INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. T HE ore-dressing problem at Tul Mi Chung is complicated by the unusually complex nature of the ores. These come from replacement ore- bodies in limestone at the contact with a granite batholith, and contain copper, gold, silver, bismuth, molybdenum, iron, arsenic, zinc, and lead, the first two metals constituting the principal sources of profit. Iron is present as pyrite, magnetite, and hematite. Arsenic occurs both as mispickel and lollingite (FelAsa), the latter carrying a certain amount of finely divided gold. The gangue minerals are those typical of limestone con- tact-metamorphism and include a large percentage of garnet, together with diopside, serpentine, calcite, epidote, zoisite, actinolite, 'mica and other minerals. A part of the gold occurs in a free state; some is combined with chalcopyrite and lollingite, and a consider- able proportion is contained in the pyrite. Researches towards the improvement of recovery have been energetically conducted since 1915. Amalgamation, gravity concentrating tables, vanners, can- vas plants, etc., have all been tried and discarded in favor of flotation. It was very quickly established that fine grinding was essential for satisfactory recovery. This was and is still accomplished in Hardinge ball and pebble mills. A comparative test showed that when the ore was crushed to the point at which it contained 20 to 26 per cent. coarser than 100 mesh, the gold recovery was only 55.9 per cent., whereas when crushed so that only 11 to 15 per cent. was coarser than 100 mesh, the gold recovery was increased to 82.5 per cent. No particular difficulty was ever experienced in making a satisfactory recovery of copper but the losses in gold were considered serious and led to the investigation described in this paper.

IN the early part of the last century textile fabric was used for the filtration of products of combustion and lampblack was obtained by passing smoke through a series of canvas bags. Natural draft was, used to draw and force the smoke through the bags. About 1850 bag filtration was used for collecting zinc oxide. Around 1876 it was introduced for collecting the fume from lead-ore hearth smelting in. Missouri. Shortly afterward it was used, first at Portland, Me., and later at Canon City, Colo., for the collection and production of zinc-lead pigment in treating mixed zinc-lead sulphides. In 1890 the Globe Smelting & Refining Co., at Denver, Colo., installed a bag house containing 1,458 bags for the recovery of fume from silver-lead blast furnaces. This installation was too small to handle all of the gases and was increased to approximately 2,300 bags. . In 1900 the number of bags was again increased, making a total of approximately 2,800: The usual difficulties incident to new installations were encountered, but they were gradually overcome and the bag house became accepted as standard practice for this class of smelting. As all of the bag houses built since have followed the general lines of the Globe installation, a short description may be of interest. The general construction of the Globe bag house is shown in Figs. 1, 2, and 3. The building is 149 ft. 8 in. long by 67 ft. 4 in. wide and 40 ft. 2 in. high from the basement floor to the eaves of the roof, having brick walls 26 in. thick from the foundation up to the thimble floor, from there an 18-in. wall for 16 ft. and a 13-in. wall from this point to the top, a distance of 14 ft. 2 in. Additional stiffening is given to the walls above the basement by pilasters located every 16 ft. The end-wall construction is similar to that of the side walls with the exception of the spacing of the pilasters, which is somewhat greater. The roof is made of corrugated iron laid on 1-in. boards and supported by a timber frame work spaced 16 ft. apart resting on the basement partition walls. On top is a louver running the

