IT appears now that the conflict with the totalitarian states will be a long-drawn-out struggle. The course of this war up to now indicates that this may well be the first major conflict where man power has not been the vital and determining factor. Mechanized warfare has made it possible for relatively small, well-equipped groups to outmaneuver and defeat large armies which lack the necessary modern equipment. Under these circumstances, ultimate victory becomes a matter of resources and productive ability. The important question is not how many soldiers can he put into the field, but the volume and speed in producing the armaments essential to ensure a victory. The resources available to the opposing nations and the efficiency of their systems of enterprise and production will be primary factors in determining the ultimate outcome. Germany had a head start of eight years in the armament race, and it is not easy to overcome such an advantage overnight.

Considered as a whole, the mineral resources of the Turkish Republic (Anatolia) are in their untapped virgin state, and the little development shown is not the result of modern systematic geologic exploration but the continuation of the ancient open-pit mining methods of the Orient. When I came to Turkey in 1924, I found myself confronted by a formidable task because of the lack of preliminary geologic mapping. Today this condition has not essentially changed; less than one per cent of the country is covered by topographic mapping adequate for modern requirements. However, I was able to bring a semblance of order in a presentation of the mineral deposits of this country, by tracing the story of the mineral deposits that showed surface evidence of their existence. At present only the easily discovered mineral deposits of coal, copper, and lead-silver ores are being exploited. In the case of coal, of 3,000,000,000 metric tons available, only 100,000,000 have been mined. The same is also true for copper, lead-silver, and other ores, as shown in Table 1.

In addition to the alloys of copper with iron previously found by Hanson and Ford to show an increase in the concentration of the alpha range with increase in temperature the following binary and ternary systems have been found by the author to exhibit: the same feature: (a) Copper-chromium. (b) Copper-cobalt. (c) Copper-silicon. (d) Copper-nickel-silicon and its pseudo-binary section Cu-Ni2Si (formula of compound definitely established). (e) Copper-cobalt-silicon and its pseudo-binary section Cu-Co2Si (formula of compound established with some probability but not as definitely as for Ni2Si). (f) Copper-chromium-silicon; formation of a compound definitely established (compare Figs. 1 and 2). The formula of this compound may be either Cr2Si or Cr3Si. (g) Copper-iron-silicon; presence of a phase containing both iron and silicon established in an indirect way only. No definite microconstituents observed. 2. RANGES OF SOLID SOLUBILITY (percentage at various tempera¬tures). (a) For copper-chromium: 0.8 at 1000° C.; 0.5 at 900° C.; 0.25 at 800° C.; 0.05 to 0.1 at 500° C. THE direct process for the manufacture of iron which is principally used in the United States, in New York and New Jersey, is called the Jersey forge, the Champlain forge, the Catalan forge, the Bloomary forge or fire, and sometimes a Forge fire. Dr. T. Sterry Hunt, who has discussed the process as applied to the beach sands of Canada as well as to ores, in the Report of the Canadian Geological Survey for 1867-69, has shown that the name of Catalan forge is incorrect, as this process in no way resembles the Catalan, but is really the old German bloomary modified by long use in this country. Dr. Hunt gives the probable history of the introduction of the process into the United States, and a series of historic citations of great interest relating to it. Not¬withstanding the improvements which have been made in the construction of the furnace and its greater output, the process to-day, in all its essential features, is carried out as Karsten described it. It should now be known as the American Bloomary. The name of Jersey or Champlain forge or fire is not sufficiently distinctive. The name of Bloomary, by which the process is usually distinguished, is objectionable, not because it is incorrect but because it is indefinite, as the Knobbling fires, which are a very slight modification of the Walloon process, for making blooms either from pig iron or by sinking scrap, are also called Bloomaries, and although Knobbling fires are only used in a few localities where charcoal pig is made, and special grades of charcoal-refined blooms are required, one does not, without an explanation, know whether the blooms are being manufactured from ore or pig. The name Forge fire is equally indefinite, as it might just as well apply to any of the five direct methods of making blooms which have been in use in Europe, but which have now mostly gone out of date. The Dame of American Bloomary, however, is the one which most completely describes it, and is the one least open to objection. The names of German, Jersey, and Champlain bloomary are too local, and these adjectives are thought unnecessary by those who use the process, and we shall not therefore describe it under any of these names, but as the American Bloomary process. * Read at the Montreal meeting, September, 1879.

