Steelmaking operators are familiar with the costs involved when ingot molds must be scrapped prematurely because of the failure of a stripping or turning lug. Some mold sizes can be expected to produce one hundred or more ingots per mold before normal wear causes the mold to become unserviceable. Therefore, the failure of lugs at less than the average life for that mold size represents a sharp increase in terms of mold cost per ingot ton produced. To combat these wasteful and costly occurrences, it was determined that an efficient method of replacing lugs should be developed to extend the life of molds which are otherwise in good condition. The purpose of this paper is to describe a lug welding method which has proved effective and economical. This method is known as the Oxygen and Mapp Process.

Through a progressive laboratory and pilot-plant program Jones & Laughlin Steel Corp has analyzed and corrected mine drainage pollution problems at all of its coal mines. In conducting this program, the company found no "typical" drainage discharge. Each discharge point at each mine was unique, so that varied approaches were needed to eliminate stream pollution. To illustrate the variety of these approaches, the treatment of drainage from foul, discharge points at three mines in Pennsylvania will be considered here. The flows and critical analyses of the drainage sources and treated effluents arc shown in Table I. Hydrated Lime Works at Thompson Borehole The discharge stream from the Thompson bore- hole at the Vesta No. 5 mine flowed into a small branch creek where it created a "yellowboy" deposit and affected aquatic life. Investigation indicated that hydrated lime would neutralize the acid and precipitate ferric iron without aeration. Treatment of the 150.000-gpd flow, however, created about 4000 gpd of wet sludge for which there was no nearby accumulation site. With State approval, this sludge was deposited through an unused borehole into an abandoned section of the Vesta No. 6 mine several miles away.

IN a recently reported investigation, J. B. Clark and F. N. Rhines1 used a diffusion couple technique to determine the number of intermetallic phases which should be present in the Al-Mg equilibrium phase diagram. Their method was an application of the following generally accepted principle. If a diffusion couple made up of two metals is annealed at a given temperature for a long time, all the phases of the binary system which exist under equilibrium conditions at the diffusion temperature will form intermetallic layers. It is important that the diffusion temperature be high enough and the diffusion time be long enough to permit the nuclea-tion of all thermodynamically stable phases at the interface of the couples and their growth to observable thicknesses. These simple time-temperature criteria are at times difficult to satisfy, and it is the purpose of this note to point out a situation in which this is the case. The library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The existence of natural gas-springs in Pennsylvania and the adjoining States west of the crest of the Allegheny Mountains was known to the earliest settlers. Possibly the first gas obtained from a well was at Fredonia, Chautauqua County, N. Y., where a well was sunk on the bank of Canadaway Creek, near the Main Street bridge, in 1821, and sufficient gas obtained for 30 burners, the inn having been illuminated by the gas when General Lafayette passed through the village about 1821. In 1858 another well was drilled, which supplied 200 burners. A still larger one was drilled to a depth of 1200 feet in 1871. According to Mr. E. J. A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

THE volumetric behavior of isobutane at temperatures below its critical temperature has been studied by several investigators. Seibert and Burrell1 measured the vapor pressure of isobutane from the ice point to the critical temperature. Dana and co-workers2 determined among other thermodynamic quantities the density of the saturated liquid and the saturated gas and the vapor pressure from approximately 0° to 130° F. Sage and Lacey3 studied a number of the thermodynamic properties of this hydrocarbon from 70° to 250° F. The specific volume in the gas and liquid region was determined at pressures up to 3000 lb. per sq. in. ? throughout this temperature interval. In addition, the vapor pressures were measured at 30° intervals. These data taken together serve to establish the thermodynamic behavior of isobutane at temperatures between 0° and 250° F. with reasonable accuracy. However, apparently there are no data available at the higher temperatures. For this reason an investigation of the volumetric behavior of isobutane at temperatures between 100° and 460° F. was carried out with apparatus that has been described in another paper (A.I.M.E. Tech. Pub. 1127).

