FOR the first time other than on occasion of war the people of the United States are experiencing full-scale participation in world affairs. Public concern has seldom been so involved with conditions and events beyond our own continental limits. Our interest is not wholly of recent origin. Over the years the activity of the United States as a world power and an important trading nation brought about the widening of our political interests and the progressive interrelation of our economy with that of the rest of the world. Some may see in our present phase of world-wide activity the natural consequence of our continued growth. Such observers must also be aware that within recent years our importance in world affairs has been considerably increased. For within the space of an extremely short period events have occurred that have literally jet-propelled the United States into the role of a leading participant in the conduct of world affairs. Little of the choice of this role was left to us. The decline of power in western Europe, the ascendancy between the Elbe and the Pacific shore of an obviously antagonistic force, our earnest endeavor to secure international control of atomic energy, the necessity of providing relief and rehabilitation to war-ravaged areas, and the police work that must be done in occupied territories are problems which have risen in great measure without our help-but they cannot be solved without it.

I DESIRE to present this evening a few notes from the standpoint of a manufacturer upon the subject of tests of iron for structural purposes; not that I have any new facts to which to call your attention, but rather a statement of a few of the objectionable features of the present modes of operation, showing the absolute necessity of important and very radical changes. At the present time, as most of you are well aware, proposals for materials are accompanied by certain specifications as to quality and tests to which the manufactured article must conform. Evolved in many cases from the inner consciousness of some one more expert in theory than in practice, we find a few of the specifications to be good, many bad, and some indifferent. Appended are specimens of specifications of the most prominent engineers and railroad companies, which may be taken as representing the best and most intelligently framed specifications which we now have, arid yet in some pints scarcely satisfactory, owing to misunderstanding of tests as now made. To show the very varied opinions held as to proper quality of iron for bridge-work, I give the tests of two lots of fron made by inspectors with the results, which were referred to the maker with the following commensts : Lot No. 1. As the latest plant on a large scale, the new Bessemer works of the North Chicago Rolling Mill Company, at South Chicago, presents some features of interest to steel-makers, I have ventured to lay before the Institute a short description of that plant, and some* remarks upon the practice there. At the time the South Chicago works were designed the adoption of the basic process in this country seemed imminent. Experience in Europe had demonstrated the perfect success of the process technically, and the question of its commercial value was one which, for any particular works, would have to be settled by its special advantages for procuring the necessary ores and basic materials. Under the circumstances, it was thought best at South Chicago to so arrange the plant as to allow the introdnction of the basic whenever it became advisable, and to make such other changes from the standard type of Bessemer plant as the state of the art seemed to demand and to foreshadow. As the use of metal direct from the blast furnace, while generally condemned by experts here, was in such successful practice in Europe (particularly in connection with the basic process), there was no doubt about its feasibility, while its economy in fuel and labor made it especially attractive to the Western manufacturer. It was accordingly decided to build a direct-metal plant adapted to the basic process. The ingots made were to be rolled into rails at one heat, and were to be of such size (12 inches square and long enough for three and four rails) as to be readily and quickly handled by the rolling machinery proposed. This small size of ingots, and the large number cast from each heat of 10 tons, made it necessary to provide a good deal of room in the casting-pit—much more than in any previons plant—and to put down extra facilities for handling ingots. To meet the delays incident to the basic process—to insure that one vessel should be always blowing if necessary, and to provide opportunity for current repairs to linings, etc.—it was decided that three vessels should be used, and, to properly concentrate the work of

Originally, summer job programs were intended primarily to help students defray their educational expenses. But as the nation's economy expanded with increased production and a growing demand for well-trained engineers, summer employment became an important means to help qualify future professionals and fill industry's need for them. Both the employer and the student thus derive benefits from such training.

