Edmund Gybbon SpilsbURy, mining and metallurgical engineer of international reputation, died suddenly of heart failure on May 28, 1920, in the New York Eye and Ear Infirmary, following an operation for cataract, which had been successfully performed a few days before. Mr. Spilsbury was one of the early members of the American Institute of Mining Engineers, which he joined in 1873. During all this time he contributed freely of his time and ability. He was manager of the Institute from 1885 to 1887, vice-president, 1893 and 1894, and president in 1896. He was also a member of the Engineers Club, of which he was president in 1916 and 1917, American Society of Civil Engineers, American Society of Mechanical Engineers, Institution of Mining and Metallurgy, Mining and Metallurgical Society of America, American Electrochemical Society and the Rocky Mountain Club of New York. He was a trustee of the United Engineering Society from 1916 to his death; a member of United Engineering Society Library Board from its organization in 1913 until his death, being its chairman from 1918 to January, 1920; a trustee of Engineering Foundation Board from 1916 until his death; and member of the John Fritz Medal Board of Award. He was also a member of the Division of Engineering of the National Research Council. Born in London, England, in 1845, Mr. Spilsbury went to Liege, Belgium, at an early age, where he received his preliminary education. For his technical education he attended the University of Louvain, Belgium, graduating in 1862, and later he took a practical course at Clausthal, Germany. In 1864 he became assistant engineer for the Eschweiler Zinc Co., of Stolberg, one of the largest miners and smelters of lead and zinc in the world at that time, and the next year he took charge of that company's mines and works on the Island of Sardinia. From Sardinia he went to the Atlas Mountains in Morocco. In 1867 he entered the service of McClean & Stilman, of London, and had charge of the construction of the iron gates for the Surrey Commercial Docks. In 1868 he was designing engineer with J. Casper Harkort, and had charge of most of the detail work of the Keulenberg Bridge in Holland, the Danube Bridge in Vienna, and the Rhine Bridge at Düsseldorf. In 1870 Mr. Spilsbury came to the United States to investigate the lead and zinc resources for the Austro-Belgian Metallurgical Co. After spending two years in this work, he resigned in order to practice in the United States, and he was the first to introduce the Harz system of ore

It is the purpose of this note to report the crystal-lographic data for nine new B5A compounds* having the Cu5Ca structure, with A a rare earth and B a transition element, Co, Ni or Cu. In previous papers, some magnetic data1 and preparation and crystallo-graphic data2 for other B5A compounds having the same structure have been reported. Crystallographic data for these compounds are shown in Tables I and 11. These results are in agreement with others of this series reported previously by Wernick and ~eller.' The abnormally large atomic volume of Yb metal3 is not manifested in Ni,Yb, when one compares it with the compounds reported here and the data of reference 2. This is not true for the compound YbAl,, having the cubic Laves structure (MgCuz), to be discussed in other papers.4'5 Thus, it appears that Yb has a valence of 3; i.e., the 2 s and Id electrons are lost to the conduction band.4'5 Lattice constants for four of these compounds prepared by levitation melting have been reported by Nassau, Cherry, and wallace.' SINCE the early work of Gough with Hanson and Wright,l-3 the study of fatigue has been characterized by experiments on single crystals only in recent times.9-10 Now, increasing attention is given to this aspect of fatigue research for the insight that it may provide into details of mechanism. The investigations have concentrated to a large extent on the development of deformation markings on fatigued crystals, and have shown the cracks to originate in slip bands possibly preceded or accompanied by slip-band extrusions. Experiments of special interest to the present work were conducted by paterson5 on copper crystals and involved both metallographic examination and measurement of change in flow stress. Crystals were cycled in alternating tens ion-compress ion with a constant plastic shear-strain amplitude of approximately 0.8 pct, and were particularly revealing for their demonstration of hardening with accumulated strain similar to that in unidirectional straining, through an easy-glide stage I followed by a stage II of rapid hardening; deformation was not continued beyond 40 cycles, however, so that the eventual course of the hardening curve could not be decided. For the conditions used by Paterson, surface