Air Leakage in underground mines is the most common cause of inefficient distribution of ventilating air. Depending upon various factors, more than one half of the fresh air entering a mine short-circuits to the return airways before reaching the working faces. Consequently, large leakages create an additional demand for increased intake air, which substantially affects the efficiency of a mine system. This paper deals with the identification of the physical variables of air leakages and offers an overview of the methods of measuring leakage.

As a practicing mining engineer, I face many rock mechanics' problems daily and would like to mention one or two examples to illustrate the current gap between laboratory investigations and actual field problems. I would like to endorse Dr. Obert's suggestion that more field measurements and observations should be undertaken. There is an ever-increasing body of data beginning with Hast's results in Sweden,l then measurements at Elliot Lake, Canada, and so on, including our own measurements at White Pine, which clearly indicate that the horizontal stresses underground are often at least as large as the vertical stresses. Visual obsenation of the deformation of roof and pillars (including failure due to horizontal compression) also demonstrates that the horizontal stresses are often most important. Yet almost every laboratory investigation begins with the assumption that the only stresses acting are vertical. Roof spans in layered formations. for example, are calculated on the assumption that the rock behaves as a gravity loaded beam. This is all too often unrealistic. Roof bolts are also often considered to be simply means of suspending the gravity loaded beams. As Dr. Reed has mentioned they are probably, in fact, acting to restrain a beam which is attempting to buckle due to lateral pressure. The fact that moisture can reduce the strengths of some rocks as much as 50 percent has been known for many years. In the mine me are almost always faced with wet rock, yet no one has investigated ways in which this wakening effect can be overcome. as, for example, by waterproofing the rock. C. Fairhurst, University of Minnesota I would like to mention that we have found,2 from stress-relief determinations, that appreciable (over 1000 lb per sq in.) horizontal pressures occur also at the surface in granites quarried in central Minnesota. Whilst I agree that more field measurements are desirable, it is important to point out that most university research is undertaken by graduate students who must attend classes daily. Their research is therefore restricted to the laboratory. A.M. Starfield, University of Minnesota No one denies the importance of obtaining: data from field measurements. It is equally important, however, that field measurements be guided by theory. Much time and money can be wasted by indiscriminate measurement. An example of the value of theory in interpreting measurements is given in Dr. Obert's comments on the time dependent strain observed in a salt mine. He anticipated that the stress at the wall of the opening would change with time because salt is viscoelastic rather than elastic. INTRODUCTION TO SAMPLING THEORY Before specifically discussing mineral sampling and sampling procedures, let us briefly consider broader and more universal concepts of modem sampling theory. A sample is de- fined as a representative part or a single item from a larger whole, being drawn for purpose of inspection or shown as evidence of quality. In modem theory the sample is a part of a statistical population whose properties are studied to gain information about the whole. The theory of sampling is built around the concept that if enough representative units of a larger overall population are selected without bias, the average value of the units will approximate that of the total population. Modem theory attempts to answer the question of how many samples are enough, given certain limits and constraints, and seeks to apply methods of sample selection and of estimation that provide, at the lowest possible cost, estimates that are precise enough for the purposes at issue. In order to meet these objectives the designer of a sample survey must rely heavily upon statistical theory. Statistics has been defined as the collection, presentation, analysis, and interpretation of numerical data. Statistical methods are primarily concerned with making valid inferences about a population based upon samples taken from the population. For most statistical applications, the total sample is in terms of number of items, attributes, or things; whereas mineral samples are usually in terms of weight or volume of mineral particles. Certain steps are involved in a well designed sample survey without regard to the particular field of application. Because the desired characteristics of an unmined mineral deposit can- not be known other than by sampling, we will consider these principle steps in terms of a mineral sample survey: 1) Clear definition of the objectives of the survey. In the case of mineral sampling this step is so apparent as to be almost ridiculous. However, it is surprising how often the overall objective of a sampling program is overlooked when decisions are made on a day-today basis. 