WATER provides to many mineral industries functions similar to those performed by money in the economic system. Water is a medium of exchange. It is also required in chemical reaction for cooling, for transfer of minerals, and for cleaning. To a great extent, water is also a raw material in almost every industrial operation; it becomes a component of the finished product. In the Rocky Mountain region, water is treated with a great deal of respect. There has not been enough of it when needed. Long ago storage facilities were planned and devised to assure a supply during periods of shortages. This comes from the history of the region in irrigation and mineral processing. Within this region the shovel was always the most lethal weapon used in settling disputes over the use or misuse of water.

WITH the development of uranium ores that contain substantial amounts of acid-consuming compounds, the alkaline leach has become an attractive method for extraction. Considerable work has been done on both atmospheric and pressure-leaching with aqueous solutions of sodium carbonate and sodium bicarbonate as the lixiviants.1,2,3 For the treatment of uranium-bearing limestones and other high-lime (CaO) ores, the sodium carbonate leach has proven attractive because it avoids the high reagent consumption incurred by the reaction of sulfuric acid with lime. In addition, the corrosion problems with sodium carbonate are negligible as compared with those encountered in the acid-leach system. The sodium carbonate leach, however, does not yield as high an extraction of the uranium as the acid leach and is not attractive for economic reasons when treating ores that are high in sulfates or sulfides.

AS you have seen, I have hitherto demonstrated to you the methods for bringing to their proper and pure bodies all metals of any kind of ore that you have found and mined. If these did not now serve human needs all these operations with so much expense and labor would have been profitless and in vain. Therefore I recognize that it is necessary in speaking to touch upon all their operations and to teach you to ma& use of the metals according to the works needed. There are, for instance, some metals that would serve poorly for certain works when reduced to their fineness and perfection. Also, many artificers, in order to avoid expense, are content with having a larger quantity of metals and do not care so much about their perfection. For this reason they willingly accept mixtures of one metal with another, for example, of silver or copper with gold, of copper with silver, and likewise of tin or lead with copper. Tin is accompanied by lead to avoid spoiling its nature completely. All this, however, is done with a definite proportion by weight and not by chance. These admixtures, as I have told you in another place, are called in gold, carats, and in silver, leghe. This, in fact, means nothing but the association of one metal with another, indeed, a soiling of their purity and fineness, to which they have been brought with so much hard effort and labor. But now leaving this discussion, I shall tell you in the present book as briefly as I can, in order, first of the alloying of gold with silver or copper, and then of that of silver with copper.

E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. The meeting of the Board of Directors, on November 22, was attended by eight directors, the Secretary of the Institute, and eight guests. The proposed James Douglas Prize and Tablet was referred to a committee of eleven. Robert H. Richards was appointed representative of this Institute to attend the meeting of the Society for the Promotion of Engineering Education. J. V. N. Dorr was made chairman of the Finance Committee in place of George D. Barron, resigned. The sum of $200 was appropriated for the 1918 expense of the American Engineering Standards Committee; the question of an appropriation for 1919 was referred to the Executive Committee for study and report. The sum of $50 was appropriated to the Treasurer's clerk. The following representatives of the Institute were elected: W. L. Saunders to succeed himself as United Engineering Society Trustee; R. M. Raymond to succeed himself as member of Engineering Foundation Board; S. J. Jennings to succeed himself as member of Engineering Council; George F. Kunz to succeed himself as member of Engineering Council; C. F. Rand to succeed himself as member of John Fritz Medal Board of Award; E. Gybbon Spilsbury to succeed himself as member of the Library Board. To members of the Canadian Mining Institute residing in Canada or Newfoundland, the privilege was extended to subscribe to the Bulletin at the price of $5. An invitation was extended to the Mining and Metallurgical Society of America to consolidate with the American Institute of Mining Engineers. The appointment of Engineering Societies' Employment Bureau was reported. Thirty-nine members and ten associates were elected. Two members were reinstated. Extension of time for the payment of clues was granted to four members. Seventeen members on active duty at the front had their dues remitted.

