Discussion of the paper of DOUGLAS BUNTING, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 1 to 21. ARTHUR HOVEY STORRS, Scranton, Pa.-I know something about accidents Nos. 4 and 8. At the Fuller mine there was no disturbance of the surface in connection with either of those accidents, there was no surface settling, nor signs of sand in the mine, and seemingly the water all came from a subterranean basin or water-bearing stratum overlying the Six Foot vein. A similar thing was shown, in an accident not referred to in Mr. Bunting's table, at the Avondale, where we had an inflow of water, as high as 12,000 gal. a minute, for a considerable period. Regarding the second accident (No. 8) at the Fuller mine: after the first inflow of water (No. 4 of the table), the mining was abandoned in the Six Foot vein. A long slope was. driven in an underlying seam, and when this had reached a point about 2,000 ft. southeast of the place where the first inflow of water occurred, and where the bore holes show there was apparently sufficient rock covering for the Six Foot vein, a rock plane was driven up to the upper vein (Six Foot) and one afternoon this exposed the coal. During the following night the inflow of the water occurred. There were absolutely no workings at this point so that no disturbance of the overlying rocks could have occurred. The result of the inflow of water was to fill up the entire lower-vein workings in about two or three clays and caused the abandonment of the mine. After several years, considerable time and money were spent in an effort to hoist the water from the shaft and mine workings, with varying, but in the main rather indifferent, success until, clue to the breaking of one hoisting rope, the engineer pulled the other hoisting tank up through the tower and down on to the engine, making a complete wreck of the whole plant. It was then decided to allow the mine to soak and it is still doing so, other portions of the property being mined from adjoining collieries.

The following notes are descriptive of a country as yet in its infancy as regards the advancement made in mining operations. Its inaccessibility and other militating circumstances have retarded progress in that direction. With the completion of the railroad, now under construction, having the city of Cali as its objective point, with the concomitant civilizing and developing consequences, it is certain that the slopes of the Cordilleras will prove to be a South American Eldorado. Deposits of coal, copper, and minerals other than those of the precious metals are known to exist in quantities which, under more favorable conditions of accessibility, etc., could be profitably mined. The Government of the United States of Colombia, I think, is disposed to encourage and foster mining enterprises. Articles designed for mining are admitted free of duty; the permanency of the government is, at least, as well assured as that of Mexico (which is not noted for its immutability), and a more sincerely friendly sentitment towards Americans prevails in the United States of Colombia than in Mexico. This paper is confined to a description of the property of the Cauca company's mines, and is intended rather as a preliminary notice than as an exhaustive report. The Cauca mining district is reached by the following route: New York to Aspinwall; to Panama; to Buenaventura, a port on the west coast of the United States of Colombia, distant thirty-six hours from Panama by steamer; to Cali in the State of Cauca. The State of Cauca is bounded on the north by the Atlantic Ocean, on the northwest by the State of Panama, on the northeast by the States of Bolivar and Antioquia, on the east by Brazil and Venzuela, on the south by the Republic of Ecuador, and on the west by the Pacific. Ocean. It has a territory of 41,443 square miles, which is about one-tenth of the entire territory of the United States of Colombia. Its population, including the 50,000 savage Indians of the Caqueta (some of whom are cannibals), is nearly 450,000 souls, or about one-sixth of the population of the Colombian republic. THIS method of briquetting flue-dust, or flue-dust mixed with fine ores, or, in a few exceptional cases, coke-dust, has come into large commercial use in Europe, and a small plant is already in operation in the United States. It promises to become of such great importance to the iron industry of the United States that the following description will certainly interest the majority of our pig-iron producers. Discovered in 1908, the process rests upon the observation of Dr. Schumacher that blast-furnace flue-dust, while possessing of itself no binding or cementing properties, acquires strong cementing properties if mixed with a very small amount of certain salt solutions, the amount of which is so small that the resulting cementation appears to be rather by catalytic action of the salts added than by the mass-action of such chemicals. To be