I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:

DURING the winter of 1877-78 the Glendon Iron Company, by the advice of the superintendent, Mr. Frank Firmstone, decided to make the experiment of exploding a heavy blast of gunpowder in their limestone quarry at Cedar Hill, Palmer Township, Northampton County, Pennsylvania. The amount of limestone used in the five furnaces of the company is about 60,000 tons per annum, and it was thought that with successful results; this entire amount or more would be thrown down at a single operation, disintegrating the mass to a greater or less extent, and obviating the necessity of blasting and boring the rock from the face of the cliff, both of which operations are slow, and therefore, costly. Several attempts have been made in the past 60 years to commercialize the vast oil shale deposits of the US. However, the industry has yet to become economically viable. To date, it has not been possible to produce oil from oil shales at a competitive price compared with oil produced by conventional methods. The development work, nevertheless, has been fruitful in furthering the art of thick bed mining and technology of in situ retorting. The in situ method has the potential of recovering oil from thick beds, and the resource recovery potential is much greater than that from underground mining and surface retorting. In situ methods require that the shales/marlstones be fragmented in place to induce adequate porosity and permeability to allow in situ heating of the fragmented shales. This can be accomplished by using explosives. However, it has been found that the existing blasting systems, though very efficient, have some drawbacks. The explosives become insensitive when shot in multiplevertical decks. They can also become insensitive when spaced horizontally at close proximity to other charges. Also, since the blasting is done in a very limited free face, the delay time that can be allowed between charges is also quite limited. Consequently, it is not always possible to routinely predict the performance of the blasting system. Furthermore, since it is not possible to undertake secondary blasting, it is imperative that the blast design function properly. Recent successful retorting by Occidental Petroleum Co. Of Retorts 7 and 8 suggests that some of these problems may have been overcome. This paper addresses some aspects of in situ retorting and problems that have impeded the development of a viable oil shale industry in the US.

Some three years ago the smelter connected with the Chrome, N. J., refinery of the United States Metals Refining Co. found itself embarrassed by constantly increasing piles of unsmelted blast-furnace flue dust. The charge was fine and 10 to 15 per cent. of it was blown over into the flue. Sulphur was at that time too scarce to make the sintering of the finer part of the charge attractive, and raw-ore smelting in a reverberatory with a partly oxidized charge was not to be thought of. A great many schemes were considered, including leaching, blowing into the converters, and briquetting, the problem finally narrowing down to blast roasting and nodulizing. It was found by experiment that blast roasting would not yield a satisfactory sinter without the addition of coke dust or sulphide fines to augment the fuel value of the flue dust, and on this account, together with the low first cost of a kiln, the latter was decided upon. A couple of tons of flue dust were tried out in the experimental kiln in the laboratory at Yorktown, Va., of J. H. Payne, who acted as consulting engineer in this connection. This kiln was approximately 2 ft. in diameter and 20 ft. long and was fired with fuel oil. A run of several hours yielded excellent nodules. The ki1n showed no tendency to build in and form "nose rings" and gave a fuel consumption of 50 gal, of oil per ton of flue dust. There was no indication of any stack loss. The roasting was strongly oxidizing. A study of what full-size kilns were doing on cement clinker and on nodulizing pyrites cinder indicated that a 60 by 6 ft. kiln would certainly not consume over half of the oil per ton of flue dust shown on the test and as fuel oil at that time was selling around 2 1/2 c. per gallon it was decided to let it go at that. A 60 by 6 ft. kiln was decided on, as that size is standard in cement practice, although fast being replaced by much larger ones with their greater fuel economy, and as it fitted in the building space available. The Bradford Oil District lies in the northern part of McKean County, Pa., and the southern part of Cattaraugus County, N. Y. Although petroleum was first found in the producing sand in 1871, it was not until the early part of the year 1875 that a productive horizon was acknowledged to exist, even by those most largely interested in the production of the crude oil. It has been reported to me that the first well drilled in the valley of the Tuneangewant Creek (commonly called Tuna Creek) was drilled by F. E. Dean and brothers in 1865. This well was located on the Shepherd farm, near the present site of Custer City. One hundred and sixty feet of drive pipe was used, and the hole was drilled to the depth of 900 feet. The producing sand at Custer City is found about 1130 feet below the level of the railroad track. The Shepherd farm well was therefore abandoned over 200 feet above the top of the oil sand. The next well was drilled