During the period from 1960 through 1966, the U.S. Bureau of Mines and Kennecott Copper Corp. performed an experiment to determine the changes in stress, strain, and displacement created by changes in slope angles. The experiment was performed at Kennecott's Kimbley pit near Ely, Nev. The supporting laboratory studies were made in the Bureau's Denver Mining Research Center, where final reduction of the data and summary reports are now in progress. The experiment was divided into two phases. The first consisted of the laboratory and field investigations required to select a new slope angle and configuration; the second phase consisted of a full-scale instrumented study in the west wall of the pit. The west slope was changed from an average of 45º to a slope angle that started at 45º on the south wall and gradually in- creased to 57 ½ º at the center of the west wall, and to 61 º on the north wall. The pit was deepened from 500 to about 550 ft, and approximately 2.55 million tons of waste and ore were removed from the wall.

Records of coal in Colorado begin only a few years before the Civil War. In 1859 Macomb reported beds of lignite on both sides of Galisteo Creek, and in the foothills of the Placer Mountains, a place where an outburst and overflow-of trap had changed the lignite into bright, hard anthracite.1 The Union Pacific Railroad sent Joseph T. Hodge to investigate the coal deposits in the Rocky Mountains, close to the projected line, in the fall of 1863. He was told of coal on South Boulder and Rock Creeks, and that somewhere on Lodge Pole Creek it was being worked for supplying fuel for stage stations; a bed was also reported seven miles north of the stage road between Laporte and Latham. It was only in the vicinity of Denver that coal mines were being worked to any extent; these openings were on Coal Creek about 22 miles north of the town, said to have been opened in. 1860. The coal was used by the smiths with ,difficulty and slacked badly on exposure., Some coke was made from one of the seams, the coke being preferred to the raw coal by smiths. Another district was opened along South Boulder Creek, about two and a half miles from the base of the Rocky Mountains, two mines being worked to supply the Denver market.2 Hayden reported a large bed of coal at Golden in 1861 and of having seen a similar one in 1862 about 65 miles east of Pikes Peak, and in 1866, he saw large beds on Rock Creek 16 to 19 miles from Golden. In 1867 he saw the Belmont or Marshall's mines opened in 1863 on South Boulder Creek, which he said was the finest exhibition of coal in the state. The next one was the Murphy mine, on Ralston Creek, five miles north of Golden. A mine was also being worked near Canon City at that time.3 The coal at Golden was being worked in 1864.4 In 1867 the coal mined at Golden was being used in a firebrick' works. At Canon City and other places on the waters of Arkansas River, coal was being mined for use in the valley towns, bringing $5.00 per ton at the mines.5

The U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while me have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be conlpleted being, as stated, the Harney Peak district. During the late summer and autumn of 1910, it was my lot to examine and report on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclusions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very gar-netiferous, and sometimes hornblendic. Centrally located with relation to the largest iron- and steel-producing districts of the United States, the fluorspar-deposits of Kentucky possess increasing interest and importance. As typical of the numerous fluorspar-mines of Kentucky and Illinois, I have selected for description the Memphis, because it and others of its immediate group exhibit the conditions characteristic of all. I. The Memphis MiNe. This mine lies 5 miles NW. of Marion, in Crittenden county, Kentucky, a station on the Chicago and Nashville division of .the Illinois Central R. R. For the first mile and a half out of Marion we see only Birdsville or Middle Chester sandstones of Mississippian age. Then we cross a fault of about 850 ft. displacement, and the Ste. Genevieve oolite sets in. Beyond the fault, oolite is the predominant rock, except that the hills to the north have a capping of Cypress or lowest Chester sandstone, 80 ft. below which is an outcrop of from 6 to 10 ft. of Ste. Genevieve (Rosiclare) sandstone. Occasional sink-holes are noticed, and as the mines are approached evidence of faulting is again seen. A line of .crude head-frames and open-cut dumps, extending for more than a quarter of a mile, marks the Klondike vein. The open-cuts are from 15 to 20 ft. deep, and in most of them, from the surface down, was found the reddish gravel which is really fluorspar—some of it white or purple and crystal-clear (if the red clay is washed off), and some carrying iron and silica, and stained by waters from the decaying limestone walls. In one of these cuts, at a depth of 20 ft., white and purplish honey-combed fluorspar was found, in which the larger cavities are due to the leaching of limestone and calcite, and the minute ones to the leaching of zinc-hlende.

AT the seventeenth National Metal Congress, held at Chicago, Oct. 1-3, the Iron and Steel Division and Institute of Metals Division participated with the American Society for Metals, American Welding Society, and the Wire Association in one of the most successful meetings ever held. The total attendance at the technical sessions and the scope of and interest shown in the exhibits at the Exposition were greater than at any of the "Metal Weeks" since the depression began. The Iron and Steel Division held two all-day symposia and one general session. The latter, at the International Amphitheatre, Wednesday afternoon, was the only one poorly attended. This was attributable, at least partly, to the location of the meeting roan.

