So far as this office is informed, the mining engineers are a unit against licensing, but if we must be licensed the most innocuous law that has been submitted is the draft prepared by Engineering Council. In the spring of 1967, after a careful study of existing geology along the Pacific Coast including Alaska, the USBM, in conjunction with the USGS, decided that the offshore area around Nome, Alaska, presented an unparalleled land-to-sea comparison site for the evaluation of marine core drilling techniques and sampling equipment. Considering the geological evidence available and the production history of the Nome Beaches (5-6 million oz. of gold recovered), it appeared likely that gold in commercial quantities could occur in the offshore area. A 180 sq mi area of Norton Sound, extending roughly 14 miles to the east and west of Nome and averaging 6 miles to the south, was tested by approximately 530 line-miles of sub-bottom profiling. A total of 4043 ft (56 holes) were drilled in unconsolidated sediments, yielding mixtures of gravel, sand, silt and clay. Of the total holes drilled, 16 went to bedrock and six were terminated short of their intended depths due to boulders which halted penetration, or rough seas which caused the ship to move as the anchors slipped over hard sea-floor surface. The rest of the holes were terminated when the penetrative capabilities of the drills were reached, or when the required amount of geological data were attained.

A company must have an organized approach to effectively sort through the profusion of available software and hardware and find the programs and equipment which fit defined needs. The selection process must build a complete compatible system which includes hardware and software. The methodology presented in this paper helps identify some of the more important considerations. The steps needed for an organized approach to software/hardware selection are: •All involved staff should contribute to an assessment of current computer capabilities and projection of future needs. •Alternatives are analyzed to determine what software and hardware is available and how selections may possibly be merged into the existing computer system. The evaluation process focuses on details of program capability and hardware compatibility. Analysis must be done to determine how closely individual programs fit the established requirements. The final decision is often a balance of needs between program capabilities and hardware availability. Any programs selected must be able to run on existing and newly purchased hardware. Any additional hardware selected must be capable of meshing with the available computer system.

NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. Mr. Weeks used the words " original inventor " in the sense (as he explained in one place) of first inventor, and neither asserted nor believed that Bessemer's con-

THE separation of hematite by hysteretic repulsion was first brought to the attention of the public in 1922, by W. M. Mordey1. Three years later another paper2 was published and after another four years a third paper3 appeared in the South African publications. Certain data were lacking in these papers. In order to continue the work intelligently a knowledge of the shapes of the hysteresis curves for certain minerals was very necessary. This information was not available until the present year4. It was known that reduction of certain ores rendered them amenable to this process of separation but definite data in the form of curves showing exactly the effect of such treatment were lacking. Probably our best source of information on the separation of minerals by the use of alternating-current magnetic fields today is the reports from the U. S. Bureau of Mines5-7. It is not the purpose of this paper to tell the reader in detail how to make a commercial separator. Experimental models have recently been made7 and the results obtained have been so good that it is the opinion of the authors that the public will soon take an active interest in the subject and its development. The writers have constructed a separator that is considerably different in construction and operation from the two types described by Mr. Davis. This will be described, but the real purpose of this paper is to outline certain experiments and give curves showing data that have a fundamental bearing upon the practical construction of a separator of this type.