by the Dean brothers on the Clark farm at Tarport. Drilling was stopped at a depth of 605 feet, or over 400 feet above the top of the oil sand. In the year 1862 the old Bradford well, since known as the Barnsdall well, was drilled to a depth of 200 feet with a spring pole, and then abandoned. In the spring of 1866 the citizens of the village of Bradford concluded to club together and sink the Barnsdall well deeper. Impingement attack, as one of the types of corrosion suffered by condenser tubes, has been given a prominent place in corrosion literature of recent years. It has been reproduced and studied in carefully controlled laboratory tests. Much has been learned of its mechanism, and of the effects of variables such as temperature, amount of air, size of bubble and water velocity. Incidentally the technical public has been given comparisons between the behavior of some few metals under various conditions of impingement attack. The tests recorded here were undertaken in an effort to find at least some sort of qualitative answer to questions which arose occasionally as to the relative resistance of various alloys to impingement attack, and which could not be answered by reference to the literature. The final decision to start work on the problem was influenced in large measure by the nature of the water available in this particular place. The mill of the Bridgeport Brass Co. is located on the Pequonnock River at Bridgeport, Conn., within two miles of its mouth. The water is much like many other estuarine sources which are used in condensers, and which cause particularly severe corrosion. It seemed a most suitable water to use in such tests. As the work progressed an important seasonal variation was noted. The purpose of this note is to record this seasonal effect. The results of individual tests are given only incidentally. Impingement Tests Early in 1929 the apparatus was built. The samples were disks of 1-in. dia., cut from sheet metal. They were eleaned with fine emery cloth and set in holders, as shown in Fig. 1. A stream of water pumped directly from the river impinged on the surface of the sample. Compressed air was injected into the water stream through an air duct. The major development in stabilization of the oil industry during 1933 was the transition in the United States from state control to federal control in many of the functions that government is presumed to exercise. A brief review of the influences leading to that transition is given here to suggest its significance and to assist in forecasting its further development. Bitumens were known to the ancients and have been applied to minor uses since earliest historic times, but it was not until after the discovery of oil in considerable quantities near Titusville, Pennsylvania, in 1859 that it was made the basis of extensive commercial undertakings. In 1859 little was known about the origin of oil and gas, the nature of these deposits, and the physical laws that controlled their accumulation. Scientists soon began to study them, but 50 years or more of active oil-field development had elapsed before sufficient geological information had been accumulated to point the way toward efficient recovery of these products. In fact, only within the past five years has the function of reservoir energy become widely understood, yet it is a primary factor in oil recovery. discovery near Titusville, this infant industry has developed into an industrial giant. In complete ignorance of their destructive effect, wasteful development methods were initiated in Oil Creek and these became industrial habits. These habits in turn became oil and gas law. Under that law vast sums of money have been expended, rights have become vested and development methods fastened on a great industry that not only bring upon it periodic demoralization but cause ruthless destruction of the nation's reserves of these important natural resources. This is occurring in the midst of a petroleum era when oil is essential to the nation's security, its industrial supremacy, and the personal convenience of every citizen. Its conservation, therefore, has become a question of grave national concern. THE property of the Andes Copper Mining Co. is in the central part of the Republic of Chile, Province of Atacama, 147 km. (91.5 miles) eastward by rail from the port of Chañaral. At this point the Andean system is made up of two principal ranges. The mine is on the westerly slope of the outer, or western, range, at a mean elevation of 3250 m. (10,500 ft.). A meter-gage railroad extends from the company's port at Barquito, near Chañaral, to the reduction plant at Potrerillos. This road has a total length of 151 km. (94.0 miles), of which 93 km. (57.79 miles) are owned by the Andes Copper Mining Co. The remainder of the road is owned by the state. The company operates its trains over the portion of the road owned by the state, under an agreement with the Chilean Government. The mine is connected with the reduction plant by a meter-gage railroad, 10 km. (6.214 miles) long, which extends from the coarse ore bins at the metallurgical plant to the underground storage bins at the mine. Tunnels make up 60 per cent. of the total length of this railroad. As is characteristic of the Andean region in Chile, the topography of the locality is extremely rough, and a number of points near the mine have elevations of from 15,000 to 16,000 feet.