THE idea of economical production is usually associated with large operations, tonnages, and mines, with even larger capital behind them. Nevertheless many small mines operate in the shadow of large competitors and make a good showing on the capital invested despite larger overhead expenses. For the purpose of this discussion I will divide the cost of production into classes, and specify opposite each the approximate percentage expended thereon: 1. Labor, including miners and company men; 60 to 75 per cent. 2: Development, including all necessary yardage, room turning, crosscuts, etc.; 7 to 12 per cent. 3. Deadwork, covering payment to miners for handling falls, drawslate, or faults, rock work, water, and in general, all nonproductive labor; 3 to 7 per cent. 4. Supplies: mine timbers, oil, brattice material, lumber, cement, and repairs to equipment; 2 to 6 per cent. 5. Expense: management, selling, office, taxes, etc.; 1 to 5 per cent. 6. Depreciation of coal reserves and royalties; 6 to 10 per cent. 7. Depreciation of equipment and interest on capital invested; 1 to 3 per cent. 8. Fuel; ½ to 1 ½ per cent. The labor cost for a small mine is relatively much lower than for a large mine, particularly the sum paid to company men. Idle-pay expense is cut to a minimum; the labor item being larger than all the others together, a saving in labor makes a decided showing on the total cost. The development charges in small and large mines are about the same. There should be a small showing on the Beadwork item in favor of the small mine. The unit cost for supplies is usually small in the small mine. The operator of the small mine finds, owing to a limited tonnage, that the expenses of management, selling, etc., are abnormally high.

Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

In the assay of copper-bearing material for gold and silver, the elimination of copper before the final cupellation is of course essential, because any copper left in the lead-button will carry gold into the cupel; and a method which will effectively remove the copper with the smallest amount of manipullation is desirable. The scorification method is often rendered long and tedious by the necessity of repeatedly re-scorifying the button— to say nothing of the risk of losing Au—Ag thereby incurred. An ore carrying, for instance, 10 per cent,. of copper and only 0.1 or 0.2 oz. gold per ton, cannot be scorified with accurate results, because so many portions would have to be taken in order to get enough gold for weighing. On the other hand, the crucible method, with potassic nitrate and nails, would not do at all in such a case, because all the copper would be reduced by the nails, and (if the charge were 0.5 A. T.) this would defeat cupellation, by causing cupel-absorption of gold. In matte-assays, more concentrated value permits the determination of gold from smaller portions, and thus diminishes the difficulty experienced with ores. The method here described has been severely tested, during use for more than a year, and hart never failed hitherto, in the assay of any ore or product to which it has been applied. It is not proposed as perfect for every variety of ore or matte—probably no method would be that; but it is believed that, intelligently used, with the modifications dictated by practice, it will give better results, with less expenditure of time and labor, than any other known to the writer.

