(written discussion ?).-This paper is a real contribution to technical science; it will make it' easier to think accurately about the inner workings of a blast furnace. I was rather surprised to read that the authors regarded as a new discovery the idea that a molten mixture of CaO, A1203, and Si02 is a molten solution of the compounds of these oxides rather than of the oxides in each other. Surely no. chemist with an active respect for the known facts of chemical affinity could believe that these oxides could be melted together without forming compounds, and that these compounds would then dissolve in one another. This work does, however, help to establish what it was supposed must be true. I think it is worth while, in the light of the work of the Geophysics Laboratory, this work of the Bureau of Mines, and that of previous investigators, to visualize what happens as a charge passes down through a blast furnace, thinking especially of the slag-forming materials. These are chiefly kaolin (Al203.2SiO2.2H2O), quartz, and limestone. These substances do not undergo much change until the limestone decomposes at about the middle of the furnace, whereupon the chemical affinities of CaO and SiO2 must begin to he active; especially if there is any amorphous Si02 present. This forms CaSiO3, and the SiO2, CaSi02 and Al2-032SiO2 then come together to form the binary and ternary eutectics so well located by the work of the Geophysics Laboratory. No matter how much lime has been charged into the furnace, the formation of this eutectic will start it about the same height in the furnace and the gangue will start to get pasty at the same height. A study of copper-base and silver-base alloys was made with the object of finding, if possible, useful alloys subject to dispersion hardening. These studies led to the discovery of several alloys showing considerable dispersion hardening, the most important of which, the alloys of copper with iron, nickel, cobalt and chromium silicides, have since been very ably reported by M. G. Corson.l This paper is offered as a few notes covering alloys other than those described by Corson and some further data on the silicide alloys. Copper Alloys For the purpose of making a rapid survey of copper alloys that might show useful dispersion-hardening phenomena, various alloys were prepared containing 3 per cent. of additional elements added in such proportion that possible compounds could be formed without an excess of either added element. These alloys in the form of rolled or forged pieces were quenched in water from a temperature of 871" C. (1800" F.) and subsequently aged at various lower temperatures for l-hr. periods. The comparison of the Rockwell hardness of the quenched alloys with the maximum hardness of the alloys after aging was used as a measure of the dispersion hardening. Table 1 shows the Rockwell "E" hardness 1/8-in. ball, 100-kg. load) of the quenched alloys, together with the maximum hardness resulting from aging. The reheating temperature given in this table is the aging temperature at which maximum hardness resulted from a l-hr. sojourn. From this table it may be observed that only the silicide alloys showed significant dispersion hardening. Of these, the only one not described by Corson is the Cu-Be-Si alloy. This alloy contained 1.35 per cent. beryllium and 1.78 per cent. silicon, which is approximately equivalent to 3 per cent. Be2Si. It had a yellow color and scaled much less than the other silicide alloys upon heating. It could be worked easily either hot or cold but hardened very rapidly on cold working. In these day, when anthracite is less extensively used as a blastifurnace fuel than it was a generation ago, and managers endeavor to maintain regular and known ore-mixtures, the " freezing " of tuyeres, cinder-notch or iron-notch is infrequeut; and, consequently, the oil-burner or " kerosene blowpipe "* is seldom employed; and furnace-foremen have, to a considerable degree, forgotten their former cunning and persistency in the use of the drill and sledge. Still, in starting new or abandoned plants with untrained labor, and in running some of our large 100-ft. furnaces, slips, resulting in very cold furnaces, may occur, even under experienced managers. During my superintendence of the Cleveland, O., blast-furnaces, such a misfortune, owing to a dearth of trustworthy foremen, was experienced; and our electrician, Mr. Thomas Martin, proposed to open the tuyeres and cinder-notch by means of the heat of the electric arc. We have heard that the surface-cracks or marks developed in rolling heavy plates have been closed by electric welding, as by a soldering-iron, and also that an electric burner has been employed at some German blast-furnaces; but the experiment was quite novel to us; and I think it constituted one of the first, if not the very first, successful application of this device, for the purpose named, in the United States. †

