Robert Carl Sticht, member of the Institute since 1886, an American metallurgist of world-wide reputation, died in St. Margaret's Hospital, Launceston, Tasmania, on April 30, 1922, after an illness of eleven months, against which he fought with the highest courage and characteristic fortitude. The news of his passing came as a great shock to a host of his friends and former associates here, but on account of his long absence from the United States, exact biographical details have been heretofore lacking. Throughout Tasmania, the expressions of public sorrow were many and impressive, and the flags were flown at half-mast in Queenstown, Zeehan, and the entire Mt. Lyell district, in honor of the man who had won his place in the community as a great captain of industry and a man universally admired and loved. Sticht had been connected with the Mt. Lyell Mining & Railway Co. in Tasmania throughout its entire productive period. He had originally been induced to go to Tasmania through the good offices of the late Dr. E. D. Peters, then professor of metallurgy at Harvard University, who after personally examining the undeveloped Mt. Lyell properties, recommended Sticht as the best possible man to work out the complex metallurgical problem which that great orebody presented. Sticht had already made himself the leading authority on pyritic smelting, having taken up the idea as suggested and partly worked out by Lawrence Austin and carried it through to a certain degree of perfection in the case of limited tonnages of special ores. After studying the situation at Mt. Lyell, Sticht found the conditions there to be almost ideal for pyritic smelting, and he had the courage to adopt as the basis for a permanent, and eventually successful, solution of the metallurgical problem, a process that was then little more than a theoretically interesting possibility. The thorough studies and remarkable results attained at Mt. Lyell were published as chapters in Doctor Peters' various publications on the metallurgy of copper, Doctor Peters giving full credit to Sticht for their authorship. In attempting to summarize and pick out the outstanding development,s in refinery engineering during the past 12 or 13 months, one is immediately impressed by the great strides that have taken place. It is, of course, difficult to obtain the proper perspective with the old year so fresh in our minds, and if relatively minor improvements seem to be given equal recognition with those of magnitude, it will be because the nature of the human mind causes us to place the trivial incidents of today with the important things of yesterday. For instance, the Twenly-Second Semiannual Motor Gasoline Survey (December, 1930) of the U. S. Bureau of Mines shows that the total gasoline yield per barrel of crude increased from 39.6 per cent.. in 1929 to 41.99 per cent. in 1930. This latter fact may appear rather confusing since the production of high-gravity crudes has been steadily increasing. However, during the past yew there has been a reduction in gasoline end point of approximately 8" F. which roughly corresponds to about 1.0 per cent. yield from the crude oil. It appears, therefore, that, if the gasoline mere based on a corresponding distillation basis 1930 would show better yields from the crude than 1929. Cracked gasoline increased from 14.83 per cent. in 1929 to 17.46 per cent. in 1930. Percentage of total gasoline from cracking stills has doubled since 192.5, thus indicating the extent to which this phase of refining has advanced over past years. Replacement of the old shell still batteries by a pipe still and single flash system, with an efficient fractionating tower, has proved advantageous both in fuel consumption and in decreasing space required for the installation. Considerable activity has been shown in the field of vapor-phase cracking, with the development of several new types of units. The production of a product with a high antiknock value makes the vapor-phase processes particularly attractive. Cracking equipment has shown a marked advance with the development of corrosion-resisting alloys. Nickel, chromium and vanadium have shown interesting possibilities, but as yet are fairly expensive. ALTHOUGH Mexico still ranks second in importance as produce for petroleum, the output in 1924 was 7 ½ per cent. less than in 1923 and 30 per cent. less than the peak production of 1921. The decrease may be partly accounted for by labor troubles and revolutionary activities early in the year, although undoubtedly the main factor was the continuous rise of the salt-water level in the South Fields, causing a decline of 24,000,000 bbl. in the production of light oil. Since the middle of 1923, the production of heavy crude has been greater than that of the lighter grade and, in 1924, the output of heavy crude was 2 ½ times that-of the light oil. DEVELOPMENT Drilling operations in the Mexican fields were probably more active in 1924 than in any other year, the greatest activity taking place in the Cacalilao and neighboring fields; toward the end of the year there was an added number of wells drilling in wildcat areas. The number of wells drilled in proved territory was almost twice that of the previous year, the increase taking place in the heavy-oil fields north of Panuco, as only 78 of the 710 wells completed were drilled in the Southern Fields. The percentage of successful completions decreased from 45 per cent., during 1923, to about 38 per cent., during 1924; there was also a noticeable decrease in the average flush production of the new wells. It is interesting to note that notwithstanding the increased drilling activity, the total production declined over 10,000,000 barrels. In the heavy-oil district, 632 wells were completed but only 231, or 36 ½ per cent., were commercially productive. The develop-ment in the Cacalilao area reached its peak in April and May, or about the time the first serious salt-water encroachments took place. Development in the old Panuco and Topila fields was more active than during the previous year, although the salt-water level continued to rise, the high price of crude making such development advisable especially for companies having to protect large-investments.