2) Definition of the population to be sampled. The word population is used to designate the aggregate from which the sample is chosen. A sampling program may be designed to determine the grade of a single stope within a mine, the grade of a particular zone within a complex ore body, or the total value and extent of a mineral deposit. Assumptions are made of ideal mixing and that the density of silver can be obtained by extrapolating reported liquid density-temperature data through the freezing point back to the temperature range of interest. The results of this procedure using liquid silver density data of Kirshenbaum et al.5 are presented in Table I1 where it is observed that agreement is everywhere within <0.1 pct and generally is within 0.05 pct. Because the Sn-Ag alloys are dilute, the assumption of ideal behavior is, therefore, probably justified. In conclusion, the densities of dilute liquid solutions of silver in tin have been determined. Even for concentrations as low as 0.1 pct, the effect of silver on the density of liquid tin is clearly measurable. This work also suggests that for dilute alloys at temperatures far below the freezing point of the solute metal, densities may be accurately calculated by extrapolation of the pure metal data without having recourse to physical measurement on the alloy itself. plutonium having a grain size of about 100 µ. This paper presents data showing that large elongations of fine-grained a Pu can be obtained by using slow deformation rates. Large plasticity, however, of a Pu in compression has been observed.4 Reductions in thickness of 90 pct have been observed with no edge cracking. These large reductions are accompanied by concurrent re-crystallization. The deformation modes, which are quite complex, have been studied extensively by observing the deformation microstructures of polished surfaces that had been deformed in compression.5-7 Although slip apparently is a predominant mode of deformation at room temperature, grain boundary sliding and concurrent recrystallization become more predominant at high a temperatures.4&apos;7 Although recovery occurs,8,9 no grain growth has been reported in a Pu even at temperatures near the a =ß equilibrium temperature (-115oC), which is 0.7 of the calculated melting temperature of a Pu.10 From studies on other materials, it appears that high elongations can be obtained in alloys when the THE purpose of this technical note is to present briefly some data revealing high ductility of a Pu, which is normally considered brittle. The very low ductility of a Pu in tension has been reported by many investigators.&apos;-3 Gardner,1 for example, reported that the total elongation of a Pu at a testing speed of 0.015 ipm is less than 0.1 pct at room temperature and only about 1 pct at 100°C. AT a luncheon attended by engineering leaders representing every section of the country, Col. Arthur S. Dwight, president of the American Institute of Mining and Metallurgical Engineers, and Charles F. Rand, chairman of the Engineering Foundation, past president of the Insti-tute and its present treasurer, on Thursday, July 20, were decorated with the Croix de Chevalier de la Legion d&apos;Honneur by the French Government for distinguished service in engineering tending to closer and more felici-tous relations between the two countries. The decorations were conferred by Consul General Gaston Liebert. In a speech extolling the war work of the American engineer, M. Liebert declared that Germany had been definitely foiled in her attempt to cripple France industrially for a generation by wrecking the coal mines of northern France. Three-fourths of these mines, M. Liebert said, were in full working order and the remainder will be in complete operation within two years. The Germans thought that it would take from 15 to 20 years to accomplish this. M. Liebert said that reconstruction is going on rapidly in northern France, two-thirds of whose indus-tries are now working. The French Government, he said, is planning water-power improvement on a vast scale, which will soon make unnecessary for France to import a single ton of coal. He urged that French students be sent to America to study engineering. In presenting the decorations, Consul General Liebert eulogized Colonel Dwight and Mr. Rand as personify-ing the spirit and service of the American engineer, which, he said, was a powerful factor in the victory over Germany. He spoke of the growing friendliness between the United States and France and described this ceremony as an epoch in international relations. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, who presided, repeated that international unity among engineers was the dream of Andrew Carnegie, who saw in the efforts of the engineer and the scientist the hope of civilization. Mr. Rice said in part: In the Declaration of Independence occurs the statement that all men are created free and equal. Jefferson was familiar with the writings of Rousseau. In fact, he was a remarkable linguist notwithstanding that he wrote the Declaration of Independence when only 32 years of age. He was one of the very few ambassa-dors in the history of the United States who could speak the language of the country to which they were sent. The interpretation of the passage in the Declaration of Independence is that all men have equal opportunity, not that they are born with equal ability.

