An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. OF the new alloys achieving commercial prominence during the year, an aluminum-silicon magnesium casting alloy, which is similar in many respects to the 4 per cent copper alloy, developed about 1921, which has attained such a wide field of service, may be mentioned. The new alloy, like the old, is a heat-treatable type and develops about the same physical properties. The alloy casts easily and is relatively insensitive to high pouring temperatures. Its ability to produce substantially leak- proof castings is noteworthy. A second casting alloy development is the new Aluminum Co. of America No. 132, "Lo-Ex" piston alloy, a result of nearly eight years of research. The alloy contains about 14 per cent silicon and varying amounts of nickel, copper, and magnesium. It exhibits a low coefficient of expansion and thus permits small piston clearances. Its lower specific gravity is a further advantage.

Effects of short-circuiting paths on observed diffusion behavior in real crystalline systems are considered. It is concluded that experimentally measured diffusion coefficients may vary widely from values associated with true lattice diffusion to those appropriate for short-circuiting paths alone depending upon the conditions of the experiment and the sensitivity and completeness of the data. IN 1961 Harrison1 classified experimentally observed diffusion behavior in systems involving both lattice and dislocation-enhanced atomic transport into three categories. His types A and C were limiting cases where the measured diffusion coefficients using the usual serial sectioning techniques were representative of lattice diffusion (with only slight effects of dislocations) and dislocation-network diffusion (with only slight effects from lattice diffusion), respectively. In both cases A and C for a sectioning experiment in which the diffusion couple has the semi-infinite geometry and unidirectional diffusion takes place from a plane source located at the origin of the coordinate system, he pointed out that Gaussian penetration behavior should be observed. For case A the lattice coefficient should be slightly enhanced by dislocation contributions, and the model of Hart2 can be used to predict the amount of this enhancement. For case C the observed coefficient should be that for the dislocation network and have little or nothing to do with lattice diffusion. Hart's model in its general form is still applicable, but the apparent diffusion coefficient for this case is virtually independent of dislocation density. Harrison's case B is that for which non-negligible contributions exist for transport by both mechanisms and "the concentration distribution does not approximate to any simple form." With the possible exception of very low temperatures where diffusion distances approach atomic dimensions, any real diffusion specimen will in general show non-Gaussian behavior provided the data are complete enough to uncover it. Thus, a "complete" set of data for any real system cannot be expected to be totally amenable to treatment by a simple mathematical model which does not take into account the relative distribution of transport by the various modes or submodes. For a particular sensitivity of specimen analysis and at a given temperature of annealing if the concentration profile could be observed as a function of time, "the behavior will initially be type C, and will develop into type B. and ultimately type A".1 Thus, it appears that the type of diffusion behavior which is experimentally observed in a given system depends very much upon the particular experimental conditions and the particular tools available to obtain the data. Interpreted in this fashion, Harrison's classification refers not to the diffusion behavior as a whole but to the relative sensitivity of the method of examination and completeness of the data. In the present paper we will: 1) assume that the measured penetration behavior follows the same general classification as that proposed by Harrison; 2) give, for diffusion in tungsten, examples of the range of diffusion coefficients that it is possible to obtain in a single experiment; and 3) speculate that some arguments which consider the possibility of short-circuiting effects being responsible for "anomalous" diffusion in several bcc metals may have been discarded prematurely.3 Both monocrystalline and polycrystalline tungsten were used in this work. The former was obtained as triple-pass, electron-beam zone-refined 6.0-mm-diam rod from Materials Research Corp.. Orange-burg. N.Y. The latter was swaged, high-purity bar stock which was annealed for 2 hr at 2200°C and 10-9 torr to yield an average grain diameter of about 25 /i. The tracer Nb95 was received in oxalate solution from the Isotopes Division, Oak Ridge National Laboratory. Experimental procedures of specimen preparation, isothermal diffusion annealing, serial sectioning by anodizing-and-stripping, and y counting of the individual sections to determine the tracer penetration profile after a given diffusion anneal have been described elsewhere.4 However, it should be noted that the anodizing-stripping sectioning technique has the particular advantage for this research of permitting sectioning to be accomplished over a wide range of

