Mine planning includes equipment selection as a subprocess because aging equipment must be replaced to maintain or improve productivity levels. The criteria used for decision-making in mine planning and equipment selection are often inextricably linked and inherently contradictory. For example, financial wisdom demands that development, which is an expense and locks up capital, be deferred as far into the future as possible yet on the contrary technical knowledge suggests that developing well ahead of stoping is practically desirable because it generates additional geological information required to improve planning of the unmined portion of the orebody and create better operating flexibility. Consequently, mine planning professionals have to delicately balance all decision criteria when executing mine planning in order to achieve optimal mineral extraction or when selecting equipment, so that capital is optimally deployed. These two processes can therefore be characterised as belonging to the multi-criteria decision analysis (MCDA) type of problems. MCDA problems are alternatively referred to as multiple attribute decision-making (MADM) problems and belong to a broader group of problems called multi-criteria decision-making (MCDM). There is now a gradual recognition and application of MCDA techniques in the minerals industry. This paper explores the theory, current and potential application of these techniques in decision-making in the minerals industry.

Although hosted within an Ordovician magmatic arc, the Peak Hill high sulphidation system displays features typical of youngerPacific Rim high sulphidation epithermal gold deposits. Regional NW trending transfer structures are inferred to localise the magmatic source at their intersection of the NS trending arc. Fluids have migrated from the magmatic source along NW structures and thence exploited permeable horizons, which have become silicified. Alteration displays typical zonation from silicification through assemblages characterised by alunite, pyrophyllite and kaolinite and is followed by breccia/fracture controlled sulphide and gold deposition. Sinistral rotation on the NS arc has dilated NW trending fractures to produce the WNW to EW dilational fractures which host the higher grade ore. Mineral assemblages are typical of formation distal to the magmatic source in an epithermal environment. The combination of alteration and mineralisation zonation with structure provide fluid vectors which target a magmatic source to the SE of Peak Hill.

As part of BHP Iron Ore's policy and goal of achieving a high standard of environmental management within its operations, a protocol for mine closure has evolved. The need to demonstrate sound environmental management with respect to site decommissioning meant that a comprehensive, environmentally sensitive closure protocol was required. Within this framework, a four-phase protocol was developed, the first phase was the determination of objectives in relation to site rehabilitation and end land use. The second phase was the determination of the process required to achieve these objectives. The third phase was the application of this process in a site specific manner. The fourth and final phase was monitoring of the site with regard to the achievement of determined objectives. The protocol was originally developed to direct the closure and decommissioning of the Goldsworthy site in 1992. This being the first total site decommissioning for BHP Iron Ore. Since that time the protocol has been successfully utilised for the closure of the Yampi (Koolan Island) operations (in 1993/94) and the Shay Gap/Nimingarra Operations (in 1994/95).

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. The correct specification and then selection of primary or major fans for an underground mine is a critical decision not only in terms of fan capital and operating costs, but also safety and reliability which usually has a major impact on mine production. In addition, fan manufacturers may spend tens of thousands of dollars preparing proposals for a purchase enquiry for primary fans especially where they have complete responsibility for the installation (turnkey projects). There are many good reasons to thoroughly and fairly adjudicate fan tenders. Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

The problems of magnetite build-up have plagued the non-ferrous pyrometallurgical industry for many years. To better understand these problems, a study was undertaken to determine the thermodynamic variables that affect the behaviour of magnetite under different smelting conditions. Equilibration studies were performed in the nickel smelting systems of matte-gas and matte-slag(silica saturation)-gas. The relationship of thermodynamic variables such as temperature, sulphur and oxygen partial pressure and matte grade on iron and magnetite activities were calculated and the significance on smelting parameters such as metal losses and partition coefficients were defined. The experimental data from this study were employed to develop practical methods which could be used to control the build up of magnetite, as well as to obtain additional metallurgical benefits. In general, a lower sulphur partial pressure and higher temperature operation was shown to enhance the metallurgical benefits of nickel smelting by decreasing the magnetite activity. Operating in this manner can also have added benefits such as higher metal recoveries, more efficient vessel utilisation and efficiency and lower smelter emissions at equivalent or higher primary furnace matte grades.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.