Extensive sampling of coal in Illinois during the past 10 or 12 yegrs by the State Geological Survey, in cooperation with various organizations, such as the U. S. Bureau of Mines, the University of Illinois, and the Illinois Cooperative Mining Investigations, has made possible the delineation of two areas of low-sulfur coal in the southern part of Illinois. The $fur content is less than 1.25 per cent., so that, if otherwise suitable, these coals can be employed for metallurgical uses and for the manufacture of water-gas and retort gas. One of these areas is small and lies in Jackson County, near Murphysboro, the other is much larger and includes a large part of the famous Franklin County field. A small area of No. 2, or Murphysboro, coal has been worked for many years near the town of Murphysboro, Jackson County, Ill. In two mines, at least, the coal has a sulfur content of less than 1.25 per cent. It is doubtful, however, whether this field will ever be a source of large tonnage as the total area underlain by low-sulfur coal in workable thickness is probably less than 15 sq. mi. (24.14 sq. km.), and a large part of it has already been worked out.. The location of the area of low-sulfur coal in the Franklin County field is shown in the accompanying map. The small area underlain by the Murphysboro low-sulfur coal is shown near the town of that name in the central part of Jackson County. The larger area lies in the west side of Franklin County, extending also about 6 mi. (9.65 km.) south into Williamson County, about 4 mi. (6.43 km.) west into northern Jackson and western Perry County, and northward an undetermined distance into Jefferson County. All but the northern limit of the area is fairly well defined by sampling in numerous mines. The inner cross-lined area is underlain by coal having less than 1 per cent. sulfur, the outer boundary surrounding the area underlain by coal having less than 1.25 per cent. sulfur. The coal mined in the district is No. 6 or Herrin coal, commonly known as the Carterville or Franklin County coal. The bed has a thickness varying from about 8 ft. (2.4 m.) on the border of the low-sulfur area up to more than 10 ft. (3 m.) in the central portion, locally having a thick-

ANNEALING the binary alloy, Mg-0.5 wt pct Zr in a hydrogen atmosphere results in extensive precipitation of zirconium hydride. The morphology of these precipitates has already been investigated.lm3 Squires, Weiner, and phillips4 found, following creep testing of the hydrided alloy at 450" and 500°C, that hydride denuded zones formed along grain boundaries that were aligned approximately normal to the tensile axis. Zone formation was attributed to diffusional creep by magnesium transport down the prevailing stress gradients.4&apos;5 Recently, electron microprobe analysis by Karim, Holt, and Backofen6 showed the zones indeed to be zirconium-free and furthermore it was shown that in compression, zones formed along boundaries approximately parallel to the stress axis. Thus it was confirmed that the zones are formed by diffusional creep. Typical zone-formation is shown in Fig. 1. Karim, Holt, and Backofen also measured the con- tribution to the total strain, from diffusional flow, slip creep, and grain boundary shear: results showed that diffusional strain tends to saturate with increasing imposed strain, while grain boundary shear eventually becomes the dominant deformation mode. It was suggested in explanation that the precipitate-denuded zones are soft and easily sheared, such deformation contributing to the grain boundary shear measurement. A point to be emphasized is that the Mg-0.5 Zr alloy was not superplastic for the index of strain rate sensitivity of flow stress, m = a log log 6 was only 0.25. It was recognized that diffusional creep in a poly crystalline aggregate must be accompanied by boundary shearing.&apos; The suggestion was that the non Newtonian-viscous character of diffusional creep in the Mg-0.5 wt pct Zr alloy is due to resistance to sliding of boundaries lying approximately parallel to the tensile axis.= The work described in the present note should be seen against the above background for it represents initial efforts to observe in a similar way diffusional creep in a superplastic alloy. Previous work with the ternary-alloy Mg-6 Zn-0.5 Zr, pellet extruded, showed it to be superplastic however it does not contain resolvable precipitates to act as internal markers for diffusional creep. Also the fine grain size of the alloy (0.5 p) made conventional metallography rather difficult. Solubility relationships in the Mg-Zn-Zr system are not well known, however making reasonable guesses about the probable phase diagram of the ternary, Mg-Zn-Zr, various heat treatments were attempted to produce hydride precipitation. A LTHOUGH the efficiency of coal utilization has A improved steadily since the turn of the century as a result of continued research and development, little of this increase in efficiency can be credited to improvements in the single retort stoker. There are still numerous problems connected with the burning of coal on this type of unit, the solution of which would be a stimulus to coal and stoker sales and a boon to the user. Among the more critical of these problems is that of burning slack bituminous coal of strong caking tendency and containing large percentages of fine material. With the increased trend toward mechanical mining, it may be expected that in the future an even larger percentage of the coal available for use on this class of stokers will contain higher percentages of the fine sizes, thus aggravating an already serious problem. During the war, the problem of efficient and economic burning of available coals on the single retort industrial stoker, particularly the class 4 stokers (301 to 1200 lb per hr), became quite critical in many localities. In addition to the inherent problems associated with the use of this class stoker, the coals available were frequently not those best suited for use on this equipment and the manpower shortage made it difficult as well as expensive for the consumer to provide the labor necessary to keep the iires in reasonably satisfactory