Careful estimates indicate that during 1942 new discoveries and extensions in West Central Texas added oil reserves slightly in excess of the eight million barrels produced. Drilling activity fell 40 per cent below 1941 and 82 per cent below the normal drilling activity of the late 1920's. Total production for the district continued its downward trend, now being less than % of the 42.7 million barrels peak in 1921. Rapid revival of activity is not probable under existing conditions, as costs of discovery, development and operations on the average probably now exceed current market price for the oil, the latter having remained constant since the spring of I941. Costs have advanced materially since the third quarter of 1941, when reports to the Tariff Commission indicated a margin of profit of 13.3 per barrel. Physical as well as economic conditions are holding back the amount of drilling in this district. The lenticular sands are not suited to 40-acre spacing regulations. There is no surplus of experienced oil-field labor. To reduce costs, much second-hand material is used for all except the deeper wells.. Price controls have retarded movement of used equipment by prescribing maximum prices that arc too low for the better grade materizl, thus making , owners reluctant to sell. On the other hand, buyers are unwilling to pay ceiling prices asked by sellers for poor material. Seventeen new oil fields and five new gas fields were found during 1942. Extensions and deeper 'drilling brought favorable results in eight older fields. The most significant new developments appear to have been in Coleman, Jones, Shackelford and Taylor Counties. A 5800-ft. completion in Wise County brought this county into the producing column for the first time. None of these new discoveries can he rated above one million barrel reserve on the basis of present development. Probably the most important development was discovery of a deeper pay (Gunsight lime) in the Wimberly field of Jones County, which shows promise of producing over an area of about 1000 acres. Jones and Shackelford Counties still lead the district in total annual production. Discovery of the Reddin pool, north central Taylor County, is credited to geochemical methods, making one success out of five or more wildcats based on such methods. Geophysical surveying increased decidedly during 1942 and returns from these studies are expected during coming years. Most of the wildcatting in the district is still based on surface and subsurface geological structural mapping, study of log data as to distribution of prospective producing reservoirs, and drilling in proximity to previous showings of oil and gas. Geological debate continues as to the proper correlation of the 100 to 300 ft. of gray lime that has produced more than 100 million barrels in the Parks, Brecken-ridge, Curry, Eliasville, Ibex, Pioneer and other important fields of this district. Fossils indicate that this limestone is younger than the Atoka beds of Oklahoma. On a structural basis most geologists include this formation with the Bend but a number of paleontologists believe it is more properly classified with the Strawn.

Production of crude oil in Tennessee during 1944 was slightly more than 9500 bbl., about 1300 bbl. more than 1943. Approximately 8000 bbl. was produced from the "Mississippi lime" in Scott and Morgan Counties. Some half dozen wells in Clay, Pickett, and Fentress Counties, pumped intermittently, produced about 1500 bbl. This production is from rocks of Ordovician age ranging in depth from less than 500 ft. to approximately 1000 ft. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The production of oil by counties is shown in Table I. Developments There were 20 completions during 1944 totaling 19,615 ft., nearly twice as much as in 1943. One well was drilling on Dec. 31, 1944. Of the 20 completions, one was a small oil well soon abandoned. Three gas wells were completed which are used locally. The completions are listed in Table 2. The distribution of tests according to physiographic divisions is given in Table 3. Cumberland Plateau There were five completions in the northern part of Cumberland Plateau. One was a small gas well in the Cooper pool 3 miles west of Oneida, but an attempt to extend the pool to the south resulted in a dry hole. The most active area in the state during 1944 was the northern Cumherland Plateau, especially in Cumberland, Morgan, and Scott Counties. Several blocks, aggregating more than 500,000 acres, were assembled and leasing was continuing in the early part of 1945. Surface work has been, or is being, carried on by at least four companies. While in an area of past oil and gas production from the "Mississippi lime," the principal interest appears to be in the essentially unexplored pre-Mississippian possibilities. The Knox dolomite group of Cambro-Ordovician age is receiving some attention as a possible reservoir. As the year closed one well was drilling on a surface structure near Lantana, 6 miles southwest of Cross-ville. This test will be drilled into the upper part of the Knox. Late in 1944, it was planned to lay a gas line from northern Morgan County to Oneida in Scott County, a distance of approximately 20 miles. The coastal Cordillera around the Panama basin is made up of a Cu-rich tholeiitic volcanic belt representing either immature, late Mesozoic, island arc, or oceanic ridge. The same belt is exposed (uplifted) along the western slope of the Cordillera Occidental of Ecuador and Colombia. Ni-lateritic, Cr-podiform, and Pt-(Au) placer deposits are formed there after or within ultramafic bodies of oceanic association. Younger calc-alkaline igneous activity provided the mechanism for porphyry copper and associated ore formation. This Cu (+Mo) mineralization occurs along a narrow belt exposed by the erosion of the volcanic cap. Ag-Pb-Zn(-Au) and Hg volcanogenic mineralizations occur within the calc-alkaline belt, but slightly eastward and only above the copper belt. To the east and in the Venezuelan Andes, Paleozoic and older sediments, volcanics, and metamorphics contain volcanogenic massive sulfide, Pb-Zn, Au, and Cu sedimentary and vein deposits, and sedimentary iron ore and phosphate. The Cenozoic Cu, Ni-Pt-Cr and a portion of Ag-Pb-Zn, Hg, and Au mineralizations occur within or just above the oceanic basement whereas the eastern- most Cenozoic Ag-Pb-Zn mineralizations occur within and above a pre-Cenozoic sialic basement. This continental crust is the northern extension of the Peru-Chilean Andes where no oceanic crust has been preserved, however. Cenozoic metallogeny and subduction relationships are unclear in the Northern Andes. Yet strong structural volcanogenic ore controls exists apparently due to deep strike-slip movement between two plates.