THE history of flotation in America is very short, at least as far as the large-scale application of the process is concerned. It is remarkable how many important developments have taken place inn the last few years and are already being extensively utilized. What was new a year ago, seems almost commonplace now. For this reason it is with hesitation that I follow the suggestion: of Dr. Ricketts, President of the Institute, to describe the experiences of the Inspiration Consolidated Copper Co. with the flotation process. TESTS CONDUCTED IN SMALL TEST-MILL When the Inspiration company first decided to build a concentrating plant, nothing was known about flotation, and the process was to be gravity concentration pure and simple. Demonstration Tests Conducted by Minerals Separation Co. While plans were being prepared by H. Kenyon Burch (who had been intrusted with the design and construction of the concentrator) the Minerals Separation Co., a concern at that time little known in America, asked and obtained permission to demonstrate the value of its flotation process for Inspiration ore. As. a consequence, a small 50-ton flotation machine of standard design was added to the company's test plant and started to operate in the beginning of 1913. This marks the beginning of flotation at Inspiration. The results obtained with this machine, which was operated by members of the Minerals Separation staff, so far surpassed what this company anticipated that it was decided to continue flotation tests for this purpose, and two of the flotation experts of the Minerals Separation Co., I. L. Greninger and G. A. Chapman, were retained. L. R. Wallace, now superintendent of the Miami works of the International Smelting Co., was at that time metallurgist of the Inspiration company and in that capacity took an active part' in these tests. Great credit is due to him for his quick recognition of the possibilities of flotation.

This study investigated the nature of formation plugging with bacteria and attempted to relate its characteristics to physical rock properties. Fifteen core samples of four specific formation types were defined and plugged using a commonly occurring, uniform sized dead bacteria, Bacillus subtilis. Two of the formation types were fairly uniform-grained sandstones and two were heterogeneous carbonates. The injection rate and concentration of solids in the brine were held constant during the test runs. The pore geometry factor G was a significant petro-physical rock characteristic for correlation with depth of plugging, but lacked importance as a parameter for rate of plugging. Although the G factor may not completely describe porous rock geometry for plugging predictions, for reservoirs with multi-pore systems, there is evidence that the pore geometry factor might form a basis for establishing injection water specification in more llornogeneous reservoirs with only primary porosity development. INTRODUCTION GENERAL PURPOSE Injecting water into oil-bearing formations to increase recovery is common practice in the petroleum industry. One of the most serious operational problems involved with water injection wells is the tendency of the porous rock immediately adjacent to the injection wellbore to plug partially. This results in increased injection pressures and/or a decrease in the rate of injection. This plugging in injection wells can result from a number of causes, including bacteria contained in the injected water.1 The purpose of this work was to investigate the nature of injection plugging with bacteria and to attempt to relate its characteristics to physical rock properties. Many variables exist in research of this type, so, to reduce them, injection rate and concentration of bacteria in brine were held constant. The bacteria used for plugging was a uniform-sized, dead bacteria, Bacillus subtilis, a micro-organism commonly found in water, air and soils. Four specific porous rock types were plugged—two consolidated sandstones and two heterogeneous carbonates. The experimental work involved two distinct phases. The first concerned determining the physical rock properties and the second was the experimental work of actually plugging the selected core samples. PORE GEOMETRY FACTOR Capillary pressure is necessary to displace a wetting fluid from a capillary opening with a nonwetting fluid. The factors which govern capillary pressure are the surface or interfacial tension of the fluids involved, the system wettability and the equivalent pore radius. Thus: P,= 2ucososrd..........(1) Thomeer used the idea that the location and shape of the capillary pressure curve reflect characteristics of the pore structure of any porous media sample.' He presented the mathematical description of capillary pressure curves and of indicated differences in pore geometry of samples. where G = pore geometry factor PC = capillary pressure Pi = displacement pressure (V,)p, = fractional bulk volume occupied by the displacing fluid at any capillary pressure (V,), = fractional bulk volume occupied by the displacing fluid at infinite pressure or total interconnected pore volumes. The shape of the curve is defined by the pore geometry factor G. The curve shape is related directly to the sorting and interconnection of the pores of the sample. The location of an infinite number of curves can be defined by the same asymptotes. However, these curves differ in shape, each curve being described by a specific value of G. Thus, the description of a curve is unique when, in addition to the position of its asymptotes, its shape is defined. These curves can be used graphically to determine the characteristic parameters of any arbitrarily located curve. Those parameters that can be approximated from any capillary