R. V. NorHis, Wilkes-Barre, Pa. (communication to the Secretary*) : The electric-haulage plant of the Short Mountain Colliery of the Lykens Valley Coal Co., mentioned by Messrs. Stoek and Harris as the earliest underground electric plant in the United States (and, I believe, the second in the world), was started July 23, 1887. The plant, designed by W. M. Schlessinger, consists of two motor-cars, each weighing about 5 tons and equipped with a 32-h.p. Union Electric Go. motor. The original general construction of the motor-cars is shown by Mr. Stoek; but they were rebuilt, the same year, with some important improvements in design; and, except for strengthening the frames and replacing the original pig-iron weights by a casting, they have not been greatly changed since that time. The generating-plant consists of two Union Electric Co. dynamos of 65-h.p. each, driven by an old 18- by 48-in. plain slide-valve engine; the ordinary voltage is 450 and the amperage varies from 40 to 200; the average indicated h.p. of the engine is about 75, with a steam-consumption of about 75 lb. per i.h.p. per hour; and as the cost of steam at this colliery is 8.11 cents per 1,000 lb.,the steam-cost per day is about $4.56.

THE Musconetcong tunnel is situated in New Jersey, near the line of the Central Railroad of New Jersey, about twelve miles from Easton, on the Easton and Amboy Railroad, the latter being the extension of the Lehigh Valley Railroad to tide-water. Up to the present time, the terminus of the Lehigh Valley Railroad has been at Phillipsburg, N. J., opposite Easton, passengers connecting there with New York by the Morris and Essex (D. L. and W.) and New Jersey Central lines; freight and coal being forwarded by the Morris and Essex to tide-water at Hoboken, and by the Central Railroad to Elizabethport and Port Johnson ; also, by the Belvidere and Delaware connections through Trenton to South Amboy.

IN 1948, the United States used nearly six million barrels of petroleum products every day. Although substitution of synthetic fuels for the natural petroleum product is not here yet, large quantities of special-purpose coal will be required in ever-increasing volume as the domestic production of oil from other sources fails to meet demand and the production of synthetic fuels begins. Petroleum economists do not agree as to when the shortages of domestic oil will appear; but the increasing per capita consumption of oil, coupled with a constantly growing population drawing on a potential domestic oil supply estimated to be 85 billion barrels, sooner or later will result in demand exceeding domestic supply. When this situation comes about, the excess demand will be either eliminated by curtailment of consumption or the demand met by increasing importation of foreign oil or by the production of synthetic fuels. The first recourse would definitely retard the heretofore unbroken rise in American living standards, while dependence upon a foreign oil supply during a war or other emergency would be dangerous. On the other hand, the enormous coal reserves in the United States, plus sizable deposits of oil shale, indicate adequate means of augmenting a diminishing domestic oil supply. Some idea of the impact of an expanding synthetic liquid fuels program on the coal-mining industry may be gathered when it is considered that to supply just half of our present-day petroleum needs synthetically from coal would increase the coal output by about 500 million tons annually, using an 11,900 Btu bituminous coal as the plant feed. If either a subbituminous coal or lignite were used, the quantity required would be materially increased. Synthetic Fuel Processes: The principal synthetic fuel processes using coal as a raw material are the Bergius, or coal-hydrogenation process, and the Fischer-Tropsch, or gas-synthesis process. These two processes not only produce different end products, but the preparation of the coal used in each presents its own individual problem to the coal-preparation engineer. The hydrogenation process brings together a mixture of dry, finely powdered coal, catalyst, and heavy oil to form a paste. Addition of hydrogen under rather high pressure and temperature conditions brings about transformation of the coal to a liquid product, from which a high-grade gasoline and other motor fuels may be obtained. The Fischer-Tropsch process requires the production of synthesis gas, a mixture of carbon monoxide and hydrogen. At the Bureau of Mines Louisiana, Mo., demonstration plant, this gas is being made by reacting dried pulverized coal with carefully controlled volumes of oxygen and superheated steam. After purification and in the presence of the proper catalyst and suitable conditions of pressure and temperature, the hydrogen and carbon monoxide components of the synthesis gas react to form motor fuel. The oil industry was very active in Wyoming in 1936, in contrast to the several quiet years preceding. Production for the year again increased about 7 per cent, following an 8 per cent increase in 1935. During the year, 85 oil wells were completed, compared to 55 in 1935. Three gas wells were completed in 1936, and three in 1935. At the end of the year 45 wells were drilling, as compared to 55 drilling at the end of 1935. Two new oil fields and one new gas field were discovered in Wyoming during the year. In the year 1936 Wyoming produced 14,475,431 bbl. of oil, a gain of 1,001,081 bbl. over the 1935 figure of 13,474,350. This increase, in the main, was due to the taking of light oil from the newly developed Sundance sand pool at Lance Creek, and from the new fields, Quealy and Medicine Bow, which contributed their first production this year. Most of the other old fields either were partly shut in in competition with the new fields, or showed a normal decline. This was especially noticeable in the black-oil fields, where production had been slowly but steadily increasing for a number of years. During 1936 black-oil production decreased approximately 100,000 bbl. as compared to 1935. The only black-oil field to show marked increase was Garland, which managed to take the market from less favorably located fields. The production of Wyoming in 1936 was 11,358,757 bbl. of light oil and 3,116,674 bbl. of black