THE sampling of disseminated copper deposits has been described often but the method of combining assays, to give the true shape and value of the orebody as it will be mined has received less attention. As the ore mined during five or ten years at several of the great disseminated properties has averaged materially lower in grade than the published estimates, the question of the sampling and estimating of these orebodies seems timely. In this paper, attention is given particularly to factors that may cause errors in the final estimate. Sampling of diamond-drill holes, churn-drill holes, and underground workings is briefly described in the first part of the paper; then the method of combining assays to give the average grade and tonnage that will be mined is taken up in some detail. The necessity of study of the geology of the deposit and of probable costs is emphasized. Finally, the methods of calculating tonnages are outlined. DIAMOND-DRILL SAMPLING There are three main requisites for accurate diamond-drill sampling. First, the core should be removed and the hole cleaned out at the beginning of every sampling interval, usually 5 ft. (1.5 m.). After the rods are let down, water should be run through them until it becomes clear. The water must be clear before drilling starts. In this way the material knocked down from the sides of the hole by the descending rods is washed away, instead of being left to salt the sludge, sample.

This report describes the progress made in the research work on the development of a new method for preparing lower-cost titanium tetrachloride and preparing titanium oxide pigment. One of the requirements for the commercial production of ductile titanium in the process used by the Bureau of Mines is a source of lower-cost titanium tetrachloride. The production of ductile titanium by a modification of the Kroll1 process, recently developed by the Bureau of Mines, requires such a source of lower-cost titanium tetrachloride to make it commercially feasible. This report describes the progress of work done at the Mississippi Valley Experiment Station at Rolla, Missouri, on the development of a new method for preparing titanium tetrachloride. During the course of this research a new method for preparing pigment-grade titanium oxide was developed. At present, the price of technical-grade titanium tetrachloride is $0.32 a pound, which makes the price of the contained titanium $1.28 a pound.2 In addition, the titanium tetrachloride must be purified further before it is suitable for processing into metal, thus making its cost still higher.3 There were 8,562 tons of rutile produced in the United States in 1947, which was 900 tons in excess of that consumed. In addition there were 13,937 tons in various stocks, exclusive of the stocks in the Government strategic stock pile. No estimates of the domestic production of rutile are given for any of the prewar years. However, in 1939, 442 tons of rutile were imported as compared to 14,307 tons in 1947. One of the reasons for the large increase in the production of rutile is the working of the Florida beach sands for ilmenite, during which a considerable amount of rutile is produced as a by-product. It would be of value to determine methods for utilizing the excess production of rutile. The Arkansas titanium deposits in Hot Spring County produced commercial-grade rutile concentrates from 1933 to 1942. These were sold mainly to England, Germany, and Russia.

IN THE early stages of the depression the Utah Copper Co. realized that an unemployment problem would he created which demanded an intelligent and sympathetic solution. The company recognized that as many men as possible must be kept at work on a basis which would ultimately permit of the most efficient reabsorption of displaced labor. The company therefore determined to distribute available work among the greatest number of men and to that end adopted a system of rotating employees on a part-time basis. An employer requires a certain number of days' or shifts' work during the month. Obviously one employee working thirty days or shifts a month is equal to two employees each working fifteen. In principle, therefore, where two employees equally fitted to do certain work are available the work could be divided between them on an equitable basis and twice as many persons would benefit. A rotation plan on this basis was adopted by the Utah Copper, Co. on Jan. 30, 1930. Some variations of the orig¬inal plan have been made from time to time, the reasons for which will be discussed.