The solid solubility of boron in iron has been determined by saturating iron with respect to FeyB at several temperatures from 870° to 1135 C. In alpha iron the maximum solubility was found to be 0.002 pct B and in gamma iron the solubility varied from 0.001 pct at 915°C to 0.020 pct B at 1165OC. The eutectic and peritectoid temperatures were found to be 1165° and 911 °C respectively and the gamma iron solidus was located approximately at 0.020 pct B. RECENT investigations of boron-treated steels', ' indicate that the solubility of boron in austenite is of the order of 0.003 pct at 900°C. This has led to the general belief that the solubility of boron in a and r iron is considerably less than that indicated by Wever and Muller." Therefore the solid solubilities of boron in a and r iron have been re-determined. The eutectic and peritectoid temperatures were also remeasured and the r-iron solidus was studied in some detail.* In 1929 Wever and Miiller investigated the phase equilibria of Fe-B alloys. Fig. 1 shows the solid solubility region of the Fe-B diagram based on their investigation. They found that boron lowered the A, transformation temperature to 1381 °C where saturated 6 solid solution "which must contain about 0.15 pct B" and "r solid solution containing about 0.10 pct B" are in equilibrium with liquid containing 1.9 pct B. At the eutectic temperature of 1174"C, 7 solid solution was found to contain "about 0.15 pct B." A peritectoid relation was found to exist between a and y iron with an invariant temperature at 915 "C, where the boron solubility in 7 iron was "about 0.10 pct B" and the solid solubility in a iron "did not exceed 0.15 pct B." The coal-fields of Missouri, situated in the northern and western portion of the State, are distributed, in whole or in part, over 57 counties, embracing an area estimated by Mr. Broad-head' to be practically 23,000 sq. miles, including small detached beds and outliers in St. Louis, St. Charles, Lincoln and Warren counties in the eastern part of the State. This area includes about 8,000 sq. miles of Upper or Barren Measures, 2,000 sq. miles of exposed Middle, and 12,420 sq. miles of exposed Lower Measures. In a general way, the Missouri coal-field is bounded on the east by an imaginary line entering the northern part of the State just east of the 92d Meridian and passing across the State in a southwesterly direction to a point on the Kansas-Missouri line a little below the southern boundary of Barton county. An important part of the field overlaps this line and extends down the northern side of the Missouri river, underlying the greater part of Randolph, Howard, Boone and Audrain counties. In all, 34 counties produced coal during the year 1903. Fig. 1 shows the position of the coal-fields in Missouri. Geological Features. The Coal Measure formations, all of the Carboniferous age, rest unconformably upon the rocks of the sub-Carboniferous or Mississippian series, and, in some cases, upon the rocks of the Devonian and Silurian ages. Mine roof fall characteristics of 250 falls in 5 different room-and-pillar coal mines, located in Pike, Martin, and Floyd counties, were investigated to determine the relationship of selected parameters associated with roof failure and the assumed condition of the mine roof before failure. The selected parameters used in the study included: presence of cracks and water before the occurrence of fall, sloughing of coal ribs, floor heave condition, type of roof support (resin or mechanical anchor bolts), distance to coal face, and time of occurrence of fall after initial coal extraction. In addition, research hypotheses, utilizing multiple linear regression techniques, were generated to test the relationship among the selected parameters and mine roof condition. The results indicated that the vast majority of falls portrayed some presence of water before the actual fall, occurred in less than 30 weeks after initial coal excavation, located usually greater than 30 meters from nearest coal face, gave evidence of cracks in mine roof before occurrence of fall, generally portrayed a good roof condition before the fall, showed presence of sloughing of coal ribs, and gave no occurrence of floor heave before occurrence of fall. In terms of the characteristics of the original support systems in the mine roof falls studied, most roofs were either supported by mechanical-anchor bolts or resin or full-column bolts; very rarely did the roof appear to fail if supported by posts or cribs. A detail inspection of the hypothesis and model comparison results gave supporting evidence that the condition of the roof is not dependent on the usual indicators of potential failure, such as presence of cracks and moisture. In fact, in most cases of mine roof failure, the immediate roof condition was rated as good or better, which gives little or no indication of pending failure and collapse. Hence, a combination of factors that are not easily accessible to measurement, are the dominant factors in the determination of roof fall-potential areas.