THE work herein reported shows that galena in certain organic solutions of fatty acids becomes coated with lead soaps, and that this coating is not only highly water-repellent but is also repellent to certain organic liquids, particularly those [ ] of high surface tension; i.e., nitrobenzene, diphenylmethane. WETTING PROPERTIES OF GALENA IN NONAQUEOUS FATTY ACID SOLUTIONS When a "captive bubble"1 is withdrawn from a polished, plane galena surface under a nitrobenzene solution of stearic acid, the air bubble shows a decided tendency to "cling" to the mineral surface. The contact angle, therefore, was greater than zero, although it was not large enough to be measured quantitatively by the captive-bubble method.* [ ] When pure nitrobenzene' was substituted for the nitrobenzene-stearic acid solution, no clinging of the bubble was observed; viz., contact angle = zero. Although the contact angle developed in air-galena-nitrobenzene-fatty acid solution was small, the organic solvent repellency of the galena surface was great enough to enable good recovery in a laboratory flotation cell.2 In Table I are given the results of flotation experiments using several different fatty acids dissolved in nitrobenzene.

HOT pressing of powder particles has gained importance recently, since it affords a method in which high densities are rapidly attained. In a recent study on hot pressing of alumina powders, Mangsen, Lam-bertson, and Best1 have shown within the limits of their experiment, the validity the rate equation for densification in hot pressing, originally proposed by Murray, Livey, and Williams.2 i.e., where D = fraction of theoretical density, t = time, P = pressure and 77 is the viscosity, all in appropriate units. This equation was derived from earlier work of Shuttleworth and Mackenzie3 which is based on the closing of spherical pores under the action of surface tension. The integrated form of this equation yields a straight-line relation between log (1 - D) and t. Such conditions were found by Felten4 to be true only after extended periods of pressing. Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. Griffith’s theory of brittle fracture, as modified by McClintock and Walsh to fit rock behavior in cases of failure by compression, has been successfully applied in various fields of rock mechanics. Extension of the Griffith's criterion to rock blasting problems may also be more representative of rock behavior than the simple consideration of a criterion of failure based on the dynamic tensile strength of the material. If consideration is given to pre-existing cracks within rock structure, occurring not only because of the discontinuous properties of rocks, but also as a result of drilling operations that normally precede blasting, those cracks can be propagated under the action of the dynamic stresses (radial and tangential) induced by the passage of the wave emitted by the explosion. Conditions for initiation and propagation of pre-existing cracks are deduced in terms of rock properties and explosives performance. Influence of the different variables governing the phenomenon is discussed after considering an actual example. Results seem to be well correlated with experimental evidence of radial cracking observed in blasting with high explosives acting within hard rock.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain.

IN the last 15 years industrial use of ground water has more than doubled, and in 1951 amounted to 5 billion gallons per day. A similar sharp increase in the utilization of ground water for irrigation and public-water supply occurred in the same period. In many areas rapid increase in withdrawal from wells has taken place almost entirely unhampered by regulatory control and with little or no integration of effort. As might be expected, the chief interest in many regions has been maximum production rather than sustained perennial yield. As a result, widespread depletion of underground reservoirs and deterioration of the quality of the water stored in them has taken place in many areas, even though total pumpage in the United States is far below ultimate potential. Of even more concern is the fact that excessive withdrawal has drawn salt water into the reservoirs beneath many heavily populated centers along the Atlantic, Gulf, and Pacific coasts, causing costly abandonment of pumping plants.1

Ever since the introduction of the Siemens regenerative furnace, it has been recognized that a certain amount of gas is lost each time the furnace-action is reversed. This loss comes, first, from the gas which passes through the free connection between the stack and the gas-main, which exists during the time the reversing-valve is turning over; and, secondly, from the gas which is in the chamber and flues, from the hearth to the reversing-valve, and which flows back into the stack when the valve is reversed. The amount lost each time is, of course, small; but, since a furnace is reversed from four to six times every hour for, say, 300 days in the year, the aggregate is large enough to be well worth attention. The estimate has been published1 that, in Germany aloue, the loss from the first of the above causes amounts to 500,000 barks per year. The loss from the second cause is, of course, much greater.

