CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.

In the Bingham district over a span of more than 90 years, 43,947,104 tons of "non-porphyry" copper, lead, zinc, gold, and silver ore have been mined from a folded and faulted alternating series of Pennsylvanian and Permian limestones and sandstones and from some Tertiary intrusives. This ore came from six major mine areas located east, south, and west of the Bingham stock, site of Kennecott's porphyry copper deposit. The sediments were affected by varying degrees and types of metamorphism within 2000 feet or more of the Bingham stock. The intrusives consisting of the mineralized Bingham and the unmineralized Last Chance stocks and numerous dikes and sills of granite and monzonite were intruded into the asymmetrical northwest-trending and plunging Bingham syncline. Extrusives, although present, contain no ore. The bulk of the non-porphyry ore in the district was found above the Midas thrust. The primary ores are found in three major types of deposits: concordant bedding fissures, crosscutting fissures, and replacement deposits. These deposits consist of both copper and lead-zinc ore bodies that contain various amounts of gold and silver. These are in places roughly zoned both laterally and vertically and have been mined for up to 10,000 feet outward from the center of the Bingham stock and up to 5000 feet vertically below the surface. Secondary ore was of minor importance and was found in and under the oxidized zone at shallow depths. Genetically the Bingham stock, the ores, and related phenomena have had a common source.

WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

The instrument that weaves this literary fabric, whether it produce a homely sock or a lordly tapestry, a simple story or a learned 'Itreatise, is a disciplined intelligence, as sure as a steel needle, as precise as a swift loom. The simile breaks down at this point, for the product of the pen is instinct with the human spirit and therefore transcends in beauty anything made by a mere machine. If words are to be woven into eloquent meaning, they must be well knit. Upon the relation of words to each other and of groups of words to other groups, known as phrases, clauses, and sentences, depends the success of writing as a means of trans¬mitting thought from man' to man. To be understood beyond question, you should know not only what your words denote but how to build your sentences; you must not only choose your words aright but construct your sentences properly. A sentence is a combination of words that makes complete sense; it says something about something. ' A clause is a subordinate sentence or a sentence within a sentence. A phrase is a group of words without a predicate; it makes sense, but not complete sense. For example: I shall wait for a few minutes before I go home: The whole statement is a sentence; "I shall wait" and "before I go home" are clauses; "for a few minutes" is an adverbial phrase. THE need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of man-power in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system: if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated. About 1300 members and guests attended the Seventh Annual Mid-winter Convention of the American Institute of Electrical Engineers, which was held in the Engineering Societies' Building, New York, on Feb. 19 to 21. The opening session was a joint session with the American Institute of Mining Engineers, when welding was discussed. The various phases of standardization in engineering work were discussed by President Comfort A. Adams at the Thursday morning session. Thursday afternoon was spent in visiting. Some of the guests visited the Brooklyn Navy Yards, where they inspected the power plant, shops, dry, docks, etc. ; others visited the Bell System Laboratories of the Western Electric Co. THIS paper presents an experimental verification of some of the predictions made by one of us' concerning 'the influence of certain conditions of casting upon the size and position of the pipe', and the position of the segregate, in steel ingots. The predictions which we have been able to verify are the following A. That the pipe is shortened and the segregate raised 1. By slow casting; 2. By casting with the large end up instead of down; 3. By retarding the cooling of the top, e.g., by means of a sinking-head. B. That the pipe is shortened by slow cooling. C. That the pipe and segregate lie in the last freezing-part. Our procedure was to cast ingots of wax (commercially pure stearic acid) containing a little bright green copper oleate (usually 1.5 per cent.) under varying conditions; to saw each ingot open along a longitudinal plane passing through its axis ; and to examine the longitudinal section thus laid bare. In order to make the segregate or enriched part more distinct in color from the impoverished part, a very little red cerasine was added. An experiment which will be described later showed that the cerasine itself does not segregate markedly, if at all. Hence we may assume that the strong contrasts between the green and red shown in so many of our ingots are due, not to segregation of cerasine, but to that of the green oleate, in the wax which in itself is uniformly reddened with cerasine.

