In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

The first Report of Investigations of the present series (No. 4562) was on the fundamental properties of lead compounds, and the manner in which they set limits to the richness of lead products treated in the usual sintering-blast furnace units. These properties of the compounds were emphasized, as' it was desired, also, to learn the limitations of smelting the same compounds in present ore hearth practice; the hearth has a competitor in these "usual" units, even with the rich lead feeds best adapted for the hearths. Operating conditions that were followed in older metallurgical processes, when rich products, were treated, were outlined. The second report of the series (R. I. 4563) was on the development of the ore hearths of the types now used in the Tri-State from the viewpoint of the features, functions, and dimensions of the earlier hearths that had been most changed. Experimental data, for both well and poorly desulfurized charges being considered, were given to show the relative changes in the sizes and compositions of the charges after they were added to the ore (Scotch) hearths. A general picture was given of the charge column and of the conditions prevailing there when the operation was satisfactory. In this third paper, the composition of the gases prevailing in the charge column at various elevations will be correlated with what has been learned of the nature of the charge column in order to trace the steps of operation by which lead sulfide is converted into metallic lead. The metallurgical factors that govern operation and the lines along which improvements may be made will be noted.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. Underground coal mining causes overburden deformation and failure, one major form of which is bed separation in the overburden. Surface subsidence can be controlled by injecting grout into the bed separations. For a long time, the grouting results of bed separation can not be validated. This is the problem in the application of this technique. This paper analyzes the conditions leading to bed separation, develops mathematical models for seismic wave fields generated before and after bed separation, and bed separations grouted with different materials, and computes the seismic wave field characteristics using the finite difference method. The results show that the existence of bed separation causes changes in the characteristics of seismic wave field, and that different grouting materials generate different seismic wave field characteristics. Intact strata, bed separation, and bed separation filled with air or water all display distinctive seismic wave field in amplitude and frequency spectra. After mining, the original location that provides strong seismic reflection wave no long exists. It is replaced by a weak and syncline-shaped reflection wave. The area, where the seam wave disappears, is larger than that of the mined area. The location, where a bed separation occurs, generates a set of reflection waves stronger than the normal one. The energy of the reflection waves varies with the materials filling the separations. Bed separations filled with air generate stronger reflection waves than those filled with water. The major frequencies for those filled with air are lower than those filled with water. Therefore, it is possible to determine the property of filling materials by analyzing and comparing the amplitude and frequency spectra of the reflection waves. Case studies of application of seismic method for exploring bed separations and grouting were analyzed. The results show that it is feasible to use seismic technique for exploring bed separations and grouting.

A new probabilistic approach is introduced for slope stability analysis including adverse impact of blasting vibrations. The material strength within a slope area is randomized in this bi-variate joint probability analysis. To be a completely general engineering method, the new probabilistic approach employs the random variable transformation technique; the Hermite model of the Gaussian transformation function, which transforms the experimental histogram of strength values to the standard Gaussian variables. Because bi-normal joint probability is analyzed on the true probability region projected on the Gaussian transformed variable plane, it is an exact solution of slope stability based on the available sample data. Details of the probabilistic approach are given through a case study on an iron ore mine. The case study demonstrated that the probabilistic approach is effective and simple enough to be a routine engineering practice for slope analysis.

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control f anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/ These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the amounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating before a dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.

As cities and towns continue to grow, the need to install sewer, water, gas and other utilities becomes a necessity and the blasting of trenches for these service lines probably constitutes one of the most important forms of blasting in built-up areas. There f o re, understanding how explosives can be safely used in the most efficient manner is of prime importance. The need for protection against flyrock must be emphasized. The first consideration is that all explosive c h a rges should be located well down in the blastholes. The golden rule is to ensure that the depth of top stemming is never less than the burden on the hole. In the case of shallow holes, the minimum depth of stemming should not be less than 18 times the charge diameter, if airblast and flyrock are to be controlled. If there is a doubt, then additional cover and/or blasting mats should be used. Putting too much burden on blastholes is another possible cause of flyrock and raising ground vibration levels. Overburdening of explosive charges will also result in the blastholes not breaking to grade. This in t u rn re q u i res additional drilling of shallow holes down in the trench to achieve grade, thus further increasing the h a z a rd of flyrock .