The purpose of presenting this paper is to show: 1. The applications of aerial photography to the map requirements of strip mining. 2. The methods and procedures for producing accurate aerial contour maps. 3. The advantages of aerial contour mapping over stadia or plane table methods. Introduction Aerial photography was once a crude, uncertain tool. 'Today it is a precision mapping instrument which saves important time and money for strip mining and other industry. Aerial photography began in the boxkite days of aviation. The Army first used it for rough reconnaissance photographs. Then, in the early Twenties, industry began to use aerial photographs of their plants and facilities for advertising or annual reports. The quality of these pictures was not very good by today's standards, but this work began the development of better cameras, better lenses, better photographic techniques. Then, some farsighted engineers and aerial photographers found that if the camera's axis were vertical to the earth's surface, these pictures could be the source of valuable mapping information. By viewing these pictures in stereoscopic pairs, accurate measurements could be made and contour maps produced from this aerial photographic base. So the aerial mapping business developed, using the plane and aerial camera to collect the data, working with skilled ground parties who established a network of ground control for this map information photographed from the air. Over the following years, a whole new science developed, known as photogrammetry. Precision cameras and lenses were perfected, and the narrow view of the surveyor's transit was broadened to the vast perspective of the mapping plane. Stereoscopic Coverage Obtained Today in making aerial topographic maps, aerial photographs are exposed so that full stereoscopic coverage for the survey area is secured. To obtain true elevations these photographs are processed through a series of precision measuring and contouring instruments which employ a principle similar to the military range finder. Here is how aerial mapping is being used by your industry. Topographic maps are but one of three products from aerial photographic surveys. First, there are the individual photographs. These are taken in flight strips, exposed with an overlap, just as shingle on a roof overlap. Exposures are overlapped from 55 to 60 pct along the line of flight so that a large part of the area in one picture also appears on the adjacent photograph. Successive strips are flown with a side-lap of between 20 and 25 pct. Each point on the ground thus will be somewhere near the center of at least one photograph in the series. They may be studied under a stereoscope and relief seen in a third dimensional effect. Geologic features that may go unobserved in ground exploration are often detected under stereoscopic inspection. Moreover, though field checking is not obviated with these aerial photographs, it is directed toward critical areas and toward worthwhile anomalies. Aerial Photographic Mosaics The second product of an aerial survey is the photographic mosaic. This is an assembly of carefully matched aerial photographs in mosaic form. Although not as accurate as the topographic map, it does reveal a wealth of cultural detail in true relative scale. Since the mapping plane is flown over the area at a fixed altitude, the peaks and valleys are pictured at different scales. During compilation these scale differences are compensated by adjusting one vertical picture to another according to plotted ground control positions. Construction of new large refineries was small in 1937, but extensive modernization and expansion of existing plants were made, bearing out the observation of the Bureau of Mines that the trend is strongly toward fewer and larger refineries. Building the first large combination skimming and cracking unit of 20,000-bbl. capacity was a startling achievement four or five years ago, but it has been exceeded many times since, and at least four units with a capacity of 30,000 bbl. or more were contracted for during 1937, as well as many other units of smaller but still substantial capacity. Installation of polymerization plants for producing high-antiknock blending naphthas from refinery gases progressed at an accelerated rate in refineries affording sufficient raw gas to make the use of the process profitable. The total productive capacity of polymerization units built and contracted for in the United States is now about 25,000 bbl., equivalent to the gasoline production from approximately 55,000 bbl. of crude oil a day. Octane Fuels Also utilizing refinery gases—the butylene fractions in particular—the plants for manufacture of iso-octane increased in number to such an extent that the combined capacities will enable the air forces of the United States shortly to go entirely to the use of 100-octane fuel, indications being that the Army will reach that position in 1938, with the Navy not far behind. Commercial air-lines are expected to take advantage of the greater power of high-antiknock fuels to gain the increased power and increased pay loads possible with their use. Work done on producing fuels with octanes beyond the 100 point has recently been reported, and their production can be expected, although at high cost, when the economics of the situation justifies and engines capable of utilizing them efficiently are available. SINCE Cahn's¹ paper on plastic deformation in orthorhombic (a) uranium an increasing amount of work is to be expected on orientation of single crystals and preferred orientation in this metal. It would seem desirable to have a table of angles between crystallographic planes (hkl) and (HKL). Table I shows these angles as distances from (loo), (0l0), and (00l), and in Fig. 1 as a standard (001) stereographic projection. Only the locations of poles whose diffracting planes produce Cu Ka reflections up to 0 = 70.5" (i.e. (154) ) are given." The relative reflection of these planes are represented by circle diameters. It is hoped that the projection may also be used in making inverse pole figures, originally suggested by Harris.' Values of 4 were calculated from the expression hH kK 1L cos = hH/a²+kK/b²-lL/c² where the lattice parameters a, b, c, and the spac-ings d were taken from the work