The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. Management of solid mine wastes, particularly waste rock, requires careful planning to reduce the likelihood of sulfide oxidation, and generation of acid rock drainage (ARD). Waste management strategies must focus on obtaining a thorough understanding of the environmental characteristics of future waste rock materials. In this study, a waste management strategy for characterising underground waste rock was developed at a polymetallic underground mine in western Tasmania to determine which materials were appropriate for surficial placement. The criteria for surficial placement set by the regulator were that materials had to be non-acid forming and non-metalliferous. A range of cost-effective field-based tools, mineralogical assessments and mineral chemistry techniques were used on a suite of representative drill core material to determine an appropriate waste management strategy. Ultimately, a modified geochemistry–mineralogy–texture–geometallurgy (GMTG) approach was designed, whereby geoenvironmental focused logging and simple prescreening tools such as paste pH and sulfur analyses were used at stage-one; routine acid base accounting and leachate tests at stage-two; and validation tools including X-ray diffractometry and laser ablation inductively coupled plasma-mass spectrometry (ICPMS) at stage-three. This approach should be considered for other mine sites at early and operational life-of-mine stages with similar deposit characteristics, to ensure correct screening and placement of potentially hazardous waste materials in suitable above-ground waste repositories or mined-out mine sections.CITATION:Parbhakar-Fox, A and Lottermoser, B G, 2017. Effects of DA as a Grinding Aid on Selective Grinding of Low-Grade Bauxite Effects of DA (a copolymer of acrylic acid and acrylamide) as a grinding aid on selective grinding of low-grade bauxite were investigated in this study. The addition of DA into the grinding system enhanced the selectivity of grinding and increased the A/S ratio in the coarse fraction of ground product, leading to improved throughput of grinding mills and alumina recovery. The results showed that DA decreased the viscosity of slurry significantly and hence improved grinding efficiency due to low viscosity at a high slurry concentration. Both the hydrogen bond formation and chemical adsorption existed between DA and the surface of bauxite particles. The adsorption of DA on the surface of bauxite could decrease stress needed for crack initiation and extending during grinding, prevent new-born crack surfaces from rejoining, and promote the expansion of the cracks.

The Martha Hill project operates with a nett surplus of water, due to the catchment of rainwater on the tailings dam and the requirement to de-water the open pit mine. It is necessary to discharge this surplus, treated as required, to the Ohinemuri River which flows past the process plant.   The treatment plant, adjacent to the process plant, handles all effluent from the Martha Hill operation including water pumped from the mine, excess water from the tailings decant, and seepage from the tailings dam underdrains. To-date the plant has treated and discharged over 800 000 tonnes of water.

As it is my opinion that deep alluvial mining in Victoria and in the Murray Flats in New South Wales is practically in its infancy, and considering that we, the old school of alluvial miners, who have thirty or forty years' experience to guide us, must in the natural order of things hand over the management of our mine, to the younger and less experienced' generation of miners, I thought that as our Association has been formed for the purpose of disseminating information and the exchange of ideas, a few notes on the practical working of alluvial mines might be of some service to aspirants for the position of mining manager.The greatest difficulty the alluvial miner has to contend against is the immense quantity of water contained in the drifts overlying the wash in the gutters or ancient river beds, and to cope with this water successfully and economically is the point to be aimed at by our mining managers; and if they thoroughly understand this part of their business in all its details, they will not only win kudos for themselves, but will be the means of saving large sums of money to the companies they represent, and, in many instances, will make a success of a venture which otherwise might be stopped for want of funds before it is properly proved. At the present time, although we have had over forty years' experience indraining the deep leads of the colony, I regret to say that a large amount of ignorance still prevails amongst both directors and managers.

Efficacy of Enhanced Gravity Separator in Processing Indian Iron Ore Slime The slime sample was subjected to concentration using Falcon concentrator for their enrichment. The effects of three important variables, eg bowl rotation frequency, back water flow rate and per cent solid were studied on the process performance. Increasing the rotation of the Falcon bowl, enable more material to the underflow by increasing the yield, whereas, the iron content decreases steadily with increasing the rotation of the bowl. The increase in the back water flow effectively removes the clay materials from the underflow at the expense of the yield. Similarly, increasing the per cent solid concentration in the feed produces a better product both in terms of yield and Fe content. Results show that EGS/Falcon can be used for processing Indian iron ore slime and producing pellet grade concentrate.