The activation of sphalerite was found to occur at a much lower rate with Pb++ then with Cut++ or Ag+. To prevent activation with Pb++, the ratio [m in solution must approximate 103. An example is given illustrating how this condition is met in practice through the addition of zinc sulfate and soda ash. In selective lead-zinc flotation, the mill operator, especially the one who is concentrating a partially oxidized ore, often must add zinc sulfate and/or soda ash for effective depression of the sphalerite. In the present paper the authors show how this practice prevents the activation of sphalerite in the presence of Pb++. A number of years ago Gaudin (1) postulated that Zn++ might control the activation of sphalerite with Pb++ through competitive adsorption. However, recent experimentation has shown the activation of sphalerite with Ag+ and Cut++ to be a chemical reaction in which silver or copper ions replace zinc in the sphalerite lattice through the formation of a more insoluble sul-fide (2,3,4) Thus, if activation with Pb++ is similar to that with Ag+ or Cu t+, zinc salts should control the activation of sphalerite not through competitive adsorption but because the ratio of [zn++/Pb++] in solution regulates the extent of the chemical exchange between Zn++ and Pb++ in the solid phase. The objective of this investigation has been to study the kinetics and equilibrium conditions for the uptake of Pb++ by sphalerite and to investigate the prevention of lead activation with zinc salts. BASIC PRINCIPLES Sphalerite activation has been shown to be a replacement reaction wherein a less soluble compound is formed at the expense of the more soluble zinc sul-fide (2,3,4) For example, if sphalerite is placed in an aqueous silver nitrate solution, ZnS gives to the solution more S= than can exist together with Ag+, and hence the following reaction takes place: ZnS + 2 Ag+? Ag2 S + Zn ++; k = [zn ++]/[Ag ++]2 = 10 26 (1) Therefore, ZnS will dissolve in the presence of Ag+ and activation of sphalerite with Ag+ will proceed after monolayer coverage by solid state diffusion until equilibrium conditions are reached in the system (2, 4) Because of the large difference in the solubility of ZnS and Ag2S, zinc salts cannot affect the reaction unless a complexing agent, such as cyanide ions, is present to complex Ag+ more tightly than Zn++ . By complexing Ag+ and Zn++ in solution, the uptake of Ag+ by sphalerite can be regulated by controlling the ratio m. . Experimentally (2) it was found that the activation of sphalerite by Ag+ could be prevented through the addition of NaCN if this ratio reached a value of approximately 10 26. The mechanism of sphalerite activation with copper salts is given by the following reactions: ZnS + Cu ++ ? CuS + Zn + + ; (2) k = [Zn++]/[Cu++] = 10 11 ZnS + Cu + ? Cu2S+ Zn++; (3) Experimentally Mao (3) found that the activation of sphalerite with Cu++ or Cu + was prevented if the ratios expressed in Equations 2 and 3 were approximately l09 and l022, respectively, with cyanide ions as the deactivator. Although zinc salts do not affect the activation of sphalerite with silver or copper ions in the absence of a complexing agent, activation with lead ions theoretically can be controlled by the addition of zinc salts because of the relatively small differences between the solubility of ZnS and PbS (5). 1. HISTORICAL REVIEW AND INTRODUCTION. THE development of the mining industry in Sardinia dates from the application of the minim law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempts to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing-mill of Monteponi, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.1 This example was followed two years later by the Société Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned-dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concentrating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. DURING the past year the iron and steel industry of the world as a whole operated on a satisfactory basis. No discoveries nor new processes of outstanding importance were announced either here or abroad, although rumors of such were persistent. In general, the efforts of operating and research men in the iron and steel industry seemed to be confined to improving quality and reducing cost, not a new aim, for the same efforts have been noted in nearly all of the annual reviews of the industry for at least fifty years. Most published papers on blast furnace or steel-making practice were of minor importance, at least when judged by the criterion of radical change in process or product. If the number of reports in the technical journals, or articles in the trade press, is used as a basis for comparison, continuous-mill sheet is still the most important single product of the industry; papers were published detailing the results of the investigation of various phases of the

Secretary of the Interior, Franklin K. Lane, has appointed a commission of five mining and metallurgical experts from the Bureau of Mines and the Geological Survey to visit Europe to observe and study reconstruction methods in the devastated regions of France and Belgium. The chairman of the commission is Dr. Frederick G. Cottrell, chief metallurgist of the Bureau of Mines. The other members are: George S. Rice, the chief mining engineer of the same bureau; Frank H. Probert, consulting engineer of the bureau, and. professor of mining in the University of California; F. J. Cameron, consulting chemist of the bureau and expert on potash matters; and Hoyt S. Gale, of the Geological Survey, another expert on potash.