of Jacob and Warren." (They report a = 2.852 kX (2.8578 A), b = 5.865 kX (5.8768 A), c = 4.945 kX (4.9550 A).) GROUND raw material as fed to the cement kiln generally is a mixture of two to four components, each of which may have widely varying physical and grindability characteristics. Chemically similar materials found in the same or different deposits may also differ appreciably in physical properties, depending on their crystalline structure. The calcareous or principal cement raw material may vary from a soft chalky limestone or friable cement rock at one plant to a hard limestone or oyster shell at another plant. Argillaceous materials include clays, shales and granulated slag. Siliceous and/or iron-bearing material, including sand, iron ore and cinders, may also be required in addition for certain types of mixes. Frequently differences in grindability characteristics are not given the attention they deserve in comparing grinding results at one plant with those at another or in selecting suitable circuits or equipment. Many types of crushing and grinding units are used, with numerous open and closed circuit arrangements. Both wet and dry processes are used successfully. When rebuilding or installing a new grinding department, the choice of process or circuit in some cases may be dictated by the nature of the materials being ground but in other cases it may be the result of good salesmanship or a compromise. An over-all evaluation of wet process vs. dry process grinding should not be made without considering the effects on all other producing departments in the plant. In general, the more recent grinding installations, both wet and dry, have employed closed circuits, but many older open circuits are still in successful operation. In our experience, closed-circuit raw grinding pays, because of lower power consumption and less operating labor per ton of product. However, some dry open-circuit mills with improved equipment and operating methods compare favorably in performance with dry closed-circuit units. CHARACTER OF GROUND RAW MIX (KILN FEED) Grinding in the cement plant in general requires a considerably finer product than in most ore-grinding operations. A distinction between fineness of kiln feed and of cement may be made in that kiln feed preferably should be ground to a limiting size, whereas finished cement should include a range of size fractions including sufficient fine flours to give a product with satisfactory physical qualities. Grinding raw mix for kiln feed therefore is more comparable to ore grinding, although the limiting size is smaller. Most kiln feeds are ground from 85 to 95 per cent passing 200-mesh, depending on mix composition. Some cement chemists believe that raw materials cannot be too fine, since finer particles theoretically combine more readily and intimately in the kiln. However, there are certain definite practical objections to extremely fine kiln feed, such as loss of kiln dust, unstable material flow through the kiln and greater difficulty in control of chemical composition due to dust loss, and the disproportion of fines from the more easily ground component. During the post-war period, and particularly during the past few years, coal production has been maintained at a reasonably constant level. This is in contrast to the greatly expanded demand for oil and natural gas. Certain markets for coal, such as the railroad and for home heating, have tended to decrease, but this decline has been offset by an increase in demand for other uses, particularly for electric power. Since the United States has very large reserves of coal and relatively limited reserves of natural gas and oil, from the conservation viewpoint, it would be better if the increased demand were to fall more heavily on coal. Where coal has lost certain markets, the decision has not always been made on the basis of price, and, in fact, in many instances, the markets have been lost where coal could show a price advantage. There are various reasons for this situation but it can be attributed in the main to the preference of certain consumers for the convenience offered by liquid and gaseous fuels. In the production of chemicals such as benzene, phenol, or ammonia, coal still plays an important role. As co-products from coke-oven operations, a wide variety of aromatic chemicals are available. In recent years, however, the production has not been sufficient to supply the demand, and it is not profitable to build coke ovens to make chemicals unless there is a market for the coke as well. As a result, the petroleum industry is beginning to take a stronger part in the production of aromatic chemicals. Natural gas has almost displaced the coke-oven water-gas machine for the production of hydrogen for the synthesis of ammonia, as well as for the synthesis of methyl alcohol and other oxygenated compounds. This information is not new and is given here only as a basis for the discussion of the broad significance of the development of the gasification process. It is clear that if coal is to regain some of its old fuel markets, as well as to maintain a position in the field of chemical synthesis, processes must be available for converting coal to the type of fuel the customer wants, and for a cheap method of furnishing gaseous raw material to the chemical industry. The operation of coke ovens and water-gas machines is not the answer to this problem for at least two important reasons: (1) the limited supply and relatively high price of good coking coals, and (2) the relatively high costs of the combined operations of coking and manufacture of water gas.

