THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

MANY nonferrous smelting plants have recently adopted natural gas as fuel with resultant economies, both in cost and efficiency of utilization. Not only has this fuel been used for roasting, reduction, sintering, drossing, and smelting, but also for power. All of the three big smelters near Salt Lake City, Utah, have been changed over from coal and oil firing to gas. Among these is the plant of the International Smelting Co., Tooele, an Anaconda subsidiary, smelters of both copper and lead ores. In the roasting division at Tooele are 32 MacDougall six-hearth roasters, each 16 ft. in diameter and 19 ft. high. Two gas burners are installed on each furnace. These burners are of the single-valve, automatic gas-air proportioning type using high-pressure gas at 10 lb.

Early in life he came to the United States, however, and graduated from the University of Colorado in 1915 .as a geologist. Thereafter for a few years he was with the Colorado State Geological Survey and Bureau of Mines, also doing a bit of teaching at his alma mater and at Washington University, St. Louis. Towards the end of the World War he was with the chemical warfare section of the U. S. Army. IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

THE Dust Symposium was attended by approximately 100 persons, nearly all of whom remained from the starting hour (2 p. m.) until the use of the auditorium was demanded for another meeting at 5:30 p. in. In calling the meeting to order, D. Harrington made a few remarks as to the importance of the health dust problem in mining as well as in general industry and expressed gratification that the subject is now out in the open and that mining people are desirous of ascertaining the facts. B. F. Tillson acted as chairman of the meeting. The milling executive who desires to know what to do to prevent his workers from being unduly exposed to the dust hazard can get much out of the paper by D. E. Cummings, who has been doing much work in mines trying to keep -the dust in the air within safe limits. His recommendations indicate that the main protection of the worker in mines is by adequate ventilation, supplemented by the extensive use of water in drilling, as well as in water curtaining to condition air both in regard to dust content and to temperatures. Blasting was shown to be one of the chief causes for dust and it was recommended that whenever feasible all blasting should be delayed to the end of the working shift.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

NO ONE could fail to be gratified to receive so profound an approbation in his calling from the members of one's own profession. To have re-ceived this distinction from men, many of whom have been professional associates and friends over more than a quarter of a century, warrants a pride. and satisfac-tion that could come from no other source. It has often been said that men are really known only to their brothers in labor and in profession. The long friendship I have received from Mr. Saunders and the distinguished service that he has contributed to the mining industry add to my appre-ciation of this event. Mr. Kelley's remarks bring my mind easily to the beginning of that period of great advance in the engineering, profession of forty years ago. Three great forces contributed to the development of the profession. The first was the era of intense development of minerals, metallurgy; and transportation in our great West. It greatly stimulated invention; it made a demand for training and skill on the part of our engineers. The pressure of national development advanced our American practice beyond the rest of the world. Moreover, the skill of our engineers of that period owes a great debt to American educators. The leaders of our universities were the first of all the educators of the world to recognize that upon them rested the responsibility to provide fundamental train-ing in, the application of science to engineering under the broadening influence and cultivation of university life. They were the first to realize that engineering must be transformed into a profession in the highest sense, not only in the training and character but that the essential quality of a profession is the instillation of ethics. That implies not alone the job but the responsibility of the community for the job. Our uni-versities poured into our development a great stream of men with this background and training. A third distinction that grew in American engineering was the transformation from solely a technical profession to a profession of administrators-the business manager with technical training.

