Mass production methods, although increasingly important for economic reasons, create new hazards, remove many hazards, and improve health and safety by reducing exposure and obtaining better supervision. Such methods must be efficient or be discarded. Skilled workmen are required who must be trained to utilize equipment that replaces picks, shovels, and explosives. The effects of working conditions on the health of workmen have long been evaluated in noncoal mines. Studies and action programs relating to environmental health hazards in the mineral industry have placed particular emphasis on dusts. The anthracite industry is conducting an action program on the problem of dust. Segments of the bituminous industry are now conducting similar investigations. An industrial hygiene survey of coal mining in the State of Washington has been conducted and the results published in 1949. (State of Washington, Department of Health, I. H. Bul letin 4.) Chest X rays were obtained from miners in the six major coal-producing counties. State Health Department mobile X-ray equipment was set up at most large mines. Participation was on a voluntary basis, and response was obtained from 70 percent. Important in successful mining safety programs are training programs for supervisors and workmen alike. These programs recognize that the employe is the focal point in injury prevention and are planned and function around him. During the war, industries had to compete with each other for workers and to obtain and hold good workers, working conditions had to be made attractive. The average age of the mine worker increased, and, contrary to what many expected, mining injury rates decreased rather than increased. To attract competent workers, risks to life and limb, as well as laborious tasks, have to be reduced, and an experienced worker is indispensable for safety. Young men are returning to modernized mines. Mass production methods and equipment are more to their liking; jobs are more remunerative, demand action, and require special training and skill that give them the mark of a craftsman. Such workmen can be taught safe methods.

The size of ball mills in the ore-dressing industry has increased from about 4 ft. in each dimension to 10.5 ft. in diameter by 8 ft. in length. In the cement industry they are as long as 45 ft. Plainly the trend has been toward larger mills. The common belief is that the big mills economize in floor space and first cost, but the advantage with respect to friction has not been clearly defined. In the ball-mill studies at Rolla, Mo., laboratory mills as small as 2 by 2 ft. have been found as efficient in terms of the amount of grinding per unit of net power as mills 6 by 4 or 6 by 12 ft. Therefore, if supremacy can be claimed for the big mills, advantage must come from other sources. The advantage to be considered here is reduced loss by friction or dead load. In the study to determine whether big mills have relatively less loss by friction the commercial catalogs were used for fundamental figures. The dimensions and weights of Table 1 are taken from the catalogs (the last line gives data on a Rolla laboratory mill). The net power—that is, the power expended within the mill for grinding—is calculated by a new formula.' The assumed speeds are each at 70 per cent of their theoretical critical speeds, and the mills are loaded to the center with balls. In other words, they are assumed to be working under analogous conditions and are set for good grinding. In the last column the ratio B: A shows that the larger commercial mills are lighter per unit of net power than the smaller mills, and more of the motor output should therefore go into grinding. The laboratory mill seems to have some advantage over the larger mills; it would be expected to be light because it has no liners.

The Captain mine came into being under the following circumstances: 1) Commonwealth Edison had need for fuel for the generation of electricity in their Chicago service area. 2) Southwestern Illinois Coal Corp. had an ample supply of coal in the Illinois No. 6 and No. 5 seams. 3) The Gulf, Mobile & Ohio R.R. had a one-line transportation system with the capability of transporting coal from the Captain mine to Commonwealth Edison. These fortuitous conditions permitted an effective three-way partner- ship to develop. Commonwealth Edison had built a new generating station at Joliet, Ill., across the Illinois River from the existing station, to supplement their power-generating capacity for the Chicago area (Fig. 1). The annual requirement of the Joliet station is approximately 4.5 million tons of coal. From large reserves of coal in the No. 6 and No. 5 seams, Southwestern Illinois Coal Corp. contracted to supply Commonwealth Edison with approximately 6 million tons annually from its Captain mine. The logical carrier was Gulf, Mobile & Ohio, whose mainline travels through this coal field and also passes by the Joliet station on its way to Chicago. This railroad has been moving Southwestern's coal from the Streamline mine for more than 30 years. The basic ingredients of timing, scheduling, moving, and handling were adopted by the three parties, the precise details being worked out jointly. To do this, each group had to know its requirements exactly. The initial schedule was drawn up and tentatively approved, with each party taking a hard look