A technique, equipment, and a compound have been developed and field tested for sealing tubing joint thread leaks without removing the tubing from the well. This eliminates the necessity of killing the well with possible damage to the producing formation, which could result if it were exposed to drilling mud. A thread sealing compound, developed and tested in the laboratory, is introduced into the tubing and squeezed into the joint to eliminate the leak. A high percentage of successful field applications have eflected an appreciable cost reduction in repairing leaking tubing strings in East Texas and in the Louisiana Gulf Coast area. INTRODUCTION In producing oil and gas wells the industry has been plagued with a never ending problem of tubing connection leakage. This situation is becoming increasingly more significant as more gas wells are placed on production and as higher pressures are encountered at greater depths of current drilling. Substantial progress has been made in minimizing thread leaks by careful handling and cleaning of joints and by the use of improved sealing compounds in combination with controlled makeup. But even with the use of the best known methods and sealing materials during initial makeup, occasional leaks through tubing joint threads appear inevitable. In some instances, tubing joints in high-pressure gas wells have been found to leak gas at relatively less pressure than that at which the tubing had been tested satisfactorily using liquid. Many expedients have been employed to prevent the physical replacement of tubing when leaks have developed. Perhaps the most commonly used is the sodium silicate treatment in which the solution is lubricated into the tubing to form a crystalline plug in the leak. Generally, any benefit realized is of a temporary nature. In addition to field studies on handling and makeup of tubing, extensive laboratory work has been undertaken on the development and testing of thread dopes.' Also, substantial effort has been devoted to testing tubing joints using high-pressure gas as a pressure medium.' The results of this work have emphasized that tubing joints are susceptible to occasional leaks, especially when subjected to relatively high differential pressures. To cope with the problem of leaking connections, an extensive investigation was undertaken to devise means of sealing leaks without removing the tubing from the well and without reducing the inside diameter of the tubing. The purpose of this paper is to present a technique, together with the associated equipment and compound, which have been developed for effecting a seal of leaking tubing in place. DISCUSSION Work was initiated simultaneously on two ventures: (1) to develop a satisfactory leak sealing compound and (2) to develop tools necessary to find the leak and place the compound. Leak Sealing Compound In the development of a sealing compound, tests were conducted on those compounds commercially available which include: (1) conventional thread lubricants, (2) thermo-setting resins and (3) other materials which held promise of effecting a seal. Although none proved completely satisfactory in their available form, two commercial compounds proved nearly equally effective in sealing leaks during laboratory tests after proportioned quantities of graded silica had been added. Field usage has indicated that the preferred compound is one prepared of an aluminum-stearate base thinned to the proper constituency and carrying a mixture of fine mesh graphite and graded silica. The compound developed by Humble Oil & Refining Co. is designated as Tubing Thread Leak Sealant 800. Placement Tools and Technique In developing tools to detect joint leaks and to place the sealing compound, work was done initially on wireline equipment. Preliminary designs were completed of a tool somewhat on the order of a pressure bomb to test individual joints with gas at high pressure to determine if the joint was leaking. An entirely different tool equipped with opposed packers was intended for placement of the sealing compound at high pressures in each leaking joint. The application of these tools

A high speed gas quenching dilatometer useful in studying phase transformations in low alloy steels is described. Changes in specimen length are measured by means of an electrical micrometer tube. The maximum instantaneous cooling rate is approximately 5000°F per sec; the maximum average cooling rate from 1650' to 950°F is approximately 2900°F per sec. Data for steels of 0.11 pct and 0.67 pct C content are included. Marine phosphorite deposits occur in Braxil, in the Bambui Group of late Precambrian or Early Cambrian age. The phosphorite is laminated, isoclinally folded, and is composed of black, elongated apatite pellets and quartz grains cemented by quartz and muscovite. Abundant, narrow quartz veinlets cut through the .rock at right angles to the elongation direction of the pellets. The phosphorite is 0 to 80 m thick and contains 5 to 30 percent P2O5. The deposit is elongate towards the northeast, and the central, thickest, and richest part is bounded by faults. Measured reserves are about 250 million tons that average a bout 13 % P205. Preliminary testing indicates that grinding, scrubbing, and desliming will produce a material usable for fertilizer manufacture at a cost competitive with imported phosphate fertilizers.