The following description is based on the film's narrative script: The film opens with a description of the terrain--tens of thousands of yearly snows compressed into glacial ice, stretching further than the eye can see. A single massive frozen cap--1 812 992 km2 (700 thou- sand sq miles) covering most of the land mass of the world's largest island, christened strangely enough--Greenland. Greenlanders comprise more than two-thirds of the 40 thousand Danish subjects who brave the elements in the Arctic Circle. Along the coastal fringe where the Gulf Stream sheds its last vestige of tropical warmth to temper Greenland summers, tiny villages survive In virtual isolation. Jagged fjords and creeping glaciers are barriers to conventional communication. There are no roads through the year-round ice. Yet, when there is wealth in the land, there are people to tame it, harnessing those unrelenting forces of nature if they can building and surviving in spite of them if they must. Near the tiny site of Marmorilik in west Greenland a gathering of men from places more benign came to challenge a sheer, frozen rock named Black Angel Mountain to tap a deposit of lead and zinc ore. As far back as the 19301s, surface investigation showed zinc and lead sulfides in the vicinity. In the mid-60's mountaineering geological examinations were made and deep-hole drilling, directed by Cominco Ltd., of Canada, confirmed the presence of an ore body, 600 m (2000 ft) above the fjord. KEYES, Des Moines, Iowa (communication to the Secretary*):-It is with pleasure that I acknowledge the value and interest of the historical notes on early mining at Lake Valley, contributed by Messrs. MacDonald and Courtis. In my own paper there was no attempt to enter into this phase of the subject; partly for reason that the intention was to take up this in detail in another connection, partly because there was not space enough to. devote to it in a brief geologic paper, and partly on account of the fact that the strictly mining features are quite distinct from the purely geologic characteristics. As may be inferred from its perusal, the brief historical paragraph prefacing my paper was in reality geologic in its bearing. The events referred to therein relate to the published information concerning the geologic structure. The personages principally mentioned were noted merely to show how the names of several of our most distinguished scientists came to be closely associated with that of Lake Valley. Far from my intentions was it to slight the memory of any , of that brave band who, with lives in their hands, took so active a part in the early development of the mines. The value of their records is perhaps much greater than that of any published notes. The narratives of Messrs. MacDonald and Courtis are as thrilling as many other experiences related of that time and place. Few of us at the present time can appreciate the dangers of that early day, when the fierce Apache all but swept the. white man from that part of the country, when renegades from Texas overran the land, and when the outlaws of the nations took their last stand before advancing civilization. EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

"The Tooele plant is situated at the mouth of Pine Canyon, five miles northeast of Tooele City. The site forms one terminus of the Tooele Valley railway, which runs southwest through Tooele City to Warner, a station on the Los Angeles and Salt Lake Railroad, thirty-five miles southwest of Salt Lake City.An aerial tramway, four miles in length, crosses the Oquirrh Mountains and connects the plant with the Bingham district.The plant consists of a lead-zinc flotation concentrator, lead smelter and copper smelter.SAMPLING MILL The mill is a standard Taylor and Brunton sampling mill, built in two sections, each with a capacity of 100 tons per hour. The building is of steel and concrete, 40x84 feet. A well-equipped pulping, sampling and drying room is attached.All ore is sampled here and then distributed by conveyors to cencentrator, lead smelter and copper smelter bins.CONCENTRATOR This flotation mill is arranged in two units of 500 tons capacity each, one equipped with Callow pneumatic flotation cells, the other with Mineral Separation sub-aeration machines.The feed is maintained as uniform as possible by bedding, after coarse crushing at the sampling mill. TWENTY-FIVE years ago no distinction was made between water wells and oil wells except in the nature of the fluid produced. Water wells usually showed no decline in their rate of production; when oil wells showed decline something in the manner of handling them was considered wrong. Both water and oil were believed to be subject to the same physical laws in their underground movement toward the wells. Today a sharp distinction is made between them. Whereas water exists alone in the porous formations at depth, oil is usually accompanied by gas. This mixture does not behave as a liquid alone. It is a frothy, seething mass of foam which approaches and enters the wells. Different physical laws come into play. Twenty-five years ago attention was directed entirely to the well itself; today the well is accepted as a mere hole in the ground, a hole to be equipped properly for efficient service, yet without any value whatever unless it is backed up by a sufficiently prolific reservoir. Then, we were concerned with wells alone, 3000 ft. in depth; now commercial wells and their reservoirs are 10.000 ft. deep. Petroleum engineering concepts have necessarily therefore undergone a change in this last quarter century. What are they today?