This paper describes a physical modelling program that recreated block cave propagation in a geotechnical centrifuge. A brief description of the design of the test along with the sample material and monitoring equipment is given. The samples tested showed caving behaviour and fragmentation distributions that one would expect from caving mines, with one cave deviating due to pre-existing major discontinuities in the sample. A series of fractures formed ahead of and parallel to the cave, implying that an extensional failure mechanism may play a larger role in cave development than previously thought. The results of acoustic emission monitoring of the tests show a seismogenic zone advancing ahead of the cave; however, the quantity and quality of the data is too limited to draw any further conclusions.CITATION:Cumming-Potvin, D, Wesseloo, J, Jacobsz, S W and Kearsley, E, 2016. A methodology for assessment and remediation of acid mine drainage (AMD) developed at the Sullivan Mine in the West Coast Region has been applied to the closed Blackball Mine, Blackball, West Coast Region. AMD from the Blackball Mine has low pH, high acidity, and elevated levels of iron, aluminium, manganese, nickel, zinc and arsenic. The AMD flows at a variable rate (36 - 101 L/s) into adjacent Ford Creek, causing an increase in acidity and trace element concentrations in the creek. To test the effectiveness of treatment with a simple limestone-based treatment system, a column leaching experiment was conducted over a nine day period. The results show effective removal of acidity, reduction in the concentrations of iron, aluminium, manganese and zinc, and production of alkalinity. To determine if this treatment method reduces the toxicity of the AMD to aquatic invertebrates, a 96 hour ecotoxicity experiment was conducted. The results show a significant decrease in mortality in the treated AMD compared to untreated. The column experiment, in conjunction with the ecotoxicity work, suggest that a passive treatment system consisting of a limestone leaching bed and an open limestone channel may be sufficient to treat the AMD from the Blackball Mine. Further work, such as large-scale treatment trials, is recommended.

The prospect of utilisation of phosphate ores which contain high P2O5 values associated with Al and Fe has produced a great deal of interest over many years. Processing options have generally been based on the utilisation of by-products which were required to offset the processing costs.   This paper presents a range of processing options which have been investigated at laboratory or technical scale on phosphate ores which predominantly consist of crandallite, CaAl3(PO4)2(OH)5.3H2O and millisite, Ca(NaK)Al6(PO4)4(OH)9.3H2O. Christmas Island (Indian Ocean) and Mt Weld (Western Australia) phosphate ores are good examples of such feedstocks. It is expected that these processes may also be applicable to such phosphate ores from other locations.

Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

A comprehensive Australia-wide survey of comminution energy consumption at copper and gold mines was presented by the authors at the 11th AusIMM Mill Operators’ Conference 2012. The database has been extended to include major overseas mines and used to benchmark comminution energy consumption across the industry. The mines included in this study now represent 15 and 24 per cent of the total global gold and copper production respectively, and almost all Australian production. The comminution energy intensity per unit of saleable metal has been presented in a graphical form similar to a cost curve used in economics. The graphical method has been developed to assess the competitive advantage that can be achieved by reducing comminution energy intensity.This benchmarking tool has been applied to three published case studies to assess its applicability. The first case study indicated that a large reduction in size-specific energy (kWh/t -75 µm) was achievable by converting standard semi-autogenous and ball mill circuits to include high pressure grinding roll and stirred mills. The second case study investigated the metal-specific energy reduction historically achieved by Bougainville with the addition of a preconcentration screening plant. The final case study was conducted by Barrick Gold Corporation and involved incremental efficiency upgrades at three of its gold mines: Cortez, Cowal and Mara North. The application of the benchmarking tool to each of these case studies successfully demonstrated the scale and competitive advantage that was achieved by reducing energy intensity.CITATION:Ballantyne, G R and Powell, M S, 2014. The application of microwave energy as a substitute for conventional heating has drawn interest from many researchers in extractive metallurgy. Microwaves have a heating effect just as many other forms of radiant energy. Microwaves are able to penetrate the substance at which they are directed and in being absorbed heat the material from the inside. As a result of heat generated in the interior of a particle, microwaves can affect the rupture of a particle (in this case a host ore) and break down the matrix of the particle (host ore) and expose the recoverable mineral to the leaching reagent. Two series of leaching experiments were carried out at temperatures above 90????C using a conventional heater (hot plate) and a modified 850 W, 2.45 Ghz microwave oven. One series of tests was carried out at ambient temperature. A pyritic/arsenopyritic gold concentrate was leached with 3.3 kg/t to 6.8 kg/t NaCN for two hours. The extraction of gold at 6.8 kg/t NaCN was higher in microwave assisted leaching (59 per cent) than the extraction obtained in leaching at conventional heating (39 per cent) and ambient temperature (28 per cent). Extraction of gold was dependent on the size fraction used and was 48 per cent for û75 ¦m, 43 per cent for û90+75 ¦m and 37 per cent for û150 + 90 ¦m size ranges.