Climate and hydrology data are required during all phases of mining projects, including impact assessment, mine planning and design, operational water management and mine closure and reclamation design. In the Canadian north, data sources are spatially sparse and often short-term in nature, and design parameters are often estimated based on data collected at sites far distant. Confidence in such data can be increased by verification or modification using data collected during properly implemented baseline and operational monitoring programs. A data set that accurately reflects conditions at the project is more readily accepted by regulatory agencies during the permitting process, and allows development of more effective and economic water management, mitigation measures and compensation. Data requirements and collection methods for developing an adequate data set for mine development are reviewed. These are illustrated using examples from oil sands, diamond and metal mines in the Canadian north.

Finely ground beryl was decomposed by mixing with ground limestone and soda ash and heating at 900°C for 4-6 hr. The sintered mater:al was then crushed and leached by boiling under reflux with 5N sulphuric acid for up to 4 hr. The liquor containing Be, AI, Fe and other elements as sulphates, was separated from the residue which consisted mainly of silica and gypsum, either by filtration or bydecantation washing.The clarified leach liquor was first treated to remove Fe+++ by contacting with a primary amine-kerosene solution in 2 countercurrent stages. The iron free liquor was then passed to a 4-stage counter-current extraction unit where it was contacted with O·5M di- (2 ethyl hexyl) phosphoric acid (EHPA) in kerosene. Under the operating conditions, 99 per cent of the Be and 7 per cent of the Al was extracted.The Be and Al were stripped from the organic phase by sodium hydroxide solution of suitable concentration to form soluble "beryllate" and "aluminate" respectively. Most of the Be was subsequently precipitatedas Be(OH)2 by heating the alkaline solution to 90°C, the Al remaining in solution. After filtration and washing, the Be(OH)2 could be ignited directly to BeO at about 1000°C or used as a feed to further purification stages if required.A small counter-current extraction unit was operated continuously using liquor derived from the sintering and leaching stages. Dataobtained in batch laboratory tests were confirmed. A product obtained by ignition of the washed "beryllate" precipitate contained more than 99 per cent BeO.INTRODUCTIONIn 1958 an investigation was commenced into the recovery of beryllium oxide from beryl, as part of a programme to utilize mineral resources of South Australia. Tensile tests were conducted on pure magnesium and on four commercial alloys over a variety of temperatures and strain rates. The high positive slope of the ductility vs testing temperature curves that is found over a short range of testing temperatures for these materaturerials was shown to result from the fact that the microstructure was not stable at these testing temperatures. Pure magnesium did not display a transition temperature, although its sub-room temperature ductility was low. This poor ductility resulted from a grain boundary weakness. The aluminum-bearing commercial magnesium alloys had a higher ductility than the pure magnesium. ness.Thealuminum-bearingcommercialThese alloys did exhibit a transition temperature and grain boundaries that were stronger than the grain material. Both pure magnesium and the commercial alloys began initiating cracks at strains equal to one half of their fracture strain. MAGNESIUM base alloys' enormous potential as structural materials lies in their high strength to weight ratios. At present, the high strength magnesium base alloys such as AZ-80, which will be discussed later, have about as high a tensile strength to specific gravity ratio as the highest strength wrought aluminum alloy, 75s-T6, and, of course, a much higher strength to weight ratio than structural steel. Further, since the magnesium base alloys develop their high strength to weight ratios with moderate strengths and extremely light weights, the ratio of load carrying capacity to the weight of many structures is relatively higher for the magnesium base alloys than their strength to weight ratios would indicate. This results because judicious increases in section size, such as increasing the depth of bending members or adding reinforcing ribs, can frequently increase the weight of a structure linearly while the strength and stiffness increase as the second or third power of the added weight. Strength and rigidity must be designed into lightweight structures by those techniques which establish multiaxial stress states. Consequently, strong, lightweight structures frequently also possess a greater propensity toward brittle failures. In order to insure against these catastrophic failures, an extra premium must be placed on ductility and toughness in light alloys. Current knowledge of the ductility and toughness behaviors—notched behaviors—of magnesium base alloys is limited.