oil. Salt Creek, with a production of 6,015,000 bbl., is still the largest single oil-producing field, accounting for 42 per cent of the year's total production. Lance Creek, an old field, with newly developed production in the Sundance sand, reached second place this year for the first time in its history, with a production of 1,878,486 bbl. Lance Creek production will almost equal that of Salt Creek in 1937, if the present rate of production is maintained during the coming year. Oregon Basin, a large black-oil field, held second place in 1935, but owing to a greatly lessened demand for its production, dropped back to third place in 1936. Every new mining district has had its own peculiar experiences in inventing and experimenting upon new methods for the various operations of mining, and more particularly in the processes of crushing and dressing ores. As a matter of course, during this period many old things have been reinvented, patented, and cast aside, there to remain until at a future day other geniuses shall bring them forth again as new. In this respect the Copper Region of Michigan has not been behind other mining centres, and probably in no other part of the country has more money been expended in devising new machines and improvements upon old ones for the crushing of the rock. The appliances for washing the sand have not been so varied, simply for the reason that, having but one mineral, or rather metal, of high specific gravity to separate from rock material which varies but little in its character in any one mine, it requires much less care than is necessary in most mining centres of the world. At the beginning of operations in that district most of the work was in the control of Cornish miners, who introduced the simplest of Cornish mills, namely, wooden stem pestles, with wooden shafts and cams. These were well suited to the small mines, and particularly to the limited means of transporting more expensive machinery. As these facilities improved, they were enabled to change to iron, and to vary their patterns of rods, shafts, cams, and mortars. The most approved pattern, finally obtained, is the square or round stem, with collar adjustable by means of keys. In its present form it is a bar of cold rolled shafting, an eye in the top, an adjustable collar with key-plate and keys, the head and a shoe of chilled iron. The stem is fitted into the head by a slight taper. The battery has heretofore been of wood, lined with chilled cast plates, and bed-plate of the same, but within the past year the California pattern has been introduced. The screens are of sheet-steel, drilled with 16 holes to the inch. During this period of trial and gradual improvement in the pestle stamps, in the years 1855-6, the Ball steam-stamps were introduced, and after years of labor and expense, have been made the most efficient and powerful machines ever yet used for the purpose. The morphology of the nucleation and growth of austenite into high-purity iron in NH3-H2, gas mixtzires has been studied. The growth rate of an austenitic rim (planar interface) from scratched surfaces of- polycrystalline iron specimens was determined as a function of temperature and percent NH3 and found to he in reasonahle agreement with growth-rate calculations based on a model which assumes the diffusion of nitrogen to he the rate-controlling step. Under certain conditions, austenite pew as platelets; growth rates of these along the surface of single crystals were found to he dependent on surface preparation, orientation, THE development of microstructures can conveniently be thought of in terms of nucleation and growth. The complex topic of nucleation in solid-solid transformations will not be discussed at length, although a few qualitative experiments were performed. Growth is determined by the mobility of the various possible interfaces under the available driving forces in a particular situation. In homophase transformations, it has been clearly demonstrated that the mobility is very sensitive to small amounts of impurities, to the kind of impurity, and to the orientation relations across the boundary.' A degree of quantitative knowledge has temperature and percent NH3. On electropolished surfaces with a (110) pole, the maximum growth rate of platelets was determined and found to be in agreement within a factor of 2 to 3 with theoretical calculations of the edgewise growth rate of a platelet. The calculations are based on a model which assumes that the diffusion of nitrogen in the ferrite in front of the moving curved attstenitic interface at the tip of the platelet is the rate-controlling step. The growth direction on the surface of the single crystal and resztlting habit plane of the platelets were determined and found not to he unique but to vary systematically with the pole of the surface. been obtained. In the case of heterophase transformations, which are significantly more complicated to treat, a comparison of theoretical and experimental studies often shows rather poor agreement.'-' The main purpose of the experiments discussed below was to obtain additional quantitative data on crystallographic effects on boundary mobility in a system which was otherwise as simple as possible, viz. the growth of iron-nitrogen austenite into fer-rite. In the course of the experiments, it became necessary to re-examine the theory for the growth of Widmanstatten plates, especially the influence of anisotropic interfacial free energy. A NEW method for concentrating the flake mica either from present washing plant tailings or from new feed has been developed. In this paper, flake mica refers to that which occurs in weathered granites, alaskites, pegmatites, and schists in a form too fine to be considered sheet mica. It ranges in size from 1 in. or more down to 200-mesh or finer and occurs with kaolin, quartz, and partially kaolinized feldspar. Scrap mica, a term often used indiscriminately to describe everything other than sheet mica, will be used to denote the waste product from sheet mica mines and fabricating plants. Both flake and scrap mica are used in the mica grinding plants to produce wet-ground or dry-ground mica, although some flake mica recovered from clay mining operations is fine enough to be marketed without grinding.

