Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

This contribution describes rock mechanics features of the Davis Cavern at the former Homestake Mine in Lead, South Dakota, U.S.A. The mine is located in the northern Black Hills of South Dakota. In 2003 and again in 2008, the mine site was recommended for development as a national Deep Underground Science and Engineering Laboratory (DUSEL) in cooperation with the Sanford Underground Science and Engineering Laboratory under the South Dakota Science and Technology Authority (SDSTA). The original Davis Cavern was excavated about 9.1x16.8x9.7 m high (30x55x32 ft high) in 1965 (Mitchell 2009) at a depth of 1,478 m (4850 ft). The purpose of the cavern was to house apparatus for detecting solar neutrinos. The experiment ultimately proved successful and earned R. Davis a share of the 2002 Nobel Prize in physics. Recently, a new experiment (LUX=Large Underground Xenon detector for dark matter particles and WIMP's=weakly interacting massive particles) was proposed for the Davis Cavern that required an increase in height of 2.4 m (8 ft). For many years, the Homestake gold mine was the deepest operating mine in North America. Development extended to the 8000 Level (2,438 m). The mine closed in 2003. Pumps were shut off and the water level rose to the 4350 Level, about 150 m (500 ft) above the Davis Cavern. Some six years later after selection for DUSEL proposal development by the National Science Foundation (NSF), access to the 4850 Level and the Davis Cavern was regained. Pumping has lowered the water level to well below the cavern floor. Figure 1 shows the layout and location of the Davis Cavern (Cavity). Detector tank, supporting steel, and so forth were subsequently removed. The cavern was re-supported and new access was developed. By August, 2010, 13,000 ft3 had been removed during enlargement and renovation of the Davis Cavern. Figure 2 shows the detector tank under construction in 1965.

"The Kelsey Centrifugal Jig (KCJ) utilizes the application of centrifugal force (and the resultant enhanced gravitational field) to conventional jigging technology principles to successfully and efficiently process materials where the valuable constituent particulates are very fine and/or where there is a small specific gravity differential between these and the gangue minerals.The KCJ is applicable to a broad range of fine mineral recovery duties, with current installations in the mineral sands, tin, tantalum, gold and nickel industries. Other areas of application are being developed with mineral commodities including tungsten, base metals, iron ore, chromite and apatite/feldspar.Information on the principles of operation of the KCJ, typical performance figures in a number of application areas, comparison to centrifugal concentrators, key elements for a successful KCJ operation and recent developments with the KCJ are presented in this paper to demonstrate the capabilities of the KCJ.INTRODUCTIONAfter a number of years of development by inventor Chris Kelsey, the first commercial KCJ unit was installed at the Renison Bell tin mine in Tasmania, Australia, in 1992. The subsequent decade saw the installation of further KCJ units in applications including tin, tantalum and mineral sands.Development and improvement in KCJ hardware continued and culminated in the introduction of the high-capacity Model J1800 KCJ and standard features such as an automatic screen cleaning system. This opened up further markets and resulted in Model J1800 KCJ installations in the gold and nickel industries, as well as further KCJ installations in the mineral sands and tin industries. In recent years, work has continued on application of the KCJ to many other duties in industries including tungsten, base metals, iron ore, chromite, apatite/feldspar, etc."

This report describes the approach, procedures, and results of a program to develop training materials for roof bolter operators. The objective of the program was to design and produce a training sequence which would prepare roof bolter trainees for job performance. Data was collected and analyzed using the general procedures of Instructional Systems Development (ISD). Input data came from a previous roof bolter training analysis program. This data was expanded and structured through a series of ISD steps: objectives hierarchies, media selection, syllabus, lesson specifications, and train¬ing materials development. The resulting program consisted of an ordered sequence of 15 lessons. The media mix for the 15 lessons included lectures, slide-tape lessons, and hands-on instruction using operational roof bolters. Contents of all lessons were reviewed and approved by the Bureau. The key recommendations were to (1) validate the materials and measure relative effectiveness of media formats; (2) survey mines for training resources and conditions - match materials to user capabilities, rather than selection state of the art technology/media; (3) develop job performance aids (JPAs) rather than simulators; (4) create a style/media/JPA development guide for use in future projects of this kind.