(communication to the Secretary) : I wish to thank Mr. Webster for the copious quotations he has made from my writings, as he has given nearly all the arguments I wish to advance. It is necessary to note, however, his statement that most of his experiments were made on universal-mill plates, and that these were not subject to my condemnation of irregularity. I think this is a mistake. It is well known that universal-mill plates are finished under very different conditions of temperature, with the express purpose of regulating the tensile strength. This is a perfectly legitimate practice; but it renders almost worthless any calculations on the relations of the chemical and physical equations when the influence of such finishing is omitted. Another important point Mr. Webster has not answered at all. I have shown by an excerpt from his own table that two entirely different formulæ may be constructed; and it is undeniable that one is as valid as the other, since Mr. Webster started with no premise at all save an assumption that the effect of carbon was constant. This was an assumption pure and simple, and hence has no special virtue. The whole result of Mr. Webster's investigation is not that the effect of carbon is a constant, and that those of phosphorus and manganese are variables. On the contrary, there are two answers, with nothing to show which is right. We learn that if carbon is a constant, then phosphorus and manganese are variables; but that if phosphorus and manganese are constants, then carbon is a variable. This is a distinct advance over complete ignorance, but it is not final and satisfactory from either a mathematical or metallurgical standpoint. Regarding my own formulæ, I would say that they are used regularly in the testing-laboratories of the Pennsylvania Steel Company. The tensile strength of every heat is calculated

COAL companies in the anthracite region are studying various methods of mining that will permit a considerably shorter life of gangway and therefore a decrease in the maintenance charges. Maintenance charges in the upkeep of gangways where the measures are steeply pitching are high due to the excessive cost of the replacement of timbers and the cleaning up of falls. Therefore, if the length of gangway in the coal beds can be decreased and the mining more concentrated, the life of the coal gangways will be decreased and consequently the maintenance charges will be lower per ton of coal produced. Customary practice in the anthracite region is to drive long coal gangways and to work the breasts as the gangway from which they were driven is advanced.

Experimental work is reported which shows that consolidated rocks and unconsolidated porous media exhibit different imbibition flow behavior. At a given saturation the imbibition nonwetting permeabilities for a rock are smaller than the drainage permeabilities. The contrary happens for unconsolidated aggregates — imbibition nonwetting permeabilities are larger than drainage ones. A similar difference is observed for the wetting phase. Imbibition permeabilities are larger than drainage ones for a consolidated rock but smaller than drainage permeabilities for an unconsolidated medium. The results of these differences are examined for two cases. 1. Flooding Efficiency — Craig's1 scheme for the computation of production history of a five-spot water flood is shown to agree extremely well with experimental results obtained when using a system packed with glass spheres if imbibition relative permeability curves are used. 2. Alcohol-Slug Displacement — Published theory 2 on oil displacement by alcohol slugs has been questioned despite the apparent agreement between predicted and observed results. The present work suggests that, if imbibition relative permeability curves characteristic of the unconsolidated media used in the early experiments had been available to make the predictions, the inadequacy of the theory would have been immediately evident. The experimental work shows that poorly consolidated formations tend to behave like unconsolidated media. Finally, it is shown that the difference in imbibition behavior is directly related to pore-size distribution and cementation. PART 1 — THE FLOW BEHAVIOR OF UNCONSOLIDATED AGGREGATES Experiments on scaled models of field reservoirs are useful for studying new displacement processes which are incompletely understood. Even when a mathematical description is possible, the solution might be difficult and complex. An answer obtained from a scaled model is extremely valuable in such cases. A great amount of work$-5 therefore, has been devoted to the derivation of scaling laws. Similarity groups have been defined which assume (1) that the relative Permeability curves of the prototype and the model are the same whether the displacement is an imbibition or a drainage process and (2) that there is a linear relationship between the capillary pressure of the model and the prototype. For practical reasons (simplicity in the preparation of models, duration of the experiments, etc.), the porous media of laboratory models are usually unconsolidated packs of sand or glass particles. Hence, unless the capillary and flow characteristics of unconsolidated and consolidated systems are identical, the model data are applicable only to unconsolidated formations. The usefulness of scaled-model studies may then be seriouslyrestricted since most oil-bearing sands are consolidated. Perkins and Collins6 suggested the use of model and prototype curves normalized with respect to both relative permeability and saturation to improve compliance with scaling criteria. Even this technique does not give a satisfactory model-prototype match. This paper reports an observation of two-phase flow in unconsolidated sands which shows that, for most displacements, "scaling" in the strict sense of the word is not even qualitatively feasible with a sand model. It provides, however, a firm foundation for testing a theory by matching it with observed performance of laboratory-size models. WE vote this month without knowledge of either major presidential candidates' position on mineral problems. Too long have we kept our own counsel, turned our backs on the public. Certainly we must formulate policies upon which we may unite in industry council, but implementation of these by legislative bodies requires popular understanding, if not support. The earth and its resources are the province of the miner and the farmer but beyond this, and the basic need of the economy for both, the similarity ends. In this election year the disparity between the poll strength of these two fundamental callings is apparent. While both candidates have found it essential to incorporate a farm plank in their platforms, mining has been neglected as not being a basic issue. If this gives the mining fraternity the advantage of voting objectively, it also leaves the general public in the dark as to the attitude of the candidate on a basic issue. It is an issue on which depends the future of the nation, but, unfortunately, the public is not aware of its own vital stake in mining. Thus election time brings with it a fresh example of the evils of automatic lawn sprinkling-a long standing peeve of ours. Back in the days of the hand-held sprinkling hose in the intimacy of the twilight the mining man had the opportunity to unburden himself on the problems of mining to his neighbor who might be a doctor, lawyer, or accountant. With the encroachment of mechanized sprinkling, yet another forum for the indoctrination of the layman into the significance of mining has disappeared. Familiarizing your neighbors with mining in the lawn sprinkling societies of yesteryear was the individual's contribution to public relations for mining. The corporations can use educational advertising in popular magazines as is practiced by such companies as Kennecott. The AIME can play an important part by providing career guidance information on the mineral industries. We offer the suggestion to the American Min¬ing Congress, that the splendid exhibitions of mining machinery featured in alternate years for metal and coal mining, respectively, might be opened to the general public one night during the week of the show. Newspaper publicity would add greatly to the public's interest in such an opportunity. Power for the public is considered a vote-getter and no candidate has neglected to make his stand on this subject. Is the price of the kilowatt in the home of greater importance to the voter than the price of the metal durable goods which he purchases every year? Not really, but the voter thinks so. Mining has as much sales appeal as 'potatoes or kilowatts if presented in the proper way. We suggest that a little hand lawn sprinkling by the right people in the right places would produce an abundance of publicity which would give Mr. and Mrs. American something new to expect from their representatives-a vigilance over the flowering of their mining industry.

