In 1936 the Institute established the Anthony F. Lucas Gold Medal, which will be awarded from time to time "for distinguished achievement in improving the technique and practice of finding and producing petroleum." These awards will be sponsored by the Petroleum Division. Captain Lucas was a pioneer in the oil industry, one of the early wildcatters and a leading mining and petroleum engineer. He was famous as the discoverer of Spindletop. He became a member of the Institute in 1895 and in 1913 was the first Chairman of the Petroleum and Gas Committee of the Institute, the forerunner of the present Petroleum Division. He also headed the Committee in 1914, 1917 and 1918. The first medal was presented at the annual dinner in 1937, Feb. 17, to J. Edgar Pew. Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

A gasoline recovery plant at a refinery is usually considered such a profitable investment, and performs so well apparently, even under conditions of low efficiency, that frequently but little attention is given it to make it perform at top efficiency. Further, there are so many other units in a refinery that demand most of the available attention that the recovery plant is left to shift for itself. "It seems to be doing pretty well so why bother with it," is sometimes the attitude toward it. On the other hand, there is no reason why it should not be placed on the same high plane of efficiency as that of many natural gasoline plants. The two problems, gasoline recovery from natural gas and gasoline recovery from refinery gases, have much in common. At some refineries the gasoline recovery plant produces too much gasoline, because too low a pressure is carried on the gathering lines and the condenser boxes are robbed of gasoline that they can and should take care of, and as a consequence the refiner fools himself into believing that his recovery plant is an extraordinarily fine unit, when on the contrary it may be working at low efficiency insofar as doing its rightful job is concerned.

Abstract-Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation systems where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level wed in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate Pulp.

Many months ago, the ME staff began thinking about what to put on the February cover of the Centennial Commemorative issue. We have considered photographs of mines, equipment, symbolic artwork and various collages. Our theme is "the next 100 years in mining" and the cover ideally should convey a related message or idea. All of us are convinced that there are many exciting technical changes that will be coming. But even so, we decided that, in our opinion, the engineer is the most vital factor. For this reason we chose to put a man on the cover of this issue. At first it was going to be the face of a man with whom each member could conceivably identify himself. It was one of the Bobs on our staff (we have four) who came up with the thought that since it's the future we are talking about, we should have a young man's or a student's face. Of course we firmed up our idea at the ninth hour, and it was too late to canvass the mining schools. However, by a stroke of luck, we were rapping with a group of University of Arizona students on the terrace of the Pioneer Hotel on December 7, 1970, and met Dave Bolles.

E. D. TILLYER,* Southbridge, Mass. (written discussion?).-It is quite generally known that there is very little that is standard about a mercurial thermometer at temperatures above 212° F. (100° C.) because so many precautions must be taken-precautions that are rarely realized in practice-such as depth of immersion, aging, elastic fatigue, separation of mercury column, and accidental deformation from very slight excess temperature. One cannot help wishing that Mr. Brown would dwell at greater length on the practical side of both radiation and optical pyrometey, both of which have great possibilities as commercial instruments. In the radiation pyrometer we have ideal conditions for a permanent instru-ment, no materials being exposed to excessive temperatures or subjected to contamination from the furnace fumes which may raise such havoc with an ordinary pyrometer. The development of a radiation pyrometer requires a thermocouple having a relatively high electromotive force but which need stand temperatures of only 200° F. or 300° F. instead of 1500 to 2000° F., which is required of even a base-metal couple. The galva-nometer, if located near the thermocouple, does not need to have a high resistance as at such low temperatures no changes can occur in the thermocouple that will affect its resistance and, consequently, the in-dicated temperature.

Pursuant to notice duly given in accordance with law and the constitution, a special business meeting of the members of the Institute was held at the office of the Institute on June 27, 1919, at 8.30 P.M., 1573 members were present in person or by proxy. On resolution duly made and seconded, the change of name to American Institute of Mining and Metallurgical Engineers, Incorporated, was authorized and the officers of the corporation were instructed to take the necessary steps to accomplish this result. The votes were 1565 in favor of the resolution and 7 against. It was then moved and seconded that the certificate of incorporation be amended to define the purposes for which the corporation was formed as follows: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in the industries by all lawful means, " etc., etc.-the remainder of the article reading the same. The purpose of this change was to allow the Institute to take any legal means it desires to accomplish the objects mentioned above instead of restricting it within narrow limits. The vote was 1573 in favor of the resolution and none against.

