The National Safety Competition was inaugurated in 1925 by the Bureau of Mines, U.S. Department of the Interior, in cooperation with the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations for the year, the largest number of perfect safety records in the history of the contest.

Prior to the actual development of an oil property it is difficult to determine the quantity of oil under the property and the rate at which this oil can be brought to the surface-factors that determine the ultimate value of the property. Consequently, there has been much confusion in devising accounting systems that, during the entire life of a property, will show costs and profits from which the producer can determine whether his property is being worked at a profit or otherwise. The Bureau of Mines publishes this report in recognition of a distinct need for a simple treatise on accounting methods adapted to the peculiarities of the petroleum industry. Probably many companies operating oil wells are not fully acquainted with details important to the welfare of their business, because their account books fail to furnish them with exact and adequate data. With the accountant rests the responsibility of providing the management with reports setting forth the details of the business expressed in fitting terms as well as in dollars and cents. These reports are a means whereby efficiency may be maintained, waste prevented, oil obtained and sold, and money suitably reinvested. They also enable a concern to study the progress of its business in order to conserve to the utmost the possible benefits from an exhaustible deposit of mineral wealth. When managements realize the extent of the waste at their properties more attention will be given to the character of the accountancy records. Herein are presented descriptions and discussions of balance sheets, profit-and-loss statements, and bookkeeping methods peculiarly adapted to the oil business. As far as possible, technical phrases have been omitted in order that those not familiar with accounting terms may be able to follow the subject matter. The systems of keeping books outlined in Chapter X have all been found practical. For brevity as well as clearness the major part of the work refers to the company operating only one property.

The individual or company director who ignores his or her obligations under the Resource Management Act 1991 and under the proposed hazardous substances legislation, ignores them at their peril. Two recent cases in Canada and the United Kingdom concerning environmental offences under similar legislation illustrate the risks well.

Tailings and water management facilities are essential and integral components of mine and mill operations. They must be managed for the long term in order to ensure that safe and environmentally responsible stewardship is achieved. Toward this end, in 1998, The Mining Association of Canada (MAC) published A Guide to the Management of Tailings Facilities, which recommended the implementation of a tailings management framework (Figure 1) to integrate environmental and safety considerations into each stage of the life cycle of a tailings facility, from initial site selection and design, through construction and operation, to eventual decommissioning and closure. By February 2000 it was becoming apparent that while mining companies were making significant progress toward implementing and documenting tailings management systems, and integrating them with overall environmental management systems, further effort was warranted in their application at the operational level. In particular, a need was identified for further guidance in preparing manuals that outline procedures for the safe operation, maintenance and surveillance (OMS) of tailings and water management facilities.

At the beginning of the 1990s, Communism fell and signaled the end of the Cold War. The world rejoiced but also watched and waited to see how those countries would restructure themselves. The 1990 SME Annual Meeting was held at the Salt Palace Center in Salt Lake City, UT. The keynote session featured Alistair Frame, chairman of RTZ; Paul Queneau, professor of metallurgy at the University of Utah; and TS Ary, director of the U.S. Bureau of Mines. The SME Board of Directors voted to hire a Manager of Public Information and Education to be the GEM Program coordinator. This person was to collect and disseminate information that could be used by individual members and Local Sections to interface with government personnel and the general public.

This paper addresses the problem of designing a destress blasting procedure to reduce the incidence of rockbursting in hard rock mines. A review is made of the developed theory and practice of destress blasting in rockburst-prone ground. Specific reference is made to a recent survey of past and current practice with particular reference to Ontario mining operations. The need is identified for a more scientific basis for destress blast design and monitoring. Reference to developments in blasting technology as well as rock mechanics are then made to support a proposed, integrated design procedure and research strategy.

The Umiray Angat 13,2 km long tunnel in Philippines have been bored through extremely variable and difficult ground conditions including a number of special events. In particular the following adverse conditions were found: faults in decomposed ground, high temperature rocks, extremely rapid and important convergence phenomena, water inflows up to 800 litres per second. The special El Nino climatic conditions caused a long dry season and lower the level of the lake that was granting the access by barge to the site under the minimum navigable level. Many equipment have had therefore to be transported to site by a 10 ton capacity helicopter, after having been partially dismounted. For the same reason most of the tunnel drive have been bored servicing the site by 1 ton capacity helicopters to transport materials, spares and personnel. In order to overcome the above geological and logistic problems several innovation were introduced and tested in this project. Despite all that difficulties the 13,2 km of tunnel were bored in about 24 months, with a global average of 500 m/month.