Ilmenite is the most important raw material for manufacture of titanium dioxide.' Industrially, several other products are made from ilmenite, the most important of which are: ferro titanium, ferro carbon-titanium, copper-titanium, titanium carbide and titanium nitride. The production of titanium metal is still in the laboratory stage because of the difficulty of extraction and as yet no important application for the metal has been found. Ilmenite has received considerable attention as an industrial raw material. Imports of ilmenite concentrates for the first nine months of 1941 were 156,737 short tons, the chief source being Travancore, India.2 Domestic produttion of ilmenite has heretofore been confined to Amherst and Nelson Counties, Virginia, where a complex rutile, ilmenite, and apatite ore is mined and treated to utilize all three of these minerals. A recent report3 has described development of the large titaniferous magnetite ore body at Tahawas, New York, where it is expected that 800 tons of ilmenite concentrates, containing 48 per cent TiO2 will be produced daily. Additional domestic production is expected from a large ilmenite deposit recently opened in caldwell county, North carolina. Flotation tests indicate that a high-grade concentrate containing 53 per cent TiO2 can be made from the North Carolina ore. Prospecting of domestic ores in other areas has been reported.' It appears that increased domestic production of ilmenite may well save considerable shipping space so vitally needed in these times. The composition and chemical structure of pure ilmenite is given by Dana as: FeO, TiO2; Ti, 31.6 per cent, Fe, 36.8 per cent, O2, 31.6 per cent. This composition is variable in that some iron or titanium may be replaced, giving a variable iron-titanium ratio. As an example, the iron-titanium weight ratio of ilmenite in Caldwell County, North Carolina, has been determined to be 0.94 (using 97.1 per cent ilmenite concentrate obtained by heavy liquids on minus Iso-mesh ore) compared with theoretical 1.16. No rutile was noted in this ore to account for the low value. This North Carolina ore is free of magnetite, which is a common associate of ilmenite ores. In view of a large potential production from North Carolina, the Tennessee Valley Authority conducted a study of methods of concentration of that ore, of which the results are reported herein. The Ore Five samples of Ore were taken from the deposit at various exposed locations and were mixed for the study and testing. An attempt was made to proportion the amount of weathered and unweathered portions in making the composite sample, so as to approximate actual operating conditions. An examination of representative specimens of the sample showed the following general facts: 1. The black mineral comprising nearly 70 per cent of the ore is ilmenite.