more specific, fresh blast-furnace flue-dust mixed with from 5 to 10 per cent. of its weight of magnesium chloride or calcium chloride solution-that is to say, with from 0.25 to 2 per cent. of its weight of magnesium chloride or calcium chloride-acquires the property of setting within a short time, from 15 to 60 min., and forming a hard cemented briquette. Alkaline solutions appear to have no action such as described, and they even interfere, if present, with the action of the magnesium and calcium solutions. When treated in this way the flue-dust briquette sets very hard, apparently from pure excess of cementing- and setting-power. It is, therefore, possible to . mix with the flue-dust a considerable proportion of inert ore or like material, which has no setting-power by this process, and thus to make a compound briquette containing large quantities of ore mixed with flue-dust, but in which the flue-dust may be regarded as the cement or binding-material. WAR has wrought sharp and sudden changes in the pattern of the oil industry. The most obvious and most striking of such changes have been in the fields of transportation and refining. A third of the world's total oil production formerly started to market, tanker-borne, over the waters of the Gulf and Caribbean. Most of this oil went to our North Atlantic ports, supply points for the world's greatest consuming center. This tremendous traffic, disrupted by the loss of tankers as a result of requisition for military purposes and by the activity of enemy submarines, has had to be substituted largely by such lines of supply as could be improvised without loss of too much time. No single solution for this gigantic problem has been found nor is it likely to be entirely solved for some time to come. It has been solved in part, however, by rearrangement, reversals, and patching up of existing pipe-line systems; by overland transport of crude and products in tank cars on a scale never before attempted; by barging over inland waterways; and through the construction at long last of the "big-inch" line, the first leg of which is just being put into operation as far as Norris City, III. The tank-car traffic alone, reaching a peak of deliveries of 856,710 barrels per day into District 1 during the week ending Sept. 19, 1942, and accomplished at an expense of millions of dollars in extraordinary transportation costs, defrayed by the Defense Supply Corp. and by the mobilization of tank cars from all over the nation, is a story worth the telling but by some of those who directed it.

The design and performance of many operations common to the petroleum industry depend upon the unique properties of a class of materials known as non-Newtonian fluids. The art of measuring and describing these properties, called rheology, has fallen far behind the field applica-tion of these fluids in this industry. Empirical methods are still employed although theoretically sound methods of analysis are now available. This paper illustrates a completely general method of analysis of the rheological properties of non-Newtonian fluids which id independent of the type of viscometer employed and also the rheological type of fluid encountered except those of a thixo-tropic or rheopectic nature. Values of the rheological properties of a fluid obtained using this method of analysis are based upon an absolute scale of measurement, eliminating the necessity of employ-jng arbitrary concepts of the flow properties of non-Newtonian fluids, The fundamental nature of this method of analysis is further demonstrated by evaluating the precision with which measurements have been made of these rheological properties by employing a dimensionless criteric: —the Fanning friction factor-Reynolds number correlation. INTRODUCTION Non-Newtonian fluids are not new in the petroleum industry. Particular properties of non-Newtonian materials have been recognized and used to advantage in drilling fluids and have found excellent application in the hydraulic fracturing process.'.' While usage of these fluids is not new in this industry, the art of measuring and describing their rheological properties is still in its infancy. This is reflected in the accepted method of evaluating drilling fluids, API RP 29, (1950), which recommends a one point "viscosity" measurement. These shortcomings are recognized by various groups in the industry and more adequate methods have been prposed.3,4 The efforts Of these people are to be commended; but, at the same time, the limitations of their method of analysis and viscometer must be appreciated. This method Of analysis is applicable Only to Bingham plastic fluids as is pointed out early in their articles. The consistency of a Bingham plastic fluid must also lie within the range of the viscometer which is also well defined by the author. It is believed that the apparent simplicity of this method of analysis and the utility Of Operation Of their viscometer will