With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

GRaphitization phenomena occurring in solid cast iron have principally been studied from the angle of the reactions taking place during annealing of white castings in the manufacturing of malleable iron. The selected bibliography at the end of this paper presents the high spots of the published information in this field. Graph-itization of gray iron upon reheating has received much less attention, primarily because only on rare occasions is this material subjected to any kind of industrial heat-treating. Moreovcr, articles made from gray iron are seldom used commercially at temperatures when any graphitization can take place. When used in such conditions, it is assumed that the articles can be replaced at frequent intervals, which can be afforded because of the low cost of gray iron. However, there is at least one commercial process in which articles made from gray iron, during their manufacturing processing, are subjectcd to rather high temperatures; that is, manufacturing of cast-iron enamelware, which is glazed at about 1600° to 1700°F. (870' to 930°C.) From practical experience, it has been found that one of the convenient and economical compositions of gray iron suitable for enameling is, in round figures, as follows: Si, 2.50 per cent; Mn, 0.35; S, 0.07; P, 0.80; T.C., 3.35; C.C., 0.70. Since this iron usually is cast into thin-walled sections, the percentage of com- bined carbon in it is relatively high. Upon heating in the enameling furnaces, this combined carbon graphitizes, which causes permanent dimensional changes of the articles. Obviously, from practical considerations, it is desirable to maintain these dimensional changes as constant as possible. In the course of experimentation with this iron, two series of experimental heats were prepared in which the manganese to sulphur ratio of the standard cupola metal was offset by ladle additions of: (I) progressively larger amounts of sulphur, and (2) progressively larger amounts of manganese. Each one of these ladle charges was cast into experimental plates 8 by 4 in. and about 5/16 in. thick. All told, 13 ladle charges were thus treated. All of them are listed in Table I, together with their chemical analyses. It may be noted that the manganese to sulphur ratio in these samples ranges between 1.2 and 30.2. Every one of these compositions was subjected to thermal allalysis, using an automatic, self-recording differential dila-tometer. The specimens used in this instrument are 50 mm. long and 4 mm. in diameter. During the dilatometer cycle they are kept under a vacuum of about 3 microns. Each one of them was subjected to a thermal cycle by heating it to I830°F. (1000°C.) in 3 hr. and cooling to room temperaturc in 5 hr. Figs. I, 2 and 3 present three automatically recorded dilatometer curves for irons: Serial No. I (normal composition), Serial No. 6 (high sulphur), and Serial No. 13 (high manganese). IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.' Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. THE refractory linings of open-hearth steel furnaces above the bath line are subject to severe wear not only from the heat caused by the combustion of the fuel and the reactions of the bath, but also from the melting action of the gases when not controlled and directed, and from the scouring of the oxides, etc. with which the products of combustion are charged. The framework that encases or binds the furnace is made up primarily of an iron or steel pan in which the furnace proper is built, side and end buckstays, and tie-rods. The expansion and contraction are so great and variable that the bindings may be subjected to severe stresses unless the tie-rods are carefully adjusted in heating up the furnace, but they are most affected by direct heat and usually become deformed from that cause when the lining is worn thin and, sometimes, when sections of the lining fall in and expose some of the framework. A deformed framework displaces the skewback of the roof arch and tends to distort or crush the roof. Bent buckstays deform the front wall, causing the door frames to stand away from the lining so that the gases burn between the lining and the frames, destroying both of them. Frequently the frames are attached to the buckstays; then when the latter bend the frames usually break. Preventing the distortion of the framework and maintaining the economy of the refractories are real factors in the cost of steel making. Not only does the cost of general repairs and reconstruction add directly to the cost of steel produced, but the time lost in making repairs cuts clown the steel production and increases the overhead expense of both the furnace shop and its allied foundry or mills. Many years ago water-cooled equipment applied to iron blast furnaces made it possible to increase greatly not only the size and production of the furnaces but also the life of the lining. It also cut down the loss from frequent repairs. A surprising development during the year was the continued high demand for petroleum products and the high level of crude oil charges to the stills. Generally speaking, the petroleum industry during 1946 succeeded in producing a greater quantity of crude oil and petroleum products than in any of the war years, and considerably exceeded the production of any prewar year. Daily crude still charges averaged between 4,700,000 and 4,800,000 bbl per day for 1946 and about equaled the 1945 record, although most pessimistic 1945 guesses, predictions, or fears ranged, for 1946, from only 3,900,000 to 4,400,000 bbl per day. In spite of the high crude charge to the stills, total stock of crude oil was higher at the end of the year by some 7,000,000 to 8,000,000 bbl. A similar story holds regarding stocks of the principal refined products. Gasoline on hand at year's end was two to three million barrels lower, and was considered low for the expected demand during the coming high consuming season, while stocks of light and heavy fuel oils, although some higher than a year previous, hardly reached a comfortable level. The trend in gasoline of high octane number, which has resulted in a marked rise in. the antiknock quality by the end of 1945 (five or six numbers higher than during the war and one number higher than the prewar quality of civilian motor gasoline of 1941) was abruptly arrested by an acute shortage of metallic lead for manufacturing tetraethyl lead. Government action in the form of lead price control, rationing, and the setting of octane ceiling specifications to conform to the reduced ethyl lead compound available were enforced until abrogated at the end of the year. It will be interesting to see how rapidly the octane levels will resume the rising trend, as more metallic lead slowly becomes available for making greater quantities of ethyl lead compound. As octane quality rises over present levels the disadvantage of the refiner without catalytic cracking equipment will increase. Gasoline made by catalytic cracking, without addition of ethyl lead, approximates 77 octane by the official ASTM Motor Method test, compared with 66 for gasoline generally similar in volatility made by the older thermal cracking operation. Catalytic gasoline shows an even greater improvement in the Research octane number, the comparison being roughly 86 Research versus 71 Research octane for the thermal cracked product. This higher differential in Research octane is credited by many, although not universally so, as contributing to better road performance, and consequently resulting in a more desirable product marketwise. In some parts of the country a premium of roughly one fourth cent per gallon is now being paid for gasoline with higher Research octane made possible by including catalytic cracked product in the final blends. The recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-rnill liner and of the tall, air-agitation tank. The first step in the resulting change of practice mas the universal adoption of the tube-mill for fine-grinding and the use of coarse screening on the battery. This was the beginning of the surrender of supremacy by the gravity-stamp; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as conlpared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete.