APPROXIMATELY 3500 people thronged the Hotel Statler from February 18 to 24 for the 173rd general meeting of AIME. It was a technical extravaganza in that 82 technical sessions were held, at which 500 authors presented some 350 papers. Fortunately, Jerry Peirce, outgoing President, didn't have, to preside at all the events although after his year's stint as President, he has more than a nodding acquaintance with some of the latest problems in the mining, metals, and petroleum industries. Although the Welcoming Luncheon on Monday noon was the official opening of the meeting, Local Section Delegates and the Board of Directors convened on Saturday and Sunday, respectively. The large attendance and business like demeanor of these two groups was in accord with the energetic and competent service they have rendered the Institute through the year. To the applause of engineers and their wives who thronged the grand ballroom of the Statler for the Welcoming Luncheon, President Peirce introduced Oliver B. Hopkins, president of the Canadian Institute of Mining and Metallurgy and C. Gerow, secretary of CIM. Dr. Hopkins brought greetings from the CIM and expressed his satisfaction in the splendid spirit of cooperation that exists between the two Institutes. Dr. Hopkins is president, Interprovincial Pipe Line Co., Toronto, and counts as a close personal friend M. L. Haider, who is the 1952 President of AIME and lately of Toronto where he was a director and general manager of Imperial Oil Ltd. Mr. Haider will be known shortly as Mike to thousands of AIME members as he makes his Local Sections presidential tour. There was a pause in luncheon proceedings when Judge Harold R. Medina arrived amid the applause of the audience and somewhat breathless from his trip via motorcade from an antitrust trial against investment bankers at the courthouse downtown. With the Judge at his elbow, President Peirce took the opportunity in his introduction to good humoredly chide the Judge for the vixenish habits of public servants in their treatment of astute businessmen. The successful inventor who patents his inventions is a monopoly; the copper manufacturer who buys his competitors a drink is in collusion; but the business failure need only look to the government for a subsidy, Mr. Peirce pointed out. Judge Medina, quickly captured the admiration of his listeners. He spoke about justice, deploring partisan deals on nominations for judge-

COMPRESSED-air motors are specially desirable, if economically practicable, for underground haulage, because they require no fuel, involve no danger of fire, and not only avoid heating and fouling the atmosphere with smoke and combastion-gases, but by the emission of expanding fresh air, cool and improve it and aid ventilation. The highest developments in the use of compressed-air motors for locomotion are to be found, in the opinion of the writer, in the principles of the Mekarski car-motor as applied to street tramways, and it is thought that notes taken regarding this system, during a recent trip to Europe, where two plants are in successful operation, at Nantes and Vincennes respectively, will be interesting to mining engineers. The plant at Nantes operates a street-line 5.2 miles long, requiring about twenty motors; the one at Vincennes about 7 miles of road. Each car at Nantes carries its own motor. At Vincennes, however, the motor-car is arranged to tow a second car containing no motor. The road at Nantes is the older, having been in successful operation for ten years, during which time neither the American consul, Mr. Shackelford, who has resided at Nantes for about five years, nor the vice-consul, Mr. Bennett, who has been at Nantes ever since the road started, has ever seen anything go wrong with the motors. THE tensile properties of steels at elevated temperatures have been studied by numerous investigators,1 primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20° to 500° C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon of increased tensile strength and decreased ductility in the so-called "blue-heat" range, approximately 200° to 300° C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

WHEN Germany invaded Poland in September, 1939, the only operating helium plant in the United States was that near Amarillo. Texas, supplied with helium-bearing natural gas from the near-by Cliffside gas field. Today the Bureau of Mines has five plants capable of producing more than 25 times the prewar helium output of the Amarillo plant. Two of the plants have received Army-Navy "E" flags for their part in the faraway "Battle of the Atlantic," where heliumfilled Navy blimps chased Adolf Hitler's submarines away from American shores. Meteorologists, watching balloons carried high into the stratosphere by helium, determined weather conditions that influenced the selection of D-day and dates for other military operation. Demand for helium doubled overnight when the Navy decided to expand its lighter-than-air activities; and as the blimp patrol proved effective, the helium demand became ever greater. A tribute to the success of the Bureau of Mines in meeting the demand for helium was paid by the late Secretary of the Navy, Frank Knox, in a letter to the Secretary of the Interior on April 10, 1944. Since 1909, when an agreement between Minnesota's Tax Commission and the University of Minnesota's School of Mines was worked out, it has been the annual responsibility of the School to evaluate and classify the iron ore deposits within the State. These unique duties of an academic institution have provided School officials with an excellent view of the past, present and probable future of the mining industry in Minnesota as the average grade of iron ore (excluding taconite) * diminishes while at the same time it competes with beneficiated taconites and foreign high-grade ores for use in America's eastern blast furnaces. SYSTEM OF EVALUATION In the latter part of November of each year, the Mining Division of the Department of Taxation makes a preliminary study of the active mines which the Department wants the School of Mines to review. These are discussed with the engineers of the Ore Estimate Division of the School of Mines and with the mining companies. After these discussions, a list of the mines of each of the major operating companies is submitted to the Ore Estimate Division of the School of Mines with the request that these properties be reviewed by them as of the next assessment date (May 1st). At the same time, a letter is sent to the mining companies requesting that they submit to the Division their own estimates on the selected mines operated by them, together with all computations, drill records, maps and cross-sections. The mining companies are re- quested to send in this information during the first half of the year, and, as far as is possible, they have always complied with this request promptly. Much of this information received by the School of Mines is of a confidential nature and is treated as such.