Aluminum single crystals were pulled in an electrolytic cell allowing surface removal during the deformation. The extent of Stages I and 11 of the stress-st-aitz curve was increased and the slope decreased as the rate of metal removed from the surface was increased. An increase of the strain rate caused a decrease in the effectiveness of the metal removal. The data indicate that the work-hardening coefficient in Stage I is determined primarily by the conditions which exist on the surface of the crystal. In Stages 11 and 111, both surface effects and internal barriers are important. ALTHOUGH numerous investigations have been conducted on the plastic flow characteristics of metals in an attempt to explain the mechanism of work-hardening, relatively few studies have taken into account the influence of the surface. In all current theories of work-hardening it is assumed that the impediments to the movement of dislocations are within the crystal. The barriers due to the surface and the existence of solid and liquid films have been neglected even though it has been demonstrated that the surface exerts a large effect. A number of investigators1-l8 have shown that solid films on the surface of single crystals markedly affect their mechanical behavior. In general, the presence of a solid film tends to increase the yield stress and increase the work-hardening rate. Often, on single crystals, Stage I and, at times, Stage II regions are completely suppressed. Various mechanisms have been offered for the effects of oxide and metal films as well as the influence of electrolytes. Of these, concepts concerned with the locking of surface dislocation sources and the blocking of dislocations at the surface resulting in pileups appear to be actively considered at present. Barrett,11 Takamura,6 Gilman,19 Lipsett and King,20 Shapiro and Read,10 and Weiner and Gensamer21 are among those who have interpreted their results in terms of piled-up dislocations at the surface, while Adams.22 and Chalmers and Davis23 have explained their experimental observations in terms of locking of surface dislocation sources. In general, the change in plastic flow properties due to electrolytes has been explained in terms of the unblocking or unlocking of dislocations by the removal of the oxide films. In considering the two proposed mechanisms, it appears that the locking of sources of surface dislocations by a solid film should exert a primary influence only on the critical resolved shear stress for flow and not on the slopes of Stages I and 11. However, the blocking at the surface of dislocations from internal sources may also affect the critical resolved stress and furthermore exert an influence throughout the whole plastic range. In certain cases it does not seem feasible to explain the results of experimental observations in terms of locking of surface dislocation sources. The abnormal aftereffects found by Barrettll,12 by removing the oxide by an acid treatment are excellent evidence of the blocking of dislocations at the surface. Additional evidence in favor of a blocking due to a pileup of dislocations at the surface may be found from the observations that the critical resolved shear strength continues to increase with the thickness of the oxide layer until very heavy oxide layers are formed. If the locking of surface dislocations sources were the dominant factor, the critical resolved shear stress would not be expected to increase after all of the surface sources were locked by the formation of the oxide. This may be expected to happen after a few atomic layers of the oxide are formed. In spite of the above evidence on the strong influence of the surface on the plastic flow characteristic, this has been ignored in current theories of work-hardening. Seeger24,25 suggested that most of the dislocations may slip out of the crystal only when the specimen axis is within certain areas of the orientation triangle. In other areas the resolved shear stress in other glide systems is large enough to generate dislocations which can form Lomer-Cottrell locks, thereby decreasing the average slip distance in some directions and causing a larger hardening rate. Friede126 assumed that at the beginning of Stage 11, a large number of Lomer-Cottrell dislocations are formed by a catastrophic process which used up all the Frank-Read sources on the secondary slip-planes. In this manner a fixed number of Lomer-Cottrell locks is formed which act as barriers against which the dislocations can pile up. In Stage 111, Seeger24 and Diehl, Mader, and Seeger25 proposed that Lomer-Cottrell barriers are circumvented by the cross slip of extended screw dislocations. Cottrell and Stokes,27 Friedel,26 Cottrell,26 and stroh29 suggest that the Lomer-Cottrell dislocations collapse under the stress field of the dislocation pileup. The Goodman Mfg. Co., Chicago, builders of underground electric mining machinery, celebrated its 50th Anniversary on April 23rd. The company has a complete line of cutting machines, loaders, conveyors, locomotives, and shuttle cars for service in both coal and metal mines. The Joy Mfg. Co. has received, under the provisions of the Economic Cooperation Administration, an initial order in excess of $1,000,000 for equipment to be used in the mechanization of iron ore mines in France. While the equipment will be used in various privately owned mines, the order was placed through the French Society for the Development of Mechanical Mining. Included in the equipment are the company's recently developed hard rock loaders and shuttle cars. American Brake Shoe Co. has consolidated all operations of its Canadian subsidiaries into one corporation, the Dominion Brake Shoe Co. Ltd., Montreal, Canada. The products of Dominion Brake Shoe include brake shoes, track equipment, manganese steel castings, automotive brake lining, air compressors, and paint spray equipment. Exhibits of more than 2000 electrical products, processes, and techniques, ranging from precise aircraft instruments to complex working models of steel mill, textile and other industry equipment, will be displayed in the "More Power To America Special" when it makes its nationwide tour this spring. C. H. Lang, Vice-President in charge of sales for General Electric's apparatus department, said that the train will visit the country's key industrial centers for inspection by utility and industrial executives and municipal leaders. The train will be hauled by an Alco¬G-E two-unit, 4000-hp., Diesel-electric locomotive which in itself will be part of the unusual series of displays. Sizing of Excavators and Hauling Equipment. The Power Crane and Shovel Association has released a 24-page bulletin dealing with the proper sizing of excavators and hauling equipment, Technical Bulletin No. 3. Rubber Conveyor Belting. "Installation, Care and Maintenance of Rubber Conveyor Belting" is the title of a booklet just published by the Carlyle Rubber Co., New York. Power Transformers. The manufacturing procedure of Allis-Chalmers small power transformers is described in a new 28-page bulletin, 61B6094A, covering the core and coil unit, no-load tap changer, tank construction, cooling methods, oil preserving systems, bushings, terminal compartments, indicators and testing of transformers. Safety Equipment. General Scientific Equipment Co., Philadelphia, has released a 46-page, fully illustrated catalog on personal protective equipment and industrial safety devices. This new catalog covers respiratory devices, eye protection, hats, gloves, carboy pumps, drum pumps, and miscellaneous safety equipment for use in mines, industries, etc. Osmosalts. The Osmose Wood Preserving Co., Buffalo, N. Y., has issued a bulletin on Osmosalts, the wood preservative which, say the manufacturers, makes timber last three to five times longer, slashes maintenace costs, stops rot, and resists wood-destroying insects. Jigs. The Dorr Co. has acquired the Pan American jigs and they are now known as the Dorrco-Pan American jigs. Originally developed as a gold-saving device for dredges, the simplicity, ease of operation. efficiency, and negligible maintenance of these jigs have resulted in wide adoption on all types of placer operations, in the closed grinding circuits of gold mills, and on many applications where a coarse bed concentrate is separated from the ore gangue.