IN the course of a study of stress corrosion cracking of AuCu,, it was necessary to develop new electropolishing and metallographic etching methods. The techniques are generally useful for Cu-Au alloys, including the AuCu composition in which transformation markings are well delineated. For electropolishing, the only satisfactory electrolyte and procedure that has been found1 has the composition given in Table I. The solution must be vigorously stirred while polishing and the temperature maintained in the range of 55" to 62°C. The electrolyte is very unstable and can be used only for 10 to 15 min after which its color changes and a dark-brown precipitate forms. The polishing time is between 1 and 4 min depending on the initial surface preparation. The use of a hood is recommended to avoid the danger of cyanide gas which may form at one of the electrodes even though the solution is alkaline. The optimum current and voltage conditions for vertical anode and platinum cathode are on the plateau shown in Fig. 1, in which voltage is measured across the cell terminals. At voltages below the plateau, etching of grain boundaries occurs and under some conditions, which have not been clearly defined, octahedral etch figures are observed. For general purpose grain-size determination in polycrystalline alloys, a 3 pct solution of iodine in methyl alcohol is used with excellent results. However, when it is necessary to reveal small orientation differences or concentration gradients in an alloy, the iodine etch is not satisfactory. For this purpose, a highly satisfactory etching procedure was developed during this investigation. It involves the use of the vapor given off by freshly prepared aqua regia. The solution employed is 3HC1 to lHNO, which decomposes in accordance with the reaction HNO, + 3HC1 = NOCl + 2H,O + Cl,. The polished specimen surface is held about 1 to 2 cm above an aqua regia solution for 2 to 10 sec depending on the intensity of the contrast required and the surface is not subsequently washed. The results obtained with a coarse grained cast structure are shown in Fig. 2. Subgrain boundaries in a single crystal and concentration gradients within the boundaries are developed by the same treatment with the results shown in Fig. 3. Obviously, any conclusions regarding structure-dependent properties will be modified by the pronounced heterogeneity, which is not clearly evident when more conventional methods are used. Interesting structural details are also revealed by treatment for 4 hr at 850°C in unpurified tank argon. Fig. 4 shows a pattern characteristic of orientation-dependent oxidation.

THE cams at present universally used in stamp mills lift the tappets with an involute form of curve, to which the surface of the tappet is always tangent; moreover, the line of contact between tappet and cam, if produced, would pass through the center of the stem. This is no doubt a desirable feature, but the writer has long believed that it would be much more desirable if the cam were to pick up the stamp without shock, and gradually increase the upward velocity of the stamp throughout its upward movement. The involute form of cam attempts to impart instantly a considerable upward velocity to the stamp, starting it from a state of rest, and the result is a destructive blow, a great deal of noise, and much wear and vibration. The writer has developed a form of cam which will lift the stamp with a motion similar to that of the piston of an engine between the end and middle of its stroke; in other words, harmonic motion, from the point. of zero to maximum velocity. The curve will give this ideal motion only when the stamp is set for the exact drop for which the cam was designed, but the improved cam will not be as bad as the involute cam until the drop is reduced one-half. In other words, if a cam is designed for a 6-in. drop, it will be some improvement over the usual form of cam until the drop is only 3 in. Any cam, whatever its form, must of course lift the stamp in the same number of degrees of revolution; therefore, with this new form, since the stamp starts more slowly on its upward course, it must end up by going faster, the average speed being the same as with the involute cam. The stamp, after it is no longer in contact with the cam, keeps on going up a certain distance, which is easily calculated. It is therefore possible to hang up a stamp without a cam stick, if the fingers are not more than 1/8 in. longer than necessary to hold the tappet above the cam.