A dinner was given to Ambrose Swasey by the United Engineering Society, at the Engineers' Club, on November 14. Those present -included -twenty-one presidents and past presidents of the Founder Societies. Charles F. Rand, President of United Engineering Society, presided. President Robert S. Woodward, of the Carnegie Institution of Washington, and Dr. Robert W. Hunt, of Chicago, made addresses to which Mr. Swasey responded. Dr. Michael I. Pupin, Chairman of Engineering Foundation, made the closing address. The evening was marked by the high character of the addresses, inspiration for grave duties lying before the engineering profession, and by the spirit of good fellowship. K. F. Tromp (Kerkrade, Holland)—Your assumption that the Dutch State Mines have lead in the development of heavy medium processes—the Barvoys, Loess, Driessen—is not correct. The credit should be given to a Dutch engineer Mr. deVooys, the inventor of the Barvoys process. deVooys started in 1932 in Hiickelhoven, a German but Dutch-owned mine, where he was a director. Several plants on the Continent as well as in Great Britain were erected. The State Mines started their first plant in 1937. They could not get that plant working satisfactorily and built another one. Their process made no headway, and up to 1946 there was only one plant installed, the one at their own pit. Since 1946 they started the cyclone process and only since that time have they been more active, though industrial cyclone washeries are still in their infancy. deVooys sold his patents to the Dutch State Mines in 1946 and this might have given you the impression that the pioneer work had been done by the Dutch State Mines. This is the first of a series of theoretical papers on the iron-carbon system. A simple critical analysis of the ordinary constitution diagram of the iron-carbon system yields valuable information regarding the nature of the equilibria in the liquid and solid states. It is shown, for example, that the solute in the melt is Fe3C, but in solid Fe (austenite) the solute is carbon. The thermodynamic laws of the depression in the freezing point of solid solutions have been developed and discussed. Using the usual method of plotting the logarithm value of the concentration of the solvent (in this case, the ratio of concentrations of the solvent in the liquid and solid phases) against 1/T, curves are obtained. A rigorous thermodynamic analysis of these curves has been shown to yield considerable information regarding the internal equilibria of the system, with which the phase rule does not deal altogether. In this way, it is shown again that the solute in the melt is Fe3C, but in the solid rFe the solute is carbon. Various heats of reaction (fusion and transition) and other thermal data have been derived: and discussed with a view to correlating the conflicting experimental data obtained by different investigators of the system.

A MORE complete interpretation of the amorphous theory in metals is given than has heretofore been offered. It is believed that Le Chatelier, Tammann, and Heyn, at present the ablest opponents of the amorphous theory, will not he able longer to continue their beliefs that surface tension alone can account for all the observed variations in the properties of single constituent metals. It is strongly advocated that the properties of any solid substance be studied from the standpoint of the number of constituents present, the quantity and arrangement of each constituent, and the properties, of each constituent. Each deformable crystalline constituent by plastic deformation will produce amorphous material, thus changing the properties. Considerable attention is given to the variations in properties of the amorphous and crystalline phases of any substance. These are summarized as follows: 1. The cohesion of the amorphous phase of a substance is substantially zero at the melting point while the cohesion of the crystalline phase is considerable at the melting point. With decrease in temperature, the cohesion of the amorphous phase increases at a faster rate than that of the crystalline phase; this differential rate of change of cohesion holds between absolute zero and the melting point. THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,' `leave well enough. alone' and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.

It is difficult to understand why they did it. It was a demonstration of total commitment which sent chills of mixed admiration and fear up and down your spine. The scene was the bodega in Section A, 2660 Level on the 12 to 8 shift. The jefe was patiently waiting for the tea leaves to settle in a large metal cup. His attention was distracted by the appearance of a miner who had a problem. The long and short of it was that the miner believed the branch raise he was driving was unsafe and he wanted the jefe to come and see it. After lunch the jefe went around. First cautiously shining his light to peer up the raise from outside the chute, he then scrambled inside and swiftly climbed the cribs to the face. No question, it was hairy; about 4 crib sets were needed to catch up to the face. The unsupported raise was slabbing. It didn't take the jefe more than a few seconds to ascertain this situation and to slide back down. As he came out of the chute, a small avalanche arrived on his heels and provided a sort of exclamation point to his order; "cerrado!" In other words, shut 'er down.

