THE brilliant and very original matter in Professor Jeffries' discussion ? should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very features of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chappell's photographs of steel coarsened under somewhat different conditions. 1 The ideas developed by these discoveries are so novel that conven- ience of language seems to call for new conventional terms for expressing them. In, what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progressively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then. an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called "supergerminant" if the distinction should be needed.

THE position of the coal industry has been affected by a wide variety of developments in the production and use of energy. The tempo of development and change has been increasing and the end is not in sight. Legislation is currently being proposed for commercial use of atomic power, and the employment of atomic energy in significant quantity will probably occur about the same time as the decline in production of petroleum and natural gas. But these developments are in the future and have little immediate effect on utilization and marketing of coal. While no one should try to suppress or retard the development of a new and economical source of energy, both the coal and private utility industry should be allowed to question how the nuclear power is to be used, who is to use it, and who is going to pay for it. The taxpayers have a monopoly on fissionable material and the knowledge to employ it. Any commercial use must stem from this source. It is not hard to visualize either taxpayer- subsidized private utility atomic power plants on one hand and super TVA's on the other. In view of the gains of gas and oil in the home heating field, it is interesting to compare the 1940 and 1950 census reports on the kind of fuel used for heating in occupied dwelling units. Table I shows that whereas coal provided 77 pct of the fuel for central heating (furnaces and boilers) in 1940, it was down to 45.4 pct in 1950. However, only about 1 ½ million units were lost in this 10-year period.

The successful completion, January 10,1901, by Capt. A. F. Lucas, of a well, near Beaumont, Texas, whereby an enormous flow, estimated at '75,000 barrels a day, was obtained, opened a new oil-field in the United States, kindled a frenzy of exploitation and speculation, revolutionized the fuel industry of a large region, and brought gain to thousands of people. Even to-day, it is impossible to cast up the present results or to prognosticate the future influence of this event. It has caused the revival of attention in other localities where oil had been suspected, and exploration for oil throughout the Texas region. It has attracted notice to the mineral resources of the Texas region, and created an interest in the geological conditions of that great State. This State, which has increased in population and wealth, as recorded by every succeeding census, with leaps and bounds such as are exhibited by no other part of the Union, now stands fifth in population and first in productive wealth per capita. Its fields, pastures, forests and mines teem with raw material. The whole economic evolution of the State has gravitated toward a focal point where these products were available for the coming of the kiln, the machine and the factory. The only drawback to the prosperity of the State was the lack of an economic fuel, inferior coal costing an average of $5.00 per ton at the time of the Beaumont discovery. This

Tsumeb has added a chapter to its absorbing history with the beginning of copper smelting operations this month. This development will be followed shortly by another one when lead smelting and refining plants go on the line next year. In our own milieu these events would be common- place enough (although a new lead smelter certainly would be cause for wonder), but in the sparsely settled remote regions of northern South West Africa they are a dramatic industrial expansion. They are also, however, a sound businesslike extension of policies which have marked the tenure of Tsumeb Corp. Ltd. The historical data given in Table I are a drab listing of factual bones without the corporeal splendor which should surround the denouement of the Tsumeb bonanza. When Sir Francis Galton traversed the country, his was an expedition which was in keeping with the then blooming era of heroic explorations. The Otavi highlands in the interior were unexplored and the reception of the natives uncertain. While the exploratory work was in progress during the turn of the century the Hottentots and Hereros were successively in open bloody rebellion. The suppression of these uprisings, particularly the Hereros, by German soldiers so decimated the tribes that a labor shortage ensued for many years, hampering the development of the colony. To these troubles may be added difficulties In obtaining mining supplies. However, there should have been no shortage of meat from wild game judging by conditions prevailing even today.