at its own requirements and commitments to make certain that the schedule could be met on a normal daily basis. With only minor changes, the final schedule was adopted, each participant feeling that it had a sufficient factor of safety to maintain steady operation. In the United States nearly 200,000 tons of copper per year are being produced, by leaching waste rock and oxidized copper ore with dilute sulfuric acid-ferric sulfate solutions and precipitating the copper on scrap iron. The flow of solutions is in excess of 80 million gpd. A survey conducted by the U.S. Bureau of Mines in late 1965 at 14 mines in Arizona, Utah and Nevada, showed that with a few exceptions, the solutions contain from two to a maximum of 15 ppm U3O8, and there is strong evidence that these represent equilibrium concentration and not merely an accumulated in-process inventory resulting from recycling the solutions for many years. Consequently, it is believed that uranium could be recovered at a constant rate as long as mining and leaching operations continue. Preliminary surveys and estimates by the USBM indicate a production potential of possibly 1000 tons of U3O8 per year at a cost of less than $8 per lb if the major process streams from most of the large copper mines in the western United States were to be treated. Laboratory research by the USBM showed that the uranium could be efficiently recovered as a specification-grade uranium concentrate by a combination of ion exchange resin and solvent extraction of liquid ion exchange techniques. A joint pilot plant investigation by Kennecott Copper Corp. and the USBM was conducted on solutions from the Bingham Canyon mine to evaluate a new system of countercurrent ion exchange developed during the laboratory studies. In subsequent small-scale continuous tests, recovery of uranium from the pregnant eluate by solvent extraction and chemical precipitation techniques was investigated.

D. Eppelsheimer, * Middletown, Ohio.—The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them than one dissatisfied with his home and surroundings, which feeling

A study has been made of the growing, annealing, and diffusion parameters in PbSe, Pb1-ySnySe, and Pb1-xSnxTe. Single crystals of these materials have been grown using the Bridgman technique. For all of the above materials the as-grown crystals are p type with high carrier densities. To reduce the carrier concentration and increase the carrier mobility, the samples are annealed either isothermally or by a two-zone method. From isothermal anneals, the liquidus-solidus boundary on the metal-rich side of the stoichiometric composition has been obtained for some alloys of Pb1-xSnxTe and on both the metal- and seleniunz-rich sides for PbSe and alloys of Pbl-ySnySe. In Pbo.935 Sno.065 Se carrier concentrations as low as 5 x1016 Cm-3 and mobilities as high as 44,000 sq cm v-1 sec-1 at 77°K have been obtained. Inter diffusion parameters mere also studied. The ddiffusion experiments mere identical to the isothermal or two-zone annealing experiments except that the samples were removed prior to complete equilibration. The resulting p-n junction depths were determined by sectioning and thermal probing. Inter diffusion coefficients for various temperatures were calculated for both PbSe and Pb0.93Sn0.0,Se. RECENTLY, there has been considerable interest in the PbTe-SnTe and PbSe-SnSe alloys with the rock salt crystal structure. The unusual feature of these systems is the variation of energy gap EG with composition. Several investigations1-3 have shown that EG for the lead chalcogenides decreases as the tin content increases, goes through zero, and then increases again with further increase in tin content. The possibility of obtaining an arbitrary energy gap by selecting the composition is an especially attractive feature of these alloys for applications involving long-wavelength infrared detectors and lasers. In addition, some unusual magneto-optical, galvanomagnetic, and thermomag-netic effects should occur for alloys with low band gaps. If uncompensated low carrier density crystals can be obtained, then a small carrier effective mass, a large dielectric constant, and the resultant high carrier mobility should yield enormous effects at low temperature in a magnetic field. The relative variation of the energy gap with pressure should also be very large for these low gap materials. The primary purpose of this paper is to provide some information concerning the preparation of low carrier concentra- tion, high carrier mobility, and homogeneous single crystals with a predetermined alloy composition. I) DETERMINATION OF ALLOY COMPOSITIONS In all of the work described in this paper, the composition of lead and tin chalcogenides in the alloys was determined by electron microprobe analysis. Separate X-ray spectrometers are used to make simultaneous intensity measurements of the Pb La1 and Sn La1 lines emitted by the sample under excitation by a beam of 25 kev electrons focused to a spot about 2 µm in diam. These intensities are compared to the intensities of the same lines emitted by standards under the same conditions. The standards used are the terminal compounds of each pseudobinary system, i.e., PbTe and SnTe for Pbl-xSnxTe alloys, PbSe and SnSe for Pbl-ySnySe alloys. The composition of the sample is then obtained from theoretical calibration curves which