TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

An overview of hydrate properties is given, with emphasis on unusual deviations from ice, the most common solid water form. Reliable sample preparation and reproduction of in situ hydrates provide the foundation for all hydrate science and engineering. Relations are given to connect the three domains in the title: (1) micro-scopic properties measured with Raman, NMR, and diffraction spectroscopy, (2) meso-scopic properties measured with single crystals, and (3) macro-scopic properties measured with pressures, temperatures, volumes, etc. A principal illustration relates micro-scopic and macro-scopic domains. Experiments provides the basis for improving statistical thermodynamics model for these compounds. To date, this model is one of the most commonly used industrial statistical thermodynamics applications, based upon the classical model of van der Waals and Platteeuw (1959). Microscopic measurements and simulations indicate model assumption improvements, resulting in the next generation of the statistical thermodynamics for improved macroscopic property prediction.

MR. C. R. WHITTEMORE: It is interesting to note that the mining industry is making increased use of alloy steels for drilling. They will undoubtedly lead to greater footage at lesser cost. Mr. Kemsley states that, for use in hard ground, the shanks are brought to a hardness of 435 to 440 Brinell by heating them to approximately l,800°F. It seems to me that this temperature is excessively high-it is considerably above the critical point of the steel. The only effect of such a high temperature is to lessen considerably the impact resistance of the steel. The possibilities of an oil quench, followed by a tempering draw which does not lessen the hardness of the steel too much but increases its toughness, might well repay further study; also the temperature control, a factor which depends on the composition of the steel. However, service results are undoubtedly the best criterion of practice. MR. KEMSLEY: I would like to point out that the steel is not quenched at 1,800°F. After heating to this temperature, it is laid aside to cool gradually; this high temperature is necessary to produce the required hardness by simple normalizing-cooling in still air. We all know that ideal conditions for hardening steel demand salt baths and furnaces with automatic temperature control, but for most companies the cost of such equipment having sufficient output capacity is prohibitive. The end we are trying to attain is to make good drills at a cost that will be within the means of any mine.

The hydration of portland cement is treated as a chemical reaction and the changes in matter, in energy and the rate of change of the process are discussed, Portland cement is a mixture of four major and at least as many important minor constituents. In the hydration process, the four major compounds (trical-cium silicate, dicalcium silicate, tricalcium alumi-nate and tetracalcium aluminoferrite), plus gypsum and water form five or six new compounds. In spite o the great complexity of the reaction, considerable progress has been made in its understanding, primarily with the help of such research tools as X-ray diffraction and electron microscopy. The rate of the reaction can be followed by direct and indirect methods of measurements. The effects o composition, particle size (or specific surface), temperature and water-cement ratio on the rates of hydration are discussed. The hydration of portland cement is a chemical reaction accompanied by such highly important physical phenomena as heat evolution, setting and hardening. It is a vast and complex subject, on which hundreds of papers have been published. At the time of the writing of this paper, in October 1962, a two-volume book, which alone contains dozens of papers pertaining to cement hydration appeared in print.' The present paper deals with a few aspects of this vast subject, and the selection was not easy. The work reported here deals with some of the most recent investigations in the field. In any chemical reaction, the physical chemist is primarily interested in three things: changes in matter, changes in energy and the rate of change of the process or the speed of the reaction. This is true also of the chemical reaction between portland cement and water, and all three aspects of the reaction will be discussed. These three aspects are of vital interest to the engineer as well. Portland cement is not a cementing material — the hydration products, the new materials which form in the reaction, have the cementing action. The energy changes manifest themselves in a considerable evolution of heat, which may be useful or harmful. It is useful, for example, in winter concreting, but in very large concrete structures like dams, a large evolution of heat, which cannot be easily dissipated, may produce distress in the structure. Primarily for such a purpose was the Type IV or low heat portland cement developed. The speed of the chemical reaction is important because it determines the time of setting and hardening. The initial reaction must be slow enough to permit placing of the concrete before setting occurs. On the other hand, after the placing of concrete it is often highly desirable to obtain as rapid chemical reaction as possible. For this purpose the Type 111 or high early strength portland cement was developed. CHANGES IN MATTER Portland Cement: In a basic investigation, before one begins to study a reaction, one either knows the quantities and compositions of the starting materials, the reactants, or one determines them. This is obvious; the chemist expresses the changes in matter that occur in a reaction by a chemical equation, which has the quantities and compositions of the reactants on the left side of the equation and the quantities and compositions of the reaction products on the right side. The first question is then what to put on the left side of the equation in the reaction between portland cement and water? It is not very easy to answer this question. Portland cement is not a single chemical compound but a mixture of many compounds. Four of these are considered the major compounds, and at least four of the minor compounds also play important roles in the hydration reaction. In order to avoid complicating matters, the present discussion will be restricted primarily to the four major compounds, which constitute usually more than 90% of a portland cement. The relative amounts of these compounds vary from cement to cement. Actually not only the amounts but the compositions of these constituents also vary to some extent, but the variation in composition of the individual components will be neglected for simplicity.