The important place in the economic life of the country that is occupied by the United States Geological Survey and the various state surveys is appreciatcd by most members of our Institute. To the public at large, the functions of these surveys are no doubt largely unknown, and taken for granted. Possibly a realization of the value of the work of these government branches is brought home most fully to that group of our members whose duties as examining engineers and mining geologists take them to mines and prospects in many different parts. The examining engineer or geologist is usually seeking for a judgment on the value of an enterprise from the standpoint of the useful minerals that may or may not be present; he must also attempt some prediction as to future market prices. On his opinion rests the determination of the expenditure of money, which rendered into other language means the expenditure of human effort. An opinion on an exploring venture or the reasoning out of the probable extensions of an orebody requires among many other things a background of knowledge covering the geologic horizons not only of an immediate area but of the surrounding area, a knowledge of the structural geology and of the causes that have operated to form the ores as they are. The great storehouses of this knowledge are the statistics, reports and maps issued by the various geological surveys. They supply the groundwork for additional observations. To these, reference is always made when going into a new district. The technique of work in the field and laboratory, and to some extent the hypotheses that underlie our methods of approach, have been formed by men such as Van Hise, Leith, Kemp, Spurr, Emmons and Lindgren, who developed their powers in the service of the geological surveys. In addition to whatever originality of thought, or power to observe facts and analyze them, may be our portion, we require, in the application of the arts and sciences, a knowledge of what has already been done. We stand on the shoulders of those who have gone before, and the extent of our vision often depends upon the thoroughness with which we form earlier work into one whole and make use of it.

AT the present time, the coal industry is greatly interested in any method or machine that will cut the cost of producing a ton of coal, while at the same time producing a product of quality and grade suitable to the customer. Comparatively new and, as yet, little known, auger mining is proving a profitable method of coal recovery. It may be used for the production of low-cost, high-quality coal with equal success from both the hard-to-mine seams, those with banded impurities and bad roof conditions, and the more easily mined seams as classified according to conventional mining methods. A number of units are now in operation and production information is available that should be of particular interest to coal operators and of general interest to anyone associated with the coal-mining industry. Auger mining refers to coal extraction with large size augers capable of drilling to great depths and having a high capacity. Consideration of the equipment and methods used in drilling an ordinary shot-hole will give a picture of auger mining on a smaller scale. At present, auger mining is used largely for recovery of coal from the highwall after strip mining becomes uneconomical because of the type and the thickness of the overburden which must be moved. Coal augers have many of the advantages of present continuous mining machines, along with many more. The four distinct operations of conventional mining-—cutting, drilling, shooting, and loading— are eliminated and replaced by the combined operation of boring and conveying of the coal. The coal recovery auger is an adaptation of the horizontal rock drill used for drilling shot-holes to shatter and loosen overburden in strip mining operations. During the war the Becker County Sand and Gravel Co. of Summersville, W. Va., experimented with drilling coal with 6 and 9-in. rock augers. The results led to the successive development of the 20, 24, 30 and the 36-in. machines, the latter having appeared in the coal fields within the past six months. The Ottawa river, the northeastern boundary of the Province of Ontario, and the dividing line between the latter and the Province of Quebec, has long been famous for the rafts of timber floated over its waters from the depths of the forest, and other poets besides Moore, have immortalized its beauties in verse. But with the ad vent of the railway which now pierces the forest solitudes, the days of rafting were numbered ; and the boat song is now heard no more on "Ottawa's tide," or at such long intervals only, that, when heard, it seems an echo of the past. The lumber trade is fast leav ing Ottawa City, the old headquarters of the business; and such square timber as is now cut is gradually finding other outlets than shipment to Great Britain, and other channels of transportation than the Ottawa river. Skirting the northern shore of this great river runs a vast chain of hills, assuming at times the altitude of mountains. Their geological character marks them as remnants of the earliest land of this conti nent. Following the course of the St. Lawrence from the Gulf of that name to the confluence of the river with the Ottawa, the course of which latter they then pursue, the range has been styled " the Lau rentians." Rolling in long undulations, with rounded, rather than rugged or pointed summits, they leave a margin of 8 or 10 miles, dipping in a gentle slope to the water's edge, rich for agricultural use, and dotted here and there with farms and settlements. Beyond this margin bold hills stretch northerly to blue mountains, rich in iron, lead, plumbago, and other minerals. The Apatite District.—One of these minerals is apatite, or phos phate of lime, the use of which as a material for the manufacture of superphosphate as a fertilizer has become the basis of the industry bidding Fair to prove ere long one of the chief elements of Canadian trade. So rapid has been the growth of this new industry that if the lumber business were to disappear from this mineral district, its void would be filled by that which has sprung up in connection with phosphate.

