Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

Air is fundamental to flotation; not only is it required to collect the valuable particles, but it also controls the froth stability and consequently the separation performance for a given feed. Froth stability can be described and quantified in numerous ways, which are subtly different. Air recovery is one such measure of froth stability which accounts for both the stability of the bubbles and the mobility of the froth. The benefit of using air recovery as a measure of froth stability is that it exhibits a peak as air flow rate is increased, and this corresponds to the air rate at which the optimal separation performance is obtained. As such, it provides a single target value for optimising air flowrate for a given set of feed conditions. Use of air recovery, however, has one potential drawback: accurate measurement of the inlet air flow rate to a flotation cell is required. This can be problematic for operations, particularly where calibration of air flow rate is carried out infrequently or where there is no air flow rate measurement, such as for many self-aerated flotation cells. To this end, we present an alternative method for determining the peak in air recovery (PAR) air rate.We introduce a simplified method for determining the PAR air rate using trends in froth velocity and overflowing froth height, both of which are readily measured using existing froth image analysis systems. We will show, using industrial data, the application of this simple technique to find the optimal air flowrate for flotation cells. We will also discuss other alternative techniques for air rate optimisation that have the potential to improve separation performance using existing technology.CITATION:Hadler, K and Cilliers, J J, 2018. The Annual General Meeting of the Branch was held in the Witbank Golf Club on Thursday, 28th August, 1969 at 5.00 p.m. Mr C. G. Sowry (Chairman) was in the Chair. There were also present: Ten Members: Messrs J. Meintjes (Vice-Chairman), J. E. van Aswegen, A. C. Hofmeyr, I. Botha, B. F. v. d. Merwe, C. H. Coxon, R. Canny, R. C. J. Goode, A. Bain, G. E. Carlyon. Six Associate Members: Messrs B. T. Hosking, R. E. Powell, W. Weber, T. Bulloch, E. J. Jackson, P. J. Muller. Fourteen Visitors. Total Present: 31. The Chairman declared the meeting open and extended a welcome to all visitors including Mr R. C. J. Goode, President of the Institute. MINUTES OF PREVIOUS GENERAL MEETING The Minutes of the General Meeting held on the 26th June, 1969, were read and adopted. CHAIRMAN'S REPORT The Chairman presented a report outlining the activities of the Branch during the past year. Membership of the local Branch had increased from 80 to 99 during the year. DECLARATIONOF OFFICEBEARERS The Chairman announced that owing to his transfer out of the Witbank area, he was unable to accept the nomination as Chairman for a further year of office. The outgoing committee had elected Mr J. Meintjes Chairman and Mr A. Bain Vice-Chairman for the ensuing year. Mr J. Meintjes then took the chair. Mr J. Meintjes thanked Mr C. G. Sowry for his successful steering of the Branch during its period of inauguration. ELECTION OF COMMITTEE MEMBERS The Chairman then read the Scrutineers' Report and declared the following eight members elected as Committee Members for the 1969-1970 year: Messrs I. Botha, A. W. Brereton, G. E. Carlyon, B. T. Hosking, E. J. Jackson, B. D. McNeice, P. J. Muller, B. F. van der Merwe. TALK The Chairman then called upon Mr A. Bain to present his talk and film show on 'Impressions of the mining and metallurgy congress tour to Australasia'. CLOSURE After thanking the speaker for an interesting talk, the Chairman declared the Meeting closed at 8.40 p.m.

The Vicksburg mining property lies in the southeastern foothills of the Star mining district, Beaver County, Utah (fig. 1). Within a few miles of the Vicksburg mine, lying in a semicircle from south to northwest, are such past producers of lead-silver ores as the Moscow, Hoosier Boy, Red Warrior, Wild. Bill, Harrington-Hickory, and many others. Farther to the north, in the San Francisco district, are the famous Horn Silver and Cactus mines. The formation at the Vicksburg property consists of interbedded limestone, shale, and dolomitic limestone. These beds have been metamorphosed by the intrusion of irregular masses of porphyritic igneous rocks grading from quartz-monzonite to granodiorite. Ore deposition is in north-trending fissures of sheeted zones, contact metamorphic in type. These depositions were subsequently altered to gossan. A preliminary investigation of the Vicksburg property involving surveying, mapping, and sampling was made by W. A. Young and F. H. Gunnell, engineers of the Bureau of Mines, in the fall of 1946. As a result of the investigation, a project was set up to investigate the possibility of ore occurrence at greater depth on the fissures under the mineralized zone by diamond drilling.