New Mexico produced 39,475,388 bbl. of oil in 1944, the greatest amount in one year in the oil history of the state. This production was 593,046 bbl. or 1.25 per cent more than in 1943. New Mexico retained its position as the seventh largest oil-producing state. The maximum per well allowable on Jan. I, 1944 was 48 bbl. daily and at the end of the year it was 45 bbl. daily. Allocations as set by the New Mexico Oil Conservation Commission closely followed the recommendations made by the' Petroleum Administrator for War. The average daily pipe-line runs were within 4 per cent of the allocation. Production by counties was as fol1ows;Lea County, 33,509,548 bbl.; Eddy County, 5,504,498; Northwestern New Mexico 461, 342. Drilling activity for New Mexico in 1944 was well above that of 1943, with 362 completions. Of these, 283 were oil wells, 12 gas wells and 67 dry holes. The ratio of dry holes to producers, about I to 4, was an improvement over 1943. Wildcat drilling during 1944 was responsible for the discovery of six new fields and the extension of two present producing areas. Drilling records were established in New Mexico during 1944 with the deepest producer ever completed, the Humble Leonard Oil Company's No. I at 11,969 ft., in the Ellenburger section of Ordovician age near Jal, Lea County. The discoveries in Lea County during 1944 were as follows: West Lovington field, where Fred Turner, Jr. drilled his No. I State B .in C SE SW sec. 4-17-36 and completed it for 122 bbl. of oil in 8 1/2 hr., in the San Andreas section of Permian age. The Tonto field, where the T-exas Company completed its No. I Baskin at a total depth of 3586 ft. in Seven Rivers lime of Permian age, with an initial production of 254 bbl. of oil in 21 hours. The Drinkard area, where the Gulf Oil Corporation's Drinkard No. I flowed 782 bbl. of oil in 14 hr. from the Yeso section of lower Permian age, thus opening the first lower Permian production in the state. The total depth of this discovery was 6508 ft. and oil was 38.8" A.P.I. gravity. The Dublin area, where the Humble Oil and Refining Co. established a drilling depth record of 11,969 ft. drilling and completing its No. I Leonard Oil Co. well in the Ellenburger lime of Ordovician age. This well flowed 221 bbl. of oil per day, of 48.9º A.P.I. gravity oil. It is in sec. 12-26-37. The new pay horizon discovery of the Continental Oil Co. in the Skaggs area, where the company completed its Skaggs B-23 No. 2 in sec. 23-20-37 for 236 bbl. of oil in 21 hr. from the Wolfcamp section of lower Permian age, at a total depth of 7725 ft. This well was drilled to granite at 10,465 ft. and plugged back to the Wolf-camp for a new pay zone completion.

THE little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map. Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90° in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. HISTORY. On the discovery of the silver-lead hearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of abort 3 miles east and 5 miles west of the town. The Rhenish lignite deposit in the Nordrhein-Westphalia province of the German Federal Republic covers an area on the left bank of the Rhine River of about 970 sq miles (Fig. 1). Here, in the Miocene era, some 20 million years ago a lignite seam was formed and later broken, through tectonic movements into several blocks, some thrown down into depths of over 1,500 ft. This deposit consists of a single seam, in places up to 300 ft thick, but averaging about 150 ft. In a few areas, it is split into as many as five seams, separated by barren strata. It contains about 60 billion tons (2000 lb/short ton) of lignite which, however, being relatively young geologically, has, because of approximately 60% moisture, 2 to 8% ash, and low sulfur, a net calorific value of 3,340 Btu. That calorific value increases, however, with rising thickness of the cap rock. About one-third of the yearly production of 90 to 100 million tons of raw lignites is converted into briquets. Raw lignite is pulverized and dried to about 18% water content and then pressed without binder into briquets under a pressure of about 14,000 psi. The briquets are being used primarily for residential heating; their sales, however, have been declining sharply since 1963. On the other hand, the volume of raw lignite used in steam power plants has been rising steadily and amounts at present (1968) to about two-thirds of the total production. Huge steam power plants, such as Frimmersdorf, shown in Fig. 2 (which, with an installed capacity of 2,600 MW [megawatt], represents the world's largest steam power plant) with a generating capacity of up to 300 MW per unit and a total installed capacity of over 6,000 MW, contribute about 26% of the total electric power production of the German Federal Republic.

WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.

THE Butte, Anaconda & Pacific electrification is of peculiar interest, in an incidental way, to the entire mining fraternity, and especially the engineering branch, not only in this great Northwest country but throughout the entire Western mining country, which is rich in minerals and water power. It is probably fair to say that the prime object of mining and smelting engineering is to reduce the cost of production, and in the case in hand the relative location of mines and smelter brings the cost of transportation of ore to the front. While some might assign this item to the railway people, it is inseparably a part and parcel of the general scheme of the production of metal from the ore. In considering the electrification of the B., A. &. P. railway the mining and smelting engineer, above all, wants to know what saving will be effected by the change in motive power. Unfortunately the new power has been in use during a very limited period and on the Smelter Hill section of the road only, and no reliable data, from actual service conditions, can be obtained until the entire electrified section has been in service for a reasonable length of time. Any remarks on this subject at the present time, therefore, must of necessity be general in nature and more or less descriptive. The railway, electrical and mining worlds and the country in general are indebted to the B., A. & P. railway for the pioneer work it is now doing, as it undoubtedly marks the beginning of the electrification, within the comparatively near future, of all transcontinental roads between the Missouri river and the Pacific coast. Together with this goes the development of an untold wealth in water power and all natural resources within the same territory. For the first time in the history of electric railway work, in this country, direct current at a potential of 2,400 volts is being used. With this potential there is a great saving in transmission of energy to the locomotives and there are only two substations, one at. either end and 26 miles apart, for supplying the power for the movement of trains of heavy tonnage over the main line and for switching movements at terminal and intermediate yards, and comparatively little feeder copper is required.