This work shall consist of furnishing and driving foundation piles of the type and dimensions designated on the plans or in the special provisions including cutting off or building up foundation piles when required. This specification also covers providing test piles and performing loading tests. Piling shall conform to and be installed in accordance with these specifications, and at the location, and to the elevation, penetration and bearing capacity shown on the plans or as directed by the Engineer. Except when test piles are required, the Contractor shall furnish the piles in accordance with the dimensions shown on the plans or special provisions. When test piles are required, the pile lengths shown on the plans are for estimating purposes only and the actual lengths to be furnished for production piles will be determined by the Engineer after the test piles have been driven. The lengths given in the Engineer's order list will include only the lengths anticipated for use in the completed structure. The Contractor shall, with-out added compensation, increase the lengths shown or ordered to provide for fresh heading and for such additional length as may be necessary to suit his method of operation.

The SO2-ammoniacal ammonium sulfate leach liquor generated by leaching of manganese nodules, after removal of minor quantities of iron and manganese, contained copper, nickel, cobalt, zinc and (NH4)2SO4. After extraction of copper from the leach liquor with LIX 84I, stripping of ammonia from the Cu-barren raffinate was carried out followed by precipitation of metal ions from the ammonia-stripped solution as sulfides. Leaching of the sulfide precipitate was carried out with H2SO4 to obtain a leach liquor containing 0.58 kg/m3 Cu, 2.67 kg/m3 Zn, 2.00 kg/m3 Co, 24.68 kg/m3 Ni and 10.0 kg/m3 (NH4)2SO4. After extraction of copper and zinc from the sulfate leach liquor with LIX 84I and D2EHPA, respectively, the solution was left with Co and Ni. Extraction of cobalt from the Cu- and Zn-free solution was carried out with 0.1 M PC88A and stripping of the cobalt-loaded organic was carried out with the cobalt-spent electrolyte (pH 1.4). Extraction of nickel from the cobalt-free solution was carried out with 90% neutral 1M NaPC88A followed by stripping of the nickel-loaded organic with 120 kg/m3 H2SO4 solution. Extraction of metal ions increased with increasing equilibrium pH and extractant concentration. The maximum separation factors, with respect to the pH and extractant concentration variation studies, were 3796.7 and 15350.0, respectively. The extracted species for the metal ions were CoA2?3HA and NiA2?5HA.

SUMMARY The Witwatersrand quartzites in which South African gold mining operations are moat exclusively conducted, are notoriously difficult and costly to drill. Despite this situation, however, with the high cost of developing new mines and extending existing mines, together with the rising cost of labour and mining problems resulting from the ever-increasing depths of workings, the demand for raise-boring in these formations is increasing rapidly. Not only is the demand for raises and shafts increasing, but also the length and size of these excavations. Raise-boring studies carried out in South African gold mines have indicated that increased penetration rates and possibly reduced costs could be obtained if higher thrusts were available at the reaming head. Until fairly recently there has been no raise-boring machine suitable for underground use that possessed the thrust and torque characteristics necessary to achieve high penetration rates in hard abrasive quartzite formations and the cutters available were not really developed for high loading. In response to these requirements a raise-borer, the Robbins 83R was designed and built in Seattle, U.S.A. for the Anglo American Corporation. This machine is operating in South African gold mines and is currently being used at a depth of 12 000 ft below surface in one of the. Group's mines. The initial raises bored have substantiated that increased penetration is attainable at high thrust and it is now apparent that the machine is sufficiently versatile to drill raises of up to 12 ft in diameter in quartzite formation over a length of 2 000 ft.

