense tropical rainforest and access is by helicopter or by foot track. The deposit has been described previously by Wells and Young (1991) and 1)enwer. Leach and Mowat (1995). Data collected to late 1996 have been used to estimate an Inferred Resource of 9.2 Mt at 3.1 g/t gold using a cutoff of 0.5 g/t. This contains a high grade portion for which an Inferred Resource of 1.2 Mt at 9.7 grt gold has been estimated using a 5.0 g/t cutoff.

A range of explosives has been specifically developed for soft ground blasting. These explosives can be used in both wet and dry blasting conditions, range in density from 0.3 - 1.2 g/cc and range in VoD from 2 - 4.5 km/s. This range of explosives has the potential to be tailored to ground type and is predicted to be suitable for a variety of applications which include: blasting in soft to medium overburden, coal blasting, wall control, and low vibration blasting. Trials have been conducted in several applications with encouraging results. Several cast/throw blasts have been conducted with these products partially replacing either ANFO or Heavy ANFO. The results from the blast have been equivalent in cast (per cent) and at reduced cost per unit volume. These products have also been used in presplit blasting and have again achieved equivalent or better results when compared to conventional presplit blasting at a lower cost per unit volume. This product has also been used in a vibration sensitive area replacing traditional explosive products, and generating excellent fragmentation and digging whilst maintaining vibration limits. This new range of products, NOVALITE, has shown great potential in many applications either reducing cost per unit volume, improving wall quality or improving productivity in environmentally sensitive areas.

The ANZECC/ARMCANZ (2000) Water Quality Guidelines (the Guidelines) are the primary reference used in Australia and New Zealand for managing and regulating water quality. For most mining operations in Queensland, the environmental authority (EA – licence) incorporates the national default guideline values (GVs) for ecosystem protection as trigger levels (TLs). Exceedances of TLs ‘trigger’ further investigation and reporting. A review of the surface water compliance history at a metalliferous mine in North West Queensland identified minor exceedances of the cobalt GV as a common trigger for investigation and compliance reporting.The reliability of GVs is dependent on the availability and quality of ecotoxicology data for the relevant contaminant. The current national default GV for cobalt of 1.4 µg/L is classified as a low reliability GV due to the lack of available data at the time it was derived (ANZECC/ARMCANZ, 2000).The Guidelines are presently being revised and the toxicant GVs will be available as a set of web-based values and associated technical briefs. The new platform will enable the timely revision of existing GVs and inclusion of GVs for additional toxicants. Cobalt was considered a priority toxicant for the Guidelines’ revision, but was not included in the revision process.A preliminary review of the international literature indicated that at least 15 additional chronic cobalt toxicity studies had been published since 2000, sufficient to derive a high reliability cobalt GV using the protocols developed for the revision of the Guidelines (Batley et al, 2014; Warne et al, 2015). The Eskay Creek orebody is located in north-central British Columbia (Canada). The ore contains major gold and silver values and minor but economically significant quantities of zinc. The refractory nature of the gold necessitates a pressure oxidation pretreatment prior to cyanidation. After solid-liquid separation the oxidation solution can be treated by oxyhydrolysis for iron removal and cementation with zinc dust for noble element removal. The resulting solution, as obtained in pilot studies, contains 7 - 10 g/L Zn, 0.5 g/L Ca and 2 - 4 g/L Mg. Minor amounts of cadmium, copper and iron may also be present in the solution. Over 90 per cent recovery of zinc from Eskay Creek oxidation solutions could be obtained by four stages of zinc extraction with Cyanex 302 extractant (Cyanamid Canada Inc, Niagara Falls, Canada). Zinc was stripped from the organic with spent zinc electrolyte in two stages. A complete description of the bench scale and miniplant studies of the solvent-extraction electrowinning circuit follows. In situ coal gasification is a method of extracting a high proportion of the energy value from coal without the need for mining. In situ conversion of coal to combustible gases is achieved by drilling wells into the seam, injecting gasification agents and initiating combustion. The product gases are then extracted to surface using production wells. These gases are clean energy sources for power generation, heating or synthetic fuel production. In situ coal gasification is of particular interest with respect to its lower environmental impact, potential application to otherwise inaccessible energy resources (ie offshore, deep deposits or beneath protected lands) and low capital intensity. Practical application of this clean technology is restricted primarily by lack of satisfactory quantitative descriptions of the processes involved, in particular the hydromechanical processes.In this study, three characteristic physical zones of an in situ gasifier are identified as the rubble zone, combustion front and virgin coal zone. Coupled mechanical processes of coal consumption and overburden collapse are used to describe the permeability profile in the rubble zone. Additionally, the redistribution of overburden load associated with coal consumption is accounted for with the formulation of a stress (compressive) dependent permeability profile, which is applied to the virgin coal zone. The model was implemented into and solved by FEMLAB, an advanced computer simulation tool. The flow process, according to DarcyÆs Law, is subsequently described in terms of permeability dependent injectivity. Injectivity is an indicator of flow velocity, which has been identified as a crucial factor in determining the commercial value of product gases from in situ coal gasification. The stress alteration to coal permeability was found to have a dominating influence on the flow process. This finding implies that a greater understanding of the in situ coal burning induced deformation of surrounding rocks would be of significant value in assessing the economic viability of applying this clean technology to potential sites.

