The specimen of glazy iron used for analysis was highly characteristic in appearance. It was made at one of the furnaces of the Glendon Iron Works, working a light burden of ore with a highly silicious cinder. There are very few records of analyses of this variety of iron. I have been able to find but the two given by Bell, and I add these to my analysis for comparison. Bell. 1. 2. I. SITUATION AND SURROUNDINGS. THE Promontorio mine is situated at the northern end of the Sierra San Francisco de Coneto, in the town of Promontorio, Partido of El Oro, State of Durango, Mexico. As shown in the sketch-map, Fig. 1, the nearest railroad station is Chinacates on the Mexican International Railroad, 82 miles north of the city of Durango. The mine is 16 miles north of the station by air-line. It is reached by means of a good wagon-road which first crosses the Guatimapé Plain, passing the ranches of San Antonio and San Julian, to Estacion-a distance of about 15.5 miles-and then entering the mountains crosses the Sierra to Promontorio-a further distance of 11.5 miles¬making in all a distance of 27 miles by road from railroad to mine. Promontorio is just beyond the summit of the range, at an elevation of about 8,000 ft. above sea-level, or 1,350 ft. above the Chinacates station. The Castillo de San Francisco, the highest peak in the Sierra, has an altitude of 10,000 ft., and the Promontorio road crosses the summit of the ridge at an elevation of 9,000 ft. by a pass just below this peak known as the Puerto del Almagre. The Promontorio mill is situated at Santa Ives, 2 miles by tram or 3 miles by wagon-road to the north of Promontorio and about 600 ft. lower. The Sierra San Francisco de Coneto decreases in height towards the north and west till it comes to an end at the Melchor Arroyo on the ranches of Melchor and Ramos. Beyond this arroyo another range, the Sierra de la Candela, begins. IN the long list of our illustrious and lamented dead, there are names which recall personality as well as career and achievement; social as well as scientific merit; devotion to the Institute itself as well as to some one of the professions which it represents. These men we remember because they did not forget us; besides our pride in their wider work and fame, we are proud of what they did with and through us; especially do we rejoice if our early recognition of them opened the way to a recognition by the world; and in their departure we claim to sorrow, not merely as members of an appreciative public, but also as. bereaved personal friends. In common with thousands, we regret our loss, but we do not regret only-we mourn and miss. To this group of those whose death has brought to us the double sense. of public and private grief belonged our strong, bright, dear brother, in whose memory this inadequate tribute is offered. Charles Benjamin Dudley was born July 14, 1842, at Oxford, Chenango county, N. Y. He came on both sides of New England blood, his father being from New Hampshire and his mother from Connecticut. Emigrating from the rocky hills of their native States, they. settled upon the more fertile soil of what was then regarded as the West, and, with thousands of other pilgrim sons, imitating the pilgrim fathers, contributed to the foundation of new commonwealths. The Empire State owes much to this element of its population. Dudley's early education was obtained, like that of the sons of the pioneers generally, by attending the village school and academy in the autumn and winter, while he worked upon the farm during the rest of the year. But his ambition looked forward to a college-course; and this was almost within his reach when a passion still stronger took possession of him. The out-

INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications-those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicating and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement CO. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible.

Since the outbreak of the European war, few problems of raw-material supply have commanded more nation-wide attention than potash. It is well known that before the war the domestic production of potash was an insignificant percentage of the imports. The average annual importation of raw potash salts for several years prior to 1914 was slightly over 300,000 net tons, and of other potash manure salts about 700,000 tons. The sudden and almost total cessation of these imports created a unique and stringent situation. Methods of recovering potash from feldspar and other native mineral sources, and reclamation from hitherto waste products, have received a marked impetus. Soaring prices have been a keen incentive to research and industrial development. Although several brief articles concerning the possibilities of potash recovery have appeared in recent trade journals, it still may be a matter of some surprise to the average technical mind that potash might be reclaimed as a profitable byproduct in the manufacture of pig iron. At the present time it may be of special interest to present some data, largely of a technical nature, on this subject. A fairly thorough search of the literature reveals a number of articles concerning salts of the alkali metals in the blast furnace. Many of them deal with the theoretical rôle of alkali cyanides in the furnace. Several discuss the probable effect of the alkalies on the furnace brickwork. Two or three ambitious patents have been granted for reclaiming potash or other products from blast-furnace gas. However, we have heard nothing further as to the practical application of these patents. Little literature of importance has appeared during the last 10 years concerning alkalies in blast-furnace practice, and I have discovered no record whatsoever as to the actual sale or commercial disposal of flue dust for its potash content until this was inaugurated in our plant at Bethlehem. The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration (nitrogen, air, and oxygen) on ball wear was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. Marked ball grinding tests and electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen toward wear (corrosive wear) is relatively small, and abrasive wear appears to be significant. Rheological properties of the slurry appear to have an important bearing on the abrasive wear of grinding balls.