"Adoption of the International Cyanide Management Code, regulatory requirements and community concerns have increased the need to implement suitable cyanide destruction processes at gold operations to meet ever more stringent discharge limits. As standards set for the allowable concentrations of cyanide, cyanide compounds and other contaminants may vary from country to country, jurisdiction to jurisdiction, and even from site to site, there is no “one size fits all” technological solution. Currently the most common cyanide destruction processes used in industry are sulfur dioxide/oxygen, hydrogen peroxide and Caro’s acid. Regardless of the process used, cyanide destruction plants must be reliable and achieve permit guidelines at all times. The selection of the most appropriate cyanide destruction process for an operation depends on several factors, including permit discharge requirements, tailings chemistry, location, site-specific climatic conditions and size of the operation. Only after considering all these factors together can the most effective approach be selected to achieve the permit guidelines economically and technically feasible. Finally performing the correct test work program is the most important step to ensure that the correct process design criteria can be determined to accurately calculate capital and operating costs.IntroductionThe adoption of the International Cyanide Management Code in 2005, stricter regulatory requirements and community concerns prompted by environmental incidents involving cyanide have increased the need to implement cyanide destruction processes at gold and silver operations.Process solutions associated with the extraction of gold and silver contain several forms of cyanide. The most toxic form of cyanide is free cyanide, which can be present as a dissociated cyanide anion (CN-) or gaseous or aqueous HCN. Weak or moderately stable cyanide complexes such as those of zinc, copper and nickel are classified as weak acid dissociable (CNWAD). Although less toxic than free cyanide, weak acid dissociable cyanide complexes are considered “ecologically sensitive” forms of cyanide and are regulated in most jurisdictions. In practice, reported WAD cyanide values are comprised of both free cyanide and weak acid dissociable cyanide complexes. Cyanide complexes with gold, mercury, cobalt and iron are referred to as strong acid dissociable complexes (CNSAD) and are much more stable even under mildly acidic conditions. Another term commonly used in cyanide chemistry is total cyanide, which represents all cyanide compounds present in solution, with the exception of cobalt complexes. Total cyanide levels in solutions are in most cases higher than WAD cyanide values and the difference between the two usually indicates the presence of iron-cyanide compounds. Typically, in Canada CNTOTAL levels cannot exceed 1 mg/L in solutions."

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. So far, environmental groups remain unconvinced and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This article presents a perspective on coal’s role in sustaining society by anchoring the message in a transparent way, including a material flow analysis, that links coal’s impacts across a range of social and environmental aspects. Past and continuing image problems In her 1994 paper, Nancy Bingham, with Caterpillar, outlined what the public thought about mining. Based on extensive interviews, the following results were found: • The public believed mining harms the environment. • The public believed mining harms people in nearby communities. • The public believed mining exploits workers. • The public believed mining has little personal benefit to the individual.

Laboratory data for 155 field muds and 77 .shales have been used to develop correlations to estimate the net streaming potential component of the SP. Analysis of these data and comparison with field tests show that streaming potential corrections must be made to obtain an accurate estimate of the electrochemical potential for use in the determinntion of formation water resi-iiviy. The self-potential curve is related to formation water resistivity, and considerable effort within the oil industry has been directed toward clarifying this relationship. The Schlumbergers and Leonardon1,2 recognized that two types of potentials, electrochemical and electro-kinetic, resulted in the net potential variation in the borehole. Most of the later papers have dealt with the electrochemical component and its controlling parameters. The investigations of Wyllie,2" Salisch' and Moore5 provide the most extensive sources of data on streaming potentials across mud cakes. These authors observed streaming potentials of sufficient magnitude to be of critical importance in SP interpretation, if it is assumed that streaming potentials develop only opposite permeable beds. Streaming potentials across shales have been reported by Schenck and by Gondouin, et al.7 Since SP magnitude is the difference in potential opposite shale and sand beds, these authors suggested that the net streaming potential component may be negligible. The present investigation was initiated to evaluate empirically some of the parameters controlling the magnitude of the net borehole streaming potential and to determine whether useful relations between mud properties and net streaming potential could be established. Field muds were used in this investigation. These muds were characterized by the amount and type of chemical treatment utilized for five days before Sampling. Filter loss, mud resistivity, mud density and filtrate resistivity were determined for each mud with conventional methods and apparatus. Mud filtrate pH was estimated with Hydrion pH paper for the appropriate range. Streaming PotentIals Across MuD Cakes Commercial calomel-saturated KC1 electrodes are subject to potential changes attributed to contamination of the very small fiber-tip bridge by particles of clay from the drilling mud.3 To minimize this difficulty, a large diameter bridge (Fig. 1) was constructed with saturated KC1-agar gel and a filter disc of microporous porcelain. "Quantitative information about the quality of metal balance results is often overlooked when making important plant production planning decisions. Not only is this common omission made in a context where many measurements taken in and around mineral processing plants carry significant errors, but it also conflicts with the AMIRA P754 Code of Practice for Metal Accounting. The fact that metal balances are typically published without any indication of data quality may give the wrong impression that the measurements are unquestionably accurate. While it is true that statistical data reconciliation can improve the confidence intervals of redundant variables, there is no data processing technique that brings them down to zero at a finite cost. In this paper, we review the entire data flow, starting from field instruments to metal accounting-based decision-making to show how measurement errors are transmuted into business risks associated with production planning. Necessary conditions for first exposing then quantifying such business risks are stated. Pitfalls to be avoided are also discussed. Finally, a simplified risk assessment and management procedure which considers the quality of metal balance results are applied to a polymetallic mineral processing plant. INTRODUCTION Each and every mineral processing plant has production reporting obligations. In this paper, we are concerned with metal accounting reports (Morrison, 2008) where saleable metal flows and inventories are estimated and published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimisation, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that spotless metal accounting is instrumental to high-quality corporate governance (Gaylard et al., 2014) of mining and metallurgical companies. To this extent, one would have expected industry-endorsed standards to have emerged a long time ago. However, the lack of an accepted set of standard procedures for metallurgical accounting was explicitly recognized as an industry-wide problem only in August 2001 during an SAIMM workshop held in Cape Town, South Africa. Discussions that followed this workshop led to the initiation of the AMIRA Project P754, “Metal Accounting and Reconciliation”, in 2003."