THE iron ores of the Marquette region are mostly extracted in open excavations ; hence the process is more properly quarrying. Several attempts at underground work have been made, which have not, on the whole, been successful. The Edwards mine has been almost entirely wrought by candle-light. The slate ore pit, No. 1, of the New England mine, is now worked in the same way, as is also the Pioneer furnace pit of the Jackson mine. The Champion mine was opened systematically for underground work, with two levels, 60 feet apart, and three shafts at distances apart along the bed. of 200 feet; but this idea has been practically abandoned, the greater part of the ore in that mine being now taken out in open pits. Several other mines have occasionally worked underground stopes, but only temporarily; if such stopes could not be opened out to day-light, they have usually been abandoned. In brief, it may be said that no considerable amount of ore has as yet (1870).been extracted underground in the region, and of that so mined very little has been taken out at a profit; and I may add that it seems to be the belief of the most experienced mining men that this state of things will hold for some time to come for reasons which will appear. Nearly the same remarks may be applied to the mines of the Iron Mountain region, Missouri, the ores of which are very similar in character to those of Marquette. Some of the New York and New Jersey magnetic deposits are wrought open, but this is the exception, underground mining there being the rule. The following brief sketch of the geological structure of the Marquette deposits will indicate some advantages of the method of mining employed. The iron-bearing (Huronian) series of rocks, are stratified beds, the principal ore formation being overlaid by a quartzite, and underlaid by a diorite, or greenstone. This ore formation is made up, first, of pure ore ; second, of a mixed ore" (i. e., banded * A second part of this paper was read before the American Society of Civil Engineers. With numerous plans under consideration for coal classification, and with the advent of the Bituminous Coal Code, the intelligent sampling of coal has become increasingly important. To us it is rather significant that there have been very few fundamental studies of coal sampling in American technical literature since those of E. G. Bailey, which appeared in the Journal of Industrial and Engineering Chemistry in March, 1909. He covered the subject up to that time so thoroughly and in such an excellent manner that perhaps many other later students have felt that they could add very little to his findings. The recent studies of the British Engineering Standards Association have indicated the possibility of a somewhat different interpretation of Bailey's results, permitting the taking of smaller samples, and perhaps it will now be helpful to reopen this question. C. W. H. Holmes, in an informative series of articles on coal sampling recently published in Colliery Engineering, makes two rather interesting statements, as follows: It is scarcely surprising to find a lack of interest and knowledge regarding the sampling of coal not only in the mining industry itself but also among consumers of industrial fuel: at its best coal sampling is a dirty business, regarded as a nuisance and an expense by the commercial man, and usually as a nuisance and nothing else by the chemist. The writer can conceive only two classes of people who have never experienced any difficulty in obtaining representative samples of coal from wagons; those who have never tried to, and those who have never had the necessity or desire to check the accuracy of their work. The primary purpose of this paper is to present some tabulated data of the more significant results of a sampling investigation undertaken during the last four years to obtain certain fundamental data on the variables connected with coal sampling and to point out that often assumptions have been made that are not in accordance with the facts. Among the various studies made by the Coal Fact Finding Commission, appointed by President Warren G. Harding in 1922 to investigate all phases of the coal-mining industry in the United States and to report to Congress, was one concerning the amount and nature of losses in mining bituminous coal in the eastern part of the United States. This study was carried on under the direction of the U. S. Bureau of Mines. The writer was appointed field engineer to investigate the problem in Ohio, Pennsylvania and West Virginia. Some 400 mines were studied in these three states and conclusions were drawn from many sources of data. The summary report written by George S. Rice and J. W. Paul states that "the field reports indicate that the recovery in Ohio will remain about as at present, except in the Belmont district; whereas in Pennsylvania it will gradually improve, and in West Virginia it will improve rapidly." Since 1922, the writer has been interested in gathering material to substantiate or contradict these prophecies. Nature of Coal Losses There are six general causes of losses of coal in mining: (1) coal left on the roof and bottom; (2) coal lost in room, entry and panel pillars; (3) coal lost in oil-well or gas-well pillars; (4) coal lost under buildings, railroads and boundaries; (5) coal lost in handling and prepayation, underground and surface; (6) coal lost by rolls, thin or dirty areas and under streams. Local economic aspects that dominate the type of mining conditions determine to some extent whether certain losses are avoidable or unavoidable. In general, however, unavoidable losses include coal lost in the protection of buildings, streams, railroads, restricted properties and around oil and gas wells. Barrier pillars and other safety pillars are unavoidable losses as long as their size does not exceed the minimum for adequate safety. Natural physical conditions beyond human control, such as rock faults, clay veins, partings and binders, bad top and bottom, rolls and horsebacks, cause unavoidable losses. Unavoidable losses