Much work has been done recently on the lead-antimony system1 in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann, 2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,' as well as the somewhat earlier works of Hof-man (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. The Berlin gold-quartz mine is situated in Nye county, Nevada, on the west flank of the Shoshone range, about 40 miles south and 30 miles west from the town of Austin, the county-seat of Lander county. The distance from Austin is about 60 miles by stage-road. The outcrop of the vein, at the top of the incline-shaft, is situated just at the base of the mountain proper, almost exactly at the intersection of the mountain-side with the gravelly bench that slopes for about three-quarters of a mile to the flatter sage-brush plain, or desert valley, below. The vein itself consists almost entirely of quartz, with perhaps 2 per cent. of sulphide of iron, copper, lead, zinc and antimony, and perhaps a trace of some of the compounds of tellurium with gold and silver, although none of the latter have been as yet positively identified. The relative proportion, by weight, of silver and gold in the ores, varies in different parts of the vein, from 12 silver for 1 of gold, to 7 silver for 1 of gold. The quartz vein-filling is usually frozen fast to the walls, and is very hard and compact, seldom showing the friable, fissured, or shelly structure often to be found in quartz-veins. Comparatively little evidence of relative motion of one wall of the vein upon the other is to be found—a fact indicating that during the formation of the vein, and prior to the extensive movements herein described, little disturbance had taken place. No evidence whatever of metasomatic origin has been observed. On the other hand, occasional occurrences of comby structure, in which the axes of the quartz-crystals are at right angles to the plane of the vein, rather indicate deposition from solution in a pre-existing fissure. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

THE rating of a mine ventilation fan, or the characteristic curves illustrating the duty it may be expected to perform under various mine conditions are, in general, determined by the fan manufacturers. The information is of importance to the operator, or engineer, of a mine in many ways. For instance, when an increased flow of air is desired and the fan speed is to be increased, it becomes necessary to know what increase in volume may be expected and what the power requirements will be. In other cases, it may be decided to make changes in the mine to reduce the resistance to the flow of air, or to make changes in the general system of ventilation. Under any changed mine conditions there will be a difference in the duty performed by the fan. When mechanical ventilation is adopted, the factors governing the selection of equipment for the new system include not only the requirements of existing conditions, but also those that may be expected with the development of the property. Efficiency of service is required over a variable range of operating conditions. Characteristic curves, giving the duty performed by their fans under variable resistance conditions, are published by most fan manufacturers. General statements as to the effect of variation in speed of the centrifugal-type fan, under fixed mine conditions, appear in textbooks and trade catalogs. However, to the author both sources of information appear to be unreliable, at least under certain circumstances. The catalog of a leading fan manufacturer says: 1. The volume of air delivered by a fan varies directly as the speed. 2. The pressure, or water gage, produced by a fan varies as the square of the fan speed. 3. The horsepower of a fan varies as the cube of the fan speed. While these statements are accurate when the fan is operating under conditions similar to those that exist when a blower is used to force air through a pipe, they are not correct under mine conditions that are by no means unusual. Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. Discussion of the paper of R. B. Woodworth, presented at the New York meeting, February, 1916, and printed in Bulletin No. 107, November, 1915, pp. 2247 to 2312. R. B. WOODWORTH, Pittsburgh, Pa.-This is a very long paper. It is a structural engineer's contribution to the art of mining and is written from his standpoint rather than from that of the mining engineer, and is, therefore, a study in the development of drilling structures by one who has made it his business to design structures rather than mechanism and machinery and rather than to utilize those structures in the actual exploitation of oil and gas. Drilling practice varies widely in different oil and gas fields. The , problems of western Pennsylvania are much simpler than the problems of the Mid-Continent and of the Gulf Coastal Plain and these again are simpler than problems of the Pacific Coast. The history of the commercial development of oil and gas is recorded in the annual publications of the U. S. Geological Survey and other bodies whose business it is to make record of statistics. The mechanical and structural features of the art of drilling have not yet received adequate treatment by the historian. Scattered references may be found on the subject in almost any work dealing at large with petroleum and its production. These references, however, are to those particular aspects of the matter that were contemporary with the publications themselves, but so far as I am aware there is no continuous and comprehensive account written of the development of drilling structures from their beginnings down to the present time, and certainly the more modern application of steel in the construction of such structures has not previously had an adequate discussion. With this latter phase of the subject I have been intimately associated, indeed, taking to myself the credit for having, in a way, been responsible more than any one else in the United States for the application of steel in the manufacture of drilling structures, and the purpose of the paper which is now before you is to record particularly the steps in that development while the subject is still fresh and the data available.