BY the beginning of 1945 the output of petroleum products for war had reached a volume and a rate of growth which practically assured all requirements so long as war continued. The programs for making gasoline, lubricating oils of required quality, toluene for T.N.T., and chemicals for manufacture of synthetic rubber, as well as numerous other lesser petroleum products, were all well in hand, and unless catastrophic developments occurred there was no doubt of the ability of the industry to meet all demands. The end of the fighting found the refining industry working at top capacity on war commodities, but also in position to convert quickly into peacetime civilian production. 100-octane Aviation Gasoline Production of the vital 100-octane aviation gasoline, starting with approximately 44,000- bbl. daily capacity at our entry into the war, reached a top of 525,000 bbl. a day in the United States by the end of hostilities. With 75,- bbl. from other Allied sources, the grand total was 600,000 bbl., or 25,000,000 gal. each 24 hr. available to the armed forces had fighting continued. At times it was a close race between requirements and production, but never were any important military operations involving the use of high-octane aviation gasoline held up or delayed for lack of sufficient output of such material. The undivided effort of the entire refining industry in full cooperation with the Government made this record possible. Little diminution in output followed the German surrender on May 7. Plans called for a correspondingly greater activity for the Japanese war and possibly for well into 1946. But when the Japanese sued for peace on Aug. 10 most contracts were quickly canceled. Substantial stocks, reputed to be somewhere between 20,000,000 to 30,000,000 bbl., built up largely between V-E and V-J day pending organization of the larger Japanese war program envisaged after Germany gave up, were in the Government's hands in this country, in addition to working stocks in the war areas. Toluene and Lubricating Oil Requirements for toluene for T.N.T. increased rapidly as bombing speeded UP with increasing control of the air by the Allies in Europe and Asia. Production in excess of T.N.T. requirements which had been going into 1000-Octane aviation fuel blending during 1943 and 1944 was again drawn into explosive manufacture early in 1945. In anticipation of the war continuing into 1946, two new plants were ordered constructed, the decision being announced in April, plans calling for one of them to get into production about the end of 1945, the other in the first quarter of 1946. IN six years the construction of Hoover Dam and the power plants probably will have reached the operating stage and this vast new source of power will then be continuously available for industry. The height of the darn will be 580 ft. and the average annual flow of the Colorado River is calculated at approximately 24,000 cu.ft. per sec. If this full head and average flow can be maintained the year round, about one million horsepower will be generated. The U. S. Reclamation engineers, taking into consideration the probable range in flow and head, have set the figure for power contracts at 660,000 firm horsepower, which can be assured at all times of the year. During the months of heavy run-off of water from the Colorado River Basin the power plants should be able to generate the full 1,000,000 hp. capacity of the power plants, so there will be 340,000 excess or secondary horsepower. The cost of firm power at the switchboard will be close to 2.15 mills per kw.-hr., equal to $14.05 per hp.-yr., and the cost of the secondary or off-peak power will be close to 0.8 mills per kw.-hr., or $5.22 per hp.-yr. In no place in the country can such cheap power be obtained today. The electrochemical industry is in a state of flux because the power costs from its old sources have increased so much (to $30 per hp.-yr. at Niagara) that the industries have had to seek new sources, so they have gone to Canada and Norway and built new plants.