slip markings were similar to those observed in unidirectional straining, but there were no X-ray asterisms and no deformation bands on the surface. In current thinking about the nature of fracture in fatigue, two views relative to mechanism are generally acknowledged, with the reservation that both could apply simultaneously in some measure. As one possibility, fracturing across a slip plane is regarded as a result of loss of cohesion from the creation of many point defects by dislocation movement under the cyclic loading.'' On the other hand, fracture has also been taken to follow as a consequence only of the geometry of slip at a free surface, consisting of offsets and crevices which eventually become fatigue cracks.12, l3 The work of McCammon and Rosenbergl4 showing fatigue in polycrystals at 4.2oK makes clear that any long-range diffusion of point defects is unnecessary, yet studies such as those of Forsyth and stubington15 show that accelerated diffusion may be a characteristic of deformation under fatigue loading. Interest in obtaining data of possible use for resolving such questions led to the experiments described below. Copper crystals were conveniently loaded in alternating four-point bending at constant deflection, a test condition shown to approximate a constant plastic strain amplitude for a wide range of axial orientations. The method of testing was not readily adapted to extensive study of temperature effects, but an investigation of the geometry of crack formation could simply be made by orienting,the slip direction at different angles to the surface. EXPERIMENTAL PROCEDURES Single crystals were grown by a modified Bridgman method in a stationary gradient furnace under an atmosphere of purified dry nitrogen. Purity of as-grown crystals was 99.999 pct as determined by spectrographic analysis plus vacuum fusion and gravimetric analyses for oxygen and sulfur, respectively. A yield point effect attributed to short-range ordevi?g (SRO) occurs in Cu base Al. At at 296°K varies with heat treatment, decreasing as the annealing ternperature is raised .from 433Oto 598°K. A preliminary investigation of the tensile properties of a Cu-Al single crystals showed the presence of a rather strong yield-point effect (drop in flow stress after initial yielding). The object of this research was to investigate its origin and behavior. a Cu-Al alloys are particularly interesting because diffuse X-ray scattering measurements by Davies and Cahn,' Houska and Averbach,' and Borie established the presence of short-range order. The degree of local order may be changed with heat treatment.' cottrel14 suggested that the presence of local order might result in a yield-point effect, and thus the possibility exists here for experimentally ascertaining the importance of short-range order with respect to yield points in these alloys. Since a 12 pct difference exists between the atomic sizes, elastic or Cottrell locking5 must also be considered. Further, Howie and swanne have shown that the stacking fault energy of copper is reduced by aluminum additions. The width of extended dislocations should thereby increase. hus the conditions appear attractive for Suzuki locking.' Finally, the possibility of stress-induced order at dislocations, schoeck locking,' must also be examined, EXPERIMENTAL PROCEDURE Alloys up to 14 at. pct Al were prepared by induction melting high-purity (99.999 pct) Cu and (99.996 pct) Al in a graphite boat under a dynamic vacuum of 5 X 10o mm of Hg. After homogenizing the ingots at 900°C for at least 24 hr under vacuum, they were rolled with intermediate anneals to strips 1.55 mm thick. Single crystals 10 in. long were grown by lowering strips, contained in a split graphite mold sealed in fused quartz at 5 X lo-' mm of Hg, through a single coil induction heater at a constant rate of 1/2 in. per hr. Tensile specimens 1.25 in. long were cut from the single crystal strips and reduced cross sections about 0.7 in. long and 3.0 to 3.5 mm2 in area were introduced by filing and abrading.8 To remove the worked portion about 10 pct of the cross-sectional area was removed by etching. Back-reflection Laue photographs of a filed and etched specimen were taken before and after annealing at 900°c for 24 hr. Small, well defined Laue spots were obtained with no visual difference in the two photographs. Further, specimens with and without the reduced sections began yielding at about the same stress. Hence, for our purposes, filing and abrading did not affect the structure of the specimens. Each single crystal specimen was annealed at 900° c in vacuum for at least 24 hr and furnace cooled; while cooling through the range of 250o to 200°c, the rate was about 55°C per hr. It has been one of my duties to attend to matters