MOST extraordinary of the technical developments in placer gold mining during the last five years has been the rise of the dragline dredge, by which is meant a floating washing plant for auriferous gravel, fed by a dragline excavator. The idea originated in the fall of 1933, when Horace Onyett constructed a floating washing plant to which gravel was delivered by a dragline excavator standing on dry land. Onyett's operation near Oroville, Calif., and another started by H. F. England later on Wyandotte Creek, Butte County, Calif., yielded '75 oz. of fine gold before the end of 1933. Although the first operation was abandoned shortly as un- profitable, the dragline-dredge method of gold recovery soon began to expand at a boom rate. As a matter of interest, the Onyett operation was taken over later by Lord and Bishop, who are re- ported to have succeeded in making it the first financially successful drag- line dredge. SOME idea may be gained of the tremendous consumption of refractories by the open-hearth steel manufacturers from a statement made by A. T. Green at a meeting reported by T11.e Industrial Chemist of London, as follows: "At a very progressive steel plant in the Midlands, with a battery of five open-hearth furnaces working. twelve months and making 3000 tons of steel per week, the cost of refractories per ton of steel produced averages about $0.50 for the actual open- hearth casting and $0.12 for those operations incidental to the rolling of the metal." .These figures, when translated into the annual tonnage of steel, represent a very considerable expenditure.

MORE men are killed and injured in the metal mines of the United States from falls of rock and ore than from any other cause. Dan Harrington, of the U. S. Bureau of Mines, recently stated that "falls of men and material continue to take about 50 per cent of the lives annually lost in our mines (coal or metal) and this kind of accident is now and has been one of the most difficult to prevent." The fact that comparatively little has recently been written on this important subject for the benefit of the metal miner is the incentive for the present paper. Little will be said that will be new, but I hope to place fresh emphasis on certain well-known' principles' and to reiterate and stress previously stated rules so that the average experienced miner, as well as his buddy who may not be so experienced,' will sit up and take notice. It is not within the scope of this paper to discuss mining methods from the standpoint of safety and the prevention of accidents from falls of rock. It is up to the mine management to select the system of mining best suited to the character of the ore deposit and its wall conditions. THE principal manganese deposit of Russia, I one of the four principal sources of the world's supply, lies on the southern slope of the Caucasus Mountains, in what is now the Republic of Georgia, district of Sharopan. Tchiatouri, the principal town, is midway between Tiflis, the capital of Georgia, and Poti, the shipping port on the Black Sea, about 130 " miles distant. The deposit can be most easily visualized by thinking of a nearly horizontal coal seam about 6 ft. thick, outcropping on the slopes about 600 ft. above the Kvirila River. One of the accompanying illustrations shows the river, which nearly bi- sects the district, of approximately 50 sq. miles in area, and with its tributary streams makes the topography rugged, while in the background are the snow-capped peaks of the Caucasus range. Another of the illustrations gives a closer view of the outcrop. The roof and floor of the deposit are good, so the methods of working are quite similar to working a coal seam, especially as most of the mineral is soft enough to be mined with a pick. Little machinery is used, except small cars for underground transportation.

BOTH physical and economic factors are concerned in determining the optimum rate of depletion of a mineral deposit. The physical limitations are, in a large measure fixed by nature. Economic influences on the other hand, are man-made and subject to wide changes. Analyses of the interrelations of these two groups of factors are of major importance in selecting the optimum rate of production of petroleum and mining properties and in their valuation. Physical Influences PRIMARY limitations on the rate of mining are the rate of shaft sinking and underground development, the rate of hoisting, and the rate of sloping. These rates are largely determined by the physical features of a property. Technical methods which may be employed, and consequently the length of time required, are governed by the dimensions of the deposit, its attitude, depth, regularity, the unit value and character of the ore, the nature of the wall rocks, and similar factors.

Although the first application of strip mining dates back to 1866, the true origin of today's problem of land reclamation is found in World War II, when the yawning war machines demanded more, and faster fuel production. To meet the new wartime demands, the strip coal mining companies that had been producing coal for the normal needs of industry and commerce during peacetime worked to the full extent of their capacities but were unable to satisfy the voracious demand. To supplement the production of the established mining firms, a host of temporary, make-shift coal strip operations came into being-road contractors, ditchers and foundation excavators, earth movers of every type became strip coal operators. Unfortunately, many were of the here-today-gone-tomorrow category, and showed little concern for the condition of the land after mining. Likewise, the land owners of the mined properties (most of the land was on royalty lease or tonnage contract) showed little concern. Land owners realized from their acreages more income during the war years of coal production than could have been obtained in two or three lifetimes of conventional farming or other land uses. Most of these mined lands were sub-marginal with little productive promise. As a result the wartime stripping produced most of what are known today as "orphan banks" or "abandoned strip pits." It is of these that so much of the present day complaints about strip mine reclamation are being made.

