SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

Technical and financial feasibility studies conducted at the Middle East Technical University, in Ankara, Turkey, have revealed that a 400 km long prospective slurry pipeline between Hasançelebi and Iskenderun could efficiently and economically transport iron concentrates, with a size of 55%-325 mesh and of amounts varying between 0.25 and 8.0 million tonslyear. Particularly for annual throughputs above 500,000 tons, favorable results have been obtained regarding the processing of the ore, the applicability, the transport cost, and the foreign ex- change currency savings.

INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against

In situ mining is no longer a "last ditch" approach for recovery of uranium, but a proven and competitive method of exploiting sedimentary deposits. Today, in any feasibility study of uranium properties, the project manager would be prudent to compare the economics of in situ methods with conventional surface and underground techniques. In this comparison of in situ and open-pit mining, John J. Borkert and Carl E. Gerity of Occidental Minerals Corp., evaluated a group of hypothetical uranium deposits using the three most sensitive depositional characteristics of depth, size, and grade. Their conclusion: in situ is generally the better method to maximize total net profits and return on investment. At uranium values of $40 per pound, their analysis found open-pit mining to he unprofitable, generally, when stripping ratios were greater than 30:1, the deposit grade-thickness (GT) was 0.5 or less, or the ratio of depth to GT was greater than 200.

J.-I think it may be of interest in respect to the information we have received in regard to the danger of machinery in mining operations, to state that in the particular type of metal miming which the New Jersey Zinc Co. is doing at Franklin, during the past year, although there have been other accidents, that method of miming was free from any accident due to machinery underground. It may give a different light as to the relative degree of the importance of machinery as varying with different types of mining. ARTHUR WILLIAMS, New York, N. Y.-Mr. Kneeland's able presentation of this paper, it seems to me, bears out the suggestion which has been so frequently made that in this country we have a new profession, that of the safety expert or safety engineer, which calling, if properly carried out, would include also questions of sanitation. While Mr. Kneeland was speaking, it occurred to me that perhaps any one, however experi-enced he might be in mining generally, would pass through these mine shafts and these operating rooms, and the things which might cause accidents, which would cause accidents if the right conditions were to occur, would pass by entirely unnoticed by him, but when the safety expert goes into these places he sees these things which he immedi-ately recognizes as being spots of danger and provides means for their elimination.

The degree of ordering progressively increases at lower temperatures until it becomes virtually complete at about 100°C. The electrical resistivity of the alloy illustrates the changes clearly (Fig. I). This type of reaction has been a favored subject for study by physicists. An excellent summary of the theory is to be found in a paper by F. C. Nix and W. The following general survey of the character and present condition of the silver-mines of Mexico, though not offered as a detailed treatise, has been prepared with care, is believed to be generally up-to-date, and is offered as a summary which may be found useful by mining engineers. For several centuries Mexico has ranked first anlong the silver-producing countries. It is now second as a copper-producer, and seventh as a gold-producer, with a fast-increasing output every year. The total amount of capital invested in its mining- and smelting-works exceeds $250,000,000, while the value of the yearly metallic production is $160,000,000. There are more than 20,000 recorded mining properties. The silver-mines of Mexico represent deposits of three principal classes: (1) veins and stock-works in eruptive rocks; (2) fissure-veins crossing the crystalline schists, granite, diorite, etc.; and (3) veins and replacement-deposits in limestone. THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country&apos;s dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements.

The lattice parameter of the inlerrnetallic compound Nb3Sn has been measured as a function of temperature from 80° to 1290°K. The results are compared with published data on the thermal ex- ThE recent interest in the intermetallic compound, Nb3Sn, as an engineering material for the production of superconducting devices has necessitated that certain engineering data be obtained. Because of the difficulty encountered in producing bulk pansion of niobium and indicate that the compound when made by diffusion of tin into niobium at 1000°C, would be subjected to a tensile strain of about 0.1 pct when cooled to room temperature. material which is single phase, the coefficient of thermal expansion has not been measured by dilata-tional methods. Therefore the lattice parameters of fine-grained samples of Nb3Sn produced on the surface of a niobium sheet by heating in molten tin at 950°C have been obtained as a function of temperature. The results are compared with published data on niobium2 and Nb3Sn3 and with lattice-parameter measurements made on small single crystals of Nb3Sn.

