Pumps, compressors, gas turbines and refrigeration are also dealt with.

THE mineral resources of New England fall almost entirely in the non-metallic group. Metal produc-tion is so insignificant that no separate figures are obtainable; whatever production there may be is in-cluded in the miscellaneous group. The non-metallic industries, however, are of considerable importance, the production of the six states in 1925 approaching $55,000,000. As indicated in the accompanying table compiled from Bureau of Mines statistics, the chief mineral prod-ucts are structural materials, such as stone, clay products and lime. It is, significant that. the New En-gland States take the lead in several of these important commodities: Massachusetts stands first as a granite producer, with Vermont second, the New England, States producing 45 per cent of the United States total. In marble production Vermont stands first, Vermont .and Massachusetts together producing 38 per cent of the United States total. New Hampshire is second and Maine third in feldspar production, Vermont second in both slate and talc, and New Hampshire first as a mica mining state. In nine instances New England .States rank either first, second or third in the order of production of important non-metallic minerals. What prospect is there for future expansion of these industries? They are all substantial in character, the minerals as a whole are essential in industry, and there is little prospect of a diminishing demand for them. A every important step in the direction of expansion is to lower production costs. The National Research Coun-cil has determined that research throughout the country is now being directed mainly toward this end, and the New England mining industries must stand in the fore-front in this movement if they are to compete success-fully. Cost reduction may be accomplished by wider use of the most - approved equipment and methods. Progress in the metallurgy of iron and steel has far outstripped the progress along similar lines in the non-metals.

Efficient handling of large tonnages in open-pit mining demands, primarily, an abundance of well fragmented rock. To accomplish this, a drilling and blasting department composed of a well-knit, versatile group of workers and supervisors must be established. Some costs will remain relatively on the same level over a period of years, while others can be greatly lowered as will be shown. 'The Utah Copper Division, Kennecott Copper Corp., Bingham Canyon, Utah, has been ever alert for improvements in operating methods and equipment to gain increased efficiency and lower costs. Bingham Canyon MIne The greatest dimension of the mine is 8000 ft northeast-southwest with a width of 5000 ft southeast-northwest. From the lowest level, at an elevation of 6040 ft above sea-level, the mountain rises in 27 benches on the west side to W level (elevation 7800 ft) and 21 benches on the east side to Q level (elevation 7460 ft). At the inception of open-pit mining in 1906, the overcapping of leached porphyry had to be removed to reach a commercial grade of sulphide ore. The overcapping or waste now remaining is quartzite with intercalated limestone beds. The limestones are usually soft in nature except in the south-middle portion of the mine where they have been meta-morphized along the contact zone. This area usually gives drilling and blasting operations a great deal of trouble. Here occurs the greatest amount of secondary blasting, as the well-established fracture planes cause the altered beds to break into large boulders. Several massive quartzite "ribs" occur in the overburden, and as a result, the uniform breakage is difficult to obtain. The major quartzite areas have been subjected to complex folding, fracturing and faulting because of the intrusion of the underlying stock. The monzonite porphyry, which carries the commercial values, presents no serious drilling problem because of its softness and extensive minute fracturing throughout the mass. A series of major slips or faults pass through the ore body which, although of considerable advantage to the drilling and blasting department, sometimes works to the disadvantage of the track department. Drilling an11 blasting of the porphyry apparently becomes easier as depth is attained. but highly siliceous streaks throughout the pit still present difficulties. At no place is the rock of such character as to allow excavation without preparations. On certain higher elevations or levels, old fill material can be dug by the shovels, but only at some risk to equipment because of bank slippage. Sintering may be defined as the process by which powders bond themselves into coherent bodies, usually, although not necessarily, under the influence of pressure and elevated temperature. For the sake of clarity and simplicity, the present survey will exclude from consideration the sintering of mixed or alloyed powders, with attendant complications, but at the risk of overlooking information of general applicability. Sintering in the presence of a liquid phase is thus automatically eliminated. The sintering of alloys involves much additional subject matter and deserves separate consideration. Since the literature of the subject is extensive and widely scattered, it will not be feasible to consider the contributions individually. Instead, the subject matter will be classified according to experimental observations and theory, and will be presented in summary form. It should be noted that the appended list of references does not constitute a complete bibliography; it includes only those works quoted below. More extensive bibliographies are included in several of the references; see particularly references 7, 9, 28, 34, 38, 50, 52, 54, a "Bibliography on Powder Metallurgy" published by the Library of Congress and a pamphlet published by the Metals Disintegrating Co. entitled "The Field of Powder Metallurgy and Bibliography." 11. Summary of Experimental Observations The following classified list is composed of general statements of established fact derived from the experimental results reported in the published literature. A few contested observations are included, because of their potential importance; these are labeled as such. Any satisfactory and complete theory must be capable of explaining all of the uncontested facts. Hunt Medal for 1930, is the following prosaic item from the financial columns of a recent issue of a New York newspaper. "According to private advices from Pittsburgh, production costs of the A. M. Minerals - A Key to Soviet Power, by Demitri B. Shimkin. Harvard University Press. $8.00, 452 pp., 1953. -The book is an economic evaluation of the position of the Soviet Union in respect to mineral wealth and development. Various sources are drawn upon, including the reports issued after completion of the various five year plans. The book is of considerable reference value despite the confusion which beclouds information concerning Soviet mineral progress. The theoretical study is the joint product of some of the staff of the Harvard University Russian Research Center. The author's approach to metals and nonmetals in the Soviet Union is systematic and he presents a great deal of data covering the period 1926 to 1950. Indicated weaknesses in the mineral economy are highlighted. Some considerable space is given to Soviet mineral future.