Borates have been mined in the desert areas of California and Nevada for more than 100 years. To about 1890, playa surface mining provided the chief sources of boron minerals. Underground mining of colemanite and later of borax and kernite was predominate until about twenty years ago. Open pit mining of the large deposits of borax and kernite near Boron, California has been most significant for the past twenty years. Mining of colemanite in the Ryan, California area, near Death Valley, began in 1907. Following the discovery of the large deposits in the Boron area (about 1957), mining in the Death Valley area became nearly nonexistent. Only small tonnages were mined for special uses. Little mining was done in the Boraxo area near Ryan. The first claim was made in about 1915. In 1960 the area became the property of the Kern County Land Company, which was acquired by Tenneco Oil Company in 1967. In 1976 the various boiate properties and claims in this region were acquired by American Borate Corporation. The open pit mine is now approximately 122 m (400 ft) deep, 910 m (3000 ft) long and 305 m (1000 ft wide). The borates in the Boraxo pit consist primarily of three minerals. These are about 50% colemanite (CB6011 5H20), about 40% probertite (NaCaB50g 5H20), and 10% ulexite (NaCaBgOg 5H20). The colemanite, along with boric acid and high-grade colemanite ore from Turkey provide the only sodium-free borates for production of textile grade fiberglas. When heated to its decomposition temperature, colemanite decrepitates to a fine powder, which is the basis for the concentration process. The gangue minerals in this deposit are primarily calcite and clays, including bentonite. The ore body has a very low arsenic content, which is a desirable feature. Test work had been done with samples prior to the results discussed herein. This paper will discuss results of test work which were the basis for erection of a plant, and the subsequent plant operations. Laboratory Calcination and Air Tabling Tests Laboratory calcination tests showed that substantial upgrading of the borate could be accomplished by calcining followed by screening of the calcined material. Removal of the + 28 mesh calcine resulted in borate losses of less than 10% with a rejection of 40 weight % or more of the calcine. The minus 65 mesh calcine generally met the requirement of containing 48%, or more, B203. The minus 28 plus 65 mesh material contained an intermediate quantity of borate and would require additional treatment. Testing demonstrated that ore would not have to be reduced to a size finer than 19 mm (3/4 in.) prior to calcination. A temperature range from 400 to 455OC (750 to 850°F) was apparently satisfactory. Calcination at a temperature of 48Z°C (900°F), or higher, was unsatisfactory due to fusion. All laboratory calcination tests were static tests conducted by placing small covered charges in a laboratory furnace for 40 min. In all tests vapor issues from the furnace for 5 to 7 min. Following this period the ore could be heard "popping," due to decrepitation of the colemanite. The reaction generally continued for approximately one-half hour. Various size fractions of the calcination products from laboratory tests were subjected to laboratory air tabling tests, usually after removing the plus 28 mesh material. Laboratory air tabling tests were conducted employing a Whippet V-80 model air table manufactured by Sutton, Steele and Steele Co. now known as Tripple S Dynamics. Variables include both end and side-tilt, speed of vibration, and quantity of air rising through the deck. In addition to the variables in the machine itself, the feed rate is also a rather critical variable. Testing demonstrated that all - 28 mesh size fractions of the calcine could be successfully concentrated to 48% F2O3 or greater. For the finer material recoveries into the concentrate were between 85 and 90% of the borate. With the coarser material a substantial amount of middling was produced which required cleaner tabling. Laboratory calcination and air tabling tests indicated a process whereby the borate could be concentrated to about 50% B203 with borate recoveries approaching 90%. Moreover, the iron content of the concentrate was well below the required specification of 0.3% Fe2O3. Pilot Plant Calcination Following the laboratory test work described above, pilot plant testing was conducted to prove the process, provide data for engineering studies, and provide product for a prospective purchaser. The kiln used was 0.9 m-diam (3 ft) by 9.0 m (30 ft) long and had a belly section 1.2 m-diam (4 ft) by 2.74 m (9 ft) long near the discharge end. The kiln was operated at a speed of 0.7 rpm. Gas was fired into the kiln at an average rate of 27.1 m3/hr (958.4 cu ft per hr). The air to gas ratio used was 10:1. The ore was fed to the kiln countercurrent to the flame and discharged through a hopper into a screw conveyor which discharged to a 1.2 m (48 in.) Sweco separator. The