"This paper provides an overview of the current use of auxiliary ventilation product and the challenges with limited air quantity in dead-end entry or working face. The PVC low frictional factor, low physical constraint and minimum leakage ventilation duct was development with ""made in US and used in US"". The PVC duct development covering operational and total cost of ownership with on-going success will be presented. This paper will discuss mine sites using new PVC vent duct underground and the results from operational and technical side making a difference. INTRODUCTION The Turquoise Ridge Joint Venture (TRJV) is located in northern central Nevada, and is situated within the Basin and Range province, near the northeast end of the Osgood Mountains (see Figure 1). The TRJV mine consists of typical Carlin type- gold mineralization characterized by low strength rock of altered limestone’s, siltstones, and mudstones. The weak nature of the ground facilitates the underhand cut and fill mining methods [3].Mining Method; Underhand cut and fill : The mine uses underhand cut and fill method which has 12’x12’ top cuts and several different size undercuts. The ore body is accessed off of a secondary development heading, utilizing a heading with a cross section of 14W x 14H or 15W x 16H configuration. In the wider and more massive zones, two headings in a production panel may be worked at any one time. Drift round lengths are determined by the type of drilling machine being used. An example of a typical topcut and associated undercut layout is shown in Figure 2. SECONDARY / AUXILIARY VENTILATION IN UNUNDERGROUND METAL MINES The auxiliary ventilation system provides the required air volumes at the face of dead-end developments and production workings, which in many cases may be considered as the primary method of assuring that the air quantity and quality standards in these working areas are satisfied. The Auxiliary fans and ducting systems are usually the primary means of delivering the required air volumes to the face of dead-end developments and production workings. Both centrifugal and axial-flow fans are used in underground auxiliary ventilation systems, usually electric powered. The internally direct driven axial-flow fans tend to be more popular because of their compactness and adaptability to staging. The most commonly used materials for ridged tubing are coated steel, alloyed steel, fiberglass and resin. Flexible (collapsible) ventilation tubing is also used and is usually made from neoprene-coated or nylon material. To add stiffness and reduce collapsibility these fabric ducts can be formed over a steel spring frame. A very important factor in the design of an auxiliary ventilation system is to minimize leakage and reduce the frictional pressure losses along the auxiliary ducting systems by minimizing their friction factors (K)."

Over the past several years, the combination of higher energy and steel costs and the recent commercial deployment of high-pressure grinding rolls (HPGR) technology in hard rock mining have led many multinational mining companies to evaluate the suitability of HPGR technology for their particular comminution circuits. HPGR technology is perceived to require a higher capital investment while delivering lower long-term operating costs. This paper undertakes a critical evaluation of this perception. By evaluating the capital and life-of-mine operating costs of competing circuit designs for soft, medium and hard ores, the HPGR break-even point can be identified, at which the incremental capital cost of an HPGR circuit is equivalent to the net present value of the projected operating cost reductions. For ores with hardness parameters above the break-even point, HPGR circuits could offer economic benefits, while for softer ores, SAG mill/ball mill/pebble crushing (SABC) circuits are likely to be more economical and energy efficient. This evaluation considers both an SABC reference circuit and a traditional stage crushing configuration. Other influential factors are also discussed.

"Compressed air still remains an essential source of power in underground hardrock mining. As a power medium it has a high convenience factor, although, in many cases, it is expensive to generate and maintain. Until new methods of breaking rock and/ or satisfactory alternatives to air-driven rock drills are developed, compressed air is indispensable. It is essential to utilize this source of power to a maximum by keeping all pneumatic tools supplied with air in adequate quantity and at optimum pressure.In search of the optimum operating air pressure, con-trolled drilling tests were undertaken at dynamic pressures ranging from 90 to 140 psi.Test results show the effect of increasing air pressure on: the performance of various jackleg drills at varying pressures, the life cost of drill steels and TC bits, and drilling efficiency at varying pressures. From the fore-going, a criterion is proposed for selecting efficient rock drills, and, also, optimum air pressure at each mine can be determined for its particular conditions."

This publication contains routine analyses and related source data for 350 natural gas samples from 19 States collected during calendar year 1362 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Helium Activity of the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus. Four previous publications have been made to present the results of 5,648 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1962. The first, Bulletin 486, 3/ contains analyses and data on 2,195 gas samples collected during the period 1917-47. Bulletin 576, 4/ the second publication, includes data and analyses for 1,575 samples collected from 1947 through May 1956. The third bulletin contains 1,444 analyses and source data of samples obtained from May 1956 to January 1, 1961.