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

THE East Texas oil field is the largest in the United States and perhaps the largest 'in the world ; likewise, it is one of the most interesting. The East Texas oil field is a water-drive field. Small amounts of salt water were produced from wells on the western side of the field from the bt-ginning of the development. By the end of 1933 (the field having been discovered in September 1930) water production had reached 9000 barrels per day. By the end of 1936, approximately 2000 wells were producing about 45,000 barrels of water per day, and the problem of salt water disposal attracted the serious attention of the operators. Salt water production in the field has steadily increased and today approximately 450,000 barrels of water per day is produced while the oil production averages about 375,000 barrels. The disposal of this salt water has therefore become one of the major operating problems. Various methods of salt water disposal have been tried in the East Texas field. INTRODUCTION IN previous publications of the writers4-7 it has been shown that vacuum extraction of steel can be carried as close to quantitative completion as desired provided the steel is in the austenitic state and sufficient time is allowed. For precise work, the method claims preference because the equipment for holding and heating the sample can be made simple, and because crucibles, boats, and other unnecessary materials can be eliminated and the blanks thus made very small. It is well known that the evolution rate of hydrogen is smaller just above the transformation than immediately below, as would be expected from the increase in solubility when passing into the gamma state. Many attempts have been made to obtain analyses by extraction just below the transition, using times of approximately 2 hr. While it is true that the rate of evolution drops nearly to zero under these conditions, it has repeatedly been shown that the process is incomplete since on raising the temperature into the austenitic range, evolution will be resumed, usually after a considerable induction period. The low-temperature evolution process appears to be useful in some cases for comparative tests where the residual error may be more or less constant between samples. For general use, however, there is no guarantee that the error caused by incomplete extraction is constant; hence, the more laborious but more reliable high-temperature process must be used. At high temperature, an original flash evolution, similar to that at lower temperature, is first observed. After not more than an hour, the flash subsides and evolution settles down to a regular first-order reaction rate for which the half-life* is usually of the order of a few hours for the 5/8-in. diam cylinder at 1050°C. The regular evolution may be followed for whatever period appears justified, after which the residual gas may be estimated as equal to that which was evolved in the last observed half-life period. Tests have shown that the composition of the evolved gas does not vary greatly during the progress of evolution; therefore the residual gas may safely be taken to have the same composition as the portion col-

With the increasing emphasis on using American fossil fuel resources, more facilities are evaluating coal conversion. In addition, those facilities now using coal are considering better coal storage procedures to minimize negative environmental impacts. For example, rainfall and snowmelt on a coal pile produce a drainage stream high in acidity, suspended and dissolved solids, iron, sulfate, and trace metals. Usually, the characteristics of the runoff stream do not allow for direct discharge to streams and lakes. Detention in a holding pond and pH adjustment are traditional methods of treating coal pile runoff before discharge. Historically, this treatment methodology has been performed inefficiently without a good data base to assess how much runoff treatment is needed to meet effluent guidelines. A model was developed to simulate runoff volume and pollutant loadings under different rainfall conditions. This model will be used to size and design treatment works for coal pile drainage. The Ohio State University (OSU) version of the Stanford watershed model was selected as the base model. The OSU model simulates overland runoff in a rural area. It includes factors such as soil moisture, depression storage, infiltration, and flow to a ground water reservoir. TRC also used the OSU co-model for acid production in coal refuse piles as the basis for qualitative modeling work. A number of modifications were made to the OSU models to make them applicable to coal storage piles. The physical/chemical reactions included in the models are described in more detail in the project report. In addition, the models were altered so that a standard NOAA magnetic tape of historical meteorological data can be used as data input instead of requiring the user to create a data file. The resulting TRC coal pile drainage model is actually two models - a quantitative model, termed H2OTRC, and a qualitative model, TRCCOAL.