relate the weight fractions of lead and tin in the alloy to the measured ratios of X-ray intensities for the sample and the standards. The lead and tin calibration curves for each alloy system were calculated by using corrections for backscattered electrons,4 ionization,5 and absorption,6 and assuming that the atom fraction of tellurium or selenium in the sample and standards is exactly +. Results obtained by using the microprobe are in good agreement with those obtained by wet chemical analysis. II) CRYSTAL GROWTH FROM THE VAPOR Early work on the vapor growth of PbSe was carried out by Prior.7 He used small chips of Bridgman-grown single crystals as the source material and frequently converted the whole charge of a few grams into one crystal. In the present work, vapor growth occurred using a metal-rich or chalcogenide-rich two-phased alloy powder as the source material. Small, nearly stoichiometric crystals are formed on the walls of the quartz tube. The procedure will now be described in detail. Initially, a 100-g charge containing (metal)o.51(chalco-genide)o 49 proportions or (metal)o.49(chalcogenide)o. 51 proportions of the as-received elements in chunk form are placed in a fused silica ampoule. After the ampoule is loaded, it is evacuated with a diffusion pump and sealed. The sealed ampoule is placed in the center of a vertical resistance furnace. The region containing the ampoule is heated to about 50°C above the liquidus temper-ature for the particular composition used. After about one-half hour at temperature, the elements are reacted and the molten material homogenized. The ampoule is quenched in water. The quenched ingot is crushed to a coarse powder for vapor growth experiments and to a fine powder for the isothermal annealing experiments which are discussed in a later section. Discussion of the paper of Edmund D. North, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 37, January, 1910, pp. 21 to 25. A. SCOTT REID, London, Eng. (communication to the Secretary*) :-As a constructor of several glass mine-models, I have read with much interest the description of the model of the Montana-Tonopah mine-workings by Edmund D. North. As an interchange of ideas and experience is always an advantage, and in view of the fact that such models are coming more and more into vogue, perhaps the following remarks on this subject may prove of interest to mining engineers generally and to Mr. North particularly. In the model of the Waihi gold-mine, New Zealand, which I constructed, a dust-proof case is used. The top, bottom, front, and two ends are of glass; the back only is of wood, painted a dull white, against which the mine-workings show very distinctly. Each mine-level is represented by a horizontal sheet of glass, supported on metal runners fixed to the uprights at each end of the case, in a manner similar to that described by Mr. North. The corner uprights are strengthened by having a metal band screwed to the inside face of each, to which the metal runners or supports for the sheets of glass are screwed in turn. The reason for having this additional strength is that as the mine is developed in depth, and fresh levels are opened, the increasing weight of the glass sheets, added to the model, caused the unsupported wooden uprights to bend slightly, so that the glass sheets-did not fit in with the desired nicety, and co-ordination was, to a considerable extent, lost. Strengthening the uprights in this manner is not important in models of mines in which only a few levels have been opened, or when the sheets of glass are small, but in the Waihi model there are 15 sheets of glass to be supported, and more to be added as development proceeds, and the weight is considerable.

THE object of this paper is to bring to. the notice of engineers a safety detonating fuse by the use of which misfires in blasting may be eliminated and safety in blasting operations promoted. This new detonator is a French invention and is known as Cordeau detonant or detonating fuse and is sold under the name of Cordeau-Bickford. It consists of a lead tube 5 to 6 mm. in diameter, filled with trinitro-toluene. While applicable to all classes of mining it will appeal especially to those who have to do with deep-hole blasting in open-cut clines or quarries, or any operations where a large number of holes are to be shot at one time. Since the introduction of the deep-hole blasting in the Cornwall iron mines, much trouble has been experienced from misfires and many experiments were made to determine the best and safest method of blasting. Before the introduction of the detonating fuse it was found that to insure the best results, two or more high-power electric exploders, not less than No. 6, with specially insulated conductors, should be placed in each hole; the holes wired in parallel, and for a large number of holes the current to be supplied by a live wire to the bus or lead wires at about the middle of the bench. The voltage in general use is 110 to 220, but as our material is a magnetic iron ore and the holes are generally damp, we found it advisable to reduce this to about 30 volts to prevent short circuits. A No. 7 or No. 8 special insulated detonator was adopted. But with the best of care and attention to the minutest detail, we were not able to eliminate occasional misfires and the consequent ever present danger of accidents.