Fifteen years ago, in his presidential address before the Washington Academy of Sciences,' Alfred H. Brooks said: "Applied geology can only maintain its present high position by continuing the researches which advance the knowledge of basic principles. Future progress in applied geology depends on progress in pure geology. Early in 1927, Dr. David White, then chairman of the Division of Geology and Geography of the National Research Council, appointed a committee "On the Processes of Ore Deposition," which was the first recognition by the Council of this branch of applied geology. This committee will not be able to solve the many complex problems involved; it can only clear the way, survey the field, state the problems and encourage systematic research. This short paper aims to outline and to analyze the present status of this kind of geological research, to ascertain the quality of the work and to suggest lines that might profitably be followed. Increasing Demand for Geologists Economic geology, or the art of geology, could develop only after the principles of geology and mineralogy had been established. Before that time it was merely a collection of trade rules accompanied by more or less wild speculations. Thus we observe the beginnings of economic geology in the period 1770-1820. Soon afterwards, the State Surveys were established in this country, with the realization that the natural resources should be investigated and described. Geology was hardly yet equal to the task of scientific research in relationships and genesis, however, and there followed a period of discouragement and stagnation. In the meanwhile, pure geology had again registered progress, and, based on its principles and also on the rapid mining development in the Cordilleran region, the present phase of the study of ore deposits began to take form. Raphael Pumpelly, S. F. Emmons and G. F. Becker were among the pioneers in this movement. The United States Geological Survey was organized. Ore deposits were scientifically described and studied along lines of structure and mineralogy; theories of genesis were advanced, not always permanent but based on sound induction.

In developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measurements serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transformation temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chromium or managanese. The lag, or undercooling, observed at the ? — a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys, which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,' using a rate of heating and of cooling of 3.0" to 3.5" per minute unless otherwise stated. THE CHAIRMAN (PERCY G. BECKETT, Globe, Ariz.).-When you are at Miami tomorrow, you will see a very interesting comparison on the surface of the two mining methods that are being employed there largely. In the case of the surface over the Inspiration mining method, you won't see very much left of the surface. Everything has gone down. In the case right at the line of the Inspiration ground and the Miami, you will see that the surface over the top slicing which the Miami company has been doing in that country has been riding down evenly and uniformly; and it gives a very marked comparison of the two types of mining, and, to a certain extent, of the different degrees of waste dilution. I would ilke to hear from Mr. Maclennan on this subject. F. W. MACLENNAN, Miami, Ariz.-A paper based on percentage extraction by shrinkage stoping is a difficult one to discuss for the reason that it is hard to arrive at extraction figures until a section has been completely mined out. In the Miami mine we are using a method of shrinkage stoping with narrow stopes and pillars. This ore has been completely broken up and we have started in at the far end to draw off the ore mass maintaining the top of the broken ore dipping at an angle of 60° away from the direction in which we are retreating. A very important point I think about drawing a large. mass of ore down at an angle rather than trying to maintain the top of the ore more or less horizontal is that drawing at a steep angle has a tendency to create a horizontal movement in the ore mass as well as the vertical movement of the ore traveling down to the drawing off chutes. I would like to congratulate the authors on an interesting paper and, in particular, on their justification of the use of superposition in treating gas wells. They state, however, that no theory has previously been developed lor treating the variable rate drawdown case. In a paper published a few years ago by my colleagues and myself, a method is described which allows a constant rate drawdown curve to be derived for any well. regardless of real rate variations. This method has the great advantage that it is not necessary to make any assumptions regarding the form or uniformity of the reservoir, and the derivation suggested by the present authors is simply an idealized case of our more general treatment. In the light of several years' experience in the derivation of constant rate drawdown curves: I would like to point out that the method proposed by Odeh and Jones may lead to confusing answers, particularly if applied over an appreciable time interval. The reason is that, if pressures are measured when a well is flowing, non-linearities in plots like Figs. 1 and 2 can arise due to either (1) changes in the skin factor with time and/or flow rate, or (2) an inhomogeneous reservoir. Separation of these two effects is only possible if some of the pressures used in the analysis are measured when the well flow rate is 0 or, in other words. during brief shut-in periods. THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. At the close of 1927 Venezuela was producing at the rate of 205,000 bbl, per day, making it the third country in the world in point of present daily production. For the year, the total was close to 64,000,000 bbl., representing an increase