The blasting work to construct a subway in Seoul, Korea have often caused increased neighbor’s complaints because of ground vibration. In order to prevent the damage to the structure, it was necessary to predict the level of blasting induced vibration and to determine the maximum charge weight per delay within an allowable vibration level. The effect of blasting pattern, rock strength and different explosives on the blast-induced ground vibration was studied to determine the maximum charge weight per delay within a given vibration level. The blasting vibration was measured from 10 sites along the subway line in Seoul and an empirical particle velocity equation from over 100 test data was obtained, V=K(D/W1’3 )-” , where the values for n and K are estimated to be 1.7 to 1 S and 48 to 138 respectively.

The methyl substituted binuclear cyclometallated gold(I) complexes [Au2(?-n-MeC6H3PPh2)2] [n = 4, 5 and 6] all undergo oxidative addition reactions with halogens and, in the case of the 4- and 5-methyl substituted analogues, with dibenzoyl peroxide to give metal-metal bonded digold(II) complexes [Au2X2(?-C6H3-n-MePPh2)2]. The 4- and 5-methyl substituted digold(II) compounds on warming or exposure to light undergo carbon-carbon coupling reactions to give gold(I) complexes containing the corresponding 2,2'-n,n'-biphenylyldiphenylphosphines. The 6- methyl substituted digold(II) complexes rapidly isomerise above ca. -20° C to binuclear heterovalent gold(I)/gold(III) compounds [XAu(?-2-Ph2PC6H3-6-Me)AuX{?2-(6-MeC6H3-2-PPh2)}], containing a fourmembered cyclometallated ring on a gold(III) centre. Surprisingly, no carbon-carbon coupling could be induced for any of the 6-methyl substituted compounds, even under forcing conditions. This difference in reactivity of the 6- methyl derivative, compared to that of the 5-methyl and unsubstituted analogues was studied by ab initio calculations using a series of model compounds. The results are in excellent agreement with the experimental findings and suggest that the key-step in the C-C coupling reaction is the partial opening of the Au(III)-P bond in one of the transition states. In the 6-methyl system this transition state is energetically inaccessible and hence no C-C coupling occurs.

Bureau of Mines planer mining tests on the phosphate bed of the Douglas mine, near Drummond, Mont., indicated that a competent bed with a Mohs' scale hardness of 3 to 4 cannot be mined economically with the planer. Although planer mining was feasible where the bed was fractured enough for a 4-inch depth of cut to be consistently maintained, the depth of cut in the competent beds at the Douglas mine did not exceed 0.5 inch. Average production rates were 0.15 ton per minute and 9 tons per man-shift.

A case study examining the procedures and financial benefits of introducing dump leaching to augment the Mt Gibson Gold Project CIP operations is discussed. Metallurgical testwork, followed by pilot dump leach operations, confirmed that gold recoveries of greater than 60 per cent could be achieved by dump leaching Mt Gibson laterite ore. Capital and operating costs were determined. Pit optimisation using the Whittle FOUR-D optimisation program calculated an optimum cutover grade between CIP and dump leaching for one orebody. The resultant recalculation of reserves based on CIP and dump leach operating costs showed that reserves for that orebody could be increased from 329 000 tonnes at 1.9 g/t An, to 1 488 000 tonnes at 1.2 gh An. NPV for the CIP only option of $1.4 m, was increased to $4.0 m for the combined CIP/dump leach option. This technique can be applied to existing gold projects and to new Developments.

As a by-product of the steelmaking industry rich in iron and zinc, electric arc furnace dust (EAFD) landfill disposal is restricted in many countries due to the metal lixiviation risks. Several approaches have been examined to recycle or reuse EAFD. Hydrometallurgical methods mainly include the preparation of pregnant acid leached solution (PLS) using inorganic acids followed by selective metal recovery using different methods. We herein proposed a hydrometallurgical process initiated by acid leaching and finalized by thermal treatment to produce nano-ZnO from EAFD. At the condition of this study, only 67% of zinc was leached by sulfuric acid from EAFD into PLS while 98% of surplus leached iron was removed through precipitation by sodium hydroxide. Additional purification of iron removed PLS was accomplished using di-2 ethylhexyl phosphoric acid to extract Zn+2. The addition of ammonium hydroxide to purified PLS provided (Zn(OH)2)3(ZnSO4)(H2O)5 as the final precursor for nano-ZnO that ultimately transformed to nano-ZnO (60 ± 6 nm particle size) at 850 °C. The achieved results were scrutinized through various tests and analyses including TEM, XRD, SEM, EDS, FTIR, and TGA.