"An investigation into pillar cutting was carried out at a platinum mine on the western limb of the Bushveld Complex. The focus was on crush pillar design and implementation in order to ultimately improve the compliance percentage for pillar cutting. The major findings from the investigation suggest that the pillar cutting problem lies with the implementation of the design rather than the design itself. Observations of the practical issues underground that prevent good pillar cutting were made. After these issues had been identified, recommendations to rectify these problems and a few other issues identified during the investigation were provided. The recommendations are aimed at improving the pillar cutting compliance and reducing the likelihood of pillar bursts or pillar runs, which will ultimately create a safer mining environment. The metallographic structures most frequently encountered in rifle barrels, and which are illustrated by the accompanying photomicrographs, fall naturally into two groups, distinguished by the method used to, produce in the stock a physical condition having the requisite properties. The fist group consists of "rolled" barrels; that is, barrels subjected to hot working by rolling in or near the critical range. In the second group, the stock, which is smaller in diameter than the first, is upset to form the butt end and is then heat treated by giving it a quench and a draw. These barrels will be referred to as " heat-treated " barrels. The structure of the rolled barrels resembles closely that of the same steel after annealing. There is the same network of excess ferrite outlining the grain boundaries, but the grains themselves are composed of sorbite rather than pearlite. The grain size is closely related to the rolling temperature. The critical-point curves of this grade of steel, which is approximately 0.50 to 0.60 per cent. of carbon and 1.00 to 1.30 per cent, of manganese, show a single very pronounced point between 1300" and 1350" F. (704" and 732" C.). Barrels rolled within this temperature range give an exceedingly fine grain, shown in Fig. 1. In fact, the grains may be so fine that, at a low magnification, they may be confused with the heat-treated structure shown in Fig. 6. A magnification of 500 diameters, however, will always resolve a rolled barrel into the characteristic structure shown in Fig. 2. As the temperature is increased, the grains are found to be larger. If, on the other hand, the rolling temperature is below the critical range, the structure previous to rolling will not be obliterated, the only effect of rolling being to elongate the coarse sorbite grains in the direction of rolling, Fig. 3. This distortion is greatest at the muzzle. Heat-treated barrels are quenched in oil from above the critical range, which should give a martensitic structure, Fig. 4, but the presence of some troostite in the martensite is frequently noted when the quench has not been sufficiently drastic, Fig. 5. The structure brought about by the subsequent draw is not so striking, though quite as typical. It is sorbitic or sorbito-pearlitic, and under a low magnification appears almost homogeneous, as in the case of fine grains of pepper and salt well mixed together, Fig. 6. Characterizing coal mine roof rock is extremely important for hazard assessment, reinforcement, and entry design. The Coal Mine Roof Rating (CMRR) is an innovative rock mass classification that has found acceptance in the coal mining industry. A disadvantage of the original CMRR is that it cannot be determined in advance of mining, because it requires underground observations. An entirely new set of procedures have now been developed to determine the CMRR from exploratory drill core, as described in this paper. The new procedures employ Point Load Tests (PLT) to determine strength parameters that account for approximately 60% of the rating. Both diametral (parallel to bedding) and axial (perpendicular to bedding) PLT are conducted. The diametral tests allow estimates of bedding plane cohesion and rock anisotropy, both of which are critical to estimating susceptibility to horizontal stress. Traditional core logging procedures are used to determine discontinuity spacing and roughness. To ensure compatibility with the original CMRR, the new rating scales were verified by comparing drill core results with nearby underground exposures. To assist mine planners in using the new CMRR procedures, a large database of strength ratings of roof rocks was assembled through extensive point load testing and logging. Over 2000 point load tests (both axial and diametral) have been made on 30 common coal measure rock types from mines representing most U.S. coalfields. This database has been merged with the popular core rating system of J.C. Ferm into a field guide for geologists and engineers. By using the pictorial classification system of Ferm to identify the rock, typical CMRR can be compared with values calculated using the new CMRR procedures.