Mexican petroleum production for 1928 was approximately 50,000,-000 bbl., the lowest in 12 years, showing a decrease from 1927 of over 14,000,000 bbl. The steady downward trend for the past 7 years has allowed Russia to outrank Mexico by a wide margin for third position and if the expected decline continues during 1929 it should place Persia ahead of Mexico as fourth in rank. The year 1928 was characterized by a continuation of the reentrench-ment previously begun by the oil industry in Mexico in an attempt to adjust itself to the adverse conditions caused by the steady depletion of the fields, the rapidly increasing competition from Venezuela and the United States and the as yet unsettled petroleum legislation and taxation situation. With the exception of the Isthmus of Tehuantepee, drilling in proved fields was considerably curtailed and although the number of wildcats completed exceeded those of the previous year, no extensive drilling programs were undertaken. Practically without exception, the major companies reduced personnel and operations to a point where they could meet existing conditions and mark time while awaiting a more stable basis for the future testing of unexploited regions. Many terminal and transportation facilities were abandoned during the year. Development Only 371 wells were completed during 1928, as against 583 in the previous year and 808 during 1926, and although the percentage of producers in 1928 was 34 per cent., compared to 26 per cent. in 1927, the initial production of -wells was considerably lower than during the previous year, a great number of the wells showing salt water and becoming "strippers" from the time they started to flow. Development is summarized in Table 1. Drilling in the Northern fields did not prove any new pools of importance, the most successful wells being located in the old producing areas of Cacalilao, Panuco and Topila. (Fig. 1 Very few of the producers made more than 1000 bbl. daily, and a great many less than 300 bbl. a day.