During 1938, Colombia witnessed greater activity in oil prospecting and development than in any previous year in its history; more wells were drilled, more potential production established, more geological and geophysical work was accomplished, and more leases and concessions were acquired. Many companies, including the Texas, Socony Vacuum, Richmond (subsidiary of the Standard Oil of California), the Shell, and Tropical, contributed to this activity. Probably the most noteworthy development was in connection with the Barco Concession, which forms part of the Maracaibo Basin in eastern Colombia, adjacent to the Venezuelan frontier. There a great deal of preparatory work was accomplished in addition to camp and other construction, 20 producing wells were drilled and work was begun on the construction of a 12-in. pipe line to transport the oil to the port of Covenas, a distance of 260 miles. It is reported {hat 58,000 bbl. daily initial production was established during the year and is awaiting an outlet through this pipe line. Leasing and exploratory operations in Colombia continued active throughout the year; applications were made for concessions covering more than 1,100,000 acres of national lands and, in addition, leases were taken up on large areas of privately owned lands. In many experiments involving electropolishing such as electropolishing during deformation and electrothinning of deformed metals for electron microscopy, it is usually assumed that the specimen temperature is the same as the temperature of the polishing bath. In order to test this assumption, the interior temperature of aluminum single and polycrystals was measured while they were being electropolished. Specimens were 1/4 by 1/4 by 6 in. and were of 99.99 pct purity. A small hole 1 in. deep was drilled axially at one end of the specimen so that a copper-constantan thermocouple could be inserted. The electropolishing solution was 4 parts methanol (reagent grade) and 1 part perchloric acid (70 pct). The electropolishing was performed using an apparatus shown in Fig. 1. The electropolishing solution was stirred by a motor-driven stirrer and was cooled to —5°C with a mixture of methanol and dry ice. Electrolyte temperature was measured and remained at -5°C during the electropolishing. Current density of 0.3 amp per sq. cm was used. When the current was turned on, after about a 5-sec delay, the temperature began to rise rapidly until it reached 65°C. FLASH roasting of iron concentrate is in the experimental stage at Copperhill. The problem is peculiar in that the iron concentrate is predominantly pyrrhotite; the ratio of that mineral to pyrite being 5 to 1. Results so far indicate that the heat, generated in roasting a material containing 52.0 per cent iron and 38.0 per cent sulfur, requires special handling and for this reason the installation costs per ton of roaster feed may be too great to compete with hearth roasting. Interesting features of flash roasting at Copperhill are: 1. The sulfur dioxide content of the roaster exit gas can be varied between wide limits. Eight per cent sulfur dioxide gas, with 1.30 per cent sulfur in the calcine, has been common practice and gas up to 13.0 per cent sulfur dioxide has been possible. 2. Temperatures of the exit gases are very high. When roasting 60 tons or more of iron concentrate per 24 hr. in a modified Wedge roaster, the temperature in the roaster rises to 2000° F. and the calcine is lowered to 0.20 per cent sulfur. If the entire roaster system could be constructed to withstand such temperatures, ideal roasting conditions would obtain as regards sulfur elimination and tonnage roasted.

HAVING had considerable practical experience in the management of colored mining labor in the South, I have thought a few observations upon its peculiarities might interest those not personally familiar with it. In mining, as in all other departments throughout the South, this class of labor is largely in excess of any other; and its characteristics need to be known and duly taken into consideration by those who may be charged with the conduct of southern enterprises. The colored laborers are fervently religious, intensely superstitious, improvident, and usually good natured and happy,—in a word, they are like children. That strong religious emotions do not involve necessarily a moral sense highly developed in the direction of ethics, is shown in the propensity of the colored population for chickenstealing, and in the brutal fights and other outbreaks of which they are not infrequeutly guilty, upon any slight provocation. It is only fair to say, however, that many individuals among them are in the highest degree steady and trustworthy. To one accustomed to seeing white miners at work in the middle, northern or western States, the colored miners seem somewhat slow and lazy. But their efficiency is greater than it appears to be.