On June 20, 1974, delegations representing the governments of 150 nations convened in Caracas, Venezuela. The occasion: the Third United Nations Conference on the Law of the Sea. (As this article goes to press, the conference is still in session-Ed). Of all the many issues to come before the conference, none is of greater long-term consequence than the issue of jurisdiction over the seabed-the "land" at the bottom of the world's oceans. On the agenda, with widespread support from a majority of UN members, is a proposal to declare seabed resources "the common heritage of mankind," under the sole jurisdiction of the United Nations. Any would-be miner of seabed minerals would have to apply to a UN seabed authority for a permit, and would be forced to pay the bulk of his profits to a UN fund to aid the underdeveloped countries.

Described in this paper are oceanographic data which should be considered by an offshore design engineer and methods for developing a design wave height from the oceanographic data. The selection of a design wave is predicated on contemplated waves which might affect the site throughout the life of the structure. Selection of a design wave height may be based on (1) arbitrarily established recurrence Frequencies of hurricanes affecting the structure (predicted wave heights are associated with the expected variations of forces resulting from these waves) and (2) a risk-type evaluation wherein all possible storms affecting the area are considered (anticipated wave heights are associated with both investment plus risk costs and expected variations of forces). It is shown how the following oceanographic predictions are integrated into design considerations: (1) a classification of storm intensity which considers all recorded storms which affected the design area, (2) the recurrence interval of storms of a given- intensity (this interval is dependent on the extent of the geographical area considered in the design problem) and (3) a forecast of all wave heights which might affect the area (geometry of a structure often necessitates consideration of waves from a multiplicity of directions). The authors believe that the described techniques can result in selecting an adequate and reasonable design wave. INTRODUCTION Since the inception of offshore operations in the Gulf of Mexico, engineers engaged in designing suuctural facilities have been plagued with the problem of selecting an adequate and reasonable design wave. In the development of any offshore structure it is mandatory that the engineer evaluate the ability of the structure to withstand the ocean waves to which it will be subjected. Selecting such design waves quite naturally necessitates a coalition of the oceanographer and the design engineer. The oceanographer must provide a detailed knowledge of scientific principles which govern the behavior of waters in the Gulf of Mexico. He should also have an adequate knowledge of the manner in which design waves are utilized by the engineer. Although the design engineer's primary responsibility is applying the oceanographer's specialized knowledge in the creation of real structures, it is important that he possess some knowledge of related oceanographic principles to reasonably evaluate and apply the recommendations of the oceanographer. In the Gulf of Mexico it is the hurricane wind waves which generally govern the design of an offshore facility. The oceanographer must therefore develop techniques for predicting the heights, periods and frequency of all hurricane waves which might affect a particular structure. From this mass of oceanographic data, the design engineer must select the design waves which will apply to his particular design. PAST STUDIES ON FREQUENCY AND AMPLITUDE OF HURRICANE WIND WAVES Past oceanographic studies on the frequency of hurricane wave heights in the Gulf of Mexico have been devoted largely to predicting the recurrence interval of hurricanes which will generate maximum significant waves of given heights. The maximum significant wave height is the average height of the highest one third of the waves in that portion of the storm producing maximum wave heights. Since these waves occur over a relatively small portion of the storm (Fig. 1) and since the paths of hurricanes vary considerably (Fig. 2), the recurrence frequency of such heights is largely a function of the extent of the geographical area considered. In establishing the frequency of maximum significant waves for the entire American Gulf coast, the major fully developed hurricanes which affected the coastline from BrOwnsville, Tex., to Key West, Fla., were considered (Fig. 2).
