INTRODUCTION From the point of view of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the ongoing business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital, and the ore reserves receive for their contribution to production? A significant amount might be categorized as what economic theory classifies as economic rent. Mining companies are finding it increasingly difficult to negotiate concession or work contracts to develop ore reserves in lesser developed countries, just as they find themselves accused of taking excess profits in their own countries. The principal difficulty in reaching mutually satisfactory agreements in many cases is the difficulty in establishing an acceptable distribution of income, in particular the distribution of economic rent. (See Chapter 7). Further, it is logical that the decisions and policies of the interested parties be they government or industry should be and will be influenced by their competitive position relative to determining the distribution of economic rent. The raising of finance for a mining project today may be inhibited by too biased an extraction of economic rent by entities other than the risk takers, the mining companies. ECONOMIC RENT A British economist (Ricardo D. McGraw-Hill, 1955) first proposed the concept of economic rent (See Drechsler, H.D. earlier in this Chapter.) Ricardo pointed out that no rent would be paid until land became scarce. Ricardo also stressed the distinction that the price of farm produce was not higher because of the rent paid on farm land but that the rent or price of more fertile farm land was higher because the price of produce is higher. This led to the concept that economic rent is not a cost and that it is therefore not price determining, but is itself price determined. Economic rent may be viewed as a cost if cost is equated with the concept of payment or distribution of income to any factor used in production. However, if it is a criterion that a payment must be made to the supplier of the factor of production, then economic rent is not truly a cost because it is not necessarily distributed or "paid" to the supplier. Consider the commodity A which occurs in three grades: Al, A2, and A3. Any grade may be used as a substitute for another grade in all of the industrial uses of A. However, in industries X and Y the different grades have different productivities. Table 1 shows the relative productivities of each grade in industries X and Y, and in all other industries [~]. [ ]

J.:-Looking at the illustrations, it seems to me that a furnace made with the width of port that is shown here would not be a good working furnace. The economy of brick and gas might be all right, but I do not think it would melt the steel properly. I should say that the flame would not spread out suitably to fill the whole hearth of the furnace, and there would be undue waste, and it seems to me that it would be an undesirable furnace to adopt. The question as to whether a producer-gas flame would lie down in the furnace, hugging the bottom better than the natural-gas flame, is settled, not so much by the specific gravity of the gases themselves, as by the relative temperatures at which they enter the laboratory of the furnace. We know in that case that producer gas would be lighter than a natural gas which had not been run through a regenerator and expanded four or five volumes in consequence. I would like to hear what Mr. Miller has to say about the action of the flame spreading properly over the charge to give good metallurgical results in the form of furnace which he presents.

The purpose of this paper is to convince the managers of silvermills that their customary reports in regard to the percentage of silver saved are far from the truth. It may be unpleasant for them to have the proofs of this fact brought before the public, and for this rezson the author refrains from giving the names of the mines and mills from which the statistics here recorded were obtained. It may be asked: What is gained by informing the stockholders of our silver-mines that they receive incorrect reports? Will this increase their dividends or lessen their assessments? In the first place, it is always better to publish honest facts than fiction. In the second place, many superintendents believe in the correctness of their reports, and have no idea how much they deceive themselves. Finally, the knowledge that hitherto unexpected losses of silver take place may lead to the adoption of methods by which these losses are greatly reduced. These remarks refer also to smelting-works. The present paper, however, is concerned exclusively with amalgamation and lixiviation. The first and most important error is found in the inaccuracy of the commercial assay; the second in the incorrect sampling of tailings in amalgamation. Further, mills not doing custom-work, but reducing exclusively ores from mines to which the mills belong, are in the habit of weighing the ore only approximately and without making moisture-tests. Thus, a correct basis for calculating the actual percentage of silver extracted is lacking. The superintendent, then, finds it convenient to report the apparent extraction, i.e., the extraction indicated by comparing the value of the roasted ore, minus soluble salts, with the value of the tailings. How many errors are thereby committed it is not necessary to point out.