The object of this program was to extend the capabilities of visual paging systems both in size and function. The system developed uses the mine pager phone line for communication, monitoring, and remote control. A central station, using a minicomputer, transmits signals by phase inversion modulation of a 16,384 Hz carrier to as many as 999 remote units. The remote unit addressed returns An echo to indicate that it is functioning and, in the case of monitor units, to convey the monitor data. Magnetically latched display dis[c]s, which can be seen from both sides when posted, are used for visual paging. Lists of the addresses of posted pages, unanswered pages, and non-echoing units are prepared by the central station computer. The system was designed to be intrinsically safe and should operate for three months on a 12-volt lantern battery.

"THE Island of Newfoundland lies on the extreme eastern edge of the continent of North America and at the extreme northeastern end of the Appalachian geological province. Its belonging to the Appalachian province is shown in the geological history of the region and in the rock types and structures.Geosynclinal sedimentation in early and middle Palaeozoic times was interrupted by Taconic and, more profoundly, by Acadian, mountain building activity. Mid-Palaeo-zoic intrusions range from masses of serpentinized ultrabasic rocks to granite batholiths. A Carboniferous overlay of continental and shallow, drying sea types covers the earlier developed complex. Local basins in these times were filled with products of the erosion of tl1e earlier rocks, and, locally, grew the right kind of vegetation to make thin, discontinuons seams and pockets of coal. Post-early Pennsylvanian history is one of erosion and pene-planation with renewal of movement along many of the older fault systems."

An economic and operational evaluation of the unrecovered metal, physical conditions, and chemical environment in a leach pad should be made prior to decommissioning. This evaluation will help determine the possibility and method of secondary and/or enhanced metal recovery and the method(s) to be used for detoxification and heap closure. The evaluation requires quantitative sample collection in a locally variable, yet grossly homogenous material. An assessment of a valley fill heap leach pad was made using a technique borrowed from placer technology called sonic drilling. The sonic drilling technique produced very satisfactory core recovery and sample quality. At this site, drilling results demonstrated that the method of heap construction produced expected features after extensive long term leaching. Rather than a uniformly homogenous pile of metallurgically depleted crushed ore, an assemblage of solution channels, un-oxidized sections, unleached areas, and compaction due to various factors, were found. These conditions are thought to represent a normal, rather than unique, situation for a valley fill heap leach. The lack of this information can have a significant impact on the economics and methods of heap re-handling and ultimate closure.

The land-pebble district of Florida, which in 1928 supplied 96.7 per cent of the phosphate production of that State and 82 per cent of the domestic requirements of the United States, is centered in Polk and Hillsboro Counties about 30 miles east of Tampa The deposits are unconsolidated sediments occurring as beds of phosphate matrix overlain by a mantle of barren sands and clays. The matrix consists of a mixture of Sand (quartz grains), clay, and phosphate rock in which the coarsest sand is much finer than the coarsest phosphate; that is, the sand is segregated in the fine material. Before the introduction of classifiers the concentration consisted of log washing, and screening at about 20-mesh, which was usually the finest size that could be taken to maintain commercial grade, 66 per cent B. P. L. (bone phosphate of limey or more. When classifiers were introduced some of the fines that had escaped at the head of the washery and some of the minus 20-mesh material isolated during the rushing and formerly lost supplied the feed.