(New York Meeting, February, 1913.) THE Elk City mining district of Idaho occupies a position near the geographical center of Idaho county, a region of mod¬erate elevation in the western foot-hills of the Bitter Root mountains. The district comprises an area of approximately 350 sq. miles, bounded oil the west by the Newsome district and on the south by the Dixie and Oro Grande districts. There are no mining districts to the north or east. Elk City, the principal town and the seat of the mining office for the district, is situated in a hydrographical basin surrounded by low hills. The elevation is 4,200 ft. above sear level. Through this basin flow Elk Creek, Red river, and American river, which unite west of town to form the south fork of the Clearwater. The one township is set out from the Bitter Root Forest Reserve. Though a railroad starting from the Stites terminus of the Clearwater Short Line of the Northern Pacific railroad has been under consideration for some years, the camp is yet with¬out railroad facilities. The projected road would follow the south fork of the Clearwater on easy grades, but would be very expensive to build and maintain. While such a road would greatly benefit those who are now operating in the camp, and in a slight degree stimulate interest in its possibilities, there is hardly business enough to warrant its construction.

The following data were collected some years since in the course of a series of experiments with oil as a substitute for coal in puddling, the earlier form of the Archer apparatus being employed. While I am not at liberty to give the name of the works at which the tests were made, I can personally warrant the accuracy of the record, and feel justified, therefore, in making this contribution to a discussion in which all trustworthy figures are likely to be helpful. Oil in Puddling. Starting with everything cold, we used 3518 pounds of oil to get the furnace in condition to charge a heat. After charging, we ran until we took out 13,340 pounds of puddled-blooms, using 8437 pounds, or 1333 gal1ons of oil. At 49 cents per gallon, the cost for oil per gross ton of blooms was $10.91; with coal at $4.871/2, and a consumption of 1.5 tons per ton of blooms (the usual quantity is ton for ton), the cost for coal is $7.31. The quantity of oil consumed in heating the furnace to the proper temperature and to make the bottom, is not included in the oil consumption stated. The quantity used was 3518 pounds of oil. Usually, the furnace need only be lighted, but in this case it had been repaired, and it was necessary to make a new .bottom. This required the quantity of oil necessary to make three heats of blooms, or 2109 pounds. Deducting this from the 3518 pounds leaves 1409 pounds of oil as the quantity consumed every week in lighting up.

E UGAR RICKARD comes of a long line of mining men and was born at Pontgibaud, France, in 1874, where his father was then in the course of his professional work. Later his father came to California and was until his death prominently connected with milling in that state and Nevada. Edgar Rickard grew up at Berkeley, attended the University of California, graduated in 1895 from the mechanical engineering course, and remained a year longer for post-graduate work in the College of Mining. His first job was as assarer for the Mountain Copper Co., Keswick, Cal., in 1896. The following year he was assayer and surveyor for the Cornucopia Mines, Oregon. In 1898, he joined the staff of the Venture Corporation, London, and for two years made examinations for them in various parts of the world. He served as mine manager at Cripple Creek and at the Briseis tin mine, in Tasmania. From 1901 to 1905, he was general manager of the Progress Mining Co. in Lower California, but when his cousin, T. A. Rickard, bought the Mining and Scientific Press he was persuaded to come to San Francisco as business manager of that periodical. A few years later the two cousins went to London and started the Mining Magewine there as a joint venture, Edgar being the business manager. In 1915, he took over control, T. A. Rickard returning to California to devote his time to the Mining u.rbd Scientific Press. In 1917 Edgar Rickard sold out to his British associates and came home to serve in the Food Administration through the war. Rickard was one of the first of the American engineers called to his staff when Herbert Hoover began his relief work by helping stranded Americans home at the be- ginning of the war and he has been with him constantly since in the Commission for Relief in Belgium, the