soon make the terms non-Newtonian fluid and Bingham plastic fluid synonymous as used in this industry; a tendency which has already been encountered. Application of this method of analysis to a non-Newtonian fluid other than a Bingham plastic can lead to erroneous results. The field of rheology has long been hampered by the adherence to arbitrary concepts of Of of the flow properties Of non-Newtonian fluids. This has resulted in the design and operation of viscometers so as to fulfill these concepts rather than following the more logical method of analyzing experimental data so as to yield a fundamental truth. completely Bingham proposed the concept Of plastic flow and yield asu rement. data presented by Buckingham could hardly be interpreted so as to substantiate this theory; but rather succeeded in establishing the fact that compliance with this flow concept could never be realized in the capillary tube vis-cometer.5 Bingham, in reply, sug-gested "Rather than complicate our formula, it would seem to me a much better plan to so change the conditions of flow that the formula will be linear... Reiner0 stated .This plan has been followed by me in collaboration with Miss Riwlin. . . . From the present paper (Reiner and Riwlin, 1929) it will be seen that it is possible to choose the conditions of flow so that the formula based on Bingham's law of plastic flow remains linear. IN spite of a world production of lead amounting to 1,300,000 tons, of which the United States produces slightly less than one-half, it appears that the mines at present are hardly able to supply the demand. For this there are several reasons. The lead deposits, geologically speaking, were formed comparatively near the surface under conditions of lower temperatures, with the richer deposits often residuary; that is, enriched by surface water, and consequently soon exhausted. Lead is practically absent from a great part of the world. The great Canadian shield, the eastern part of the Dominion, contains practically none. Scandinavia contains no lead. It is absent from geo- logical formations of great age, but does occur in large quantities in the deposits in the Rocky Mountain region. These deposits are, more or less directly, of igneous origin, but here, too, there is a tendency of the lead shoots to concentrate in the upper part, and when they go down the deposits turn to zinc-copper and some other metals. This is one of the best established facts of economic geology. The deposits of the Mississippi Valley district, from Kansas-Oklahoma, to Canada, are in comparatively accessible limestone beds, at a depth seldom more than 500 ft. Therefore, the lead is easily mined but more easily exhausted.

The paper by Professors Sun and Mitchell illustrates the value of ultrasonics as a tool for the mineral engineer. In particular, it opens up a number of possibilities to those interested in the field of comminution. The provision of desliming technique, which is thorough as well as rapid, is a distinct contribution, but the data of the paper suggest applications beyond desliming, in that the same treatments may be useful for size determination purposes. Fig. 1 shows that a marked dependence exists between particle size and the height to which it can be elevated by ultrasonic vibrations. While the curves are only extended down to a size of about 100 u, the fact that they appear to be increasing in slope in this range suggests that the separation may be even more marked here. This, we feel, is very strong evidence that a nlethod for fine sizing could be developed to use ultrasonic waves as the separating force. Professors Sun and Mitchell indicate that floccula-ti~n will present no difficulty: "During the investigation it was found that ultrasonic waves were able to dislodge the adhering gangue particles from the min- era1 surfaces and to disintegrate the soft particles into fine sizes." Thus, it appears that the use of ultrasonic waves as the power behind a size separation process may eliminate the problem of flocculation encountered in most wet sizing techniques. It would be interesting to size a fine material under conditions in which particles are known to be flocculated and under conditions where they are known to be dispersed. Use of a sizing technique of this nature may solve several problems that have long persisted in the fine sizing field. The flocculation problem may be overcome; the continuous production of closely sized fractions may be possible with a device similar to the one described; and with photoelectric methods, rapid analyses in the subsieve sizes may be possible. In general, we suggest that this paper be followed by a study of the sizing applications of the apparatus described. We feel that such a study would not only be rewarding in providing a new sizing technique, but also that the present paper almost requires such work to complete the picture of particle motion in a field of ultrasonic waves.