ORGANIZATION of The Federated American Engineering Societies was effected at the organizing conference of national, local, state and regional engineering and allied technical organizations at the Cosmos Club, Washington, D. C., June 3 and 4. Thus is brought into being the greatest national engineering society in the world. The object of the organization is to further the interests of the public through the use of technical knowledge and engineering experience, and to consider and act upon matters common to engineering and allied technical professions. Prominent engineers from all parts of the country, representing more than 75 engineering societies, with an aggregate membership of more than 125,000, participated in the organization. The constitution as adopted by the conference, calls for the creation of s managing body to be known as the American Engineering Council, and its executive board. The belief was expressed that the entire organization would come to be spoken of as the American Engineering Council. The council is to coordinate the activities of state councils and of local affiliations whenever these activities are of national or general importance or may affect the general interests of engineers. Representation in the council is to be according to membership of the component societies.

Geography: The Tagtepe district of the Vilayet of Eskigehir is about 20 miles northeast of the city of Eskigehir (approximately midway between Ankara and Istanbul) in western Anatolia. The area is a mountainous one, the highest peak being Tagtepe Mountain (5200 ft) which is approximately in the center of the district. The mountains drop off to the deep valley of the Sakarya River on the north and to the plain of Eskigehir on the south. For the most part, the watershed is on the northern side of the mountain barrier, draining into the Sakarya River, which in turn empties into the Black Sea midway between Zonguldak and the mouth of the Bosphorus. The approximate area covered by the Tagtepe district is shown in fig. 1. Transportation to shipping points is available via the Istanbul-Ankara railroad. The station on this line nearest the mining district is Alpikoy station, about 20 miles by road southwest of Tagtepe Mountain. Interior roads within the district are poor. Being of dirt, the winter rains and snows render them almost impassable for trucks from about the middle of December until the end of March, thus presenting a considerable transportation problem. However, the roads from the Bagoren and Tagtepe chromite mines to the railroad shipping point at Alpikoy station have recently been repaired and will be maintained for all-weather truck transportation. Detailed climatic data are not available. However, in general the spring, summer, and early autumn months are dry, and good weather may be expected from May until early November. Then the winter rains commence, and heavy snow is usual during January and February. Geology: The mountainous structure of Tagtepe belongs to basic rocks of serpentine (Variscan Orogeny) which is in contact with Paleozoic schists at west, and an Oligocene outcrop of red clays in Margi-Sepetci region (see fig. 1) at southeast. The northwest and southwest borders of Tagtepe district are, respectively, surrounded by Paleozoic schists and pebbly gray and yellow Neogene clays. More recent formations of alluviums overlay the plain of Eskigehir. Dark basic rocks of trachytes with hornblende are visible on Turkmenbaba Mountain, at the west of Tagtepe. Mineral Occurrences: Chromite: the most important mineral found in any quantity in the Tagtepe district. The alignment of the deposits of chromite is in general along the line Bagoren-Tagtepe (see fig. 1). The first mines in the area were those of Tagtepe and Bagoren, which were developed over 20 years ago with Swedish capital. Other deposits of chromite, more recently discovered and so far of less importance, are being worked at Kurucor, Komurcu, Gelinmezari, and Lacin (see fig. 1). Deposits average generally between 46 and 48 pct chromic oxide, with the exception of the Bagoren mine which averages 44 pct. However, a new lode, very recently plotted, in the Tagtepe mine averages 50 pct Cr,O,, 4.6 pct SOz, and 7 pct FeO. Geological character of the chromite occurrences in the Tagtepe mine may be considered typical of most chromite lodes in this area. The indications are that the formations of ore lenses are developed by the segregation of chromite crystals intruded into the serpentinized rock, and exposed later to tectonic movement within the zone of crystallization. All lenticular masses are more or less regular in shape and follow each other in southeast-northwest direction and dip generally 70" NE. Ore lenses do not seem to persist in depth, average depth of two lenses is 60 ft below surface. Three lodes .have been mined as open-pit. The average dimensions of individual lenses are as follows: pitch length, 100 ft; breadth, 27 ft; and width, 20 ft. The lenses and their enclosing rocks are