THE simultaneous influence of time and temperature upon the tempering process in steel is well known. Hollomon and Jaffe¹ have expressed the effect of time and temperature upon the progress of tempering by a single parameter, T (c + log t); where T is the absolute temperature; t, the tempering time; and c, a constant characteristic of the steel and treatment. It was found that when hardness data for plain carbon and low alloy steels were plotted vs. this parameter, a master tempering curve was obtained which satisfied all the data for a given steel and a given hardening treatment. Roberts, Grobe, and Moersch² successfully applied the tempering parameter to various tool steels, including high speed steel for tempering times ranging from 6 min to 100 hr. The influence of tempering time and temperature upon the physical properties of high speed steel has also been extensively investigated.'" Recently, the use of induction heating for very rapid tempering treatments has received attention. The authors% have shown that tempering treatments of only a few seconds duration may be successfully applied to plain carbon and low alloy steel. However, the influence of such short tempering treatments in high speed steel has not been explored. Since high speed steel is a highly alloyed steel exhibiting physical reactions during tempering that are often relatively slow and large in magnitude, it is an interesting steel for the study of tempering reactions. It was the purpose of the present investigation, therefore, to study the early progress of reactions leading to secondary hardness in high speed steel, type 6-5-4-2, and to determine if induction-tempering treatments of a few seconds duration are able to produce results equal to those of more conventional long-time tempering cycles. Experimental Details The chemical compositions for two different heats of W-Mo high speed steel used in this study are given in Table I. Table II summarizes the heat treatment given various groups of specimens cut 21/2 in. long and centerless ground to ¼ in. diam. Hardening treatments consisted of preheating to 1600°F (870°C) for V2 hr and then oil quenching from 2250°F (1230°C). Heat I was subjected to the high temperature in a salt bath for 3 min, while specimens of heat II were austenitized in a carbon-block muffle furnace for 10 min. Specimens of series E were immediately refrigerated to — 318°F (— 195°C) in liquid nitrogen following the hardening treatment to transform the major portion of the retained aus-tenite. Specimens of series F and G were subzero cooled to — 100°F (-75°C) in a dry ice-alcohol mixture. Induction tempering was performed with a Lepel high frequency converter operating at a frequency of approximately 300,000 cycles per sec. Heating cycles were controlled and recorded for each specimen using a chromel-alumel thermocouple, percussion welded to the surface of the specimen, and a modified high speed instrument with a timer previously used and described.' Temperature oscillation of the specimens, while being held at the tempering temperature, was ± 15°F (8°C). Tempering Treatments: After hardening, specimens were tempered between 900" and 1500°F (480" and 815°C) to study the progress of retained austenite decomposition and secondary hardening. The specimens tempered in salt for 1 hr (series C, G, and I) were considered to represent conventional treatment and are used for comparison with rapid tempering treatments. Several induction-tempering cycles were employed: 1—flash tempering, i.e., induction heating to the tempering temperature and immediately cooling (series A, E, and F); 2—induction heating for 60 sec at temperature (series B); and 3—double-induction tempering by two successive heating and cooling cycles (series D). All specimens tempered by induction were heated at an initial rate of 450°F (250°C) per sec except those of series E, which were heated at an initial rate of 1300 °F