IN recent years there has been an increase of interest in the flow of gases at relatively high pressures. Hydrodynamic calculation of the energy losses in the flow of gases in conduits, as well as through the porous solid materials constituting natural petroleum reservoirs, requires a knowledge of the viscosity of the fluid at the pressure and temperature involved. Although there are numerous publications concerning the absolute viscosity? of hydrocarbon gases at atmospheric pressure, there appears to be little information available relating to the effect of pressure upon the viscosity of these gases. Vogel28 determined the viscosity of methane at 32° F. and atmospheric pressure. His measurements at 32° F. were later substantiated by the measurements of Rankine and Smith17 at 63° and 212° F. Ishida12 also reported values for the viscosity of methane at atmospheric pressure. Trautz and Kurz26 measured the viscosity of propane at atmospheric pressure, from 83° to 530° F., by the use of a short capillary tube. Rap-penecker18 determined the viscosity of gaseous isopentane at elevated temperatures. Day' made an accurate investigation of the effect of pressure upon the viscosity of n-pentane and isopentane at pressures from 2 lb. per sq. in. ? to the vapor pressure at 77° F. (approximately 9.8 and 13.3 lb. per sq. in., respectively). Earhart5 reported data upon the viscosity of several natural gases measured by the long capillary-tube method. The viscosity of air, at atmospheric pressure and 73.4° F., was measured by Harrington7 by the rotating-cylinder method. Kellstrom13 has recently made an elaborate investigation of the viscosity of air at atmospheric pressure. The latter work is perhaps the most accurate investigation of the viscosity of a gas that has been made. .

INTRODUCTION The $645 million financing for Inco Ltd's Soroako nickel project in Indonesia not only represents a significant human achievement but also there are certain important lessons that can be derived from Inco's experience in financing the project. The paper will not present a technical assessment of the project since Inco Ltd. submitted a series of papers on this subject at the international Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979. BRIEF HISTORY OF THE SOROAKO PROJECT Table 1 summarizes the milestones achieved in the Soroako project and its financing. Exploration Phase A contract of Work was signed on July 27, 1968 by the Republic of Indonesia and F.T. International Nickel Indonesia (P.T. Inco) covering an extensive area of over 25,000 square miles on the two southeastern arms of the island of Sulawesi. The Contract provides that P.T. Inco has the sole responsibility for financing the project and determining the terms on which the financing should be obtained, that P.T. Inco has the right to receive and hold outside of Indonesia foreign exchange revenues and to freely dispose of such revenues, and that Indonesians have the right to purchase up to 20% of the equity of P.T. Inco over a period following start of production. P.T. Inco began field investigations in the Contract Area in August 1968. Preliminary reconnaissance sampling with portable drills broadly outlined areas of favorable laterite terrain which were then systematically sampled on surveyed grids. By early 1971 sufficient exploration work had been completed to indicate that the laterite deposits near Soroako could sustain a major nickel-producing plant (figure 1). Pilot plant studies in 1970 and 1971 at Inco's research station in Port Colborne, Ontario, using two bulk samples of Soroako ore material, also confirmed that the ore could be upgraded and treated for the recovery of its metal values. Feasibility Phase Encouraged by the results of its exploration program and pilot-plant work, Inco Ltd. commissioned Toyo Engineering Company of Japan in August 1971 to prepare a capital cost estimate for a relatively small nickel project called "Stage I". Stage I was to be a single-line pyrometallurqical process plant with an annual capacity of approximately 15,000 metric tons of nickel contained in 75% nickel sulphide matte (see Figure 2). Electric power was to be supplied by a thermal power station. It is important to recognize that Inco's strategy was to develop the Soroako ore deposits in several stages: first, construct a small project to gain experience and to reduce the initial capital outlay and then later expand in one or more steps to a much larger project to achieve maximum economies. The strategy reflected both Inco's financial position in 1971 as its sales and earning dropped sharply and the difficulties previously experienced by Inco in trying to launch in the late 1960's very large "greenfield" nickel projects in New Caledonia and Guatemala. Toyo's Project Development Study was completed. in January 1972. Based upon Toyo's cost estimate for physical facilities, Inco estimated the total capital cost of Stage I to be $115 million. For the next several months, Inco ran numerous in-house financial feasibility studies, using as inputs Toyo's cost estimate and the results of its exploration and pilot plant programs. In September 1972, Inco completed a project feasibility study which was based upon a capital cost estimate of $135 million. The feasibility study was immediately made available to potential partners and lenders. Partner Negotiations The Japanese nickel market had from the outset been central to Inco's planning for the Soroako project. That market had been growing dramatically at rates in excess of 20% per annum during the 1950's and 1960's. Japan had established, for rational security and other reasons, a domestic