Two sessions during the recent AMC Mining Convention in Los Angeles, September 23-26, served to update industry personnel on the status of health and safety regulations in the US. As reflected by the American Mining Congress resolution on mine safety and health, "Based on experience with the federal Coal Mine Health and Safety Act of 1969 and the federal Mine Safety and Health Act of 1977, (AMC) does not believe that laws designed to force compliance with regulations through the imposition of criminal or civil penalties will result in safer mines. (AMC) feels that the government's participation will be much more productive if greater emphasis is placed on research, training, and inspections aimed primarily at assisting operators and employees in recognizing and eliminating hazardous conditions and practices.

The importance of phosphate in feeding the people of the world has been recognized by mining companies as they continue their search for new ore deposits and ways of improving phosphate production. An extensive phosphate-recovery research project involving investigation of beneficiation variables by batch testing, flotation pilot-plant processing of the major portion of the ore, gravity separation of the coarse fraction, and recovery of byproduct heavy minerals of a North Carolina phosphate deposit has been completed. Data obtained through batch tests enabled the development of an economical flowsheet which proved successful for the efficient recovery of a good quality phosphate concentrate in a pilot plant.

THE Salt Creek Oil Field of Wyoming occupies a unique position among the major oil fields of this country. Many years before the beginning of actual production in this area, in 1911, it had attracted country-wide attention as a district holding oil possi¬bilities. Even foreign capital, mainly French and Belgian, had sought out this district as having oil values and spent many thousands of dollars 'in an effort to acquire property rights' in this field which was very largely located on the public domain. Owing to inadequate laws governing the acquisition of oil lands on the Federal domain and a careless practice having grown up among oil land locators of that time, a complicated title situation quickly developed in Salt Creek. This condition of uncertain titles together with the isolation of the field from industrial centers were doubtless the two most potent factors in retarding its early development. After actual production began in 1911 governmental regulations, suits between the government, and the locator, disputed ownerships between locators and claim and counterclaim continued to retard the field's development. It is believed that the title situation in the Salt Creek Field, where potential values of such magnitudes were involved, was responsible more than any other factor for the ultimate passage of the government leasing act in 1920 affecting all oil lands on the Federal domain.

The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

THE senior author of this paper has expressed the belief that when gamma iron transforms into alpha iron on reaching the A3 point, each gamma grain does not change bodily into one or more alpha grains but that the alpha phase forms first at the boundaries and along the crystallographic planes of the austenite grains.1 To quote: On cooling through the point A, at about 900° C., iron passes from the gamma condition to a. new allotropic form generally designated as alpha. This transforma¬tion, however, is not instantaneous. There are good reasons for believing that it begins at the grain boundaries and along the octahedral planes of the crystals and that it progresses until each grain of gamma iron is changed into a grain of alpha iron, the resulting structure being similar to that of gamma iron. Were it possible to retain at room temperature pure iron but partially transformed, it seems probable that a Widmanstättian structure, or rather, as later explained, a martensitic structure would be observed (Fig. 1), consisting of alpha iron at the boundaries and at the octahedral planes, and of a groundmass of gamma iron. In order to confirm, if possible, the accuracy of that view, a number of experiments were conducted. Polished samples of electrolytic iron were heated in a vacuum, maintained in the gamma range for several hours and quenched in different media. It was hoped by such means to produce and retain on the polished surfaces a pattern which would reveal the mechanism of the allotropic transformation. The samples were placed in evacuated quartz tubes, heated to 1000° C. and held 2 hr. at that temperature. The tubes were then immersed in the quenching bath. Iced brine and liquid air were used first. The polyhedral austenitic structure existing at the time of immersion was very clearly revealed (Fig. 2). This is generally ascribed to iron volatilizing at the grain boundaries.

INTRODUCTION Leasing has become a major industry in many countries because of the advantages it affords. Whilst the accounting, legal and tax treatment of leasing varies from country to country, there is far more similarity than difference. The general approach to the subject is largely the same. This paper looks to the basic financial considerations in the decision to lease or buy. TYPES OF LEASES Before embarking upon the subject, it would seem appropriate to define a "lease". A lease may be defined as: "an agreement granting one party the right to use, for a specified period of time, property owned by another party in return for a series of payments of rental by the user to the owner''. Ownership, of course, generally entitles the owner to unrestricted use of the asset over its useful life in contrast to a lease which gives the lessee use over a limited period. The distinction between the status of owner and a lessee often is fairly small. In this case we are dealing with what is generally termed a "finance lease". A finance lease is one which substantially transfers the risks and benefits of ownership from the legal owner to the lessee. For example, a finance lease would exist where the lessee enters into a lease of an asset for most of its useful life and has an option to buy the asset at the end of the lease for a price which takes cognisance of the rentals already paid. Where a lease does not substantially transfer the benefits and risks of ownership to the lessee, i.e. those benefits and risks remain with the owner and lessor, the lease is termed an "operating lease" and is an agreement for the renting and usage by the lessee of an asset owned by the lessor for a limited period. An example of an operating lease might be where a tenant leases a building for a defined period say 6 years with the rent and occupancy subject to renegotiation at the end of the lease term. The economic consequences of the distinction between a finance and an operating lease is very important. With a finance lease, the lessee has a de facto economic interest in the asset and the alternative to a finance lease is some form of purchase; with an operating lease, the lessee does not have a basic economic interest in the asset and consequently a comparison with a purchase option involves far more than simply a funding comparison. Some of the principal differences between finance and operating leases can be summarised as follows: (a) finance leases: -the risks and benefits of ownership are substantially transferred to the lessee; -the lessor normally recovers his investment during the term of the lease; -the lessor in entering into the transaction is relying more on the creditworthiness of the lessee than the underlying value of the asset; - the lease is either non-cancellable or a large penalty will apply for unilateral cancellation by the lessee; (b) operating leases -the risks and benefits of ownership remain essentially with the lessor; -the lease rental income would not normally cover the recovery of the lessor's investment; -the lessor evaluates his risk in terms of the underlying value of the assets;