relating to building stone and other structural materials that have come to the U. S. Geological Survey, but for several years my principal administrative and other duties in the Section of Metalliferous Deposits have prevented me from giving structural materials the attention that they deserve. I have felt that investigations relating to structural materials should be assigned to someone else, but thus far nobody with a sufficient interest in the subject has come forward; further, the specific calls for these investigations have been so few and far between that it has not seemed practical to draft any one for the job. The general situation is such that steady and substantial progress in the application of geology to the utilization of structural materials is not likely to be made unless someone with keen interest in the subject takes the initiative. If the start is once made, I know from experience that cooperation from the more progressive members of the quarry and building industries will be readily forthcoming. Mr. Sales' suggestions are all constructive and most welcome. A thorough, detailed discussion of them might be as long as his manuscript, but could largely be summarized with the one word "amen" qualified by the alibi that a chronic shortage of funds and therefore of personnel has prevented us from carrying out some of his suggestions already. A few of them might call for an Act of Congress before we could undertake them, and one or two, such as the preservation of mine maps, with which I heartily agree, would call for much additional space as well as clerical and supervising help. Several items in Mr. Sales' paper—for example, the question of balance between the scientific and more directly practical studies and the surveys or resurveys of the larger and smaller mining districts—have been covered in my contribution to the symposium. The suggestion of frequent reviews of progress in the study of ore deposits is excellent and can be followed without serious diversion from projects already on the Survey's program. Brief reviews by Survey men have been published in periodicals, and the contributions by several of them to the Lindgren Volume1 may also be cited as serving this purpose to some degree. The practice of publishing short papers by Survey men in outside journals rather than in Government reports is largely the result of experience and expedience. Our printing funds are limited, and considerable time must elapse between the transmittal of a paper and its publication. Time is saved therefore by sending papers to outside journals, and the editors of those journals are usually glad to receive them. Members of the Survey would doubtless prefer to have the products and byproducts of their official work appear in official Survey publications if conditions were more favorable. If we were left entirely to ourselves the balance between the more scientific and the more directly practical studies would be somewhat better than it is, but the

In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of- concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, US southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, MT. In general, the hydrothermal type deposit has not resulted in any large tonnages being produced, but may have given

HARDNESS behavior of commercial titanium alloys following various heat treating processes has been studied for some time. However, the hardness of such alloys following a definite measured cooling rate from the single phase region has not been reported. Therefore, a series of experiments was conducted on the three alloys: 150A, 130A, and 130B. The manufacturers gave the following compositions for these alloys: Ti 150A: 0.045 pct C, 0.069 pctN, 1.32 pct Fe, and 2.68 pct Cr; RC 130A: 0.13 pct C, and 7.9 pct Mn: RC 130B: 0.11 pct C, 3.5 pct Mn, and 3.2 pct Al. A method similar to that described by Greninger was used, and the cooling rate varied from 6" to 9200°F per sec. The cooling curves were recorded on a Speedomax or a recording oscillograph, and the hardness was measured on a Tukon hardness tester using a Knoop indentor with a 500 g load. The curves of Fig. 1 show the variation of the Knoop hardness with the cooling rate for these three alloys. The alloys 150A and 130B behave in a similar manner, as shown by the curves. In neither of these alloys was it; possible to retain the high temperature ß phases, even by the most rapid cooling rate. The slow cooling rates produced a typical ß structure in these two alloys. As the cooling was increased, these phalses became more finely dispersed and the hardness increased. This increase in hardness with cooling rate continued for the 150A alloy until a rate of approximately 1000°F per sec was reached. At this cooling rate, the structure