broken by parallel fractures in approximately east-west direction. IN making a glass model of mine-workings, each mine will present some little individualities, to meet which will call for the exercise of special ingenuity. Having made several models, I offer the following details of the model of the Montana-Tonopah mine-workings, believing that with small changes for different conditions the method described can be successfully used in making a glass model of the workings of any mine. The model, Fig. 1, has the top, one end, and the front removed. The case is made of kiln-dried pine, painted with several coats of dead-white paint. It is made to take sheets of glass 24 by 42 in. in size, and is 18 in. high, the workings shown being on a scale of 1 in. = 40 ft., or 4800 : 1 scale. The base is made of four pieces of 2-in. material, well pinned and glued together. The back, of material 1 in. thick, is secured rigidly to the base by screws and countersinking. The four posts, 1.5 in. square, are so cut that. the front and two ends of the model fit in flush with the outside edges of the posts. The top rails, 1 in. square, are fastened rigidly to the front and back posts by means of small iron braces. The ends, front, and top of the case are of 0.5-in. material; the ends and front are held in place at the bottom by pegs fitting into the base ; at the top the ends are held by buttons and the front by cupboard-hooks on the inside. Hinged hasps on the cover, fitting over staples in the end-pieces, make it easy to lock the entire case. Before the back is fastened to the base, it is cut with horizontal and vertical grooves to receive the horizontal and vertical sheets of glass, shown clearly in Figs. 1 and 2. The horizontal grooves, spaced to scale, represent the vertical distances between the levels at the shaft. The vertical grooves are placed wherever cross-sections of the workings are desired.

The results of potential measurements between 1) a titaniurn electrode in NaCl-TiCl, melts and a graphite-cizlorine reference electrode and 2) a titanium electrode in NaC1-Nu "melts and a graphite-chlorine reference electrode show that the following relationship expresses the equilibrium relationship between the TiCl, and the dissolved metallic sodium concentrations, expressed in mole fraction units, in dilute NaCl welts at 850°C. The results of potential measurenments between a graphite electrode in NaCl-TiCl, melts that were saturated with TiCl, and a graphite-chlorine reference electrode, when combined with the standard free energy data given in literature, gave the following expression for the equilibrium relationship between the TiCl, and TiCl, concentrations, expressed in mole fraction units, in dilute NaCl melts at 850°C. These relationships are for melts in equilibrium with pure titanium. In impure systems, less sodiurn and more TiCI, can be copresent with a given concentration of TiCl,. AFTER 10 years of existence, the titanium metal industry still relies on the original Kroll and the sodium reduction processes for the only important means of converting titanium-bearing ores to titanium metal via production of titanium tetrachloride as an intermediate. Through years of modification and development these two processes have evolved to a point where any further major economic advances in the field of titanium metal production must be achieved through implementation of processes which are distinct departures from simple magnesium or sodium reduction of titanium tetrachloride. Concurrently with the refinement of the Kroll and sodium reduction processes, industries and government have sponsored research and development in the field of producing titanium by electrolysis of oxides,' carbides,' and halides3'4 in fused salt media. However, the incomplete understanding of the physical chemistry of fused salt systems has in many cases hindered the development of promising new titanium production processes to the point where they will have a clear advantage over the processes presently employed. Fortunately the volume of information on fused salt physical and electrochemistry is increasing at an accelerating pace. The first approaches tbward investigating the electrochemical behavior of fused salt systems have been the measurements of equilibrium potentials of metals immersed in melts containing their halides.' Some work on the kinetics of fused salt electrochemical processes has been reported.'09" Some descriptions of the structural composition of fused salt systems are also available. The work described herein is a continuation of the study of metal electrode potentials in fused salts. Specifically, this contribution to the growing store of fused salt chemistry information presents a description of the equilibrium relationships between the concentrations of titanium dichloride, titanium trichloride, and metallic sodium in fused sodium chloride. The investigation of the titanium dichloride-titanium trichloride equilibrium relationships is not completely new. Kellog and Krye