If it had not been for the persistent cold wind, the sun blazing out of a cloudless blue sky would have made it one of those warm, idyllic early spring days which attract the socalled "snowbirds" to Northern Mexico for a vacation at this time of year. At a drill site perched on top of a rather exposed mountain we were installing a number of borehole extensometers in diamond drill holes. A Threading Problem For the uninitiated in geotechnical instrumentation, a borehole extensometer is a series of anchors installed at various depths in a borehole, each anchor being independently connected by a tensioned wire to a measuring device set in the collar of the hole. Any movement of the rock at depth is detected by the anchors and transmitted by the wires to the measuring device. Flexible plastic tubing is used as a spacer between the anchors and the measuring wires are run up the inside of the tube. At this particular site we were installing an instrument string nearly 1000 ft in length. Threading wire only 0.041 in. in diam through 1000 ft of plastic pipe is almost as difficult as getting the proverbial camel through the eye of a needle.

Several studies concluded by various agencies (Coal Outlook, 1982; Malhotra, 1977) indicate that both the national and international markets for utility coal, which have been growing in recent years due to the uncertainties in petroleum supplies, will continue to grow in the foreseeable future. The areas where the Gemand for utility coal is projected to increase sub- stantially lie close to the midwestern coal fields, in the southeastern US, and in western Europe. Illinois has all the elements necessary to become an important exporter of thermal coal (Library of Con- gress, 1981) provided the coal is desulfurized to meet the environmental restrictions. Because of its high energy content, Illinois Basin coal, if desulfurized, has great potential for competing in the utility markets both nationally and internationally. Sulfur in coal occurs in organic and inorganic forms. The inorganic sulfur in Illinois coal is almost exclusively pyrite. The pyrite can be liberated by grinding and removed from the coal by such techniques as froth flotation. The Illinois Basin coals reportedly contain (Gluskoter and Simon, 1968) an average of 3.57% sulfur. Out of this, 2.06% is pyritic, 0.08% is sulfate, and 1.46% is organic sulfur.

THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

The economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "fuel oil." The industry has believed that there would be a gradual but continual rise in prices as a result of this impending scarcity. The discovery of rhenium on the ion exchange resin used at the uraniun in-situ leach operations at Palangana, TX, led to a laborabory study of possible recovery methods. Rhenium was present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, ReO4-. It concentrated on the anion exchange resin, which was a factor of 10 more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the per-chlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3N or stronger concentration of nitrate containing up to 0. 5N H + was found to be the system of choice. A rhenium sulfide concentrate containing up to 14010 Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4ReO4 followed by hydrogen reduction at elevated temperature.

C.).-The activities of the Petroleum and Gas Committee for the half year have brought gratifying results, as exemplified by 14 technical papers, brim full of novel and attractive issues in which we are all keenly interested. I beg to extend my hearty thanks to all members and authors who have responded to my appeal, and to all those who have endeavored to meet the growing demand which has resulted in the augmented production of this commodity which is so essential for the Nation's welfare, comfort and safety. As you well know, within the last few years, petroleum and its products have been used for numerous and novel purposes, so that we have become accustomed to their use in thousands of activities, and pleasures as well, but we should also note that we have been wasting and misusing these wonderful products, apparently believing that their sources are inexhaustible.

The Superior Oil Co. drilled two holes, 4720 and 5940 ft, respectively, using conventional oilfield rotary drilling equipment. The results indicated that large rotary drills can be adapted to mineral exploration purposes with few modifications. The principal advantages are: a large hole diameter, excellent samples of cuttings, a geolograph which is a constant drilling record, rapid penetration even in hard rocks, and the ability to use electric logs for measuring the properties of the rock being penetrated. The disadvantages are the high cost of mobilization, drilling, and oilfield service at remote locations. Though the oilfield sampling techniques are adequate for identifying lithology, improvements are necessary to obtain representative samples for analytical purposes. As deeper targets are explored, mineral exploration organizations will have to resort to rotary drilling.

Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

We are concerned with the destabilizing effects of water inflow and remedies which can be used to reduce that cause. The number of these remedies which have already been demonstrated in mining may be a surprise. Several possible remedies, well known in other work seem worth trial. In saw mines the destabilizing effect of inflow is negligible; in others it can be disaster. Inflow can reduce stability in mining for very nearly, if not all minerals, whether by open pit or under- ground methods. It might cause trouble in saw under water work. As examples of these effects consider hydrostatic pressure on the walls of fractures and ' lubrication' of clay seams. Skin protection by paint or gunite is not likely to help. It is generally necessary to go deeper, for example to drain the ground more effectively or to reduce inflow. The improvement of stability is but one of a score of possible advantages attainable with water control. Most of these advantages would help costs as wet mines go deeper for leaner ore while coping with more restraints and higher costs of per, labor and supplies. Investigation is promising!

This paper describes a comprehensive computer program, developed under the joint sponsorship of the U.S. Environmental Protection Agency and the U.S. Bureau of Mines, that simulates the performance of coal preparation plants. A typical plant configuration may include several different washers, crushers, and screens as well as stream blenders and stream splitters, interconnected in whatever manner the user may specify. The program will predict the mass and energy yields of each unit and the properties of each flowstream (weight, ash, pyritic sulfur, total sulfur, and energy distributions), provided the feed properties and appropriate values for various control parameters are given. The program is used to assess washability characteristics of different coals, to determine the effectiveness of different plant operating conditions, and to compare the performance of various plant configurations. A brief description is given of the methods used to carry out the calculations for each type of unit. Results of some calculations are also presented. These results illustrate the versatility of the program for analyzing both simple and complex plant configurations. The paper concludes with a description of other accomplishments and future plans.

The solubilities of copper and gold in silicon and germanium have been determined by equilibration of the solid semiconductors with coexisting liquidus phases. The experimental results were combined with estimated activity coefficients of the liquidus alloys to determine the following partial molar enthalpies and excess entropies of solution for the systems: Solubility measurements were also carried out below the eutectic temperature of the copper-silicon system. The partial molar enthalpy and excess entropy of copper in silicon with respect to Cu3Si were determined to be 40.2 ±0.5 kcal per mole and 9.7 i 0.5 cal per mole — OK, respectively. It has been dentonstrated that nu-cleation and growth of intermediate compounds are retarded in copper-silicon diffusion couples. This points out the dangers of determining equilibrium solubilities by dijjusion methods. THE thermodynamic requirement for equilibrium between contiguous phases at constant pressure and temperature is that the chemical potential of each component be constant throughout the system. COMPOUNDS of rare-earth and iron-group elements are of technical interest because of their unusual magnetic properties. To date, however, all magnetic measurements1-4 have been made with polycrystalline, often polyphase, samples. For the measurement of anisotropic properties, single-crystal samples are necessary to avoid the averaging effect of randomly oriented grains. The purpose of this note is to describe a technique with which we have grown relatively large single crystals of YCo5, NdCo5, DyCo5, and "YFe9". Crystal growth of these materials is complicated because: 1) the binary equilibrium diagrams are, in general, not well-established; 2) in those cases where phase-equilibrium data are available, the compounds of interest are generally formed by peritectic reaction; 3) the molten component metals are chemically very reactive, making contaminaticn of the melts by the crucible material a serious problem. Techniques such as arc or levitation melting followed by strain annealing have been tried5)' in the past with these materials, but with little success because of the peritectic reactions and the inherently poor process control. For this reason we chose to use the zone-melting technique of Mason and cook7 for our work, since past workers8 have had some success in preparing single crystals of peritectic compounds by this method.

The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. A METALLURGICAL process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the dis-tillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working block must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort -to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retort-ing plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the- introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties.