Comparison of the Proterozoic Apparent Polar Wander Path (APWP) for Australia with the corresponding geology of northern Australia suggests that a number of discrete interplate tectonic events, manifested on the APWP as bends or inflections, may have controlled sedimentary basin evolution, ore fluid production and the timing of mineralisation. Similar features in the Phanerozoic APWP for the North American plate appear to correlate with major orogenic events, basin deformation, movement and 'entrapment' of hydrocarbons and minerals. Interplate tectonic events cause intraplate deformation which in turn controls the subsidence/uplift and sedimentation histories of the basins. Interplate events are thus responsible for creating, deforming and destroying sedimentary basins and the associated petroleum and mineral systems. The basins of northern Australia show remarkable similarities in the successions of volcanic and sedimentary deposits. Unconforrnities of regional or sometimes only local extent have been mapped between the major sedimentary sequences and it is predicted that interplate tectonic events corresponding to bends or inflections on the APWP directly reflect the processes that have produced these widespread unconformities. These processes are also likely to have controlled the geometry and character of the fluid migration pathways and hence the mineralising events. Palaeomagnetic studies of Proterozoic rocks in sedimentary basins provide a tool for predicting the timing of regional mineralisation events, particularly for low-temperature mineral systems. The techniques, when coupled with systematic regional basin analysis, using petroleum exploration techniques, may identify a number of new mineral 'plays' in northern Australia. Prominent inflections in the APWP occur at approximately 1700, 1670, 1650, 1600, 1540, and 1480 Ma. Each of these may be related to a regional compressional deformation, important mineralising event, or significant change in style and type of sedimentation. Most appear to be associated with magnetic overprints. Some of the inflections between 1400 and 540 Ma may also mark significant events in the evolution of Meso- and Neoproterozoic basins. Further work is required to correlate inflections in the APWP with alteration events in order to understand their regional significance.

