With increasing demand for real-time monitoring of mine parameters, the requirement for appropriate data management in many mining applications is also increasing. This includes atmospheric monitoring in underground coal and metal mines. Although a number of different (real-time) monitoring systems have been installed in underground mines, they all typically share the same systems or sub-systems, where each sub-system may include both custom hardware and / or software components. In addition, monitoring components installed in underground coal mines in the USA should also be intrinsically safe and approved by the US Mine Safety and Health Administration. Real-time analysis adds complexity to the system since data validation and storage should be completed independently of filtering, data reduction operations, or visualization. Real-time processing may include statistical evaluation, trending, cross-correlation, and real-time alarm or warning generation. This paper presents the concept and design of an integrated system under development for atmospheric monitoring in US coal mines.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Development of the Northeast Layback of Barrick’s Betze-Post open pit commenced in June 2000 and was successfully completed to a height of 400m (1,300 ft) in January 2003. Following a brief exploration drilling campaign at the toe of the final slope, in-pit waste rock backfilling commenced, which will ultimately buttress the final wall. Instability initially occurred in late 2000, above the 5040 Level, as the slope height approached 120m (400 ft). As mining reached the 4680 Level, significant deformation was experienced over a slope height of 230m (760 ft). Slope stability was managed and targeted reserve recovery was achieved by executing complicated modifications of the mine plan, including splitting layback development, well placed offloading cuts, step-outs and mid-slope waste rock buttresses. Decision on timing of these modifying events was often dictated by review of deformation magnitudes and rates determined from continuous slope monitoring records. Design modifications were developed through continuing interpretive refinement of structural geology controls and groundwater distribution, and through stability re-assessments. This document presents an overview of the geological setting and material and strength conditions of the northeast sector of the Betze-Post open pit, followed by development experience leading to design and development of the Northeast Layback. Rock mechanics modeling, design details and geotechnical performance monitoring are then presented. Development experience, stabilizing adjustments to the original design and safety procedures for development and exploration activities are described. The document is finalized with conclusions and acknowledgements.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Considerations in the mine shaft layout, design, sinking, outfitting, testing and commissioning are set forth against the background of requirements of applicable parts of Code of Federal Regulations, Title 30.

This report presents experimental data on crater formation in four rock types. From an analysis of these data a general theory of rock breakage by explosives is deduced. This theory accounts for most of the rock breakage and other phenomena that occur when a concentrated charge is detonated in a drill hole near a free surface. From instrumented crater tests and high-speed motion pictures of the explosions, various experimental checks on the deduced theory of rock breakage are made. The general mechanism of rock breakage by explosives as described in this report is outlined briefly below. The detonation of the explosive charge creates a high gas pressure in the charge hole, which in turn generates a compressive strain pulse in the surrounding rock. This compressive strain pulse travels outward in all directions from the charge hole. Near the charge hole the amplitude of this strain pulse is sufficient to cause crushing of the rock. However, as the strain pulse travels outward its amplitude decays rapidly until no further crushing of the rock is possible. The compressive strain pulse continues to travel outward until it is reflected by a free surface. Upon reflection the compressive strain pulse becomes a tensile strain pulse. As the strength of rock in tension is much less than in compression, the reflected tensile strain pulse is able to break the rock in tension, progressing from the free surface back toward the shot point. In other words, the rock is pulled apart, not pushed apart.

The development of a robust belt sampling strategy and protocol inunderground gold mines is a fundamental requirement for effective grade quality control, ore accounting and mine-mill reconciliations. As part of the ore management system, a belt sampling system has been developed by the author, which is used to predict monthly gold grade and its error for underground/belt/mill reconciliation and grade control. This paper presents the step-by-step development of the belt samplingstrategy and sample preparation protocol at Target, an underground gold mine in South Africa. The belt sampling system at Target consists of an underground belt transporting run-of-mine material into an underground transfer point, a weightometer, a two stage crushing system, a tube splitter and a catchment device. The design allows run-of-mine ore on the belt to be sampled automatically by a go-belt sampler. GyÆs sampling theory of particulate materials forms the basicframework of the belt sampling strategy. The theory is used to quantify the optimum sample mass of broken material to be taken from the belt and to predict its reliability. It is also employed to determine the Fundamental Sampling Error (FSE), time interval between samples and particle size requirements of the final underground belt sample. Further, GyÆs sampling theory provides the means of analysing the crushing processes, splitting, segregation error, analytical variance, and the best sample preparation protocol. Although the belt sampling strategy developed in this study was forWitwaterstrand gold ore, the process is entirely general and may be very successfully used in any underground or surface mine.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

This is one of a series of papers being published by the Federal Bureau of Mines for the dissemination of information on methods and practices used in the mining and preparation of crushed stone for market requirements. Performance in terms of units of work or tons produced per machine and per operator man-hour are given whenever that information is available. Direct operating costs are useful for comparing different methods, and are, therefore, included if possible. In addition to the factual description of equipment and methods used, it is desirable to discuss the engineering reasons for the choices that have been made. This paper is particularly concerned with the opertions at the Columbia plant of Palmetto Quarries Co. of Columbia, S.C. The plant is about one-half mile east of the Congaree River and adjacent to the southwest corner of the city of Columbia. Rail access is by the Atlantic Coast Line Railroad, and by a spur strack of the Seaboard Airline Railroad.