* Most of the magnesium base alloys * The state of present knowledge regarding the effect of testing temperature on mechanical properties has recently been summar-ized by Pritchard.' crystallize in the hexagonal system, so that they are expected to exhibit a tough and ductile to brittle transition temperature. Actually, a transition temperature behavior has been reported for commercially pure magnesium in the literature, but the characteristics of this transition temperatureh uggest that it may not be a transition in the usual meaning, but simply the onset of some thermal softening, a performance much like that which face-centered-cubic lead might exhibit slightly below room temperature. If transition temperatures do exist, such important questions as the manner in which they are affected by internal variables such as chemical composition and grain size, or the effect of external variables such as rate of straining or notch severity have never been investigated. The investigation reported upon herein was undertaken in order to define some of the mechanical behaviors of the magnesium base alloys better, to gain a better understanding of the influence of some of the above listed variables, and particularly to understand their effect on ductility and toughness better. During the hydraulic fracturing treatment of an oil or gas well the liquid pressure in the borehole is increased until tensile stress in the surrounding rock exceeds tensile strength. Once a tensile fracture is initiated, it is penetrated by liquid from the borehole and fracture propagation under continuous hydraulic action takes place. The fracturing liquid carries a propping agent to ensure a highly permeable flow channel after pressure release. Field results range from failure to obtain increased production to outstanding success. In all cases, however, it unfortunately remains uncertain whether the values chosen for the operational parameters, such as injection rate, pumping time and fluid viscosity, were in fact the ideal ones. Though experience provides a lead, a more satisfactory way to predict results would seem to be to subject the fracture propagation process to a theoretical analysis that (1) makes the maximum use of the relevant physical information and (2) so simplifies the resulting calculations that the field engineer gets practical data that he can handle comfortably. We are attempting here to do this in connection with the prediction of fracture width and areal extent before pressure release. What remains of the fracture afterwards depends on the distribution of the propping agent between the fracture walls, and that is a separate story. Idealization of the Problem To keep the problem tractable, a number of simplify- ing assumptions have had to be made: 1. The formation is homogeneous and isotropic as regards those of its properties that influence the fracture-propagation process. 2. The deformations of the formation during fracture propagation can be derived from linear elastic stress-strain relations. 3. The fracturing fluid behaves like a purely viscous liquid; i.e., any peculiar flow behavior due to the addition of gelling agents or other additives is neglected. Moreover, the effect of the propping agent distribution on the distribution of fluid viscosity in the fracture is not taken into account. 4. Fluid flow in the fracture is everywhere laminar. 5. Simple geometric fracture-extension patterns are assumed — either radially symmetrical propagation from a point source (Fig. 1A) or rectilinear propagation originating from a line source (Fig. 1B). In the first case the periphery of the fracture is circular, in the second case it is rectangular. 6. A rectilinear propagation mode can be accomplished only by injection over a large perforated interval, thus forming a line source. Such a rectilinear fracture must therefore be located in the vertical plane. A circular propagation mode might be expected from injection through a narrow band of perforations. "INTRODUCTIONA beneficiation plant to upgrade earthy iron ores is being installed by the Iron Ore Company of Canada in Sept-Iles, Quebec.The crude ore for the plant will come from the Knob Lake area, located in Northern Quebec, where mining has been in progress since 1954.Some 170 million tons of ""direct 11 ores have been mined and shipped in the past eighteen years, with an overall silica content of 7 to 8 percent. No beneficiation - except the reduction of the top size to about 2 inches - took place during this period, but extensive research work has been carried out, in order to find a feasible process.Since “washing"", gravity separation, roasting and magnetic separation experiments did not indicate positive enough results, flotation was tried and found to be feasible.The beneficiation complex being installed will consist of grinding, flotation, dewatering - i.e.: thickening, filtering and drying - balling feed preparation, and agglomeration - i.e.: balling and induration.This process will result in a product superior to the ""direct shipping"" ores and will also expand the ore reserves by allowing material with a higher silica content to be utilized.THE OREThe Knob Lake ores are grouped by mineralogical composition and by grade.BLUE ORES, representing roughly two thirds of the reserves, carry their iron content mostly in the form of massive, blue hematite and martite.YELLOW ORES, about one sixth of the reserves, have predominantly hydrated iron oxides as the iron bearing minerals.RED ORES, the other sixth of the reserves, carry the iron mostly in the form of red hematite.The gangue in all ores is mainly quartz, but aluminum oxides and hydroxides are also present, particularly in the red ores."