FOR rapidly marking in geological and topographical features on parish plans, the author has used the Veeder cyclometer with very satisfactory results. A simple Veeder cyclometer, usually retailed at cycle depots at 4s., is fixed to the axle of the front wheel of an ordinary bicycle. The cyclometer is desigued to read in miles and tenths of miles, which are recorded through gearing actuated by a striker on a spoke of the bicycle wheel engaging one of the vanes of the cyclometer once every revolution.By using 80 strikers the reading would be in chains and tenths of chains; therefore the use of 8 strikers gives the reading in chains, utilizing all the figures. The cyclometer is designed to be placed on the right-hand side of the bicycle, and takes up a minimum of space, being only about the size of the top joint of the thumb. With some makes of cycles there is insufficient clearance, so the cyclometer must then be placed on the left side, and the 8 strikers made to engage the top vanes, as shown in the sketch (Fig. 1).Very accurate readings can be obtained by this instrument. "Placer Dome (CLA) operates the 90-year-old Dome Mine, in South Porcupine, Ontario.The milling operation currently processes 5 million tons of ore per year, from both the underground and Open pit mining operations, producing 320 000 ounces. The milling process is conventional crushing and grinding, with gold recovery by gravity followed by leach/CIP.Cyanide tailings are impounded in a large (325 ha) tailings area where cyanide is allowed to degrade naturally. Effluent is discharged seasonally during the summer and early fall months to maintain site water balance. Pond water is reclaimed for sole use within the mill process.In 1995, an Effluent Treatment Plant (ETP) was constructed for the purpose of removing dissolved metals and suspended solids. In 1997, an INCO S02/Air cyanide destruction module was added.During this time period, the treated effluent often failed toxicity tests required by the Ontario MISA Regulation, even though effluent chemical parameters were below permit limits. Two studies identified ammonia as the toxicant to Rainbow Trout, and free copper as the toxicant to Daphnia magna.From a literature study, and contacts within the Ontario Mining Association, the use of chelation as a final end of pipe treatment step to render any remaining free copper and metal fractions biologically unavailable was considered. Lab and plant scale tests followed.During the 1999 ETP operating season, the addition of the chelant EDTA (ethylene-diamine-tetraacetic-acid) commenced. To date discharged effluent has passed all toxicity tests.The paper will review the effluent treatment history, current effluent treatment plant operation, and detail the use of EDTA for successful toxicity control.History of Tailings Deposition, and Effluent Treatment From 1910 to 1995Over it’s ninety years of operation, the Dome Mine milling circuit has changed from the original 1910 stamp-mill mercury plant, to today’s modem 14 000 ton per day automated gravity and Carbon in Pulp based plant.By the 19803, a modern mill was operating on mainly underground mined ore. The plant was operating at some 3 800 tons per day, using fairly conventional processing routes.The number 4 tailings dam was being used for tailing’s deposition.All effluent treatment was by natural degradation of cyanide. Discharge was from decanting type structures during the summer months only, maximizing the use of natural degradation no tailings effluent was recycled for Mill use."