The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90° and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: I. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

MOST of us are far .from home, and yet our Japanese hosts- have made us feel very much at home. Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

AS previously announced, Van. H. Manning has resigned as director of the Bureau of Mines, effective June 1, to become director of research with the newly organized American Petroleum Institute. Doctor Manning has been connected with the Department of the Interior for 34 years, having been civil engineer with the Geological Survey, from 1885 to 1910, previous to his connection with the Bureau of Mines which was organized in the latter year. Doctor Manning was appointed to an administrative position in the new Bureau under Joseph A. Holmes, its first director, and on Jan. 1, 1911, was made assistant director. Even the spectacular advent of the atomic bomb in the final days of the conflict did not displace it from its position of prime importance, although within a few years uranium will almost certainly be the "number one" material in the minds of military strategists, if it is not even now in that position. But both as fuel and as raw material for chemical industries, petroleum will hold the center of the stage for many years to come. Hardly any other substance illustrates so fully the manner in which science and technology may be combined to achieve the utmost success in contributing to human efficiency and comfort. THE prospective change in ore receipts at the Copper Queen reduction works necessitated a careful study of conditions to determine the most economical method of smelting. The first step, calculating the known, probable, and possible results, showed the economy of a unimetallurgical flow sheet f which the three pyrometallurgical stages would be roasting, reverberatory smelting, and converting. The change to "all reverb." practice, therefore, called for considerable additional roaster capacity, which could be obtained either by building additional units, or by remodelling the present units so as to give increased unit capacity. In view of the progress in roasting practice since the construction of the Copper Queen roaster plant and the heavy investment in that roaster plant, the second plan seemed to be the more desirable. The Copper Queen roaster plant consisted of twenty six-hearth, McDougall roasters, 18 ft. in diameter, equipped with cast-iron arms that originally were water cooled but now are air cooled. They have no top dry hearth and the feed is discharged through the top arch, near its periphery, by plunger feeders from two bins at opposite sides of the roaster.

The chloridizing mill of the Standard Reduction Co. is located about 75 miles south of Salt Lake City on the Tintic branch of the Denver & Rio Grande Western R. R. and 12 miles from the Tintic Standard mine. The daily capacity is 200 toss of a siliceous, low-grade, silver-lead ore from this property. It has operated continuously since it was started in January, 1921. The process consists essentially of a chloridizing roast followed by a percolating leach with a nearly saturated solution of common salt, acidified with sulfuric acid, the precipitation of silver on sponge copper and of copper and lead on tin-plate cuttings. The precipitates are shipped to a smelter. Some of the general ideas involved are said to have been used by Augustin in England, in 1840. A number of textbooks treat of the subject, especially the chloridizing roast followed by a leach with sodium hyposulfite or amalgamation. The process was revived in this district by Theo. P. Holt, N. C. Christensen, the Bureau of Mines, and others. CINNABAR was discovered in southwestern Arkansas on Little Missouri River in sec. 1, T.7S., R.26W., in April, 1930, and near Antoine Creek in sec. 28, T.6S., R.23W., some 15 miles farther east in May of the same year. It was not, however, until June, 1931, that cinnabar was identified as such in a specimen from the original discovery area sent to W. M. Weigel1 by Walter F. Hintze of Murfreesboro. Almost simultaneously2, in July, 1931, Moritz Norden of Hot Springs identified specimens from the Antoine Creek area as cinnabar. Immediate interest in the district followed the identification of cinnabar and by January, 1932, the district was known to extend as a mineralized belt about one mile wide trending east-northeast from sec. 13, T.7S., R.27W., in Howard County-across central Pike County and into Clark County to sec. 19, T.6S., R.23W., thence extending southeast into sections 33 and 34 of the same township. Since then, cinnabar has been found in sec. 6, T.7S., R.22W., thus giving a total east-west length to the district of approximately 30 miles. Interest focused mainly on the two discovery areas, with the result that mining development has progressed most rapidly in those localities. In the Antoine Creek area the Arkansas Quicksilver Co. has done con-siderable exploration work and has retorted the high-grade ore so .obtained. In the Little Missouri area the Southwestern Quicksilver Co. has had a 12-ton rotary furnace in more or less continuous operation since April, 1932, and has been the largest producer in the district.