The rock brittleness is one of the most important rock properties that affect the drill-ability of rocks. It is supposed that the increase in rock brittleness causes the increase in penetration rate. The drill-ability of rocks depends on many factors. These factors can be separated as two parts depending on a machine, bit type, rotational speed, thrust, blow frequency, flushing, and rock properties, brittleness, compressive strength, structure, hardness, etc. In this paper, the relationship between brittleness and drill-ability index, which is used in the prediction analysis of the penetration rate of rotary blast hole drills, were examined using regression analysis. It is also seen that significant correlations exist between brittleness and the drill-ability index.

Ultra fine grinding is becoming increasingly used in the mining industry over recent years. The development of large-scale units for high volume grinding of low value materials and concentrates has opened up new areas of economical metal extraction. The ability of stirred vertical mills to produce very fine particles with high surface areas, is providing mine operators with novel extraction possibilities within gold concentrate regrind for Biox or leach feed, Activox autoclave feed preparation and lime slaking operations. The paper will review design, operational and maintenance aspects of ANI-Metprotech stirred vertical mills, comparing these to tower mills, horizontal bead mills and attrition mills.

A molecular modeling study was carried out on an adsorbed oleate monolayer on the surfaces of three calcium minerals, fluorite, calcite and fluorapatite using Universal Force Field (UFF) potentials. The cleavage plane of calcite {104} was the best template for oleate monolayer adsorbed since the surface structure enabled all the calcium sites available on the surface to be occupied by oleate anions. The area occupied per chain of oleate in this well packed monolayer was computed to be 20.2 Å, which exactly matches the value calculated to be the parking area per oleate molecule for a fully packed monolayer based on strictly geometric calculations. On the other hand, the precentage of calcium sites occupied by oleate to achieve a fully packed monolayer in case of fluroite and and fluorapatite was found to be 67% and 75% respectively. The results of this theoretical study suggest that while all the three adsorption conformations, that is unidentate, bidentate and bridging type are equally likely on fluorite and fluorapatite, bridging is most likely on calcite. Interestingly, all the conformations are observed experimentally for calcite-oleate system also. The reasons for this discrepancy between the theoretical predictions and experimental observations are not clear. More work is required to resolve this discrepancy, in particular simulation studies in presence of solvent water molecules on the surface.

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

Forecasting, particularly when applied to meaningful issues, is known irreverently as 'futurology'. There is quite a range of opinion ext.ant in the world when mineral resources are looked at. The opinions range from the doomsday view that there will be acute shortages of all essential commodities, to the optimistic outlook that new 'discoveries will prevent any possibility of shortages. The environment is, as yet, only studied locally and quite parochially; surprisingly there is little integration when considering the spatial atmosphere, the seas in depth and the earth's crust.

"The benefits and advantages of pre-competitive, collaborative industry/university research are not always well appreciated. This paper presents the case study of a current collaborative project between CAMIRO-Metallurgical Processing Division and McGill University that is investigating the understanding and prevention of sphalerite activation in lead and copper-lead flotation circuits. The benefits of the research findings to the sponsors can be maximized by an approach which links the researchers themselves with the sponsors at frequent, interactive project review sessions. Some examples of the findings and their application to industry are also presented along with a general update on CAMIRO-MPD.INTRODUCTIONThe history of Canadian efforts in the area of collaborative pre-competitive research is not long when compared to Australia (AMIRA) and Britain (MIRO). AMIRA (Australian Mineral Industry Research Association) began over 40 years ago and has had a well recognized role in bringing together industrial sponsors and researchers to fund a large variety of very significant development projects in that country, The total AMIRA funding effort for mineral processing work currently exceeds some $Aus 40 million with new projects valued at about $Aus 12 million initiated each year. This high level of commitment by industry has contributed to establishing Australian researchers and their facilities as among the best in the world.Canadian companies have traditionally funded much of their R & D in-house with extensive facilities and large funding commitments. The past 2 decades have seen most of these facilities disappear. The current situation is one in which only the largest integrated metal and mining companies have retained their own R & D groups (e.g. INCO, Falconbridge, Noranda). Industry-funded research at universities was primarily through individual efforts by the mining companies and rarely included collaboration with other mining companies, equipment or chemical suppliers, or engineering firms."

The paper presents a design case study for a four-story correction facility addition in south Boston, Massachusetts, supported on friction piles driven into the Boston Blue Clay. 356 mm (14-in.) square prestressed-precast (PSPC) concrete piles were selected as they were found more effective and economical. A static load test was performed where the pile was brought to "failure". The load test data were evaluated to estimate the Ultimate Pile Capacity as well as the Ultimate Unit Skin Friction (Adhesion) to serve as a design tool for friction pile projects in the south Boston Area.

There has been a gradual increase in the volume of internationally traded thermal and coking coal, with emphasis on blending of coals rather than single coal usage. New Zealand can take advantage of this situation, especially with its low ash and sulphur content coals. However, there is a need to clarify the thermal and coking behaviour of these coals as they relate to other market players, to benefit both the consumer and supplier. The high volatile matter contents of New Zealand coking coals are due to their high vitrinite content, which causes them to demonstrate stronger coking properties over a wider rank range than Gondwana coals. These same high vitrinite levels appear to correspond with lower initial softening temperatures than for Gondwana coals of similar rank. Preliminary results using thermogravimetric analysis also suggest that New Zealand high volatile bituminous coals can be used to substitute for higher rank Gondwana coals in combustion processes.