and Melgren and opie15 have presented the results of chemical analysis of salts containing titanium chlorides. Flengas and lngrahaml' have published the results of an investigation of these equilibrium relationships obtained by measurement of electrode potentials in a fused NaCl-KC1 mixture. The investigation described herein differed from that of Flengas and Ingraham principally in the use of straight NaCl as the solvent in place of the more costly and more difficult to purify mixture. This investigation was conducted in three parts. First, the equilibrium potentials of titanium in sodium chloride containing known concentrations of titanium dichloride were measured. A graphite-chlorine electrode was employed as reference. Second, the equilibrium potentials of titanium immersed in sodium chloride containing known concentrations of elemental sodium were measured. Third, the equilibrium potentials of graphite immersed in titanium tetrachloride-saturated sodium chloride containing known concentrations of titanium trichloride were measured. The results of these three related investigations are presented in the above order. The results are combined with the thermodynamic properties of titanium chlorides and sodium chloride, obtained from literature, to give the titanium dichloride-titanium trichloride-elemental sodium equilibrium concentration relationships. ALTHOUGH a number of articles appeared during the war advocating the use of cadmium in lead-tin solders, very little information of value can be found in the literature regarding the properties of solders containing cadmium. In most of the published articles the cadmium seems to have been considered merely as a partial substitute for tin in a tin-lead alloy rather than as an essential constituent of a ternary alloy. The primary object of the substitution of cadmium for tin was to lessen the amount of tin required, at a time when the latter was scarce and high-priced, and thus to produce a cheaper solder. While this object was accomplished, the new properties resulting from a change from a binary lead-tin alloy to a ternary lead-tin-cadmium alloy were not given proper consideration in many cases. For the past few years, the American Smelting & Refining Co. has been marketing a very considerable amount of cadmium in the form of lead-tin-cadmium alloys for use as solders for certain special purposes, and the successful use of these solders suggested that if more extensive knowledge were available concerning the properties of lead-tin-cadmium alloys of various compositions their field of usefulness might be materially extended. The investigation described in the present paper was undertaken to obtain this information and, by means of tests under conditions approaching those of practical use, to determine the suitability of cadmium solders for various purposes. CHARACTERISTICS AND REQUIREMENTS OF SOLDERS IN GENERAL General Physical Properties.-When cast into bars, solder should present a smooth and bright appearance free from oxide inclusions and bubbles. Ductility should be as great as possible without sacrificing tensile strength, and vice versa. Hardness and specific gravity are not of any great importance. Melting Characteristics.-The melting or solidification range is important. This statement applies both to the extent of the range and to the actual temperature at which complete solidification occurs. A rather narrow solidification range is desirable in soft solders in order that solidification may take place quickly. THE present paper records a chapter in the history of the development of an electrolytic manganese industry in the United States.1 A relatively large pilot plant at Boulder City, Nev., for the production of electrolytic manganese was conceived as part of the national defense program to make this country independent of foreign importation of manganese ore. The first authorization, in November 1940, however, was for a plant of only several hundred pounds capacity. Improvements in process and subsequent additions to some sections authorized by subsequent appropriations have enabled the plant to produce as much as 2000 lb. of manganese a day for substantial periods of time. Since in pilot-plant operation frequent changes are made in the flowsheet, the electrolytic manganese plant was constructed so that equipment could be rearranged with a minimum of expense and time. Several different kinds of the various types of equipment were installed for many of the operations, so that the one most suitable for the process might be chosen. Pilot-plant operations were begun in November 1941 and have been continuous except for brief shutdowns for installation of new equipment. More than one-half million pounds of manganese have been produced. The improvements in process, selection of equipment, and operational procedure developed are recorded here. DEVELOPMENT OF THE PROCESS The work of early investigators on the electrolysis of manganese solutions has been reviewed by Shelton.2 Until the method of continuous production of manganese by electrolysis was perfected by Shelton2-4 and coworkers, no practical procedure had been devised. The method as originally developed by the Bureau of Mines will be described here only briefly. The manganese dioxide ore was reduced in a rotating kiln-type furnace at 650°C. in an atmosphere of "city" gas. The calcine was leached with spent electrolyte and enough sulphuric acid to produce a neutral leach solution containing 25 grams manganese per liter as manganese sulphate and 200 grams per liter of ammonium sulphate. Arsenic was removed from the solution by the addition of 0.05 gram iron per liter as ferrous sulphate followed by oxidation