NO ADEQUATE salary scale, at the present time, can ignore the increase in the cost of commodities 'during the last few years or- afford to assume that this increase is merely temporary. A study of the change in prices and wages during and after the Civil War is of interest in connection with changes that have taken place from 1913 to 1919. The curves on the accompanying figure, based on reports of the War Industries Board and Department of Labor, show these changes. During the Civil War retail prices rose to 164,2 per cent. of the prices of 1860, during the next 8' or 10 years. It is interesting to note that the rise in wages during the Civil War was almost simultaneous with the rise in the prices of commodities. During the World, War, the rise in wages has lagged about a year behind the rise in prices. Furthermore, in the period immediately, following the Civil War, wages continued to rise after prices started to fall, The present price level is not considered merely temporary by such of our Government agencies as the Department of Labor and the Federal Reserve Board or by such economists as Irving Fisher' and J. Charles Mather MacNeill, President of the Utah Copper CO. and of the Chino Copper Co., and a life member of the Institute since 1899, died at his home in New York on March 17, after a very brief illness with pneumonia. Mr. MacNeill was born at Oak Park, Ill., in 1871, and began his connection with mining enterprises immediately after graduating from high school, his first position being that of cashier with the Pueblo Smelting and Refining Co. He later went to Aspen, Colo., as manager of the Holden lixiviation plant. In 1893, he went to Cripple Creek as manager of the Lawrence Reduction Works, in which Mr. Holden and the late Capt. J. R. DeLamar were large owners. It was at this plant that Mr. Jackling became associated with him. The plant was destroyed by fire and, early in 1894, Mr. MacNeill became associated with Messrs. Spencer Penrose and Charles L. Tutt in a plan to finance and erect a chlorination plant at Colorado City, Colo., for the treatment of Cripple Creek ores. This plant was erected and was known as the Colorado-Philadelphia Reduction Works. Mr. MacNeill was general manager of the plant, Mr. Tutt having been president and Mr. Penrose, secretary and treasurer. The plant was very successful and was expanded, hally being reorganized under the name of the United States Reduction & Refining Company. Late in 1903, or very early in 1904, D. C. Jackling called the attention of Messrs. MacNeill and Penrose to the copper properties in Bingham Cañon, Utah, which have since become the main properties of the Utah Copper Co. After extended examinations and milling tests, these properties were bought, Mr. MacNeill becoming president of the Utah Copper Co., Mr. Penrose, secretary-treasurer, and Mr. Jackling, general manager. Mr. MacNeill remained president of the company to the time of his death. Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. He had a variety of other mining interests, but the ones mentioned were distinctly the meost important. He was a director

The work of The Bahrein Petroleum Company, Ltd., on Bahrein Island consisted mainly in continuing development work and prospecting previously reported. The exploratory work, however, has been greatly minimized and new wells are being drilled, chiefly for the development of larger production; 20 wells had been completed by the end of 1935 and 8 were being drilled. In addition to what has been referred to as the ''main pay," two deeper productive horizons have been discovered, which apparently will greatly increase the potential of the field although the areal extent of this lower production has not yet been determined. The proven acreage of the "main pay" is more than 12,500 acres. Current production (principally from the upper horizons) is about 13,400 bbl. a day. The construction of a 10,000-bb1.-a-day refinery has begun and is to be in operation by July, 1936. It is expected that the capacity will be considerably increased at a later date. The construction of office buildings and a permanent camp has been almost completed. In Saudi Arabia the California Arabian Standard Oil Co., a wholly owned subsidiary of the Standard Oil Company of California, spudded in a well in April, 1935, near the village of Dammam, on the Persian Gulf coast of A1 Hasa. Although several important showings of high-gravity oil and considerable gas have been found, the well is not yet considcred a commercial producer. Dammam well No. 2 has been started farther south on the same structure. A great deal of reconnaissance and some detailed geological work has been completed during the last three field seasons. In order to overcome difficulties of transportation over the desert sand, unusual methods have been used. The parlies penctrating the interior by the use of automobiles and trucks have been supplied with gasoline and provisions by caravans of camels. Mail and supp1ies of lighter weight urgently needed have been carried to the field men by an airplane operated by the geological division of the company. Each party has been supplied with a radio receiving and transmitting set to keep in contact with the airplane as well as with geological headquarters at Jubail on the coast of A1 Hasa.