POLITICAL developments, the impact of Korean warfare necessitating immediate rearmament plans, and recent developments in mining taconites have focused attention on their immediate exploitation to fill the gap created by diminishing reserves. The question of rich foreign ores versus low grade development is past-we need both sources with emphasis on the immediate large scale mining of taconites. In the past three months several things have occurred which add to the taconite picture: (1) Pellets have been used successfully in the blast furnace by Armco. (2) In Congress HR 8512 was introduced by Congressman Blatnik of Minnesota to amend the lending powers of RFC to permit long term loans on basic mining developments, particularly the taconites, which may be needed for the strengthening of the national economy. (3) Walter S. Tower, president of the American Iron & Steel Institute, announced that American steel companies are planning expansion of 6,000,000 tons of steelmaking capacities in the next few years. (4) The outbreak of war in Korea has obliged the United States to rearm and make plans for a semipermanent defense establishment to which 10 to 12 pct of the national income will be budgeted. (5) Startling new advances have been made in the Linde Air Products Co.'s jet-piercing drilling. The United States is now confronted with the problem of increasing its steel capacity and at the same time of securing enough iron ore to supply this increase as well as make provision for the rapidly decreasing supply of rich iron ore on the Mesabi range. Taconites, the low grade iron ore at the east end of the Mesabi, of which there are literally billions and billions of tons of easily concentratable magnetic ore, are the immediate answer. According to the Wall Street Journal on July 24: "Reserve Mining Co., backed by such steelmakers as the Armco Steel Corp., Wheeling Steel Co., Republic Steel Corp., is reported ready-as soon as the pending bill clears (HR 8512)-to seek a $100 million federal loan to build a taconite processing plant at Beaver Bay, Minn., to produce about five million tons (of pellets) annually of 60 pct to 65 pct in iron ore . . ." THE accuracy with which detachable bits can be sharpened and gauged by grinding has made possible refinements in design that cannot be attained by forging. This applies particularly to gauging, where accuracy is of the greatest importance. Gauge changes of 1/32 in., and even 1/64 in., are now feasible, whereas 1/16 -in. changes are about the limit in accuracy for forged bits. These small changes in gauge are feasible, however, only with certain fundamental principles of design. Within reasonable limits the depth to which a hole can be drilled is dependent primarily upon the loss in gauge, or diameter, of the bit. In drilling there is always a certain amount of "overdrilling"-the bouncing of the bit in the hole and its rotation wear away the walls-so that the actual diameter of the hole is greater than the diameter of the bit. The amount of this overdrilling depends upon the kind of rock being drilled, and is sometimes sufficient to permit the use of the same diameter of bit for the full depth of the hole. If, for instance, a 1 3/4-in. diameter bit overdrills 1/32 in. in diameter, and loses 1/64 in. in gauge in drilling 2 ft. of hole, the bottom of the hole is still 1/64 in, larger than the original diameter of the bit, and a new 1 ¾ -in. bit can be used to drill the next 2 ft. If, however, the overdrill is less than the loss in gauge, the next bit must be of smaller diameter. The first requisite in reducing loss of gauge in drilling is to have the points and corners of the wings of the bit cut circles of the same diameter, thus producing a reaming surface with continuous bearing on the wall of the hole. The greater the reaming surface, the less the gauge loss that is to be expected. If the reaming surface, however, is too large, it may impede the rotation of the bit through excessive friction. This principle was probably first recognized in the design of the Carr bit (Fig. 1), a bit with a single cutting edge of wide angle, a definite reaming edge, and a large center hole. The same idea was followed in designing the double-taper cross bits, which are now standard almost everywhere.