The titanium-aluminum system has been investigated in the composition region 0 to 34 pct Al in the temperature range 800" to 1450°C. The phases encountered in this region were: a,ß, TiAl3, The reactions observed are as follows: 13 ; L - 6T. A1, 0 (15 pct Al) + 6 (18 pct Al) - yTi Al (16.5 pct Al) at -1170°C andP (7 pctpct Al) + y (9.2 pet Al) - ah(9 pct Al) at - 1060°C. A eutectoid reaction: y — a +d belm 700°C is postulated. THE Ti-A1 system has been the sub.ect of a number of investigations. Several of these1-3 have indicated extensive solubility of A1 in both a and ß titanium. Ence and Margolin, as a result of work on the Ti-A1-0 system:'5 have shown that the a solubility ofalumi-num is considerably restricted, and found that a compound, Ti2A1 existed in the region formerly designated as Q a This structure was identified as hexagonal with c/a = 0.803. Pietrokowsky confirmed the existence of this phase7 and pointed out that the structure was isomorphous with Ti3Sn.8 Although the existence of Ti,A1 has been confirmed by others,9-12 there has been considerable disagreement regarding the composition and mode of formation. A detailed reinvestigation of the Ti-A1 system has been published by Sagel et al.13 The tentative diagram indicated two phases, a, and e, occurring in the former all a region. The a, phase has the same structure as Ti2A1 and was indicated as having a broad region of solubility. Epsilon, a tetragonal phase, was shown to form within the a, solubility region. AS a result of unpublished work,14 Ence and Mugy3 olin disagreed with the interpretation of Sage1 et al., although some common features existed. The present study was conducted in an attempt to clarify prevailing uncertainties. EXPERIMENTAL PROCEDURE Alloy Preparation—Alloys were prepared from iodide titanium (99.9 pct Ti with less than 0.01 pct Zr) or Bureau of Mines electrolytic titanium (BHN-73) and high purity aluminum (99.99 pct). Alloys were arc-melted in argon or helium atmosphere as 15-g buttons in the composition range up to 34 pct Al. Depending on need, alloys were made in increments varying from 0.25 to 2 pct Al. Up to five 15-g buttons of some compositions were made. Weight losses during melting did not exceed about 1 pct of the charge and chemical analysis revealed that both titanium and aluminum were evaporated. In general, nominal and analyzed compositions agreed within 0.5 pct and therefore nominal compositions were used in plotting the data. Unavoidably, some overlap of composition occurred, particularly where small increments of A1 were used. The small increments were primarily used to obtain alloys which would fall into the narrow a -, r region and this purpose was achieved. In general, the data obtained from Bureau of Mines base titanium and iodide titanium alloys were in agreement. Forging—Both as-cast and forged samples were employed. Samples were heated for hand forging by an oxygen-hydrogen torch to the region 1200" to 1300°C. A titanium anvil and cover plate were used to prevent any iron pick-up and consequent formation of a low melting point compound. Frequent reheating kept the temperature in the desired range. Under these conditions, alloys containing up to 15.5 pct could be successfully forged. To check on the depth of contamination, forged alloys were heated slightlybelow the ß transformation temperature. Metal was removed to a depth below the contaminated surface so revealed, and the subsequent results obtained from these samples agreed closely with those secured from as-cast material. Heat Treatment—Prior to heat treatment, all alloys were vacuum annealed to remove hydrogen. Samples

RECENTLY this laboratory undertook the task of preparing some low carbon metallic cobalt by the carbon reduction of precipitated cobalt oxides. The oxides came in two lots and had the compositions given in Table I. Industrially, cobalt rondels' are made by the carbon reduction of cobalt oxide in small reverberatory furnaces at temperatures near but not above 1050 °C. This is a slow and tedious small batch process but does give cobalt metal which is low in carbon (1 pct C). Inasmuch as these cobalt oxides were relatively low in copper and iron it was decided to reduce them with petroleum carbon in a small three-phase electric arc furnace of about 3 to 5 Ib of metal capacity. It was hoped such a procedure would save considerable time and perhaps also indicate an improved commercially feasible process. The furnace was preheated by using small pieces of carbon electrodes to maintain the arc until a temperature of 1500°C was reached. The broken pieces of electrodes were then removed and 500 g of the cobalt oxides and 60 to 100 g of petroleum coke added. At the end of the reduction reaction, a high lime flux was added to the furnace to facilitate the removal of sulphur. Due to the fineness of the cobalt oxide powder used and also to the presence of chlorides there was considerable dust lost in charging the furnace. This was overcome by preparing briquettes composed of the cobalt oxides, charcoal, and