The stress-strain behavior of zinc single crystals was measured over a strain range of 10-6 to 10-2. The phenomenon of macroyielding was observed in detail and plastic strains were detected at almost zero-stress. Closed hysteresis loops were observed during loading and unloading in the strain region of about 10-5. From the hysteresis a frictional stress on the dislocation of about 6 psi was obtained. A preliminary analysis indicates that impurities are primarily responsible for the friction. Nonelastic Strains as much as 10 -4 were recovered depending on the amount of prior deformation. Part of the recovered strain occurs instantaneously upon unloading and the remainder occurs at zero stress. The time dependence of the recovered strain was measured. THIS investigation is concerned with the details of plastic deformation preceding the ordinary yield point as measured with the usual strain sensitivity of about 10-4. The approach leads to internal friction observations in the hitherto neglected frequency range below 10-1 cycles per sec. It is believed that if the phenomenon of macroscopic yielding is to be understood, then the stress-strain curve in the neighborhood of the macroyield point should be greatly magnified. It may then be possible to determine whether macroscopic yielding is a unique event or whether it is a process which begins gradually at a lower stress. In the case of low-carbon steel a unique event obviously occurs at the macroscopic yield point as indicated by a drop in the load, but copper appears to exhibit a gradual transition from the elastic to the plastic state. In zinc the yield point is rather abrupt although the data indicates that some plastic deformation precedes large scale yielding.' One of the purposes of this investigation is to determine whether there is an abrupt transition from the preyield microstrain region to the region of macroscopic deformation. Such a rapid transition would support the concept that there is a critical stress for yielding. The concept that yielding is a unique event associated with such phenomenon as activating a Frank-Read source, freeing the dislocation from solute atoms, dislocations cutting through dislocations, or dislocations moving freely by one another, has been expounded widely on theoretical grounds. It is hoped that highly sensitive measurements of strain in the neighborhood of the macroscopic yield point will shed some light on the event known as the "Yield Point". EXPERIMENTAL METHOD 1) Specimens—High-purity zinc was cast into spherical graphite moulds in air and grown into spherical single crystals by the Bridgman method under a positive pressure of Argon gas. Spectro-graphic analysis of cleaved sections from four crystals showed a purity of 99.994 pet Zn. The specimens were acid machined with an 1/8 in. gage section in a form similar to those used by Parker and co-workers.2 Bausch type grips were fastened to the specimen by Epon VI adhesive. The specimens were oriented so that only [1120] (0001) slip occurred. Fig. 1 shows two of the specimens in the grips. Prior to each test, the gage section of the specimen was given a concentrated HNO3 chemical polish followed by alcohol rinsing and air blast drying. 2) Test Method- The shear tests were performed on an Instron testing machine and the experimental set-up was made very "hard". Strain could be measured to a sensitivity of 10 -6 by means of a capacitance gage extensometer. The design and calibration of this type of extensometer to measure microstrain, as applied to pure shear and tensile tests of metals, will be the subject of a separate paper—therefore, only a brief account will be presented here. A new device based on a constant rate of loading has been developed for the compression testing of green and dry pellets. This device has a lower test variation for green pellets than the existing constant deformation rate tester. While the test variations for dry pellets are similar for both types of machine, the new tester is sensitive enough to measure dry pellet deformations of 15 µ in. for cyclic loading studies. In the study discussed here, the compressive load at which a pellet breaks proved to be a normally distributed random variable, and the load-deformation relationship was found to be linear for dry pellets but not for green pellets. The paper emphasizes the need for a standardized test procedure throughout the industry. For many years the green and dry compressive strengths of pellets have been considered as possible criteria of pellet performance during induration. Little attention, however, has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of this test. THE World. Engineering Congress closed as it opened, with a brilliant and dignified ceremony. On Oct. 29, 1929, there were hearty speeches of welcome and of hope for the successful issue of this international gathering; on Nov. 7, the farewells were even more heartfelt expressions, and anticipation gave place to, realization. H. I. H. Prince Yasuhito of Chichibu, who had graciously opened the Congress; was unavoidably absent at the closing ceremony, being on duty with his command at the Army maneuvers, so that the principal speech was made by the President of the Congress, Baron Furuichi. The outstanding statistics of the meetings were: an over-all attendance, delegates and members, of 800 from overseas and 2800 Japanese 83 sectional meetings, all. meetings having practically capacity attendance, this being especially true of Section 11, mining and metal¬lurgy, where standing room only was commonly the rule; and 780 papers were presented, in full or in abstract or by title. H. I. H. Prince Chichibu attended each section on Oct. 31. The large attendance of Japanese students was notable at most sections.