ABSTRACT: Ground stresses are one of the significant factors in the context of rockbursts and underground instability at some hard rock mines in Canada. Overcoring strain relief measurements using triaxiaI strain eel is were performed at depths between 60 to 1890 m at several mine sites to provide stress data for stability analysis and optimum mine design. Pre-mining ground stress determinations from 64 stress tensor analyses resulted in the following average stress gradients: Maximum horizontal stress. -Hmax - 8.18 - 0.0122 MPa/m depth Minimum horizontal stress. _-,,min - 3.64 - 0.0276 MPa/m depth Average horizontal stress. -11, 5.91 - 0.03-19 MPs m depth Vertical stress. '-, - 0.0266 - 0.008 MPa/m depth The maximum and minimum horizontal compressive stresses. with an average ratio of 1.75 ,0..45. prevail in east--west and northerly directions. respectively. Horizontal compressive stresses in excess of vertical overburden load were determined. indicating large variations in ratios to a depth of about 1000 m with decreasing trend towards depth. From present data. a particular regional zoning for the magnitude and direction of horizontal stress fields cannot be outlined. A common feature at mines with near vertical orebodies is that the maximum horizontal compressive stress acts perpendicular to strike while the minimum horizontal compressive stress is aligned on-strike. The vertical stress components approach the gravitational overburden load.

The transport of large boulders in a furrow from a mining area to a nearby pond was considered. The furrow is filled with a mixture of water and soil particles flowing down to the pond at high velocity. Due to operating constraints, the slope of the furrow is reduced progressively. A relationship is derived, relating the slope of the furrow and the composition of the fluid to the maximum size and shape of the transported boulders. The characteristics of the boulders carried all the way down to the pond may then be determined.

Faults under high rock cover represent some of the most severe ground conditions a Tunneler can encounter. High ground water pressures and flows are usually associated with mountain faults. Ground behavior can range from blocky ground to flowing sands and squeezing clays. Sticking a IBM within a fault zone for many weeks, with the disastrous financial consequences, is still a common occurrence. Interpreting the geology and detecting the location of a fault prior to penetrating it is a fundamental step to successful tunneling. Ground water control through predraining or pre-grouting is the second fundamental step. This paper discusses techniques applied for detecting and crossing mountainous fault zones through the use of case histories across the globe.

Several years ago, Hudco Industrial Products began experimenting with the idea of levitating a conveyor belt with a film of air, much like the puck on an air-hockey table. While conducting its research, the company found out that some Russian and Dutch companies attempted the concept during the 1970s. After studying those conveyors, Hudco determined that its design was better. The Hudco advanced air-supported conveyor consists of an air-tight plenum, or chamber, that runs the length of the belt. The topside of the plenum has a formed trough. It corresponds to the profile of conventional troughing rollers. Low-pressure air is provided to the sealed plenum from a low horsepower blower. This pressurized air is metered and released through the central portion of the trough and reacts against the underside of the belt. The differential pressure between the top and bottom surfaces creates the lift to support the loaded belt. Airtight covers are installed to seal the transported materials in the plenum trough.

On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.

Several candidate sites have been proposed for the Deep Underground Science and Engineering Laboratory (DUSEL), a facility that would provide over 2000 meters of overburden to screen out cosmic rays that would otherwise interfere with experiments. Types of anticipated experiments include: detection of dark matter and stellar neutrinos, and evaluation of deep microbial life forms. Engineering experiments might include more refined scanning devices to “see” rock defects ahead of tunneling, improved predictive models for groundwater inflows and tunnel support requirements, and improved instrumentation for monitoring in-situ stresses, rock deformations, and pore water pressures. Spin-offs from this research might include more sensitive security detectors for scrutinizing shipping containers, new drugs based on new microbes, and improved sensor systems for tunneling. A site near Leavenworth, WA, was assessed and shown to have numerous topographic and geotechnical advantages. Rock cover is on the order of 2250 meters. The granitic bedrock is suitable for tunneling a variety of large underground openings.

More than 70 km of main line and service tunnels have been excavated to date for crossing the Apennines between Bologna and Florence. A new design and construction approach, known as Analysis of the Controlled Deformation in Rock and Soils, (ADECO-RS), was adopted to tackle the extreme heterogeneity of the ground and the particular stress-strain conditions. The goal of this system is to obtain constant and predictable full section advance rates, even in very poor geology, with the highest possible level of safety and reliability. The execution of this gigantic project required the mobilization of 21 job-sites, with the concurrent operation of 30 excavation headings. The global production rates confirm the high quality of the design and the high level of industrialization reached during the construction stage, levels not previously obtained in similar conditions, using other approaches such as NATM.