showed the result of the dif-fusionless transformation of the ß solid solution to the supersaturated a solid solution which is referred as a'. At higher cooling rates, the structure showed no change and the hardness showed no great change, as indicated by the dotted portion of the curve in Fig. 1. The increase in hardness with cooling rate for the 130B alloy continued until a rate of approximately 300°F per sec was reached. At this rate the structure was produced and the maximum hardness was reached. Higher cooling rates caused no marked changes in hardness or structure. The alloy 130A behaved in a different manner, as shown by the curve of Fig. 1. The structure produced by the slow cooling rates was a typical a+ß structure, which became finely dispersed as the cooling rate increased. The hardness increased with cooling rate and reached a maximum at approximately 120°F per sec. At this maximum hardness, the structure showed the result of the decomposition of the ß phase into the ß + phase structure. As the cooling rate was increased, smaller amounts of the at phase were formed and the alloy became softer. For cooling rates of 3000°F per sec and above, the high temperature ß phase was retained and the hardness of the alloy did not change markedly. HE sensitivity of twinning in molybdenum alloys containing 20 or more at. pct Re was reported by Dickenson and Richardson&apos; and Sims et a1.&apos; The latter3 also studied the effect of twinning on plastic deformation of these alloys. Recently, in this laboratory, the twinning planes in a series of Mo-Re alloys were successfully identified by tracing their boundaries on two known surfaces of the crystals, with the aid of stereographic projection. The nominal alloy composition and the results of the determination are listed in Table I. Metallic powders of molybdenum and rhenium with 99.9 pct purity were mixed, pressed and arc-melted into buttons under purified argon in a water-cooled copper hearth; the buttons were annealed at 2400 °C in vacuum (10-&apos;mm Hg) for 1 hr, remelted under argon and finally reannealed in vacuum at 2400°C for another hour. This treatment yielded a homogeneous alloy. Large-grain specimens devoid of subgrains were obtained with grain diameter varying from 1/8 to 1/2 in. A typical specimen weighed about 15 g. Orientations were determined by taking X-ray back reflection photographs for each grain on a polished surface of the specimens. Two surfaces were cut and polished; the angle between the two surfaces was measured with an accuracy of *2o. The twins were produced by compression in a hydraulic press at room temperature. Usually, several sets of twins could be obtained within each grain. Except in cases where no twins were formed, (Crystals 7, 8, and 9) the twinning planes were identified consistently as the (112) family over a wide range of alloying compositions and surface orientations of the crystals, as indicated in the stereo-graphic triangle in Fig. 1. The twins, however, were not broad enough to accommodate a conventional X-ray beam and no identification could be made of the twinning direction. Nevertheless, the direction must be one that lies in a plane of symmetry perpendicular to the twinning plane. There are only two such possible planes in a bcc lattice, namely the (110) and the (100) planes. Of these, only the (110) planes are perpendicular to (112), and the <111> direction is the intersection of the two perpendicular planes. It can thus be concluded that <1l1> is the twinning direction. The twinning elements of molybdenum have been reported as the (112) planes and the <111> directions,4 which are also the operative elements in other body-centered-cubic metals, such as W, a-Fe, and ß -brass.5 Thus, the present finding of the twinning elements in Mo- Re alloys supports the concept that twinning formation is mainly governed by the lattice structure. It is of interest to note that for specimens containing 12 at. Pct Re or less, no twins were found after being plastically deformed to as much as 30 pct reduction in height by compression, while for the 35 at. pct Re alloy, twins were formed with less than 1 pct deformation. This, of course, does not exclude the possibilities that for Re-Mo alloys containing 12 pct Re or less, twins could be formed under different conditions, such as at liquid air temperature or under impact loading. The present results, however, suggest that under the same conditions twinning is increasingly sensitive with increasing rhenium content. Consequently, the plastic strain at which twinning starts was found inversely proportional to the amount of rhenium in solid solution with molybdenum. This plastic strain necessary to cause twinning may be used as a criterion in the study of twinning characteristics.