SINCE the U. S. Geological Survey published the data on the Central Mining District collected by Lindgren and Graton1 and by Paige2 much new information has been obtained by development and mapping, but none of it had been published until recently when Kniffin3 published on Fierro, Lasky4 on the Ground Hog mine, Thorne5 on Santa Rita and Landon6 filed a thesis on the Fierro-Hanover-Santa Rita area at the Uni-versity of Chicago. During the years 1927-1930 much of the writer's time was spent in mapping the geology and ore deposits of this district, particularly in the area of the zinc deposits at Hanover. Some of the data collected are presented here. Previous publications have been freely drawn upon and additional data used that were generously supplied by L. M. Kniffin, Wilfred Wright and Gerald Ballmer. Thanks are due Augustus Locke, Samuel G. Lasky, Kniffin, Wright and Ballmer for suggestions and critical readings of the manuscript, and to the Empire Zinc Co. ThE literature of surface phenomena shows that, except for most of the rare-earth elements, surface tensions have now been determined for almost every liquid metal. The situation for liquid metal oxides is, in contrast, characterized by a great scarcity of surface-tension data. A surface-tension correlation between these two classes of substances has been found which provides a means of estimating unknown liquid-oxide surface tensions from the corresponding known liquid-metal surface tension. Lf the surface tension of the liquid metal is a(M) and that of the liquid metal oxide is o(M,Oy), then oxides of all stoichiometries can be brought into one correlation if is plotted against with the surface tensions taken at the respective melting points. The available data is displayed in this fashion in Fig. 1 where the relationship between the surface tensions of the two classes of liquids is found to be The correlation in Fig. 1 is based on data found for nine liquid metal oxides and the corre- sponding liquid metals In cases where several sur-face-tension determinations were available on the same substance, higher values were generally favored over lower ones because they usually indicate greater Sample purity. All of the metal-metal oxide pairs are in good agreement with Eq. [I] except for B-Bz03. The reason for the departure of this pair from the correlation is not understood. To estimate the surface tension of other liquid metal oxides the corresponding liquid-metal surface tension must be found. A nearly complete bibliography of the surface tension of liauid elements is available in the 46th edition of the Handbook of Chemistry and physics. Some additional references on metals are included here for convenience Se,26Sr,'?ThanduZ5). It is also possible to estimate the surface tension of a solid metal oxide or metal from the corresponding liquid-state data. As a liquid material is cooled through its melting point the surface tension increases abruptly by an amount Ao. bondi' has estimated that the maximum value of Aa at the melting point is Ao = Ahf/A [2] where Alzf is the heat of fusion per atom and A is the area per atom in the interface. Thus with heat of fusion and crystallographic data the surface tension of a solid at the melting point can be estimated as o + Ao.