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. Introduction MARKED differences of opinion have been expressed by engineers interested in cleaning iron blast-furnace gases for use in hot-blast stoves and under boilers, in reference to the advantages of a hot-dry method over a cold-wet method. One point at issue involves the sensible heat energy in the moisture contained in the gas. Some advocates of the cold-wet methods claim that the condensation and resultant removal of the greater portion of this contained moisture by wet scrubbing, spraying or similar methods, results in a saving of some of this sensible heat energy, by reason of the fact that water vapor has a high capacity for sensible heat energy and may carry from the exit of a hot-blast stove, for example, more heat units than are sacrificed or lost when the gas is cleaned by this cold-wet method. Other advantages claimed for the latter method are: That gas burns more readily when it is free from moisture in any form; that because gas is made denser by cooling and removing the moisture it has a higher calorific value than hot gas carrying moisture; and that higher flame temperatures are obtained when the gas is cleaned by the cold-wet method. A search through the available literature fails to disclose any extensive calculations or records of conditions obtained in practice, bearing upon these phases of gas cleaning. This paper deals with these problems from the standpoint of the economy of using a gas of higher flame temperatures, of improved stove design, and of economy in the gas-cleaning department. Calculations have been made which show that by cleaning the gases by a cold-wet method the sensible heat energy of the blast-furnace gases is greatly reduced; and, in general, this loss of heat energy is far greater than that lost from the stoves or boilers due to the sensible heat capacity of the water vapor if carried away by the exit gases. INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." The great coal strike of 1902, which confined the work at the Short Mountain colliery of the Lykens Valley Coal Com pany almost exclusively to pumping, gave an opportunity to determine with considerable accuracy the cost of pumping the water from these very old, extensive and wet mines. This colliery, which is located in the extreme southwestern end of the anthracite coal-field, has been operated continuously since 1836, and has shipped 7,747,313 tons of coal. This and the Williamstown colliery are the only operations in Dauphin county. The workings cover about 5 miles along the North dip of the extreme westerly end of the basin, with the operating slopes near the center. They extend around the westerly spoon of the basin and back about 31/4 miles easterly on the South dip. The mines are very deep, the present workings ex tending to 711 ft. below sea-level, and about 1600 ft. below the lowest surface-opening. The coal is hoisted principally from the Short Mountain slope, which is 1550 ft. long, with 26 to 68 degrees dip, and from an inside slope, No. 4, 800 ft. long, with 52 to 72 degrees dip. The ordinary capacity of the colliery is about 1000 tons per day, and the average output for the years 1897 to 1901, in clusive, was 297,000 tons per year. The seams worked are the lowest Red Ash measures, being, respectively, Nos. I, II and III of the coal-bed series, but locally called the " Little Lykens," " Lykens," and " Whites." On the accompanying plan the Lykens seam is shown in full and the Whites in dotted lines. The pumping-plant is divided into four lifts, the pumps being located as shown in the section, Fig. 1, and the plan, Fig. 2.

AFTER all the chronology that has been given, what is the present status of chromium steels? For the purpose of this discussion the different types of chromium steels can be divided into three classifications-those containing relatively low , percentages of chromium, say 5 per cent or less; the medium-chromium steels containing up to about 18 or 19 per cent chromium; and the steels containing still higher percentages of chromium, and some of the special alloys. Chromium has some unique effects in steel, so it is well to make a few generalizations. The affinity of chromium for carbon is great and the metal is unique in the manger in which it supplements and enhances the effects of carbon. Chromium retards -considerably the thermal transformations on cooling and exerts an opposing influence both on the absorption and precipitation of the carbides in steel. These statements make it easy to understand the fact that chromium .steels are capable of producing a hardened product at a much slower rate of cooling than is, true of plain carbon steel, and that chromium carbide or -the mixed carbides of iron and chromium do not contribute to brittleness to as great a degree as does iron carbide.