For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. ThE following chronology presents the history of lead-mining in the United States in a brief form and is a useful reference in connection with the statistics of production: 1621.. Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and .smelting of lead in what is now the United States. 1632. In a report made on the minerals of New England, lead-ore is mentioned. (Bishop, I., 470.) 1650. Supposed beginning of mining by Jesuits in Pima county, Ariz. 1651. Grant of lead-mine at Middletown, Conn., to Gov. John Winthrop. 1682. Lead-ore supposed to have been discovered in Wisconsin by Nicholas Perrot. (K. D. Irving, Mineral Resources of Wisconsin, Trans., viii., 498.) 1700 Discovery of lead in Missouri by Penicaut, one of Le Sueur's party. Tile same expedition discovered lead near the southern boundary of Wisconsin in August of the same year. 1712. Grant by Louis XIV. of the Crozat patents, with special privileges respecting the discovery and operation of mines in the then territory of Louisiana. THE origin of recrystallization textures continues to be a matter of controversy. One explanation is that a recrystallization texture occurs because only grains having a limited range of orientations ever appear in the deformed matrix—the oriented nuclea-tion* hypothesis. Another explanation is that grains essentially having all orientations are nucleated but that those having certain orientations grow much more rapidly than any others in the deformation texture, and thus only the rapidly growing grains survive when recrystallization is complete. There has recently appeared a great deal of evidence'- indicate that recrystallized grains of face-centered cubic metals are frequently related to their parent grains by rotations of 20" to 40" about a common [lll] direction. Furthermore, it has been observed that the growth rate of the new grains depends upon their orientations with respect to the matrix, and that the most rapidly growing grains lie within the stated range of orientations. In a recent note, Beck7 has concluded from observations of this type that oriented growth alone is responsible for the appearance of preferred orientations in re-crystallized metals. It should be pointed out. however, that many of the available data indicate that oriented nucleation operates in addition to oriented growth. Thus, while oriented growth may permit a selection to be made among nuclei of several orientations, only a limited number of orientations are available in the first place for such selection.

IN a recent paper,1 a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has been reexamined and extended. In essence it was [ ] suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances the stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the I instantaneous values of the pressure and volume. This notion has not been applied to present day studies of metals, though it is especially applicable to the study of creep. It is the purpose of this paper to analyze the significance and possible range [ ] of applicability of this idea and to deter- mine how it influences the accepted ideas concerning creep. STRESS-STRAIN RELATIONS It is well known that the stress-strain curves of metals are influenced by both strain rate and temperature. For a fixed strain rate and temperature there is associated with each metal a stress-strain curve. If either the strain rate or temperature is changed a new stress-strain curve will be characteristic (Fig. I). Although 1931 witnessed no new discoveries of oil or gas in Oklahoma, the year is especially outstanding because of price demoralization, political intervention, abandonment of marginal properties, a strict curbing of oil flow from wells in flush fields and an extension of proration into settled fields. In spite of a strict, adherence to proration agreements, the price per barrel of oil sank from 65c to $1.07 to a low level of 10c to 22c. Table 1 gives the price range for crude oil in Oklahoma during the year. Under a martial law order by the governor, a period intervened from Aug. 4 to Oct. 10, of complete shutting in of the flush fields. This condition created an abrupt decline in the production curve during the two months' period. Oklahoma, as elsewhere, is passing through a "transition period" of relieving expensive above-ground storage by maintaining the more copious supplies of crude oil in the natural reservoirs. For many years the thousands of small, nearly depleted wells have been considered as being the "backbone of the industry." A large number of wells of this type are now idle or completely abandoned. More than 1100 abandonments were recorded by the state Corporation Commission during the year. The industry is becoming less interested in these small wells, replacing the former attitude by the curbed potentialities of flush pools. GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1