This is the thirteenth paper of a series from the laboratories of the Aluminurrl Company of America presenting the results of investigations of equilibrium relations in aluminum-base alloys prepared from electro-lytically refined aluminum. The ninth paper, on The Constitution of High-purity Aluminum-titanium Alloys,' presented a type of system that had not previously been encountered in aluminum alloys. Subsequent work has shown that there are several similar binary aluminum diagrams including that of aluminum and chromium. The present investigation was limited to the cxtreme alnminum end of the aluminum-chromium system. The first systematic investigation of the aluminum-chromium equilibrium diagram was carried out by Hindrichs.? The resulting equilibrium diagram with some imaginary additions suggested by Guillet3 is shown in Fig. 1. Recently Goto and D6gane4 investigated the constitution of aluminum alloys containing up to 32 per cent chromium, and presented the diagram that is reproduced in Fig. 2. Wide discrepancies in the two diagrams are evident. The Aztec mine is not widely known, by reason of its isolation and the relative insignificance of its tonnage; financially, however, it has an enviable record and geologically it is extremely interesting. The town of Baldy, Colfax County, the mine camp, at an elevation of 10,000 ft. (3048 m.) is 8 mi. west of Ute Park, the terminus of a branch of the A. T. & S. I?. Ry. The mining tract was designated by the Maxwell Land Grant Co. as the Aztec Reservation, and lies on the east slope of Mt. Baldy, the summit of which, 12,491 ft. (3807 m.), is one of the highest in the state. Rich copper float was found on the northeast slope of the mountain in 1865, and discovery work was begun the next year. At the same time, gold placers were found on Willow Creek, on the southwest side of the mountain, and the Elizabethtown settlement followed shortly. Gold washing lasted many years. In 1867, placer gold was found also on Ute Creek, the tracing of which to its source led to the locating of the Aztec mine by Lynch, Dogherty, and Fosley in the following year. The early production came from the contact of shale and sandstone or from sandstone immediately above the contact. Exact record of production is lacking, but L. C. Gratonl gives estimates ranging between $1,250,000 and $1,500,000, of which about $1,000,000 was taken out in the first four years. After the exhaustion of the early bonanza, production continued intermittently until 1909, when the Maxwell Land Grant Co, undertook systematic development, through four adits at intervals of 75 ft. vertically or approximately 100 ft. on the dip of the contact, which was thought to contain generally a quartz-pyrite vein. The experimental work herein described is presented in support of the following broad hypothesis: Conditioning of metals and metallic sulphides by amine collectors involves metathetic reaction at the solid surface between the collector and an oxidized metallic compound, to produce a coating comprising an amine-bearing compound of low solubility in the system. The type of reaction is different in acid and in basic solutions; both types may occur simultaneously in near-neutral pulps. Experimental The experiments comprise contact-angle tests with a variety of metals and metallic sulphides and extraction teats on ground chalcocite. Contact-angle tests were made principally on metals. Covellite paralleled metallic copper in amine solution at pH 8.8 (Table 3) and in alkaline water, but maintained an angle of about 70° in Io-3 HCl solution, where metallic copper lost its angle. The tests with anionic collectors (Table I) indicate that the behavior of metals in general is parallel to that of their minerals in anionic solutions. It is believed that this is generally true with cationic collectors also, but the covellite test is a warning against a broad assumption to this effect. All test specimens were mounted in Transoptic.* All tests in conditioning solution were preceded by a test in distilled water; cleaning and polishing were continued in every case until the angle in water was zero. Subsequent transfers into and out of solutions and test cells were made in such a way as to prevent exposure of the surface to air.1 The amine used was primary laurylamine, Armour and Co., AM-1120. It was used in the form of the hydrochloride, obtained by precipitation with gaseous hydrochloric acid from an ether solution of the amine, and purified by two recrystallizations from ether-alcoho1.2 Inorganic and other test reagents were standard laboratory grades. Temperatures were not controlled; the probable range of test-solution temperatures is 650 to 80°F.