Most beneficiation plants utilize automatic controls to varying degrees-some have the bare minimum of controls, others qualify as semi-auto- mated operations; a very few are nearing what may be termed "fully-automated" status. But for those plants that produce a filter cake product, the lack of suitable instrumentation for measuring and con- trolling the moisture of the filter cake has been a major stumbling block to fully-automated operations. Today in many cases, this bottle-neck can be removed because various moisture measuring devices are now available to permit automation of the filtering stage. What are these devices? . . . Where can they be used? To answer these questions, two types of operating plants-one, semi-automated and the other, almost fully automated-can be examined. Both plants employ disc filters from which is produced a magnetic concentrate for pelletizing. (The control schemes and equipment depicted in this article are similar to those usable in drum filter plants.)

MACHINERY used for size reduction of materials may be divided into three classes-depending upon the manner in which the crushing force is applied. In the first class could be listed the primary crushing units, such as the jaw crusher and gyratory crusher-which crush to coarse sizes by applying pressure intermittently between converging surfaces. In the second class may be listed crushing units, such as the hammer mill, roller mill, and ball mill, which crush principally by grinding or attrition. In the third class is the impact mill which, as the name infers, crushes by impact. The second and third classes generally include machinery used as secondary units for intermediate or fine crushing and grinding. Theory of Crushing by Impact Throw a stone into the air and give it a severe blow while it is momentarily suspended, and it shatters into several pieces. The impact crusher uses this "batting" principle, but carries it one step further. As the material to be reduced enters the crushing chamber, it receives a severe free-air impact blow by hard-hitting beaters suspended from rotor discs. The shattered particles formed are then driven at high velocity against impact blocks, where a further reduction in particle size takes place. The rebounding particles from the impact blocks are again caught by the beaters, and the process repeated until the material is swept out of the open bottom of the crusher. Impact Crushing Versus Attrition Crushing Fig. 1 shows a Hammermill type of attrition crusher. This particular mill has central feed and is reversible. Because of the central feed, an impact section can be designed into it at the feed entrance for preliminary crushing, followed by the cage bar attrition area for final sizing. The material is caught and held in a crushing chamber enclosed by grate bars or perforated plate. It remains in this chamber until it is reduced to particle size small enough to pass through the openings between the bars or in the plate. In this manner the top particle size discharged from the mill is closely controlled. As the swinging hammers pass through the bed of material, the material is broken down by a scrubbing action between hammers and material, material and grate bars, and material against material. This attrition produces a rounded particle shape, accompanied by slivers and a comparatively high percentage of fines. The crusher is especially useful in industries where the material treated is not too abrasive, such as limestone, cement or coal plants. It can be readily understood that from the maintenance standpoint, it is not suitable for hard abrasive materials such as refractories and aluminum oxides. One common type of impactor is shown in Fig. 2. The bottom of this type crusher is entirely open and the passage of the material through the crushing chamber is almost instantaneous. Liberal clearances are maintained between the impact hammers and the anvil type breaker blocks. This eliminates practically all attrition. It is the elimination of attrition that makes the impactor particularly adaptable for reducing hard, abrasive materials. The impactor is also well suited for the reduction of wet or frozen materials, which clog an ordinary Hammermill. Particles broken by impact, when examined under the microscope, show a distinct tendency toward rough, cubical shape, with a minimum of fines. Another important factor in impact crushing is that crushing is accomplished along natural cleavage lines, thus freeing foreign ores or materials.

THE angles between the crystallographic planes in cubic crystals have been given by Bozorth,¹ in magnesium, zinc, and cadmium by Salkovitz,² and in tin by Nicholas. The determination of the orientation of single crystals and the study of plastic deformation require the knowledge of these angles and are often facilitated by use of a standard projection. Tables of these angles and standard projections have not been published for titanium or zirconium which have c/a ratios considerably less than those hexagonal metals for which this data is available. Accordingly, Table I has been prepared giving these angles. Fig. 1 presents a standard (0001) projection of titanium.