condition. Although exact figures on the number of class 4 stokers are not available, the yearly tonnages of coal consumed are of considerable consequence and have been estimated* at between 15 and 20 million the stoker research staff of the Mineral Industries Experiment Station of The Pennsylvania State College was requested to study the performance of the single retort industrial stoker and to undertake a program of research on the more efficient burning of bituminous coal on this class of unit. Various aspects of overall problem have been investigated since the inception of this program in 1942, only one of which is here reported. General Considerations There are numerous factors which appear directly or indirectly to affect the overall performance of bituminous coal underfeed stokers, such as the caking or matting properties of the coal, the contact relationships between coal and air, the ash fusion characteristics, the burning rate, and the design of the stoker and furnace in which the coal is burned. The effects of alloy additions on the M, and A, temperatures of an Fe-22.5 pct Ni alloy have been determined. Increasing amounts of titanium, colum-bium, vanadium, and silicon raise and then lower M,while raising A, cmtinuously. Cobalt raises both M, and A,. Aluminum has little effect on Ms but raises A,. Chromium md nickel lower M, and A,. It is proposed that elements raise M, in accordance with their effect on the Ae3 temperature of iron until the lattice becomes stiffened against the shear transformation so that M, is then lowered. An anomaly, first pointed out by Zener,1 arises in steels when the addition of elements, such as molybdenum and tungsten, which raise the Ae3 temperature, also lower the M, temperature.2&apos;3 During the development of a series of martensitic precipitation-hardening (maraging) steels, the effect of several elements on the transformation of austenite to martensite was studied. The results show that under suitable conditions several elements which raise Ae3 also raise the M, and A, temperatures. PREPARATION OF MATERIALS STUDIED A series of alloys was made in which cobalt, titanium, columbium, vanadium, silicon, aluminum, molybdenum, chromium, and nickel were added to an iron base containing 22.5 pct Ni. The compositions of the alloys prepared are given in Table I. The residual manganese contents of the heats were in the range of 0.030 to 0.35 pct, silicon 0.05 to 0.1 pct, carbon 0.0008 to 0.009 pct, and nitrogen from 0 to 0.004 uct. The allois were made as 50-lb induction heats starting with electro-iron and electro-nickel, melted in air to oxidize impurities. Additions of silico-manganese and ferro-silicon were made after which the power was turned off to allow the products of deoxidation to rise and be skimmed from the surface of the melt. The furnace chamber was pumped down to a pressure of 5 p and the charge was heated to 2900°F for the addition of other alloying elements. The heats were poured into five 10-lb ingots, making successive alloy additions to each. The ingots were soaked for 2 hr at 2300°F and hot-worked to 3/4-in.-diam bars. The uncertainty of finding the exact equivalents fortechnical expressions in different languages has led me to think that a glossary of furnace-terms would be useful to members of the profession. I was led, some years ago, to prepare a small one, which has been found so very useful, that I have arranged one for presentation to the Institute, for four different &apos;types of furnaces, in the hope that it may prove of use to those who are in the habit of consulting foreign technical journals, I was further induced to make the attempt in the hope that it might tend to make the terminology less complicated than it now is, and also to make it more uniform over larger districts. The idea of referring to a drawing which expresses exactly what is meant, resulted from the necessity of presenting such subjects to students, and will, it is hoped, prove much more useful than the mere dictionary arrangement in alphabetical order. The drawing of the blast-furnace was prepared for me by Mr. J. P. Witherow, of Pitsburgh ; the drawing of the open-hearth furnace by Mr. S. T. Wellman, of Cleveland, and the reverberatory furnace by Mr. John Fritz, of Bethlehem. The bloomary-furnace is taken from my own paper* on Bloomaries, but, in order to have a complete furnace, I have introduced into the drawing of those used at Saranac the guard-plate used at Ironville. The interest which has been taken in the preparation of this paper by those gentlemen who have contributed the drawings, has been supplemented by gentlemen in Europe who have taken the trouble to read the proof. In France it has been read by Mr. Lodin, of the School of Mines, and by Mr. Chaper, of Paris, and in Germany by Dr. Wedding, of Berlin, and Mr. Luhrman, of Osnabruck. The preparation of the paper has been much more difficult than was anticipated, and its value has been very much enhanced by Dr. Raymond&apos;s kind assistance and cooperation; and to him, as well as to all the other gentlemen, Iam very much indebted. The surface charge, electrokinetic potential and surface conductance were studied for silica, alumina and rutile as the functions of PH and concentration of 1-1 electrolyte solutions. The adsorption potentials of potential-determining and specifically adsorbed ions were calculated from isoelectric and zero charge points on the basis of Stern equation and thermodynamic description. From surface conductance and charge data the mean ionic mobilities in double layer were estimated. The results give some information about the real structure of oxide-electrolyte interface and gel-layer concept.

Risks from political instability and government policies restricting equity ownership, local operations and transfers of payments affect the profitability of foreign mining ventures. More than seat-of-the-pants judgments and old-boy networks are required to anticipate these risks and to take actions appropriate to offsetting them. A system for making political forecasts, called the Prince System, and a series of charts relaying risks to a production of key minerals has been developed.