separator had 28, 65, and 150 mesh screen cloths, with the plus 28 mesh fraction being discarded. The minus 28 mesh fractions were later subjected to air tabling. The exit gases, containing some calcine dust, were swept through two cyclones to recover the dust. The gases then were scrubbed in a Ducon scrubber; very little dust reported past the first cyclone. PLASTIC strain in polycrystalline metal as a result of bulk movement of one grain with respect to another along grain boundaries is not new. Rosenhain and Humphrey observed such effects shortly after the turn of the century.' Since then, observations of grain boundary deformation have been made on several metals. In recent years, intensive studies of the deformation at grain boundaries have been performed on polycrystalline metal and bicrystals.14-20 Aluminum or its alloys have been used in these latter studies. The subjects of controversy at present appear to be not whether grain boundary deformation exists, but 1) how quantitatively important it can be in polycrystalline metal, and 2) what its detailed mechanism is. Some investigators have concluded that such de- formation is minor in importance while others have concluded that it is a major consideration. Some have concluded that it involves shear of one grain over another at the interface while others have concluded that it operates by crystallographic deformation within the grains near ,the boundary. A categorical statement for electrolytic magnesium cannot be made on either of -these points. When polycrystalline magnesium is deformed in creep under conditions of high strain rate and low temperature, grain boundary deformation is relatively slight." Under these conditions, much deformation occurs within the grains and boundary contours change to a higher-energy jagged form. The result is shown in Fig. 1, where boundary jaggedness is pronounced upon polishing and etching after a plastic strain of approximately 6 .pct at 300°F and 3000 psi. No migration of the boundaries has been detected in this process. When the same metal is deformed the same amount at 600°F and 300 psi, resulting in a much lower strain rate, the boundaries migrate toward a lower energy configuration, where

There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. At the outset I would like to make it clear that I do not enter this discussion in a controversial spirit, but in an attempt to contribute something helpful to an understanding of a difficult problem. I have too high regard for the- sterling quality of the work of the men who have studied this subject in detail to offer anything in the way of essential contradiction to their statements of fact. Difference of opinion arises from differing valuation of the possible alternative hypothesis which these facts suggest. Some degree of recrystallization in limestone contact zones has been recognized by many investigators. Earlier investigators, for the most part, assigned an important, if not the most important, ro1e to recrystallization in development of these zones. With the growing recognition of introduction of ores and gangue materials into the contact zone from igneous rocks through the medium of primary magmatic solutions, there has been a tendency to ascribe to this process most, if not all, of the chemical and mineralogical characteristics of the contact zonc. This has involved a correspondingly diminished emphasis on recrystallization of substances already there as a factor in the process, and in some cases even the complete elimination of this hypothesis. From detailed study of a few contacts, casual observation of others, and a general familiarity with the literature, some of us have been led in recent years to raisc the question whether the pendulum has not swung too far away from recrystallization toward direct introduction from igneous sources, and to argue for more recognition of the part played by recrysta11ization.l The inevitable sequence has been that those of us who have .taken this view have been charged, at least by inference, with emphasizing recrystallization to the total exclusion of the alternative process. Scientists, like other men, like to classify and pigeon-hole views under simple and definite designations, leaving out qualifications which would tend to make the classification more difficult to state. This has made the problem seem more definite and simple, but has tended to obscure the fact that the disagreement is primarily not one relating to essential facts, but one of