Mathematical solutions to complex mine ventilation problems are possible, but often the airway network is so complex that the mathematical solution becomes tedious and impractical. A fluid network analyzer, designed and built for analyzing mine ventilation problems has been in service at the Bureau of Mines' Pittsburgh station for approximately nine years. Using this analogue as a model, the mine ventilation network is simulated electrically by a combination of series and parallel circruits laid out to conform with actual mine airways. A tungsten filament lamp, referred to as a Fluistor, is used to simulate mine airway resistance. With the analogue ventilation model established, voltages of the proper amplitude to represent ventilating pressures are impressed across the circuit at points where mine fans and airshafts are located. Comparison of mathematical solutions of complex systems against analogue results showed a maximum variance of 3% for pressures and 2% for quantities. An electrical fluid network analyzer, designed and built especially for analyzing mine ventilation distribution problems, has been in service at the Bureau of Mines, Pittsburgh, for approximately nine years. It is a nonlinear, low voltage, fluid network analyzer of the type developed by the late Malcolm S. McIlroy, Professor of Electrical Engineering, Cornell University, who cooperated with G. E. McElroy, of the Bureau of Mines, in adapting the instrument to mine ventilation systems. Several modifications have been made since the original installation, but a considerable part of this paper is drawn from G. E. McElroy's original description of the analogue.' The analysis of water or gas distribution systems2,3 led to the development of this type of network analyzer. Several similar units are now employed by utility companies for this purpose; however, the Bureau of Mines unit is the only one designed specifically for mine airflow problems. Other airflow analogues employing a similar principle have been used at the Central Research Station of the Netherlands State Mines,4 in England,5 and in South Africa.6 Information on these devices indicated they were somewhat inflexible because commercial lamps with a sufficient range of resistance are difficult to obtain. Computers for mine ventilation analysis have been developed in Germany which instead of lamps use a variable resistance to adjust for turbulent flow laws. These units are expensive, but excellent results have been reported in their application. THE ANALYZER Theory of Application: As airflow generally follows the law of turbulent fluid flow, resistance to flow is nonlinear; consequently, the problem has been to find a nonlinear resistance element of suitable range that can be used for electrically simulated airflow. Tungsten filament lamps operated on alternating or direct current approximate the square-law resistance characteristics of mine airflow over a large range below maximum or rated voltage; that is, the voltage drop varies approximately as the square of the current. Consequently, the heart of the network analyzer is a nonlinear resistor known as a Fluistor, which is simply a custom-made low voltage, tungsten filament lamp that is available in a progressive series of relative resistance values ranging from 0.05 to 500 in nominal 5% steps. However, variations in manufacturing large groups result in differences of 1 to 3%, but series arrangements required for high-loss branches can be matched within about 1%. Utilizing a combination of Fluistors and load circuits, the mine ventilation system is duplicated electrically. Intake load circuits are connected from power intake to primary points of the circuit network; segments of unregulated flow along intakes and returns are represented by Fluistors, regulated splits and leakage paths are represented by load circuits and Fluistors of proper capacity; and mine exhausts are connected to ground from the last point of the network to complete the circuit. For the special purpose of representing booster fans or natural draft conditions, boosters or separate source circuits are provided that can be inserted between any two points of a network to increase voltage to the required value. In engineering analyses, rock is frequently treated as a homogeneous, isotropic, and linearly elastic medium. However, rock material exhibits, in most cases, physical nonlinearity, time-dependency, and anisotropy. In some instances, anelasticity due to nonmechanical effects, such as density and temperature changes, must also be taken into account. The influence of these different anomalies in the physical behavior of a rock material is often neglected. An estimate of the discrepancies which are introduced when classical theory of elasticity is used is consequently required. The easiest theoretical path by which these discrepancies can be analyzed is to vary the constitutive equations of the rock material. The constitutive equations, representing various physical experiences with different types of media, define a class of ideal substances. Assuming different constitutive equations for the description of the rock physical behavior, one can establish a sensitivity analysis to determine how much information is contained in elastic theory for reliable design purposes. The method may be applied also using numerical techniques (e.g., finite element or finite differences) which, because of the nature of the formulation, require one to assume in each case the rock constitutive equations. Theoretical and experimental work is needed to be able to perform such analyses with confidence. Adequate and practical procedures for the determination of the material functions which enter the various constitutive equations must be established. This paper presents such an attempt with respect to the simulation of some behavior patterns of rock material. It is felt worthwhile to stimulate activity in this field and it is hoped to contribute to this objective.

The current outlook for financing new copper production is not very encouraging. At a time when companies are slogging through a protracted period of low prices as well as having to accept lower profits due to more stringent tax and royalty schedules, banks are beginning to require companies to take a greater equity interest in new projects. Mineral resource financing, including copper, seems to have lost much of its appeal to the lending institutions, and loans of any kind to many of the developing countries -from which over half of new copper capacity could be expected to come-are being examined much more critically than they were in the late 1960's and early 1970's.

The Copper Queen mine is composed of seven divisions which are operated through the following shafts: The workings of the different shafts are connected by motor-haulage drifts on the even numbered levels. The general location of the ore-bodies and workings is illustrated by the vertical projection of orebodies of the district as shown in Fig. 1. The Uncle Sam, Southwest, and Czar workings have many connections to the surface through raises and extensive cracks that were caused by moving ground. These divisions are cool and are ventilated entirely by natural means. The Holbrook is ventilated partly by natural and partly by artificial ventilation, while the Spray, Gardner, Lowell, and Sacramento are ventilated entirely by mechanical means. In some of the divisions mentioned above a considerable quantity of air exhausts through shafts of adjoining properties.

Uranium was the prima donna of 1978, and the exploration pace was fast and furious in traditional uranium producing areas such as the Powder River Basin, Grants mineral belt, San Juan Basin, and Uravan mineral belt. Adding fuel to the fire were several significant discoveries: The Date Creek Basin of western Arizona, the McDermitt caldera of northern Nevada, and Tallahassee Creek in Colorado's intermontane basin. Advances in solution mining haw resulted in deeper drilling on the Texas Coastal Plain, and the price of uranium has encouraged widespread exploration in frontier areas and non-sandstone environments.

INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars.