The lead-mining industry of Missouri, as of other parts of the Mississippi basin, appears to have been paralyzed by the shock of competition with the mines of the States and Territories further west. It is difficult for establishments working galena ores, too poor in silver to pay for extracting it, to compete with the producers of the argentiferous carbonates of Utah and Colorado, who look upon their lead as a by-product of little value, and are satisfied if it pays the charges of transportation, or the loss in smelting for silver. But simultaneously with this depression in the lead-mining of the Mississippi States, the development of new zinc deposits has caused a notable revival in the mining of zinc ores. There has recently been a sndden and strong rise in the price of' spelter, which, though probably to a large extent temporary in character, has given important encouragement to prospectors and miners. Apart from the general recovery of business in the United States from the prostration of the past six years, the cause of the advance in spelter has been the falling off in production, resulting from the shutting clown of several leading Western works,—the Martindale and Carondelet works, at St. Louis, and the Consolidated Company in Kansas. At the same time, the principal works at La Salle, Ill., were undergoing repairs, and produced less than usual, while the sheet-mill of Matthieson & Hegeler, at that place, was running as usual; so that this concern, ordinarily a large producer, entered the already depleted market as a buyer. These causes are in their nature transitory, and it is quite likely that spelter will be superabundant in a few months. Having lately received from a well-informed Missouri correspondent some samples of the zinc ores and a general account of the ore deposits of Southwest Missouri, I have thought that it might interest the Institute to examine these specimens, and to hear such brief statements concerning the region as I am able, upon good authority, though without the aid of any personal investigation 011 the spot, to give. The zinc-bearing territory in Southwest Missouri appears to be very extensive; that is to sap, zinc ores have been mined during the last year at various points throughout a district extending from the eastern edge of Kansas, west of Joplin, to a line some 50 miles east

The outstanding features of the Coloinbian situation for the year 1929 were legal and political. The passage of Law 84 and the promulgation of the Regulatory Decree 150 were recounted in the review for 1928, as was also the Presidential proclamation suspending this law and its accompanying decree until decision could be reached in the suits filed against them before the Supreme Court and the Council of State. Early this year the Minister of Industries, Jose Antonio Montalvo, announced the appointment of a commission of foreign experts to aid in drafting a new petroleum law. He requested all of the foreign experts employed not to consult with the oil company representatives in Bogota, and these experts were therefore shut off from receiving any suggestions from those who had actually operated in the country and knew the conditions under which operations would take place. It was to be expected that the provisions of a law suggested under such circumstances would not meet operating conditions satisfactorily. The specific objections are stated in O'Shaughnessy's South American Oil Reports (April, 1929). An especially qualified commentator observes that one of the curious provisions of the proposed law was the high royalty on gas—5c. per 1000 cu. ft. of gas produced. There was also a provision requiring 20 per cent. of the stock of the company operating in Colombia to be offered for sale to Colombians. The bill failed to pass Congress in the closing hours of the session. The Supreme Court, in the meantime, handed down its decision on Law 84 of the previous year and Regulation 150 covering the enforcement of that law. Contrary to expectation, the majority opinion of the Court practically affirmed the constitutionality of both the law and the regulatory decree, with the exception of Article 20 and parts of Article 21 of the decree which referred specifically to the registration of private properties. At the time the suit was filed against Law 84 and Decree 150 the operation of these measures was suspended by the Executive. Law 84 and its Regulatory Decree 150 still remain suspended as the Council of State has not yet brought in a decision upon the questions raised in the suits instituted by the various companies against the law and decree, and at the moment of this writing it appears unlikely that such a decision will be reached by that body.