In our sessions devoted to geophysical prospecting, the greater part of the time heretofore has been given to the presentation of theoretical subjects or highly technical details by specialists directly engaged in the development and perfection of the various methods. This was necessarily so, for we wanted such information available for the benefit of other workers and for our members who were anxious to gain a reliable understanding of the principles involved, to enable them to form an opinion of the adaptability of this new technique to their special problems. The methods have now been actively applied by many reliable organizations for several years and in this period there has been opportunity for operating mining men, engineers and geologists to appraise them. We therefore felt that it would be desirable at this meeting to give some time to interchange of opinion concerning results from actual cases. Consequently, the Committee on Geophysical Methods of Pros pecting sent out letters of inquiry to numerous mining people, asking for frank statements of opinion based on results from geophysical surveys at their properties. We have received many replies, among which 30 or more are of specific interest. On the whole, the point of view is remarkably uniform. Except for one or two who were, perhaps, a bit irritated, the operating men who have replied consider the methods to be capable of yielding valuable information when suitable conditions exist. Their attitude is definitely one of tolerance and of confidence in the integrity and sincerity of the outstanding workers. There is, however, a very general feeling that the chances of attaining positive and trustworthy results are small unless the work is directed by, or at least carried on with the close cooperation of, a geologist or mining man who is thoroughly familiar with the local geologic and mineralogic conditions and with the relations of the orebodies to rocks and structure. From certain comments, I am inclined to think that some operators are not greatly impressed with the cheapness of the work. Probably they are not attaching much weight to cost per acre, but are thinking primarily of total cost in terms of significant results obtained. It is

The Manufacturer's Viewpoint A prominent manufacturer of mining 'machinery not long ago expressed himself as being confident that he was securing the best kind of publicity for his product through the advertising pages of the monthly Bulletin of the American Institute of Mining Engineers. Such an expression coming from such a man is highly gratifying; yet it is justifiable when the high quality of reader and subscriber is taken into consideration. In fact, the majority of those using our advertising pages feel the same. It is to be regretted, of course, that others catering to our field do not realize the means at their disposal for presenting the points of interest of their product to the mining man. The question has been asked, " Do your members read their Bulletin?" They not only read the editorial pages, but they "admit being up-to-date enough to peruse the advertising section to "see what is new." The next question the prospective advertiser asks is, " Will the Bulletin bring inquiries?" The answer to this question holds good for any publication having as subscribers those who have purchasing or recommending power-yes, if the article advertised is not a stock one, that has been before the public for any length of time. To secure inquiries on, say, a standard centrifugal pump or any other standard product, the features of which are well known, is a most difficult proposition. Yet, of course, some inquiries are secured, but mostly from those having use for the catalogue or trade literature for reference purposes. It is safe to say that the traceable returns from advertising in trade publications hardly, if at all, pay for the advertising. The real returns are intangible, and result from the constant publicity, and keeping ?everlastingly at it." Who can say what subconscious effect is taking place when an advertisement is "glanced at," to say nothing of the effect produced when the copy is attractive and interests the reader. Time after time it has been proved that sales have been secured as a result of an advertisement, yet no inquiry had been made directly traceable to advertising.