Factors leading to the decision to use Joy Continuous Miners for pillar extraction in the Burwood Colliery are outlined. A detailed description is given of the Joy 1-CM-2 Continuous Miner, including the power supply to the machine, and the method of cutting coalfrom a face. Modifications found necessary in practice are dealt with.The Joy 10 S.C. shuttle car used in conjunction with the Miner, and alterations made to this unit, are then described, together with Ancillary units for the whole installation such as transformers, motor generator set, air compressor,_ cables for power supply and water supply for dust suppression.Special arrangements were necessary to transport the Miner and Shuttle Cars through the tunnel to the Victoria Tunnel seam, and the method of overcoming the transport difficulties is discussed. Manning of the Continuous Miner unit, and final preparation andsubsequent working of the pillars is outlined. Special attention must be given to maintenance of the machines.It is concluded that the combination of Joy Continuous Miner and Shuttle Car is an excellent method for removing pillars in the Burwood Colliery.INTRODUCTIONThis paper deals with the Burwood Colliery in the RH.P. Group in which some units are engaged in the mechanical extraction of pillars with Joy Continuous Miners.In 1941, an amendment to the Coal Mines Regulation Act of N.S.W. forbade the extraction of pillars by mechanical means unless with the express permission of the Minister for Mines. As this permission was not forthcoming, no mechanical extraction of pillars took place in Australia until 1954 As it was doubtful during most of this period whether mechanical extraction would ever come about, coal generally was won with a view to maximum extraction in the first workings, thus giving rise to centre gannon bord panels and 45° angle cut throughs as shown in Fig. 1.

MetPlant conferences have focused on ensuring mining projects are well designed then optimised to operate safely and effectively at the top end of world’s best practice to ensure shareholders are not just happy but delighted. This assumes the MetPlant was built right the first time. However, reality is, too often Plant Metallurgists (PlantMets) find after commissioning they are faced with the expensive task of correcting errors or modifying shortcomings to achieve product quality at name-plate capacity, i.e. get it right the second time. Why do companies spend good money to engineer an excellent feasibility study then allow “wise men” remote from the project team to impose cuts in budget and schedule, often under the guise of value engineering? Since mining is full of uncertainties, such actions can increase the risks of failure with the result that some MetPlants do not work well. Can PlantMets influence the remote wise men who often are also imposing the rules for lending and the required returns to appreciate the uncertainties of mining and their associated risks then let the project team get it right the first time? PlantMets can negotiate with the wise men from the outset of the project and bring them into an outer layer of the team where they can understand the risks then share responsibility and accountability to achieve the common goal of building a MetPlant which works well the first time and deliver the forecast profits. Since shareholders are not in the business to make losses they appoint a Board of Directors to deliver the best outcomes for the shareholders. Upward pressure on all mining operations is coming from the triple bottom line. To some extent this is being offset by the rise in mineral prices, but this may or may not continue. The other serious issue facing all companies is the replacement of economic reserves as exploration levels over the past decade continued to decline in line with falling mineral prices. In order to underpin the sustainability of the mining industry it is necessary to continue to reduce cost, reduce the mine environmental footprint, whilst increasing community benefit. At the same time it is imperative that we increase the economic reserves. The highest risk is in adding new mineral discoveries as the strike rate for economic discovery decreases. Gekko Systems Pty Ltd recognises that the most simple and risk averse route to increasing economic reserves is to reduce cut-off grade in the mine, thereby bringing formerly uneconomic reserves into the economic category. We have been developing a new process flow sheet which embodies the triple bottom line and the issue of economic replacement of reserves. This paper describes this flow sheet and presents four examples where this concept is/can be applied to bring about triple bottom line benefits. Sustainability can only be assured if we are the ones in control of our environment, costs and reserves.