Photoelectronic radiation detectors may be conveniently classified as homogeneous intrinsic, homogeneom extrinsic, or junction type. Highly photosensitive homogeneous intrinsic photodetectors may be prepared from a number of different II-VI, III-V, or IV materials. Such materials require the presence of specific imperfections that can act as sensitizing centers to provide long majority carrier lifetime. Homogeneous extrinsic photodetectors are of interest primarity for infrared detection, and consist principully of germaniuim and silicon with suitable inpurities. A vaviety of junction photodetectors exist, with silicon us the most common material for them all. The following extrema in performance are found: 1) highest photoconductivity gain in homogeneous intrinsic photodetectors; 2) smallest response time (highest frequency response) in p-i-n junctions; 3) largest gain-bandwidth product in avalanche diodes. ALTHOUGH the total number of materials exhibiting photoconductivity effects is very large, only a relatively few of these have appropriate properties for a practical photoelectronic radiation detector. In fact if one surveys the commercial detectors currently available, one finds that the field is dominated by some ten or fewer materials. These are summarized in Table 1 in terms of the other important variable in detector fabrication, the structure of the material, i.e., whether the material is used as a single crystal or in polycrystalline form, and whether the material is used as a homogeneous detector or whether the detector depends upon the existence of a junction or barrier in the material. The principal wavelength range for each type of material is also shown, together with an indication of the utilization of intrinsic or extrinsic excitation. For the purposes of the present comparison of various detectors, it will be convenient to discuss two main topics: homogeneous photodetectors and junction photodetectors. The performance of a photoelectronic radiation detector is measured in terms of two parameters: the photoconductivity gain, and the response time of the detector. A convenient figure-of-merit is given by the ratio of gain to response time, often called the gain-bandwidth product. The photoconductivity gain is a device parameter since it varies in many cases with the applied voltage and the detector geometry, and should be distinguished from the actual photosensitivity of the material involved. This photosensitivity can be conveniently given as the product of free carrier lifetime and mobility in the material. The photoconductivity gain is defined as the number of charge carriers which pass between the electrodes per second for each photon absorbed per second, where G is the photoconductivity gain, is the pho-tocurrent in amperes, e is the electronic charge in coulombs, and F is the total number of electron-hole pairs created in the photo conductor per second by the absorption of light. The gain may also be expressed as the ratio of the lifetime of a free carrier to the transit time for that carrier, i.e., the time required for the carrier to move between the electrodes. For a material in which one-carrier conductivity dominates, where T is the lifetime of a free carrier, ttr is the transit time for this carrier, p is the carrier mobil-ity, V is the applied voltage, and L is the electrode spacing. From Eq. [2] it follows that the photoconductivity gain is proportional to the photosensitivity of the material (tP), the proportionality constant being The photosensitivity of a material, and hence the photoconductivity gain of a device utilizing the material, depends on the lifetime of the free carriers as a critical parameter. In a homogeneous material this lifetime is determined by the nature of imperfections in the material, and in an inhomogeneous material the lifetime is determined by the specific junction structure. The speed of response, the other basic photodetec-tor parameter, is determined by factors quite similar to those important for photoconductivity gain. Imperfections are of primary importance in homogeneous materials, and the structure of the junction is a determining factor in junction devices. For infrared detectors it has become common to define another quantity designed to indicate directly how effective the detector is in distinguishing between a small photoconductivity signal and random noise due to the detector and its environment. Specific examples are discussed in relation to the particular problems of sink-float separation and recovery of TBE as compared with non-silicate minerals. The economic aspects are outlined. Silica and silicates comprise the most common and abundant group of minerals, and since they are present in variable amounts in most ores, they constitute an appropriate subject for the review and discussion of the recent developments in the use of TBE for mineral concentration. The silicates considered as a group have an extremely wide range of chemical and physical properties. Some of these properties, which are common to all minerals, are of importance to concentration by TBE and are discussed in some detail in this paper, as well as the development of methods and apparatus for concentration and recovery of TBE and several examples of concentration of silicates. PROPERTIES OF MINERALS WITH RESPECT TO CONCENTRATION BY TBE The properties considered as most important to concentration by TBE are specific gravity, structure, surface and shape. The specific gravity of a mineral is a fundamental property and is constant between very close limits for the same species of different sources if particles are pure and free from cavities or cracks. In many species, however, solid inclusions and changes in chemical composition due to replacement of elements cause variations in the specific gravity. The plagio-clase series of feldspars between albite and anorthite illustrate this point (specific gravity from 2.60 to 2.77). Fig. 1 shows the specific gravity distribution of some of the common silicate minerals.' The highest specific gravity is about 4.7 (zircon) and the lowest is 2.0 (sepiolite), with most of them ranging between 2.6 and 3.5. Although most of the silicates given in Fig. 1 are found as constituents of rocks, those generally considered as rock making minerals are comparatively few. They include quartz, feldspars, nephelite, sodalite, leucite, mica, pyroxenes, amphiboles, chrysolite, kaolin, talc and serpentine. These minerals may appear in igneous rocks as coarse crystals in granites, syenites and diorites or as very fine grained dispersions in basalt and felsite. When the latter rocks occur in an ore, their specific gravities depend on the minerals present and structure. The same is true for the sedimentary and metamorphic rocks (sandstones, shales, gneiss, slate, schists). A comparison of specific gravities for the minerals listed in Fig. 1 with that of TBE (see Table I) shows that the important rock-forming minerals, with the exception of pyroxenes, amphiboles and chrysolite (olivine), lie in the specific gravity range of less than 2.96 and can therefore be separated by TBE. CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. In 1900, when. the public first heard of "secondary enrichment," the Butte chalcocite seemed clearly supergene. Mining, through successive regions of leached capping, bonanza sulfide, and sulfide less rich, had paused at lean bottom levels which, though chalcocite-bearing, suggested the waning of copper. The deepest chalcocite, at 1500 ft., was yet too shallow to disturb the supergene hypothesis. But, with deeper mining, lean levels yielded to fat ones. Here and there they showed, within the same vein, an inverted distribution, chalcopyrite above and chalcocite below. To the miners' astonishment, they carried chal-cocite, unaffected by cross faults, on an independent course to the depth of 2500 ft. The pattern of ore distribution, hitherto revealed only in fragments, was now appearing in perspective, and, in the depth of the chalcocite, was beginning to make Butte differ from all districts where the chalcocite is indubitably supergene. The idea of hypogene origin at length came into favor; by 1913, when Sales' advocated this origin, the argument had become a powerful one. This argument rested on field evidence; but, already, there was beginning to emerge microscopic evidence not included in this argument. Especially pertinent was the proof that (1) the deep chalcocite lies in-mixed with bornite, often microscopic; (2) the deep chalcocite often replaces bornite; and (3) replacement of bornite by chalcocite is accomplished more easily than that of pyrite, enargite, or chalcopyrite.