THE decades immediately before and after the end of the nineteenth century (1890-1910) were a period of increased activity in mineral industry education. One reason for ,this, undoubtedly, was the rapid increase in mineral production in the decade 1880-1890; pig iron and copper production tripled; coal, lead, and zinc output more than doubled. Most of the other mineral substances followed the same general trend. Aluminum production began in 1886; petroleum output, which in 1888 was less than it was in 1882, almost doubled in the next three years. Gold alone showed no appreciable change until its discovery at Cripple Creek in 1891, followed by the Klondike in 1896, brought to boiling a public interest in minerals that had been simmering for some years previously. The first cyanide plant in the United States was erected at Bodie in 1893, and the first chlorination plant at Cripple Creek* the next year. Silver- lead smelting had already greatly developed, and the metallurgy of copper was almost transformed. The hearth area and smelting capacity of copper reverberatory furnaces more than quadrupled between 1878 and 1894; matte converters were first erected at Butte in 1884. Copper production of the United States in 1899 was 30 times that of 1872. While it was the increased technology used in mineral production that really made the field attractive for educated young men, undoubtedly they did not realize that, and were impressed mainly by the quantitative increase in output. Another factor was the increased general interest in engineering education; three times as many men took engineering degrees in the United States in 1890 as in 1880; 1893 showed almost a 56 per cent increase over 1890. "This paper describes a sudden spill of waste rock used for backfilling from a waste pass at an underground mine in Canada, thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in the future. The authors from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied, appropriate measurements were taken and samples of the waste material were collected for further testing and analysis.The field visit and the interview of the witnesses allowed the detailed documentation of the events. The sequence of events related to the incident, along with the experimental results obtained in the course of the investigation, are presented. The waste material was characterized in the laboratory with regard to its behaviour in the presence of water. This information is discussed and the failure mechanism involved in the accident is identified. Finally, the full recommendations as well as the immediate operational measures implemented by the mine to prevent the future occurrence of such events are presented and discussed."

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

An investigation was made of pressure pulses produced by unconfined explosive blasts in underground openings. Four tests were made with TNT or modified amatol charges ranging in weight from 60 to 2,000 pounds; each test involved either single or multiple charges. Pressure-time profiles were obtained using mechanical self-recording pressure gages. The cube-root scaling law for peak pressure was found to be valid within about 1 tunnel diameter; at greater distances, the pressures obtained along direct paths were generally higher than this scaling law would indicate.

This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. This new technology offers a unique and viable solution which is transparent to the above mentioned limitations.

Underground coal mine tracked vehicles have been studied to determine the state of the art and how brakes might be added to the coal haulage cars. Specific areas of interest are: brake sys terns, couplers, car trucks and car handling procedures. Problems related to adding brakes to the haulage cars appear to be: the limited amount of room to mount the brakes on the cars, brake line connection between rotary dump cars, achieving desirable braking characteristics without over complicating the system and keeping the installation cost to a reasonable figure. This document combines the information contained in the first issue of the "State-of -the-Art of Underground Coal Mine Tracked Vehicle Brake Systems," BRL Report No. 6080, with that contained in a subsequent monthly report.

Dense medium drum separator efficiency was analysed at two Western Australian iron ore concentrators. Efficiency data had hitherto been difficult to accumulate due to the high cost of analysing representative, and therefore large, coarse ore samples. To overcome this problem, recoverable density tracers, which are in effect artificial mineral and gangue, were manufactured in three different sizes (15 mm, 30 mm and 60 mm). Their use enabled partition curves to be studied within one hour of conducting a test: separation densities were generally lower than the feed medium density for all three sizes of density tracer. For a given set of operating conditions, the smaller tracers had lower separation densities and larger ecart probab/es than the large tracers. These phenomena are explained with the aid of a conceptual model of a drum separator, which assumes that the feed ore plunges to the bottom of the drum upon introduction. Particle rising velocities are, therefore, process determining.Medium rheology was altered by adjusting the proportion of solids in the pulp. This was accomplished by changing both the pulp density and ferrosilicon/magnetite ratio. Higher solids volume fractions invariably caused a decrease in separation densities and an increase in ecart probables, most markedly for the smaller tracers. A similar response was observed when feed tonnages were raised.An explanation for these phenomena is sought in the discussion which also suggests means of improving drum separator efficiency.