BNFL, an internationally acclaimed company noted for its nuclear fuel cycle services and waste management technologies, collaborated with Viridian BioProcessing Ltd, a small company acknowledged for developing environmental biological processes, and an internationally recognised professor of biological sciences, to develop an unique bioremediation process for treating toxic, heavy metal contaminated land. This paper describes the process, with particular reference to the problem and scope of land contamination with toxic, heavy metals and the current available technologies. The process technologies are based on using indigenous, soil micro-organisms which can be stimulated to produce acid or sulphide ions to mobilise or precipitate the heavy metals respectively. Laboratory studies have indicated metal removal efficiencies of greater than 90 % can be achieved, whilst recovery efficiencies from the metal loaded leachate are even higher at approximately 95%.

As a result of a changing market pattern for anthracite, there is now an increasing demand for steam size and a decreasing demand for domestic sizes. To help the producer meet this new demand, the authors present the technical aspects of the problem of crushing domestic sizes to steam fineness and size. The market pattern for anthracite coal has changed considerably in recent years. The demand for domestic sizes has been gradually decreasing and the demand for the steam sizes has been increasing. The companies however aim for a maximum production of domestic sizes, since these sizes command premium prices. To meet the market demands, particularly in certain periods of the year, further size reduction of the coarse clean coal is necessary. The present practice of multistage crushing in toothed rolls leads to complicated flow arrangements and is high in cost. Data presented herein indicate that crushers with high reduction ratios could be used with a resulting simplification of crushing flows and an appreciable reduction of capital and operating costs. The different types of crushing equipment investigated included the rotary-type breaker, the jaw crusher, the impactor-type crusher, and the Aerofall mill. CURRENT PRACTICE The standard sizes of anthracite are presented in Table I and market specifications require that any given size be maintained with only a limited amount of oversize and undersize material. The 1958 prices of the various sizes also are presented, so it may be seen that size reduction is only performed when dictated by market demands. At the present time the general practice of crushing anthracite consists of removing the top size and crushing it in a toothed double roll crusher to the next largest size. Consequently, to reduce the domestic egg, stove, and nut sizes to steam sizes of pea, buck, rice, and barley, the original material must be screened to produce the three top sizes and each size must be crushed in three separate rolls to the next largest size. Each crushed product must then be rescreened to remove the oversize for re crush ing. Thus a typical operation would consist of scalping the egg size from a mixture, crushing it to stove size, and rescreening the product. This same cycle would be repeated for the stove and nut sizes requiring three screens and three crushers as well as conveying equipment to handle the crushed products. This results in an expensive series of operations to make a product which sells for a lower price. If the three top sizes are crushed in one operation to the smaller sizes then the yield of steam sizes is low and the production of Nos. 4 and 5 sizes is large. These sizes sell for lower prices than the steam sizes. A typical operation is presented in Fig. 1. From the figure it may be seen that the original cleaned anthracite contains 67.4 pet domestic sizes, 26.4 pct steam sizes, and 6.2 pct fines. After multistage crushing of the domestic to steam sizes the composition of the product is 0.6 pct domestic sizes, 89.6 pct steam sizes, and 9.8 pct fines. "The recycling of wastepaper has become an important and common process worldwide. Techniques similar to those used in the mineral processing industry are used to produce high quality recycled fibres for use in newsprint. The mineral processing group at McGill University, in conjunction with the Pulp and Paper industry (Mechanical and Chemi-mechanical Wood Pulp Network), has adapted one of these techniques, column flotation, for the purpose of deinking wastepaper. This article describes the typical process of recycling wastepaper from a mineral processing point of view. It also presents results from McGill University’s flotation column test work at a Québec wastepaper recycling facility. IntroductionThe recycling of wastepaper has become an important and common process worldwide, including Canada which is now the world’s largest importer of wastepaper (CPPA, 1996). Much of the current drive to increase the utilization rate of recovered paper is a reaction to the solid-waste disposal problem that faces many Canadian and United States municipalities. The real problem in the disposal of solid waste is not the absolute amount of garbage that must be disposed of each year, but this amount in relation to available disposal capacity.Environmental restrictions on the creation of new landfill sites and incinerators (the two main options for disposal of municipal solid waste) have tightened the demand/supply balance in the solid waste disposal market. This shrinking availability of waste disposal sites in the face of increasing population with greater disposal requirements defines the Developed World’s solid waste crisis. Not only are there fewer disposal sites available, but the costs of using them is skyrocketing. These factors have increased government regulations mandating recycled paper content in newsprint. Conservation and environmental issues make the current drive for wastepaper recycling a real issue and business opportunity."