pressure curve are: (1) total interconnected pore volume, represented by (V,),- ; (2) extrapolated displacement pressure, the abscissa axis; and (3) pore geometry factor, by the curve shape. PROPERTIES OF BRINE AND BACTERIA The fluid used throughout this study was an aqueous solution of sodium chloride, 25,000 ppm by weight. The addition of salt to fresh water was intended to eliminate clay swelling in the sandstone cores and to retard leaching in the limestone cores. This paper presents a preliminary analysis of the fundamental relationship between the net energy used and the respective product size throughout the entire range of sizes covered by crushing and grinding, and an attempt to find a sensible correlation between the existing theories. Walker, Lewis, McAdams, and Gilliland' have given the following differential equation of a general form for comminution: dE = -C§ [1] where E is the net energy required per unit weight in a certain process of comminution; x is the factor indicating the fineness of the product; n is the exponent indicating the order of the process, and C is a constant related with the material, units chosen, etc. H exponent n in the above equation is replaced by numerical figures 2, 1, and 1 1/2, the integrated form of the general equation leads to the well known fundamental theories represented by the law of von Rittinger,' law of Kick, and the third theory of comminution by Bond, respectively. The total net energies (E) from infinite feed size to a product of size x are as follows: The net energy required in a certain process of comminution is proportional to the new surface developed according to the law of von Rittinger, to the weight or size of the bodies treated according to the law of Kick, and to the length of the new cracks formed which initiate breakage according to the theory and explanation by Bond. On a logarithmic paper, where particle size is presented on the abscissa and energy consumption on the ordinate (see Fig. 21, all three relationships are represented by straight lines. The slope m of the line according to the law of von Rittinger is equal to -1.0; of Kick, 0; and of Bond, -0.5. Experimental evidence in favor of the law of Rittinger has been presented, e.g., by Gross and zimmerley5 on quartz crushed in a drop weight crusher and evaluated for surface by the method of dissolution, by Dean on magnetite crushed by a similar method and evaluated for surface by the determination of coersive force, by piret7 and co-workers on a group of minerals crushed again by a similar method as well as by compression and evaluated for surface by permeability and gas adsorption methods, and by schellinger8 on a group of minerals ground in a calorimetric ball mill and evaluated for surface by gas adsorption. Experimental evidence in favor of the law of Kick seems to be scant in the field of comminution. On the other hand, in the field of mechanical engineering Kick's law seems to be of fundamental nature in processes such as cutting, pressing, shaping, and rolling of metallic substances. Experimental evidence in favor of the third theory has been provided by Bond." To a large extent, data are based on the vast amount of grindability tests performed in the laboratories of Allis-Chalmers Manufacturing Co. In addition to the devoted proponents of one or the other of the basic theories listed above, certain investigators have indicated that one of the theories might be applied for a certain range of sizes, while another theory might be used for other sizes. In a discussion of a paper by Bond," Dobie" presented a statement at the International Mineral Dressing Congress in London (1952) indicating that 1) for large particles, the law of Kick was approximately correct; 2) for finer particles, von Rittinger's suggestion was nearer to the truth; and 3) Bond's new

THE prospector's pan was the first implement used for saving gold, and its action is so effective that it has never been equalled for thorough work. Copper plates, blankets, sluices, and amalgamators of several patented designs have thrust it aside, but in spite of all the advances made there is no dispute among experienced men as to the comparative thoroughness of the work done by it and its rivals. When its rivals are doing their best, the pan can take their discarded refuse and prove their inefficiency by producing from it not only gold, but even the mercury which has been lost from the machines themselves. The trouble with the pan has always been that it was only a tool. Man was the machine that moved it. His work was high-priced, the quantity treated small, and it was impossible to use the pan for any but the richest sands. As a consequence the best gold-saving appliance known has been discarded for years and replaced by machines of inferior excellence, but which could more than make up for their limited ability in saving gold by their capacity for treating great quantities of ore. Mr. Peck is one of the old-time amalgamators of the Comstock district, and the first idea of the new machine came to him as he used to pan below the tailrace of his mill. No matter how fine the work of the mill was, the pan invariably proved that better could be done. The tailings always contained gold, silver, and mercury. This state of things is just as true to-day, after all the improvements that have been made, as it was then, and the much-vaunted method of the " Washoe process" consists in extracting 72 per cent. of the gold and silver by one operation, and then repeating this operation half a dozen times to get out about one-third of the remainder. With all the advances of twenty years in milling, there is nothing more crude in metallurgy than the treatment of tailings in many of the large mills of the West.