Many ore deposits have considerable vertical extent which is not always known at the time of commencement of mining. In many of these cases, initial mining is by opencast methods, and as ore reserves are proved to greater depths, the pits are often planned to go deeper than had been originally envisaged. In such cases, surface plants and critical underground facilities such as conveyer tunnels, access ramps, ore passes, hoisting shafts and ventilation shafts are often located much closer to the pit rim and the orebody than is desirable for the deeper mining situation. This usually raises the question of the stability of such underground excavations, which may be critical for the viable longer-term mass underground operation of the mine. In this paper the key considerations in the evaluation of the stability of the overall mining environment for ædeepened minesÆ are defined. Aspects which are dealt with are: open pit stability, shaft stability, dilution, mudrushes and airblasts, and selection of mining method. The necessary stability evaluations are put into the appropriate context by considering two case histories. Critical parameters and considerations which need to be addressed during the evaluation of excavation interaction are also discussed.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. DCF Valuations are very important to individuals and companies involved in the mining industry. Such valuations are critical to investment decisions in relation to new and existing projects. In particular they provide fundamental information to shareholders in the event of a capital raising or takeover and to financiers supporting mining companies and projects. Also, DCF Valuations are often used to support asset carrying values in the financial statements of mining companies. This paper presents a Chartered Accountant's (CA's) perspective on the main issues to be considered in preparing, analysing and relying upon DCF methods in mineral valuations and provides some practical examples relating to key issues. The paper makes the important point that DCF methods involve making assumptions about future events and circumstances that inherently contain uncertainty which results in a valuation prepared on a DCF basis providing a range of values that are not perfect or accurate. In order that DCF valuations provide meaningful information the underlying methodology used and assumptions made must be consistent, sound and well supported. Credibility of those involved in preparing mineral valuations is vital and this paper supports the adoption of sound practices by all concerned.

The City of Kalgoorlie/Boulder is situated approximately 600 kilometres to the east of Perth (Fig. 1), and is the major regional centre of the Eastern Goldfields, supporting a population of approximately 25,000. The formation of Kalgoorlie Consolidated Gold Mines in 1989 brought the existing operat- ing entities adjacent to the city under common ownership and management. The Joint Venturers forming the management company are Homestake Gold of Australia and Gold Mines of Kalgoorlie (a Normandy/Poseidon com- pany). This traditional underground mining centre has been worked since 1893, yielding 40.8 million ounces of gold from ore with an average head grade of 10 grams per tonne. Historically the heart of the operation has been the famous Golden Mile located on the Eastern perimeter of the city, in the area known as Fimiston. The other significant operations that form KCGM are the Mt Percy Open Pit and the Mt Charlotte Underground Operation. KCGM's current production is 520,000 ounces per year, with the com- bined Fimiston operations (open cut and underground) contributing 400,000 ounces. The current expansion will increase production levels by a further 150,000 ounces. Traditionally 98 per cent of gold has been sourced from underground areas, however the recent upsurge of open cut operations is rapidly overturning this historical relationship.

In cut-and-break rock excavation use is made of the fact that breaking rock in tension towards a free face requires a specific energy of excavation which is small in comparison with that required for rock excavation using conventional tools operating by a process of indentation of the rock.The process of cut-and-break excavation comprises firstly a cutting step in which a groove is cut into the rock surface, followed by a breaking phase in which a tool is inserted into the cut in order to break the rock adjacent to the cut.

Underground excavations are subjected to complex stress changes caused by nearby mining, but may also be affected by repeated dynamic loading from blasting and seismic events. In some cases, the combined, cumulative effects can lead to unforeseen damage, displacement and instability. Simulating dynamic loading of an underground excavation is a very complex task. The state of rock mass stress, damage and deformation must first be simulated sufficiently requiring small-scale structures to be explicitly modelled. Supporting elements must be represented with high similitude and then the dynamic event must be applied to the system in the case of blasts, or evolve as a consequence of rock mass instability for seismic events. A special case is for the effect of pit blasting on underground excavations - discontinuous rock phenomena at scales from mine, to bench, to pillar, to tunnel need to be captured and this represents one of the most computationally intensive tasks in mine simulation. Recent advances in computer power allow these tasks to be completed at a mine scale, incorporating discontinuities and geological detail matching the best practice for static Finite Element analyses. The results are a worthwhile contribution to mine decision-making, but require careful interpretation and thoughtful inputs - even more so than quasi-static analysis - as the cumulative effects of unfavourable modeling practices are greater. Some learnings from experiences with mine scale, discontinuum dynamic simulation are summarised, including a discussion of considerations of scale and similitude for this type of analysis.