SOME eight years ago I became interested to a considerable extent in one of the well-known deposits of sulphury iron ore in New Jersey, and, as a consequence, soon became interested in the subject of the elimination of the sulphur. On investigation I found that no department of pig-iron manufacture had received less attention than that of roasting or calcining ores for the elimination of sulphur, carbonic acid, water, etc. My first devices to eliminate sulphur were naturally in the lime-kiln line, with solid fuel mixed with the ore, in the same way as common lime is burnt with small coal. While this process will succeed tolerably well for carbonates or calcareous ores, even though they contain sulphur as sulphates, I soon found it would not answer for our magnetites, which are very hard and dense, carrying from 2 to 5 per cent. of sulphur as pyrites, and become very sticky as soon as any attempt is made to roast them at a high heat. Some laboratory experiments developed the fact that the nearer the gaseous current surrounding the hot ore approached in composition pure atmospheric air the more rapidly the sulphur was oxidized, while in an atmosphere composed largely of carbonic oxide, carbonic acid, and nitrogen, it seemed almost impossible to reduce the sulphur more than one-half, which was a confirmation of the well-known fact that just one-half of the sulphur in pyrites volatilizes very easily, and that the trouble is mainly to remove the remainder. It was thus apparent that the atmosphere surrounding the ore was of as much importance as the temperature. This led to the trial of a kiln to heat the ore by conduction through the brick. It was divided into ore-chambers, which were surrounded with flues, through which the products of combustion of gaseous fuel passed without coming in contact with the ore. We did not, however, succeed by this arrangement in getting more than a cherry-red heat, which, of course, was too low to accomplish anything. I had at this point become convinced – 1st. That gaseous fuel only would accomplish the work successfully. 2d. That since a high temperature was required to insure a rapid oxidation of the sulphur, and also to make the ore open and porous,

The Iraq Petroleum Company, Ltd. continued its systematic exploration and exploitation of the Kirkuk field on a unitized basis. Pressures, gas-oil ratios, oil-water level and oil-gas level remained satisfactory. All wells were produced by flowing and more than two-thirds of the crude was stabilized. The only exports from Iraq during 1937 were from the Kirkuk field. Mosul Oilfields, Ltd., through its operating subsidiary, the British Oil Development Company, Ltd., inaugurated an exploratory program to find lighter oil than the heavy, black, sulphurous reserve proved in the Qaiyarah-Najmah-Jawan-Qasab field. Deeper drilling in this field found a small reserve of 17" to 19" A.P.I. black sulphurous oil in the Pilsner (Upper Cretaceous). Ten structures outside the proved field were tested or were under test at the end of the year. In spite of this intensive program no reserve of lighter oil was discovered. The reserve at Qaiyarah-Najmah-Jawan-Qasab averages 16" A.P.I. with 6+ per cent sulphur from the "continuous limestone" (Lower Miocene, Oligocene, Middle Eocene) and from the Pilsner (Upper Cretaceous). The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., conducted the normal exploitation of its Naft Khaneh oil field and supplied the local Iraq market requirements. Slightly more than 31,600,000 bbl. of crude was produced in Iraq during 1937. The following table gives the total crude produced by the I.P.C. for export during the last four years. SAUNDERS, New York, N. Y. (communication to the Secretary *) . -Messrs. Bedford and Hague have given us a very interesting and practical paper. No better excuse for such a paper could be desired than the statement made that the expense of drilling. in this mine is one-third of the cost of delivering the ore at the mill. This statement. should be written in red letters, because it applies to a great many mines besides the one referred to and because it is generally true that in a mining plant, as also in papers read before the Institute, more attention by fat is given to the metallurgical side of mining than to the excavation of the ore, and no study of the excavation work is properly made that does not involve a careful inquiry into the merits of the rock drill used. Next in importance to the selection of a good rock drill, in a case where the actual drilling cost is one-third the cost of delivering the ore, is that. the drill should be maintained in order and kept up to its highest efficiency. The best rock chill may run down in efficiency through accidents, wear, or other conditions which are sometimes beyond supervision or control. The machine is usually in the hands of men who know how to get workout of it, not men who know how it works. The best drill runners are not machinists,. but miners. They could not tell you how the valve operates or the principle of the rotation, but they know how to get the work done. A testing machine, particularly the type described in this paper, may he of the greatest value in maintaining a uniform state of efficiency.