In an address delivered at Atlantic City, N. T., Dec. 5, 1918, M. L. Requa, General Director, Oil Division of the United States Fuel Administration, said: We face a new era with all its uncertainties. We have arrived at the period of reconstruction and are face to face with the problems concerning which we have so often speculated during the past four years. In all this reconstruction work the United States must bear an important part. We are looked upon to lead the way, to blaze the trail and our actions will have a profound influence upon the rest of the world. If we are to succeed, even in part, we must not be ashamed to practise economy; we must not despise the clay of small things; the little savings; we must have the closest cooperation between Government and industry. Just as truly do we need civic awakening. All that we have ever fought for, the liberty of the world, is comprehended in the ballot; and yet how lightly we have held this great privilege! We need, if we are to reap in full the benefits of the past 18 mo., an awakened civic consciousness; a jealous guarding of government; a resolution that we will, each and all, perform to the full the duties imposed upon us by Democracy; that we will perform more completely the obligations resting upon us as citizens. During the war, industry, through sane cooperation and intelligent effort, has accomplished results possible of attainment in no other way. Government and industry have worked hand in hand and pointed the way o to future activities which, if realized, can but be most highly beneficial to all. If Government and industry are to fulfill their respective duties satisfactorily, it is obvious that there should be complete mutual confidence. Industry must not attempt to "put something over"-and Government must treat with industry upon the high plane that has characterized the public utterances of the President during the war. In the theoretical study of metallurgical reactions, it is necessary to make certain assumptions concerning the nature of metal-gas systems. The assumption usually made is that the reaction in such systems takes place predominantly with gas that is in "solution" and that the amount of solution follows the rules which have been developed for aqueous solutions; namely, Henry's law. The purpose of this paper is to inquire whether these assumptions are the best ones that present knowledge of gas-metal systems permits us to make. In the first part the extent to which a gas will dissolve in a metal and still follow Henry's law is considered. The conclusion is believed justified that the number of molecules of gas that can dissolve in a metal and have the system follow Henry's law must be small indeed. It is therefore improbable that the first assumption concerning the predominance of these dissolved molecules in reaction is correct. It is suggested that some improvement in the correlation of the probabilities with the assumptions made in the mass law equations would be made by the use of the dp law of Sieverts in place of Henry's law. However, the amount of gas that may be held in a metal so that it follows either Henry's or Sieverts' law is considerably outweighed in most metallurgical reactions by that held in gas-metal systems of entirely different structures and concerning which little experimental evidence is available. Some speculation concerning the nature of these is offered. The conclusion is that attention should be given to the determining of the nature of gas-metal systems and that the really fruitful application of the mass law and its connected calculations will have to await a more complete knowledge of these systems than we now possess. The oil production in Bahrein for the year 1937 was 7,762,264 bbl., a monthly average of 646,855 barrels. Sufficient potential production had been developed in the Second Pay (Main Pay) at Bahrein by the end of 1936 to supply the anticipated crude demand, and the drilling program was changed from straight development to partial exploration during 1937. Two nonproductive wells were drilled to test the Third Pay at a depth of about 2900 ft., or some 900 ft. below the top of Second Pay. As a result of this exploratory work, the normal drilling program was slowed down and only eight new wells were completed in the Second Pay during 1937, making a total of 45 producers from the Second Pay. The deep test was drilling at 5081 ft. at the end of the year. A 550-ft. section (termed Fourth Pay) of porous limestone interbedded with anhydrite was topped at about 4150 ft. Numerous drill-stem tests indicated that the limestone was very permeable and that it carried large volumes of natural gas under high pressure together with a small amount of high-gravity oil or condensate. Drill-stem tests also indicated that the bottom 50 ft. of the 550-ft. section carried an encouraging amount of heavier oil, gravity about 37" A.P.I., with characteristics similar to the oil produced from the Second Pay. A well was started somewhat down-structure from the deep test to better determine the oil-producing possibilities of the Fourth Pay. Some refinements in drilling technique were adopted during the year. All wells started to the Second Pay were drilled with rotary from the surface. The top 1500 ft. of porous limestone section, formerly drilled with cable tools, is now drilled with rotary without circulation, using water to wash the cuttings into cavities. The shale section from this point to the top of the oil horizons is drilled with natural mud circulation. The productive horizons are drilled with oil circulation under pressure control. A second satisfactory method of completing wells was developed when the two Third Pay test wells were plugged back and gun-perforated through cemented casing opposite the Second Pay, with good results.

THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures. To have petroleum, there must be a source. Since living matter is considered the source of the petroleum, geological conditions must, have been such that living organisms were abundant. Arid regions on the earth's surface have not given rise to living things-in sufficient abundance to produce oil; similarly, too cold regions and saline inland lakes. THE Eastern district, composed of New Jersey and eastern Pennsyl-vania, with its native ores, was the cradle of the iron industry of the United States. The district attained and held the leadership in produc-tion of pig iron for over 100 years, from pre-Revolutionary days to approximately 1875. The first shipment of Lake hematite ore was made in 1853. It was a small shipment, transported by a sailing vessel and a canal barge, but it was the beginning of the end of the supremacy of the Eastern district, although at that time the ore was supposed to be too rich to be successfully smelted with the block coal then in use at western furnaces. The iron made from the first shipment of Lake ore was worked into nails by the Sharon Iron Co., at Sharon, Pa. The writer's great-grandfather, David Agnew, and his brother, John P., Agnew, owners and-operators of the Sharpsville furnace, Sharpsville, Pa., worked the shipment through a furnace. Because of this, the writer feels some satisfaction in having been one of a group that solved the problem of making profitable an operation using Eastern district ores exclusively. With the development of Lake mines, and the production and use of coke, the Middle West district gradually assumed the position of leader-ship in production; because, even though the ores were transported 1000 miles by water and rail, its cost figure on pig iron was better than that of the eastern producer whose furnace was next to his mine. Such a cost figure was possible because the ore was naturally rich in iron and reduced easily. It was possible to carry a heavy burden on the furnace, which resulted in large tonnage and low coke per ton of iron. This paper is in no sense a technical one. The purpose is to show that with the proper physical preparation of the Eastern magnetites they will reduce as easily as the Lake hematites, and because of the high iron concentration give the Eastern producer just as much advantage as formally he was at a disadvantage in comparison with the Middle West producer.

In connection with some of the experiments carried out by the writer on the behavior of gas and oil in a sand reservoir,' an interesting phenomenon was observed which may throw some new light on the problem of recovery of oil from a natural reservoir. The experiments are intended to show the effect of the surface area of the occluded gas masses, originally present in a reservoir, on the further evolution of gas from the oil and its consequent effect upon the rate of production of oil. The apparatus used in the experimental work is shown in Fig. 1. It consists primarily of a sand reservoir R and a displacement chamber D, which is used to induce small variations in volume. The reservoir and displacement chamber form a unit, and a lowering of the plunger D is equivalent to increasing the volume occupied by the oil and gas in the reservoir. The reservoir was first filled with dead oil and maintained under pressure until it was ascertained that most of the free gas had gone into solution. The volume of free gas present in the reservoir was computed from the coefficient of compressibility of the fluids by means of the displacement chamber D, reading to 0.005 c.c. and a special gage J reading to 0.02 lb. per sq. in. The oil was saturated with gas under pressure in reservoir S by circulating the oil for a long period of time through the gear pump B. Subsequently, the saturated oil was circulated through the sand reservoir following the circuit S6, B, S6, R4, the sand reservoir R, R1, R², F4, F1, back to reservoir S. In the following experiments the sand reservoir R was filled with gas-saturated oil at a pressure of 415Ib. per sq. in. with no free gas present. This was ascertained by closing off all the outlet valves and determining the coefficient of compressibility of the system by means of the displacement chamber D. IT is well known that iron markedly improves the physical properties and casting characteristics of aluminum bronzes. The use of 1 to 4 per cent iron as the principal modifying addition has become common practice in many foundries melting aluminum bronzes. Although the beneficial effects of iron are unquestioned, there is some uncertainty regarding the structural changes caused by it in the basic copper-alumi-num system. It is agreed that a new constituent appears in abundance when the iron content reaches 2 to 4 per cent. This constituent, which frequently occurs in shapes resembling clover leaves, is sometimes assumed to be an aluminum-iron intermetallic compound. If this were correct we might expect a change in the structural relationships of the matrix in the direction of decreased aluminum content. On the other hand, it has been reported that iron has a negligible effect in altering the fundamental relationships of copper-aluminum alloys1. Others2,3 have reported an additive coefficient. Apparently it will be necessary to know the equilibrium relationships between the phases of the copper-aluminum-iron alloy system to establish any such theory as fact. When this has been done it may very well be that a further revision in the structural relationships may be necessary to describe the changes to be expected in commercial cast alloys. With each year that passes hydrometallurgical processes are being more widely used to recover base metals from ores and concentrates. Generally these processes involve liquid-solid separation of metal-bearing liquors from barren residues. This may be done by countercurrent decantation, thickening and filtration, or filtration or centrifuging only. Choice of method is governed by chemical and physical characteristics of the pulps; cost of labor, power, materials, and waste disposal; and even by the amount of capital available when building plans are under way. Since all these controlling factors change with time and location and with technological advances, the separation method must be re-evaluated when new plants or expansion programs are contemplated. At the Sherritt Gordon refinery in Fort Saskatchewan, Alberta, an ammonia pressure leaching process recovers nickel, copper, and cobalt from the nickel concentrate produced at Lynn Lake, Manitoba.' Pregnant liquors are separated from the barren leach residues in a thickener-filter liquid-solids circuit. The decision to use this type of separation was based on a summation of economic factors during the pilot plant and design stages. Although countercurrent decantation was not incorporated in the refinery flowsheet, the problems solved in thickening the leach residues and the experience gained in operating the commercial plant are pertinent to countercurrent decantation, particularly where it is applied to slow-settling leach slurries or slurries having a relatively high vapor pressure of a valuable, obnoxious, or poisonous vapor.