DEFORMATION of magnesium crystals in a direction parallel to the basal plane has a special significance as a result of the preferred orientation characteristic of cold worked and recrystallized polycrystalline magnesium sheet and extruded rod in which the basal plane tends to lie in or near the plane of the sheet or the axis of a rod. The principal objective of the present study is a determination of the modes of plastic deformation in magnesium single crystals in this orientation. Evidence for nonbasal slip in magnesium has been presented by a number of authors. Schmid and Was-serman&apos; indicated that pyramidal slip on {1011} < 1120> or {1012} <1120> could occur above 225°C. Bakarian and Mathewson2 stablished that the slip system {1011} <1120> operates at high temperatures and that 225°C was a lower limit for pyramidal slip. The latter authors also showed that the critical resolved shear stress for {1011} slip was 400 g per sq mm at 330°C, while that for basal slip was 66 g per sq mm at the same temperature. Thus, at 330°C basal slip should be expected for all orientations except those in which the stress axis lies almost in the basal plane. More recently Burke and Hibbard3 oserved pyramidal slip at 25°C, when the stress axis was 6" to the basal plane and 14" to a <1120> slip direction. The critical resolved shear stress for pyramidal slip was 52 g per sq mm, which is only slightly greater than their value for basal slip (46 g per sq mm). Chadhuri, Chang, and Grant4 have observed non-basal slip in creep tests with polycrystalline specimens in the temperature range 250" to 350°C. The observed slip bands, which were extremely irregular in appearance, can be explained in terms of cooperative slip on {1011} and (1010) planes which have a common slip direction. Prismatic (1070) slip in polycrystalline magnesium was observed by Hauser, Landon, and Dorn.5 It was found to occur at low temperatures (78" and 195°K) and it was accompanied by cross slip in which the cooperating plane was the basal plane. Since prismatic slip occurred only at regions of high stress concentrations, the critical resolved shear stress could not be determined. Experimental Procedure The present work was performed on crystal specimens which were all cut from the same large single crystal. The original cylindrical crystal, 0.5 x 7 in., was grown in a Bridgman type furnace in which the temperature gradient was moved past the stationary crystal in the manner described by Jillson6 and Burke.&apos; High purity magnesium was furnished by the Dow Chemical Co. with the following spectro-graphic analysis in weight percent: 0.003 pct Al, <0.01 pct Ca, 0,002 pct Cu, <0.001 pct Fe, 0.008 pct Mn, <0.001 pct Ni, <0.002 pct Pb, <0.01 pct Si, <0.001 pct Sn, and <0.01 pct Zn. The large crystal was cut into four cylindrical pieces about 1.5 in. long. A flat surface parallel to the basal plane was made by hand grinding with lubricated metallographic paper on one side of each cylinder. W. G. BURGERS*—It seems almost certain that this investigation shows the way which finally, when more analogous data have been obtained, must lead to the understanding of many features of preferential growth-directions of crystals and of the occurrence of recrystallization textures. In this connection I should like to mention that Mr. Tiedema in my laboratory succeeded in developing an analogous method for preparing crystals in aluminum plates with a chosen crystal-lographic plane and direction parallel to the surface of the plate (to be published in Cryst. Ada). If such crystals were grown in high purity aluminum and test-pieces containing a few crystals such as the authors describe were prepared for this metal, it might be possible that due to the absence of growth obstructing particles, even in this low-melting point metal boundary displacements approaching equilibrium positions might be realized. With regard to the apparently marked drop in surface energy for orientation differences approaching zero degree, and orientation differences approaching those existing between twins, it seems of interest to remark that in aluminum a crystal growing at the expense of fine grained material cannot (or can only very reluctantly) absorb grains in either ap- proximately (within 5—10°) parallel or spinel twin orientation (May, Tiedema and Burgers, Nature (1948) 162, 740 and Cryst. Ada in press). Consequently with aluminum the method of preparing a crystal with a definite orientation does not succeed when the new crystal has to absorb its own texture; for example it is not possible to grow in a polycrystalline wire with a [lll]-texture a crystal with a [11 Indirection parallel to the wire axis (Tiedema: Cryst. Ada, in press). Finally I should like to mention the well-known fact (Burgers: Proc. Acad. Amsterdam (1947) 50, 723) that prolonged annealing of recrystallized nickel-iron sheet with cube-texture never succeeds in transforming this into one single crystal of the same orientation; if, by "secondary re-crystallization," large crystals are formed