During 1932 the oil industry persistently endeavored to maintain a rate of production that would permit a profitable price structure. Much effort was concentrated on curtailment of both production and drilling. The tendency in curtailment was to shut in reserves where closely held and not subjected to drainage, and to allow town-lot fields such as Long Beach, Santa Fe Springs, Playa Del Rey and Huntington Beach a greater percentage of allotment. Marginal wells were given special consideration; only a small percentage of curtailment wag required, making their operations profitable. Naturally the decline in production of town-lot fields, under slight curtailment, is very rapid, hence production that is restricted in fields controlled by major interests at the present time will profit considerably in the future, as California reserves do not appear adequate to sustain heavy withdrawals over a long period of time. California production during 1932 was much greater than additions to reserves during the year. The state produced 10,701,238 bbl. of crude oil less in 1932 than in 1931, while total stocks (all petroleum commodities) decreased 1,589,524 bbl. Had all operators kept strictly within their allotted 'production, the total crude production decline would have been approximately 20,000,000 bbl. and total stock decrease 3,000,000 barrels. Estimated proven oil reserves for California were 3,965,000,000 bbl. on Jan. 1, 1932, as compared with 3,784,120,000 bbl. as of Jan. 1, 1933, a decrease of 180,880,000 barrels. Approximately 85 per cent of the 178,127,794 bbl. of oil produced during 1932 was withdrawn from old reserves in settled fields and the remaining 15 per cent from new sources such as Kettleman Hills North Dome, Belridge, San Miguelito and Dominguez deep zone. The oil reserves of Kettleman Hills North Dome are estimated to be approximately 50 per cent of the total oil reserves, of California and they may be drawn upon at a much greater rate than the remainder of the state's oil fields.

Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

BELL (communication to the Secretary*).-I have to thank Mr. Merrill not only for his very kind remarks, but for the weight of his implied opinion that the work accomplished probably has an important practical aspect. I think there is a distinct although unuttered impression among engineers, that it will be time enough for them to begin to take an interest in the law of crushing when it emerges from the cloud of violent and even vituperative controversy that has hovered over it during the last 6 or 7 years. I have a very confident feeling that as the result of the work done by Mr. Gates, by me and by Messrs. Mitchell, Baily and Cockfield, who so loyally helped me to obtain the necessary data, at least the practical law of crushing has emerged; that it is ready and available for use by our fellow engineers, and that it will help them to unravel a number of the many practical problems they are con¬stantly confronted with. In regard to Mr. Gates' discussion, I would indeed like to believe that McGill could claim, as a minor achievement, the credit which Mr. Gates so generously bestows of having established the "law" of crushing. I think that more work would be required to establish this claim in the, strict sense of the word, as there is a fairly large gap between the coarse and fine crushing results. I am not worried about that gap, because the reason for it is quite clear to me; at the same time I-think it will be well to bridge it by a series of tests, and I am bound to admit that the testing machine is the most promising machine right at hand to work with, although whether the minute amounts of power required to crush small quantities of rock can be so accurately integrated as to insure high accuracy in the final result is still a question in my mind. If we had an Amsler-Laffon machine I would certainly try it. Mr. Gates' remarks about choke crushing are extremely interesting. He compels me to wonder, too. It is a new and probably a very important factor to be considered in this connection. I am in perfect accord with Mr. Gates about the desirability of the determination of crushing constants, because when this is accomplished the efficiencies (not relative mechanical, but real efficiencies) of different types of rock-crushing plants in any part of the world will then be comparable. For this reason it would, seem desirable that the American Institute Committee should not only consider ways and means for accom-