"Syncrude Canada Ltd. is developing new concepts in lease-closure landscape design for its Oil Sands Leases 17 and 22 in northeastern Alberta. Closure planning is becoming an integral part of the planning cycles and of the lease operation. By incorporating closure planning into the day-to-day operation, the company will achieve acceptable lease closure in an economical manner. Ultimately, Syncrude will achieve lower operating costs through innovation in mine planning and a reduction in residual liabilities.New concepts being evaluated for lease-closure landscape design include: designing for closure, use of landforms and natural analogs, self-armouring bouldery ground, robustness in design, landform grading, terrain analysis of reclaimed land, geotechnical hazard assessments, choices in closure design timeframes, passive maintenance, determining post-closure monitoring goals, engineering tailings, engineering other substrates, use of test plots and field demonstrations, geomorphologic monitoring of reclaimed lands, defining closure goals, and visiting other mines. These concepts are being formalized under the new discipline of Landscape Engineering."

The solubilities of nitrogen in liquid iron and liquid Fe-Ni, Fe-Mo, Fe-V, and Fe-Mo-V alloys were measured by the Sieverts method. Measurements were made at 1600° to 1800°C on binary alloys up to 20 pet Ni, 10 pet V, 10 pet Mo; and on ternary alloys containing 0 to 3 pet V with 0 to 5 pet Mo. The results on liquid iron confirm that Sieverts' law is obeyed in the range 50 to 750 mm pressure. The measured solubilities and their temperature coefficients are in general agreement with other modern authors. The logarithms of the activity coefficients of nitrogen in the binaries are approximately linear functions of the pet of alloying element. A method suggested by Wagner, Chipman, and others for predicting gas solubilities in complex alloys from solubility data on binaries was applied to the Fe-Mo-V alloys. Reasonably good agreement was obtained between calculated and experimental solubilities. NITROGEN'S solubility in liquid iron has been studied by a number of investigators. It is reasonably well established that the solubility of nitrogen follows Sieverts' law at least up to 1 atm partial pressure and that the solubility increases gradually with temperature. The solubility of nitrogen in Fe-X binary liquid systems has been investigated in only a few cases. Only the systems Fe-Cr,3-5, 7 Fe-V,3 Fe-Mn,3, 5 Fe-Ni,3, 5 Fe-Si,B, H Fe-C, L, H and Fe-P4 appear to have received any study. The only work on liquid Fe-V was done by Brick and Creevy.3 This was limited to 13.5 pet and 26.5 pet V, but no exact temperatures were recorded. No work whatsoever appears to have been done on liquid Fe-Mo alloys and even work on Fe-Ni alloys is rather scant. The work on liquid ternary systems is still more limited, and the only publication available appears to be that of Wentrup and Reif,7 who studied the Fe-Cr-Mn and Fe-Cr-Ni alloys. Rassbach, Saunders, and Harbrecht17 have reported work on the solubility of nitrogen in stainless steel but this was not a systematic study of any particular system. Commercial alloys usually contain several alloying elements. Thus, it often becomes important to be able to predict the nitrogen solubility in systems containing two or more added elements without the necessity of making measurements. Wagner,14 Chipman," Darken and Gurry," and Morris and Buehl 14 have suggested means by which this may be accomplished, and Langenberg14 has recently applied one of these methods to nitrogen solubility in complex liquid alloys. This paper reports the results of nitrogen solubility determinations on Fe-Ni, Fe-Mo, Fe-V, and Fe-Mo-V alloys and compares calculated and experimental solubilities in the ternary alloy. Attempted measurements on Fe-Cr alloys were not successful by the experimental method employed. Experimental Method The general method of solubility measurement was that of Sieverts.' The apparatus and procedure were essentially the same as used by Liang, Bever, and Floe."' The equipment consisted of a small vacuum furnace heated by a 6 kw induction unit, gas measuring apparatus, and a gas purification train. The crucibles used were Norton Alundum with alumina sand around them for insulation. The crucibles were charged with 100 to 200 g of material, about 180 g or nearly filling the crucible being found most satisfactory. Hot volumes were determined with argon and ranged from 95 to 130 cu cm (stp). Temperature measurements were made with a Leeds and Northrup optical pyrometer which was calibrated periodically against the melting point of iron in the same apparatus."-'* Good quality nitrogen, hydrogen, and argon gases were further purified and dried in standard purification trains. A new method for mapping faults within basement rocks underlying the Thelon Formation and glacial overburden was developed and tested in the Aberdeen Sub-basin. This method utilizes newly acquired aeromagnetic data, the Blakely algorithm for defining magnetic source edges, a calculated dip-direction map, a digital elevation model (DEM) derived from the Canadian Digital Elevation Database, and the positions of identified, inferred and newly mapped faults that are within and adjacent to this sub-basin. Combining these data revealed three age groups of faults. One group is seen only on the DEM; these faults are young brittle structures that have no effect on the sub-Thelon basement unconformity, and are not visible on the dip direction map. A second group is evident on the dip direction map but not the DEM; these faults are old basement structures that did not propagate upward through the Thelon Formation. The third group is expressed on both the DEM and dip direction map; these faults are also old structures that propagated upward during and/or after deposition of the Thelon Formation. The latter group of faults may be of greatest interest for uranium exploration, with reactivation increasing their potential to serve as conduits to transport uranium-rich fluids and focus deposition at or near the unconformity surface. This methodology has promise for comprehensive mapping of basin faults and tracking the tectonic development of the whole Thelon Basin through time.