The dissolution of carbon in molten Fe-C alloys has been the subject of a number of investigations. Most of these investigations have been inconclusive because of poorly defined experimental variables. Two of the more sophisticated studies are summarized below. Dahlke and Knacke&apos; studied the phenomenon by, in part, immersing graphite rods into 0.5 pct carbon-steel for different lengths of time. Since the experiments were conducted in air or in CO atmospheres, the melt was strongly agitated by gas evolution. It was concluded that the change in bath composition as a function of immersion time was in agreement with the assumption that the dissolution process was transport-controlled. The hydrodynamic conditions in these experiments, however, were not well-defined and gave no indication of the nature of the dissolution process at higher fluid velocities. In a recent study Shurygin and ruk investigated the dissolution of carbon in molten Fe-C, Fe-Si, Fe-P, and Fe-Ni alloys. Small graphite disks were rotated in a crucible containing molten alloys under such conditions that only the lower face of the disk was exposed to the melt. The results of this investigation indicate that, over the range of velocities (100 to 1000 rpm) and bulk liquid concentrations (0.7 to 4.5 wt pct C) considered, the dissolution of carbon in the iron alloys is limited by the diffusion of carbon from the interface to the bulk liquid (a transport mechanism). For the particular geometry used by these authors, exact analytical solutions of hydrodynamic and diffusion problems are aailable. Hence the experimental results obtained by Shurygin and Kryuk permit the evaluation of diffusion coefficients of carbon in the four systems investigated. In the present investigation a series of experiments were conducted in which the rate of dissolution of carbon in Fe-C alloys was measured under conditions which permitted wide variation of the fluid velocity and the carbon concentration of the bulk liquid. Graphite cylinders were rotated at different speeds in a stationary concentric crucible containing various molten Fe-C alloys. THEORETICAL DEVELOPMENT In general, the resistance to mass transfer from a solid interface to a turbulent liquid is assumed to reside in a laminar boundary layer adjacent to the interface. If it is also assumed that the diffusion coefficient is independent of concentration, the steady-state rate of dissolution for the case of arbitrary liquid and solid densities can be obtained from the integration of the equations of continuity. The derivation is similar to that used by Lommel and chalmers4 for the case of pl = ps. The solution, expressed in terms where N = rate of diffusion of the solute from the interface. Exact analytical solutions of the hydrodynamic equation for the boundary layer thickness are available for only a limited number of geometries. At the Glen Summit meeting (Trans., xx., 605) I described in a general way the grinding-machine known as the Sturtevant mill, built by the Sturtevant Mill Co., of Boston, Mass. My first experiments in granulating magnetic. iron-ores with this machine were made five years ago in the northern portion of New York State.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

AT the new Graham-Central Mill of Eagle-Picher, near Galena, Ill., material is simultaneously dewatered and introduced into the ball-mill scoop boxes by the use of variable-speed, 24-in. spiral classifiers. This arrangement has proved satisfactory in that the moisture content of the wet feed is reduced, thus allowing maintenance of density within the mills, and a constant feed at any desired rate to the mills is provided. In this mill the primary feed is wet crushed to minus 1/2 in. and preconcentrated by jigs to produce a bulk lead-zinc-iron concentrate and a waste tailing. The jig concentrate is then dewatered by a conventional dewatering classifier and stored in bins ahead of the ball mills. Even though this material is well dewatered, the discharge at the bin bottom is sloppy because of the gradual drainage of the water from the surface of the particles. Conventional belt feeders with vertical cutoff gates are unsatisfactory because of the flushing characteristic of the wet sand. The new installation employs 24 in. x 10 ft, 9-in. Simplex double-pitch spiral classifiers for feeders from the bin bottoms to the ball mill scoop boxes (fig. 1). These units are arranged with straight tanks and are driven by 5 hp motors through a U. S. Vari-Drive to provide a 4 to 1 speed ratio. Each bin discharges through a chute into the rising side of the spiral. The flushing characteristic of the material from the bottom of the bin is utilized to maintain a steady feed. A small amount of water tapped into the bottom of the bin insures uniform feed to the classifier. Excess clear water drains over the weirs. Feed rate to the mills is controlled by the variable-speed drives. The feed delivered by the spiral at a given speed setting is relatively dry, uniform, and steady, and as such is easily controlled by the operator. The classifiers are set on a pitch of 5 in. per ft and have a sand-raking capacity of from 8 to 32 tons per hr. It is believed that the solution of this problem offers possibilities for the storage of deslimed rod-mill sands and other similar products of the industry.