Silicon, unfortunately, is not in the same category as some other metals with respect to the absolute value of the highest purity material prepared. Tucker, in England, and Becket, in this country have developed procedures for the purification of silicon, and Becket's process has made industrially available silicon of a purity of 99.8 per cent or better. However, even the term "silicon metal" may be a paradox to some people, although not more so than the term "amorphous" as applied to silicon. These terms come from commerce, and "metal" is used to distinguish industrially high-purity silicon from ferrosilicon, silicon-aluminum, and other high-silicon alloys. Alloys of iron and silicon with 95 per cent Si or less are known as ferrosilicon, with a designation of silicon content where necessary, arid the term "silicon metal" is invariably applied to the grades containing 96 per cent Si and higher. The Becket method of purification was referred to in a monograph on the Alloys of Iron and Silicon, and the Tucker procedure was described in some detail in that publication.' In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve and further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treatment, he does not mention the existence of carbon in the alloy; nevertheless, he reports silicon by difference. Any final figure as to purity obviously results from agreement between direct determination and

The formation tester, as the name implies, is a tool built for testing the contents of sands encountered in drilling Wells Without actually cementing casing on the sand. The tester was developed in the Mid-Continent and has been in use commercially there since about 1926. However, some two dozen patents have been issued on formation testers dating back to the seventies. The method apparently was an outgrowth of the old Mother Hubbard grain or bean packer, used around casing before the days of cementing casing. These packers were also seated in a tapered hole and if the formation tested was not satisfactory the casing was pulled loose and the hole taken down to another formation. A great deal of experimental work has been done in its development, and as a result of this work the formation tester became an accepted integral part of the petroleum development in California. The formation tester was introduced into California some three years ago by M. 0. Johnston. Months of discouraging and expensive work followed its introduction into this state, but one organization after another tried the tool and its use is now fairly general. Shortly after Johnston began testing in California, the Halliburton tester was also introduced into the state and now another tool is being introduced, the Shaffer-Roles tester. Principle and Operation of Testers The principle employed in all formation testers is that of packing off the fluid in the hole above the formation to be tested and thereby prevent,ing it from having access to the testing tool. This permits the fluid contained in the given formation to have unrestricted access to the tool. It is accomplished by running the tool and packer on the bottom of the drill pipe; the valves in the tool being closed while going into the hole to prevent fluid from entering the drill pipe. The packer is then seated at the desired point, trapping the drilling fluid above it. When this has been done, the valves in the tool are opened and the fluid from the formation is allowed to enter the empty pipe through the tool. If the

The literature on the beneficiation of serpentine asbestos ore states that the specific gravity of the rock containing fiber and the fiber itself is the same so that specific gravity cannot be used as a basis for separation. An investigation of particles of asbestos ore ranging in size from 4 mesh to 5 in. revealed that the fiber-bearing particles generally had a lower specific gravity compared to essentially barren particles. The difference in specific gravity was sufficient to make an effective gravity separation of ore particles and reject a low grade tailings product. The results of laboratory tests are described that lead to the running of pilot plant tests with 20-ton ore samples using a heavy media separator. These tests indicated that a large amount of low grade material could be rejected from the raw ore at a coarse size. Although the process used is a wet separation, it can be added to a conventional dry asbestos mill. A gravity preconcentration would allow the mining of lower grade ore, increase the life of the mine, increase the value of the feed to the fiber recovery section, and decrease maintenance costs by removal of low grade tailings early in the flowsheet.

