The effect of new discoveries and development of other pools recently discovered is reflected in the increase in production from 586,000 bbl. during 1940 to 758,000 bbl. during 1941 in Coleman County. The States Oil Company's No. I Hudson, Coleman County, was the discovery well of the Silver field, with a total depth of 3540 ft.; initial production, 10,000,000 cu. ft. of dry gas and 60 bbl. of oil per day from the Gray sand, topped at 3482 ft. The first well drilled in the new Jim Ned field was the Merry Bros. and Perini No. I Greer, also in Coleman County. It had a total depth of 3937 ft. and an initial production of 152 bbl. of 42" gravity oil in 6 hr., through I-in. choke, from Gray sand encountered from 3909 to 3937 feet. J. E. Farrell's No. I Rose, Haskell County, was a new discovery, around which no additional wells have been drilled. Total depth was 3002 ft., plugged back to 2780 ft. to test an oil sand encountered from 2663 to 2685 ft., which when perforated with 76 shots at that depth was good for 85 bbl. of 40" gravity oil. In Fisher County, General Crude drilled its No. 12 Flanagan to a total depth of 6746 ft. After plugging back to 4578 ft. to test a sand encountered from 4515 to 4528 ft. it was abandoned as a dry hole. The top of the Ellenburger was reported as 6094 feet. Interest in Jones County continued unabated, largely through the development of the Wimberly pool in the southern part of the county, where five Cisco sands are producing. At present the pool has been defined on the south and the southwest. The structure has 170 ft. of closure; the lower limestone pays producing on top of the structure and the fist pay encountered, the Akard sand, producing on the flanks of the structure. Five deep wells were drilled in Stonewall County (H. and T.C. survey)—the Shell Oil Company's No. I-A Patterson, in block D, with a total depth of 6827 ft., dry and abandoned; the Shell Oil Company's No. I Rutherford, block I, with a total depth of 6239 ft., dry and abandoned; the Leader Oil Company's No. I Bilberry, block D, with a total depth of 5700 ft., dry and abandoned; Forest Development Company's No. 2 Boyd, block D, with a total depth of 4753 ft., dry and abandoned; and the Hunter et al. No. I Boyd, block D, total depth 4757 ft., dry and abandoned. J. E. Farrell drilled his No. I Tipton south of a well that produced from a Strawn sand for some time, to a total depth of 5202 ft., where it was abandoned. The well is in the southwest corner of sec. 43, block 19, T. and P. survey, Nolan County.