The mining industry has come to rely on imaging devices to monitor and record all kinds of activities. We use them to measure, improve the process, ensure security, increase production and automate machinery. Cameras can be installed in locations most people wouldn?t want to live and be our ?eyes? to record the events at that location. This paper discusses digital imaging, the equipment, methods, techniques and information that can be learned from digital devices used in mining operations. The guy who said ?a picture is worth a thousand words? probably understated it. Images are the perfect way to document conditions before, after and even during mining activities. Today?s wide choice of cameras, camcorders and other digital devices allow us to record most activities and events. The technology is advancing at a high rate. Digital cameras and camcorders are marvels of technology with high resolution optics, compact size, automatic time and date stamp, great battery life, shutters to freeze motion and computers to auto focus and eliminate jitter (image stabilization). Add to this the economical price and ease of use and everyone in this industry should be aware of the possibilities.

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

"Toxic fumes cause fatal andnonfatal incidents in underground mining, where the working environment tends to trap the fumes, hindering the restoration of non-harmful conditions. Workers can underestimate the residual fume toxicity and return to the work site too quickly. The toxic fumes from charge explosions depend upon a number things: formulation ingredients, mixture uniformity, water resistance, hole contaminates, rock hardness, and dust interactions. Transitory hole-to-hole waves can cause partial desensitization, ruin the reaction kinetics, and worsen the fume toxicity.Traditionally the toxic fume hazard for a candidate explosive is resolved from a requisite tally of fume components. The resolution starts with the fume spectrum, a tabulation of specie concentrations, transformed to standard reference conditions and readjusted to remove the air dilution. The resultant influence, which is referred to as relative fume toxicity RFT, is deduced by a formula rule with some chosen constants and the requisite concentrations. The RFT result is normally compared to an RFT criterion that represents the worst-case (maximum) tolerable fume toxicity, as stipulated by regulations or otherwise."

The Bureau of Mines determined the physical properties of southeastern Idaho phosphate fines as related to mineral composition, particle size and liberation, beneficiation, and potential use in structural clay products. The phosphate mineral in the fines was identified by unit-cell dimensions to be essentially the same as the phosphate mineral fluorapatite identified in the coarser sizes. The mean particle frequency as determined by electron-microscopy and pipet-analyses was between 0.5 and 0.2 micron. Liberation of the phosphate could not be definitely determined because of the weathered condition of the minerals and their extreme fineness. No beneficiation scheme was developed that would concentrate the phosphate into a marketable fertilizer product; therefore, forming and firing tests were made to demonstrate that the fines can be used to manufacture structural clay products.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.

Managing a highwall failure risk in an open pit mine by controlling and mitigating the impact of vibrations produced by blasting operations is key to achieving safe and cost-effective operations. The impetus behind this study was the risk of multiple bench failures in an open pit mine that was detected by Slope Stability Radar (SSR) following blasting at the foot of a highwall. The unstable high wall was over 140 meters(459.3 ft)high and 200 meters(656.2 ft)wide. The quantity of associated material was estimated at 3,000,000 metric tons(3,306,934 US tons). The overall slope angle was 44 degrees. In order to continue mining without causing the highwall to fail, this study was initiated as part of a risk management plan to mitigate this major risk by identifying mitigation measures related to blasting operations and assessing the response of the rock mass to each blast. Identifying blasting mitigation measures consisted of optimizing blasting parameters to avoid failure of the highwall. First, a signature hole operation was carried out to obtain seismic records that were georeferenced and associated with known single charges. The method used made it possible to determine the propagation velocity of the P-waves associated with the various lithologies studied and to calculate, from the geomechanical properties of the rock masses, the maximum peak particle velocities to be respected. Subsequently, the targeted area of operation was modelled with the I-Blast software in order to optimize the firing sequences to be used according to the different lithologies present. The model also made it possible to optimally predict the particle velocities associated with each blast and ensure compliance with the previously determined peak particle velocity limits. The assessment of the rock mass’s response using SSR consisted of defining alarm thresholds and an intervention plan for various possible alarms as well as quantifying the damage to the highwall from blasting. Controlling the impact of blast vibrations on the highwall’s stability was successful, as the mitigation measures used during mining did not accelerate the highwall’s movement. No upward trend in the stabilization time of the rock mass was observed by the SSR after each blast. Post-blast geotechnical inspections and analysis of post-blast deformations in the highwall also did not reveal significant damage to the highwall as a direct consequence of the blasting.

This study was conducted to establish the effects of a diesel particulate filter (DPF) system with sintered metal substrate on the concentrations and size distributions of nano and ultrafine aerosols and concentrations of nitric oxides in underground mine air. The study focused on the formation and transformation of nucleation mode particles in mine air under prevailing test conditions. Experimental work was conducted in the NIOSH Diesel Laboratory at the Lake Lynn Laboratory experimental mine, a facility developed to allow evaluation of control technologies directly in underground conditions. The DPF system was examined for four repeatable steady-state engine modes using a naturally aspirated mechanically controlled Isuzu C240 diesel engine fueled with ultralow sulfur fuel. The engine coupled to an eddy-current dynamometer was operated in the underground drift with tightly controlled ventilation. Measurements upwind and downwind of the exhaust system discharge were used to quantify the effects of the DPF system on the mine air. A baseline was established using a standard muffler. The study showed that sintered metal DPF systems reduced the total mass of aerosols in the mine air by more than ten-fold when compared to a muffler. The nucleation mode aerosols (50dem<40 nm) in mine air were found to be strongly influenced by engine operating mode. The concentration of nucleation mode aerosols was found to be significantly higher for high-load modes than for low-load modes. The muffler and DPF system resulted in comparable total nitrogen oxides (NOx) concentrations. However, the nitrogen dioxide (NO2) fraction of the total NOx was found to be substantially higher for both systems for low-load modes than for high-load modes.