A relatively small area in Malaya, about 200 miles long by 40 miles wide, is the most important source of tin in the world. Some tin is recovered in other parts of the peninsula. Of the tin mined, 98 pct is recovered from alluvial deposits. From 1935 to 1941 the average annual world production of tin was 190,000 tons. The average annual production from Malaya during the same period was 62,000 tons or about one third of the total. Other producing countries, in order of importance, were the Netherlands East Indies 34,000 tons, Bolivia 30,000, Belgian Congo, Nigeria, Siam, Burma, China, and a few others with smaller amounts. The serious shortage of tin during the war period was due to the fact that the Japanese were occupying Malaya, Netherlands East Indies, Siam, Burma, and China which, together, formerly were producing 65 pct of the world supply. Because of the importance of tin in the world economy, and because of the fact that little is generally known in this country regarding the methods of recovering the tin in Malaya, it is believed that a short description of the industry, as carried on there, may be of interest to many of the readers. In addition you may be interested in the effect of the Japanese occupation, subsequent recovery of the properties and conditions existing at that time. The Malay Peninsula lies at the southeast tip of Asia. Singapore, a British colony, is situated on a small island at the southern end of the peninsula. It is a city of nearly a million population, an important world port, the site of a large British naval base and of one of the tin smelters. The Federation of Malaya consists of nine states, plus Penang, Malacca, and other small areas formerly part of the Straits Settlements, and it now covers the entire peninsula. The civil administration is controlled by the British. A constitution was adopted recently after reaching agreement with the Malay Sultans of the various states, who retain control of religious matters. The Capital is at Kuala Lumpur, a city of about 200,000 population, 250 miles north of Singapore and about half way to Penang. The country covers an area of 51,000 square miles, an area about equal to that of Florida and about one third that of California. It has a population of about seven million consisting of Malays, Chinese, East Indians, and a relatively small number of Europeans. The principal products are tin and rubber. There are over three million acres of planted rubber. The country is not self-supporting agriculturally as about one third of the necessary food supplies is imported. Rice is the principal food of the Asiatic population and some of the recent unrest is caused by a shortage of rice and the consequent high price. Good highways have been built through the settled part of the country. A railway, Government owned, extends from Singapore northward through the entire peninsula. The climate is tropical but health conditions are good for a tropical country. THE State of Nevada, known par excellence as "the Silver State," occupies the major portion of the wide plateau, or so-called Great Basin, lying between the Sierra Nevada range on the west and the Wahsatch range of the Rocky Mountains on the east. It extends from the 114th degree to the 120th degree of longitude, west of Greenwich. It is limited, on the north, by the 42d degree of latitude, and on the extreme south by the 35th degree of latitude. Its general shape is that of an irregular parallelogram, from which the lower or southwestern portion has been cut off by a diagonal southeasterly line; the missing portion forms a part of the State of California on the west. The Great Basin is made up of a succession of low hills, or minor mountain ranges, running very nearly north and south, with long valleys between them. All of these mountains are more or less metalliferous. On the western rim, marking the eastern flank or foothills of the Sierra, we find granites, porphyries, and propylites. Here we note the great Comstock lode, with its free-milling gold and silver ores, and still further south the once prominent and the now reviving gold and silver-bearing districts of Esmeralda County, Nevada, and of Morro County, California. Next, at some distance to the east, we find the mining districts at and near Unionville, in Humboldt County. Still further to the east we find the Battle Mountain copper-silver district, north from the railroad, and southerly therefrom the Austin or Reese River, Belmont, and other districts. C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting&apos; the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States&apos; greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day&apos;s regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

NOW that real progress is being made in building airplanes that can stand up under adverse conditions in isolated parts of the world, utilization of aviation by mining and petroleum companies is proceeding rapidly. This isolation, offering such handicaps to ordinary methods of transportation, also was the thorn in the flesh of aviation until the recent advances in plane and englue design. The accompanying illustration shows one of the six new planes just delivered to the U. S. Government for map making. The planes will be used in Department of Commerce, Coast and Geodetic Survey, Navy Hydrographic, and Insular work. There is a trap door in the bottom of the hull for a Fairchild camera which takes five pictures-vertical, N60°, E60°, S60°, and W60°-at regular intervals. New processes of blowing with an oxygen-enriched air or gas mixtures of oxygen and steam allow the steelmaker to produce, in a basic converter, a rimmed steel low in nitrogen (0.0020 