a little bentonite to serve as a binder. The results obtained are summarized in Table 11, which shows that the cobalt metal produced in the arc furnace was high in carbon varying from 2.5 to 3.5 pct. This, of course, is much too high. For certain uses, such as in the preparation of permanent magnets, the carbon content of cobalt must be low. It was necessary therefore to find an effective method of reducing the carbon content of the cobalt that had been prepared in the arc furnace. Van Arkel3 recommends the use of Co2O3 as a means of removing carbon from cobalt. Experiments by the authors indicate that carbon is removed with difficulty by this method. Other methods used, including lancing of the molten high carbon cobalt with a jet of oxygen, proved to be ineffective. The method finally used makes use of the fact that cobalt metal is decarburized by carbon dioxide at the temperature of the molten metal. Two methods were used: 1—carbon dioxide was bubbled up through the molten cobalt, and 2— molten cobalt was maintained in a carbon dioxide atmosphere. In the first method the gas was introduced below the surface of the molten metal by means of a quartz tube. A high frequency induction furnace was used to keep the cobalt molten in both of these experiments. This kept the metal somewhat agitated and no doubt was an important factor in hastening the decarburization 'process by the second method. Both methods gave satisfactory results as shown in Table 111. An interesting observation in connection with this 'work was that a small sample of carburized cobalt metal could be decarburized by heating it with an acetylene torch adjusted to give an oxidizing flame. This may have been due to the presence of carbon dioxide in the products of combustion. Samples of molten high carbon steel were decarburized by the same method and it is suggested that nickel and perhaps manganese can be decarburized in a similar manner. Additional work, including rate studies and other theoretical aspects of this problem, is in progress in this laboratory.

AN intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies Which tend to confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. ORIGIN OF THE LAW Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb. 11, 1897 (29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims."

THE evaluation of data obtained by selective flotation from even a simple ore is a very difficult process, and when the ore tested is complex the process becomes extremely difficult and cumbersome. The authors, in the course of an investigation into the selective behavior of various flotation reagents on nonmetallic minerals§ were confronted with an aggravated form of this difficulty, owing to the large mass of data that had accumulated over a period of years. They finally devised a method whereby the results of the various flotation tests could be correlated and interpreted by means of graphs representing recoveries and rejections of the component minerals in the ore. This method of graphical analysis proved so useful in nonmetallic flotation that it was afterwards applied to sulphide flotation, where it yielded equally satisfactory results. Since this method of analysis leads to very definite conclusions as to the effect of changes in reagents and flotation procedure, it is felt that a wider application of the method might assist the industry by reducing the amount of test work required, and possibly increase the accuracy of the final analysis. GRAPHS In Fig. I, four curves are plotted on the same graph with cumulative percentages as ordinates and cumulative weights as abscissas. In this instance the four curves are named, respectively: the barite-recovery curve, the limestone-rejection curve, the silica-rejection curve, and the summation curve. In these tests barite was the mineral concentrated, therefore a barite concentrate was produced. Definitions Before explaining the curves in detail it might be advisable to define several new terms, such as "percentage rejection," "summation index," and "summation curve," as well as the word "test," which has been used in a special sense. A "test" will include all the operations performed upon a batch of ore from the time it is placed in the rod mill until the last product has been assayed. Thus a test may be a comparatively simple procedure producing only one concentrate and a tailing, or it may be a very complicated procedure producing five or more concentrates of a specific mineral as well as a tailing. The number of concentrates produced will depend entirely upon whether the collector was added to the pulp in the flotation cell in one lot or was added in five or more portions. Percentage Rejection.-The ability of a selective flotation collector to reject an undesired mineral is just as important as its ability to collect the desired mineral. The percentage rejection curves shown on the graphs give this factor due consideration and its value is calculated as follows: Suppose a concentrate contains 5 per cent of an undesired mineral.