This paper makes no claim to any new idea; it simply reviews the Treasury Department Regulations pertaining to the practical application of depreciation and depletion and other allowances governing taxation of oil and gas properties. Other methods may be existent, but as they may not conform to the legal status they must be discarded. In complying with the present laws governing the industry with regard to taxation and the allowable deductions therefrom, the following considerations are essential: Depletion, depreciation, amortization, other allowances, and items not, deductible. It is definitely understood that depletion is the loss or exhaustion sustained in the continuous operating of an oil and gas property, and that each unit of oil or gas taken out reduces the value of the property until its final exhaustion. Depletion applies only to the natural deposits of oil and gas due to their removal in the course of exploitation of any property. Depreciation is defined to cover the waste of assets due to exhaustion, wear and tear, and obsolescence of the physical property, and is separate and distinct from depletion; its allowance is that amount which should be set aside for the taxable year in such sums as for the useful life of the property will suffice to repay its original cost—or its value as of Mar. 1, 1913, if acquired by the taxpayer before that date—less the salvage value at the end of such useful life. Amortization is allowed for such facilities as were built or acquired on or after Apr. 6, 1917, for the production of articles contributing to the prosecution of the war and, in the case of vessels, those built and acquired after that date. The amount to be extinguished, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value under stable post-war conditions. Claims for amortization must be unmistakably differentiated in the returns from all other claims of depreciation. The taxpayer is also required to furnish full information with the claims for amortization to the full satisfaction of the Commissioner. Further reference is directed to the specific rules and regulations for making these claims.

The Mining Law of New Pork, contained in Title XI., Chapter IX., Part One of the Revised Statutes, is as follows: Section 1. The following mines are, and shall be, the property of the people of this State in their right of sovereignty : (1.) All mines of gold and silver discovered, or hereafter to be discovered, within this State. (2.) All mines of other metals discovered, or hereafter to be discovered, upon any lands owned by persons not being citizens of any of the United States. (3.) All mines of other metals discovered, or hereafter to be discovered, upon lands owned by a citizen of any of the United States, the ore of which, upon an average, shall contain less than two equal third parts in value of copper, tin, iron, and lead, or any of those metals. Sec. 2. All mines and all minerals and fossils discovered, or hereafter to be discovered, upon any lands belonging to the people of this State, are, and shall be, the property of the people, subject to the provisions hereinafter made to encourage the discovery thereof. Sec. 3. All mines of whatever description, other than mines of gold and silver, discovered, or hereafter to be discovered, upon any lands owned by a citizen of any of the United States, the ore of which, upon an average, shall contain two equal third parts or more, in value, of copper, tin, iron, and lead, or any of those metals, shall belong to the owner of such land. Sec. 4. Every person who shall make a discovery of any mine of gold or silver within this State, and the executors, administrators, or assigns of such persons, shall be exempted from paying to the people of this State any part of the ore, produce or profit of such mine for the term of twenty-one years, to be computed from the time of giving notice of such discovery, in the manner hereinafter directed. Chlorination behaviors of pure iron and manganese oxides were investigated by combining a thermogravimetric analysis (TGA) technique with batch-boat roasting followed by leaching. Ferrous and manganous oxides could be chlorinated readily, but, in the absence of a reductant, the higher oxides of both iron and manganese were dificult to chlorinate. Thermogravimetric analysis curves were drawn to illustrate the complexities of the reactions, and the possible mechanisms were discussed. Then three manganif-erous materials from the Cuyuna Range of Minnesota were treated by a process involving the selective chlorination of manganese followed by leaching. The results were interpreted in the light of the chlorination mechanisms observed on the pure iron and manganese oxides. One of the unsolved problems challenging Minnesota's mining industry is the development of an economic process to utilize the manganiferous iron ores of the Cuyuna Range. Although these ores constitute one of the major domestic reserves of manganese (estimated at 432 million tons'), their grade is too low for them to be mined solely for manganese. The nearly exclusive dependence of the U.S. steelmaking industry on foreign manganese ores has stimulated research over the years in treating the low-grade Cuyuna ores. As a result, a number of processes have been proposed.'-' Among these processes is chlorination. Chlorination is the high-temperature conversion of metallic oxides to chlorides by either chlorine or hydrogen chloride gas, or by solid chlorides of sodium, calcium, or magnesium. The metallic chlorides are then recovered by either vaporization or leaching. Although chlorination is an old art, it has become popular in recent years for the recovery of such new metals as titanium, zirconium, and niobium; for the removal of impurities like copper, lead, and zinc from pyrite cinder for ironmaking raw materials;' and for the segregation roasting of coppera and nickel' ores. The chlorination processes proposed for manganifer-ous iron ores have been relatively few (hydrogen chloride chloridization-leaching, hydrogen chloride and calcium chloride chloridization-volatilization,' and chlo-rination-selective condensation6), due presumably to the economics and to the corrosion problems involved.