Much has been written about the energy fuels including their standing with respect to reserves, their delivered Btu costs, their potential in the electrical generating market and their capabilities to meet a burgeoning demand. Yet, when all factors are placed in their proper perspective, the spiraling electrical energy market alone should guarantee each fuel a better than average market for the foreseeable future. In fact, a study made by the U.S. Federal Power Commission on the spare capacity utilities have on hand indicated that 39 of the 181 major utility systems had less than 10% reserves on hand at the end of 1969. Fuel supplies are critically low in some areas, especially in the Southeast, South Central and Midwest areas of the U.S. In other systems equipment shortages resulting from faulty equipment or delays in getting new equipment deliveries causes power failures during peak loads. In addition, lack of labor curtails the erection of some new facilities and prevents many other facilities from operating at capacity.

The DeHoff method of determining the size distribution of ellipsoid-shaped, second-phase particles has been applied to the spheroidization of cementite in a eutectoid steel. The surface area of Precipitates determined from the various size fractions in the distribution was correlated with surface-area measurements based on the number of intersected interfaces on a random lest line. The precipitate particles were found to be oblate ellipsoids with an axial ratio of about 0.90. The size distributions were found to be log-normal. A method is proposed whereby the shrinkage of small particles and growth of large ones can be determined from the experimental data. The experimental data are compared to previously proposed mathematical models describing diffusion-controlled kinetics and various types of interface-controlled kinetics. The experimental growth and shrinkage rates are considerably slower than those predicted by diffusion-controlled kinetics. The best fit is obtained for a model describing interface-controlled kinetics limited by the rate of formation of cementite at the growing interfaces where the interfacial reaction rate is proportional to the solute thermodynamic activity gradient across the surface. THE subject of spheroidization of second-phase particles has been considered previously by other investigators. Livingston1 has studied the precipitation of the cobalt-rich phase from copper alloys containing 0.7 to 3.2 wt pet Co. His results indicate that the average particle size increases as the cube root of the heat treatment time in accord with diffusion-controlled kinetics.'-' Komatsu and rant' in their studies of the growth of SiO2 in a dispersion-strengthened copper-silica alloy found that the initial growth of SiO2 proceeded by diffusion-controlled growth and later stages were limited by interface-controlled growth. The values of the activation energy obtained for the interface- controlled process led them to the conclusion that the process was limited by the dissociation of SiO2 at the shrinking interface. The transition from diffusion-controlled growth to interface-controlled growth was characterized by a particle size which varied with the heat-treatment temperature. It is also interesting to note that the particle-size distribution as found by Komatsu and Grant exhibits log-normal behavior when replotted on log-probability coordinates. Dromsky, Lenel, and Ansell9 have observed the growth of Al2O3 particles having a mean free path of about 1.5 to 13 µ. Their photomicrographs indicate that the Al2O3 particle sizes were larger than those observed by Komatsu and Grant. Dromsky, Lenel, and Ansell concluded that the Al2O3 coarsened by an interface-controlled growth mechanism limited by the solution of A12O3 at the shrinking interfaces. Bannyh, Modin, and Modin10 have studied the spheroidization of a eutectoid steel (0.83 wt pet C). Their spheroidization (tempering) treatments were carried out in the range from 210o to 700°C for times between 1.5 sec and 20 hr. Measurements of mean particle size as a function of time indicated a cube root of time dependence of size at 700°C, in agreement with previous analyses of diffusion-controlled kinetics.2°7 At lower temperatures, the time dependence was less than the one-third power. It is important to note that, although mathematical models of growth* considering particle-size distribution have been available, measurements of only mean particle size have been carried out. DeHoff11 has presented a quantitative metallography technique which is applicable to the determination of the size distribution of ellipsoids of constant shape. This method is applicable to both oblate and prolate ellipsoids of all ratios of minor to major axis and is based upon an extension of Saltykov's analysis12 of the distribution of spheres of varying size. DeHoff's analysis is based upon measurements of the minor axis of the particles on a random plane of polish in a unit area. This method provides a measure of the number of ellipsoids in various size ranges per unit area. As pointed out by DeHoff, such measurements may be used to obtain surface area and total precipitate volume data. Thus, the accuracy of the distribution analysis may be checked by comparison of the surface and volume