of about 70 per cent. over the 37,000,000 bbl. in round numbers produced in 1926. All of the 1927 production canie from fields opened up before the beginning of the year. While no new fields were added to the list of shippers, the past 12 months' wildcatting yielded a fair quota of new discoveries which, in the light of prcsent results, may be considered likely sources of production in due time. Altogether three such promising finds were made Of first importance, at least for the immediate future, is the completion by the Lago Petroleum Corpn. of the San Matins well, 4 miles north of the present edge of the Lagunillas field. Although rated as only a 125. bbl. well, at 3217 ft., it indicates a probable extension of the field over the intervening 4 miles between the two. The two other wildcat discoveries of importance were the Los Manueles well in the District of Colon, which has in all probability opened up a new field about 7 miles north of the present Tarra oprations; and the Honibre Pintado well of the Standard Oil Co. of Venezuela,. in the State of Falcon, which is considered to be a promising clc~vc~lop~ncnt. Neither of these last mentioned two discoveries will apprcciably affect production during 1928, as the Manueles area must await the carrying out of a general plan for the exploitation of the District of Colon, a problem requiring time. The Hombre Pintado area is being tested further, but doubtless several wells will be put down before. anything definite will be done towards making the pipe line. arrangements that rnust necessarily precede the commercial exploitation of the field. THERE are two main sources of the water that floods productive oil or gas sands. The water may rise from the lower depths of the producing stratum, or it may come from beds above or below the oil-bearing formation. Usually the recovery of oil is decreased by water entering the oil sands, and most oil-field waters, especially those of deep wells, tend to foster the formation of an emulsion, which is expensive to treat. This paper deals with a method of distinguishing between waters that encroach upon oil-bearing, beds from sources in the same stratum and waters .that reach the oil sands from horizons above. In order to remedy effectually water difficulties in oil and gas wells, it is absolutely necessary to determine the source of the invading water. Sometimes evidence such as the structural relations between the strata penetrated by neighboring wells and those found in the well under investigation is not adequate; also, data from drill logs and well records, from mechanical tests made on the wells by plugs, testers, drilling tools, etc., and from tests by chemical indicators such as eosin and Venetian red, may he unsatisfactory, for such data may fail to locate the source of the infiltrating waters. As a resort in such cases, the application of chemical analyses, that is, the comparison of an analysis of the water in, question with that of typical waters from the various water horizons in that particular district, has in certain instances proved of value. This method has been used to advantage in the Westside Coalinga field of California, where the source of water may be fairly definitely determined from its composition. The chief conclusions concerning the chemistry of the oil-field waters in California by G. S. Rogers1 are: "Oil-field water is not necessarily salty, as is generally believed, and may not be even slightly salty to the taste. A study of spatial relations between uranium and other metal deposits and hydro thermally altered rocks in western Colorado demonstrated districtwide and regional zoning. The pattern was later found repeated elsewhere in the Western Hemisphere Cordillera. District mineralization centers are pipelike bodies of pervasively altered rock from which intensity-temperature-pressure gradients decreased outwardly. Uranium occurs in several zonal environments but usually is economic only in outermost zones. The general similarity of zones throughout the tectoni-cally and metallogenically uniform Cordillera may reflect a consistent hydrothermal process involving zoning. By determining positions of zones it should be possible to select for examination the most favorable small portions of districts or provinces. Mineralogical zoning has been discussed by Lindgren,l3 Graton,lo Emmons,' Blanchard,' Park and many others. It is commonly found to some extent in most mineralized areas. The existence of nonmetallic alteration envelopes around lode metal deposits and their relation to metallization were first emphasized by Lovering,l4 Burbank, Sales and Meyer," Sales,2o McKinstry,I7 Lovering and others15 and Schmitt. Also, large areas of nonmetallic alteration containing porphyry-type replacement metal disseminations have long been recognized and are described by Schwartz,25-28 Kerr and others" and Gilully. In some districts, e. g., Bingham Canyon, Utah, and Santa Rita, N.M., base metal lode deposits and their alteration envelopes are zoned around large altered areas which contain porphyry copper replacement disseminations; however, the spatial and genetic relations between lodes and replacement disseminations and their associated alterations do not seem to have received sufficient attention. Bodies of altered rock containing porphyry-type replacement disseminations are many times larger than the alteration envelopes containing lode deposits. The two types are rarely superimposed. They occur adjacent to or independent of one another, but they are believed to be related through the mechanism of zoning as suggested by Gabelman and Boyer. 5'6 Most of the significant lode metal deposits are distributed around central pipelike bodies of strong, pervasive, nonmetallic alteration which may or may