INTRODUCTION Idarado Mining Company, a subsidiary of Newrnont Mining Corporation, is situated high in the San Juan Mountains in southwestern Colorado. Portals, offices and surface plants are located near the towns of Ouray and Telluride at elevations ranging from 9,000 to 12,000 feet. The Ouray portion of the development was initiated in 1943. Upon completion in 1945 of a 250-ton mill, processing of development ores containing copper, lead and zinc was undertaken; thus, serving as a pilot testing unit for larger scale milling operations. These facilities were subsequently enlarged and utilized until 1956. Meanwhile, in 1953 Idarado had acquired The Telluride Mines Company, 62 miles distant by highway; however, only six miles via a network of tunnels which eventually linked the two workings. Extensive underground development and increased ore production necessitated reconstruction and expansion of the milling plant. The facility was designed to accomodate processing of 1700 tons of ore daily. This goal was achieved and it represents the current daily output. The temperatures of solid-liquid interfaces have been measured during the growth of Sn-Pb alloy crystals which exhibited a cellulur substructure. A simple descriptive theory was used in combination with this data and the other measurable growth variables to predict some features of the solute segregation such as the intercell excess concentration and the depth of cell grooves during freezing. The effective distribution coefficient at the tip of a cell, a, was predicted and experimentally found to vary in the range, 1 >a > k0. At the lower limit, the severe segregation that must arise between dendritic cells was substantiated by various observations such as the existence of a second Phase even for alloys of only 0.2 wt pct Pb. ThE cellular morphology of a solid-liquid interface is known to coincide with the formation of a zone of constitutional supercooling ahead of the interface during growth.&apos; The occurrence of various cell structures, (two-dimensional cells, regular cells, dendritic cells), has been quantitatively investigated,&apos;2,4 but the segregation of solute which arises as a consequence of this mode of growth has only been examined qualitatively. ACCORDING to the traditional definition,1 re-x crystallization is a process taking place upon annealing of cold worked metals, characterized by the appearance of new strain-free grains, growing at the expense of the cold worked grains until ultimately the new crystals completely replace the cold worked structure. In metals like brass this process was observed long ago to take place simultaneously with the return of the mechanical properties to those characteristic of well annealed material. The above definition implicitly assumes that the matrix in which the new grains are growing is essentially still in the cold worked condition at the time it is absorbed by the new grains, i.e., that the energy stored in the metal during cold working is not greatly decreased by recovery, prior to recrystallization. Accordingly, the bulk of this energy is assumed to serve as the driving force for the process of recrystallization. Recently, a great deal of evidence accumulated, indicating that the traditional concept may be considerably in error. Suzuki&apos; found that by far the largest portion of the stored energy of cold work in compressed polycrystalline copper is released in the early stages of annealing, well in advance of recrystallization. Thus, the new recrystallized grains are undoubtedly growing in a matrix which is, at least energetically, no longer in the cold worked condition, but has nearly returned to the annealed state. It is true that in Suzuki&apos;s experiments the major hardness changes due to annealing were observed to take place concurrently with the formation and growth of the new grains, but this process apparently involved the release of only a minor residual fraction of the stored energy of cold work. Confirming in this respect the views of Wood," several recent investigations by various techniques lead to the conclusion that the grains of many, if not all, metals in the cold worked condition consist of small, slightly disoriented "crystallites" or "sub-grains".* (After appreciable deformation at room temperature, the subgrain size in copper appears to be about 7.104 cm and in high purity aluminum about 2.10-4 cm.) Recent investigations which demonstrated this phenomenon most convincingly are those of Heidenreich8 with hammered high purity aluminum, of P. B. Hirsch and collaborators7,8 with cold worked polycrystalline aluminum, copper, nickel, iron, gold, etc., and of Warren and Averbach9 with a rolled copper plus 2 pct Si single crystal. In addition to the existence of slightly disoriented sub-grains, the cumulative evidence from these investigations also shows that in the cold worked condition the subgrains themselves are severely strained. With regard to the early stages of annealing, Heiden-reich&apos;s results indicate that within the subarains of hammered high purity aluminum the strain gradually disappears, without discernible migration of the subboundaries. THREE surface activity procedures are in com--L mon use for the determination of diffusion coefficients in solids. In the oldest of these&apos; the activity observed at the original surface is compared before and after diffusion, where all the activity is in a thin, plated layer on the surface before diffusion. Partial absorption of the radiations from active atoms which have diffused below the surface reduces the effective activity after diffusion. The formula employed to calculate the diffusion coefficient is where F, is the ratio of final to initial activity at the surface, measured with identical counting geometry; Z=u3Dt, where D is the diffusion coefficient; t is the diffusion time; and u is the absorption coefficient for the radiation in the solid as defined by Lambert&apos;s law. This absorption law implies that all the rays are parallel to each other and normal to the specimen surface. This assumption of a collimated beam used by Steigman, Shockley, and Nix has been adopted by all other investigators and, although it gives results which are approximately correct under restricted physical conditions, it does not represent many actual circumstances. It is the purpose of this paper to show the importance of the divergent rays and to indicate a procedure for taking them into account. In the residual activity method the activity is determined on a series of surfaces ground on the specimen at progressively greater depths in the diffusion layer parallel to the initial surface. Gruzin2 has de- rived a formula for this procedure, which may be put in the form where I is the ratio of the activity measured at a newly ground surface at distance k below the initial surface to the activity at the initial surface measured after diffusion, and K= k/2p Dt. A third procedure involves the autoradio-graphic determination of activity on a plane ground at a small angle to the initial interface through the penetration zone. Aut oradiography can be particularly sensitive to the oblique rays. Unlike most counters which detect essentially all ß particles or X-rays which enter the active volume as a single event, the photographic emulsion may be thin enough so that oblique rays with longer path length in the emulsion produce more darkening than rays which move normal to the film plane. Consider a plane containing a source of radiation uniformly spread over a circle and a point counter located on the perpendicular through the center of the circle. As the counter moves along this line, the total angle 6, at the counter subtended by the specimen will vary. T HE life and career of Daniel Cowan Jackling constitute a distinctive part of a passing era, marked by the intensive exploration and exploitation of the mineral resources of the western regions of the United States. In the development of his abilities and in the use of his opportunities, he typifies the initiative, the energy, and the skill of a modern captain .of industry. Daniel C. Jackling was born at Hudson, Mo., on Aug. 1.4, 1869. He was the only child of Daniel Jackling, born in England of English parents, and Lydia Jane (Dunn) Jackling, born in the United States, but of Scottish ancestry. His father died a few months after he was born, and he lost his mother less than two years later. The orphan boy was adopted by his aunt.