Zinc monocrystals, when compressed nearly parallel to their basal planes (within 20), deform in a new way; and certain deformation markings, called "-bands," are typical of this new mode. Characteristics of these bands are described. Mechanical behavior of low angle zinc monocrystals was investigated in some detail. Recrystallization did not occur upon annealing of banded specimens that were free of deformation twins. -Bands do not seem to be the result of nonbasal slip, but rather, a result of a microbuckling mechanism. u-Bands differ qualitatively and quantitatively from ortho kink bands. A dislocation model, consistent with some of the features of u-bands, is described. THE plastic deformation of zinc monocrystals with slip planes (0001) nearly parallel to the stress axis was studied in this investigation. In a previous investigation, it was shown that some low angle zinc crystals (those with slip planes making angles of more than about 2.5+1° with the compression axis), deform by ortho kinking while others (those with slip planes making angles of less than 2.5+1° with the compression axis) deform in a new way.' This new mode of deformation will be described in some detail here. Some of its striking features are: 1—it operates only for compressive stresses, 2—its temperature dependence is anomalous, and 3—it exhibits a new type of "yield-point" behavior. The mode of deformation to be discussed is not new in the sense that no previous evidence of its existence had been reported. The markings that it creates on the cleavage surfaces of zinc crystals have been described by several investigators.'" However, this is the first time that it has been made to operate under controlled conditions so that its response to mechanical variables, temperature, and aging treatments could be investigated and its geometry completely described. Apparently. Jillson' as well as Holden3 and Pratt" believed that the small bands they observed were simply small versions of ortho kink bands. In fact, two of these authors3,6 "alled the markings "micro kink bands." In spite of the precedence, it is felt that this term is not entirely suitable because these bands do not have the same genesis as kink bands, and they are qualitatively different in structure. As will be indicated by later discussion, the bands seem to be related to the tensile deformation bands observed in aluminum. The present author has chosen to call the bands "micro deformation bands," or simply ",ubands," and the deformation process, ''p-banding." Experimental Methods Crystals were grown from 99.999+ pct Zn obtained from the New Jersey Zinc Co. The details of the technique are given elsewhere." It should suffice to say that the crystals were seeded for orientation control, and precision pyrex tubes were used for molding them. About 40 crystals were used, yielding some 130 specimens. Fig. 1 illustrates the typical form of the specimens and shows how the orientation angles are defined. The crystal specimens were usually 1 3/4 in. long and about 150 mil in diameter. The angle between the slip or cleavage plane (0001) and the specimen axis is designated by xo, while a is the angle between the maximum slope of the (0001) plane and the nearest close-packed direction [1210], vary ing from 0°to 30°. The crystals were cut into specimens with a jeweler's saw and the ends were squared by filing (specimens held in V-block). Crystals of this orientation are stiff toward bending, so this procedure introduced only deformation localized at the ends. Then the specimens were polished either chemically in 50 pct HNO³ or electrolytically in 20 pct chromic acid. The mechanical tests were made with an Instron testing machine. This machine weighs by means of electric strain gages on elastic bars and is quite stiff, since the full-load deflection of its load cells is at most 0.002 in. Most of the testing was done at a

MINING operations of the Charcas unit at present are limited to the Tiro General mine at Charcas, in the State of San Luis Potosi, Mexico. The Tiro General mine was first operated during the Spanish occupation of Mexico for rich silver ores in an oxidized zone along the outcrop of the principal vein. In depth the ore is a complex sulfide with widely varying proportions of sphalerite, argentiferous galena and chalcopyrite; and until recent years, it was economically impossible to carry on mining otherwise than irregularly in sections of the veins richest in galena and chalcopyrite. The advent of selective flotation brought the orebody as a whole within the field of economic interest, and a flotation mill of 650 metric tons daily capacity was constructed in the year 1925. The mining of partly worked-out sections of the mine, as well as the very heavy ground in most of the stopes opened in virgin ore, presented an unusually difficult problem. This -paper describes the so-called "filled top slice" stoping method finally adopted as the standard system.

Quietly picking his way through the thorny thicket of conservation issues is William E. Ruckelshaus, director of the Environmental Protection Agency in which President Nixon gathered the various anti- pollution units from the Interior, Commerce. Agriculture and Health. Education and Welfare departments. Mr. Ruckelshaus. EPA's first administrator, moved over from being Assistant Attorney General in charge of the civil division at Justice to this new post. Essentially, EPA is charged with administering swiftly proliferating antipollution programs. This means policing industry cities, farms and everything else. Ruckelshaus has been quietly fitting together the various pieces of this new agency, pulling then1 out of other Federal departments. Some 5800 employees are involved. The budget in 1971 for these segments will total about $1.5 billion.

The recent dedication of Magma Copper Co.'s San Manuel, Ariz., electrolytic copper refinery and rod casting plant marks the culmination of a three year, $250 million expansion-modernization program. The new facilities will eventually permit an annual production of 200,000 tons of marketable copper for direct sale to fabricators. The Newmont Mining Corp. subsidiary will produce and market continuous cast 5/16 in. copper redraw rod, full plate cathode copper and sheared cathode plate under its own brand name. Among the four largest in the nation, the new refinery and plant, was built at a cost of $34 million and will be fully automated. In addition, all materials used in the plant will be recycled and no waste, discard or emissions will occur.