The preferred crystallographic orientations (texture) developed in randomly oriented, poly crystalline niobium during rolling were studied by means of X-ray diflraction techniques. The evolution of texture at both the surface and center regions of the rolled strip was carefully examined as a function of increasing defamation throughout the range 43 to 99.5 pct reduction in thickness. Certain aspects of the center texture development in niobium are in agreement with the predictions of a theory by Dillamore and Roberts, but others cannot be explained by the theory in its present form. Above 87 pct reduction by rolling, a distinctly different texture appeared in the surface layers which was unlike the center texture. The present results are compared with previous results obtained from other bcc metals and alloys. RANDOMLY oriented, poly crystalline metal aggregates when plastically deformed to a sufficiently large extent develop preferred orientations or textures. In a recent review article, Dillamore and Roberts1 pointed out that the nature of the developed texture may be influenced by a large number of variables. These include both material variables such as crystal structure and composition and treatment variables such as stress system, amount of deformation, deformation temperature, strain rate, prior thermal-mechanical history, and so forth. From a practical point of view, the control of preferred orientation may often be important for the successful fabrication of metals into usable components. During the past few decades many experiments have been devoted to the study of deformation textures. This work, however, has been confined in large part to metals and alloys that have an fcc crystal lattice. By comparison, bcc metals and alloys have received much less attention, and consequently our understanding of preferred orientations in these materials is only shallow. This state of affairs worsens when it is realized that almost all of our present howledge about this class of materials derives from studies on irons and steels.' The bcc refractory metals, which are relative newcomers to the industrial world, have, on the other hand, been given at best only passing glances in the area of texture development. Our understanding of the evolution of preferred orientations in bcc metals can only remain fairly limited until systematic studies of metals and alloys other than the irons and steels have been carried out and the influence of the many variables has been determined. To that end a program was initiated to investigate in detail texture development in niobium. The present paper reports some of the results of this study. Textures were determined at both the center and surface of strips rolled variously to as much as 99.5 pct reduction in thickness at subzero temperatures. Emphasis in this paper is on texture description and on texture evolution during rolling to progressively heavier deformation. EXPERIMENTAL PROCEDURE The niobium was purchased from the Wah Chang Corp. as a 3-in.-diam electron-beam-melted billet. Chemical analysis indicated the impurities to be less than 300 ppm Ta, 40 ppm C, 10 ppm H, 170 ppm 0, and 110 ppm N. All other impurities were below the limits of detection by spectrochemical analysis. This large-grained billet was fabricated into specimen stock so that a fine-grained randomly oriented grain structure resulted. This was accomplished in three deformation steps alternated with recrystalli-zation anneals of 1 hr at 1200°C in a vacuum of low 10"6 Torr range after each deformation step. The first step was to alternately compress the billet 10 to 20 pct in each of three orthogonal directions. The second step was to compress in only two directions 90 deg apart to produce a 2-in.-sq bar. The final step was to roll this bar 50 pct to give a 1-in. by 2-in. cross section. After the final anneal, metallo-graphic examination showed the material to have an average grain size equivalent to ASTM No. 5 at 100 times (i.e., 0.065 in. diam). Specimens cut from the center and edges of this bar gave no indication of detectable preferred orientation when examined by X-ray diffraction. Samples 1.5 in. long, either 0.625 or 0.750 in. wide, and approximately 0.400 in. thick were machined from this fabricated ingot. The surfaces corresponding to the rolling planes were ground so as to be parallel. The samples were chemically polished in a solution of 60 pct nitric acid and 40 pct hydrofluoric acid (48 pct solution) prior to rolling to remove any cold work introduced in the machining operations. Rolling was accomplished with a 2-high hand-operated laboratory rolling mill that had 2.72-in.-diam rolls. Prior to operation, the rolls were polished with 600 grit paper, cleaned with acetone, and then soaked in a container of liquid nitrogen for several hours. The samples were also soaked in liquid nitrogen prior to rolling and were recooled between each pass. While some slight heating of the samples occurred during rolling, this procedure maintained the sample temperature well below 0°C at all times. The samples were rolled unidirectionally, and the rolling plane surfaces were not inverted during any phase of the operation. The draft per pass averaged between 0.010 to 0.012 in. After 96 or 97 pct reduction the draft was reduced to 0.001 to 0.002 in. per pass. Samples were rolled to various reductions in thickness between 43 and 99.5 pct.