NOTE BY THE EDITOR.-This resume of a Technologic Paper which is published in full by the U. S. Bureau of Standards, is brought before the membership of the Institute with the object of affording an opportunity for the open discussion of results of an investigation by the authors named above, of some phases of the manufacture of steel rails which are of great importance to manufacturer and consumer alike. This resume will be presented at the Pittsburg Meeting of the Institute. Discussion is invited, by either members or non-members of the Institute. The discussion may be sent in writing to the Editor, in advance of the meeting, or should preferably be presented in person at the meeting. Summary of Researches and Conclusions The main objects of this investigation were to determine, from measurements taken at representative rail mills, the present American practice regarding the temperatures at which rails are rolled; to demonstrate the ease and accuracy with which such temperatures may be measured, without interfering in any way with the manufacture of the product; to find out what the "shrinkage clause" in rail specifications really means; and, finally, to determine some of the physical properties of rail steels, particularly those of interest in manufacture, some of which seem to be insufficiently known as yet. 1. Ingot Temperatures.-Measurements made in four mills show that ingots for rails are rolled at temperatures ranging from 1,075° to 1,150° C. (1,965° to 2,100° F.), and that, in a series of 20 to 40 ingots, the variation in temperature from one ingot to another is only 10° to 20° C. 2. Finishing Temperatures.-Rails are finished at temperatures ranging broadly from 880° to-1,050° C. (1,615 to 1,922° F.), but usually ranging within 50° C. of 935° C., and occasionally above 1,100° C.

There are two essentially different 'types of case-hardening processes; that using a dry mixture in which the object to be case-hardened is packed and kept for the necessary time at the necessary temperature, and the "liquid" proccss, employing a bath of fused salts into which the object is immersed and which by immediate contact case-hardens the surface of the article. The Shimer process belongs to the second class, and was a war emergency invention. Of the liquid melts used as baths, the most effective and most frequently used are melted potassium cyanide and melted sodium cyanide. These may be used either pure or mixed with salts that reduce the melting point and the percentage of .cyanide present. The use of these baths since 1914 has met many commercial difficulties because of the high price and frequent commercial scarcity of the cyanide salts; at present sodium cyanide has practically entirely displaced potassium cyanide. Another trouble is the danger to the workmen handling the cyanide salts, which are extremely poisonous, and the annoying and poisonous vapors or gases given off in the workshop, unless an effective system of hoods and ventilation is provided, so as to prevent the gases from the baths mixing with the air of the room. Porter W. Shimer, of Easton, Pa., has invented a substitute1 for the bath of melted cyanides which case-hardens with equal or greater facility and effectiveness, gives off no poisonous vapors, and costs for chemicals materially less than the cyanide costs in the previously used baths. The process has been in use over a year in a large American works and the following statement embodies the results of practical experience in the use and operation of the process. The Shimer liquid or melted bath consists of a mixture of easily fusible salts that do not possess case-hardening properties, into which is immersed fresh calcium eyanamid, which imparts to the bath case-hardening properties. The composition of the non-case-hardening salts appears rather immaterial. Good results have been obtained by using a mixture of sodium chloride, calcium chloride, and barium chloride in equal proportions by weight; also a mixture of one part sodium chloride

As the recovery of this sample is the object of diamond drilling, the utmost care should be taken to secure it. Speed of drilling and low costs are of little value if an inaccurate sample is obtained. The engineer in charge must study his material and lay out the plan of sampling, and then see that the drill runner follows his instructions; for the runner may be more interested in obtaining a large footage than in developing accurate methods of sampling. When the core has been removed from the core barrel, it should be placed in a core box in the exact order in which it is taken from the ground. This box, Fig. 1, is usually a shallow tray 4 or 5 ft. No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or

The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or

Haulage in tunneling operations generally has been done with electric locomotives. As a rule, on short hauls the source of electricity is a storage battery mounted on the locomotive, which, of course, must be removed and recharged periodically. Where the distance from the recharging point to the tunnel face is very long, and where loads are heavy, trolley-driven locomotives are used. Diesel engines have been used in mining and tunneling operations in Europe for a number of years. The recent reports of studies in Belgium1 and by the Bureau of Mines in this country2-4 have indicated the potentialities of this form of power for haulage, mucking, bulldozing and many other underground operations. The hazards attending the use of Diesel engines in more or less closed spaces have long been known. The exhaust constituents that may create a harmful or objectionable environment are carbon monoxide, oxides of nitrogen and sulphur, carbon dioxide, aldehydes and smoke. Lack of precise information regarding the concentration of these gases and the ventilation requirements to reduce them to safe levels has to some extent suppressed their general acceptance in tunneling and mining work. Not until the work of the Bureau of Mines referred to above, and certain experience gained in the construction of the Delaware Aqueduct, ‡ has there been available the requisite information regarding the conditions under which their use may be permitted. This paper concerns itself with the successful operation of Diesel engines underground in the construction of certain parts of the Delaware Aqueduct, and describes the conditions under which Diesel engines have been found to operate with a minimum production of noxious gases. The test data reported were obtained during the operation of Diesel engines over a period of two years.* Studies by the New York State Department or Labor Exhaustive tests were made by the Division of Industrial Hygiene, of the composition of the exhaust gases given off by a Diesel engine mounted on a test block.