Unit Rig & Equipment Co., manufacturer of Lectra Haul trucks, is continually studying methods of reducing the operating costs of large haulage trucks. Reduction of haulage system operating costs is an important goal that equipment operators and equipment manufacturers constantly try to improve on. One of the most variable and important factors affecting operating costs is actual truck operating practices. An examination was centered on methods to optimize truck utilization. It was found that a very effective method of accomplishing this goal would be an automatic truck control (ATC) system to automatically control a fleet of haulage trucks in a predetermined pattern. Economic studies were conducted which showed a very favorable reduction in mine operating costs by use of an ATC system. In 1970, Unit Rig & Equipment Co., in conjunction with SAAB-SCANIA began preliminary development of adapting, for truck use, a proven automated control system, previously used for train systems, small trucks, and military target vehicles. In 1974, the first prototype system was installed on a Lectra Haul M-100 and tested extensively at Unit Rig's test track in Tulsa, OK. This truck and system were then displayed publicly at the 1974 convention in Las Vegas. In 1976, the system was redesigned for production to maximize reliability, ease maintenance, and to accommodate future control and-status reporting developments proposed for haulage trucks. The new design equipment was manufactured, and a full system test will be conducted in an actual open-pit mine for an extended period to evaluate reliability, compile economic data, and obtain application information to evaluate complete mine haulage system conversions to ATC. System Description The ATC system is designed to provide automatic control of all the vehicle functions normally accomplished by the vehicle operator. The basic system consists of the on-board control equipment and the wayside control equipment. The on-board equipment receives commands from the wayside equipment and controls all the truck functions. In addition, on-board sensors monitor all critical truck functions and provide instructions to the truck and system to assure safe operation. The wayside equipment consists of a buried guidewire, block control units and a central controller which provides predetermined signals to the on-board equipment for speed control, steering, and for auxiliary functions (dumping, horn, etc.) through the guidewire located in the truck's path. The wayside equipment also controls vehicle separation, system status, and provides truck location to a central display panel. The central control panel can vary the speed level signals over any segment and can also command an emergency stop to halt all the units. [Fig. 1] illustrates a typical ATC installation. If ATC is used in operations which require flexibility and mobility at the end of the ATC guidance network, the trucks can then be operated by either radio remote control or manually to complete their assigned functions.

Tensile, hardness and density properties are presented for a new 18-8 stainless steel powder for the —50, —100, and —140 mesh cuts and also for a prepared blend containing 62 pct —325 mesh powder. The data were obtained for sintering temperatures of 2100° to 2350°F and for compacting pressures of 30 to 50 tons per sq in. A NEED has existed for a stainless steel powder of uniform composition from particle to particle, which could be readily molded and sintered, and which would yield moderate to high strength and ductility when processed into parts by standard powder metallurgy techniques. The literature reveals that previously available powders have been lacking in one or several of these desirable characteristics. Originally attempts to produce stainless steel powder by blending and diffusing elemental metal powders were unsuccessfu1.l A truly alloyed stainless steel powder reported by Dale in 1947 yielded reasonable mechanical properties but required an exceptionally high sintering temperature of 2400°F in pure dry hydrogen.' A later development reported in 1950 by Stern provided a stainless type powder of excellent molding properties' but this powder likewise required sintering at temperatures over 2350 °F and did not yield properties as high as those previously reported. The powder was not truly alloyed prior to sintering. A prealloyed stainless steel powder has been developed that is readily moldable at 30 to 50 tons per sq in., can be sintered at low temperatures (2100" to 2300°F), and which yields compacts with both high strength and ductility. The powder is prepared by the liquid disintegration method," direct from molten metal. Early attempts to make 18 pct Cr, 8 pct Ni stainless steel powder by this method did not produce a usable powder for pressing and sintering because of a preponderance of spherical particles with relatively high, surface oxide content. It was learned that silicon additions to iron alloys, powdered by this process, gave bright powder of low-oxide content and such additions were made to 18-8 stainless with similar results. An attendant change in particle shape occurred reducing the number of spheroids materially. The optimum composition which has been studied and is reported here contains approximately 2.5 pct Si. Silicon additions to stainless steel of the 18-8 type improve the resistance to high-temperature oxidation and promote the formation of ferrite. Corrosion resistance is, however, controlled by chromium content and even though ferrite may exist the corrosion resistance is not generally impaired.4 Experimental Procedure A detailed study of the 18-8, 2.5 pct Si powder has been made in accordance with the following outline: 1.