SYSTEMATIC methods of ore-finding are looked to the more as increasing production requires greater supplies of raw materials. Unrelenting search for new sources of supply is necessary, and all the skill of science must be displayed both in methods of discovering and recovering the minerals necessary to the demands of present-day life. To this end most national governments have some sort of a geo- logical survey and there is a growing understanding of the desirability for cooperation between federal and state or provincial organizations and also financial assistance, from state and private universities, mining companies, railroads and manufacturers. Such surveys are now being directed by well trained geologists selected from federal, state and university departments. Large-scale maps are being prepared and better geo- logical interpretation made, more thorough chemical and physical examinations are being made and original search is fostered, with the result that successful prospecting is better directed, new mining regions are more likely to be discovered, and the life of. old camps lengthened.

The big mass of anorthosite in the Lake Sanford district and the bodies of titaniferous magnetite that occur in a small area near the south margin of the mass have been described repeatedly, and the puzzling problems of the genesis of the rocks and ores have stimulated the deductive reasoning of geologists for a hundred years. Some of these men have taken a leading part in describing the anorthosite rock and forming hypotheses concerning its origin; some have contributed most to the study of the ore deposits; and some have made classical Studies introducing a basic approach to the problems of the anorthosite rock and genesis of the titaniferous magnetites. Much of the writing on the problems of rock and ore genesis has been based on physical-chemical reasoning rather than on field and microscope observations of the rocks and ores. Most of these geologists conclude that the anorthosite was formed by true magmatic crystallization, involving previous settling or squeezing out of ferromagnesian minerals from the parent magma. The associated gabbro is a separate segregation or later intrusion, and the lighter colored and finer grained facies of the anorthosite is either a chilled border zone of the anorthosite or the result of granulation by crushing of the coarse, dark blue rock of the main mass. This blue rock, called the Marcy type, is named after the highest peak in the range. The finer grained and lighter colored rock is called the Whiteface, after another mountain appropriately named for a cliff colored by this facies of the anorthosite.

THE Kinta valley in the State of Perak, one of the largest of the Federated Malay States, is probably at the present time the richest alluvial tin-district in the world, Perak producing from 20,000 to 25,000 tons of tin annually, and the Kiuta valley being the chief producer. The valley runs approximately north and south, and is 30 miles long by 12 wide. It is very flat, the mountain-ranges on either side rising abruptly from the plain, that on the east being the great Central range of the peninsula, and that on the west a subsidiary range marked " Kledang " on the map, Fig. 1. The valley is drained by the Kinta river, which rises in the eastern mountain range and flows south to join the Perak river, being joined by numerous streams from both mountain-ranges. The rain-fall is heavy, averaging annually about 90 in. The whole country is covered with dense jungle, except where it has been cleared for mining-operations and a small amount of cultivation. Mining villages are scattered throughout the valley, the chief towns being Kampar, Batu Gajah, Lahat and Ipoh, the latter being the center of the mining-operations. An ideal section of the main geological features of the Kinta valley is given in Fig. 2. The valley is composed of a highly crystalline limestone, usually white in color, sometimes gray; in fact, it may be called marble. It is always highly inclined and often contorted, and in some places is interbedded with shale. On the east side of the valley, near its contact with the granite, it forms a remarkable series of limestone cliffs, which rise in some cases as high as 2,000 ft. above the level of the limestone in the valley. FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. ORES OF THE DISTRICT The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and 150-mesh sizes.