By taking advantage of the fundamental difference between screening and classification—namely, that specific gravity has no effect on screening but is one of the important factors in classification—a combination of the two may be used as a process of mineral concentration. Although this fact is not new, so far as is known it has had little or no commercial application. The scheme is not presented now as a process for producing finished products but rather as a preliminary operation rejecting part of the barren material from an ore before it is subjected to more costly treatment. That is largely the function of the new heavy-media concentration processes that have been widely accepted. Original installation costs for the present sink-float processes are relatively high, however, which confines their use to operations where large tonnages are handled. Sink-float has been successful on only the relatively coarse (approximately plus 10-mesh) portion of an ore, and it is in this same range that classification screening can function most satisfactorily. Theoretically, there is no upper limit to the size of particles that can be handled in a sink-float operation, but the degree of liberation in the very large pieces usually limits this. With classification screening, particles from % to % in. would be the largest that could be handled, but the lower range could be extended somewhat below 10 mesh. In order to take full advantage of the difference in specific gravities of the minerals being separated, sorting in the classifier should be under as extreme hindered-settling conditions as possible. Laboratory tests have been made on a galena ore and on an artificial mixture of quartz and magnesite to determine the separations that may be expected. Although more than one scheme may be followed, in these tests the separations were made by cutting the underflow from the classifier as a concentrate and then screening the overflow. The screen oversize was rejected as a tailing. Classification was done in a hindered-settling teeter column and screening was done by hand, using the standard 4 2 series. The accompanying flowsheet gives the testing procedure followed.

When the suggestion was made by Major General Leonard Wood that the Institute assist in the formation of a National Reserve Corps of - Engineers, Dr. Drinker&apos;s name occurred first to the Board of Directors as the man who would be most capable of carrying out the proposed plan. Dr. Drinker has long been associated with work in connection with military training and is at present the Chairman of the Governing Committee on Military Training Camps Association which is having such important results at Plattsburg and other places in this country. As Chairman of the Institute&apos;s Committee on National Reserve Corps of Engineers, Dr. Drinker was a member of the Joint Conference Committee of the National Engineering Societies .on. this subject., He was an earnest worker in the movement, which, has finally resulted in definite legislation by Congress; whereby a Reserve Corps of Engineers is authorized in the new Army Bill which became effective July 1, 1916. Notice of the results of the work was sent to all the members of the National Engineering Societies early in July, and the and the Department of the United States has recently issued a circular which has been sent to all the members of the National Engineering: Societies, as well, as to many other engineers, outlining, the line, whereby engineers may enroll themselves in the Officers Reserve Corps. Dr. Drinker has, therefore, fulfilled the mission which he undertook when assuming the Chairmanship of the Institute&apos;s Committee. He now asks the permission of the Board of Directors to withdraw as Chairman and has requested that he be replaced in this position by Mr. Arthur S. Dwight, in; the belief that the Chairmanship of the Institute&apos;s Committee and, membership on the Joint Committee should be vested in a man ,located in New York City, for the better carrying put of the important work now before the Joint Committee. We are happy to say that Dr. Drinker has consented to remain a member of the Institute&apos;s Committee; but the completion of the first phase of his work; as,Chairman, should not be allowed, to pass without an expression of appreciation on behalf of the Institute for his services.