Business planning in the coal' industry revolves around the production and quality forecast. It is difficult to accurately estimate costs and revenues until the production forecast is made. At mines where production comes from multiple sections, quality is tied to each section's production. Blending becomes a part of the planning process. In order to respond to rapidly changing business climate, a reliable program is needed to accurately forecast the effects of changes in key parameters affecting the production. This paper discusses an efficient, intuitive, and economical approach to underground coal mine planning program which uses a PC-based relational database as the programming platform to forecast production and quality. The program was developed at a major coal company. The relational nature of the production planning data, the programming algorithm, and the underlying principles are discussed in this paper.

Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved that by varying the amount of fractionation the quality of the distillate can be changed, and refiners are cognizant of the advantages of good fractionation. Distillation under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there been an indication that this method may become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-steam distillation because the quality of the products of vacuum and steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming loss as the vacuum within the unit is increased. This report describes the construction of a visible-action laboratory batch still and fractionating column and gives certain data pertaining to the operation of the apparatus under vacuum for the production of lubricating distillates. The apparatus was designed and built to produce lubricating distillates under as nearly ideal conditions as possible, in order that a subsequent study of the characteristics of the distillates could be made. For example, a study could be made of the distillates obtained up to the point of cracking of the charge if a topped crude were charged to the still; if the still was used as a rerun unit for lubricating distillates a study of nearly the entire charge could be made. Only topped crude has been charged to the still so far, and therefore this paper is limited to the results obtained from the distillation of such a charge. The results so far obtained indicate that such an apparatus is valuable in a study of different crude petroleums as sources of lubricating distillates.

The Functions and the Responsibilities of the Institute The Canadian Institute of Mining and Metallurgy is unique. ln addition to the welfare of its members, it has a real interest in the welfare and promotion of one of Canada's largest and most important basic industries. It is because of this that the membership is composed of both individual and corporate members. The individual members are both technical and non-technical (Members and Associates). Both Members and Associates have the same status in the Institute and all are interested in the welfare of the mineral industry. The aims and objects of the Institute 11re twofold. The education and welfare of its individual members and the sound promotion and welfare of the mineral industry. Perhaps it might be well if we reviewed these aims and objects as stated in our Constitution: "First - To promote the arts and sciences connected with the economical production of valuable minerals and metals, by means of meetings for the reading and discu11ion of technical papers, and the subsequent distribution of such information as may be gained throo.gh the medium of publications". It cannot be denied that we have do ne a good job in this particular phase of our work. Nevertheless, there is still room for improvement. It has been suggested that we might have more discussion and, on occasions, more criticism of our papers and programmes. This can best be done if the authors will have their papers prepared in sufficient time to permit of preprints being made availa1ble before the meeting at which they are to be presented.

Recent re-classification of crystalline silica as a potential human carcinogen has resulted in a new limit of 0.1% free silica in bulk powdered minerals. Detection of silica at this level can be expected to severely challenge or exceed the capabilities of existing protocols for x-ray diffraction, the traditional method for free silica determination. Automated SEH-EOS analysis provides an attractive alternative method, with direct analysis of individual particles for the determination of the concentration of free silica, and a direct measurement of silica particle sizes. This paper will discuss automated SEH analytical procedures, sample preparation, and statistical considerations.