ALTHOUGH the first colonists in the area that is now the United States, whether Spanish, French or English in nationality, were usually keenly interested in the possibilities of mineral wealth, it is a curious and interesting fact that none of them happened upon the mineral deposits that eventually were to make this the greatest mineral-producing country; up to 1800 it would probably have been rated as rather poor in minerals. Spanish explorers traversed the southeastern United States with- out finding the Appalachian gold deposits that aroused so much interest in the early nineteenth century; Coronado sought in vain for the seven golden cities of Cibola; and the important gold deposits of California were not discovered until the political sovereignty of the region had passed from Mexico, which had held it for three centuries. The French also held Canada for nearly two centuries (and the British for another century) without finding the mineral deposits in Ontario and Quebec that now are so important. Though they knew of the copper of the Keweenaw peninsula, the lead ores of Wisconsin and Missouri, and the coal of Illinois in the seventeenth century, these deposits were all too remote for exploitation. In the area held by Great Britain, iron smelting was planned at Jamestown as early as 1619 and was actually begun at Lynn, Mass., in 1643. The industry grew slowly, at first, but had reached considerable importance before the Revolution. Commercial bituminous coal mining began about 1750 in Virginia but anthracite mining in Pennsylvania was not started until 1800. As a result there was naturally little interest in the technical aspects of mineral production here before 1800 by any except the few people who were actually engaged in it. THE importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying tip pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. The allotropic volume changes of the ,metallic elements are reviezoed with the conclusion that in general atomic volume is conserved to better than 1 pct in such transformations. A table of the atomic volumes of the metallic elements is given and its use in considering the size factor in alloys is discussed. The importance of the concept of atomic-size factor, due to Hume-Rothery and coworkers,' is firmly established. Most attempts at quantitative formulations of this concept have employed the atomic radius (half some interatomic distance) as the measure of size and innumerable tables of such radii exist. This is probably, however, an unfortunate choice of parameter. Firstly, discussion in terms of interatomic distances requires a knowledge of the crystal structure. While this is known, except for a few cases, for the elemental structures, there are still many undetermined alloy structures. Secondly, except for the simpler structures, face-centered cubic (Al),* body-centered cubic (A2),* and hexagonal-close-packed (A3).* with ideal axial ratio, there is no unique in- teratomic distance, an m y decision must be made as to which distance, or which average of the distances, should be used. However, the most important point is that for metals the dominant bonding parameter can generally be expected to be atomic volume and not interatomic distance. This is perhaps most explicitly stated in the Wigner-Seitz cellular method.' In this approximation, cellular polyhedra of atomic volume v are replaced by spheres of radius Y,: 4/3 ?rs3 = v. That is, there is no reference to the interatomic distances. If atomic volume is in fact the dominant parameter, then in allotropic transformations we might expect to find atomic volume approximately conserved. For example, in the A1 ? The fundamental problem in rock mechanics is accounting for the discontinuous and anisotropic nature of the jointed rock mass. It is this problem that makes rock mechanics distinct from the mechanics of steel, glass, or concrete. Existing mathematical models explain much of the behavior of rock cores in the laboratory but, in civil engineering at least, the rocks that matter are the ones that are already broken. On the other hand, the basically descriptive methods now used in engineering geology do not lend themselves easily to mathematical analysis. A set of indices of geological properties related to the strength and deformation characteristics of jointed rock is needed. Like the index properties used in soil mechanics these will probably not have precise mathematical meaning, but once correlations are established with large scale tests they can form a basis for the transfer of test results, obtained in one area under one set of conditions, to the prediction of rock behavior in another area under another set of conditions. Indices of rock properties are even more important in rock mechanics than in soil mechanics as the cost of testing is much higher. To be useful, these indices must be easily and quickly measured and give reproducible results when measurements are made by different people. In this paper the word "joint" means all naturally occurring rock fractures with less than 3 in. of clay or other soft coating material. F. D. Richardson—The authors are to be congratulated on this further contribution to our knowledge of the thermodynamics of the interaction between sulphur and carbon and silicon in liquid iron. As the authors state, the influence of carbon and silicon on the activity coefficient of sulphur in liquid iron is clearly of great importance in the blast furnace, since it must cause a three to fourfold improvement in the partition of sulphur between slag and metal. The influence of increasing temperature in further increasing the activity coefficient of the sulphur in the metal in the blast furnace by increasing the carbon content is also of interest. This effect, however, is probably only part of the reason for the general observation in blast furnace practice, that the sulphur content of the metal is lowered by increasing temperature. Other contributing factors are the lowering of the oxygen potential in the presence of carbon by increasing temperature and the probable increase in the activity coefficient of the lime in the slag for the same reason. The former of these effects, which works via the (CaO) + [S] = (CaS) + [O] equilibrium, might possibly account for a 70 pct improvement in the sulphur partition and the latter might give a further 50 pct improvement. C. Sherman—I would like to compliment the authors on their very careful research. If I may, I would like to show results of calculations on the carbon-sulphur-iron system similar to the ones that were shown in our paper for the silicon-sulphur-iron system. For Fe-S-C ternary system k=PHgs/PH2 x 1/(f1°) (f2°) (%S) where fs = sulphur activity coefficient fs' = fs for Fe-S system of equal pct S f3° = f2/f2 for Fe-S-C ternary system This same analysis has been used on other systems, but the results shown in fie.- 7 are for carbon and silicon. L. S. Darken—I would like to make two brief comments in addition to complimenting the authors on an apparently very precise and accurate investigation. The first is that the present work is in agreement with a calculation by Larsen and myself." Our calculation (much less precise than the present work) was based on: (1) Unpublished work on the sulphur content of molten iron (1.5 pct at 1500°C) in equilibrium with graphite and an iron sulphide slag; (2) the distribution coefficient of sulphur between slag and carbon-free liquid iron. We expressed the result in a form equivalent to log 7. = 0.18 [%C] which gives an activity coefficient (?s.) of sulphur only slightly higher than the authors find and certainly within the precision of the earlier work. My second comment concerns the correlation of the thermodynamic findings with atomistics. A rough pic- ture of the atomic arrangement in the liquid solution is rather easily conceived for this particular liquid solution containing iron, carbon, and sulphur. Carbon has a very much stronger affinity for iron than for sulphur. Hence we may conclude that a sulphur atom will but seldom be adjacent to a carbon atom—since this would be a position of high energy. From the metallic radii of iron and carbon we know that six iron atoms pack neatly around one carbon atom. Thus each carbon atom in retaining this shell of iron atoms (which latter may not be replaced by sulphur on account of the high energy requirement) decreases the available positions for each sulphur atom by six. Hence each atomic percent of carbon decreases the equilibrium sulphur content by 6 pct (of itself). Or, at low concentration each atomic percent of carbon increases the activity coefficient of sulphur by 6 pct. This is in good agreement with the observed increase (6 or 7 pct at low carbon content). It is indeed gratifying to find a case where, by such simple reasoning, quantitative agreement is found between precise data and the modern picture of the atomistics of the metallic state. J. P. Morris (authors' reply)—We would like to point out that there is an error in the equation on p. 322 of the paper. The third equation should read: ½S2 (gas) + H2 (gas) = H2S (gas) The authors wish to thank everyone for the interest they have shown in the paper. In regard to the general observation in blast furnace practice, that the sulphur content of the metal is lowered by increasing the temperature, Dr. Richardson is correct in stating that the cause can be attributed only in part to the increase in activity coefficient of sulphur resulting from the rise in carbon plus silicon content of the metal with rise in temperature. However, this factor is probably an important one. The results of one experiment, performed since this report was written, indicate that at a constant temperature the addition of silicon to a melt saturated with carbon causes an increase in the activity coefficient of sulphur even though the carbon solubility is lowered. In this test, 2.5 pct silicon was added to a melt saturated with carbon and maintained at 1400°C. Although the carbon content dropped from 4.85 to 4.1 pct, the activity coefficient of sulphur was increased by about 20 pct.