A BALANCED system of internal stress is set up in any metallic structure by plastic deformation below the annealing temperature. The internal stress induced by cold rolling or other fabricating processes is generally recognized and its magnitude is known to be, within certain limits, a function of the degree of cold deformation. The plastic deformation that may accompany rapid cooling from elevated temperatures may not materially change the form of the product. The internal stresses so induced are not, therefore, so evident and nonrecognition of their presence has at times led to engineering failures. The heat treatment of aluminum alloys is a relatively new art and little information is available regarding the magnitude of stresses induced luring the commercial heat treatment of aluminum alloy products is the industrial use of aluminum increases, it is inevitable that products of increasingly large volume be required. It has become necessary in the present commercial utilization of aluminum to heat-treat castings and forgings weighing hundreds of pounds. One of the factors governing the magnitude of internal stresses arising from rapid cooling at elevated temperatures is that of the, size of the structure being treated. Some of the other factors are: cooling rate, elastic properties of the alloy, thermal expansivity, thermal conductivity, and the presence or absence of phase changes. One of the great copper-producing areas of the world is comprised of five U. S. western states and northern Sonora, Mexico. The Southwest province of this area, covering southern Arizona, south- western New Mexico, and northern Sonora, produces some 55 pct of U. S. copper output and the equivalent of 15 pct of world production. In 1956 the area produced about 550,000 tons. Tucson is approximately the center of the oval- shaped province, which measures only 300 miles on its east-west axis and about 200 miles on its short axis. Northwest of the oval, and forming a tenuous connection with the Utah and Nevada copper fields, is an important operating mine, Bagdad, and also the now inactive United Verde. Along its north- south axis, running from Globe, through Tucson, to Nogales, ten moderate to major copper properties have been discovered or revived during the past 15 years, and five of these in only the past seven years. The latter five properties lie in an area 25 miles in diameter, centering 20 miles south of Tucson. In order of discovery, or revival, they are: Banner's Mineral Hill and Daisy; Cyprus et al's Pima; Duval's Esperanza; Asarco's East Pima (now called Mission mine) ; and Lewisohn's Peach. Total tonnage is estimated at about 250 million tons averaging some 0.90 pct Cu, but ultimate production may exceed this amount since some of the reserve is open ended.

The western coal industry, long overshadowed by the petroleum and metallic minerals industries, has been revitalized by several new coal mining operations, with the promise that this is only the beginning of a tremendous surge in production of coal that will carry into the next century. The content of this paper is confined to the coal fields and recent developments in eastern Montana, northeastern Wyoming and western North Dakota. The area is commonly referred to as the Powder River-Fort Union region although the Powder River Basin and the Fort Union formation are separate entities and are not coextensive. Coincidentally or otherwise, the extent of the subbituminous part of the coal region coincides approximately with the Powder River Basin. Environmental considerations together with the low sulfur content of much of the western coal have triggered demand since this coal could not compete at present with eastern and midwestern coal solely on a delivered-cost-per-million-btu basis. However, increasing costs of underground mining and the comparatively thin seams of the eastern and midwestern deposits may soon bring a balance to these costs regardless of the sulfur content. Another factor which has made western coal competitive at this time is the use of the unit-trains to significantly reduce the cost of transportation. Fast loading and unloading facilities and trains of 100 cars or more in turn-around service are the keys to success in this effort.