When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. All the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors and the heavy surges of current required from the line. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the steam equipment. MINE surveying and engineering at the various properties of the United States Smelting Refining and Mining Company has developed and increased in importance steadily as mining methods have changed and expanded, both in the development of ore bodies and in the methods and styles of stoping. Most important to satisfactory engineering practice, and secondary -only to accuracy and precision, is the preservation of all data relative to surveys and calculations so that it is readily available for use at all times and in -such form that it is permanent, easily found, and usable. The first consideration for a proper, accurate, and practical start for surveys and efficient engineering at any property is an accurate triangulation net and system of co-ordinates. This has been our practice and the first step seas to select a base line, readily accessible and easily measured, situated preferably on an even grade where the difference of elevation between the two -end monuments was not too great and -the distance was long enough for practical use. Permanent concrete monuments were built for these base-line points so constructed that they could be easily recognized and were visible. Precise levels were run on this base 'line and the elevation (sea level datum) if possible was established at each end monument. The distance was carefully measured many times, back and forward, by using a tape that had been standardized by the National Bureau of Standards. The native copper of Lake Superior occurs in the form of fine grains and scales, disseminated in small percentage through the copper-bearing rock ; and in large and small masses, from a few pounds to several hundred tons in weight. Formerly the bulk of the copper came from the mines of Ontonagon and Keweenaw counties, producing mass copper. At present these mines furnish less than one-tenth of the total product, and fully one-half of this is from a single mine. The masses are usually found irregularly distributed in nearly vertical fissure veins, and require much dead work; in sinking, drifting, and stoping for their development. The risk and expense attending the working of these mines have made them, with few exceptions, anything but profitable.

The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." Safety First is a popular motto—most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the tray from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913,23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective—namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders. Coming in contact with moving machine parts is one of the greatest dangers met with in the operation and maintenance of mining machinery. Unfortunately, machine manufacturers have not as a class adopted the idea of thoroughly protecting and incasing the dangerous parts of their product. No one has, or should have, a better or more thorough knowledge of what the dangerous parts or elements of a machine may be than its builder. Ventilation within a coal mine is essential to the welfare of those employed therein, from the standpoint of health, safety, and efficiency. While the saving of life and the preserving of health are the chief reasons for ventilation, efficiency and production are increased. In spite of the fact that we speak of air as having a certain composition, the proportions of oxygen, nitrogen, and carbon dioxide are not fixed, but vary between small limits. The different elements are not chemically united, they are merely mixed and each is free and can be separated with little energy. For this reason air in the mine workings is seldom found in a pure state. Factors that necessitate ventilation in coal mines are those that change the composition of pure air. Contamination of mine air results from the burning of oil-fed flames, the use of explosives, the oxidation of coal, and the liberation of gases by the coal. The extent to which these factors exist governs the size and general plan of the ventilating applianccs required. An efficient ventilating system is one that will furnish air at the working faces in sufficient volume to dilute and render harmless noxious gases and at the same time maintain an oxygen content closely approaching that of pure air. In a well-ventilated mine, the oxygen seldom falls more than 0.5 per cent. below normal. The carbon-dioxide content of the air in the average coal mine will vary from 0.1 to about 0.8 per cent., which amounts are not harmful. Three per cent. of carbon dioxide in air doubles the frequency and the depth of breathing; it is plainly noticeable and if breathed continuously for several hours its effect would probably be harmful. Slight reductions in the oxygen content of the air, such as occur in well-ventilated mines, have no debilitating effect on the worker. A person not exerting himself would fail to observe any unusual physical effect in an atmosphere: containing 17 per cent. of oxygen. This condition, however, or even a condition showing an oxygen content below 20 per cent., would indicate poor ventilation and that the elements which tend to reduce the efficiency of the worker are present, namely water vapor and a high wet-bulb temperature.