The State of Pennsylvania produces approximately 60 per cent of the total production of Pennsylvania Grade oil, and naturally represents the dominant factor in the area producing that grade. The producing area comprises the states of New York, Pennsylvania, West Virginia, and a small part of Ohio. The importance of this area is too commonly neglected because it produces only 2 per cent of the total amount of crude produced in the United States. It is, of course, unimportant in its percentage of total crude production, but extremely important for its production of lubricating oil. The lubricating fraction from a barrel of Penllsylvania Grade crude oil represents about 22 per cent of the total, whereas the lubricating fraction from the total United States production represents only about 2.5 per cent of the crude oil. The Pennsylvania Grade area produces about 6,000,000 bbl. of lubricants, which is 15 to 20 per cent of the total produced in the United States. All Pennsylvania Grade lubricants are classified as "high-grade," and with a production of 15 to 20 per cent of the total lubricants, it appears probable that the Pennsylvania Grade area accounts for 25 to 50 per cent of the high-grade lubricants produccd in the United States. Production Bradford Field The production figures quoted in Table I apply only to the part of the Bradford held that lies wholly within the state of Pennsylvania; approximately 15 per cent of the Bradford field is in Cattaraugus County, New York, and 10 per cent of the production is obtained from that sector. The Bradford-field production in 1941 was 12,729,900 bbl. as compared with a production in the year 1940 of 12,748,279 bbl., or a reduction of 18,379 bbl. The year 1941 represents the fourth successive year in which production in the Bradford field has declined. All of the production from the Bradford field is obtained by water-flooding methods and increases or decreases in production are due more to economic factors than to any physical limitations of the pool, inasmuch as additional drilling of water-intake and producing wells would increase the total production of the field. It is apparent that increased drilling of oil and water-intake wells does not take place except under stimulps of a favorable price; and while oil prices during 1941 were moderately favorable, they were not sufficient to prevent a mild decline. Too many wells were drilled in the Bradford field in 1937, but this was compensated by subnormal drilling activities in 1938 and 1939 and a large increase in 1940, The increase in 1941 over 1940 was about 7 per cent. The effect of new drilling is becoming less pronounced on a per well basis because more properties yielding less per acre are being drilled than were drilled in former years. It is with pride that the authors of this paper report. that during 1944 the production of petroleum in Kentucky passed its all-time peak, 9,496,985 bbl. being contributed. The delivery of natural gas, especially from eastern Kentucky, was maintained and possibly exceeded the highest deliveries of the past. To raise the production of oil and gas was not easy with inferior and worn-out equipment and the shortage of skilled labor. Reminiscent of the early days of the industry in the state, particularly in the hills of Elliott County, where mud roads often have gradients of 45º, was the replacement of worn-out trucks and tractors by oxen. Of the total 9,496,985 bbl., 17 per cent was contributed by the part of Kentucky that is east of the Cincinnati arch, as compared with the total of 7,010,776 bbl. contributed in 1943, of which 25 per cent was contributed by eastern Kentucky. This discrepancy is due to the discovery of more new fields in western Kentucky rather than to a decrease in production in the eastern fields, where the average has been maintained by reconditioning and secondary recovery of old fields and further development of new pools reported for the first time in 1943. In all, 1103 wells were known to have been drilled in the state during 1944, of which 659 were drilled in western Kentucky and 444 in eastern Kentucky. The exact number of wells drilled for any year is never known, as drilling permits are not required except 'when it is planned to drill through a workable coal seam. Of the total number of wells drilled, 459 were oil wells, 229 gas wells and 415 dry holes. Two wells produced gas, the total initial production being 1,594,000 cu, ft. One hundred and eighteon wildcat wells were drilled, of which 107 were dry holes and 11 were oil wells. Three of the latter proved to be the discovery wells of commercial pools. Twelve new pools were discovered during 1944, none of major importance, as indicated in Table 2. The Utley pool, due to a stratigraphic trap on the flank of a closed structure, found oil in the Mcclosky at 2565 ft. in the discovery well, with initial productioil of 1000 bbl. A novel technique for determining the surface energy (?) and its derivative with respect to orientation, (?') is described. Essentially it involves the 'floating" of a wedge on the substrate, said wedge being made of a material which is not wet or only slightly wet by the substrate, i. e., as a greased needle "floats" on water. A thermodynamic analysis of a system in which the wedge is supported entirely by surface energy is given. If the original suyface is not at a cusp orientation, the surface tension is directly measurable from the groove angle formed. If the original surface is at a cusp orientation, there may or may not be a groove depending on the relative value of ?' and the weight of the wedge. Experiments primarily on copper and silver showed that sapphire, quartz and refractory metal wedges were wet while graphite wedges were not. The technique was demonstrated to work using graphite wedges, but the results obtained were not as eccurate as those obtained by other workers using the wire-creep experiments. It is concluded that the technique might prove most useful with non-metals where ?' is large and filament creep experiments would be quite difficult. If an absolute value of the surface free energy (?) of a metal is to be determined, the most reliable methods used to date measure an average over the various orientations exposed on a polycrystalline sample. For example, ? for silver, gold, and copper have been measured by determining the force required to just keep a thin wire,' or foil,' specimen from contracting under the influence of ?. Herring 3 has predicted and experiment confirms, that the sensitivity of this method is inversely proportional to the grain size.' Thus it cannot be used to measure ? for a particular orientation by using a foil single crystal or a very coarse-grained specimen. An accurate value if ? for tungsten averaged over a range of orientations has been determined using a field emission technique. The same techniques cannot or have not been used to measure ? for non-metallic solids, and as a result the values available are much less accurate.4 This Paper resents a means of making an absolute determination of ? for a particular surface orientation on any solid, as long as the given surface orientation does not break up into other orientations during an anneal. Experimentally ? is found to vary with orientation and at a few low index orientations it is found to have a cusped minimum, i.e., the derivative of ? with respect to the orientation of the surface changes discontinuously at the low index orientation, see Fig. 1. The slope of a plot of ? vs orientation (herein designated ?') is called the torque on the surface, since it tends to rotate the exposed surface toward the low index orientation, or if the surface is at the cusp orientation it opposes any force tending to rotate the surface out of the low index orientation. The ratio ?'/? has been determined for a few metals, but in cases where this ratio is high there is presently no means of determining either ?'/? or the absolute value of ?' for the orientations present on an annealed surface. The technique discussed herein also provides a means of determining an absolute value of ?' for those orientations which deviate only infinitesimally from a cusp orientation. It should work best on surfaces where ?'/? is large; that is, for cases where no other technique is available for measuring ?'. Aside from trying to learn more about surfaces through measuring ? and ?', the primary reason for wanting values of ? or ?' is to study adsorption. From measurements of the variation of ? for a particular orientation with the concentration of an impurity, one can obtain the number of impurity atoms adsorbed per unit area (Ti) on that orientation using the Gibbs adsorption equation.' where µi is the chemical potential of the adsorbed impurity. Thus, if absolute values of ? could be obtained for the free surface of a given surface orientation as a function of µi, ri could be determined for the given orientation. Furthermore, by equilibrating a grain boundary with the given surface at various values of ki, one could also determine ri for the grain boundary. Similarly Robertson 6 has pointed out that if y is taken to be a continuous function of and µi, then a2 ?/a @a µ2 = a2 ?/a pi a +. This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