pct), phosphorous (0.020 pct), and sulphur (0.020 pct). The physical properties (ductility) of the new steels are excellent. Furthermore, from the point of view of economy, these new methods of blowing offer outstanding possibilities. THE natural occurrence of geological deposits of iron ore and local economic circumstances led European blast furnace men to work large quantities of lean iron ore with a phosphorus content as high as 0.5 pct. The iron obtained from these ores generally contains 1.5 to 2.1 pct phosphorus, 3.6 to 3.9 pct carbon, 0.3 to 0.6 pct silicon, 0.04 to 0.08 pct sulphur, and 0.3 to 1.2 pct manganese. To produce steel from this pig iron, the steelmaker has at his disposal several processes. One of the simplest and most economical is the pneumatic process developed by S. G. Thomas in 1879. This process of steelmaking, called the Thomas process, consists of blowing through the bottom of a basic bessemer converter and is used widely in Western Europe, as shown in Table I. Due to the development of tonnage oxygen plants, this process has become more important because the use of oxygen offers new possibilities of steel manufacture. Not only may the quality of the steel be improved, but liquid pig iron also may be used, the composition of which does not meet the heat requirements of the blow with atmospheric air. It is not intended to present here a detailed scientific discussion of the basic bessemer process but rather to discuss briefly its industrial possibilities in the case of rimmed steel and when blowing with atmospheric air, oxygen-enriched air, or gas mixtures of oxygen and steam. This paper is based on the current practice at Klockner-Hüttenwerk Haspe&apos;s steel division, and at six Belgian and Luxemburg steel works. The latter are members of the Liege section of the C.N.R.M. (National Institute for Metallurgical Research) and are: ARBED, John Cocker-ill, Esperance-Longdoz, HADIR, Miniere et Metal-lurgique de Rodange, and Ougree-Marihaye, most of which are working with tonnage oxygen plants.&apos; In order to avoid any misunderstanding, it should be noted that most of the techniques to be men- tioned, or similar ones, are used currently at many steel plants in Western Europe. Background The basic converters used in Europe have a capacity of 17 to 65 tons of steel, and are similar in shape to the one in Fig. 1. The lining is brick or rammed dolomite and has a life of 250 to 500 blows. The bottom is rammed dolomite and has a life of 40 to 80 blows. Many different methods of measuring the in-situ stress field have been developed in recent years. They are all based on the assumption of elasticity without allowing any viscoelastic deformation. By using the high resolution strain-measuring technique recently developed in the laboratory at Serata Geomechanics, many rocks were found to be viscoelastic. The viscoelasticity of rock media was found to be dependent upon the resolution of the strain measurement. The higher the resolution of the strain measurement, the greater number of rocks could be identified as viscoelastic. All rocks eventually exhibit viscoelastic deformation under high stresses relative to the strength of the material. Therefore, the conventional methods of elasticity become less reliable with increase of ground stress. In deep underground formations, even hard rocks become viscoelastic. At the same time, many ground formations near the surface are actually viscoelastic. A new method was developed in the laboratory to determine the in-situ stress field in viscoelastic rock media. Rocks in general exhibit a small amount of viscoelastic creep whenever mean stress and octahedral shearing stress are changed substantially from their initial states. Such changes take place around a borehole immediately following the drilling although they are short-lived. We developed a viscoelastic method of determining the in-situ stress field by relating the time-dependent behavior of the borehole with the tensor properties and stress field of the underground. The Miami Copper Co., Arizona, is asking Congress to reimpose the import duty of two cents per pound on copper which, by law, has been suspended until June 30, 1950. C. Donald Dallas, chairman of Revere Copper and Brass, champion of a duty-free regime as regards the red metal, has been answering E. H. Westlake, Miami president, now that Mr. Westlake&apos;s statement to stock- holders has been salted away for posterity on wire recorders. Even prior to this action and at the instigation of two prominent consumers of pig lead, the House of Representatives has, in the confines of committee, not yet reported out, as of June 16, a bill to suspend the duty on lead for another year from expiration of the present law June 30, 1949. But apparently the bill was started too late. Thus the tariff issue becomes a Rip Van Winkle again after having slept for several years in the mountains of metals scarcity. During the wartime scarcity and the boom days that followed, most metal producers welcomed a considerable influx of foreign metal since it gave them a little surcease from constant teleibhone calls asking why that delivery of 300 tons of lead, 250 tons of zinc, and 1000 tons of copper had been delayed. These were the days when it was such an undisputed sellers&apos; market that the sellers had even thrown away their certificates of ownership.