THE underground haulage system in the lead-silver mine of the-Bunker Hill & Sullivan Co., situated at Kellogg, Idaho, is the most extensive in the Coeur d'Alène district, comprising about 35,000 ft. of tunnels, drifts, and cross-cuts where locomotive haulage is in use. The main working adit, known as the Kellogg tunnel, or No. 9 level, is approximately 10,000 ft. in length from the portal to the main working shaft and extends beyond that about 4,500 ft. in each of two directions. On this level all the ore from the Bunker Hill & Sullivan, the Sierra Nevada Consolidated, and the Caledonia Mining Co. an average of 44,600 tons per month-is hauled to the mills, located a short distance from the portal. Electric haulage by the trolley-type locomotive is used on this level throughout. Below this level, at intervals of 200 ft. vertically, are five other working levels (Nos. 10, 11, 12, 13, and 14); and the total haulage distance on these, where electric locomotives are used, is approximately 16,000 ft. No. 13 level has but recently been opened up and is not working-to capacity; while the main cross-cut on No. 14 has just been started, and has no need of power haulage. Of the four levels equipped with electric haulage, Nos. 11, 12, and 13 have storage-battery locomotives, and No. 10 still retains the trolley type by reason of the small and decreasing tonnage produced.

THE purpose of this paper is to relate briefly the development of magnetic separation and its extension from the separation of iron into its present use in the nonmetallic field, to suggest possible future exten-sions of its field of usefulness and its possible cooperation with other separating methods. The engineering design of separating machines, and statistics as to the number of machines in operation, types, their location and production are outside the scope of this paper. Specific data will be given, however, on certain selected applications. A large part of human endeavor consists in separating one thing from another; the good from the bad, the desired from the undesired. In fact, a philosopher might plausibly claim that separating things into categories and choosing between them is the object of thought itself. In dealing with matter, separation is nowhere more inherently necessary to attain our objects than in mining and metallurgy. Both our desire and our ability to make separations are results of the physical differences between things. Gross separations such as removing ore from worthless rock or coal from slate are usually made visually and depend upon form and color, which are physical properties. When the desired and the undesired things are intimately mixed, however, it becomes impractical to select visually even if the individual particles are readily recognizable to the eye, and some automatic way of making the particles separate themselves on the basis of their own inherent differences in physical properties must be resorted to. Some of the physical properties which have been used as a basis of separation are: color, shape, hardness, size, density, elasticity, surface properties (surface tension in contact with liquids, etc.), electrical conductivity, dielectric constant, and magnetic susceptibility. Differences in these properties are used in the following methods of separation: color sorting, sifting, settlement in air and in liquids, floatsink methods, flotation, electrostatic and magnetic separation.

THE Institute Committee on Industrial Relations, of which Robert Linton is chairman, held a meeting on Feb. 21, listed as one of the technical sessions of the annual meeting, at which reports of the sub-committees were presented. One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining and in the early days there was insufficient knowledge to really cope with them. The history of mining shows that until the last 50 years, work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high pressure ventilating fans. In early days the miners were not educated as to the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps" which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were as follows: Blackdamp A condition of the atmosphere where a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen and which could contain a combination of any of the mine gases. Firedamp Flammable mixtures of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide.