A method is described in which particulate iron, as distinguished from high purity iron powders used in powder metallurgy, is a precipitant for copper contained in dilute solutions. A new precipitation apparatus utilizes particulate iron precipitants to recover copper more efficiently than is possible in a conventional launder precipitation plant. In the search for lower cost methods of recovering copper from mine water, the use of sponge iron or particulate iron (as distinguished from iron powder used in powder metallurgy) as precipitants in place of tin cans, detinned scrap iron, or scrap iron is an intriguing possibility. The relatively faster copper precipitation rate obtained with particulate iron as compared to scrap iron promises economic and processing advantages when, and if, particulate iron becomes competitive cost-wise with available scrap iron. Kennecott has developed a precipitation cone,' see Fig. 1, utilizing various particulate iron precipitants and has demonstrated the process successfully in a prototype at a flow rate of approximately 1000 gal of solution per min. Essentially complete precipitation of copper is obtained, the cone overflow solution is clear and contains no particulate copper, and the iron factor is more favorable than in a conventional launder plant. Initially, sponge iron produced at the Ray Mines Div. Kennecott Copper Corp. for use in a Leach-Precipitation-Flotation process was used in exploratory tests to develop a suitable apparatus to take advantage of the rapid precipitation rate and efficient iron utilization for the recovery of copper from dilute solutions. Here it was demonstrated that, when sponge iron was added to a launder, the particles of iron collected in the bottom of the launder and tended to cement together. This resulted in incomplete precipitation of the copper and inefficient utilization of the iron. Next, sponge iron was suspended in glass columns to study the dynamics of the precipitation reaction. Again it was observed that the particles tended to cement together at low solution flow rates, while at higher flow rates large amounts of the precipitant overflowed the column, resulting in loss of precipitant and an inefficient process. Next, the precipitant was suspended in an inverted cone in a rising column of solution. Dynamic suspension of the solids was maintained at relatively rapid solution flow rates with instantaneous and complete precipitation of copper and with improved iron utilization. The first tests were conducted on a batch basis and it was determined that a dynamically suspended bed of precipitant was necessary for satisfactory operation. More than 99% of the metallic iron could be converted to metallic copper by careful control of the residence time in the cone and copper precipitation was essentially complete, even when the available iron precipitant was almost depleted. Several cones were built, ranging in capacity from 1 to 200 gal of feed solution per min, and finally, a prototype cone was constructed which was 20-ft high

Imports of ilmenite concentrates for the first nine months of 1941 were 156,737 short tons, the chief source being Travancore, India.2 Domestic produttion of ilmenite has heretofore been confined to Amherst and Nelson Counties, Virginia, where a complex rutile, ilmenite, and apatite ore is mined and treated to utilize all three of these minerals. A recent report3 has described development of the large titaniferous magnetite ore body at Tahawas, New York, where it is expected that 800 tons of ilmenite concentrates, containing 48 per cent TiO2 will be produced daily. Additional domestic production is expected from a large ilmenite deposit recently opened in caldwell county, North carolina. Flotation tests indicate that a high-grade concentrate containing 53 per cent TiO2 can be made from the North Carolina ore. Prospecting of domestic ores in other areas has been reported.' It appears that increased domestic production of ilmenite may well save considerable shipping space so vitally needed in these times. The composition and chemical structure of pure ilmenite is given by Dana as: FeO, TiO2; Ti, 31.6 per cent, Fe, 36.8 per cent, O2, 31.6 per cent. This composition is variable in that some iron or titanium may be replaced, giving a variable iron-titanium ratio. As an example, the iron-titanium weight ratio of ilmenite in Caldwell County, North Carolina, has been determined to be 0.94 (using 97.1 per cent ilmenite concentrate obtained by heavy liquids on minus Iso-mesh ore) compared with theoretical 1.16. No rutile was noted in this ore to account for the low value. This North Carolina ore is free of magnetite, which is a common associate of ilmenite ores. In view of a large potential production from North Carolina, the Tennessee Valley Authority conducted a study of methods of concentration of that ore, of which the results are reported herein. The Ore Five samples of Ore were taken from the deposit at various exposed locations and were mixed for the study and testing. An attempt was made to proportion the amount of weathered and unweathered portions in making the composite sample, so as to approximate actual operating conditions. An examination of representative specimens of the sample showed the following general facts: 1. The black mineral comprising nearly 70 per cent of the ore is ilmenite.