KEMP :-In connection with Mr. Parker's paper, I would like to inject a little matter of history into our program here, as regards the founding of the Institute. The credit for the founding of the Institute really applies to miners who were engaged in the anthracite coal region. The three men who signed the circular for the call for the meeting which brought the engineers to Wilkes-Barre in May, 1871, were Eckley B. Coxe, Richard P. Rothwell, and Martin Coryell.

F. McMillan Stanton was born in New York City on May 23, 1865, the son of an English father and of a mother whose family was linked with that of Peter Stuyvesant. Mr. Stanton took his degree from the School of Mines of Columbia University in 1887, worked for two years as an assayer and surveyor and then went into the mining field on his own account. After a few years, he was offered a position with the Atlantic Mining Co., and began the work which was to continue with marked success for twenty-three years. In 1910, Mr. Stanton retired and went to Europe for a rest. Upon his return in 1914, he was elected treasurer and director of the Mohawk Mining Co., the Wolverine Copper Mining Co. and the Michigan Copper Mining Co., to which group was later added the White Pine Extension, Copper Co., and continued to serve these companies until the time of his death, Sept. 12, 1916.

Bethlehem, Pa.-I do not see in the paper a description of the Mabuki hearth as used for ore smelting. I noticed it described for concentrating matte, but I believe the older Japanese process was to use it for-smelting directly, by a pyritic smelting and Bessemerizing all in one operation, in the same simple hearth apparatus. There is a monograph published in German, on Copper-Ore Smelting in the Mabuki Hearth. At Ashio the practice of injecting bituminous coal at the, tuyères is noteworthy. It is very interesting to see two men load little cartridges on the end. of an iron rod with bituminous coal, and push them into the furnace tuyères, and with a piston inject 2 or 3 lb.. of bituminous

GERMANIUM, once the metals industries' unwanted step-child, has suddenly blossomed into importance. As late as 1951 textbooks failed to mention it and the metal was considered no more than a nuisance that interfered with the electrolysis of zinc. Eagle-Pitcher is the only producer of Germanium, used in power rectifiers and the new transistors. Its basic quality is that its ability to carry current can be changed, and a current flowing through it can be controlled. Germanium is sold by Eagle-Pitcher for about $340 a lb, not bad for a metal that only a few years ago was totally ignored. Eagle-Pitcher gets germanium, cadmium and gallium by roasting the zinc concentrate to convert the sulphides to oxides, then adding coal and salt to the crude zinc oxide and sintering at a high temperature. The oxides of germanium, cadmium and gallium are converted to chlorides. Cadmium and germanium chlorides volatilize, and are gathered for additional processing. The important step is the distillation of germanium tetrachloride.

That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained.

WE the undersigned, being all persons of full age and citizens of the United States, and a majority residents of the State of New York, desiring to form a corporation pursuant to the provisions of the Membership Corporations Law for the purpose of incorporating, as provided in Section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining Engineers, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows I.