W. E. Horst—In regard to the flotation rate being described as "first orcler" for flotation of quartz particles below 65 p in size (or any size studied in this work) in this paper, it appears that the authors' conception of rate equations is not in agreement with cited references. A first order rate equation has as one of its forms the following: a In.=a/a-x=kt where a = initial concentration, a—x = concentration at time t, t = time, and k = constant. The constant, k, has the dimension of reciprocal time which is similar to the specific flotation rate, Q. described by Eq. 2 in the authors' article, as has been previously discussed by Schumann (Ref. 1 of original article). The plotted data presented in Fig. 4 of the article utilizes the specific flotation rate, Q (min.'); however, there is not adequate data given to indicate the order of the rate equation which describes the flotation behavior of the quartz system studied. Results from the experimental work indicate that the relationship between rate of flotation (grams per minute) and cell concentration (provided the percent solids in the flotation cell is less than 5.2 pct and the particle size is less than 65 p) is described by an equation of the first order (R, = k c+", n being equal to 1 in this size range) and the use of the first order rate equation does not apply. Similarly the relationship for other particle size ranges studied is expressed by equations of the second or third order depending on the magnitude of n. T. M. Morris—The authors are to be commended for the experiments which they performed. As they state in their discussion the concentration of collector ion In solution did change with change in concentration of solids in the flotation cell. Since for a given slze of particle, flotation rate increases with concentration of collector until a maximum is reached, the effect of concentration of particles in their experiments was to vary the concentration of collector ions. A collector concentration which insures maximum supporting angle for all particles eliminates the unequal effect of collector concentration on various sized particles and the effect of size of particles and concentration of particles upon flotation rate could be more clearly assessed. I believe that if the authors had increased the concentration of collector to an amount sufficient to attain a maximum supporting angle for all particles they would find that the specific flotation rate of particles coarser than 65 p would be constant with change in the concentration of solids in the flotation cell, and that a first order rate would apply to the + 65 as well as to the —65 p sizes. It might also be discovered when this change in collector concentration was made that the maximum specific rate constant would be shifted toward a coarser fraction than when starvation quantities of collector are used since this practice favors the fine particles and penalizes the coarse particles. P. L. de Bruyn and H. J. Modi (authors' reply)—The authors wish to thank Professor Morris for his kind remarks and for mentioning the influence of equilibrium collector concentration on flotation rate. With a collector concentration sufficient to insure maximum supporting angle for all particles, a first order rate equation may indeed be found to be generally applicable irrespective of size. Such a concentration would, however, lead to 100 pct recovery of the fine particles and consequently defeat the essential objective of the investigation to derive the maximum information on flotation kinetics. To establish absolutely the validity of any single rate equation for a given size range, the ideal method would be to work with a feed consisting solely of particles of that size range. Use of such a closely sized feed would also eliminate the possibility of the interfering effect of different sizes upon one another. The authors do not believe that increasing the collector concentration would shift the maximum specific flotation rate (Q) towards a coarser fraction. Experimentation showed Q to be independent of solids concentration for all particles up to 65 µ in size, whereas the maximum value of Q was obtained in the range 37 to 10 p. Professor Morris contends that the addition of starvation quantities of collector favors fine particles at the expense of coarse particles, but the reason for this is not entirely clear to the authors. The comments by Mr. W. E. Horst are concerned only with the concept of the term "first order rate equation." According to the usage of this term in chemical kinetics, time is an important variable, as is shown in the equation quoted by Mr. Horst. All the experimental results reported by the authors were obtained under steady state continuous operations when the rate of flotation is independent of time. To be consistent with the common usage of the "first order rate equation," it would be more satisfactory to state that under certain conditions the experimental results show that the relation between flotation rate and pulp density is an equation of the first order.
